The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

In a coal mine there are many substances capable of ignition under certain circumstances, which can be placed in the following groups: ordinary combustible solids, dusts, liquids and vapours, gases, metals and plastics. There are many factors influencing ignition, including temperature, minimum ignition energy, particle size, explosion pressure level, rate of pressure rise, specific energy content and also explosive limit. Not all are applicable in every case. Frictional ignition of methane is an accident statistic of increasing concern and is considered in some detail. Practical measures that can be taken to reduce the incidence of frictional ignitions are considered, and also possible ways of ignition suppression.

Until the early 1960s the world aluminium industry was dominated by six principle pro- ducers with integrated activities from bauxite mining to aluminium production. The growth in consumption of aluminium since that time and the emergence of additional producers has broadened the market for bauxite. In addition the increase in the optimum size of alumina refin- eries has influenced competing metal producers to unite in large joint ventures to minimize alumina costs. From these bases the paper examines present and likely future markets for Australian bauxite; differing marketing phil- osophies for serving those markets; factors influencing successful marketing; and the sources and relative strength of competition which Australia faces.

There is growing interest in the mining industry on the application of ore sorting. While many are familiar with particle sorting, including the limitations that technology presents (e.g. throughput), bulk sorting, with its higher throughput potential, is less understood. Despite the potential to sort at higher throughputs, few operations have adopted bulk sorting processes, certainly not at large scale. It is suggested that the inability to reliably predict outcomes from bulk sorting may be limiting its adoption in mining projects. Consequently, an evaluation approach for bulk ore sorting has been developed such that mass pulls and grade upgrades can be predicted in the context of a mining study. The approach allows for evaluation of drill core assays and application of the consequently derived heterogeneity relationships to the block model for estimation of sorting outcomes. These processes were applied to conveyor-based bulk sorting for the CuMo project in Idaho, USA and are described in this paper.

The problem of spontaneous combustion has long exercised the minds of Mining Engineers. The idea of inertising an area with a non combustible gas has seemed to be an attractive way to overcome the problem. Various agents have been tried but nitrogen has particular attractions and advantages. Britain adopted the idea from the German industry and found that it was particularly suitable for the conditions in British Mines. Over 8 years much development work has been done and specialist equipment has been developed as the requirements came to be better identified with experience. There is a continuing programme of innovation and the technique can be further developed in the future as a means of protecting the very heavy investments which are being made in today's large capacity, heavily capitalised faces.

In Europe there are many regions, where coal or lignite is mined with surface methods. In most of these regions coal/ lignite is mined below groundwater table and mining opera- tions require pumping big volumes of water. Drawdown of groundwater table has influence on surface water and ground- water on adjacent areas. Mine drainage requires purification and its discharge changes flow in existing streams. Some of mine water is used by mining companies themselves, some is used by other industries, some for communal purposes and some for irrigation. However, majority of mine water is dis- charged to rivers without use. The above issues are discus- sed on the background of general, technical and water charac- teristics of such regions in B European countries. Al ores arriving at the works which contain more than 3% sulphur, together with all sands and other fine residues, are delivered to the roasting department. Those that are in a coarse condition are first sent to the crushing plant, consisting of 15 in. x 9 in. jaw crushers and two No. 5 Krupp mills. The ore is here crushed through a quarter mesh screen. Any pyritic concentrates high in sulphur are given a preliminary roasting, to bring the sulphur contents down to about 12 % and the roasted material is delivered to the H. H. charge-making bins. Here the various ores, sands, residues, roasted pyrites, together with about 12 % of limestone, are made up into I-ton charges in hopper trucks with bottom discharge. The trucks are elevated by hydraulic lifts to a tramway running over the roasting furnaces, and the contents are dropped into hoppers over each furnace, from whence the mixture is fed into the centre of each furnace by means of a Challenge ore-feeder.

Future mineral processing developments will be of two types. There will be a continuation of the advances of the last 20 years including major increases in equipment capacities, the development of reliable on-line instrumenta- tion, the use of digital computers for automatic control, and the greatly expanded use of in-situ leaching techniques. However, there will also be a need for innovations as the industry faces a different set of problems to those involved in cost and extraction efficiency considerations. These new problems include those relating to energy usage, environmental pressures, and the further development of large low grade deposits and small, high grade metallurgic- ally complex deposits. Present technology does not appear adequate to solve many of these new demands. New treat- ment concepts will be required, and the immediate outlook in this regard is not encouraging. A major research and development task in mineral processing over the next 20 years will be to seek out new ideas and develop them, and this must be pursued with imagination and determination. Both the continuation of the present research pro- grammes and the development of new methods will require a steady supply of highly qualified technical personnel. These people are not being produced in the numbers required, and this situation must be urgently rectified.

Electrochemical investigations of the flotation of sulphide minerals are re- viewed. Flotation with thiol collectors is interpreted in terms of a "mixed poten- tial" model in which the process leading to hydrophobicity is the anodic oxidation of the collector at the mineral surface and this is driven by the cathodic reduc- tion of oxygen. Electrochemical studies have identified the products of anodic oxidation as chemisorbed collector, metal collector compounds, and dithiolates; the products formed in each situation depend on the collector used, the mineral under study, and the pretreatment of the mineral surface. Investigations on galena, pyrite, and chalcocite are discussed. Electrochemical and x-ray photoelectron spectroscopic studies have been used to determine the products of surface oxi- dation of sulphide minerals in order to elucidate the mechanism of collectorless flotation. The mixed potential mechanism allows consideration to be made of the ways in which flotation of sulphides with thiols can be inhibited. Examples of depressant action are presented. The relevance of electrochemical investi- gations to practical flotation is Discussed.

To extract uranium from low-grade, calcrete-hosted uranium (CHU) ore is challenging owing to the presence of carbonate and swelling clay gangue minerals that require an alkaline lixiviant to be used. Western Australia possesses ~75 000 U3O8 t in CHU resources. Improvements to alkaline leach extraction practices would improve the economic potential of these deposits.A column leach study of CHU ore was run for 105 days using an alkaline carbonate-bicarbonate lixiviant. The uranium content of the liquor plateaued after 75 days at ~275 mg U/L; the calculated maximum solution capacity was 800 mg U/L. Spiked peaks and troughs were seen in the data set beyond the 60th day, where concentrations ranged from 220 - 290 mg U/L, indicating possible cyclic uptake and loss of uranium from the solution.Pristine and leached ore samples were geochemically analysed and mineralogically characterised at high resolution using a field emission gun-electron probe micro-analyser (FEG-EPMA). Results showed that leached ore samples from the top of the column contained less carnotite than pristine ore. In contrast, leached ore samples from the column base contained regions with more carnotite than pristine ore, indicating precipitation. Three carnotite grain micro-structures were identified in the leached ore; fan-spherulite, granular and core-shell cubes, with evidence for multiple growth phases.Evidence of carnotite precipitation was seen at the edge of and in pore spaces within montmorillonite and dolomite grains. The point of zero charge of both minerals is lower than the pH of the lixiviant (pH 10.8), thus the mineral surfaces are negatively charged and would not attract UO2(CO3)34- ions out of solution. Similarly, the decrease in the uranium content of the lixiviant is not attributed to super-saturation, as this was unlikely to have been achieved. The purpose of this paper is to outline the equipment used for diamond drilling at Mount Isa, together with alterations and recent improvements therein. As the majority of the drilling is carried out with machines running at relatively high speeds using XRN blast hole bits, the paper is mainly devoted to this branch of drilling.Because diamond bit costs constitute the major expense, a considerable amount of research into bit design has been carried out, and in several instances, costs per foot have shown an appreciable decrease in spite of rising manufacturing costs and higher diamond prices. Equipment performance has at times been erratic due to delays in delivery and occasionally because of faulty parts, but in general the position has improved by keeping in close contact with the manufacturers.BLASTHOLE DRILLING MACHINESThe standard blasthole diamond drill is the 'E-500' two cylinder air powered model manufactured by Mineral Drillers Limited. Several of the older pattern JV41 are still in use, but are being retired as they wear out.. Machines are repaired in the underground diamond drill shop.The normal feed gears used when drilling in lead shales are 350 top gear and 450 low gear-actually 357 and 438 revolutions per inch of advance respectively. The 300 gear was commonly used several years ago, but it was found that bit footages could be increased without any appreciable drop in penetration rate by reducing to the 350 gear. My topic for today is the Crown Minerals of the future. New work initiatives are underway and the organisational structure is being overhauled. These are not insignificant changes and in this paper briefly summarises these proposals. These new work initiatives and changes to the organisational structure will have implications for the industry as a whole and also for the way individual clients interact with Crown Minerals.

The optimisation of an open pit mine can be broadly split into two stages, the first being the ultimate pit optimisation (and subsequent stage designs), and the second being schedule optimisation. Macroeconomic uncertainty clearly impacts on both however interrelationships do also exist. Generally, the opportunity exists for the ultimate pit to be revised during each planning cycle, however when this reprieve is removed the uncertainty for the underlying business increases. As one example, the introduction of an in-pit waste dump can be seen to significantly limit the option to revise the ultimate pit. When in this situation there are two potential risks that present: (i) the long-term price used for the ultimate pit selection is optimistic, and too large of a pit is selected resulting in waste being mined which uncovers material not of a significant value to deliver a profit; (ii) the long-term price used for the ultimate pit selection is pessimistic, too small of an ultimate pit is selected, and ore of realisable economic value left behind. With the use of 86 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt. Lyell Mining & Hailway Co., it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5,000 feet of boring the total cost of new parts noted on this line. (See l"ig. 1.) Thus at a glance it is possible to see... the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this difficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component. As before the cost of new parts are taken at each 5,000 feet bored. (See Fig. 2.) The curves so obtained are particularly interesting for two reasons:1. Each machine has its characteristic curve.2. The curve always steepens.Some machines are found to have relatively flat curves, others flat curves for approximately 15,000 feet of boring, and others steep gradients from the begining.This demonstrates that it is not always economic to discard a drill after it has been in service for a certain length of time or after it has bored a specified number of feet. Each drill has its own characteristics and so must not be regarded as one of a class, but considered on its own performance.The following use of these curve diagrams has been made to determine whether a machine has reached the end of its economic life. Metallurgists frequently use a small number of large samples to characterise expected mill performance, with the a priori assumption that these few samples are representative of the entire deposit. Geometallurgical sampling is becoming more prevalent as a way to use many smaller samples to indicate the expected recovery as part of the Mineral Resource or Ore Reserve estimation.The evaluation of magnetite deposits involves specialised approaches to sample preparation, sample analysis and resource estimation. The sampling protocol for magnetite deposits will typically include the use of Davis Tube analysis. The Davis Tube is a mini-pilot plant that is used for determining the mass magnetic recovery from a small amount of sample ground to a specific size. The magnetic concentrate may then be analysed and together with the mass magnetic recovery, may be used to simulate the expected mill recovery. The magnetite sampling protocol is specific to each deposit, and is typically designed around a specific metallurgical flow sheet.During resource modelling, the mass magnetic recoveries and concentrate grades may be estimated directly or assigned to a block model using regressions with other chemical constituents. For estimation, the concentrate grades are weighted to account for the different mass magnetic recoveries of each sample and the impact of these differences on the concentrate estimates.

The society in which we live is one of change, and we professionals are part of that society. The importance of this simple and obvious statement is often overlooked. My Presidential Address examines the question: can professionalism survive in our changing society?There is ample evidence to show that our society is changing, and that the rate of change is exponential. This rapid and accelerating rate of change is what Alvin Tomer refers to as "future shock". Rapid change means that we do not have time to become accustomed to what is happening around us and to feel comfortable with it; the greater the rate of change the greater the discomfort. The effect that this has on people is varied; the change may be either expected or totally unexpected.The rate and extent of change in society is not the same for all countries nor for all industries or occupations. Change is more rapid in Japan, Korea or Taiwan, than in Australia. It is more rapid in our cities than in the bush, more rapid for professional businessmen than for farmers. In our minerals and petroleum industries, we are still adjusting to the great changes that have taken place over the last fifteen years. In the past, products from our industries were sold on a free and open market. Today, mineral development and production in most undeveloped countries and some developed countries is manipulated for political, social and economic reasons. Changes of this nature have had a devastating effect on the operations of established mineral producers in the democracies.Because of the accelerating nature of change, we must recognise that the past is not a reliable guide to the future.Although extrapolation of the past into the future is a basic ingredient of commercial survival, extrapolation is less and less reliable.I borrow from others in quoting the Irish proverb: "The future is not what it was".The future is where our business lies and most of us at this Conference must endeavour to understand it and adjust to it. I believe in the old adage that:You can't know where you're going if you don't know where you've been and where you are at.There are a number of major factors which have created change within our social, economic, and industrial environment in recent years.

A geometallurgical model is currently built in two different ways. The first and the most common way relies on geometallurgical testing, where a large number of samples are analysed for metallurgical response using small-scale laboratory tests, eg Davis tube testing. The second, mineralogical approach focuses on collecting mineralogical information over the orebody and building the metallurgical model based on mineralogy. At Lules University of Technology, Sweden, the latter method has been adopted and taken further in four ongoing PhD studies. The geological model gives modal composition by the help of element-to-mineral conversion and Rietveld X-ray diffraction. Texturally, the orebody is divided into different archetypes, and liberation measurements for each of them are carried out in processing fineness using IncaMineral, a SEM-based technique. The grindability and liberation spectrum of any given geological unit (sample, ore block, domain) are extrapolated from the archetypes. The process model is taken into a liberation level by mass balancing selected metallurgical tests using the particle tracking technique. The approach is general and can be applied to any type of ores. Gekko Systems has developed an underground pre-concentration plant (Python) to reduce mine operating costs. Many ores liberate favourably using either high pressure grinding rolls (HPGR) or vertical shaft impactors (VSI). Using these comminution circuits for mineral liberation; rather than for the final recovery process and by utilising a high mass pull, high recovery process route (gravity/flotation), a narrow, low head, compact processing plant was developed that can sensibly be operated underground. The Python underground processing plant can provide a number of advantages for narrow vein mines including lower haulage costs, improved mine call factor and lower operating costs. The focus on fine crushing reduces the power requirement of the plant to approximately 8 kWh/tonne. The Python underground processing plant has been designed to be towed down the decline or lowered down a shaft, and is capable of being installed in sloping, non-linear drives for placement close to the working face. The overall benefit to mining companies of this concept has been estimated to be a saving in mining costs and a significantly smaller environmental footprint.

A reappraisal of the stratigraphy, new regional kinematic analysis and thermobarometric data allow a new interpretation of the metamorphic zoning and tectonic structure of the Upper Eocene high-pressure metamorphic core complex of northernNew Caledonia allow a three steps evolution to be proposed: 1. subduction and understacking of previously thinned continental crust elements; 2. subduction blocking due to the crustal thickening; and 3. crustal thinning and extensional detachment during the diapir-like uplift and unroofing of the eclogitic core. Steps 2 and 3 may be partly contemporaneous. Such a model accounts for the thermobarometric and radiochronologic data, and also for the weakness of substratum deformation during the emplacement of the ophiolitic nappe
