"INTRODUCTION In 1942, Lowry and Junge 3/ reported the results of a statistical study of errors for the proximate and ultimate analysis of coal and coke when made according to the standard Methods of Laboratory Sampling and Analysis of Coal and Coke (D271-42) 4/ of the American Society for Testing Materials. Some of the laboratories that cooperated in the investigation reported difficulty with determination of the volatile matter of anthracite and low-temperature coke. The small number of analyses reported for these particular fuels was considered inadequate to justify definite conclusions regarding the precision of this determination.The investigation described in this report was made at the request of Committee D-5 on Coal and Coke, A.S.T.M. (A. C. Fieldner, chairman), to secure additional information regarding the errors of the volatile matter determination for anthracite, low-temperature coke, and subbituminous coal; the last fuel also gives trouble in this determination, The committee has recognized that the allowable differences between duplicate determinations of volatile matter for these fuels as given in the standard methods are perhaps too stringent and may require revision."

This report describes the results of a Bureau of Mines investigation in which the stress concentrations and distributions caused by inclusions in a strained elastic plate were determined, Finite element analyses were made for 168 models containing single inclusions of elliptical, ovaloidal, and rectangular shape. The variables studied included: horizontal-to-vertical loading ratios, (Sh/Sv) of 0,0.33,0.5, and 1.0; width-to-height ratios (w/h), of 0.25, 0.5, 2, and 4; and Young's modulus of inclusion to Young?s modulus of plate ratios (K ratios) of 0.33, 0.5, 2.0, and 5.0. The results show that the theory for elliptical inclusions can accurately predict the average stress along the x and y axes of symmetry for circular, ovaloidal, and rectangular inclusions from the width-to-height and K ratios. The actual inclusion shape was insignificant, suggesting that the average stresses in other inclusions of irregular shape (orebodies) can be estimated with the theory for an elliptical inclusion. An application of this technique to mining problems is presented. The stresses in the elliptical inclusions were uniform throughout the inclusion for all the models studied.

The Bureau of Mines is collecting and analyzing representative samples of crude petroleum from all the producing fields in the United States , and the results are being published in a series of reports that are preliminary to the issue of a bulletin covering the entire survey . The bureau has recently completed a survey of crude oils from the Kansas district . In all 27 samples were collected and analyzed , under the direction of A. W. Ambrose , chief petroleum technologist of the Bureau. Valuable assistance was received through the cooperation of oil companies operating in the State , especially the Prairie Pipe Line Co. , and the Empire Pipe Line Co. The present report issued as Serial 2322 , on the Kansas crudes , forms the fifth of the series . Of the four previous papers , the first ( No. 2202 ) deals with crudes from the Eastern fields of the United States , the second ( No. 2235 ) with crudes from the Rocky Mountain district , the third ( No. 2290) gives additional data , cn viscosities and pour tests , for the crudes from these two fields , and the fourth ( No. 2293 ) covers the fields of northern Texas , northern Louisiana , and Arkansas . The details of the methods of collecting samples , making laboratory tests and interpreting results , have been discussed in these earlier reports . It has also been pointed out that the only adequate method of interpreting analyses of crude oils is to compare the individual reports with the analysis of some crude oil that is familiar to the operator . For this reason , no comprehensive discussion of the results of the Kansas survey is attempted, although some general statements may be made .

New mineral activity focused on increased petroleum exploration activities, while the established construction-oriented minerals sector operated without substantial change from previous years. After showing a 1 % real growth in the $154 million II gross domestic product (GDP) for 1983, preliminary estimates for 1984 indicated that the same growth pattern prevailed. The negative trade balance at midyear had worsened over the negative balance for the same period in 1983. An upward trend in import costs partly reflected the impact of Mexican inflation, which made that country's goods more ex-pensive and led to increased imports from North America and Europe. On the other hand, by midyear, the reexport trade with Mexico indicated an upward climb from the 1988 low of $12.7 million.

Safety training materials appropriate for specific underground noncoal operations in the United States are often outdated or nonexistent. The Spokane Research Laboratory (SRL) of the National Institute for Occupational Safety and H ealth has developed several new training tools, including three videos on common underground activities, software that will allow trainers to create a virtual training mine using their own mine map, and toolbox training materials. SRL is working closely with industry in the development of these tools. Teams of safety professionals are involved in the early stages, and actual mines and miners are involved throughout the production phase. This presentation describes the development process and results of SRL’s safety training projects.

As part of an experiment in the restoration of lands strip-mined for coal, revegetation studies were conducted at three backfilled strip-mine sites in north-central Pennsylvania. The sites were subdivided into plots that were given varying amounts of lime and fertilizer. In tests conducted cooperatively with State and Federal agronomy experts, the plots were then planted with a variety of trees, shrubs, and grass-legume mixtures. Initial tree and shrub survival was not appreciably affected by lime and fertilizer applications where the spoil pH was above 4.5. Of 14 species of trees and shrubs tested, Norway spruce, black locust, Japanese larch, pitch pine, and white pine were the hardiest. The ground-cover percentage of grass-legume mixtures in the second growing season was substantially increased by using lime and fertilizer. Mixtures comprised partly of fescue were the most satisfactory.

Low-temperature distillation tests at 200°, 350°, and 500° C. were made on a subbituminous coal from Boulder County, Colo., and a subbituminous coal from Weld County, Colo., in connection with a survey of carbonizing properties of American coals4/ and. investigations of their chemical and physical properties.5/ The coal represented by the sample from weld County was reported to give off combustible volatile matter at unusually low temperatures when placed on a fuel bed. The yields of tar and oil and the composition of the gas from this coal, as obtained in the distillation tests, did not confirm this report. These yields and the gas composition of the Weld County coal differed but little from those obtained from the coal from Boulder County. Both coals yielded tar and gas in amounts considered to be normal for coals of their rank.

"INTRODUCTION In carbothermic processes for the production of magnesium, magnesium oxide is reduced by carbon according to the following equation:(1) MgO + C = Mg(g) + CO.The reaction is virtually complete at temperatures above 2,000° C. but reverses rapidly at somewhat lower temperatures. To produce magnesium by this reaction, therefore, it is necessary to cool the gas very rapidly to a temperature at which the rate of the reverse reaction becomes negligible. Several media for quenching the gas have been proposed, among which are hydrogen, natural gas, liquid hydrocarbons, and molten metals of low melting point.The results of a preliminary investigation on the use of molten lead as the quenching medium are summarized in this report. The work was done in 1941, when the threat of war made it imperative to investigate every process that offered possibilities for rapid expansion of domestic production of magnesium. Although the results were encouraging, other processes appeared to offer better prospects for immediate wartime development, so the work was not continued. Shortly before the investigation was completed, several patents on the use of low-melting metals for absorption of magnesium vapors appeared, 4/"

Mining companies are usually held responsible for accidents occurring to the public around their operations . Safeguards are provided by progressive mining companies to prevent the public from getting into danger from wandering unattended about the properties . At abandoned operations , where little or no supervision can be maintained , persons are often injured through the negligence of the operator in leaving the property in unsafe condition . After a mine is abandoned or a lease is given up by a mining company , the responsibility for the safety of the property rests sometimes with the State to which the property ownership reverts or with the owner of the land ; either is usually quite unwilling to spend any money to remedy unsafe conditions due to the carelessness of the mining company . The land owner or the State , or both , should see that the work of leaving safe conditions behind is done by the operator before he abandons the mine or gives up the lease . Some of the worst hazards to the public at abandoned mines are from old test pits , abandoned shafts or tunnels , open pits , caved ground , and bodies of water in abandoned open pits . Hazards exist from some of these sources during the active operation of a mining property as well . In the early stages of mining operations test shafts are often sunk from 50 to 100 feet deep through the more or less loose material overlying bed rock . When these shafts are left unprotected , they are a serious danger for many years to come . In the course of time they become largely concealed by brush and grass , and thus are a deadfall to anyone who might happen to step into them . This condition will hold true for any part of the country, but to a much less degree where it is not necessary to sink through a great amount of cover . Many progressive operating companies have adopted the practice of filling in test pits after securing the information desired . Some nonresident landowners and exploration companies , however , have left such pits open , and it is extremely difficult for the mine inspector to get into communication with the owner . "Eicosanoids and cylokines produced by the pulmonary alveolar macrophage (PAM) are key mediators for the defensive role this cell plays in neutralizing the inhalation of particulate dusts and foreign microbes. However, these factors are also mediators of inflammation and their uncontrolled release may cause the lung injury and liorotic changes observed in individuals exposed occupationally to mineral dust. In vitro studies have suggested a link between the production of certain eicosanoids and cylokines released from the activated PAM. To this end, we have studied the release of eicosanoids (PGE2, TXB2 and LTB4) and cylokines (IL-1 and TNF) by cultured PAM, obtained from healthy human volunteers by bronchoalveolar lavage under basal culture conditions and following acute exposure to provocative agents such as the endotoxin lipopolysaccharide (LPS) and mineral dusts including silica. Studies were also carried out in the presence of specific cyclooxygenase inhibitors. The addition of LPS (10 µg/ml) to the culture medium produced a significant increase in PAM release of the eicosanoids: PGE2 (3.5 fold over baseline), TXB2 (2.8 fold over baseline) and LTB4 (4 fold over baseline). LPS also elicited a 2.5 fold elevation in IL-1 from these cells and a 9 fold increase in TNF release. The cyclooxygenase inhibitor, ibuprofen, significantly inhibited the LPS-induced rise in PGE2, TXB2 and TNF but had only a modest suppressive effect on IL-1 release. Exposure of these cells to silica dust elicited a similar augmentation in eicosanoid and cylokine release which was neutralized by prior exposure of the cells to ibuprofen. These results suggest that the enhanced production of eicosanoids and cytokines by PAM exposed to endotoxins and/or mineral dusts may be linked and that inhibition of eicosanoid release is linked to the production of TNF. IL-1 release however is not effectively neutralized by cyclooxygenase inhibition.INTRODUCTIONThe initial pulmonary cellular response to inhaled mineral dust involves the elaboration of potent inflammatory mediators from the pulmonary alveolar macrophage (1). These mediators include the eicosanoids (oxygenated metabolites of arachidonic acid) and cytokines (intercellular peptides) which are released into the alveolar space by the interaction of mineral dust with the PAM surface membrane. The eicosanoids and cytokines promote local nonvascular and vascular smooth muscle contractility changes, elicit the recruitment of additional mononuclear cells into the alveolar space, and enhance the activation, growth and differentiation of lung fibroblasts (2). In this study we sought to examine whether eicosanoid release and metabolism are linked to cytokine release when PAM are activated upon exposure to endotoxin or mineral dusts. Modulation of these pathways through inhibitory pharmaceutical agents may help attenuate the Injurious effects caused by a sustained release of these proinftammatory intercellular factors (3). To that end, we have studied the in vitro effects of endotoxin and silica on eicosanoid and cytokine release from cultured PAM obtained from healthy human volunteers."

1.1 General The examination and evaluation of a mineral deposit to determine whether or not it can be profitably exploited entails many factors unrelated to the physical nature and intrinsic worth of that deposit. Nevertheless, geology and geologically related factors have great bearing on the economic potential of the deposit. This is only natural because the deposit owes its existence to these factors. This is even more so in underground mines where the whole system is a geologically enclosed one. Geology plays a major role in at least four phases of a mineral venture. Firstly, it acts as an indicator of the existence of parti¬cular minerals. For example, it is inconceivable that a sedimentary coal deposit would exist in a granitic batholith or stock, or that a sandstone would host primary copper or nickel sulphides. Further, the positional relationship of different rock types may be significant in locating deposits such as replacement zinc and copper sulphides in limestones which have been intruded by igneous rocks. Thus, geology is important in the exploration phase of a mineral deposit. Secondly, once potentially valuable minerals have been discovered, knowledge of geology plays a significant role in determining the dis¬tribution, grade and extent of the mineralization. An accurate knowledge of the water content of oil-bearing sands4/ now is recognized as an important factor in calculations of the flow of oil through the sands to producing wells and in the estimation of oil reserves. To this end the Bureau of Mines laboratories are using a method that is an adaptation of the A. S. T. M. method of determining the water content of petroleum products (1).5/ However, the apparatus and technique have been altered slightly, as described in this report, to increase the precision of the method without affecting the simplicity of procedure or speed with which determinations may be made. Until recently petroleum engineers, when estimating reserves assumed that the entire pore volume of the oil-saturated parts of producing sands was filled with oil, as it was generally thought that the oil, water, and gas in any formation had separated completely during geologic time into distinct layers because of their difference in density. In 1929 Lindthrop and Nickolaeff (12) reported experimental results from which they concluded that 22 to 30 percent of the pore volume of producing sands in the Grozay district, Russia, was filled with water when the fields were discovered. Since that time numerous investigators (5, 7, 8, 10) have found evidence of water in the sands of now oil-producing fields and old fields that never produced water with the oil.

So many subjects are covered in State mine-safety regulations that any attempt to compare different State laws in their entirety would be futile. On the other hand, if one selects a single phase or branch of safety work, such a comparison may prove profitable. The subject selected for study in this paper is limited to legislation or regulations dealing specifically with safeguarding (electric) motored equipment used in gassy mines. T When one reads glowing accounts of the safety activities being carried on here and there it is easy to believe that everything which is right and proper is being done to safeguard the mine.workers; but, when one takes time to look into the weakness of many State regulations, it is evident that there is still room for improvement. Undoubtedly it would have been much better for the safety of mines if electrical equipment had been introduced into mines 50 years earlier. If electricity had been in general use when the first mine regulations were pre- pared, those formulating the rules would have covered this hazard along with other hazards, but as electricity came in at a later period, safe mine legisla- tion regarding it has been woefully neglected. Today the United States in general is far behind most other coal-producing nations in the provision of adequate safety rules or laws for the installation and maintenance of electrical equipment and wiring. Returning to the subject of our study, approximately 30 of the 48 States mine coal. More than 20 of these States' produce coal in large quantities. How- ever, of the 30 States only four, 3 Pennsylvania, Utah, Washington, and West Virginia, have laws which specially call for the use of explosion-proof types

Develop a safer, more effective, and more efficient method to control fires in abandoned coal mines and waste banks. Maintain the costs of this new method at less than or comparable to conventional AMI fire control methods. How It Works Cryogenic extinguishment of subsurface fires is a method of heat transfer. Bureau-designed injection equipment produces a pumpable slurry of liquid nitrogen and solid particles of carbon dioxide. Liquid or gaseous carbon dioxide from a pressurized tank flows to a bell-shaped nozzle where the change in pressure causes the carbon dioxide to form a granular snow. The solid carbon dioxide is mixed with liquid nitrogen. A jet pump is used to move the slurry through the delivery lines and into a simple injection probe. At injection, the nitrogen vaporizes and the carbon dioxide sublimes. This phase change produces a cold gas (-180° C) that, as it expands and moves in all directions, removes heat and also displaces oxygen. This combined process inhibits the combustion process and lowers the temperature below the reignition point. When the liquid nitrogen and solid carbon dioxide are converted to gases, the expanding gas acts like a piston, forcing warm air out of the porous bed, Although smoke and hot gases arc forced from the burning coal, generally there is no significant increase in the odor associated with burning coal.

This paper presents a technique for representing and analyzing random motions and hazardous events in a computer simulated three-dimensional workplace, providing machine designers and safety analysts with a new technique to evaluate ways to reduce operator-machine interaction hazards. Technical data in this paper is based upon a project striving to reduce workers' risks from being hit by underground mining machinery in a confined space. By simulating motions of an operator's random behavior and a machine's appendage, researchers can accurately identify hazards, and use that information to form safe designs for mining equipment appendage velocity. Validating the model provided improvements in the operator's optimal viewing area, work task- starting positions, and operator's motions for a more accurate random behavior. Preliminary simulation results provided (1) an interesting approach to research data gathering in that there was no need for live subjects and test sites and costs associated with experiments become insignificant and (2) that the model was versatile by showing it was capable of accurately mimicking the range collision forces versus speed, operators' size, and risk behaviors found in actual industrial situations and showed (I) that response time significantly affects the number of collisions experienced by the virtual subject and (2) that analysts must be discerning with the model and not read more From the databases than what the simulation model was designed to deliver. Tool manufacturers continue to incorporate new designs to the internal mechanism of tools in order to decrease the vibration that is delivered to the hand during operation. Modification of some tools to minimize tool vibration is not easily resolved through internal tool design. For this reason, vibration damping materials applied between the tool and the hand are a simple alternative. The damping materials may be applied to the area of the tool directly contacted by the operator or in a glove containing a vibration absorbing pad. These interventions are developed specifically to damp vibration but are not necessarily produced and tested under the same work conditions that a company may expose their workers. Therefore, it is important to test the value of the proposed interventions for the specific applications. This study evaluates the effectiveness of anti-vibration interventions currently in use at a local manufacturing company. Methods The design of this study evaluates the vibration energy produced at the tool handle and from the back of the operator’s hand. Each operator performed a series of fastener installations in metal using several interventions and one series with no intervention as a control. Four of the interventions were gloves containing anti-vibration material and the fifth intervention was an anti-vibration material wrapped around the tool handle. The protocol for wrapping the tool handle was developed and is part of the equipment procedure at this manufacturing company. Test conditions mimicked production work conditions including similar materials, fasteners and technique for installation. Vibration values were collected using 3 tri-axial accelerometers with one firmly glued to the tool handle close the hand grip as recommended by ISO 5349. A second accelerometer was placed on the top of the pistol shaped tool. The third accelerometer was attached to the back of the hand close to the third knuckle using double sided tape. Results Preliminary results for 3 volunteers show a difference between the vibration values of the control condition (mean hand vibration on bare hand = 1.77 Gs) compared to all of the interventions (p=.0001 using Mixed Procedure, Tests of Fixed Effects). The graph below shows individual trials for each subject for each condition. Glove 3 with the air bladder insert shows large variability between subjects (Range = 0.84-3.33 Gs). The other interventions show much less variability both within subjects and between subjects indicating consistent response with use of the intervention.

The Bureau of Mines is cooperating with the U.S. Department of Energy in a directional degasification project at the Emerald mine near Waynesburg, Pa. This project is designed to combine the highly successful underground horizontal degasification technology with surface drilling methods. The objective of this program is to demonstrate that directional drilling can be used as a technique for degasifying coalbeds ahead of mining to reduce the hazards of methane-air explosions in coal mines. The directional hole at the Emerald mine is designed to start vertically and enter the Pittsburgh coalbed horizontally. A 3-inch-pilot hole entered the Pittsburgh coalbecl at a vertical depth of 999 feet, The hole will be reamed to 8-3/4 inches in diameter, and 5-1/2-inch casing will be cemented in place. Three individual 3-inch-diameter, 3,000-foot horizontal gas collection holes will be drilled into the coalbed in a “bird foot” pattern. A corehole and vertical dewatering hole have been completed at the anticipated coalbed intercept. The dewatering hole was drilled to130 feet below the Pittsburgh coalbed, a depth of 900 feet, and 880 feet of 7-inch-OD casing was cemented in place. Seven vertical holes for monitoring the extent and progress of degasification have been drilled within the horizontal drilling area.

This trainer’s guide is designed as a reference manual. The purpose is to offer information and examples to skills trainers to assist them in structuring training for new operators of Walk-Thru roof bolting machines. Trainers can use this manual as a resource for helping trainees learn, understand, and apply knowledge and skills. In this sense, the guide is not prescriptive. It is designed to offer information and trigger ideas on what might be done to accelerate learning to those who are new to the roof-bolting task. On-site trainers can modify this guide to fit their conditions, machines and equipment, and work procedures. They can integrate roof control plans, company policies and procedures, and operators’ manuals from the manufacturers of the original equipment into this guide. Every trainee is different and will come to the job with varying levels of relevant knowledge and skills. The trainer’s decisions on where to start, how to organize the on-the-job and classroom training portions, and when and how to offer different aspects of the training will be based on (1) a pretraining assessment of the trainee’s knowledge and skills and (2) the trainer’s experience in conducting skills training. The “Skill Check” section might be useful for deciding where training should start among miners who have underground experience but limited knowledge of roof-bolting techniques. Every job carries a learning curve and likely has a number of “teachable moments” where significantly new knowledge and skills can be learned. The videos on the DVD that accompany this guide can be shown at the beginning of training to give trainees an idea of what the job entails and related requirements. They can also be used within the training cycle (after the trainee has some experience in the job) to reinforce key points or as a trigger for eliciting questions about particularly difficult parts of the job. The video segments are meant to be visual models of good performance. They are designed to elicit discussion on good (lower risk) ways to do the job. In this context, they can be used very creatively at different times within the training cycle. The section on “Talking Points” offers a number of questions that can be used in the classroom to support and elaborate on certain aspects of the job duties. If the trainee has a fair amount of underground experience, some of the questions can also be used to support the pretraining assessment (i.e., skill check) of knowledge and skills. Likewise, some of the questions can also be used while teaching on the job to reinforce key points affecting safety, production, or maintenance. The section dealing with a mine’s roof control plan should be used at various times in the training cycle to make sure the trainee understands the plan and knows how to apply it in performing the job. The supplemental materials offer additional resources that can be used to support initial job training or follow-up. Learning continues well after an individual has been trained. The supplemental materials can help reinforce good operating skills and provide an opportunity for further discussion on better ways to do the job.

Mercury exists in coal in minute quantities, but the large tonnages of coal consumed could represent relatively large amounts of mercury entering the environment. Limits have now been placed on the emission of mercury, and it is important that reliable analytical methods be available to the chemist. The Bureau of Mines has evaluated analytical techniques used by a number of laboratories; most used vapor phase atomic absorption as the final detection method. Neutron activation was used by some of the laboratories. All of the methods described could be applied, but they require careful manipulation to prevent loss or mercury contamination. In the samples analyzed the mercury content ranged between 0.05±0.01 and 0.4l±0.06 part per million.

This study reports the results of a survey of organizations that used problem-solving simulation exercises to support mine health and safety training. The exercises are designed to teach judgment and decision-making skills within two broad domains: (1) how miners respond to mine emergencies (e.g., first aid, self-rescue, and escape) and (2) how miners integrate safety concepts within the context and performance of routine production work. The simulation exercises were distributed by the Mine Safety and Health Administration's National Mine Health and Safety Academy near Beckley, WV. The present study focused on those organizations that ordered the exercises from the Academy over a 2-year period (1995-96). Researchers assessed how the materials were used and trainer perceptions of the impact of these materials on annual mine health and safety training . A total of 147 organizations ordered the exercises over the 2-year period. Survey responses were obtained from 52 of these organizations. Sixty percent of the respondents rated the exercises as more useful than traditional instructional materials, 40% as equally useful, and 0% as less useful. Most trainers (79%) felt that the exercises help them to make better use of workers’ knowledge and experience during training. Many (71%)also reported that the simulations helped to improve the effectiveness of their instruction and promoted a problem-solving approach to their training. Fifty of the fifty-two respondents reported that they would like to have new simulations developed. A large majority showed a proactive interest in helping to develop and field test new exercises. Ninety-four percent of the trainers judged the exercises as a good value; 92% planned to order more simulations in the future. Based on this study, recommendations are offered for the continuation and expansion of simulation exercises as one method for occupational health and safety training.
