THE Institute assembled in the rooms of the Geographical Society at the Cooper Union, Tuesday evening at 8 P.M. President Raymond called the meeting to order, and introduced Mr. Abram S. Hewitt, who welcomed the Institute to New York. President Raymond, in behalf of the Institute, replied. The President then read the following report of the Council for the past year. The Council respectfully report that the American Institute of Mining Engineers has held four meetings-at Wilkes-Barre, Bethlehem, Troy, and Philadelphia, respectively-all of which have been well attended, and socially and professionally most successful. The proceedings of these meetings having been published in the Engineering and Mining Journal, and sent to all members and associates, are sufficiently well known. Forty-Bur papers, by twenty-six authors, have been read. These papers embrace a wide range of subjects, and prove the practical character of the proceedings of the Institute. The finances are in a satisfactory condition. By the report of the Treasurer it appears that $1290.10 have been received, $519.90 expended, and that $770.20 now remains in the treasury exclusive of fees for 1872. This fund, it is hoped, will be so increased by voluntary subscriptions as to enable us before long to issue a volume of our most important transactions in a permanent form. The Council has made a favorable arrangement with the Scientific Publishing Company, publishing the Engineering and Mining Journal, by which that journal became the organ of the Institute for the first publication of the proceedings, papers, and notices to members. This arrangement it is proposed to continue through the present year unless the Institute shall otherwise direct. I t is not intended to supersede the publication of an annual or occasional volume, but to maintain an interest in the Institute, and to serve the convenience of members while our funds do not permit a more ambitious publication.

Attempting to analyze a 25-year forecast after less than a third of the time has elapsed may seem premature. The President's Materials Policy Com- mission's report necessarily painted with a broad brush and made no claim for pinpoint accuracy in its predictions. More importantly for present purposes, it made no attempt to predict the detailed courses of production and consumption during the period forecasted. Several statistical highs and lows may very well lie between now and 1957, so comparing recent figures with points taken from the report on a straight-line basis would be illogical. Moreover, the report assumed that the general trend of consumption-domestic and foreign-would be upward. Contrarily, domestic figures were lower in 1957 than in 1950. Therefore, to project curves from 1950 through 1957 leads to conclusions that are probably false. Many in the industry would feel more uncertain about forecasting 1975 domestic conditions now than they would have been in 1950, even though nearly a third of the 25 years has elapsed. In making comparisons, several statistical problems are encountered. The Paley report figures for 1950 were estimated in several cases and corrected figures vary as much as 10 pct. For example, the report placed 1950 lead consumption at 800,000 tons, whereas actual consumption was 885,000 tons. Obviously, in comparing more recent figures with the report's projections, adjustments must be made for positions taken in error from the start. Over the long pull, such discrepancies will probably be insignificant, but they must be noted in comparing short-term changes.

IN a study1of the action of amyl xanthate on chalcocite in water suspension, it was found that if the xanthate is added in relatively large quantity the xanthate group can be accounted for in three forms: (1) as xanthate ion remaining in water, (2) as benzene-soluble cuprous xanthate on the chalcocite, (3) as a benzene-insoluble coating on the chalcocite. Reduction in the amount of xanthate added leads to disappearance of form 1 then of form 2. With minute quantities of added xanthate, substantially all the reagent is of the "unleachable" kind. Yet this unleachable xanthate can be dissolved by pyridine to form a soluble cuprous xanthate complex, and it is sufficient in effectiveness to make chalcocite flotable even if insufficient in quantity to form a complete monomolecular film on the mineral. In that study it was also found that chalcocite abstracts cuprous xanthate from benzene solution, in what may (or may not) be a case of molecular adsorption. It seemed desirable, therefore, to study further the "unleachable" xanthate on the chalcocite, and particularly to ascertain whether it is formed as a result of the benzene leach or is actually formed during the conditioning of chalcocite in aqueous xanthate solution. A splendid tool to make such studies has recently been perfected; that is, the use of radioactive spies or tracer atoms. With this tool, it was thought possible to answer the problem stated above, but, unfortunately, this did not prove to be true. Answer to the flotation question was clouded by the existence of rapid and selective diffusion of copper atoms in the solid mineral-a phenomenon that was totally unexpected yet remains interesting and perhaps important. METHOD OF RADIOACTIVE SPIES The method of radioactive spies is discussed in many places. Two convenient references are the article by Evans2 and the book by Pollard and Davidson.3 The method was first developed by Von Hevesy and Paneth in 1913, when only natural radioactive isotopes were available. These isotopes are few in number, and so the method remained limited in scope. Recently the synthesis of over 350 active isotopes of all the known stable chemical elements4 has opened widely expanded possibilities for the method. A fundamental tenet of the method is that a radioactive atom and a nonradioactive atom are exactly alike until disintegration of the radioactive atom. Then, by its sudden death, the spy reveals its location. The relative abundance of spies at various locations makes it possible to ascertain the relative abundance of the corresponding nonradioactive atoms at the same times and locations. Recent experimental work has demonstrated (1)2 that ammonia and oxides of nitrogen are formed during the aging of smokeless powder. This is significant in connection with the problem of "season cracking," or stress corrosion of brass cartridge cases in view of other work(1) indicating that stressed and "stress- relieved" cases stored with small quantities of added ammonium nitrate crack on firing. The deterioration of stressed brass by ammonia has been known for some time(z) and it appears therefore that stress- corrosion cracking of brass cartridge cases is intimately associated with the so-called "powder volatiles," ammonia and oxides of nitrogen, both of which are decomposition products of smokeless powder. Working on the hypothesis that any barrier which prevents the powder volatiles from reaching the brass surface will reduce the incidence of stress-corrosion cracking, it was considered desirable to investigate the use of organic resin films to accomplish this purpose. The possibility of formation of ammonia within the nitrocellulose powder charge and by reduction of nitrogen oxides on the surface of the brass case requires that the barrier film be resistant both to ammonia and oxides of nitrogen. The film must also be impermeable to ammonium salts, either solid or in solution, since these salts and water necessarily appear within the powder charge. The usefulness of the

IN order to control a chemical process by other than empirical, rule of thumb methods, two types of knowledge concerning the reactions involved must be available: (1) the thermodynamics of the reactions, and (2), by no means less important for efficient operation, the mechanisms and kinetics of the reactions. Information on the thermodynamic side enables the operator to decide upon initial and final conditions, whether heat must be .added or removed from the system, whether the reactions proceed farthest in the desired direction at high pressure or low, etc. Knowledge of the mechanisms involves the determination of the individual steps by which an initial set of reactants, under given conditions, proceed to give the desired final products and kinetic studies upon which the mechanisms are based give the speed at which each of these reactions or steps take place. Thus thermodynamic studies of a 'reaction enable the operator to control the direction and extent to which the reaction can proceed, while kinetic studies enable him to control rates and thus the time' efficiency of the operations. The thermodynamics set the limit to which the reacting system approaches; the kinetics tell how fast the system actually approaches this limit. The two types of information are complementary and not antagonistic even though in discussing the mechanism the introduction of thermodynamics is entirely needless and generally of no assistance, while in thermodynamic studies mechanism need not even be mentioned.

The shapes and positions of X-ray reflections from specimens of copper, steel, and aluminum alloy haue been examined in the elastic and plastic ranges both while the specimen was under stress and in the unloaded condition. For the aluminum alloy the shape was unaltered by the application of stress either within the elastic limit or in the plastic range provided that no additional plastic strain was induced. In copper the broadening accompanying plastic deformation was very slightly reduced when the specimen was unloaded. A similay but more marked elastic component of broadening was also found for steel, but in this case below the yield stress. Line profiles corrected for instrumental and particle-size broadening indicate very large internal stresses in local regions of the plastically deformed metals. The results are discussed in terms of a recent suggestion that the heterogeneous dislocation distribution between the cells and their boundary walls plays a major role in the peak shifts and broadening of the X-ray reflections. STUDIES of the X-ray line profiles from strained polycrystalline aggregates concentrate usually on one or the other of two main parameters: a) the displacement of the peak of the intensity contour from its position for a strain-free aggregate, or b) the shape of the profile. From peak shifts data can be obtained either on the relation in both the elastic and plastic ranges between applied external stress and average lattice strains in a given (hkl) direction, or, alternatively, on the residual lattice strains which are present after a plastically deformed specimen is unloaded.' On the other hand, the shapes of the broadened profiles from cold-worked metals can be analyzed to separate the broadening produced by small particle size and by heterogeneous lattice strains.' In this paper the terms "size broadening" and "strain broadening'' are used in the general sense adopted by warren.' In the past, apart from two early qualitative observation, it has been customary to examine only the movements of the peaks of the profiles while the specimen is actually under load, since the line broadening induced by plastic strain remains after removal of the external stress. Consideration of the implications of existing data of this type suggests, however, that fruitful additional information on a number of fundamental aspects might be gained by careful examination of whether the X-ray line profile is in fact different in the loaded and unloaded states of the specimen. By taking advantage of the sensitivity and convenience of modern diffractometer techniques it is possible to explore with relative ease the magnitude and importance of any elastic effects which may be superimposed upon the well-known permanent changes in profile. The main aim of the work to be described was thus to investigate this point for typical metals and alloys. For this purpose annealed specimens were extended first elastically and then plastically and the positions and shapes of X-ray reflections were recorded. Initially it was anticipated that prime interest would center on observations within the plastic range; it has been found, however, that small changes in profile sometimes occur both before and after the nominal elastic limit of the material is reached. It is shown that the results obtained have important implications in relation to the structural changes and processes associated with deformation. I) EXPERIMENTAL To enable the diffraction lines to be recorded while the specimen was under uniaxial-tensile stress, a small hydraulic testing machine was designed and constructed for direct attachment to the goniometer of a Philips diffractometer. The specimens, which were machined from 1/2-in.-diam rod and had a central rectangular section 3/8 by 1/16 in. over a gage length of 1 in., were held in the machine by split collets mounted in grooves in the cylindrical ends of each specimen. No special precautions were taken to ensure precise axiality of loading. Constant oil pressure was maintained by a lever and weights system and transmitted to the loading rig by flexible pipe. The actual load on the specimen was measured by a load cell in the machine to an accuracy of * 1 pct. To enable smooth X-ray profiles to be obtained the specimen and machine were oscillated continuously during recording through *7-1/2 deg about the normal half-angle position of the goniometer. The three materials chosen for the investigations were high-purity copper as representative of a ductile fcc metal, a low-carbon steel for a bcc metal, and an aluminum alloy as a material in which the proof stress/ultimate strength ratio is high. In hard, discontinuous rocks, failure modes and stability are controlled to a great extent by the intersection of discontinuities with the excavated surface. We have solved the general problem of finding the shape and size of all blocks formed through the inter- section of any number of joints and excavation surfaces and will demonstrate a simple graphical method for determining which of these is the "keyblock." An example will explain this methodology applied to a simple open pit. The effects of slope curvature in plan or section, will be demonstrated. Finally, we will show how to determine the optimum orientations for the cut slopes. The methodology is based upon a powerful topologic theorem concerning the finiteness of spatial intersections. This paper is a companion to another dealing with underground openings in the Proceedings of the 22nd Symposium on Rock Mechanics (MIT) , July 1981. This paper discusses the rock blocks created by the intersection of discontinuities and excavation surfaces in a rock mass. It establishes principles and procedures by means of which those blocks that are finite and critically located can be identified and described. The main assumptions are the following: 1. The rock itself is assumed to be strong so that the only concern for stability is the movement of rock blocks them- selves.

THE hot-working of iron and steel is an art dating back to antiquity, but until about 25 years ago, relatively few alloying elements were used, and these were present only in small percentages. With the exception of sulphur, the amounts of other elements in steels did not markedly affect their hot-workability. The references in the literature on the effect of other elements on the hot-workability of steel are usually reports of failure of these steels in forging or rolling.1/8 With the increased use of alloying elements, and their use in larger amounts, it was observed that many of the new steels were red short in certain critical ranges or at all hot-working temperatures. The stainless steels are particularly difficult to hot-work. The determining of the correct conditions for piercing, rolling and forging of these alloys by experimentation in the mill often results in large losses of these expensive metals. It also is found that the hot-workability limits of many types vary from heat to heat, and hence poor results are obtained on changing to a new heat after a previous one has rolled satisfactorily. To determine the effect on hot-workability of iron to which various elements have been added, it was, necessary to devise a method that could be used on small quantities of metal. In such a method, the minimum number of variables should be present, and the procedure should be simple, quick and correlatable with large-scale hot-working operations. Sauveur,9 in the first Henry Marion Howe lecture in 1924, described the effect of carbon on the ductility of steels in torsion near their critical points. He found that carbon increases the plasticity of gamma iron. In the 1930 Campbell Memorial lecture,10 he gives the effect of carbon, chromium, and chromium and nickel on the ductility of steels under 2000°F. in torsion. Ellis11 has studied the malleability of steels at various elevated temperatures by means of a single-blow drop-hammer test. In this test the percentage decrease in height of standard cylinders is taken as a measure of their malleability. He has shown that in the low-alloy steels studied, carbon has a greater effect than nickel, chromium and vanadium. In 1938 the first tests were run on a new quantitative hot-workability test in the laboratories of the Globe Steel Tubes Co. Thum12 mentioned it in 1940. An illustration of the apparatus was published in January 1942.11 The effect of a few alloying elements on the hot-workability of metals was shown in a description of the test in 1944.14 DESCRIPTION OF TEST METHOD The method adopted after a trial of several others is a rapid twisting of bars to failure in a furnace. My first paper dealing with the theories of the hardening of steel by rapid cooling was published in the Transactions of this Institute in 1896— 30 years ago-under the title "The Microstructure of Steel and the Current Theories of Hardening," hence, also, the title of the present paper. It was extensively discussed and was, I believe, one of the starting points of many subsequent papers and discussions of the same subject, dis-cusssions which at times became almost violent and which led to the formation of different schools such as the "Carbonists" and the "Allo-tropists." Some of the older members of the Institute, who took part in the debate or who were interested observers, will, I am sure, have kept a vivid remembrance of it. The controversy gradually quieted down, apparently for lack of ammunition, without any side acknowledging defeat. Recently, however, interest in it ha been revived through the claims of some that these vexed questions had at last been solved. In an effort to ascertain if possible the prevailing view of those best qualified to express an opinion a questionnaire was submitted to the following gentlemen: J. 0. The key-note of good writing, as of good manners, is B natural. Sincerity is the first requisite for effective writing. When a man says what he knows or believes, he is likely to be interesting, because each human being possesses an individuality, a point of view, or a range of sympathy that makes him different from his fellows. To say or to write what you do not think, for the mere sake of talking or writing, is a verbal exercise that must be performed with extraordinary skill if it is to be attractive. Affectations are rarely attractive, rarely effective. To be natural is to be yourself, not a poseur; to give the reader the best of yourself, instead of re-warming the baked meats of yesterday. Quotations-which are second-hand thoughts-will serve occasionally when the thing you want to say has been said so well by another that it would be waste of energy to try to say it better; gut, as a rule, the utterance of the writer himself is more interesting than the quotation, because the writer brings something of himself to bear on the subject, and for the moment is more in touch with the reader than any dear departed author. Therefore, say things as best you can in your own way, neither in borrowed words nor in the phraseology that mimics another. Write as if you were speaking to a person whom you desire to persuade or convince. You will then write better than you speak, because, in the first place, you can be more deliberate, and, secondly, you can revise what you have written. Speaking and writing are similar mental acts, with a difference: the difference between eating food raw and eating it cooked. Some kinds of food gain nothing by being cooked; likewise some kinds of utterance are not bettered by being written down first; but most expressions of thought, especially

Beads of metal frequently appear at the ends of cast-copper wire bars and on the sides of wedge cakes near the top. These are richer in cuprous-oxide than the rest of the casting. A micrographical study of these exudations has been made. It is suggested that the material is forced through the surface while the copper is solidifying. If not eliminated in process of manufacture, it shows on the finished polished sheet copper in patches differing in color from the main body of the sheet. FIGURES 1 to 4 show the copper exudations, at different magnifications, as they appear on the ends of cast wire bars, and on the sides, usually near the top, of wedge cakes. Sometimes the exudations are in fine "drops;" at other times, large masses of the material are found. Microscopic examination of the copper exudation indicates that it is high in oxide and of eutectic proportions. Because of the difficulty of securing a suitable sample, the protuberances have not been analyzed chemically; but the spectroscope shows no indication that there are any more metallic impurities present than in the balance of the copper. The lowest copper plus silver content of the coppers studied for this? paper was 99.914 per cent.; the highest, 99.966 per cent.; so the oxygen content of the whole casting would be well under 0.07 per cent.

Gach-Saran.—The most important development of 1937 has been the successful completion of initial exploratory wells in the Gach Saran (formerly known as Gach-i-Qaraghuli) field, about 125 miles southeast of Haft Kel. Two of these wells are rated at 33,000 bbl. per day at flowing pressures exceeding 800 lb. Drilling is proceeding with the object of delimiting the structure. Exploratory drilling is also being undertaken in several areas within the company's concession. In the producing fields the policy of controlled production has been maintained as in the past, and drilling has been limited to that required for maintenance of production and general control of the fields. Acid treatment to increase production when desired has continued to be successful in most cases. The policy of returning, as and when necessary, surplus products to the reservoir has been maintained. Haft Ke1.—Drilling to explore deeper formations has been undertaken, but has not progressed far enough for conclusive results to be drawn. Gasoline retention in the crude by means of multistage pressure stabilization has been continued as in past years. Separation pressures are as follows: well-head separators, 500 lb.; central battery, 190, 85, 40, 20 and 10 lb. per sq. in., respectively. The stabilized crude is delivered to pipe line at atmospheric pressure, or ex the 10-lb. stage, in accordance with refinery requirements.

MANY aspects of the formation of the metastable w phase in titanium-transition metal alloys have been described in several recent papers.1-4 These papers have reviewed earlier work on the w phase and have further defined most of the important features related to the formation of this phase, e.g-., its crystal structure, composition, and morphology. There are, however, several important points regarding formation of the w phase in titanium alloys which have been described in less detail. Two of these are the relationship between lattice misfit and w phase morphology and the influence of lattice misfit on the mode of formation of the equilibrium a phase. In this communi- cation we will present transmission electron microscopy results relevant to these two points. The alloys used in this study were prepared by non-consumable electrode arc melting, each 30-g button being remelted a minimum of twelve times. The alloy compositions we have studied are listed in Table I. Thin foils were prepared using standard techniques described elsewhere. Two distinct c' phase morphologies have been reported in earlier papers. The phase is ellipsoidal in the Ti-Mo3 and Ti-Nbl system and cubical in the Ti-V3 system. Results of the present study show that the w phase is also cubical in Ti-Mn, Ti-Fe, and Ti-Cr alloys as illustrated in Fig. l(b) to (d). Wastes generated by the mining, mineral processing and metallurgical industries now total about 1.8 billion tons annually. The wastes include gases, dusts, solutions and a variety of massive solid mineral materials such as tailings and slags all of which now must be disposed of with a minimum of environmental degradation and at an acceptable cost. Some of the metal and mineralconstituents have potential economic value and their recovery can augment our primary mineral and metal resource supply base. The resource potential of wastes generated by the iron and steel, aluminum, clay, phosphate, copper, coal mining and processing, nonmetallic, and selected secondary metals industries is identified. Information on current efforts being made to recover these resources and the technology now employed or under consideration are presented.

IT is generally accepted that no method of coal cleaning except froth flotation is effective in cleaning dust. In the majority of coals mined in the United States the dust sues contain a high percentage of impurities, hence the removal of the dust from the coarse sizes lowers the impurity content of these sizes. Dedusted coal is desired as a means of providing a better feed to cleaning plants because of increased efficiency in I both dry and wet plants. In dry-cleaning plants, a dedusted feed makes for a pervious and uniform bed. With a dusty feed the fines tend to segregate in the feed stream and pass en masse over the air separators, causing a lack of uniform aeration and fluidity of the bed necessary to efficient cleaning. In wet-cleaning plants dedusting of the feed often decreases the sludge problem to the point of eliminating the necessity of wasting wash water. It may be advantageous to eliminate sludge-settling equipment in favor of dedusting equipment, to provide the advantages of a dedusted feed to the wet-washing process. Dedusting advantages may include: (1) the removal of fusain, especially advantageous in plants washing coal intended for metallurgical coke; (2) prevention of the gradual build-up of solids in the wash water, with a consequent variation in the washing ability of the system; (3) prevention of the loss of dust to the sludge ponds, providing instead a fuel for local consumption or special markets. DEDUSTING The practice of dedusting, sometimes called aspirating, has presented a problem in disposing of the dust and intermediate small sizes recovered in the process. It has been found that no difficulty is experienced in disposing of the intermediate sizes, since they are free of fine dust and burn freely on grates built for small coal. They handle well, flowing freely from bins and hoppers and into conveyors, and pulverize easily. They have a low angle of repose. In tests made on this size as a feed to coke ovens, the results have been excellent, in that the natural breakdown of coal in handling and shooting in the mine gives this small-size coal good coking characteristics-producing a strong, fingery coke structure. Still, the subject of iron ore is associated in peoples' minds mostly with the Lake Superior region and this is as it should be. The Minnesota Section meeting exposed the forces that over a period of two decades, 1950 to 1970, are revolutionizing the industry. The Lake Superior region has been at the center of these changes and has been deeply affected by them. The rise of foreign sources of iron ore that did not require beneficiation and taxation considerations were for a number of years a giant setback for the Lake Superior region and Minnesota in particular. However, the companies in this region have led the drive to improve the quality of ores which are culminating in the tailored pellet. This is a product in which iron content, silica, without significant impurities, is manufactured for optimum blast furnace performance. Herty, Jr.,* Pittsburgh, Pa.—The procedure of the Open-hearth Committee in studying pig iron and its effects in the open hearth has been influenced by the discussions at a number of meetings of the Committee. Those discussions have brought out very clearly that, as far as the pig iron affects the quality, interference with quality should be studied for three definite types of pig iron: (1) low-silicon pig iron; (2) very high-silicon pig iron, and (3) pig iron in which the silicon varies over a wide range in short periods, such as 1 to 3 casts. If a blast furnace is running steadily at 1 per cent. silicon iron, practically no trouble, apparently, can be traced to the pig iron, but if the furnace is running from 0.60 up to 1.50 and then down to 0.60 per cent., trouble in the finished steel is liable to occur, which apparently cannot be corrected by open-hearth practice. The open-hearth discussions have shown fairly definitely that with low-silicon iron, one type of trouble arises on the finished product and with the high-silicon iron, another. Our experience with the high-silicon is that any non-metallic matter that may form, does so when the pig iron is put into the furnace; that is, silicates immediately form which are more liable to be high in silica than would happen with low-silicon iron. I think Mr. Sweetser will agree with mc that if a blast furnace is very irregular, different points in the furnace may be working irregularly, in other words, the temperature gradient all over the furnace is not uniform. We have made many determinations on that point which indicate that a varying blast furnace causes hot spots and cold spots around the periphery. If some of those spots are hot and others are cold, although the analysis of the iron may be constant, then unreduced oxide, going through on one side, and good iron, going through on the other, may mix and the average temperature of the iron is not high enough to get completely rid of the oxides. So our method of attack is directly on that point; it is our first objective. Our procedure is to make a number of consecutive tests at a blast furnace, making a detailed study of the blast-furnace operation. We follow the iron through the open-hearth heat, being sure that we know just how much of each kind of iron gets into the open hearth, and take out specified samples at certain times during the process, working on steel where no finishing additions are made in the furnace. We are following one type of iron through the billet mills and into the finished product and are obtaining complete data on open-hearth operation. Besides the ordinary chemical analyses on the samples of slag and metal, we are running samples of the plg iron, the steel in the open hearth and the finished steel, for oxygen and silicates. We are going to find out whether or not oxygen, as silicates or oxides, has some connection with this trouble. If not, we may be able to locate some other factor. I am inclined to think that the silicates are responsible, judging from the indications in some other work that the Bureau of Mines is doing in Pittsburgh. We have laid out a very definite method of testing to which we will adhere at the different plants where we are now working and at others in the future. Our aim is to
