Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractor's and owner's perspectives and focuses on: ? when performance tests are required, ? what type of performance test/warranty is optimum for each type of project, and ? how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between owner's risk and contractor's risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the owner's corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide `common purpose' early in the contract negotiation process.

An evaluation was made of the wear and performance characteristics of liter bars, and the cost-life effectiveness of backing materials for rotary-mil liners. In a large run-of-mine mil in which the liter bars were mounted on grid liners of austenitic manganese steel (AMS), the liners had an average life that was five to six times that of equivalent unprotected liners. For a single mil, this is equivalent to annual savings in the cost of materials of up to R320 000, and to a downtime of 100 hours. Of the five materials tested in a large pebble mil grinding quartzitic ore, AMS grids and 'white iron' blocks performed best on a cost-life basis, with possibly improved performance from a real white cast iron. (The 'white iron' was shown by microstructural analysis to contain flake raphite and pearlite, being in reality a grey cast iron.) The high-chromium white iron had by far the longest predicted life, with mild steel a surprising second. Rubber was shown to last well in this type of mil. The wear rates of liners change during their lifetimes. The protective effect of liter bars was clearly illustrated by the reduction of over 40 per cent in the wear rates of the liners when the lifter bars were renewed to a height of 80 mm from a fully worn height of 35 mm.

"The Anglo American Platinum Rustenburg Base Metals Refiners (RBMR) is the largest producer of nickel cathode in South Africa. It treats slow-cooled matte to recover a platinum group metal-containing magnetic fraction for downstream processing and a nonmagnetic fraction to produce nickel and copper cathode, cobalt sulphate, and sodium sulphate. The refinery was recently expanded from 21 to 33 kt/a nickel. During the ramp-up phase, the sulphur removal section was found to be a constraint to throughput. Nickel hydroxide is precipitated from nickel spent electrolyte by addition of sodium hydroxide, and filtration of the nickel precipitate allows sulphur to be removed from the circuit as aqueous sodium sulphate in the filtrate. The filtration fluxes were found to be limiting the circuit’s capacity. An obvious solution would have been to install additional filtration capacity at significant capital cost and long lead times. RBMR chose rather to first initiate a collaborative project with Anglo American Technical Solutions to better understand the impact of process conditions on filtration characteristics and to evaluate whether the filtration flux could be increased by improving the quality of the nickel precipitate.A deeper understanding of nickel hydroxide precipitation chemistry and kinetics in the context of high nickel and sodium hydroxide concentrations was developed, guided by precipitation theory and confirmed by laboratory tests and plant observations. It was found that the filtration rate could be significantly improved by modifying the precipitate characteristics. A new precipitation process was engineered and retrofitted into the existing plant. Since start-up of the new precipitation system, the available capacity of the sulphur removal section has more than doubled, and control of the process has improved with the better agitation. This paper describes the theory and results used to design the new agitation system, as well as the impact of the change on capital investment, operability, and process efficiency."

Because geostatistics together with block modeling has not been studied in detail before in the rock mechanics, a two-year research program to investigate the practical use of geotechnical modeling was started in Finland in 1999. According to research work results block modeling gives good estimate of overall rock mass quality but it can not identify individual structures like faults and narrow weakness zones. Weakness zones and faults should be mapped from drill cores, surface mapping, geophysical methods etc. and manually generate 3-D structural model. Rock mechanical 3-D modeling can be used for preliminary stope dimensioning and preliminary reinforcement design. Detailed design needs rock quality mapping from drifts during excavation work. La géostatistique associée à la modélisation par blocs n'ayant pas été étudiée en détail jusqu'à présent dans la mécanique des roches, un programme de recherche sur deux ans visant à examiner l'utilisation pratique de la modélisation géotechnique a été lancé en Finlande en 1999. D'après les résultats des travaux de recherche, la modélisation par blocs donne une bonne estimation de la qualité générale de la masse rocheuse mais elle ne permet pas d'identifier les structures individuelles comme les failles et les zones géologiquement dégradées étroites. Ces zones et failles devraient être cartographiées à partir de carottes de sondages, d'une cartographie de surface, de méthodes géophysiques, etc. et générer manuellement un modèle de structure 3D. La modélisation mécanique des roches en 3D peut être utilisée pour un dimensionnement de la chambre et un plan d'armature préliminaires. Un plan détaillé nécessite l'élaboration d'une cartographie de la qualité des roches des galeries lors des travaux d'excavation. Da man früher Geostatik und Block-Modellieren in der Gebirgsmechanik nicht detailliert untersuchte, wurde 1999 in Finnland ein zweijähriges Untersuchungsprogramm in Angriff genommen. Aufgrund der Untersuchungsergebnisse ergibt das Block-Modellieren eine gute Beurteilung der gesamten Gebirgsmassenqualität, kann jedoch einzelne Strukturen wie Verwerfungen und kleine Schwachzonen nicht identifizieren. Schwachzonen und Verwerfungen müssen demnach aus Bohrkernen, oder mit Hilfe von Oberflächenkartierung, geophysischen Verfahren usw. ermittelt und danach ein 3-D-Strukturmodell manuell erstellt werden. Felsmechanisches 3-D-Modellieren ist für die vorbereitende Abbaudimensionierung und für die vorbereitende Bewehrungsplanung verwendbar. Ein detaillierter Entwurf benötigt die Kartierung der Gesteinsqualität aus den Gesteinsstrecken während der Ausbrucharbeiten.

P.W.D. ROSTER OF CONSULTING ENGINEERS (Extract from a letter from the Secretary for Public Works) In recent years a large number of professional engineers has entered the consulting field. Although the names of most of these have been placed on the Department's roster of consulting engineers either as a result of representations made by the South African Association of Consulting Engineers or by applying direct to the Department there are still some who seem to think that canvassing through an influential person is necessary to obtain commissions from the Department. The Department's roster is open to all registered professional engineers who are suitably experienced to undertake consulting work and commissions are awarded strictly on merit. I shall appreciate it, therefore, if registered professional engineers who wish to be considered for commissions by the Department could be advised that they must apply, in the first instance, to be placed on the Department's roster. On receipt of such an application a questionnaire listing all the information required by the Department will be forwarded to the applicants for completion and returning to the Department for record purposes. All names which appear on the roster are taken into account when a commission has to be awarded, due consideration being given to factors such as geographical position, seniority, capability and compatibility. AMERICAN SOCIETY OF MINING ENGINEERS 1970 FALL MEETING AND EXHIBIT The Secretary for Commerce has passed to us a letter received from the American Society of Mining Engineers, reading as follows: "We would be delighted to have South Africa attend our meeting next year and to exhibit some of their mining equipment in our Technological Information Exchange. The 1970 SME Fall Meeting and Exhibit will be held in St. Louis, Mo., October 21-23, 1970, at the Kiel Auditorium. The AIME WorId Conference on Lead & Zinc Mining and Metallurgy will be an integral part of our meeting-and an added incentive to attend. It should be understood that we discourage the showing of actual mining equipment and encourage the manufacturers and suppliers to send their engineers to man the booths. We hope that the exhibits will endeavour to put across their story by means of photographs, drawings, models and literature, rather than by display of prototypes of the actual equipment. We will be happy to welcome manufacturerers from South Africa as well as the mining engineers who, from time to time, have registered at our meetings." Abstract This paper presents the results of a series of creep tests performed on a total of nine samples of Lac du Bonnet granite from the Underground Research Laboratory near Pinawa, Canada. Each of the nine samples were subjected to stresses in excess of 80% of the average uniaxial compressive strength of the granite and were maintained at that level of constant loading for periods of time ranging between a few minutes and several months. Acoustic emission was recorded in order to monitor the development and accumulation of brittle microfracture damage in the samples throughout the long-term loading. According to previously published theoretical predictions and field results, as well as similar experimental results of creep tests in granite, samples should fail when loaded to 70% of their UCS for an extended period of time. Six of the samples did not fail when subjected to stresses in excess of 80% of their UCS over periods of several months and were subsequently subjected to uniaxial compression to failure. The average strength of the samples that had previously been subjected to long-term loading were comparable to the average published strength of this rock. Three of the nine samples had increased end confinement and these three samples failed under long term loading. Résumé Cet article présente les résultats d'une série d'essais de fluage de roche exécutés sur neuf échantillons de granite de Lac du Bonnet, du laboratoire souterrain de recherches près de Pinawa, Canada. Chacun des neuf échantillons a été alors soumis aux charges au-dessus de 80% de la résistance à la UCS moyenne du granit et a été maintenu à ce niveau du chargement constant pendant des périodes s'étendant entre quelques minutes et plusieurs mois. L'émission acoustique a été enregistrée pendant les essais afin d'obtenir des indications des dommages pendant le chargement à long terme. Selon des résultats théoriques précédemment édités et les résultats expérimentaux semblables des essais à long terme en granite, échantillons devrait échouer si chargé à 70% de leur UCS pendant une période prolongée. Six des échantillons n'ont pas cassé quant ils ont été soumis aux charges au-dessus de 80% de leur UCS et ont été plus tard soumis à la compression uniaxiale à la rupture. La force moyenne des échantillons qui avaient été précédemment soumis au chargement à long terme étaient comparable à la force éditée moyenne de cette roche. Trois des neuf échantillons avaient augmenté le confinement de fin et ces trois échantillons ont cassé sous le chargement à long terme. Zusammenfassung Dieser Artikel beschreibt die Resultate von Kriechversuchen, die an neun Proben aus dem Lac du Bonnet Granit des "Underground Research Laboratory" bei Pinawa in Kanada durchgeführt wurden. Jede der neun Proben wurde Drücken unterworfen, die mehr als 80% der einaxialen Druckfestigkeit des Granites entsprechen. Diese Drücke wurden für verschiedene Zeitspannen von wenigen Minuten bis zu einigen Monaten auf einem konstanten Niveau gehalten. Während der gesamten Langzeitbelastung wurden akustische Emissionen aufgezeichnet, um die Entwicklung und gesamthafte Beschädigung der Proben durch Sprödbruch aufzuzeichnen. Entsprechend bisher veröffentlichter theoretischer Vorhersagen, Feldversuchen und auch experimentellen Resultaten von Kriechversuchen an Granitproben wäre ein Versagen der Proben zu erwarten gewesen, wenn sie über längere Zeit einer Last von 70% ihrer einaxialen Druckfestigkeit unterworfen werden. Wider Erwarten trat bei sechs der Proben kein Versagen ein, als sie mit über 80% ihrer einaxialen Druckfestigkeit über mehrere Monate belastet wurden; daher wurden sie im Anschluss bei einaxialer Kompression zum Versagen gebracht. Die mittleren Festigkeiten der im Langzeittest verwendeten Proben sind vergleichbar mit den normalerweise für diesen Gesteinstyp angegebenen Festigkeiten. Drei der neun Proben versagten unter der Langzeitbelastung; diese drei Proben hatten eine erhöhte Endflächenreibung.

Oebswana's Jwaneng Mine (south-central Botswana) is the richest diamond mine? in the world and has been contributing substantial revenue to Botswana since the mine started operating in 1982. The resource consists of 3 separate volcanic pipes/vents namely North, South and Centre pipes (2 additional small kimberlite bodies have also been intersected within the mining pit) which erupted through Transvaal strata and the overlying Karoo sediments -245 million years ago. Although earlier drilling and geophysical surveys suggest that the 3 pipes extend to depths greater than 1 km below the surface, the resource is only at an indicated level of confidence to a depth of 400m, and mining activities will start exploiting the inferred resource material below 400m in 2014.

Reduced downtime and maximized availability of mining machines are the key factors in optimizing production rates. As technology moves industry towards an age of ?intelligent machines? it sets the foundation for change in mining equipment design, functionality, and maintenance. Recent mining machine designs are integrating more and more electronic components into the core functionality of individual piece of equipment due to regulatory and legislative requirements, such as TIER rating, as well as from a safety aspect such as personal detection systems. This paper describes the use of existing on-board electronic equipment to increase machine availability through automated maintenance planning and diagnostic fault-finding capability. The automated maintenance planning takes place on the machine itself in order to be independent of the mine?s infrastructure, while the diagnostic capabilities allow for reduced downtime. The paper also presents a concept to transfer operational data to surface to be able to optimize planning of maintenance and to reduce downtime. Case studies are presented where such systems have been commissioned and are currently in operation, the possibilities of this technology application for the future are examined.

It is interesting to note that, when the Technical Programme Committee-Mining first decided on this particular topic for a colloquium, the proposed title was different in that it used the words 'rising price of gold'. The very fact that the title was reworded to use the words 'fluctuating gold price' highlights the problem that faces the South African gold-mining industry.
