When the 2008 Olympic Games begin in Beijing, China is September it will not only mark the end of the journey for the Olympic torch and the thou-sands of participating athletes, but the games will also mark the culmination of a massive amount of construction in the city. On display for the world to see will be 31 new and refurbished venues including the 91,000-seat National Stadium called the ?Bird?s Nest? and the aquatics center, called the Water Cube. What will not be featured as prominently on the television cameras broadcasting the games around the world will be the network of tunnels built beneath the city. But that infrastructure of rail lines will be of critical importance to the games. While preparing to host the world, China added a subway tunnel that will include four stops in the Olympic Park. The 4.4-km (2.7-mile) subway line that runs through the complex of stadiums, gymnasiums and parks began trial operations in June. Prior to the opening of that line, Beijing's No. 5 subway line, which runs through the heart of the city from north to south, opened in October. Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

As time is costly, engineering companies have developed methods, procedures and mechanical equipment to tunnel faster. But the best excavation method will not be able to cope with the time pressure if there is not a reliable backup system. Therefore, the application of belt conveyors for tunnel boring machine (TBM) drives as well as for drill-and-blast driven tunnels assure a quick and smooth removal of excavated soil in order to enhance the efficiency of the tunneling equipment. During the last 10 years, belt conveyor systems have achieved ?state-of-the-art? levels and have become the first choice for muck removal systems in both TBM and drill-and-blast driven tunnels. Because time has become such a key criterion in tunneling projects, it is essential that all equipment is operated so as to derive optimum efficiency and minimize costs. Efficiency also means to think about new tasks for existing technologies.

A series of full scale laboratory linear rock cutting tests was carried out with a long bladed single disc cutter (292 mm diameter, 11mm wide constant cross-section blade) on dry and water saturated sandstone blocks using a linear rock cutting machine (LRCM). The muck collected from the cutting tests has been analyzed to establish a link with the specific energy (SE) of the operation. Coarseness index (CI), a non dimensional parameter, has been found to be a useful indicator of the relative efficiency of the cutting operation. An inverse relationship of the form SE = k CI-n is observed between SE and CI with very high CI usually corresponding with the lowest values of SE. The power n of the relationship for both dry and saturated rock tests is much less than the values found in the previous studies using constant cross section disc cutters and is believed to be dependent on the strength of the rock and the cutter type used. Although the average CI is found to be lower for saturated rock than for dry rock, at the same time saturated rock cutting is found to be less energy intensive (in terms of SE) than dry rock cutting. Moderate correlation exists between the production rate or yield and the SE of the cutting operation for both dry and saturated rock, which can provide some useful information about the field production rate discounting the effect of discontinuities in the rock mass.

Industrial Minerals commodity profiles are continued from May's Annual Review issue. Diatomite G. Coombs, Manville Sales Corp. Growth in US diatomite production continued to lag in 1986. The US Bureau of Mines estimated that 580 kt (640,000 st) were produced last year. This is a 1%0 growth over 1985. The cumulative growth from the 1982 low point is 4.4%. Present production, though, is still only 90% of the high tonnage of 1979. The industry will see increased competitive activity with the start-ups of two new mines and production facilities in California and Oregon. US production has come primarily from Lompoc, CA, Bassalt, Clark Station, and Lovelock, NV, and Quincy, WA. New production, probably with capacities of 45 kt/a (50,000 stpy) each, have started near Burney, CA, and Vale, OR. Eagle Picher's new, full-line filter aid and filler plant at Celatom, Vale, OR, was dedicated in August. The plant uses diatomite from the Celatom mining district in Juntura, OR. Grefco's new filter aid and filler plant near Burney, CA, was ready in July. It produced flux calcined products through a single kiln and can handle both bag and bulk shipments. The operations are in Shata County with the plant and mine at the same site. Manville Specialties Group is moving its Filtration and Minerals Division headquarters and research staffs to Lompoc, CA. The move is intended to strengthen response and performance by locating research, marketing, and production close together. Diatomite is processed in three methods: natural, calcined, and flux calcined. The natural is dried to remove water and is particle size classified. Calcined or straight calcined products have been sintered to modify particle size or permeability. Flux calcination, or flux sintering, has a stronger influence on permeability and also benefits color. The unique structure of diatomite is used in a range of particle sizes from fine paint fillers, to coarser filter aids, to granular aggregates. Dimension stone L. Meade, Geomapping Associates Ltd. 1986 was another good year for dimension stone production. The trend toward using marble, granite, limestone, sandstone, and slate has created an increasing demand. According to US Bureau of Mines 1986 estimates, 1.1 Mt (1.2 million st) of dimension stone, with a value of $173 million, was produced by 200 companies. This is an increase from 1985, where 220 companies produced 1 Mt (1.12 million st) valued at $172 million. The increased production volume and decreased unit value is due to the competition from imports. The net import reliance in 1986 was 68% compared to 62% in 1985. The value of imports was $374 million in 1986 versus $295 million the year before. In an effort to maintain their market share, domestic finishers, particularly in the granite industry, continued to upgrade plants and machinery during 1986. In addition, offshore dollars have financed a number of fabricating facilities in North America that will finish imported rough stock. It is hoped that this increased domestic production capability will capitalize on a devalued US dollar. The trend has been for growth in stone usage and market. This trend is continuing with increased public awareness and desire for natural stone in buildings. The area of greatest market growth is expected to be in residential and interior decorative stone usage. Use of sophisticated, automated equipment has made the cost more affordable. Now lobbies, foyers, and specialty rooms are being clad in stone. Dolomite J. Welshimer, National Lime & Stone Co. About three-quarters of dolomite production is used as construction aggregates and 10% to 20% is sold or used as an industrial mineral. Total limestone and dolomite consumed for chemical and metallurgical purposes is about 136 Mt/a (150 million stpy). Sales of industrial dolomitic products were somewhat stronger in 1986 than levels recorded in the early 1980s. Some of the sales' strength, however, can be attributed to reductions in the number of active mining and processing operations. The industry will probably undergo further consolidation by the end of this decade. This will be due primarily to the continued softening in demand by the steel industry. Dolomitic limestone deposits being mined for raw materials for the steel, glass, and refractory in¬dustries are generally 54% calcium carbonate and 45% magnesium carbonate by weight. Impurities composed of silicon, aluminum, iron, sulfur, and phosphorous, represent less than 1%. The heaviest concentration of high purity, surface mineable dolomite in the US is in northwestern Ohio. Crushed and sized dolomitic limestone is a basic raw material for the iron and steel industry. Parts I and II in this series of papers presented the chemistry of medium-temperature pressure leaching of copper sulfide concentrates and reviewed the metallurgical development of a process to effectively recover copper using medium-temperature pressure leaching and direct electrowinning (DEW). Key features of the process were the use of superfine grinding of the concentrate (to a P98 of 12 to 15 µm and P80 of 6 to 7 µm), pressure leaching at 160ºC and 1,380 kPa (200 psi) oxygen overpressure, DEW to produce LME Grade A cathode, recycling of the lean electrolyte to the pressure leaching step and treatment of a lean electrolyte bleed by solution extraction (SX). Recycling of the lean electrolyte provided all of the acid required to effectively dissolve copper and convert approximately 65% to 70% of the sulfide sulfur to elemental sulfur, resulting in an ?acid-autogenous? process referred to as the ?MT-DEW-SX? process. This paper (Part III) discusses the steps taken to develop and complete a large-scale demonstration of the process at Bagdad, Arizona, in 2005.

INTRODUCTION The City of Phoenix, Arizona is located in the Phoenix Basin watershed which is prone to flash flooding several times each year. The runoff from these storms moves from the mountains in the north to the Salt River in the south. An extension of Interstate Highway 10 (1-10) will pass through the city east to west to form an Inner Loop through the downtown business district. PROJECT DESCRIPTION The I-10 Inner Loop extension will be a depressed roadway which would intercept the surface drainage of the Phoenix Basin and separate the watershed into two regions. To prevent flooding of the depressed roadway, runoff storm water collected from the northern half of the drainage area will be conveyed beneath the roadway to its natural outlet at the Salt River. A conveyance system composed of pressure tunnels beneath the city, shown in Figure 1, was proposed to achieve this goal . Table A presents the prominent features of each of the tunnels. This paper will describe geologic and engineering parameters specific to Phoenix which were used in the design of a series of tunnels to convey storm water from the I-10 Inner Loop to the Salt River. The design of tunnel initial and final support is described along with support and construction methods used by the Contractor.

The 73rd Street Tunnel Project is part of “The Tunnel and Reservoir Plan” (TARP)also known as the Deep Tunnel Project, and is located in the Village of Bedford Park, County of McCook, State of Illinois. The project consists of a ø 4.42 meter × 2,060 meter long (14´-6? bore, 6,760 foot)tunnel. The completed tunnel is used as a bypass tunnel for the McCook Cup Reservoir Project. The project was awarded to Affholder Inc. of St. Louis, in 2000. The paper describes the project in which a new, high-powered open gripper type main beam machine was used in which high advance rates have been achieved using conventional muck haulage techniques. Features of the project include the installation of rock support consisting of counter-sunk rock bolts that are required to be pull-tested for strength per project specifications. Installation and testing of the bolts are done during the boring cycle. Muck haulage was done by conventional muck car train and hoisting at the construction shaft. As the site layout did not include a tail tunnel, the trains needed to be shuttled at the shaft bottom. Even with the bolting requirements and the muck haulage without a tail tunnel, the Affholder site personnel still achieved high advance rates on the 73rd Street Project.

Oregon Resources Corporation (ORC), an industrial minerals mining company, is currently engaged in the development of a new process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be mined efficiently and economically, creating an additional domestic source for chromite, garnet, and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America. Metallurgical study of the placer material was grouped into four distinct samples based on marine terrace deposition, geological facies, and mineralogy. Because the metallurgical samples represented the extremes likely to be encountered in all future Oregon paleo-beach placer ores, the process design is highly dynamic and will successfully adjust to meet the production needs. Water availability at the mining area is seasonal and will not support a typical placer operation?s water requirement needs for heavy mineral concentration. For this reason, ORC has developed a plan to construct the ore processing facilities near Coos Bay, where a municipal source of water is available. Raw ore will be transported from the mining sites approximately twenty miles one way to the processing facility with return loads hauling tailings back to the active pit. The need to haul dry tailings, return dry material to the pit for reclamation, and limit the amount of water being purchased from the municipality has driven the design of a unique water reclamation system. BACKGROUND Location and Access Economic concentrations of ?black sand? or heavy mineral (minerals with specific gravity greater than 2.85) have been recognized and studied in marine placers from Coos Bay to the mouth of the Rogue River, a distance of approximately 75 miles along the southern Oregon coast (Hornor, 1918; Griggs, 1945)(Figure 1). ORC will begin mining existing reserves approximately 20 miles south of Coos Bay in a region known locally as Seven Devils. Ore will be trucked north to the processing site near Coos Bay via use of existing county and state roads, including U.S. 101. The available facilities at the processing site include highway, rail, municipal water and electricity, natural gas, and a deep water port. At the time of this writing, the rail line had been abandoned, but was being pursued by the International Port of Coos Bay. It is anticipated that this will be serviceable at some time in the future. History The southern Oregon marine placers have garnered the interests of miners since 1852, when present day beaches were exploited for gold. The beach deposits were small and irregular in nature and were easily washed away by the major storms the coast endures during the winter months (Hornor, 1918). [ ] In the 1920?s, deposits at the beach were followed upstream to their paleo-beach terrace origins (Pardee, 1934). These terrace placers were mined, but with little success, as the cost of mining and processing was greater than at the present day beach deposits. The greatest effort to understand and delineate the paleo-beach terrace placers came during World War II. As the need for a domestic source of steel hardening chromite was evident, the heavy mineral bearing placers of southwestern Oregon provided just that. The U.S. Geological Survey, under guidance from the Oregon Department of Geology and Mineral Industries, began exploration drilling of the paleo-beach terraces in 1940 (Griggs, 1945). This work was part of the investigation of strategic mineral deposits and would ultimately supply much needed chromite for the war efforts. Improvements continue to be made in rapid excavation and tunneling technology. There are several ways to examine the impacts of such improvements. The most common procedure is to monitor current developments and to evaluate prospects for expansion of present types of uses. Other approaches are called for, however, if the technology might be used in ways not now imagined, if the search is for information for managers of technology development, and if the issue is that of the wise use of the technology by society. The first section of the paper will pose these matters as questions. These questions will be examined from the point of view of the processes of technology development and utilization, and then further examined against the backdrop of processes at work within the urban area. Such an examination will provide insight into the way technology developments should proceed. The final section will present some comments that may be useful to those guiding the development of the technology and to those who might provide leadership for its wise utilization. THE QUESTIONS Three questions are posed: 1. Are there uses for the technology beyond further penetrations of its present markets? 2. Can information be supplied to managers of technology development so that they may improve the assignment of priorities among development choices? 3. How can society make wiser use of the technology?

The City of Portland’s Westside CSO Project is constructing a deep tunnel system to reduce combined sewer overflows (CSO) from entering the Willamette River. Several kilometers of microtunneled pipelines connect the existing system to the new tunnel. The alignments encountered a variety of ground conditions, including fill, manmade obstructions (wood, steel piles, debris), fine-grained to dense coarse-grained materials, cobbles and boulders, all below groundwater. Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame will be on Sept. 12, 2009 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The five inductees are: Paul A. Bailey, 82, Richard T. Moolick, 89, William Braden and Alonzo Pawling and Henry Harnischfeger. Paul A. Bailly was president of Bear Creek Mining Co., the U.S. exploration subsidiary of Kennecott Copper, from 1961 to 1967. In 1968, he joined Occidental Petroleum Corp. and was tasked with creating the company?s international mining division, Oxymin, which he led as president through 1983. During his distinguished career, Bailly participated in numerous significant mineral discoveries, developed a new exploration philosophy and made important additions to the mineral exploration literature. William Braden was the first to recognize the immense potential of the El Teniente orebody in Chile. He founded Braden Copper Co. and developed the El Teniente Mine which now, 100 years later, remains the world?s largest underground copper mine. Braden?s endeavor survives to-day as the El Teniente division of the Chilean state copper company, CODELCO. T. (Dick) Moolick established a lasting legacy in the mining industry, first during a 35 year career with Phelps Dodge Corp. and then as the driving force in establishing the National Mining Hall of Fame and Museum in Leadville. The Hall of Fame and Museum ? a monument to the memory of the men and women who pioneered the discovery and development of the United States? natural resources ? has become one of the fi nest museums in the western United States.

Whether drilling through tough clay or breaking rock, or facing the most severe conditions including mixed face ground, perched water and running and flowing sands, working under-ground certainly comes with no shortage of challenges. In an environment where the unknown is faced on a daily basis, tunneling contractors must be able to rely on their equipment to get the job done properly. Not only that, their equipment must comply with two of the highest priorities: safety and efficiency. In addition to being the number one concern, a proven safety record provides additional benefits to a company. A safe work environment serves as a key component to company growth, including the ability to remain competitive in bidding and maintaining higher-level, more challenging projects.

INTRODUCTION AND SPECIFIC OBJECTIVES An area in the midwest overlying abandoned room-and-pillar mine workings at, shallow depth has been experiencing subsidence movements with associated damage to surface structures. Other coal companies in the area have also been having similar experience. A 16 - month cooperative study between a mining company and the Department of Mining Engineering at SIUC was developed with the following objectives. 1) Determine the extent to which surface and subsurface movements were complete in the area, 2) Identify the mechanism(s) of subsidence in the area, 3) Determine the influence of geology and hydrology of the area on subsidence movements, 4) Observe the conditions of abandoned underground workings with a borehole TV camera, 5) Characterize the extent of damage and monitor possible progressive damage to selected surface structures, and 6) Make recommendations to a) minimize further damage to surface structures in the area, b) identify future areas that may be affected by these movements and c) modify mining systems to minimize these movements.

"Modern underground mining is becoming more complex and geotechnically challenging. The engineer uses numerical, analytical, and data-driven methods (empirical and/or experimental) or their combination to overcome these challenges. Each method has its advantages and disadvantages. Nevertheless, given the amount of innovation and experience involved in developing each of these techniques, it will be prudent to use all their benefits rather than favoring one technique over the other. Pillars are the most important support element in an underground mine. A holistic geo-mechanical solution needs to be determined to design mine pillars using a proper sequence and exact mix of the three methods. A combination of these methods, in sync, can encompass the several advantages of the three methods while eliminating their disadvantages. This paper presents a conceptual three-tier solution to the pillar design problem, to improve its design pedigree, using a proper combination of numerical, analytical, and data-driven methods. At the focus of this proposed method lies the Ground Reaction Curve (GRC) concept.INTRODUCTIONAlthough the stability analysis of underground excavations is a challenging problem, its understanding has improved tremendously over recent years through the use of improved tools and techniques. The trial and error method was replaced with more scientific methods like the empirical and analytical methods that are still in use today. Empirical methods were developed based on large data sets obtained from experiments and observations (e.g., coal pillar strength equations). Analytical methods were developed based on mechanical understanding of stability (e.g., safety factor for vertical pillar loading, Convergence Confinement Method). Improvement in computing power and numerical techniques led to the development of several numerical methods (e.g., finite difference, finite element) suitable for geo-mechanical analysis.Each of these methods have certain advantages and limitations. Nevertheless, the user is often puzzled over the proper method selection and over the proper sequence of using them. This exercise becomes more challenging when different methods are combined, where, for example, one has to estimate the pillar strength based on empirical equations (e.g., Mark-Bieniawski coal pillar strength equation), determine the factor of safety based on an analytical approach (e.g., tributary area load divided by pillar strength), and analyze pillar-strata interactions using numerical analysis (see Esterhuizen, Mark, and Murphy, 2010b).Challenges increase when current pillar design methods are designed as passive structures to balance the fixed dead weight of the overburden. This classic suspension design approach does not recognize the self-stabilizing capacity of the overburden (Frith and Reed, 2018). A practical solution to address these issues is the use of numerical analysis. However, one should always keep in mind that the numerical modelling approach may have certain practical limitations."

India produces about 70 Mt/a (77million stpy) of coal ash (fly ash and bottom ash) from burning about 200 Mt/a (220 million stpy) of coal for electric power generation. The average ash content is 35%. In contrast, the United States produces about 70 Mt/a (77 million stpy) of coal ash from burning 800 Mt/a (880million stpy) of coal for power generation. Its average ash content is less than 10%. In 1998, GAI Consultants Inc.(GAI) embarked on a federally funded, multiyear project to assist the government of India in solving its growing coal-ash management problem.

The pig iron nugget process is gaining in importance as an alternative to the traditional blast furnace. Throughout the process, self-reducing?fluxing dried greenballs composed of iron ore concentrate, reducing-carburizing agent (coal), flux (limestone) and binder (bentonite) are heat-treated. During the heat treatment, dried greenballs are first transformed into direct reduced iron (DRI), then to transition direct reduced iron (TDRI) and finally to pig iron nuggets. The furnace temperature and/or residence time and the corresponding levels of carburization, reduction and metallization dictate these transformations. This study involved the determination of threshold furnace temperatures and residence times for completion of all of the transformation reactions and pig iron nugget production. The experiments involved the heat treatment of self-reducing?fluxing dried greenballs at various furnace temperatures and residence times. The products of these heat treatments were identified by utilizing optical microscopy, apparent density and microhardness measurements.

A deep-seabed integrated mining system, which consists of four subsystems such as riser pipe, buffer, flexible riser, and tracked vehicles, is presented in Figure 1. Ergonomics is the art and science that tries to understand the complex interrelationships among employees, their work environment, equipment, work methods and job demands. Coal and metal/nonmetal miners are exposed to a higher number of ergonomic risk factors than in non-mining occupations. In addition, studies have shown that these miners experience more degenerative disc disease and osteoarthritis than comparable industrial populations. A general discussion of the risk factors that cause overexertion injuries and disorders will be presented. In addition, the basic principles of ergonomics will be discussed with specific cases to show how successful programs have been developed. A successful ergonomics program should simultaneously improve health and enhance productivity.

Most of us are aware of the ever increasing use of underground space. At the Advisory Conference on tunneling in Washington, D. C. in June of 1970, the demand for construction oriented tunneling during the 1970s was estimated at some 21,000 Km of length with an excavation volume of 675 million cubic meters. Of this total, 11 million cubic meters were forecast for underground parking. Though this is a small portion of the total, it is significant to note it represents a 280% increase over the previous decade. Other areas of unusual increase were railroad tunnels, 150%, and rapid transit tunnels, 160% (1). Faced with this increasing demand, the need for improved excavating efficiency is obvious. Great strides have been made. In Japan, for example, several new long tunnels have been driven parallel to old existing ones at costs as much as 50; under those of the original tunnels (1). This is an impressive achievement. I am certain, however, that we would all agree that even greater improvement is required. Great emphasis is being placed upon sophisticated systems which include among others, mechanical borers, thermal fracturing, and various methods of rock weakening and softening. However, in hard rock excavation the fact remains that the drill-blast method continues to be the most widely used system. Undoubtedly it will continue to be one of the most important techniques in the forseeable future.
