A variety of processing problems in the hydrometallurgical extraction of uranium in the U.S.A. are contrasted with those in South Africa. In U.S. plants, for example, problems are often encountered in the separation of vanadium, molybdenum, and uranium, and in the contamination of the circuit with organic acids. South African plants often experience problems with dissolved silica in the feed, clarification of feeds, and problems associated with synthetic polyelectrolytes. Individual situations are examined, along with the analytical techniques that assist in solving specific problems. Successful approaches that have been applied to mechanical and chemical problems in' uranium solvent-extraction plants are discussed.

SYNOPSIS The effect of conditioning energy on the flotation of gold, U308, and pyrite was investigated in the range 0,1 to 100 kWh per tonne of dry ore for various combinations of conditioning time and impeller speed in a cylindrical con¬ditioning tank. It was found that, when the conditioning energy was increased to between 5 and 10 kWh per tonne of dry ore, the total recovery and flotation rate of the valuable minerals (expressed as Klimpel parameters) increas¬ed substantially. The Klimpel parameters are dependent on conditioning energy, but are independent of condition¬ing time or impeller speed (at constant conditioning energy). The Klimpel parameters of the gangue are indepen¬dent of conditioning energy.

As part of an overall design of a computer based mining managerial system, the geological and mineral estates management disciplines find themselves centrally placed in terms of producing fundamental data both before and during the mining operation. Computerisation of all aspects of these fields of endeavour has come to be seen as essential for complete integration with other mining orientated disciplines. Release 1 .l. of the Anglo American system of mineral estates management has been tested and is in the process of being implemented at several Anglo American Gold Division mines.

During pillar extraction, sidewall fracturing and spalling at some collieries constitute a severe stratacontrol problem. In order to obtain a better understanding of this phenomenon, a survey of pillar corner conditions before and during pillar extraction was conducted at one particular site. For the various successive mining steps, the vertical stresses on the pillar corners were calculated by use of a three-dimensional boundary element program. A significant correlation was found between the calculated vertical stress prior to the extraction of the panel and the sidewall conditions. During the extraction of the panel, a significant deterioration of the sidewall conditions at a pillar occurred only when the adjacent pillar was mined, causing an increase in vertical stress on the remaining pillar.

This paper reviews the history, sources, mineralogy, extraction metallurgy, conversion, and enrichment of uranium in South Africa. Over the past 40 years extraction plants were built at 27 sites, an9.over 140 kt of uranium have been produced. Older plants have had to adapt to changing market conditions, no single technology has had the opportunity to become entrenched, and costs have been reduced to a third of those of the original flowsheet. The research efforts aimed at developing the country s nuclear raw materials have been particularly rewarding, as they have enabled South Africa to become a world leader in the extraction of uranium from low-grade ores and to develop methods for uranium enrichment and the production of nuclear fuels.

The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

Introduction Although months have passed since APCOM 87, held from 19th to 23rd September, 1987, the vivid memories of all aspects of its activities remain as clear in one's mind as if it all happened only yesterday. The Symposium, which was held at the Johannesburg Sun Hotel, was organized by The South African Institute of Mining and Metallurgy in collaboration with the Council for Mineral Technology (Mintek), supported by The Geostatistical Association of South Africa, The Operations Research Society of South Africa, and the Computer Society of South Africa, and was backed financially by the Chamber of Mines of South Africa. The total number of registrants amounted to 375 delegates and 50 affiliates: 100 of the delegates were from outside the Republic of South Africa and represented 15 countries, namely Australia, Brazil, Canada, Chile, France, Great Britain, Greece, Italy, Namibia, Phillipines, Sweden, Turkey, United States of America, West Germany, and Zimbabwe.

Stochastic methods are normally invoked / used to assist with the understanding of risks, when there is uncertainty around a particular outcome. Uncertainty implies that there is a risk that the desired outcome will not be realized. Stochastics and probability theory has long held out the promise to answering this need, but has often been maligned because of its misuse. This paper takes a critical look need for Monte Carlo simulation to project risk evaluation and highlights what is considered to be the fundamental issues that should be thoughtfully considered to avoid the abuse of this technique. The upside of avoiding the abuse of this technique will be the wider acceptance by practitioners that it is a credible technique to quantify this important aspect of valuation.

The leaching of pyrolusite in acidic ferous sulphate solution was studied so that the important factors governing the kinetics of the reaction could be determined. The reaction is very rapid, and was monitored by continuous measurement and logging of the redox potential in solution by use of a microcomputer. The relationship between redox potential and manganese extraction was established empiricaly for each set of conditions by the use of a technique in which a calibration run was conducted in paralel with each leaching run. The study involved a number of batch leaching runs, and demonstrated that, of the variables investigated, only the initial ferous ion concentration and the reaction temperature afect the rate of manganese extraction. The final extraction did not vary. The reaction was modeled from the results by use of the shrinking-core model and Britan's activation-energy model. The later was found to provide a significantly better fit to the data.

The ilmenite, rutile and zircon processes of the mineral separation plant generate tailing streams, which still contain valuable mineral. This is due to a combination of factors, which include separator equipment efficiency, particle size effects and inefficient operating practices (equipment overloading, blockage, etc.). Recent developments by metallurgical equipment suppliers have led to increased mineral separator performance enabling recovery of previously lost valuable mineral. Mineralogical studies were conducted using QEM*SEM and MLA techniques to identify and quantify gangue mineral species and determine mineral association. Laboratory and pilot-scale test work was then conducted to develop suitable process flowsheets for the recovery of ilmenite, rutile and zircon from current and stockpiled tailings.

A simplified two-dimensional plane strain numerical technique for the non- linear modelling of a tabular mining excavation in brittle host rock under high stress conditions is described. The model has been developed using relatively straightforward assumptions based on extensive underground investigation of the fracturing and deformation of rock at the stope face in deep gold mines on the Witwatersrand, together with observed rock behaviour under laboratory conditions. The reef rock is modelled as a linear string of yielding elements which interact horizontally, while the elastic rockmass remote from the reef is modelled using boundary element techniques. This elementary technique is shown to produce results which agree closely with the observed behaviour of the fractured rock during the mining of a remnant pillar

The MRMR Classification System was developed specifically for mining applications, namely caving operations, and is one of three rock mass classification systems used in the South African mining industry today. Increased usage of the MRMR Classification System has raised concerns that it does not adequately address the role played by discontinuities, veins and cemented joints in a jointed rock mass. To address these concerns, Laubscher and Jakubec introduced the In-Situ Rock Mass Classification System (IRMR) in the year 2000. Although the IRMR System is more applicable to a jointed rock mass than the MRMR System, a quantitative comparison of the MRMR and IRMR Classification Systems indicates that there is not a significant difference between the resultant rock mass rating values derived from the two Classification Systems.

Multiphase process design and optimization often depends upon the rheological properties of sludges and slurries. In practice the task of determining these important properties is usually carried out by removing small samples from a process line or process unit and performing tests with proprietary bench-top analysers near to site or at a remote laboratory. Sampling will remain an important procedure in industrial processes, but there is also a strong case for augmenting the routine information obtained using an in situ sensor, as suggested below. ?Sampling protocols can result in extensive turnaround periods from sample collection to the generation of results. The delay can have an effect on a variety of factors such as product quality, process operability and efficiency. ?Sampling of toxic or radioactive material can prove an even greater challenge to minimize human involvement. ?Removal often changes the rheology of a specimen, and might lead to incorrect conclusions being drawn about the condition of a sludge. ?Sludge and slurry in a containment suffers a gravitational gradient, so that a removed sample should be paired with its location, particularly in the vertical dimension.

Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each project's feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.

Any study of the contentious subject of nationalization can ultimately be reduced to a sombre analysis of the simultaneous, and very different, interests of capital, labour, and government. Each of these interests attempts to maximize its objectives, subject to checks and balances provided, in an ideal system, by a country's executive government, legislature, and judiciary. Where even one of the three interests goes out of control, the consequences can be disastrous. The case histories show that when this occurs, the most common culprit is government, or its proxy, such as a dictator. At the other extreme, the case studies indicate that the optimum outcome occurs when capital, labour, and government are 'ring fenced' from each other: each enjoys its rights, but is also subject to duties. 'Conflicts of interest' between the three entities are ideally avoided to the maximum possible extent. The case studies include several salient instances from both the DRC (Gécamines, La Générale des Carrières et des Mines) and Zambia, along with Ghana and Chile. Further instances are examined in South Africa (gold), India (Coal of India), Brazil (Petrobras), Venezuela (Petróleos de Venezuela), Sweden (Luossavaara-Kiirunavaara Aktiebolag), Mauritania (Société Nationale Industrielle et Minière), Norway (Norsk Hydro), Botswana (Debswana), and Namibia (Namdeb). The article concludes broadly that South Africa's minerals sector is not ready for nationalization.

Discussion: H. J. Wright (Member): The authors are to be congratulated on presenting such a comprehensive and lucid account of bringing a large diamond mine into efficient production from the grass roots. When one considers the vast amount of planning and hard work that had to be put into the project the authors have done a praiseworthy job in condensing the story, so as to present all the important technical aspects, the logic behind the major decisions and the future thinking on the operations, in a concise and readable form. This was the first experience of De Beers personnel in starting a large diamond mine as an opencast project and nor do they employ a large planning staff, most of the planning being carried out by the executive staff themselves. It is operating most efficiently on a large tonnage and it is neatly and very well laid out. In fact, with its model townships, both for European and Coloured employees, tarred roads, recreation club and its grass golf course, it is like an oasis in the arid climate of the North-Western Cape. The key operation of opencast mining is, of course, the planning of the geometry of the pit. This has been adequately dealt with by the authors. It is of interest to consider some of the consequences arising from complete lack of open pit planning, based on actual operating mines. I refer of course to the present, four producing mines in Kimberley. The Kimberlite pipes were all discovered in a short span of time from the year 1870, onwards. They soon became a hive of activity with diggers industriously working their claims at varying rates. The country rock comprises from the surface downwards, some 90 ft of decomposed dolerite followed by approximately 260 ft of soft Karroo shales, which in turn is underlain by a hard competent Ventersdorp lava, known locally as melaphyre. The average water table was just below the dolerite at a depth of approximately 90 to 100 ft. Only the blue ground was mined leaving the waste rock sides almost vertical, and as the depth increased beyond 100 ft, large falls of sidewall started to take place. "In my Presidential address last year `The Institute in Retrospect and Prospect', I briefly reviewed the past activities of our Institute, I commented on the dynamic growth of the mineral activity of this country and of the great contribution towards this growth made by members of this Institute. I maintained that there was still further growth to come, pointing out that our future would be very much dependent on the availability and skills of our mining and metallurgical men. This Institute had, therefore, a most important task ahead to ensure that this country would have the necessary skilled engineers to develop our mineral industry so that we would be able to compete successfully in the wide world. In my address I highlighted many of the major achievements of our members and of our Institute. In today's review, I have no wish to repeat myself and I would, therefore, ask members and visitors to regard this review as complementary to my presidential address. I must also refer you to the very full resume of our affairs written for a special brochure in March, 1944, by E. H. Johnson, a founder member, on the occasion of our 50th Anniversary. There is no need to repeat what was given there, rather I will attempt to bring that history up to date. Our Institute was founded under the name of Chemical and Metallurgical Society of South Africa on 24th March, 1894, by a group of chemists and metallurgists The name was changed to Chemical, Metallurgical and Mining Society of South Africa early in 1903, and in July, 1956 became The South African Institute of Mining and Metallurgy. We were not the first technical organisation in South Africa, the S.A. Association of Engineers and Architects having been formed in 1892. In that year also the British Institution of Mining and Metallurgy started in London. To evaluate the quantitative tunnel behavior influenced by characteristics of discontinuity, this pa-per executes the parametric study using 2 and 3-dimensional DEM analysis. First of all, this study finds that displacement and the stress of shortcrete are proportioned to frequency of joint and rockbolt axial force is adversely proportioned too. Secondly, it is found that the most sensitive in-put parameter used in Barton-Bandis(BB) model is residual friction angle. Finally, when joint sets are encountered at tunnel excavation face, to identify the most critical joint orientation is very crucial for a stability of tunnel. La thèse a pour but d’étudier les influences sur la stabilité du tunnel, au niveau du réseau de la discontinuité et de la valeur de sa nature aquis par le projet récemment exécuté en vue de mener à l’analyse quantitative de cette stabilité, en appliquant chaque différent paramètre comme la fréquence de diaclase, la constante de résistance des modèles de Barton-Bandis(BB) ainsi que la relation entre le sens d’excavation du tunnel et le réseau de diaclase en 3 dimensions. En fait, cette étude nous a montré que la fréquence de diaclase s’accroît proportionnellement au déplacement et à la contrainte du béton projeté. L’angle de friction résiduel s’est montré le plus sensible à la stabilité du tunnel parmi les modèles de BB. Aussi à travers l’analyse à 3 dimensions, il s’est vérifié que si l’angle de pente du groupe de diaclase est horizontal entre l’axe du tunnel et la direction, il donne une influence importante sur le comportement du tunnel. En particulier, l’influence était la plus importante sur un fond rocheux dont la diaclase horizontale est grande. Zweitens: Es wird herausge-funden, dass die am meisten Sensitiven der im BB-Modell angewendeten Eingaben die am Ende uebriggebliebenen Reibungswinkel sind. Und schliesslich wird herausgefunden, dass wenn Ver-bindungsteile an der Tunnelaushoelungsoberflaeche ausgemacht werden, fuer die Tunnelstabiltaet die Identifikation der meist kritischen Verbindungsorientierung sehr bedeutungsvoll.

The use of SO2/air gas mixtures as an oxidant to precipitate Mn from Co(II) leach liquors was investigated. The effects of SO2/air ratio, pH and temperature on Mn precipitation were evaluated. It was found that the use of SO2/air gas mixtures resulted in significantly higher Mn precipitation kinetics compared to using air or pure O2 alone. The SO2/air ratio was varied from 0% to 6% SO2(v/v) in air and similar Mn removals were achieved at 0.75% to 3% SO2 at pH 3. The solution pH was varied from pH 2 to pH 4; Mn precipitation did not increase considerably from pH 2 to pH 3, but increased significantly at pH values higher than pH 3. Cobalt co-precipitation also increased as pH increased, with 1% Co co-precipitation at pH 3. An increase in temperature from 30°C to 60°C also increased Mn precipitation and 100% Mn precipitated at 50°C. Cobalt co-precipitation also increased significantly with an increase in temperature. An activation energy of 25 kJ/mol was calculated from the Arrhenius plot, which is an indication that the precipitation reactions were both chemically and diffusion controlled. XRD analysis showed that Mn precipitated in the form of Mn2O3 instead of MnO2 that was predicted from thermodynamic data. SEM and XRD analysis also revealed that the precipitate consisted mainly of gypsum or bassanite (99%), with the Mn containing phase (< 1%) distributed within the gypsum phase.
