A recently completed series of projects funded by the Commonwealth of Virginia and the U.S. Minerals Management Service was designed to assess the distribution of heavy minerals on the inner continental shelf adjacent to Virginia. These projects indicate that a suite of minerals of both strategic and economic interest is present. Analysis of several hundred grab and core samples shows that zircon, monazite, and titanium minerals (ilmenite, rutile, and leucoxene) occur in quantities that probably warrant further study by the mineral industry. Furthermore, side-scan sonography and shallow seismic profiles have provided information on the thickness and areal extent of the mineral-bearing sands. Possible development of the resource is enhanced by a potential use of offshore sand for beach nourishment. The results of the preliminary studies have been presented in open-file publications and oral reports in order that the mineral industry might have an up to date basis upon which to consider more exploratory work. Much of the effort south of the mouth of Chesapeake Bay was made in cooperation with and enhanced by an independent study of sand resources for beach nourishment and other needs. Preliminary review of the quantitative analyses of the heavy-mineral content of several hundred samples demonstrates that the distribution of high concentrations is non-uniform. "INTRODUCTIONPolymetallic nodules from the Clarion and Clipperton Zone (CCZ) within the equatorial NE Pacific Ocean show high concentration of economic important strategic metals such as Ni, Cu, Co, Mo and Rare Earth Elements (REE). The content of those metals in nodules is depending on (i) the supply during individual growing periods, (ii) the environment conditions as well as (iii) on different manganese minerals, which occur in nodules. The incorporation of the metals can vary within the structure (incorporated into the structure / over vacancies of the structure) and this can be relevant for the further metallurgical treatment.Mineralogy of Mn-nodules from the CCZ and the incorporation of metalsManganese nodules consist of nm to µm thick layer growth structures (LGS) of different genetic origin (hydrogenetic/suboxic-diagenetic). Those LGS form due to the precipitation of Mn-and Fe-(oxy) hydroxide colloids from the oxygen rich near-bottom water and/or pore water (hydrogenetic growth; Halbach et al., 1988) or from suboxic (depleted in O2 <5µmol O2/l; Hein and Koschinsky 2013)) near-bottom water/pore water (suboxicdiagenetic growth; Halbach et al., 1988; Wegorzewski and Kuhn, 2014).In general, metals dissolved in seawater will be adsorbed and complexed on the oxide surfaces according to their different surface charge. The surface charge of the Mn-Fe (oxy) hydroxides depends on the pHzpc (zpc: zero point of charge). In seawater dissolved hydrated cations (Ni2+, Cu2+, Co2+) are adsorbed preferentially on the negatively charged Mn-oxide (MnO2 -) surface (pHzpc 2.8). In contrast, negatively and neutrally charged complexes (e.g., Ti(OH4); REE(CO3)2 -, MoO4 2-) are adsorbed on the surface of Fe-oxy hydroxide colloids (FeOOH+) which have a slightly positively charged surface (pHzpc 8.5; Stumm and Morgan, 1981; Koschinsky and Halbach 1995)."

Clark volcano is a large volcanic center on the active arc front of the intraoceanic Kermadec arc. It is one of the two southern-most Kermadec arc volcanoes (the other being Whakatane volcano) that sits on oceanic crust before the transition to continental New Zealand, and is underlain by the 17-km-thick Hikurangi Plateau, which is presently subducting beneath the southern section of the Kermadec arc. Unusual K-rich basaltic lavas have been recovered from Clark (1.5 to 2.25 wt.% K2O), together with more typical basaltic-andesite, andesite and dacite rocks. The total volume of the Clark volcanic center is ~90 km3, calculated from the summit of the volcano down to the 2,500 m contour (which marks the inflection point of the volcano flanks with the surrounding seafloor) and comprises two separate edifices similar in size; the northern one having a volume of ~4.57 km3 and the southern one 4.43 km3. The volcano has a maximum relief of ~1,645 m from the 2,500 m contour to the summit of the shallower northern edifice shoaling to 855 m below sea level. The northern edifice is comprised of twin peaks each consisting of a constructional cone, with evidence of sector collapse having occurred between the cones. A more recent, smaller cone again has grown on the eastern flank between these summit cones. Massive, blocky lavas and coarse talus dominate the summits of the cones, with finer-grained volcaniclastic material and sediments a feature of the volcano flanks. The southern edifice is noticeably more dissected than the northern one, having a pronounced horst in the centre of the volcano bounded by 5-6 km-long faults. There is no obvious constructional cone atop the southern volcanic edifice.

Recent focus by terrestrial mineral explorers (and investors) on cobalt has increasingly highlighted the future critical need for this metal, with new-age batteries being the primary utilisation. We present an overview of the world’s current terrestrial cobalt resources and put this in perspective of currently known seabed resources, particularly polymetallic nodule and crust deposits. We focus on comparison of the key exploration, development and exploitation risks for such deposits, and provide a framework for financial evaluation and appraisal.

We will look at the commercial requirements of the investment community (debt and equity) in order to provide funding to a deepsea mining project, and contrast this with the position put forward in the draft Exploitation Regulations. We will then recommend suggested amendments to the Exploitation Regulations to assist future investment on this growing industry.

The Gavia Autonomous Underwater Vehicle is a two-man portable AUV that is capable of performing seafloor surveys in water depths to 2000 meters. The standard survey sensor suite includes a dual frequency side scan sonar and high resolution digital camera. Additional survey sensors are currently being incorporated into the Gavia AUV, include Sub Bottom sonar, Swath Bathymetry sonar and Multi Beam sonar. The modular design of the Gavia AUV allows the end user to quickly incorporate new sensors including client developed propriety sensors.

"Seafloor mining provides significant potential economic benefits for many Pacific nations that may be “land poor” but “coastline rich,” meaning they have the potential to utilize and profit from the mineral wealth within their Exclusive Economic Zones that extend 200 nautical miles (360 km) out from their coastlines. Within international waters, mineral wealth is the “Common Heritage of Mankind” with additional benefits for sponsoring states and their people.The Solwara 1 Project build continues with significant progress over the last twelve months. The Seafloor Production Tools (SPTs), Subsea Slurry Lift Pump, riser pipe, launch and recovery systems and winches are now complete with delivery to test facilities and the vessel ongoing. Recent focus has been on submerged trials for the SPTs, but the vessel build continues to progress to schedule. "TOML’s ISA Contract comprises six areas (A-F) that span from 118° to 152° W and from 7° to 15° N or over 70% of the CCZ.During a 2015 exploration cruise, TOML scientists found that the a logging system developed by ISA (2010) was able to be adapted and enhanced, to describe in some detail the varied morphology of nodules both within the TOML areas and between them.The shapes and sizes of nodules seen were then found to relate to substrate type and setting, and thus likely thickness and long-term stability of the geochemically active layer. Consideration of the various processes that might influence growth helps constrain nodule formation further. Swire Seabed is dedicated to being at the forefront of the Autonomous Subsea Revolution. The company is currently working along and developing operational, technical and market strategies where autonomous technology is the driving force. Swire Seabed’s vessel Seabed Constructor is currently mobilized and operating eight Hugin AUVs and 6 Surface going USVs. This significant and revolutionary spread is owned by Ocean Infinity. Ocean Infinity and Swire Seabed is currently involved in the search for the missing MH370 – in about 3 months the vessel and autonomous spread have fine combed an area of deep sea floor spanning over more the 100 000 km2 . With such a considerable spread with a depth rating of 6000 meter – Swire Seabed and Ocean Infinity is challenging long held paradigms in subsea mapping and resource surveys. Highly accurate and precise data can be acquired for large areas in record time, and at a comparatively much reduced cost. As one earlier required several vessels and associated crews and logistical support – Swire Seabed and Ocean infinity are now able to operate a large number of AUVs and USVs, through technological advances in automatic data-processing and interpretation, from a single offshore vessel. This opens up vast possibilities for emerging markets such as subsea-minerals. Swire Seabed is also developing strong collaborative relationships with academic institutions. Along with UIB Swire Seabed is developing methodology for deep sea geological and geophysical resource searches applying AUVs at an industrial scale – this work is based on UIBs groundbreaking work and significant experience in the same fields. In particular Swire Seabed and K.G Jebsen Centre for Deep Sea Research (UIB) have developed methodologies for conducting detailed Seep-Searches at a large geographical scale. UIB and Swire Seabed is further pursuing a formalized long term relationship for academic and industrial cooperation and exchange in AUV operation and methodology development. Whilst K.G Jebsen Centre for deep sea research have been involved in basig deep sea research for years, Swire Seabed have specialized in cost-effective heavy duty operations in water depths greater the 3500 meters. This collaboration affords the subsea mining community a unique pool of both insight and operational capacity.

"SeaTech Solutions International (S) Pte Ltd, Singapore are the designers of world’s first seabed mining ship. The ship is now under construction and expected to be delivered next year. The Deep Sea Mining industry is eagerly awaiting commencement of her seabed mining operations and the success of this story will go a far way in accelerating investment in Deep Sea Mining and hopefully we should see many such projects take off and many such ships launched in the near future.Based on own experiences SeaTech discusses in this paper, various important issues that need to be considered for design of such Deep Sea Mining ships, the challenges faced and possible solutions to address them.From a ship designers’ perspective, there are not many direct previous references available, the seabed mining methods and associated equipment are also a new technology & products are still developing, there is no standard method and equipment for processing of mineral ore onboard, and above all there is the huge challenge of loading, storage and discharge of ore cargo efficiently in the confines spaces. Associated with the uncertainties of such issues is the uncertainty of weight, space, power, services and maintenance requirements, which can vary through the design and construction period and put the initial ship design at huge risk. Sufficient design margins need to be provided and a constant & strict control is absolutely necessary to ensure that the budget on each technical aspect is not exceeded. The local strength of the vessel particularly needs to be robust to take ultra-large loads due to huge equipment and their lifting /handling equipment/winches and tall mining process modules."

Marine mineral resources have been reviewed in great detail on numerous occasions over the past few years. A summary of these efforts would indicate there is little new on the horizon as far as economic programs are concerned. Deep ocean minerals, though not forgotten, hold little promise for development in the immediate future, i. e., manganese nodules, cobalt crusts, polymetallic sulfides, etc. Nearer to shore, within the EEZ, and particularly within waters under state control greater industrial interest is expressed. Interest in sand and gravel not only persists but is growing, dependent largely upon the construction industry. Precious metals demonstrate the greatest growth potential.

The Brothers hydrothermal system is host to two very contrasting vent fields and to date, is the only known example of this kind for any submarine arc volcano in the world. Firstly, there is the NW caldera field. It is perched on the caldera walls and is up to 1,200 years old, and represents a more ?mature? system dominated by water/rock interactions, though there is also evidence for magmatic contributions to the hydrothermal fluids. It is host to relatively high temperature (~300°C), focused venting of metal-rich fluids. Large Cu- and Zn-rich sulfide chimneys occur at this site, with high concentrations (up to 90 ppm) Au apparent in some chimneys. Vent fluids of the NW caldera site show sub-seafloor phase separation is occurring at this site. Silica concentrations in these vent fluids are consistent with the vent fluid temperatures. Secondly, there is the cone vent field that is much younger, and which sits atop the summits of a main cone (the Upper cone) and an adjacent satellite cone (the Lower cone) that occur inside the caldera, near the southern caldera walls. This field is dominated by S-rich vents with vent fluids more diffuse, lower in temperature (<120°C), very gassy and acidic (to pH 1.9), and relatively metal-poor. Fluids of the cone site have Mg and SO4 concentrations higher than seawater values, indicating these ions have been added to the hydrothermal fluid and are not being depleted via normal water/rock interactions. Variability occurs between the two cone vent fields, with the diffuse discharge observed at the Upper cone volumetrically small and chemically different from the Lower cone. For example, from the vent fluid Mn, Li, Rb, and Cs concentrations, it is apparent that the Lower cone has experienced a lower degree of water/rock interaction (i.e., more reaction) than the Upper cone. Vent fluid pH is higher for Lower cone, consistent with more reaction and neutralization of acidic gases. Fe/Mn is lower at the Lower cone due to decreased Fe solubility at the higher pH. The lowest pH sample (1.9) is from the Upper cone that has 39.4 mmol/kg of SO4, consistent with input of magmatic SO2 and disproportionation to sulfuric acid and S or H2S. Thus, the Upper cone site could be interpreted to have a shorter reaction path and residence time between the point of magmatic degassing and the seafloor venting than the Lower cone site. Isotopic compositions of the NW caldera and cone vent fluids show evidence for magmatic water with negative dD and d180 values, while 3He/4He values show the Brothers hydrothermal system has shifted towards more magmatic conditions over the past several years with both sites affected by magmatic events. Similarly, vent fluid sulfide d34S values and those for sulfide minerals from NE caldera chimneys also indicate disproportionation reactions involving magmatic SO2. Minerals such as chalcopyrite, bornite, chalcocite, covelllite and euhedral grains of hematite occurring in high temperature chimneys from the NW caldera site are consistent with a more oxidizing, magmatic fluid, while bulk sulfide geochemistry data show evidence for a higher temperature suite of elements (e,g., Mo, Co, Se) associated with Cu-rich chimneys. Gold mineralization occurs in these high temperature chimneys and is associated with the most recent deposition of high concentrations of Cu, where d34S values are most negative. Geophysical evidence suggests that the top of a magma chamber occurs ~2.5 km below the caldera floor, beneath the cone site in the SSE quadrant of the volcano. Very low velocities of <1 km-2 are seen in the seismic data between the magma and the seafloor, and are indicative of gas release. Harmonic tremor data provide evidence for a 500 m pipe-like ?conduit? located above the magma chamber (and below the cone), linking it with the overlying hydrothermal system, providing a mechanism for magma-derived metals to enter the hydrothermal system under the cone site. The NW caldera and cone sites are considered to represent stages along a continuum between magmatic-hydrothermal and water/rock-dominated end-members.

Compared with land mineral resources investigation, as well known, it is more important for marine geologists to get image data (e.g. photographs, video tapes and various charts) because they are often hard to reach deep seabed directly. In the past years a plenty of image data which are in various forms have been accumulated. In contrast with both digital and character data managing the image data by using database is just unfolding and it will be a trend for marine mineral resources investigation. GIS (Geography Information System) offers another useful means of processing image data, especially geological data. GIS is characterized by processing vector data (e.g. point, line and polygon), but newer versions of GIS software package are also able to process raster data (e.g. photographs etc.). The present author made a presentation on marine mineral image database during 25th UMI, but that system runs under DOS environment and dealt with only mineralogy. Recently a new system which integrates Oracle image database with GIS (ArcView version 3.1) has been developed. This system runs under Windows NT environment. In the network environment Server/Client mode is adopted, and over 200 basic subdatabases (tables)are located on Server; operating interfaces are located on several clients so that several persons can operate the system simultaneously. The whole system involves five types of marine mineral resources: manganese nodules, cobalt-rich crusts, polymetallic sulfides, phosphorites and gas hydrates. The data of every type of marine mineral resources described above are distributed among five units and several blocks. The units and blocks are described below:

The Government of India started its deep seabed exploration programme during 1982. This programme was started as one of national importance and several national laboratories were involved to realize the development of requisite technologies for deepsea mining and processing. After a concentrated effort on surveying, using its own as well as hired ships, India succeeded by mid 1980s in identifying a prospective site in the Indian Ocean as an exclusive claim for development. India was registered as a Pioneer Investor and became the first country to obtain this status on 17th August 1987. India has been allocated an exclusive mine site of 150,000 km2 in the Central Indian Ocean. Our country also developed considerable expertise in the metallurgical processing for extracting metals from these nodules. The Department of Ocean Development, Government of India, the organization which is designated as the nodal agency responsible for implementing the deep seabed mining programme has drawn up a long term plan which will enable it to fulfill its obligations as a Pioneer Investor. The work toward the design and development of a mining system has been entrusted to the Central Mechanical and Engineering Research Institute, Durgapur. As a part of this programme they have developed a nodule collector and a riser system which have been tested in very shallow waters only. Since this technology development for deep sea mining applications is highly time consuming and very expensive, this programme is also being used to develop components for intermediate applications. In view of the long timeframe required for perfecting a deepsea nodule mining technology, the Government of India is also keen on developing shallow water mining systems for utilizing the placer deposits. One of the richest heavy mineral deposits in the Indian Exclusive Economic Zone is available on the west coast of South India in the state of Kerala. The coastal stretch between Kanyakumari, on the southern tip of India, and Alleppey along the west coast at a distance from the tip of approximately 210 km, there is a good multimineral reserve. The initial survey indicates that the estimated reserves in the surveyed areas are approximately as follows: Ilmenite 1.4 million tonnes Rutile 0.14 million tomes Zircon 0.13 million tomes Sillimanite 0.53 million tonnes

Since 2013, GSR has undertaken 4 exploration campaigns, which focused on environmental baseline monitoring (marine biology), resource definition and technological change. The seabed nodule collection vehicle has a significant influence on the achievable production rate and is for that reason thought to be a serious risk in developing an economical viable mining operation. GSR is currently working on a pre-prototype of a seabed nodule collection vehicle. The program, called ProCat, started in 2015 and will take up to end of 2019. ProCat can be split up in 2 phases: ‐ ProCat#1 [2015 – Q2 2017]: separate parallel testing of the nodule collection- and driving mechanism (Tracked Soil Testing Device Patania I – TSTD Patania I). The trafficability was tested in-situ; the collection mechanism was tested in a laboratory. Phase 1 has been completed successfully in September 2017. ‐ ProCat#2 [Q3 2017 – end of 2019]: the knowledge acquired during the first phase was used in this 2nd phase. Both collection mechanism and driving mechanism were integrated into the design of a pre-prototype seabed nodule collection vehicle (Pre-Prototype Vehicle Patania II – PPV Patania II). This pre-prototype vehicle will be used for a simulated mining test in Q2 of 2019 in the GSR- and BGR license area. The main objective of the ProCat research program, and especially the 2nd phase, is to integrate the nodule collector on the tracked chassis and develop an operating vehicle causing minimal environmental impact hereby validating the requirements for a full scale polymetallic nodule collection vehicle in the actual operational environment of the CCFZ. Following the ProCat project, GSR is working towards a system-integrated mining test once exploitation regulations have been agreed by the ISA and its member States.

Deep-sea rare-earth element-rich mud (REE Mud) distributes in pelagic clayey sediment column on ocean seafloor at 4,000-6,000 m deep. The thickness ranges 5-80 m and the burial depth 0-100 m. The REE content ranges 600-2,250 ppm in Pacific and one of the richest, maximum 6,500ppm, has been found in Marcus Is. exclusive economic zone. By applying a conventional hydraulic excavation and lifting methods, the economy of REE Mud mining around Marcus Is. is preliminary examined. Because the waste content in REE Mud is high and the disposal cost in Japan is very expensive, the mining is recognized far away from economy.

The emerging marine minerals exploration and mining industry is currently focused mainly on the technical elements for its success such as developing exploration and mining technologies. However, in one sense, the technical challenges are quite soluble whereas those arising in the fields of the environment and public opinion could present this new generation of miners with problems that are far more difficult to overcome. One need only look at the issues currently faced by mining projects on land to see how powerful the new forces of so-called ?civil society? are in stopping mineral developments in many countries. From the geographic viewpoint, there are many countries but there is just one ocean, so the impacts experienced by any one operation are likely to have pervasive repercussions throughout the industry. A well-oiled NGO development protest lobby will see leverage in resisting this new industry and will seize on the single-ocean angle. The Australian Minerals Industry has established a voluntary Code for Environmental Management that provides an active and valuable model for satisfying the ?court of public opinion? and in delivering economic results to industry that are in current jargon, sustainable. An explanation of the Code for Environmental Management, and the reasons behind 44 companies representing more than 300 operations and 85% of Australia?s sizeable mineral production being signatory to it will be given. Participants see it as a means to future shareholder wealth.

The United Nations Law of the Sea (LOS) Convention includes provisions (Article 76) for establishing the outer limits of a coastal State&apos;s continental shelf and for denoting the seaward extent of sovereign rights over natural resources. Determination of a coastal State&apos;s continental margin, according to Article 76, must consider eight factors: 1. The territorial sea baseline 2. The 2,500-meter isobath 3. The foot of the continental slope 4. A line 200 nautical miles seaward of the territorial sea baseline 5. A line seaward of the foot of the continental slope connecting the points where sediment thickness divided by distance to the foot of the slope equals .01 6. A line 60 nautical miles seaward of the foot of the continental slope 7. A line 100 nautical miles seaward of the 2,500-meter isobath 8. A line 350 nautical miles seaward of the territorial sea baseline Figure 1 shows the preliminary limits for each of the Article 76-based definitions for a portion of the U.S. Atlantic continental shelf. The additional areas gained beyond the 200- nautical mile Exclusive Economic Zone (EEZ) are highlighted. The first three factors are baselines from which the distance provisions of Article 76 are measured. Factors 4-8 are distance- from-baseline provisions for establishing the continental shelf limits. Factor 5, also known as the Depth of Sediment Limit or "Irish Formula", was calculated using sediment thickness data from seismic linesand isopach maps. All other factors were determined from digital hydrographic data. The Depth of Sediment Limit is the most advantageous method for the area shown in Figure 1. It is especially useful for introverted coastlines such as the Georgia Embayment and New York Bight areas.
