The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

A joint research programme conducted by BHP Central Research Laboratories and Du Pont Wesfarmers Pty Ltd examined the effect of the size of cast primers on the run up and steady state detonation veloci- ties of ammonium nitrate based explosives as a function of blasthole diameter. Both continuous and point to point velocity of detonation meas- urement techniques were used. The field trials examined a number of the Du Pont HDP series of primers in conjunction with ANFO, emulsion and watergel explosives. Results indicate that the run up velocity of 187mm diameter ANFO charges is negligible using cast primers as small as 150g. owever, emulsion and watergel explosives did exhibit run up in both 187 and 311mm diameter blastholes, independent of the size of primer. This could last from 7 to 10 blasthole diameters.

A stibnite flotation concentrate from Costerfield in Victoria was found to contain 63.3 g/t An while its sizing distribution indicated that 81.6 per cent of the material was less than 38 ¦m. A 24 hour cyanidation test by a standard bottle roll method recovered 15 per cent of this gold. Pressure cyanidation under conditions of ambient temperature, 40 per cent pulp density, an oxygen pressure of 1000 - 2000 kPa and an initial NaCN concentration of 15 kg/t, resulted in a recovery of 65 pe cent of the gold after only two hours of leaching. Aqueous pressure preoxidation of the concentrate followed by the standard bottle roll cyanidation realised gold recoveries as high as 96 per cent. "Wet-weather or 24×7 wet-trafficability is a commendable design objective for unpaved mine haul roads, but practically often difficult to achieve, due both to the road sheeting material selected, and also its breakdown under the action of traffic and environment. Accidents allied to wet-trafficability issues, either due to rain or often more commonly, over-watering of mine roads, is increasing and especially the loss of control or uncontrolled vehicle movements categorisation. The dominant system failure is that once vehicle control is lost, control cannot be regained.The friction supply, or ‘skid resistance’ of a mine haul road sheeting is critical to the safe operation of the road and data has to be collated concerning the variation of friction supply with sheeting material engineering or indicator properties. In the light of the paucity of data existing in this field, this paper presents the contributory research that informs the development of improved and validated unpaved mine road friction supply estimates, based on a number of mine site evaluations across a range of sheeting material types and characteristic parameters, leading to improved predictive models of friction supply.Results from this preliminary review will enable operators to assess their road sheeting materials, improve and validate unpaved mine road friction supply estimates. "The development of a predictive geometallurgical model is a multidisciplinary and iterative task that involves both discovery and integration aspects. In this paper, the authors discuss the concepts of geometallurgical modelling in terms of the underlying relationships that are used to connect geology, metallurgy and economic value, and how the early-stage preparation of a spatial geometallurgical model enhances project value and provides a sound basis for future studies and test work programs.Hot Chili’s (copper-gold-molybdenum) Productora Project, which is located in northern Chile, is a porphyry-copper style deposit that can be exploited using open pit mining and preparation of a saleable concentrate from fresh ore, as well as heap leaching, solvent extraction and electrowinning (SX-EW) extraction of copper from oxide ores. To enhance project value in the Productora prefeasibility study (PFS), Hot Chili developed a geometallurgical model that was used to predict the process responses of both sulfide and oxide ores. The Productora model incorporates test results from mineralogical, metallurgical and comminution testing, as well as other studies completed on a suite of samples collected from the many geological domains of the deposit.Using Bond Work Index and Abrasion Index proxies in the geometallurgical model, Hot Chili estimated the variability of sulfide ore throughput and comminution costs. Heap leach acid consumption in oxide ore was estimated from drill hole calcium concentrations. The model was then used in mine scheduling to identify high and low throughput or high and low acid ore zones so that the processing of these zones could be advanced or deferred to improve net present value (NPV). Additionally, the cost benefits of preparing an early-stage geometallurgy model were quantified through a comparison to a conventional model that was based on test work averages.CITATION:King, G S and Macdonald, J L, 2016. Good morning and thank you for the opportunity to address this yearÆs New Zealand Minerals Conference.   As you have already heard from the Associate Minister of Energy, the Government believes that the minerals industry is an important part of our economy. In particular, our coal and lignite resources have the potential to play an important role in New ZealandÆs energy sector as both a primary fuel and as a means to produce electricity.   The Government has taken a keen interest in the primary fuel sector given the declining reserves of natural gas sector. The energy sector is a key driver of economic growth and it is therefore critical that we have a reliable supply of primary fuel as part of the energy mix.   In a global sense, New Zealand is like many other countries regarding the need to secure energy for the future. Natural gas will be a key bridging fuel in the transition from an energy market based on fossil fuels to one based on renewables over the next century.   However, natural gas as a solution to this energy transition has some pragmatic limitations for New Zealand. There is uncertainty as to when new domestic reserves of gas can be discovered and developed. And the alternative of imported LNG poses a number of costs and risks to the economy.   New ZealandÆs coal resources are vast-estimated to be enough to last hundreds of years at the current rate of extraction. The main question is can extraction be increased and sustained to meet the demand of domestic power producers and at the same time meet commitments to lucrative international markets?   At this point it is appropriate for me to place coal into context with Governments overarching policy objectives for energy. The Government has stated objectives for the energy sector emphasising energy efficiency and an increased focus of renewable energy, while still ensuring security of supply and certainty as to energy costs and risk. Coal certainly can make a contribution to these objectives going forward.

The kinetics of the hydrogen reduction of iron oxides in granular calcined bauxite were studied at 550-1,050°C in a shallow bed reactor. The iron oxides behaved as a dispersion of particulate iron oxide in a porous alumina matrix in which the iron oxide particles were reduced independently. The observed rates of reaction were found to be virtually independent of the bauxite grain size. At 800,°C and above, the reduction was multistage, Le.1. Fe203 +2Al203 (matrix) ?2FeAl204, and2. FeAl204? Fe0 +Al203.Reaction 1 was very rapid. Reaction 2 was much slower, the latter stages being controlled, at least in part, by phYSIcal changes of the Fe0 and a-Al203 produced in the reaction. Owing to the observed nature of the material, the reaction rate controlling steps could not be determined.

Shear strength parameters of compacted clay liners are needed to analyse the stability of mine waste dumps containing compacted clay liners as sealing layers for potentially acid forming waste rock. A representative clay sample was supplied by McArthur River Mine from the mine site in the Northern Territory, Australia, with an average as-supplied gravimetric moisture content of about 13.6%. The clay was compacted in a 100 mm by 100 mm direct shear box at the as-supplied moisture content to a dry density of 1.85 t/m3, representing the field compaction specification adopted by the mine. To determine the peak and ultimate shear strengths of the compacted clay, single-stage direct shear testing was carried out at nominal initial normal stresses of 50 kPa, 100 kPa and 200 kPa, representing shallow depths of burial in the North Overburden Emplacement Facility of about 2.8 m, 5.6 m and 11.1 m, respectively (assuming a waste rock wet unit weight of 18 kN/m3). Three shearing rates of 1 mm/min (rapid), 0.1 mm/min (intermediate) and 0.01 mm/min (slow) were applied to study the influence of shearing rate on shear strength. In addition, the development of a residual shear plane was tested by reversal and re-shearing in the direct shear box. In the first shearing, the peak and ultimate shear strengths are determined. The normal load was then removed and the box rewound to its starting position. The normal load was then re-applied and the specimen re-sheared. Two reversals were applied to each specimen, and it was found that there was no significant reduction in shear strength. Finally, based on a range of shear strengths obtained in the laboratory for McArthur River Mine clay and other materials by various laboratories over time, shear strength parameters for the compacted clay were recommended for use by the mine.CITATION:Xu, Y, Williams, D J and Hacker, J, 2018. Long-range side-scan sonar and conventional geophysical data for the Peru Trench region (8`S-15¦S latitude) have been analysed. The data show that the Peru Trench is a site of sediment subduction where bending-induced normal fault-ing of the Nazca plate plays a key role. The sediments are continually removed from the trench axis region by their inclusion in normal fault-defined void spaces, such as grabens. In the process of subduction, the sediments are often offscraped, folded arid kneaded temporarily at the base of the shoreward trench slope. The subduction complex comprising such sediments is narrower than 20 km and its volume remains more or less constant due to regular removal of its contents along with the down-going plate. Addi-tionally, morphology of the subducting Nazca plate is responsible for subduction erosion of the South American plate, where the horst blocks cause tectonic erosion by abrasion and the grabens provide a mechanism for removal of the eroded material.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

"The mining industry is often challenged with the task of evaluating narrow vein open pit deposits. A realistic mineable solution from optimisation needs to accurately represent mining dilution and the practical limitations of mining equipment. Open pit dilution is driven according to mining method and fleet selection as this dictates the ‘selective mining unit’ (SMU) that can be practicably mined.Common evaluation methods represent dilution by:a mathematical dilution assumption addition of a dilution skin reblocking of the model to an appropriate SMU.This paper will explore an alternative method of applying dilution by adapting an underground stope modelling tool. By considering an SMU as a stope, automatic stope shape creators such as Datamine’s Mineable Shape Optimiser (MSO) can be used to create wireframes for each mining unit over the entire deposit. Using these wireframes, the model can be subblocked and assigned as either ore (inside the wireframe) or waste (outside the wireframe) prior to optimisation.The MSO process considers SMU geometry and a depth specific value-based cut-off. The result is an optimised solution for the deposit based on practical and achievable mining constraints rather than one based on generalised modifying factors.To evaluate the economic impact of the methods above, results have been costed and scheduled and a comparison of operating cash flows made.Citation:Swapp, S and Mann, C, 2016. Patterns of successful metallic mineral discoveries in Australia are analysed for the last three decades. A trend towards more discoveries of poorly expressed and blind ore- bodies is evident and can be expected to continue. Discoveries using traditional and conceptual geological techniques have proportionally declined but are expected to continue at a significant level for a decade or so. Improvements in the quality and numbers of geological exploration models and in the quality of available basic geoscience data have aided successful discovery in recent years. Although some orebodies for the Year 2001 have already been found maintenance of a strong mineral inventory demands that more and better geological models are applied. Empirical models need to be improved by critical multi- disciplinary integrated studies of mineral occurrence at all scales. New models can and will be developed by various means. If application of these models is made with all the innovation, initiative and unorthodoxy that can be mustered then new discoveries will result. Greater attention to the surface expression of orebodies will also lead to new discoveries. Review and follow-up of old data in the light of new concepts will provide yet another discovery route.

Until early-1997, Mount Isa Mines Limited (MIM) generated electrical power for most of north-west Queensland. The discoveries of many new orebodies in the region meant the inevitable increase in power generation requirements for the new mines. In addition, the expansion at Mount Isa itself meant that MIM had to invest in new generating capacity or utilise the existing generating plant more effectively. Using its generating plant more effectively required MIM to undertake rigorous energy management within its own operations. A personal computer based system with a wide area network was installed as the basis for energy management. The result was that energy consumption was reduced, the need for additional generating plant was curtailed, and capital outlay for the generating plant that was required was delayed. As a direct result of energy management, carbon dioxide emissions were reduced substantially.

The problem of spontaneous combustion has long exercised the minds of Mining Engineers. The idea of inertising an area with a non combustible gas has seemed to be an attractive way to overcome the problem. Various agents have been tried but nitrogen has particular attractions and advantages. Britain adopted the idea from the German industry and found that it was particularly suitable for the conditions in British Mines. Over 8 years much development work has been done and specialist equipment has been developed as the requirements came to be better identified with experience. There is a continuing programme of innovation and the technique can be further developed in the future as a means of protecting the very heavy investments which are being made in today's large capacity, heavily capitalised faces.

Stawell Gold Mines (SGM) is an underground mining operation located in Victoria, Australia. The mining method employed is long hole retreat stoping, utilising up and downholes and artificial concrete pillars. Stawell is currently mining the Golden Gift and Magdala orebodies.Access to the Magdala and Golden Gift deposits is via 6.0 m wide by 5.5 m high declines developed at a gradient of one in eight to one in seven from the surface to a depth of 1500 m, with a planned depth of 1650 m. From the declines, cross cutting drives are developed to intersect the orebodies. Orebodies in the Gift system are discrete lodes which are generally mined from a bottom up centre retreat to minimise geotechnical stresses.Ore development fronts are currently located between 1000 m and 1500 m below surface, with all ore being hauled to the surface using a fleet of 60 tonne underground trucks. With the use of conventional pyrotechnic long period (LP) delays, broken rock of combined ore and waste is thrown 10 m from the face and the materials hauled to the surface. The majority of the mullock from development is consumed in the underground as backfill.With the use of Orica Mining Services eDev™ Electronic Blasting System for Tunnelling, the waste is thrown up to 40 m from the face, while majority of the ore is left 5 - 10 m from the face, effectively segregating ore and waste. This enables significant recovery of gold values with minimal loss and significantly reduced dilution. By using this technique in ore drives with a 30:70 waste to ore ratio, SGM is able to haul 24 000 tonnes less mullock to the surface annually. Resue mining is applied to narrow vein headings and gives a 40 per cent grade increase at the faces as well as increasing the economic footprint of development. This will also contribute to an improved grade profile for the year from 3.98 - 4.16 g/t Au and allow extra capacity for ore haulage from stoping and for milling.This paper describes the application and the successful blast outcomes achieved using the eDev™ Electronic Blasting Systems for resue mining at SGM. Results to date, since commencement in March 2010, have been achieving significant benefits in terms of ore grade as confirmed by geologists grab sample grades. Face advance have also shown improvement with better breakage of perimeter holes giving improved face profile. These benefits are delivering increased productivity and safety performance when compared to other resue firing techniques.

The mining industry is facing economic pressures to treat more challenging and lower grade ore types, as well as pressure relating to environmental impact and social license to operate. Preconcentration through bulk ore sorting has the potential to benefit all these areas by enabling mining operations to divert material of low economic value prior to processing, thereby achieving higher feed grades and recovery, while reducing the processing plant and tailings dam footprint and capital required throughout the life of mine. The effectiveness of bulk ore sorting depends on the heterogeneity of material at the measurement location, as well as the accuracy and precision of the measurement. An understanding of ore heterogeneity can be assessed using drill core data, which provides metre by metre elemental assays. This paper reviews such data and assesses the grade distributions over different scales, which suggests that sufficient heterogeneity exists at mining scales to allow the potential for bulk ore sorting. Prompt Gamma Neutron Activation Analysis (PGNAA) technology has proven to be a successful measurement technique within many industries, including mining. PGNAA was first developed in the early 1980’s for the measurement of the elemental composition of bulk materials on a conveyor belt. Today, Pulsed Fast Thermal Neutron Activation (PFTNA) technology is also applied in elemental analysis of bulk materials and has some advantages for bulk ore sorting. In order to enable effective bulk ore sorting, however, a PGNAA/PFTNA analyser must be designed to provide a representative bulk ore analysis with the necessary accuracy and precision. Examples are presented to provide an understanding of the factors affecting PGNAA/PFTNA performance in relation to effective bulk ore sorting.

In flotation, the selection of the size, number and type of cell for a particular duty depends on two important factors. Firstly, the required flotation residence time and secondly, the physical constraints of how much concentrate can be recovered for a given froth surface area and concentrate lip length. The residence time is influenced by ore type and characteristics such as liberation, kinetics and reagent dosage. The amount of concentrate that can be recovered for a given froth surface area and lip length depends on ore type and other characteristics such as particle size, specific gravity and mineral grade. Residence time is determined through a combination of laboratory-scale test work and design scale-up factors. However the critical froth transport parameters such as froth carry rate and froth lip loading cannot be determined in a laboratory. This is because the froth is scraped during a laboratory flotation test and thus does not exhibit natural behaviour, and it is not possible to scale-up froth transport distance or air rate. These values are generally compared via calculation to rule-of-thumb maximum values to establish if these values will be exceeded by the flotation cell selection.This paper first reviews these critical froth transport parameters and then discusses actual parameter values across diverse operating sites, with varying cell duties, cell sizes and types, orebodies and particle sizes. These values are compared against the industry rule-of-thumb to test the applicability of the rule-of-thumb to actual performance. It is anticipated that many future uranium mines in Australia will be using the in situ leaching mining process. It is fair to say that close to one third of uranium production will be generated by this method, whilst the other two thirds will fall on the uranium generated from hard rock mining and other mining methods, such as traditional open cut mining. For other types of deposits the in situ leaching mining method will remain the best technological, commercial and environmental alternative. It is important to identify and prevent all risks involved in uranium mining. The expertise in this subject is limited. Over the years there was only one mine using the in situ leaching process for uranium extraction in Australia. Computer simulation of propagation of leachate during and after the uranium in situ leaching is a crucial factor, not only for addressing the environmental concerns, but also for the most efficient recovery of the deposit. The decontamination can be modelled for a period of up to 100 years, with the acid neutralisation forecast for a period of up to 400 years. The results of the modelling are paramount for definition of the reserves, efficiency of the mining method and the environmental impact statement. The accuracy of the hydrogeological modelling and carefully selected environmental management program enables a mining company to quantify and minimise the impact of the mining activities on the regional aquifer and to prevent environmental disasters. In the study, the completed hydrogeological model allowed the client, the authorities and the community to make an informed decision about the environmental impact of the in situ leaching of uranium. In particular, the model proved that neither during the mining, nor during the neutralisation the toxic elements would interact with the local catchment area.
