The objective of this paper is to describe a study sponsored by the U.S. Department of Energy during which a model was developed to optimize haulback mining procedures in single and multiple seam contour mines, The study objective was to achieve financial- based productivity increases approaching twenty percent. This paper reviews the results of the first year's Phase I activities, which include four main tasks: formulate a methodology that can be used to select equipment and mining procedures that result in optimal performance in a particular haulback mining situation; conduct field studies of representative single and multiple seam mines to obtain quantitative background information for development of the formulated methodology: develop the methodology into a useful design tool for mine operators; and prepare plans for field tests to evaluate the effectiveness of the developed tool.

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

Sometimes in assessing where we are and where we are going it is informative to take a look at where we have been. Whether or not it adds to our understanding of the present, I think it may be interesting to review some of the past history of our industry. As a starting point I chose to use the famous Paley Commission Report, formally known as "The U. S. President's materials Policy Commission -Resources for Freedom."(l) The Paley Commission report said "Fluorspar is an essential raw material for the steel, aluminum, and chemical industries." Of course this statement is still true. It also said, "United States known reserves of fluorspar would be sufficient for some 15 years at present rates of consumption--about 426 000 short tons in 1960. Projected consumption for 1975, however, is several times as great, and reserves in other free countries do not appear adequate to supply United States deficiencies during the next 25 years." This simply demonstrates how even the most learned and competent people can observe all the facts avail-able to them at a given time and yet be unable to predict the future very accurately. We all know that reserves in other countries are more than adequate to supply the United States today, 25 years since the report was published. In fact, the report estimated free-world reserves at something over 36 million tonnes (40 million short tons). Contrast this with 246 million tonnes (271 million short tons) estimated as total world reserves from the section on fluorspar from Commodity Data Summaries of 1974, published by the Department of the Interior. (2) The Paley Report discusses other matters pertaining to fluorspar that are still of interest, such as improving mining methods. Furthermore, it certainly did a good forecasting job in noting that greater recycling should become possible in the aluminum industry in regard to fluorine lost in wastes and also concerning the substitution of fluorspar in the steel industry by other fluxing materials. It also suggested that non-fluorine containing propellants should be investigated as a replacement of those containing fluorine as a conservation matter. Some discussion was devoted to recovering the fluorine content of phosphate rock, which is being practiced today, but was in its infancy in 1950.

Surface subsidence events induced by underground longwall coal-mining operations can cause various disturbances to surface structures, ranging from integrity and stability to functionality problems. Highway bridges, as a kind of special road construction that can only tolerate smaller movements and deformations than road pavements, are particularly susceptible to severe influence caused by subsidence-induced ground movements and deformations. However, based on accurate subsidence prediction and correct influence assessments, efficient and effective mitigation and remediation measures can be designed and implemented to ensure the continuous service of bridges, safety of travelers, and smooth mining operations. In this paper, based on the predicted final and dynamic surface movements and deformations, the techniques to assess subsidence influence on the integrity, stability and functionality of bridge structures (such as decks, beams and abutments) are presented. A number of mitigation measures to protect bridge structures are recommended, along with an actual application case.

The Upper Santa Cruz Groundwater Basin lies in the drainage area of the Santa Cruz River in Arizona, and extends upstream from the community of Rillito to the international boundary, see Figure 1. The principal water use area lies between and includes the cities of Tucson and Nogales. A subsurface geologic barrier near Rillito provides a reasonable dividing line between the groundwaters of the Upper and Lower Santa Cruz Basins. The Upper Basin contains the Tucson and Sahuarita-Continental critical ground- water areas. The Tucson Water Use Area encompasses the Tucson metropolitan area and extends from the northern boundary of the Basin south to the boundary between the Tucson and Sahuarita- Continental critical groundwater areas near San Xavier. The San Xavier Use Area is the San Xavier Indian Reservation. The north and south boundaries of the Continental Use Area coincide with the limits of the Sahuarita-Continental critical groundwater area. The first study of groundwater in this valley was initiated by Dr. G. E. P. Smith in 1905 and the results were published in 1910, followed by a series of bulletins of the Arizona Agricultural Experiment Station, University of Arizona, covering the general field of groundwater development and utilization. Beginning in 1939, the Ground Water Branch of the United States Geologic Survey, in cooperation with the Arizona State Land Department and the Arizona Water Commission (AWC), have published a series of bulletins concerning groundwater occurrence and utilization in various areas of the state. In 1975 and 1977, the AWC published the "Arizona State Water Plan" (1), comprising a detailed inventory of water availability and use in the State of Arizona, and a study of alternative futures.

In situ extraction of copper through borehole injection presents a new technology for the mining of copper. For the successful application of this technology, copper recovery at the surface must be specifically designed for borehole injection and the general conditions of the well field. This paper describes the design of a solvent extraction / electrowinning facility specifically designed for in situ leaching of copper. This design is based on commercial solvent extraction / electro-winning with considerations of the requirements of this specific application.

SX operators have conducted extensive shut-downs and repairs over the years to mitigate solution leaks from failed stainless steel false floors and walls in rectangular mixersettler mix boxes. Hydrodynamic modeling using first principles and constitutive equations of fluid mechanics can inform an efficient structural redesign sufficient to eliminate the plate failures. Updated mix boxes have been performing without failure for over a decade. Given the extensive construction of the original Holmes and Narver mixer-settler design throughout the world that includes stainless steel lined rectangular primary and auxiliary mix boxes, SX operators may benefit from the approach, eliminating costly shutdowns, leaks to containment, and hazardous repairs.

The integrity of unconventional shale gas well casings positioned in the abutment pillar of a longwall mine could be jeopardized by longwall-induced deformations. Under such scenarios, the surrounding fracture networks could provide pathways for gas flow into the mine, creating safety concerns. To provide recommendations for developing guidelines that ensure a safe coexistence of longwall mining and unconventional shale gas production, this study uses a discrete fracture network (DFN) model to evaluate the impact of parameters that could affect potential shale gas flow into the mine in the event of a casing breach. These parameters are evaluated using a conceptualized DFN realization that is representative of the fractured zone in the overburden, and the range of parameter variations are within values validated with field measurements.

The Basalt Waste Isolation Project of the U.S. Department of Energy is a part of the National Was re Terminal Storage Program. Its mission is to assess the feasibility of siting a nuclear waste repository in the basalt formations which underlie the Hanford Site of the U.S. Department of Energy. The progress in all program areas is summarized in this paper. Activities conducted to date have led to the identification of possible repository candidate sites within the Hanford Site.

After a brief consideration of the properties of zinc sulfide minerals, their flotation characteristics, and their reactions with thiol collectors, the literature on the activation of the minerals by cupric ion, their deactivation by cyanide, and their depression is reviewed in detail. The distinction between deactivation and depression is stressed. The contradictions in the published results and theories are discussed and attempts are made to resolve them. It is concluded that, whereas all aspects of the subject require further investigation, the study of depression is most likely to yield benefits in practice.

The Bay Park Conveyance Project was one of the largest microtunneling and rehab projects in the United States at the time of completion. The completed project conveys treated water from the South Shore Water Reclamation Facility located in Nassau County, New York, which currently discharges an average of 50 million gallons per day (MGD) of treated water into Reynolds Channel, to the Cedar Creek Water Pollution Control Plant (WPCP) ocean outfall pipe. The pipe carrying treated wastewater was installed approximately 20–60 feet below the surface. The treated wastewater is conveyed via microtunnel construction of a 2-mile long force main from the South Shore Water Reclamation Facility to an existing aqueduct under the Sunrise Highway, the rehabilitation of an 7.3-mile stretch of the aqueduct via sliplining, and construction via microtunnel of a 1.6-mile-long force main to connect the rehabilitated aqueduct to the existing Cedar Creek Water Pollution Control Plant (WPCP) outfall, which discharges and diffuses treated water three miles offshore in the Atlantic Ocean. This paper will review the Design-Build requirements, the chosen innovative solutions during planning for the micro tunneling portion of the project and review the microtunnel construction on the project.

The Mining Engineering Handbook is written primarily for persons interested in the economic extraction of minerals. Not everyone referring to this book will be knowledgeable about mining and, therefore, this section is intended to explain to interested persons the scope of mining as well as fulfilling the title of "Mining's Place and Contribution" among the industries of society. 1.1-MINERALS, ROCKS AND ORE In the year 1971, the number of known elements amounted to 104. Fifteen of these have been made only in the laboratory, others may have persisted from the primitive atmosphere, but, by and large, elements originated from magmas or igneous rocks of the outer rocky shell of the earth. Only eight elements constitute 98% by weight of the earth's crust. These are oxygen, 47%; silicon. 28%; aluminum, 8%; iron, 5%; and sodium, magnesium, potassium and calcium, less than 4% each. These common elements and the other less common ones are the building blocks of minerals, of which there are over 2,000 varieties. According to Webster: "A mineral is an inorganic substance occul.ring natura!ly in the earth and having a consistent and distinctive set of physical properties and a composition that can be expressed by a chemical formula. The term is sometimes applied to organic substances, such as coal." Thus, minerals are precise combinations of elements. Rocks, as distinct from minerals, are composed of assemblages of minerals. When minerals are found in sufficient concentration to warrant extraction by mining, the mineralized area is considered an ore deposit. The definition of ore is mineral that can be extracted from the ground at a profit. The economic connotation is implicit in the word ore. Since most of the useful elements compose such a small percentage of the earth's crust, the occurrence of ore deposits as we know them would not have transpired had not geologic processes concentrated the elements (see Sec. 4). 1.2-DEFINITIONS OF MINING TERMS Extensive coverage of the many descriptive terms used in mining may be found in a good mining glossary, such as is available from the Superintendent of Documents (see Sec. 35), but for convenience a number of the more common definitions are given here. Mining may be defined, as by A. B. Cummins, as the act, process or work of extracting minerals or coal from their natural environment and transporting them to the point of processing or use. A mathematical model is proposed as a general formulation for the analysis and simulation of once-through crushing machines. Methods are described which can be used to estimate parameters of the proposed model from experimental data, thus minimizing reliance on backcalculation. The applicability of the model is demonstrated in the analysis and simulation of laboratory and full scale double roll crushers, and with evidence given for a laboratory scale cone crusher. An extension of the model for closed circuit crushing is also described.

The choice of the flotation reagent that suits a particular coal has become more complicated with the development of new, more efficient reagents. Frothers and conditioning reagents, in particular, have experienced a dramatic reevaluation of their role in floating various types of coals. Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible' lighting while persons are working in such places. Section 317(e) further provides that such Working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31,1970 a notice of proposed ru1emaking which prescribed the illumination to be provided in the working p1 aces of underground coal mines. In 1ight of written comments, suggestions, and objections to this proposed ru1emaking, the proposed standards were with-drawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974 and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting standards took place on October 1, 1976 which means that the underground coal mining industry must comply with face illumination requirements by April 1, 1978. As mentioned previously, the first proposed ru1emaking for illumination of underground coal mines was published in the Federal Register on October 27, 1971. In early 1972, Consolidation Coal Company (Consol) and the United States Bureau of Mines agreed to a cooperative study of underground face illumination; Conso1 felt that expertise in this field would become increasingly important. Conso1's initial efforts in illumination were aimed at investigati.ng practical lighting systems for underground face equipment. We were concerned with installing unobtrusive lights which provided sufficient face illumination for safety, but at the same time were readily maintainable, electrically reliable, and physically sheltered from damage.

Many consider rougher flotation control to be more of an art than a science. Some have even thought it impossible to make process control decisions and changes without human interaction. Controlling flotation bank pulp levels to maintain consistent pulling rates in the face of changing feed slurry flow rates, varying mineral types, and inconsistent reagent additions can be daunting. However, an advanced supervisory control strategy was installed on the plant floor to control an industrial rougher flotation circuit with little or no operator interaction. Plant staff monitored the flotation circuit under supervisory control and reported benefits of up to 4% improvement in copper recovery above that achieved with an older supervisory control strategy. To accomplish this work, a novel use of instrumentation to solve a flotation bank pulp level control problem was employed, a new implementation approach was used to correct some flaws in the older approach, and careful attention was paid to a few key process control principles. This paper discusses important aspects of these activities.

Within the exploration programs carried on by the Consejo de Recursos Naturales No Renovables, the one with the largest coverage (more than 75, 000 square kilometers) is the northern Coahuila Exploration Project. Due to its nature, geochemical exploration methods were selected to obtain quick results. The program included essentially, three main stages : 1. - A regional geochemical stream sediment survey. 2. - Semi-detailed studies of the anomalous areas selected in the previous stage, and 3. - Detailed exploration of the promising areas. To the date, the first two stages have been completed, and the third one is being carried on. The work was started on september 1972, and it will probably take one more year before drilling can be started, but at the end of stage three it is expected that at least 5 important targets will have been detected. The regional work was conducted by 3 field crews, but the detailed program is being done by only one.
