Provide reasonably priced, reliable fire protection for AN-FO haulers. Approach An automatic fire sensing and suppression system for AN-FO haulers was developed and on-vehicle tested. How It Works The system works in two ways to protect personnel from dangerous and unpredictable AN-FO fires. First the system senses and suppresses fires on the truck before they spread to the AN-FO in the bunker. This design was chosen because AN-FO truck fires generally start when combustible liquids (such as diesel fuel, hydraulic fluid or lubricating oils) are ignited by hot surfaces mainly on three areas: the engine, the transmission or the power take-off. These fires are quickly sensed by a linear temperature sensor strung throughout these three areas. The system then warns the operator and automatically suppresses the fire by discharging 30 pounds of multipurpose dry chemical extinguishing agent through a network of fixed hoses and nozzles. Second, this system includes six spot thermal sensors mounted inside the bunker on the truck to monitor the AN-FO temperature in case a fire does spread to the bunker area. Educating the public about the role of mining and minerals can be a challenge. While it sometimes seems that little is being done to counteract negative publicity, there are many exciting things happening across the country that are helping meet this challenge. This paper will discuss existing minerals education activities and will provide tips for developing successful programs for a variety of groups, from students to industry to minerals educators themselves. The paper will also include an overview of the 9th annual National Minerals Education Conference held in July 2000 in Spokane, WA.

Trailing-cable splices are evaluated for moisture exclusion abilities after repeated travel over shuttle-car sheave wheels. Tests are conducted on cables with jackets made of neoprene, cholrosulphonated polyethylene (CSPE), and nitrile butadiene-polyvinyl chloride (NBR-PVC) to 50° C. The results show that some splice kits are effective as received, others are improved with minor but significant changes, and still others must be redesigned to be effective in underground applications. Laboratory results are compared with actual underground splice results. Recommendations for cable preparation prior to splicing are presented.

Aid mine operators as well as mine inspectors in making quick but sufficiently accurate measurements of the rock dust content of coal/rock dust mixtures. The Problem Past research has shown that accumulations of volatile coal dust in underground coal mines can be rendered non-explosive by dilution with chemically inert rock dust (usually limestone). Consequently, rock dusting is required by law in U.S. underground coal mines. However, mine officials and inspectors have no quick and reliable means to determine whether enough rock dust has been applied to achieve a mixture that is in compliance with the law. Even the compliance tests used by the Mine Safety and Health Administration (MSHA) are slow and involved. MSHA assures that a mine has been rock dusted adequately by collecting samples from rock dusted areas of the mine and sending the samples to a laboratory for analyses of the inert-dust content. The analyses may not be completed for more than two weeks, during which time the mine in question might be inadequately protected against coal dust explosions. To solve this problem, the Bureau of Mines devised a quick, simple and reliable device that can immediately determine the rock-dust content of a mixture of coal and rock dust.

"A knowledge of the carbon dioxide (002) content of the products of combustion, particularly from the boiler furnace, is very valuable. An instantaneous indication of the CO2 can be used as a useful guide to efficient burning. A permanent record over a. period of time gives a story to the management which tends to keep the operators more alert. Many instruments that indicate and record CO2 have appeared within the last fifteen years. More are about to appear. Although simple principles involving chemical, physical, or electrical qualities, are being used, there is at present a general feeling of uncertainty about such instruments in the boiler room any instruments are bought, run awhile, then lie idle indefinitely.Inquiries as to CO2 machines continually come to the Bureau of Mines from the general public, as well as from other branches of the Government. Some ten years ago a series of tests was made on certain instruments at that time on the market. The following test was made quite recently on four of the newer types, including one using an electrical principle. The four instruments were installed on one boiler each, according to the instructions of the makers, and the recommended routine attention was given them. The test was of a service nature duplicating the conditions under which the instruments ordinarily serve. The boiler that was available for this purpose was practically banked for some hours of the night. This caused the average CO2 for the entire twenty-four hours to be rather low, although it reached the higher ranges of the instruments during the day.Each day the charts were averaged and the results plotted to form the accompanying curve. The record of each instrument is shown by its particular mark, the dot, circle, cross and square being used in addition there is plotted for each day a rectangular area representing 1 % CO2 in height. The proper positions of this area was determined by means of the Crsat. Where the plotted point for an instrument falls within the rectangel its accuracy is within 1/2% CO2, which is considered satisfactory. Where it falls outside the rectangle, inaccuracy is indicated."

Provide respiratory protection for escape in a toxic or oxygen-deficient atmosphere with a device small and light enough to be belt-worn. Approach Combine a 10-minute, belt-worn respirator with a stored, larger, long-duration (60-minute) attachment that can be plugged into the 10-minute unit without removing the mouthpiece. How It Works The 10-minute device will be carried by the miner at all times, and the 60-minute canister or attachment will be stored near the miner. In the event of a disaster, the 10-minute device would be donned immediately. The miner would then proceed to the stored 60-minute unit and plug it into the 10-minute unit. For the 10-minute unit, a breathing circuit was developed in which air is passed through the KO2 bed twice per respiration. The 60-minute canister differs from the 10-minute unit in that air is drawn only once through the chemical bed per respira-

Vibration measurements at the workplace are often complicated and expensive. The assessment of the risk in conformity with EC Directive 2002/44/EC “Vibration” (which lays down the minimum requirements of laws in Europe for occupational safety and health) can therefore be carried out on the basis of an estimate based on information from manufacturers as well as by measurement conforming to ISO 5349. The characteristic values (emission values) determined by manufacturers in laboratory conditions may deviate from the exposure values measured at source at the workplace. Equally, deviations may arise as a result of the delay in the changeover of test methods from the single axis of measurement to the total vibration value for the three axes of measurement conforming to ISO 20643. To prevent faulty estimates, the manufacturer’s information has to be corrected by a tool-related factor in accordance with CEN/TR 15350. By taking the example of masonry and stone working machines, the empirically determined tool-related correction factor is checked and confirmed. Methods Vibration measurements were carried out in accordance with ISO 5349 in practical application conditions on 10 selected typical eccentric and orbital sanders, concrete and disc grinders as well as on wall chasers and stone saws. Results The total vibration value obtained for the investigated tools rangedfrom ahv = 3.6 m/s² to ahv = 11.6 m/s². When the values from the practical measurements are compared with the manufacturer’s vibration values, the underestimation of the risk occurring in some cases can be largely compensated for by the tool-related factors conforming to CEN/TR 15350 (see Figure 1).

Reduce the number of conveyor-related accidents in the mining industry by providing recommendations for effective operation of conveyor belt cleaning systems. The Problem Troughed belt conveyors provide effective, and efficient materials transport and their use has increased throughout the mining industry. Carryback, the spillage that accumulates under the belt, is a problem even with belt cleaning systems installed. Mining personnel are exposed to safety and health hazard; as they attempt to clean up this spillage. Approach To investigate the influence of metal-segmented-blade belt cleaners on the amount of carryback spillage, the. Bureau identified and tested the following parameters: (1) amount of pressure applied to the cleaner blades, (2) friction between the blades and conveyor belt, and (3) wear rates of different metal blades. The test parameters were quantified by recording the amount of carryback material passing the metal cleaner blade, and the weight loss of the blades. The data collected were used to identify the following critic d operational parameters of a segmented-blade conveyor cleaner system: (1) the existence of an optimal operating pressure for the conveyor and cleaning systems and (2) elimination of recessed patterns on the working side of the conveyor belt.

Monitoring the miner respirable quartz dust exposure for compliance with U.S. federal regulations is mandatory to protect the health of coal miners. However, there is no technique available for the direct measurement of the respirable quartz dust concentration in the mining environment. The only means to estimate the respirable quartz dust concentration is to perform an analysis of the respirable dust sample collected, which contains both coal and quartz dust as well as other mineral constituents. For samples collected at coal mines, the U.S. Mine Safety and Health Administration (MSHA) utilizes the P7 method for respirable quartz analysis. The objectives of this work are to 1) evaluate the performance of the P7 method on field samples of low quartz mass loadings, 2) evaluate the magnitude of dust mass spatial variability within an enclosed cab environment, and 3) estimate the subsequent propagation of error in calculating the per. centage of quartz over a broad range of mass and quartz filter loadings at a surface coal mine. These objectives were achieved by obtaining surface coal mine dust samples over a 9-month time period in enclosed cabs of three drills and three bulldozers. By measuring weighing precision and using reasonable estimates for sampler variability, the dust mass spatial variability component was calculated by difference. The results show that 1) the P7 method can be precise and linear with quartz mass loadings as low as approximately 5 µmg of quartz, 2) the dust mass spatial variability, even within an enclosed cab environment, is the dominant factor of variability in propagation of error in estimating the quartz content of the obtained dust samples on a percentage basis, and 3) weighing precision is not a significant factor in error propagation. In addition to the enclosed cab samples, samples from eight surface coal mine drills were collected at various locations exterior to the drill cab. Significant data scatter at these outside locations strongly suggests that the ambient dust mass spatial variability has a significant effect on the propagation of error in estimating quartz content of the dust samples on a percentage basis.

Develop a method for control of groundwater inflow to chronically "wet" sections of underground coal mines, in order to reduce groundwater interference with mining activity and to minimize acid mine drainage. Approach In eastern coal regions, groundwater stored in fracture zones in the rock mass can create a significant water problem for underground mining operations. Fracture stored inflow to mine workings impedes mine productivity since storage water sources usually release at the active face, creating the poor mining conditions typical of a "wet" section. Fracture water can also contribute to AMD problems when the water subsequently contacts sulfide minerals in the coal, The Bureau of Mines has developed a mine-dewatering method that eliminates many of the problems associated with mine water inflow by draining these fracture zones before the water can reach the developing face and interfere with mining activity. How it Works The dewatering method removes large volumes of the stored groundwater through high-capacity pumping from a minimal number of wells placed strategically on fracture traces (the surface expressions of fractured rock zones). These fracture traces are located through low-level aerial photographic and geologic investigation. As shown on the map, dewatering wells are sited precisely on fracture trace intersections in order to take advantage of the increased pumping capacity gained from these zones of high permeability. "Haulage accidents usually are responsible for about 17 or 18 percent of all coal-mine fatalities and about 21 percent of all non-fatal coal-mine accidents. When the relatively small number of employees continuously exposed to haulage hazards is considered, it would appear that haulage is more hazardous than any other phase of coal-mine operation.Haulage accidents have increased from year to year, doubtless due to the increase in electrical haulage, and particularly to the use of larger cars, heavier locomotives, longer hauls, and greater speed. Unless very definite steps are taken to eliminate the causes of these accidents, they will continue to increase rather than be reduced, as they can and should be.Underground haulage in many of the large modern mines of today is similar in many respects to railroad practice. In recent years the railroads have made wonderful strides in reducing accidents, and instead. of being one of the most hazardous occupations, as it once was, railroading is now one of the safest. Doubtless, if thought and action, similar to that given to reducing accidents among railroad passengers and employees, were given to safety in mine haulage, under¬ground haulage accidents could be reduced in about the same ratio.Haulage accidents may be classified, according to responsibility, into two groups - those for which management is largely responsible and those for which the employee is largely to blame; there is, however, an overlapping of responsibility from one group to the other. If, therefore, haulage accidents are to be reduced, it is absolutely essential that both management and employees cooperate to this end.In the first group, for which management is largely responsible, may be included accidents due to faulty equipment, moor track, a poorly arranged system of haulage, lack of clearance or of overhead protection, and dirty roadways; even in these features, however, the employee is not without a measure of responsibility, as failure of haulage equipment possibly may be due to lack of care on his part, failure to report when equipment is out of order, or failure to do a good workmanlike job of installing or repairing or operating.To the second group of accidents for which the employee may be largely responsible, belong those caused by such careless practices as jumping on and off fast-moving trips, coupling on the ""fly"", running at excessive speeds, failure to properly block cars, and similar hazardous and unnecessary acts of omission or commission. If, however, management condones such practices, or, as in some instances, insists upon them, it must accept its share of responsibility for the accidents that inevitably result.Some of the most prolific sources of haulage accidents will be discussed briefly, together with the steps that may be taken to minimize their occurrence."

Develop a safe, efficient filter for removing diesel particulate matter (soot) from the exhaust of underground mining machines equipped with water scrubbers. Approach The Bureau of Mines and the Donaldson Company, Inc., jointly developed a low-cost, disposable, pleated-media filter (PMF) system. The system is intended for use on Part 36 permissible equipment or other machines equipped with water scrubbers. The PMF is installed downstream of the water scrubber to take advantage of the cool exhaust produced by the water bath. This demonstration system was tested on three Jeffrey 4114 Ramcars and a Wagner LST-5 scoop at Utah Fuel Company's Skyline mine near Scofield, Utah. Figure 1 illustrates a clean filter element being inserted into the canister on the Ramcar. How It Works The PMF system consists of a water trap, an optional over-pressure relief valve, filter canister, and PMF Under normal operations exhaust from a vehicle equipped with a water scrubber is heavily laden with water, especially on immediate startup of the engine. The water trap is designed to remove most of the water droplets from the exhaust before they enter the PMF, thus improving PMF performance. The over-pressure valve is designed to limit the exhaust backpressure by venting off some exhaust gas before the: filter. It is attached to the water trap upstream of the PMF. Figure 2 illustrates and shows a break out sectional view of the location of the PMF on the Ramcar.

The Blackbird district, Lemhi County, Idaho, has long been recognized as a potential source of cobalt and copper. Exploration of the early discoveries in the area was largely discouraged by the comparatively low grade and small size of the known ore bodies, the slight demand for cobalt, and the lack of adequate roads throughout the region. Recent advances in the field of alloy metallurgy culminated in a steadily expanding demand for cobalt. This demand was finally accentuated to critical proportions in 1940 by worldwide rearmament programs and by the threatened disruption of foreign imports by submarine warfare.

In addition to developing various types of coal-interface detection system, the US Bureau of Miner is actively in involved in developing a coal rib-thickness monitoring system for highwall mining applications. One particular system that shows promise in a ground-pentetrating radar system to detect the coal-air boundaries of coal rifts. Based on preliminary laboratory and field tests results indicate that this method can be applied successfully in highwall mines to maintain constant rib thickness. The coal seam should be relatively clean in the vicinity of the antenna (e.g., have minimal partings or dirt bands) for best results.

Compare the fire endurance of paneled steel stoppings with that of traditional concrete block Stoppings. Background Permanent stoppings or partitions arc used in mines to separate ventilation airways. The ability of stoppings to retain their structural integrity for a minimum length of time under lire conditions and prevent the spread of flame and toxic combustion products to an adjacent airway is critical. The success of miners in reaching safety during a fire depends largely on the presence of uncontaminated airways. Traditionally, permanent stoppings for coal mines are constructed of concrete blocks. Recently, paneled steel stoppings that satisfy many of the requirements demanded of permanent stoppings, such as incombustibility and strength, have been introduced. Their use also introduced concerns such as the ability of a steel stopping to maintain its ventilation control function when exposed to a fire and the potential that the fire could transmit enough heat through the stopping to ignite combustible materials on the unexposed side. To address these concerns, the Bureau of Mines investigated the fire endurance of galvanized steel and concrete block stoppings.

In order to assist the various Federal and State agencies using large quantities of coal to select coal best suited technically and economically to their use, the United States Bureau of Mines has placed at their disposal a fuel inspection service. As part of this service, inspections are made at the mines which propose to furnish coal to these agencies on contracts. Such inspections cover both the mine itself to ascertain its capacity to fur- nish the desired tonnage and quality of the coal, the preparation of the coal in the tipple, and the obtaining of samples for analysis to determine the quality of coal as shipped. To insure that the sample sent to the laboratory for analysis is representative of the average quality of the coal, increments are taken at intervals until a gross sample of about 1,000 pounds of coal has been collected from each of the sizes of coal shipped by the mine, while coal has been coming from all parts of the mine. In reducing this gross sample to the small sample which is sent to the laboratory for analysis it is necessary to crush and quarter the coal by a certain standardized method until only 5 or 6 pounds of coal small enough to pass through a 3/16-inch square-mesh screen remains. The ordinary method which the bureau has followed was to crush the coal by hand with a tamper, such as is used for tamping concrete, on some hare smooth surface and to reduce the volume by quartering and riffling. During the past few years the demands from various Federal and State agencies for this service have been increasing rapidly in respect to bituminous coals. In addition to this, which might be called the normal increase, numerous requests have been received for similar service in respect to anthracite. It was obvious that if this increased demand was to be met it would be necessary either to increase the force allotted to this work or to provide the present force with some means by which their work could be made more effective. A care- ful survey of the situation showed that the greatest amount of time was consumed in trans- porting the men and their equipment from mine to mine in the same district, and in reducing the gross sample to the small finely crushed sample which is to be sent to the laboratory. Both of these phases of the work could be greatly accelerated by providing a motor truck of suitable speed and capacity, carrying a power-operated crusher, and the proper auxiliary equipment to store the gross sample as collected and to reduce it in volume efficiently after it has been crushed. Such a truck has been provided and placed in service. In the eight months it has been in operation the desired results have been fully attained. About twice as many samples as usual have been taken during that time by the same 2-pan crew assigned to this work. Many of the mines in the eastern part of the United States are in hilly or mountainous regions and can be reached only over rough, practically unimproved roads. The experimental work reported upon herein was performed at the laboratory of the United States fuel-testing plant on the grounds of the Louisiana Purchase Exposition at St. Louis, Mo., between Janu- ary 1, 1905, and July 31, 1906, and was undertaken for the purpose of checking the results obtained in the routine work of the laboratory, improving the methods of working, and investigating the chemical and physical properties of coal. The laboratory having been designed primarily for the analysis of the coal samples sent to the fuel-testing plant, as well as those taken in connection with the regular testing operations of the boiler, gas-producer, and other divisions of the plant, only a very small proportion of the time of the force was available for experimental work outside of the regular routine. From the nature of such work it was not possible to separate the results obtained in 1905 from those obtained in 1906, especially as many of the experiments, such as those on the alteration of coal, involved a long time and were started in 1905 and continued to the middle of 1906. This report therefore covers all such work up to its completion in July, 1906. The complete history of the coals used in these experiments is not given, the samples being usually referred to by their laboratory num- bers only, as such information is generally not necessary and does not affect the interpretation of the results obtained in the experiments. Fuller information as to any particular sample may be found in the published reports of the fuel-testing plant for 1905 and 1906. In the following pages the results of each line of experimental work are given under a special heading indicating the object of the investigation.

"The General Leasing Law, which provides for the leasing of deposits of coal, oil, oil shale, gas, phosphate, and sodium in public lands, was approved February 25, 1920.One of the outstanding features of this legislation is the fact that it opens for prospecting and exploitation lands and deposits which have been withdrawn from public use, some of them for several years, pending enactment of legislation better fitted to control the mining and utilization of the particular mineral deposits referred to. These lands are not only made available to the public, but they are opened up under a system which defines better than was ever done in the pas the rights which may be acquired under it.The oil operator, for example, under this legislation will know definitely the extent of the rights he has acquired, as well as the legal conditions under which his expensive drilling and other work of exploration are to be conducted. No longer will he be harassed by the possibility that while he is spending his capital in drilling operations in an effort to make a discovery of oil, his legal rights be contested, in which event the superiority of his claim can only be upheld -- if at all -- after long and expensive litigation. By the same token the coal operator will now be free from the embarrassing restrictions of the old coal-land laws respecting the amount of such land which may be purchased by one person.At the same time that these advantages are being enjoyed by the operators, the public will be guarded against wasteful methods of drilling and mining the oil and gas, and coal deposits, and the other mineral substances enumerated in the act, to the end that these products of Nature, which can not be replaced, may be utilized with a minimum of loss."

Application of Proposed Revised Standards 57.11-50 to Mines Surveyed 3.1 Subparagraph (a) 1 "Each mine shall have at least two separate and properly maintained escapeways from each working place to the surface which are so positioned that physical or environmental damage to one will not lessen the effective¬ness of the other, and which meet the requirements of travelways and man hoisting standards These escape¬ways shall reach to within 1000 feet horizontally or 300 feet vertically of each working place " 3. 1. 1 Discussion This section will deal with the 1000 and 300 feet distance requirements, Section 3. 5 will deal with the "environmental damage" provisions. During the course of the mine surveys, it became obvious that one mine's 1000 foot distance was nowhere near equal to another' s --not in the actual distance but in the time required to traverse that distance. This -Ls true for the 300-foot requirement as well. The most obvious example is that one could traverse down a 300-foot raise much faster than climbing up the same distance. The temptation is strong to recommend that the distance requirement be changed to travel times instead. However, this approach would unfortunately lead to a lot of subjective evaluations. Having a time requirement for an entire mine evacuation (Subparagraph 6) is one thing, time requirements and the requisite inspection proce¬dures for each working place are quite another.

The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989(1), which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This report reviews, available diesel exhaust aerosol and gas measurement techniques. Measurement of human exposure to toxic agents is the first step in determining the exposure-dose-response relationship. It is a fundamental step in risk assessment. Measuring exposure to diesel exhaust pollutants is particularly challenging due to the complexity and variability of exhaust components. This paper reviews current occupational health standards for diesel emissions and available diesel exhaust gas and aerosol measurement techniques. Although surveys in mines have primarily assessed diesel exhaust exposure using diesel particulate matter (DPM) some exhaust gas measurements have been used as indicators of exposure. DPM is emphasized because it is a major component of diesel exhaust, is suspected to make a major contribution to the health hazard, and is measurable. OCCUPATIONAL HEALTH STANDARDS Occupational exposure surveys of diesel exhaust frequently measure regulated pollutants, or pollutants that are suspected carcinogens, even if no permissible exposure limits (PELs) have been established. In the United States, various organizations recommend a range of allowable values for diesel exhaust gaseous constituents, including carbon monoxide (CO), carbon dioxide (CO2), sulfur dioxide (SO.), nitrogen dioxide (NO2), nitric oxide (NO), and formaldehyde (HCHO). Table I summarizes these recommended levels, showing 8-hour or 10-hour time-weighted-average values where available; where these are not available, 15-minute short-term [ ]
