During 1981 the Florida phosphate industry produced more than 43 million metric tons of phosphate rock - about one-third of the entire world production and also generated nearly an equal amount of waste clay and waste clay-sized product that requires dewatering and disposal. The material balance of solids and water for a typical Florida phosphate mining operation is shown in Figure 1. Historically, the industry has impounded clay waste (about 60% below ground and 40% above ground) in earthen dams, often as large as 800 acres and occasionally greater than 60 ft. high. The dams have served the triple purpose of: 1. Dewatering initial 3% solid waste clay for process water re-use. 2. A reservoir system to minimize water discharge from the mining area and to capture and store rainwater thus minimizing deep well pumping requirements. 3. The ultimate densification and storage of waste clay.

New South Wales (NSW) and Queensland dominate Australian black coal production and exports. NSW produced 86 Mt (95 million st) of saleable coal in 1994, a doubling of output since 1980. Asian demand for thermal and coking coal has driven this growth. This high Asian demand is expected to continue and NSW will seek to secure its share. History The history of the New South Wales (NSW) coal industry can be traced to 1797 when coal was first taken from Newcastle to Sydney (Ellis, 1969). At that time, NSW was a British colony, independent from the other colonies, such as Victoria and Queensland. Australia, as a federation of colonies, did not exist until 1901. The Newcastle coal industry grew through the 1800s in line with the growth of the colonies. Several events spurred demand for Newcastle coal. These included: ? The NSW and Victorian gold rushes of the 1850s and associated population growth. ? The development of steamship traffic at the expense of sail. ? The development of railways and town gas supplies. By 1900, Australia was producing 6.4 Mt (7 million st) of coal, most of it from NSW. By then, NSW had established strong export markets in Indonesia, China, Japan and New Zealand. The history of energy consumption is marked by continual competition, changing intensity of use and substitution. From 1900 to 1940, the Queensland, Victorian and Indonesian coal industries developed at the expense of NSW exports. Similarly, New Zealand developed its hydroelectric industry and thus declined as the largest customer for NSW coal. Oil replaced steam in the shipping and railway markets and electricity replaced gas for lighting. Industrial efficiencies also affected coal. Between 1928 and 1938, coal consumed in generating power fell from by 17% on a kilowatt hour basis and, during the same period, the amount of gas produced per ton of coal rose by 18% (Shaw and Bruno). Faced with these pressures, production and exports stagnated. By 1941, Australian black coal production was 14.2 Mt (15.6 million st). NSW's production was 11.7 Mt (12 million st), up only 19% from 1912. Exports had virtually ceased (Fig. 1). In such circumstances, the industry had lost focus. Unions resisted the need for mechanization, for security of employment reasons, and owners were loath to invest. This reluctance to mechanize and the associated in-

The modem open pit-heap leach operation by Pegasus Gold Ltd. at Zortman and Landusky in Phillips County, Montana, is a new chapter in the mining of gold in these districts. The discovery of bulk tonnage ore bodies and their development and ultimate production was based on a long history of mining and exploration in that part of Montana. Gold was originally discovered in the Little Rocky Mountains as placer deposits by Pike Landusky and Lou Myers. This discovery in the 1880s was not significant, but Pike Landusky continued prospecting for lode deposits, and he eventually located the Gold Bug and Little Ben, two of the larger Au-Ag producers in the district. Eventually two camps, Landusky and Zortman, grew in the LittleRocky Mountains. By the time Landusky was killed in 1894 by Kid Curry, the district was still a discontinuous small producer. Steady production commenced in 1907 with the organization of the August Gold Mining Co. Eventually high grade ores on specific veins were exhausted by selective underground mining and the district was idle by May 1942. After World War II in the early 1950s. E.A. Scholz tried to continue selective underground mining, but he realized the stockworks surrounding the larger veins constituted bulk tonnage targets. Ultimately in the 1976- 1979 period he organized two exploration efforts, one each for the Landusky and Zortman areas, and brought these into production as the Argo and Pegasus gold mines. By the time of his death, Apr. 8, 1980, both operations were producing gold. Later the two companies were merged as Pegasus Gold Ltd. Upon the death of Scholz, V.F. Hollister continued as the geological consultant, Ed Roper was engaged as general manager, and J. J. Crowhurst was given the responsibility of executive vice president. The discovery of open pittable ores and the application of heap leach technology was important in the development of mining. Both contributed to the low cost operation that continues to this day. The attached article by L.M. Rogers, then chief geologist, and M.S. Enders, his assistant, describes the geology of the deposit. It was presented at the Northwest Mining Association meeting in 1982.

Last year in the US alone, about 425 Mt (468 million st) of minerals and coal were beneficiated by froth flotation. This number indicates that from 1983 there was a 10% increase in tonnage of min¬erals and coal beneficiated by the indus¬try. A significant improvement was seen in the tonnage processed by the nonferrous minerals and coal industries. BP Minerals America installed 85 m; (3000 cu ft) flotation cells at the Bing¬ham Canyon mine and concentrator. The new flotation circuit has fewer than 100 cells compared to 2000 flotation cells used in the old plant (Mining Engi¬neering, November 1988). Column flotation use on a commer¬cial scale continues to expand as seen from the interest expressed at the Col¬umn Flotation Symposium (Column Flotation '88). The Magma Copper Co., San Manuel Division replaced all con¬ventional cells with 1.8 x 12 m (6 x 40 ft) column flotation cells for copper con¬centrate cleaning. Also, 1220 mm and 760 mm-diam (48 in. and 30 in.-diam) column cells are operating at the plant in the molybdenum circuit. A commercial Diester Flotaire col¬umn cell for fine coal recovery was installed at the United Coal Wellmore No. 20 plant. The 36.8 m3 (1300 cu ft) cell recovers 13.6 to 18 t/h (15 to 20 stph) of -590 gm (-28 mesh) coal. A similar unit has been installed at Tanoma Mining Co. in Pennsylvania. Various modifications of the column cells are being designed around the world. Jameson (Mining and Metal¬lurgy, 1988) described a new concept whereby the feed and air stream mixture is discharged into a cylindrical column of about 1.2 m (4 ft) height. Recovery and grade of nonferrous minerals have been reported to be better than that in a four-stage conventional flotation clean¬ing circuit. Flotation reagents American Cyanamid and Dow Chemical continued development of a new generation of sulfide collectors. A general feeling is development of new sulfide collectors has not kept up with flotation technology. Additionally, joint efforts between industry and chemical suppliers will likely be necessary to realize the economic benefits of the new technologies, since new chemistries respond differently compared to the conventional collectors. Flocculant development in recent years has been evolutionary rather than revolutionary. Rothenborg reported on development of a new flocculant family (a hydroxymated polyacrylamide desig¬nated S-6703) that has shown consider¬able promise in red mud clarification. Plant testing showed that this new floc¬culant could replace starch and poly¬acrylate and provide significantly higher overflow clarity. Barol Kami (Siirak) and Cleveland¬Cliffs (Hancock) reported development of an amphoteric apatite collector (ATRAC 873) that was used in Tilden's silica flotation process to increase apatite rejection. The collector was engineered for the particular flotation conditions in the complex Tilden process. Significant plant testing with ATRAC 873 showed that this reagent gave significantly in¬creased apatite rejection without any effect on silica flotation effectiveness or selectivity. Electrostatic separation Electrostatic separation is now em¬ployed in the precious metals mining industry to recover gold and silver grills from crushed slag. The installation at Paradise Peak has prompted other op¬erators to consider this application. In another development, attractive potentials for treating very fine minerals (-45 µm or -325 mesh) are being devel¬oped by Advanced Energy Dynamics and by the Department of Energy. Demonstration tests using triboelectric charging/electrostatic separation have been successful on a variety of minerals as well as coal. Magnetic separation Developments in magnetic separa¬tion have transpired on a production scale. Superconducting, high gradient magnetic separation has gained accep¬tance with the successful startup of a second unit treating kaolin at J.M. Huber Corp. This liquid-helium-cooled mag¬net generates 2.0 tesla in a 3-m-diam (120-in.-diam) bore with no power con¬sumption. Wet, high-intensity magnetic separation has been applied to sulfide mineral separations both domestically and abroad. These continuous type of separators are effective in removing residual chalcopyrite and sphalerite from other base metal sulfide concentrates. Separators using high energy rare earth permanent magnets are continu¬ally increasing. Now offered as both drum and roll type, these units are be¬coming a staple in the processing of industrial minerals. Tests using rare earth magnets strategically placed on a spiral concentrator have demonstrated the enhanced recovery of heavy miner¬als such as ilmenite. Classification Although no major technology break¬throughs in classification appear immi¬nent, there is an increasing need for more efficient and cost-effective meth¬ods to make size separations. Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012). This research will be presented in a series of papers, this one and two more that will be published on Mining Engineering?s web site, www.me.smenet.com. This paper identifies the variables associated with risk in mining projects, and their effects. The second paper discusses methods of assessing the overall risk associated with those variables, and presents a statistical model based on a survey of 31 experts. The third paper presents an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved. There are several major competing entities, including BHP Billiton, Rio Tinto, Anglo American, Xstrata, Freeport-McMoRan, Chinese government- run companies and Japanese trading companies, that have large foreign holdings, controlling deposits in most of the world?s established and productive mining districts. In general, the mining industry considers the United States, Canada, Australia and the European countries to have good mining investment environments, but because the major companies have already achieved market dominance in those countries, large investments are required there. Newcomers seeking to enter the industry, either as producing companies or as investing partners, often have difficulty breaking into these established markets. Thus newcomers are increasingly turning to new areas like South America and Africa, which are relatively less developed. The competition among businesses to secure a share of the new market is intense, but there are still good investment opportunities. However, because most of the countries in these areas are not well developed, several additional risks are associated with participation in mining projects in those areas.

The U.S. National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) conducted a study of mining industry electrical injuries reported to the U.S. Mine Safety and Health Administration (MSHA) for the years 2000 to 2009. The findings of that study are detailed in this paper, and serve to characterize the circumstances surrounding electrical injuries and identify causal factors. The study included three tasks: 1) a direct review of mining industry occupational injury data compiled by MSHA, 2) interpretation of the narrative descriptions available for the injuries (from MSHA data) and 3) a separate examination of fatal electrical injuries. Eight-hundred sixty-five electrical injuries were reported during the 10-year period studied, with 39 of those being fatalities. This makes electrical injuries disproportionately fatal with respect to most other types of injuries in mining. Electrical injury rates were higher in coal mining than noncoal mining and, within the coal sector, rates were higher in underground operations than in surface operations. Of the 865 total cases, electrical and machine maintenance or repair activities were involved in 580 (69%), and electricians and mechanics were injured in 362 cases (42%). Of the 39 fatal electrical injuries, 27 (69%) involved electrical maintenance or repair work, and in 21 of these 27 cases, the failure to de-energize, lock-out and tag the circuit was the cause or a contributing factor. Also, contractor employees had a much greater chance of an electrical injury being fatal than did mine operator employees. The top three root causes for fatal electrical injuries were 1) no or inadequate lock-out and tagging, 2) failure of power system components and 3) contact of overhead electrical power lines by mobile equipment.

Unit operations currently ignored because of their costs, will become mandatory to coal plant designers and operators to ensure maximum energy recovery and sulfur reduction in the entire coal stream. A new database application for long term production scheduling has been developed for LKAB's Kiruna mine. The scheduler uses a new block data structure whereby the monthly production data for three raw ore products are predetermined on a month-by-month basis for each production area that could be mined within the schedule time horizon. The production schedule is created by assigning the starting dates to the each production area subject to various mining operational constraints such that that the monthly deviations for the production targets are minimized. The system is well integrated into the mine's overall computerized mine planning system.

In 1907, the Oklahoma Portland. Cement Company built a small dry process plant at Ada, Oklahoma, then Indian Territory. This plant was later acquired by the Ideal Cement Company of Denver, Colorado, who in 1918 built a new wet process plant along side the old dry plant. The older plant was later shut down .and eventually razed. In 1955, the Ideal Cement Company decided to increase the production at its Ada, Oklahoma operations. After many studies it was decided to build a complete new plant along side the old, near the site of the original 1907 plant. .The new plant was to have a. production of three million barrels annually while the plant then in. operation had an annual production of two and one quarter million barrels

For the past few years Caro's acid has been used for the treatment of cyanide containing slurry effluents, providing a feasible alter­ naive to other slurry treatment processes including !NCO SO2 / Arr and ferrous sulfate. Presently, mines using Caro's acid gen­erate their own Caro's acid onsite making a relatively low quali­ty product. It was at this point where we, at Degussa Corporation, decided to focus our efforts on engineering a Caro's acid genera­tor capable of cost effectively producing a high quality Caro's acid solution, thus reducing operating costs significantly. Caro's acid or peroxymonosulfuric acid is not a new chem­ical nor is it new to Degussa. The product was named after Heinrich Caro (1834-1910), a German chemist who first described its synthesis and its oxidizing properties in 1898. Degussa has been producing the potassium salt of Caro's acid as the triple salt, 2KHSO5 - 2KHSO4 - K2SO4, called Caroat®, for over 30 years. Caroat® is used for household and denture cleansers, as a bleaching agent in dish washing detergents, in printed circuit board etching and for cyanide destruction in the plating industry. From our experience in producing Caroat® Degussa developed its new Caro's acid based DegOX™ technology for the treat­ment of cyanide containing effluents from gold and silver mines.

"In this paper, a case study from Çayeli Bakir Isletmeleri A.S. (Rize, Turkey) about the selective flotation of copper minerals from sphalerite is discussed. Çayeli Cu-Zn Sulfide Ore contains different ore types, such as yellow ore, clastic ore, bornite-clastic ore, bornite-yellow ore, and black ore. For some of these ore types, selective flotation of copper and zinc is very difficult presumably due to presence of secondary copper minerals such as bornite, chalcocite and covellite, and also surface oxidation. These factors affect Cu-Zn selectivity due to activation of sphalerite particles in the ore during the process. The main objective of this work was to improve Cu-Zn selectivity by optimization of the pulp chemistry for different ore types of Çayeli ore. After preliminary flotation tests investigating effects of different chemical conditions, a plant survey was performed to determine the plant performance and sources of the problems when problematic bornite-clastic ore is treated in the plant. Various chemical conditions are tested in the laboratory scale test for better depression of sphalerite in copper flotation circuit. Combination of Na2S+ZnSO4+MBS was found to be the most effective depressant scheme. INTRODUCTION Ore variability is one of the most important factors affecting performance of a process plant both in short and long term planning. The geometallurgical modelling becomes a common tool to determine ore variability problems and develop the most efficient solution during life of mine (1, 2). Flowsheet design and equipment selection and sizing are usually done based on the results of ore variability test works. However, in some cases ore variability may not be foreseen during the design stage and therefore the solutions should be developed based on the existing flowsheet and equipment in the plant. In this situation, ore characterisation, problem statement and diagnostic testing should be applied step by step. The problem could be due to changing feed grade, mineralogical characteristics, grindability and surface characteristics when flotation is involved. The variability in feed grade with fixed mineralogy can be handled with relatively simple modifications (i.e. adjusting throughput or equipment capacity) in the plant. Variability in ore mineralogy is the most complex and difficult problem to tackle. Because, mineralogical variations could bring variations in mineral composition, texture and liberation. These variations can potentially lead to the variations in grindability of the ore and flotation behaviour. Variations in grindability are usually managed by optimization of operational parameters in grinding circuit, as it would be costly to replace the existing equipment in the circuit (3). The variations in flotation behaviour are mainly due to variations in mineral types and distribution, texture and surface oxidation. One or all of these factors could be observed in a flotation operation. Therefore, a comprehensive investigation both in plant and lab scale should be conducted for definition of source of the problem. The testwork to solve the problem and retrieve the performance is planned and conducted depending on the source of the problem (4, 5)."

With mine activity dating back to 1792, the Lehigh Valley, about 80 km (50 miles) northeast of the historic Allentown/Bethlehem steel mills and about 160 km (100 miles) northeast of Philadelphia, PA, defined early-day coal mining. Coal mining began just nine years after the end of America?s Revolutionary War. The high-carbon, clean-burning anthracite coal that was hand-dug from the Pennsylvania hills fueled the steam engines that powered the Industrial Revolution, helping build early steam ships and even the first automobiles. Around 1910, at the peak of the U.S.?s early mining effort, there were more than 250,000 men working underground ? 10,000 of them in the Lehigh Valley.

Surface mining of coal is undoubtedly one of the more controversial aspects of the mineral industries today. There is a constant tug between the need for readily available and inexpensive energy supplies and the desire to minimize disturbance to the land. Without a doubt, surface mining severely disturbs the land surface. The duration of this disturbance, from a minimum of a few months to a maximum of infinity, however, is strictly dependent upon the mine operator's willingness to reclaim. Surface mining critics claim that it is impossible to ameliorate the detrimental effects of this mining to insignificance. The more vocal critics, indeed, are calling for complete abolition of surface mining for coal. Thus, they do not believe that it is possible to restore surface- mined land to pre-mining conditions. As a consequence of this position, an adversary relationship has developed between the operators and their critics who, simultaneously, believe they are doing their best for the United States. In a forum of mining experts, there is little need to recount the kind and amount of devastation that can result from poorly reclaimed land. This has been done numerous times, including once 1 by the author. Of particular interest to this paper, though, are the environmental hazards associated with contour strip mining. In addition to the problems of area mining: denudation of vegetation; exposure of toxic spoil; increase of erosion runoff; etc.--contour mining has the very real problem of landslide due to the outslope stacking of overburden. Contour mining is understood to be the extraction of coal from a hillside outcrop such that the resultant pit follows, or nearly follows, an elevation contour. The problem with contour mining as usually practiced is that the spoil from the cut, or the first cut if multiple cuts are made, is placed on the outslope. If this slope is steep, the resulting pile is difficult to stabilize, generally erodes swiftly, and may fail disastrously.

INTRODUCTION High in the Sierra Nevada Mountains of California, some 50 airline miles (80 km) northeast of Fresno, and near the John Muir Wilderness and Kings Canyon National Park, a large underground hydroelectric project is under construction. Pacific Gas & Electric (PG&E) Company's 1,125 MW Helms Pumped Storage Project exhibits a number of impressive statistics, unusual features, and other characteristics of interest to the tunneling or power plant designer and construction contractor. The most significant underground facilities include almost 20,000 ft (6,096 m) of 27-ft (8.2 m) diam concrete-lined pressure tunnel; 3,700 ft (1,128 m) of access tunnel; 1,600 ft (488 m) of steel-lined high-pressure conduit, 2 major underground chambers more than 1,000 ft (305 m) below ground; 3 deep vertical shafts, and one steep inclined shaft. Maximum static pressures within the conduits range from 200 ft (61 m) to 1,744 ft (532 m), with hydraulic transients that increase pressure to 2,500 ft (762 m). The purpose of these underground works is to provide 475,000 hp (354,350 KW) of water power to each of the 3 reversible pump-turbines, each connected to a 375 MW generator motor. The units, rated at 1,744 ft (532 m) maximum static head, are among the world's front-runners, considering the size-head combination. The Helms Project develops the existing power drop between two of PG&E's reservoirs, Courtright Lake and Lake Wishon. These reservoirs are retained by two concrete-faced rockfill dams completed in 1958, each storing approximately 125,000 acre ft (154 x 106 m3) of water. 5.1-PURPOSE, PROCEDURE, METHODS, MANAGEMENT Exploration can be technologically defined, with regard to the discovery of new mineral deposits, as all the activities and evaluations necessary before an intelligent decision can be made establishing size, initial flowsheet and annual output of new extractive operations. The purpose of mineral exploration is the discovery and acquisition of new mineral deposits amenable to economic extractive operations now or in the future. A prime objective of mineral exploration, however, is to find and acquire a maximum number of such mineral deposits at a minimum cost and within a minimum time. Immediately upon the heels of a successful ''exploration" discovery follow activities called, first, development, then operation. Under U.S. Internal Revenue Code regulations (Secs. 1.615.1 and 1.616.1) in effect at the time of this writing, which state that the "development stage" has been reached when "deposits of ore or other minerals are shown to exist in sufficient quantity and quality to reasonably justify commercial exploitation by the taxpayer," exploration in the technological sense may well continue after a mineral property has entered the "development stage" as defined for tax purposes. In many instances continued exploration, after reaching the tax defined "development stage," has disclosed additional reserves which justify a much larger, more efficient and more profitable operation than that which would constitute the minimum feasible. Even after a mine goes into production, continued ore search generally will increase the reserves, either justifying expansions in plant capacity or prolonging the life of the operation, but this work (actually "exploration") is normally considered, for bookkeeping and tax purposes, a part of mine development. Each exploration entity defines its own objectives in terms of acceptable mini- mum rate of return on investment for any deposit found and retained, and in terms of which commodities, and markets, are to be involved. For these reasons, exploration programs, and aims, will vary over a wide range, although all have the common objective of endeavouring to create new profit centers for the future. 5.1.2-EXPLORATION METHODS Exploration has evolved in the past several decades into a highly sophisticated and expensive endeavor in which large corporate entities, or subsidaries, normally are directed and staffed by highly trained exploration specialists. In some instances consultants, with expertise in a given field, are utilized to the benefit of such corporate groups. The "grasshopper" approach to exploration-searching only for outcropping minerals and/or investigating only mineral prospects offered by the discoverers of such outcrops has given us most of the past and present mines in the US., but this method is rapidly approaching the point of diminishing returns in areas that have been thoroughly prospected for currently marketable commodities. The Davis magnetic tube concentrator is a laboratory machine designed to separate a small sample of pulverized magnetic iron ore into magnetic and non-magnetic fractions. It was developed in 1921 by mechanization of a test previously performed manually. (1)(2)(3)(1) No significant changes have been made in the design of the apparatus since that time. The Davis magnetic tube test continues to serve as a practical basis for judging the amenability of an ore to magnetic separation and for controlling magnetic separation plant operations. The apparatus consists of an inclined cylindrical glass tube supported adjacent to closely spaced pointed poles of a powerful C-magnet. (Figure 1). To conduct a tube test, a sample of a suitably prepared ore is poured into the water-filled tube. With wash water flowing through, the tube is oscillated to gradually reject the weakly magnetic ore particles until the desired degree of separation is attained. Both the magnetic concentrate and the tailings may be recovered for examination.

In several investigations the correlation has been studied between the fuel consumption and the reducibility of the charged material in the zone of indirect reduction in the blast furnace (1, 2, 3, 4, 5). It has been found that increased reducibility allows greater gas utilization which accordingly lowers the fuel consumption. In direct reduction units this relation has not yet been fully established partly owing to the lack of accurate test methods and experience with different materials as regards reducibility. However, since the production rate in a direct reduction unit is closely related to the time required to reach high degrees of reduction, the reducibility must be regarded as one of the most important properties of the material.

Surface coal mine design can be facilitated with the use of an interactive graphics personal computer program. This mineral inventory and planning program (POLY CALC) is described and its use is illustrated with a case study. The case study deals with investigating a stripping sequence and associated dragline stripping requirements.
