How do people behave when they are trying to get out of a fire? Are escape activities different in each incident, or will most actions be predictable across events? Do persons make the same sorts of decisions whether they are responding as individuals or as group members? Because the social costs of fire-related deaths and injuries are likely to continue to rise, societal pressure for greater safety will also undoubtedly increase. There are, therefore, compelling reasons to further our understanding of action in fires. If human behavior in fire is studied scientifically and predicted according to some well-defined principles, the benefits will be significant. Design engineers could incorporate real-world findings into their plans. Equipment manufacturers could gain from insights into how their technology is actually used in fire emergencies. Safety personnel would have a better appreciation of what constitutes adequate evacuation procedures. Trainers could upgrade the content of their courses that teach escape skills. The result would be an overall improvement in the quality of fire preparedness and safety.

Several experimental programs were conducted at the Pittsburgh Research Center to investigate the level of mine fire detection and alarm capability possible using state-of-the-art technology. These programs involved comparison of the response and alarm time of optical and ionization type smoke sensors to smoldering and flaming coal combustion in a smoke chamber. Coal combustion experiments conducted in the smoke chamber demonstrated that a CO concentration of 5 ppm above ambient corresponded to an optical density of 0.022m1. For the four smoke sensors for which a continuous analog signal was available, a smoke sensor alarm was defined as the average background signal plus ten times the peak-to-peak noise. This alarm criterion resulted in the association of the alarm for three of the four sensors with a smoke optical density of 0.022m-1. and 0.033m-1 for the fourth smoke sensor. The smoke sensors used in the smoke chamber studies were incorporated into large scale diesel fuel fire experiments conducted under normal ventilation conditions in the Safety Research Coal Mine (SRCM) at the Pittsburgh Research Center. These experiments showed that a diffusion mode smoke sensor alarmed earlier than a diffusion mode CO sensor; and, based upon the measurement of the optical transmission at the location of a pump mode ionization type smoke sensor that a pump mode ionization smoke sensor alarmed at an average smoke optical density of 0.021m" for the twelve experiments conducted. A series of 30 and 330 kW diesel fuel fire intensity experiments were conducted under zero airflow conditions in the SRCM. It was determined that :(I) thermal sensors are inadequate at 30 m from a 300 kW fire;(2) a diffusion mode ionization smoke sensor can be more effective for mine fire detection than a diffusion mode CO sensor;(3) recommendations can be made for sensor spacing in a mine entry based upon the measured CO buoyancy induced spread rates along the mine roof and the time for a developing coal fire to ignite a conveyor belt.

GLOSSARY TERM DEFINITION ACCOMODATION The process by-which the eye changes focus from one distance to another. ADAPTATION The process by which the retina adjusts-to more or less light then it was exposed to during an immediately preceding period. Also involved, to a lesser degress, is the change in the size of the pupil which regulates the amount of light entering the eye. Adaptation results in a change in the sensitivity of the eye to light. CENTRAL VISION (FOVEAL) The seeing of objects in the central or foveal part of the visual field. It is approximately two degrees in diameter and permits seeing much finer detail than does peripheral vision. DIRECT GLARE The effect of brightness or brightness differences within the visual field sufficiently high to cause annoyance, discomfort, or loss in visual performance. FOOT CANDLE A measure of the amount of light falling onto a surface. FOOT LAMBERT A measure of the amount of light that is being reflected by a surface. GLARE The effect of brightness or differences in brightness within the visual field sufficiently high to cause annoyance, discomfort, or loss in visual performance. LAMP A generic term for a man-made source of light. By extension, the term is also used to denote sources that radiate in regions of spectrom adjacent to the visible.

General A review of the literature has revealed important areas which should be investigated during the field work. Of the utmost importance is the safety of mine personnel. Should a phase-to-ground fault occur on a shovel or other piece of equipment, current may return to the substation through the machine's contact surface with the mine floor, thereby raising the frame above ground potential and posing a shock hazard to anyone who touches the equipment. If the frame-to-earth resistance is very low, then no dangerous potentials will be developed, and a basis for elimination of the ground conductors from trailing cables could be postulated. However, should the contact resistance be high, then lethal voltages could be present on the machine frame. In this instance, low-resistance ground conductors in the trailing cable would be a necessity. Therefore, field tests should include measurements of the earth resistance of electrically operated portable or mobile mining equipment such as shovels, draglines, and drills. When the electrical distribution system is subject to lightning discharges, the grounding grid must safely carry to earth and dissipate enormous current surges. It is essential that the grounding grid have a low value of earth resistance, because any potential developed across the grounding grid as a result of current flow will appear on the frames of all machinery connected to the grid. This paper is an overview of and introduction to the subject of dust explosions. The purpose is to provide information on the explosibility and ignitability properties of dust clouds that can be used to improve safety in industries that generate, process, use, or transport combustible dusts. The requirements for a dust explosion are: a combustible dust, dispersed in air, a concentration above the flammable limit, the presence of a sufficiently energetic ignition source, and some confinement. An explosion of a fuel in air involves the rapid oxidation of combustible material, leading to a rapid increase in temperature and pressure. The violence of an explosion is related to the rate of energy release due to chemical reactions relative to the degree of confinement and heat losses. The combustion properties of a dust depend on its chemical and physical characteristics, especially its particle size distribution. In this paper, the explosion characteristics of combustible dusts will be compared and contrasted with those of flammable gases using methane as an example. These characteristics include minimum explosible concentration, maximum explosion pressure, maximum rate of pressure rise, limiting oxygen concentration, ignition temperature, and amount of inert dust necessary to prevent flame propagation. The parameters considered include the effects of dust volatility, dust particle size, turbulence, initial pressure, initial temperature, and oxygen concentration. Both carbonaceous and metal dusts will be used as examples. The goal of this research is to better understand the fundamental aspects of dust explosions.

Scaling Law for Fly Ash Crater Formation The scaling law derived for predicting crater diameters at different scales is developed below by considering the equation of motion of individual fly ash particles. It is assumed that the air drag on each particle is characterized by Stokes flow, and at the borehole - passage intersection the air velocity and the fly ash particle velocity are the same. "The Baboquivari mining district is about 60 miles southwest of Tucson, Ariz., the present railroad shipping point. The values are silver and gold. The silver is largely associated with the black oxides of manganese. The ore is highly oxidized, and careful panning shows only a very small amount of pyrite. Our sample analyzed as follows:A flotation mill has been installed in the district, but it does not concentrate the precious metals satisfactorily. Our best laboratory flotation results were obtained by grinding to pass 65-mesh and floating with Xanthate or standard flotation oils plus sodium sulphide and polysulphide. This sulphidizing method gave a concentration of 32 per cent of the silver and 80 per cent of the gold, which about equals plant practice.We do not know of an instance where the oxidized forms of manganese have been concentrated satisfactorily by flotation.Plain cyanide on the original ore extracts practically all of the gold but only one-third of the silver. A preliminary deoxidizing roast, using producer gas or powdered coal, gives a calcine from which cyanide dissolves about 90 per cent of the gold and 75 per cent of the silver. This method of treatment, known as the Clevenger-Caron process, is described in Bureau of Mines Bulletin 226.Preliminary treatment with sulphur dioxide by burning pyrite or sulphur and passing this gas into the pulp until all of the contained manganese is dissolved or changed in form best prepares the ore for cyanidation. The acid consumption will vary with the percentage of manganese and other soluble constituents. Neither gold or silver is dissolved by this acid treatment. The washed residue gives maximum cyanide dissolution of the gold and silver with minimum loss of cyanide,"

A review of all upper extremity cumulative trauma disorder (UECTD) injuries was conducted by the U.S. Bureau of Mines for 1985 through 1989. This review was performed by analyzing each injury, as reported by law and maintained on the U.S. Mine Safety and Health Administration's accident data base. This analysis found that incidence rates in mining were lower than in private sector industry, although the number of reported UECTD injuries increased sevenfold and their percentage of all mining injuries increased fivefold from 1985 through 1989. Metal-nonmetal mines accounted for 80 pct of UECTD injuries, while coal mines accounted for 20 pct. Nearly 63 pct of UECTD injuries were accounted for by only four occupations-mechanics, laborers, boney (crusher) operators, and miners not elsewhere classified (NEC)-with an incidence rate well above the private sector industry rate.

The papers contained herein summarize results of various recent Bureau of Mines investigations in the area of mine power distribution systems. They are based on information from Bureau personnel, contractors and grantees, and Mining Enforcement and Safety Administration. Conclusions drawn from a series of parameter measurements on mine power systems, taken over a 3-year span, are presented. Personnel and equipment hazards due to faults on isolated, solidly grounded, and resistance grounded three-phase systems are discussed. Two papers cover dc applications of circuit breakers, including a novel protection scheme for trolley lines. The methods of suppressing induced arcing currents and voltages in a-c machines are evaluated. An evaluation program for ground monitors is described. Acceptance test procedures and the importance of various paparameters for trailing cable splice are covered. A number of techniques for locating faults in trailing cables are described.

According to the Bureau of Labor Statistics (BLS), workforce estimates of median age suggest that the median age of the mining workforce, which has been experiencing overall declines in numbers of employees, is rising more rapidly than for the overall U.S. civilian labor force. In the absence of detailed demographic data for the mining industry, the current study uses injury and illness data reported to the Mine Safety and Health Administration (MSHA) to examine differences, over time and by commodity, in the proportions of injured or ill workers aged 45 years and older. These data indicate that from 1988 to 1998, the percentage of injured or ill older workers (aged 45 years and older) have been steadily increasing. The most notable increase occurred at coal mining operations where the proportion of injured/ill older workers increased from 24 to 44 percent. A more detailed breakdown of the industry by commodity for 1998 showed the highest proportions of older injured/ill workers (over 40%) occurring in coal, iron ore, alumina mills, cement, and trona operations. In coal operations, as the employment size of the mine operation increased, so did its proportion of older injured/ill workers. Also, higher proportions of older injured/ill workers were observed at surface coal work locations than at underground locations. The distribution of older injured/ill miners by occupation for several select commodities shows the highest proportions for supervisors, electricians, mechanics, and surface equipment operators, and the lowest proportions for surface laborers and for underground coal roof bolters and scoop operators. With few exceptions, older injured workers have the highest median number of days lost per injury when examined by type of mining operation and by occupation. Given the high proportions of older injured or ill workers in many sectors of the mining industry, health and safety programs must consider the physiological changes associated with aging when evaluating job tasks and the working environment.

This is the third of a series of reports on a survey of petroleum prod- ucts manufactured on the Pacific Coast from California crude oils. California crudes differ in many characteristics from the petroleum produced in the other parts of the United States, and the claim has been made that some of the present Federal Specifications for petroleum products tend to discriminate against Cali- fomia products. The purposes of the present survey are to determine what par- ticular specification requirements Califomia petroleum products characteristical ly fail to meet, how widely the products deviate from these requirements, and if possible to show whether the fault lies with the specifications or the products, or along what lines investigation to determine this question should proceed. The first report of the series gave the physical and chemical properties of the samples of gasoline and mineral spirits. A second report**, gave the physical and chemical properties of samples of lubricating oils. The present report deals entirely with burning and fuel oils. The refin ing companies have continued their very cordial and helpful cooperation. Seven samples of kerosene, four samples of Diesel fuel and eight samples of fuel oil were obtained. The methods of analysis used are those adopted by the Interdepartmental Petroleum Specifications Committee, published by the Bureau of Mines in Technical Paper No. 323. The specifications used for corparison are those officially adopted by the Federal Specifications Board for the use of the various Depart- ments and Independent Establishments of the Government, effective February 3, 1923, and published by the Bureau of Mines in Technical Paper No. 323, Part 1. Specific gravity, degrees A.P.I., viscosity and other special tests al- though not required by the specifications have been given for comparison. All temperatures are recorded in degrees Fahrenheit. Tables have been prepared giving data on physical and chemical propertios of the individual samples. Before each table the classification and specifica- tions for the particular class of oil considered in the table are given. Follow- ing each table, brief notes show wherein samples deviate from specification re- quirements.

Improper combustion of natural gas is the cause of low efficiency in heating appliances , also the liberation of carbon monoxide , an insidious and deadly gas . Carbon monoxide is produced during the incomplete combustion of any carbonaceous material , and quantities as low as 0.2 per cent may product death in a very short time . For healthy atmospheric conditions in the home , in which the occupants are continuously exposed , carbon monoxide should not be present in amount greater than 0.01 per cent , which value is taken as the safety limit in this report . The tests herein reported give the conditions which produce carbon monoxide when radiant -fire heaters burning natural gas are used . The conclusions drawn are based on tests made on one type of radiant heater only , but the general conclusions should apply to other types of radiant heaters of similar construction . The gas consumption , gas pressure , orifice pressure , size of orifice , and heater adjustments were changed so as to obtain as many different operating conditions as possible . In a general way the tests were carried out under the same conditions that the heater might be operated in the home .

"The term ""manjak"" is applied to a variety of bitumen or solid hydrocarbon occuring on the Island of Barbados, West Indies, and in Utah, Cuba, and Trinidad. The deposits on the latter island are found within a distance of three miles of San Fernando, the second largest town on the Island, and within three miles of the famous asphalt lake.In chemical composition, manjak is like asphalt. It is almost pure bitumen. Its melting point is, however, more than 4000F. whereas asphalt melts at 1000F. In composition, it consists of 80 to 90 per cent carbon, the balance being chief¬ly hydrogen, with a small quantity of sulfur. It resembles coal in appearance, is odorless, hard, and brittle. It is found in thin beds between layers of clay.The island of Trinidad is rich in this mineral resource. Its development has as yet hardly begun, and the exportations already made have been with the view of testing out the ma-terial. During 1918, exports to the United States were valued at about $3100, and in 1919, up to October 1, they totaled 41 tons, valued at $1900. Prior to 1900, manjak was mined on a small scale in Trinidad, but for various reasons, very little was done between 1900 and 1913. In the latter year, mining operations were resumed by the Trinidad-Tarouba Oil Development Company, of San Fernando. At the present time, there are five shafts, one of which has reached a 37 foot bed of manjak at a depth of 400 feet. Operations could be greatly extended if there were a greater demand for the material.It has not been found profitable to export manjak from Trinidad in the crude state as the price received, namely $35 per ton, hardly covers mining expenses. These are increased by the necessity for careful and thoro timbering on account of the clay formation.Compounds, made by combining manjak with mineral oil command fair local prices which have enabled mine operations to proceed at a profit. Experimentation is still in progress with different mixtures of manjak and oil for various purposes. The manjak, recently sent to the United States was for the purpose of ascertaining whether American oils would be more economical and useful for mixing with the manjak than the Trini¬dad oils. It is the plan to erect a plant very soon for the manufacture of a variety of manjak paints and compounds.Manjak is rapidly increasing in use, particularly in connection with the oil industry. It is produced in close proximity to the oil wells in Trinidad. It is boiled with oils at high temperatures and converted into compounds and paints for nearly every purpose where a preservative is needed, for example, on pipe lines, boilers, chimneys, and miscellaneous iron ware, machinery, etc. It is usually applied in the liquid state, hardening into a tough, rubberlike coating. It has low viscosity, and is not affected by ordinary heat. It makes an excellent insulating material and is impervious to both air and water. In hot and damp climates, like that of Trinidad where pipe lines quickly deteriorate, their life has been pro-longed for extended periods when painted with this material."

6.1 Summary This report deals with the investigation carried out to select, test, and implement a method of evaluating coal deposits and reserves. Cognizance is taken of the inherent characteristics of coal and the legislation covering aspects of health, safety, environment, and ecology applicable to the coal mining industry. Further, the method is computerized and provides information that is meaningful and readily available to other programs and sub¬systems within the concept of the Master Design Simulator. The Geology and Reserves Sub-system interface with the total system is provided by a geological data library which is structured to hold and make accessible all the data required by the system. The output from the program is accurate and useful to users with a wide variety of computer experience, knowledge, hardware and storage capacity. The sub-system is designed to function as a separate unit or an integral part of the total system and, there¬fore, an interface to or with the system has been established. The Bureau of Mines studied thermodynamic properties of liquid Al-Si alloys with the high-temperature galvanic cell Al(1)//Al+3(AlC13 in NaCl?KCl)//Al-Si alloy(1). Activities of aluminum and silicon (referred to pure liquid metals) show a pronounced negative deviation from Raoult's law in liquid Al-Si alloys containing 0.9 to 35.2 atomic-percent silicon. Activity coefficients and the properties [?Gi, ?GxS ,?H, ?G, ?Gxs , and ?S] have been derived from the experimental data and are summarized in tables and illustrations.

Variations between laboratories on the silica and alumina content of calcined kyanite led to this Bureau of Mines study of the extent and nature of the differences. In particular, Bureau scientists hoped the study would lead to correction of the causes of the dissimilarities. A sample of calcined Kenya kyanite was analyzed by seven different laboratories familiar with silicate analysis. The compiled data indicated differences originating from lack of recovery of silica after two acidic dehydrations, from high alumina caused by several factors, from loss or gain of iron during sample fusion, and from indifference regarding the accurate determination of minor constituents.

Table XXXIII itemizes the cost associated with the installation of an irrigation system and the application of latex and water in the three experimental areas at Lanse. There were no external labor charges (non- Research Center) except for the installation of the water meter. Cost of pipe and fitting are high because long lines were required at each of the three different locations; these costs were minimized by using plastic instead of metal pipe. Fifteen of the seventeen drums of latex received were used, five drums for each area. [ ] In tank-car lots latex would cost about $0.25/lb so that raw material cost for a 4000 lb/acre application would be in the range of $1,000 per acre. Equipment costs for setting up and irrigation are sensitive to size of area to be irrigated, design of system, and availability and cost of water. A realistic range is estimated to be between $200-500/acre.

Sponge iron is the metallic product resulting from the reduction (removal of combined oxygen) of iron ore or other iron oxides at a temperature below the fusion point of iron. It has been used for many years in the production of certain grades of high-quality steel, such as tool and cutlery steels. The sponge iron available commercially in limited quantities for such use was produced from high-grade ores that were almost free from the contaminating elements that are generally considered detrimental to the production of certain grades of carbon tool steel. Interest in sponge iron as a scrap substitute was revived when World War II began, when the serious shortage of scrap metals for use in the production of armament caused great concern as to whether steel production could be maintained at the rate necessary for vigorous prosecution of the war effort. This paper introduces a technique for incorporating employee participation into the prevention component of a contingency plan. Companies sometimes focus so much energy on response that they forget to put resources into the basics of emergency prevention. The training program discussed here was designed to make employees part of the prevention system. Examples of training materials from the program are provided, a sample method for introducing risk assessment to employees is shown, and a strategy to address limited training time using short videos is explained. Methods for tailoring the training to any worksite and for specific risks are also included. The program is being designed and tested by the Pittsburgh Research Laboratory/NIOSH and employees of an underground coal mine. Examples are taken from the implementation of the program at the mine during the summer and fall of 1998. Results of the program evaluation and lessons learned during the implementation are discussed.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center (PRC), has conducted research to improve electrical fault detection on coal mine direct current (dc) trolley systems. Present circuit breaker protection systems are current-magnitude-based and cannot discern between normal traffic and high resistance electrical faults. Tests were conducted at cooperating mines to assist in developing a neural-network-based detection algorithm for distinguishing between electrical faults and normal operation. The Fast Fourier Transform of the trolley rectifier current signature served as baseline data for the neural network. During field tests, the algorithm performed with greater than 90% accuracy.
