Two methods of stress measurements have been executed on the surface and underground to con-struct an oil storage cavern using hydro-fracturing and overcoring method. The first measurement has been performed to make a design of the caverns before excavating and the second to confirm the stress state during excavation. Six measurements have been carried out in the hydro-fracturing test at the depths between –17.8 and 54.5m from the sea level and a single measurement in the overcoring test in a single borehole at the depth of –21m from the sea level. The ratios of the maximum horizontal to vertical stress measured using hydro-fracturing and overcoring method are 2.95 and 3.1, respectively. Also, the orientations of the maximum horizontal stress are N53E and N58E. These measurements show that both methods give almost same results and significant horizontal stresses are acting on this cavern. Deux méthodes de mesure de contrainte ont étè exécutées sur la surface de terrain et sous la terre pour construire une cavité de stockage de pétrole en utilisant l’hydro-fracturing et l’overcoring. La première mesure a étè faite pour le plan des cavités avant l’excavation et le seconde pour con-firmer l’état de contrainte durant l’excavation. Six measures ont étè faites dans le teste de l’hydro-fracturing à la profondeur entre –17.8 et 54.5m depuis l’élèvation maritime. Une seule mesure a étè faite dans le teste de l’overcoring dans une seule trou de songdage à la profondeur de –21m. Le ratios de la maximale contrainte horizontale à la contrainte verticale mesure par les deux méthodes sont 2.95 et 3.1, respectivement. Les orientations de la maximale contrainte horizontale sont N53E et N58E. Ce montre que les deux méthodes donnent presque m me résultats et la contrainte im-portante est activée sur ces cavités. Die erste Messung wurde durchgeführt um einen Plan der Kavernen vor der Herstellung zu erstellen und die zweite um die Druckverhältnisse während der Bohrung zu überprüfen. Sechs Messugnen wurden mit der Hydrofraktionierungsmethode bei einer Tiefe von 17,8m und 54,5m unter dem Meeresspiegel und eine einzige Messung mit der Kernbohrungsmethode in einem Bohr-loch bei einer Tiefe von 21m unter dem Meeresspiegel vorgenommen. Das Verhältnis von maxi-malem horizontalem zu vertikalem Druck bei der Hydrofraktions- und der Kernbohrungsmedthode ist 2,95 bzw. 3,1. INFACON XI has no doubt earned the distinction as the first such Congress in India. This prestigious occasion could become a reality of a long cherished dream of the Indian Ferroalloy Producers, consumers and ex-porters. The International Committee of Ferro Alloys (ICFA), South Africa, the august body for organising INFACON, every three years, could be convinced by the Indian Ferro Alloy Producers? Association (IFAPA) to award INFACON (XI) to India. This Congresss, organized by IFAPA, has opened a window for the Ferroalloy Community of India, the up-coming Asian Tiger, to register their strength and weakness to the world forum with the principal objectives of evolving long and short-term optimum road-maps for development. It is to be reckoned that India is poised to be a steel giant by 2020 when it is envisaged that the steel production may reach a level of 120 million tons of which significant proportion has to be in the categories of alloy and special steels, requiring standard and high grade ferroalloys. Keeping the above objective in view, the theme of this Congress has been rightfully designed as ?Innovations in Ferro Alloy Industry.? This Congress has also earned a distinction of more than eighty papers, finally selected for inclusion in the Proceedings. More than 100 internationally and nationally reputed experts in the field of ferroalloys (technology and manufacturing practices as well as world scenario) have been approached for critical review of abstracts and selection for the proceedings. It needs to be mentioned without the cooperation received from ICFA the high standard of INFACON could not have been assured. The papers are suitably grouped under seventeen heads, starting from world situation to production and operation followed by present and future technologies and finally to modelling and simulation. It is a Herculean task to the Technical Committee to fit these papers in proper sequence. The Commit-tee members kept no stone unturned to ensure the cogency with the subject matters and at the same timekeeping the flexibility of interests of the participant, especially in the context of three parallel sessions. The Proceedings containing only refereed papers of high quality, will serve the entire gamut of ferroalloy industry and will also highlight the present status of concerned countries. The areas of attention to make the industries globally competitive and at the same time laying emphasis on the prevailing practices, will help the industry leaders to formulate an appropriate global approach. Following the break-through step, instilled by INFACON XI, the Proceedings will be available both in bound and in searchable electronic CD-ROM format. I, as the Chairman of the Technical Committee would like to express thanks and high appreciation to all the Committee members for their whole hearted efforts in all respects without which it would not have been possible to complete these proceedings in the scheduled time. Technical Committee desires to place on record their gratitude to Organising Committee for their synergic cooperation all through in successfully executing multifarious tasks, associated with such a grand international technical Congress.

Embankment dams are often constructed on soft rock foundations in Japan, so it is important to precisely predict deformation of the foundations due to fill placement at the design stage. In order to accurately evaluate the settlement and the strain of the rock foundation surface during construction, the influence of the scattering of the deformability of foundations on the deformation behaviour should be investigated. In this paper, a method of evaluating the settlement and the strain of the rock foundation surface during construction was studied with stochastic deformation analysis considering the scattering of the deformability of the dam foundation. Based on the analytical results, a dam foundation design using the deterministic method considering the scattering of its deformability was discussed. Da in Japan Uferdämme of auf weichen Felsfundamenten gebaut werden, ist es wichtig, die Verformung der Fundamente auf Grund der Platzierung der Aufschüttungen bereits in der Planungsphase genau vorherzusagen. Im Zusammenhang mit einer genauen Beurteilung der Senkung sowie der Belastung der Felsfundamentoberfläche während der Bauarbeiten sollte auch der Einfluss der Streuung der Verformbarkeit der Fundamente auf das Verformverhalten untersucht werden. In der vorliegenden Studie wurde die Bewertungsmethode zur der Senkung sowie der Belastung der Felsfundamentoberfläche während der Bauarbeiten mit Hilfe von Wahrscheinlichkeitsanalysen der Verformung unter besonderer Berücksichtigung der Streuung der Verformbarkeit der Dammfundamente untersucht. An Hand dieser analystischen Ergebnisse wurde das Design der Dammfundamente dann enthusiastisch mittels deterministischer Methoden hinsichtlich der Streuung der Verformbarkeit diskutiert. Comme les barrages en remblai sont souvent construits sur des fondations rocheuses tendres au Japon, il est essentiel de prévoir précisément les déformations des fondations causées par la mise en place du remblayage durant la phase de conception. Afin d’évaluer avec exactitude le tassement et la déformation de la surface du rocher de fondation durant la construction, l’effet de la dispersion de la déformabilité des fondations sur le comportement de déformation doit être étudié. Dans cette étude, l’auteur a étudié la méthode d’évaluation du tassement et de la déformation de la surface du rocher de fondation durant la construction en procédant à une analyse aléatoire/stochastique de la déformation et en prenant en considération la dispersion de la déformation des fondations du barrage. En se basant sur les résultats de l’analyse, la conception des fondations de barrage avec la méthode déterministe considérant la dispersion de sa déformabilité a été activement discutée.

SYNOPSIS This paper describes the process adopted for the recovery of gold from a dump originating from clean-up operations at Durban Roodepoort Deep Gold Mine. The gold-bearing dump material was refractory in nature, not being amenable to cyanidation because of the high level of carbonaceous material present. The laboratory tests on the material involved particle-size and chemical analyses, a mineralogical examination of the material, preliminary tests, and optimization of the process for the treatment of the dump material. The preliminary tests included tests on roasting, flotation, pre-leaching, adsorbent-in-leach, and blinding. Of these options, carbon-in-leach showed the greatest potential. The rate of gold dissolution, the rate of gold adsorption by the carbonaceous material, and the ratio of carbon to pulp were then investigated. It was determined that the ratio of carbon to pulp necessary to yield a reasonable gold recovery resulted in a carbon loading that was not high enough for economic elution and regeneration. A process incorporating washing of the carbon with cold acid between adsorption cycles was tested, and reasonable gold recoveries and carbon loadings were obtained. Durban Roodepoort Deep Gold Mine piloted the conceptualized process and determined that it was economically feasible. Two Browns tanks on site were modified, and an acid-wash tank was installed. The capital outlay for the plant was recovered within some 3 months.

It is commonly accepted that three types of aquifers exist in the Bushveld Complex: (a) alluvial aquifers in areas of river courses, (b) weathered bedrock aquifer formed by the in-situ weathering of the bedrocks, (c) fractured aquifers underlying the weathered aquifers controlled by the regional and local fracturing of the crystalline rocks. Hydrogeological studies conducted in the Critical Zone of the Bushveld Complex in the western limb show that the UG2 pyroxenite layer is of a particular interest and has a unique aquifer property. It yields much of the groundwater inflow into some mines and can be classified as the most important aquifer in the vicinity of the mining zone. The UG2 pyroxenite aquifer is restricted to the dipping UG2 pyroxenite unit. The unit weathers more intensely than the surrounding norites and anorthosites and is characterized by deeper weathering horizons (two to three times deeper than the surrounding rocks). For much of the UG2 mining area between depths of 35 ? 80 m, stoping of the UG2 takes place approximately 5 ? 7 m below the UG2 pyroxenite aquifer, and usually there is no groundwater inflow into the mine workings. However, unsealed deep exploration boreholes intersecting the UG2 pyroxenite and reaching underground mine workings, or mine roofbolts penetrating the weathered pyroxenite aquifer from underneath, can result in significant groundwater inflows into the underground workings. The reason as to why the UG2 pyroxenite weathers more than the norites and anorthosites has not been fully studied but is suspected to be due to the bedding planes of the unit and mineralogical composition of the particular pyroxenes forming the unit, which result in preferential physical and chemical weathering under atmospheric conditions. The weathered pyroxenes form sand-sized, rounded grains with improved effective porosity and permeability suitable for the storage and passage of groundwater. The orientation of the pyroxenite aquifer can easily be determined as it dips with the Bushveld layered strata. No-flow boundaries can be assumed on the hanging- and footwall of the pyroxenite aquifer and the flow rates can be estimated using 2-dimentional analytical equations. However, this must be confirmed with strong conceptual models since the existence of a fracture network connecting the pyroxenite aquifer with the overlying weathered and/or underling fractured aquifers can complicate the system, lowering the accuracy of analytical models and necessitating the utilization of numerical models.

"Coal fines produced during processing are difficult to dewater and result in a lower quality product and consequent lower value. A South African coal mine experiences severe difficulties with belt filter dewatering operations due to the presence of fines reporting from the thickener underflows. Plant 2 currently handles super-fine particles of size -34 µm and has low belt filter efficiency: excessive moisture retention lowers the product quality and strains downstream processing. It was necessary to determine an alternative method for dewatering these fines. Blending of fine material with coarser material was proposed as a solution. The effect of coal particle size and layering during ultrafines belt filter dewatering was evaluated using various blends of the fine Plant 2 material with coarser Plant 1 material. The best layering arrangement of the two materials and its optimum blend required to achieve reduced filter cake moisture content was determined in practise using a vacuum filter to simulate belt filtration. A blend of the two materials gave improved dewatering efficiency for the belt filters compared with that of the Plant 2 material alone. The best layering configuration was with Plant 2 material at the bottom and Plant 1 material on top. The optimum blend for industrial applications comprised 48% fines from Plant 2. IntroductionFines are produced during the processing of coal. It is estimated that 2 to 3% of run-ofmine coal reports to the ultrafine portion (-100 µm) (le Roux, 2005). The particle size of coal is inversely proportional to the amount of water adsorption, so smaller particles adsorb more moisture. Moisture removal requires either mechanical processes or thermal drying: mechanical processes are less expensive, but the fines still have high moisture retention. Discarding of fines leads to economic losses, so it is essential that they be dewatered so that they can then be sold as a product: fines need to be treated for both resource management and conservation reasons (Kenney, 1994). Removal of free surface moisture from ultrafine coal particles using a belt filter therefore remains a process that needs to be continuously improved. Ultrafine coal originating from a thickener underflow is known to be difficult to dewater owing to factors such as filter cloth blockage and moisture retention due to clogging. Mixing of finer and coarser materials has been proposed to deliver better dewatering efficiency and improved the quality of the recycled water (Kenney, 1994)."

The meteorological conditions in South Africa are not conducive to the effective dispersion of air pollutants. In the light of this, and because of the magnitude, concentration, and future growth potential of the metallurgical industry, control of air pollution is essential. Methods of abatement are discussed for each branch of the metallurgical Industry, as well as for open-cast mining and bulk ore storage. Some recommendations are made regarding potentially rewarding research and development.

This paper describes the performance of a Robbins 52R Boxhole Borer from its introduction into the mine in July 1975 until late in 1977. As indicated by the costs involved, the performance has increased considerably and is expected to be even better once further envisaged modifications have been made. The average cost for the first half of 1977 was R275 per metre bored as against an average of R628 for 1975.

SYNOPSIS This review article first highlights the past performance of the industry and discusses the manner in which the development of the industry has followed a logical progression from mining to the production of mineral and metal products of specification purity. Then the numerous constraints against a greater contribution by the industry are enumerated. Attention is drawn to the extent of further processing that can be undertaken in the context of mining and metallurgical processing, not only to indicate the benefits that can be derived from the added-value conferred on a mineral or metal commodity during each stage of its further processing, but also to point out some important corollaries of further processing. The many opportunities and challenges for an increased contribution by the minerals and metals industry are then reviewed. This major section includes a list of commodities for which increased penetration of export markets could be sought because the increasing resistance level (a term developed in this paper) has not been attained; a list of commodities that are imported at present, many of which could be produced locally on the basis of identified resources and expertise; a list of commodities for which additional uses should be developed so that South Africa, which possesses the largest reserves and is the largest exporter, can increase its production rate; and examples of commodities for which further processing is still at an early stag*..

Mining is important to the economies of both Tanzania and Namibia. Recently, both nations revised their national mineral policies to ensure future economic benefit. The main difference in the mineral policy-formulation processes followed by the two countries is identified as the degree and timing of stakeholder involvement during the articulation process. In the case of Namibia, the stakeholders were involved from the start in identifying issues and in suggesting policy solutions. In contrast, the Tanzanian process involved stakeholders after a framework had been developed by a task team. The Tanzanian emphasis was on attracting foreign investment into a traditionally state enterprise system of mineral investment and development. One can argue that the policies developed met the initial requirements, and both are, therefore successful, despite the different processes of policy formulation that were used. However, several fundamental questions arise as a result of the two approaches. This paper attempts to answer these questions by providing a comparison of the processes used for developing and formulating the mineral policies of Tanzania and Namibia. It concludes that the Namibian consultative process is perhaps more sustainable in the long-term because of its wider public support. Time will tell which of these policy-formulation processes provides a basis for sustainable economic growth for developing mineral economies.

Terminals form part of the transportation chain from producer to consumer in the world-wide conveyance of bulk commodities. As such, they are a vital link in providing a buffer between widely differing transporation modes. It is essential in the conceptual design of such terminals that an overall view of the entire system of which they form a part is taken. Only in this way can it be ensured that the system will operate smoothly and without disruption, for in the end such disruptions can have dramatic repercussions, both on the cost of the commodity in the market place and on production. In this respect, computer simulation is a useful tool in arriving at the optimum design for the system. The Richards Bay Coal Terminal provides a good example of such an approach. Commissioned in 1976 to handle 12 Mt per annum, it is now handling 24 Mt per annum, with plans for further expansion to 44 Mt per annum in the future.

Formulae expressing the dependence of the mass of a grinding ball on the amount of material milled by a ball mill are derived. It is shown that, with the aid of these formulae, it is relativel rsimple for the results of a marked-ball test to be analysed and for the relative performance and cost-effectiveness 0 the various types of ball under test to be evaluated. Predictions based on theory and the results obtained in a marked-ball test in a ball mill are compared detail and shown to be in close agreement. The difficulties associated with marked-ball tests are considered, and an explanation for the decrease in the calculated consumption of the balls, which follows naturally from the theory, is presented. The marked-ball anomaly explained, and it is demonstrated that the ball consumption in a ball mill can be predicted with fair accuracy from the results of a marked-ball test.

The paper gives the reasons for the development of a gold alloy of 990 fineness with good colour, durability, and mechanical properties, and explains why titanium was chosen as the alloying metal. Methods are described for the alloy?s production, solutionizing, and age-hardening. Mechanical properties are given as a function of deformation, age-hardening time, and temperature for three different starting states, and these properties are compared with those of some standard 14 and 18 ct jewelery alloys and pure gold. The effects of various salts and fluxes on the composition of the alloy after heat treatment at 1150, 800, and 500°C are discussed. These indicate how alloy scrap can be refined to pure gold, and how solutionizing and agehardening can be conducted without the use of vacuum equipment. The results of wear tests indicate that the alloy is more durable than normal coinage and jewelery alloys. Tips are given on the grain refining, soldering, and casting of the alloy.

Solid Energy's project evaluation process utilises a standard staged gate approach, with five levels leading ultimately to project execution (level 6). For a project to progress through each level, specific financial criteria need to be satisfied. Solid Energy primarily use value based (discounted cash flow) metrics to support investment decisions. Within this approach Solid Energy utilise a number risk-based techniques to quantify project uncertainty. This includes the use of risk-based probabilistic analysis using Monte Carlo simulation and probability-based scenario analysis. Figure 1 shows the net present value (NPV) cumulative probability. Project risks are identified through comprehensive risk workshops. The output of these workshops (list of key risks, ranges of uncertainty and probability of occurrence), is quantified within the financial models. Incorporating this risk information on a probabilistic basis allows an investment decision to be made with a robust knowledge of the range of possible project outcomes along with the likelihood (probability) of those outcomes occurring, for example 80 per cent confidence that the project value will be greater than NZ$10 M, 50 per cent confident it will be greater than NZ$50 M and ten per cent confident it will be greater than NZ$70 M. Incorporating risk implicitly into the financial analysis allows the business to easily evaluate/measure projects with different risk profiles. The detailed risk analysis does away with the complexity of arbitrary risk-based hurdle (discount) rates, as projects can be evaluated based on their specific risk characteristics. Whether a project will progress to the next level of investment and ultimately into implementation depends firstly on the value assessment in comparison with the associated risk/uncertainty, and secondly matching this with the businesses appetite for risk. At Solid Energy standard criteria are used for specific project evaluations, but in addition projects are considered on a portfolio or strategic basis also. Solid Energy attempts to maintain a mix of low risk (low value) projects with some high risk (high value) opportunities. The mix of projects must remain in line with the shareholders' risk appetite. One of the keys to a successful investment decision is ensuring that the appropriate information is available to decision-makers so that they may proceed with a comprehensive understanding of the risks and impacts associated with the decision.

ABSTRACT The recently introduced concept of negative taxation complicates estimation of the distributable profit of certain South African gold mines, and an assisted mine could operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. A simple diagram is presented from which the approximate working profit or loss, taxation payable or tax credit received, and the distributable profit of an assisted mine can be estimated directly for any combination of the four main variable operational factors: tonnage milled, recovery grade, unit cost and capital expenditure. INTRODUCTION The effects on the working profits of South African Gold mines caused by changes in unit working costs, recovery grade, tonnage milled and capital expenditure are readily estimated. For normal tax- and lease-paying mines the distributable profit is related to the working profit and the latter is a commonly accepted comparative measure of the profitability of an operation. However, the recently introduced concept of State assistance in the form of negative taxation1, i.e. a tax credit, for mines with a life of less than eight years complicates such estimates. A requirement of State assistance is that an assisted mine must lower its normal pay limit by 16 to 20 per cent, and it will be possible for a mine to operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. In the case of an assisted mine it is therefore necessary for management to judge the effects of changes in unit costs, grade, etc., in terms of distributable profit instead of working profit. This will require repeated calculation of tax to be paid or tax credits that will be received under the numerous possible combinations of the four main variable factors. However, with the aid of the diagram illustrated in Fig. 1, it is possible to assess at a glance the practical effect of these variables on the distributable profit of an operation not subject to tax on the normal formula, or small mine formula, with sufficient accuracy to decide whether a detailed analysis is required. USE OF THE DIAGRAM From the central point 'X' in Fig. 1, a range of tonnages milled per annum has been plotted along the north-bearing axis, a series of costs per ton milled in the northwestern quadrant, recovery grades in the northeastern quadrant, and capital expenditures in the southwestern quadrant. Starting from the tonnage milled per annum, a line is drawn east and west across the two northern quadrants up to the points where it reaches the desired cost- and grade-lines. From these points two north-south lines are drawn into the southern quadrants. A further line is drawn to the east from the point where the western north-south line crosses the desired capital expenditure. It is shown that the safety factor as calculated traditionally by use of the tributary-area theory is not valid for high-extraction methods of coal mining. An alternative approach is suggested in which the pillar loads are calculated more realistically for the period during which pillar extraction is in progress. This safety factor, which is known as the Extraction Safety Factor (ESF), can be used in determining the effects of strong layers in the overburden on pillar sizes.

SYNOPSIS This paper demonstrates that the horizontal stresses induced by the creation of a tabular scope in a single mining step are always tensile at the centre of the stope span, but that compressive stresses are actively generated in hangingwalls and footwalls during sequential mining. A stress-distribution mechanism is introduced, and is used to explain the results for elastic behaviour, and for inelastic behaviour both during a single mining step and during multiple mining steps.

The coal-preparation techniques used in South Africa over the past ten years are reviewed, the term preparation being taken to refer to processes involving beneficiation techniques. The success of the preparation methods adopted can be gauged from the fact that, although South African coals are generally of a fairly low quality, the country is producing coals both that are used locally for the raising of steam and for metallurgical purposes, and that compete successfully on world export markets.
