[On December 2, 1932, the Governor of California called upon the representatives of the mining industry of the State to attend a meeting at Sacramento to discuss ways and means of assisting is relieving some of its perplexing and extremely distressing problems, particularly the mounting cost of accidents which faces the industry with an industrial insurance rate for classification of $11.85 per $100 of pay roll, effective January 1, 1033. The significance of this fact is at once apparent when it is realized that the classification rates per $100 of pay roll for mining have steadily increased for some time, as follows: $3.91 in 1924, $5.54 in 1925 and 1926, $8.04 in 1927, $8.53 in 1928, $9.05 in 1929, $9.42 in 1930, $10.54 in 1931, $10.99 in 1952, and $11.85 in 1133. In other words, the cost rates have acre than doubled, wile statistics indicate that the accident rates nave shown an entirely different trend. At the meeting mentioned, one of the management officials sounded an effective keynote when he declared that a spade should be called: a spade. The perplexing problems of any industry can be approached best and remedies applied if that policy is kept to the front. It is appropriate to mention that high accident rates and a decrease in wages in recent years have unquestionably accounted in part for a unit cost rate, on a pay-roll basis; it also is well to explain that the policy years3 1926 to 1930, inclusive, are the years on which the accident-cost experience for 193: is based. "Investigations of the infrared spectra of crystalline and amorphous silica particles of different sizes (0.05, 5, 10, 15, 30, 45, and 260 um) in the range of 400-4000 cm-1 using Fourier transform infrared/photoacoustic spectroscopy we reported. The change in the intensity I of the signal with porosity e of powders follows the e/(1 - e) dependence for strong bands and e dependence for weaker bands as pre¬dicted by the theory of McGovern of al. For strong bands, I also follows the empirical relation I ~ D-n, where D Is the particle diameter in cm and n = 0.34-0.42. The anomalous positive frequency dependence of I on the modulation fre¬quency f observed for the stronger bands in the 45-pm and 260-pm particles Is believed to result from saturation. Some observations on the effect of changing the background from (carbon black) powder to pellet are also made.INTRODUCTIONSince the publication of the Rosencwaig—Gersho (RG) theory on the photoacoustic effect in solids (1, 2), Fourier transform infrared/photoacoustic spectroscopy (FTIR/PAS) has become an important technique for obtaining the IR spectra of surfaces and materials in their natural state (1-12). In the one-dimensional RG theory, the incident radiation, modulated at frequency f, is absorbed by the material to a depth pp = 1/B (B = absorption coefficient), thus setting up temperature variations in the material. These variations heat the adjacent gas/solid interface leading to the pressure fluctuations of the gas above the sample, which in turn is detected by microphone as a PA signal. The thermal wave originating from no deeper than the thermal diffusion length(2k/npcf) 1/2 in the material contributes to the PA signal (here k, p, and c are respectively the thermal conductivity, density, and specific heat of the material). Since u2, can be varied by varying the experimental parameter f, depth pro¬filing by PAS is possible and a number of papers on this subject have appeared in recent years (2-10). Another im¬portant phenomenon is saturation which occurs when the material thickness 1> u> us (1-12).The original promise of PAS for use with powder samples, without the need to ""prepare"" samples as in FTIR spectros-copy, has not yet been fully realized because of several com¬plications. Theoretical works by Monchalin et al. (13) and McGovern et al (14) showed that the interstial gas in the voids of the powders can act as amplifier and that, for the same mass, a finer powder is expected to yield higher PA signal than a coarser powder. Although in a number of earlier studies (15-21) an increase of PA signal with decreasing particle size has been observed, a quantitative check on the equations developed by McGovern et al. (14) has not yet been made. It is necessary to understand the particle size effects in PAS if the promise of PAS for IR spectroscopy of powders is to be realized. In this paper, we report results of a detailed study on the PAS of silica powders for the particle size range of 0.05-260 um and compare the results with theory (14). We have also investigated the frequency dependence of the variousIR modes in these powders and show that the saturation phenomenon affects at least some of the observations. Some observations on the effects of pellet vs powder background are also reported (22-24). Details of these findings are presented and discussed in this paper."

To date the commercial diamond bit setters have been principally interested in the speed with which they could produce a sharp, fast-cutting bit. Thus, a premium has been placed on setters who combine a high degree of manual dexterity with the ability quickly to select the Sharp points and edges of the diamonds and set them in the mold without lost motion. The premium on speed does not allow the setters the time, nor are they trained, to consider also the crystallographic structures of the diamonds which are the clues indicating the harder and more suitable working surfaces. Since early fall of 1949, the Bureau of Mines has been conducting a long-range series of experiments in which drill bort have been oriented in diamond bits in an effort to determine the effects and economic practicability of utilizing the hardest surfaces of the diamond crystal structure. The preliminary experiments completed to date indicate that a substantial saving in diamonds may be affected by using the harder areas of the diamonds as working surfaces in the crown of diamond bits. The experimental work is being conducted by the Bureau of Mines in the laboratories and full-scale mine of the Mining Research Branch, Minerals Technology Division, Region VIII, of the U. S. Bureau of Mines at the Mount Weather Station, Bluemont, Va.

This investigation was conducted by the Federal Bureau of Mines to compare the selectivities of diverse flotation reagents and also of flotation and float-sink methods of separation. Flotation tests, using sodium chloride, an alcohol-type frothing agent, and a kerosine-pine oil mixture as reagents, were made on seven coking-coal samples representing four different beds. The results indicated equivalent selectivities relative to sulfur rejection when entrapment effects were minimized by recleaning the various products. Selectivities relative to ash rejection were also equivalent for some coals; for others, the selectivities of the reagents tended to increase in the order sodium chloride, alcohol-type frother, and kerosine-pine oil. Float-sink tests on these same coals generally gave results indicating better selectivities than those obtained in flotation tests at comparable levels of recovery.

"Modification of Quarry Process.Limestone beds are formed by processes of nature, processes that have been in operation for thousands and perhaps millions of years. Therefore, their com- position and physical properties are long-established and unalterable features over which man has no control. He must take them as he fields them.It is undoubtedly true that the character of lime depends largely on the nature of the parent limestone. A high-calcium lime cannot be manufactured from a dolomite, nor can a pure lime result from the calcination of an impure raw material. However, in the process of turning limestone into lime man is not entirely helpless in his control of quality. Even though a deposit is variable in character a single lime product of uniform quality may be produced by judicious quarrying. A single grade of product may not always be desired, the producer may wish to supply the needs of a variety of users each demanding U different grade or quality of lime such a series of graded products may be produced in part at least by modifying the quarry method. Thus, by changes in quarry practice a single product or a variety of products may be made. The latter problem will be considered at a later time, and the present paper devoted to the first named question' that of producing a single grade of lime from a deposit of variable rock,It is realized of course that uniformity in the product is influenced greatly by manufacturing processes such as calcining' hydrating' grinding or storage, but the present discussion is confined to the influence of raw materials only. In considering the various devices that may be employed it is realized that much remains to be learned, and it is hoped that many operators will contribute to the discussion as they have already done in connection with previous papers of this series."

Noise Induced Hearing Loss (NIHL) is the most common occupational disease in the U.S. with devastating consequences particularly in the mining industry. A study conducted by the National Institute for Occupational Safety and Health (NIOSH) revealed that 90% of coal miners have hearing impairment by age 50, compared to only 10% of those not exposed to occupational noise. According to the Mine Safety and Health Administration (MSHA), Continuous Mining Machine (CM) operators account for 30% of workers exposed to noise doses exceeding the Permissible Exposure Level (PEL). This number becomes more dramatic considering that 49% of the total national underground coal production is extracted using these machines. In this context, NIOSH is conducting research to identify and control dominant noise sources in CMs. Previous noise source identification was performed using a Brüel &Kjær (B&K) 1.92-m diameter, 42-microphone phased array. These measurements revealed that the impacts from the conveyor chain onto the tail roller, and the impacts from the conveyor chain onto the upper deck are the dominant noise sources at the tail-section of the CM. The objectives of the work presented in this paper were: 1) To rank the noise radiated by the different sections of the conveyor, and 2) to determine the effect of a urethane-coated tail roller on the noise radiated by the tail-section. This test was conducted using an Acoustical and Vibrations Engineering Consultants (AVEC) 3.5-m diameter, 121-microphone phased array. The results from this new test show that a urethane-coated tail roller yields reductions in the tail-section of 2 to 8 dB in Sound Pressure Level in the frequency range of 1 kHz to 5 kHz. However, integration of the acoustic maps shows that the front-section and mid-section of the conveyor also contain dominant noise sources. Therefore, a urethane-coated tail roller in combination with a chain with urethane-coated flights that reduces the noise sources in the front and mid sections of the conveyor is required toyield a significant noise reduction on the CM operator?s overall exposure. These results show the applicability of phased array technology for low frequency noise source identification.

A few years ago, (March 3, 1915) Congress passed a law providing for the establishments of ten mining experiment stations under the supervision of the Bureau of Mines. In 1917 the Secretary of the Interior decided that one of these stations should be devoted to Petroleum, and in the early part of 1918, approved the establishment of the Petroleum Experiment Station at Bartlesville, Oklahoma, upon the condition that the city furnish the site for the buildings and guarantee $50,000. for the erection of the buildings. A building site of 5 acres and the necessary building fund was furnished by the Bartlesville Chamber of Commerce.The buildings consist of an administration and laboratory building, both of brick construction. The former is a two-story structure of eight rooms. A large room occupying over half of the main floor is devoted to the library, reception room, and clerical force. The remaining rooms comprise a drafting room and six offices occupied by the staff assigned to this station. The laboratory is a one-story brick building and contains a well-equipped chemical and physical laboratory, also a machine shop and mechanical laboratory. In addition to the main buildings there now are on the property an experimental refinery, a blue-print house, and a store house. These latter buildings are all of sheet-iron construction.

This paper describing the methods of dredging and treatment of gold-bearing gravels at the Lancha Plana Gold Dredging Co.'s dredge is one of a series of similar papers being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The dredge is located near the Mokelumne River, 12 miles west of San Adreas, Calif.; it is accessible by an improved dirt road from Jackson, which is about 20 miles distant.

In situ stresses are important input data for the design of safe, stable stope layouts and extraction sequences. However, it is commonly assumed that normal and shear stress gradients in a stress field are negligible and, consequently, that stresses are uniform throughout the region of analysis. To evaluate these assumptions and to provide input data for an analysis of a shaft pillar mining plan, in situ stresses were measured at the Homestake Mine, Lead, SD, using overcoring on hollow inclusion cells and borehole deformation gauges. These measurements were used with conventional least squares, best fit data reduction schemes. The results showed that normal stresses within the shaft pillar were less than, but comparable to, those estimated from finite-element modeling. Shear stresses were an order of magnitude less than normal stresses and varied considerably from site to site. Possible causes of this variability include effects of scale, elastic moduli, anisotropy, and axial strain. Because of the variability, it is not possible to determine the magnitude of horizontal stress gradients.

Horizontal and vertical air classification systems were tested individually and in simulated tandem use for the recovery of ferrous and nonferrous metals and of other noncombustible and combustible products from shredded urban refuse. The horizontal air system with a larger tonnage throughput was used to obtain preliminary separations, and a smaller capacity vertical system was used as a cleaning device. Air elutriation, magnetic separation, and screening of shredded minus 6-inch municipal refuse recovered 92 percent of the metal in a relatively clean iron product contaminated only by adhering coatings or entrapped materials, recovered 97 percent of the combustibles in a 97-percent combustible product, and rejected 88 percent of the nonmetal noncombustibles. Cleaning of the preliminary combustible fraction produced a 98-percent paper product while rejecting other combustibles (plastics, rubber, textiles, etc.) into a 94-percent combustible product. Retreatment of the preliminary noncombustible fraction produced a relatively clean glass product.

"The importance of adequate mine ventilation for good health and safety conditions has been recognized since miners first ventured underground. All over the world, governmental actions on mine health and safety arc directly connected with mine atmospheric environments their assessment and control. These governmental actions have been, and continue to be, motivated by the repeated experience that potential threats from inadequate control can evolve, either suddenly or in the long-term, into unpleasant reality, with catastrophic health and safety consequences. These governmental actions arc also an indication of the remarkable professional progress being made in the field of mine ventilation.Surely, no developed country allows underground mines to operate without strong measures for the control of ventilation under legislation specific to the mining industry. In the United States, the federal government's responsibility for mine safety has evolved over the years through a series of legislative actions beginning in 1865 and continuing through 1910, 1941, 1947 and 1952.The passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966 (the 1966 Metal Act), the Federal Coal Mine Health and Safety Act of 1969 (the 1969 Coal Act) and the Federal Mine Safety and Health Amendments Act of 1977 (the 1977 Mine Act) arc the most important milestones in this long legislative history. The 1977 Mine Act adopted many of the stronger features of the Occupational Health and Safety Act of 1970, perhaps the most significant piece of legislation on workers' occupational health and safety in US history.It is worthwhile to ask, ""How far has the United States come in mine ventilation since the enactment of the 1969 Coal Mine Health and Safety Act?"" This Act and its associated regulations defined in great specificity many standards for healthful and safe operation of a mine and. in some cases, what constitutes good ventilation practice."

"The significant facts in the problem of the relation between the production of crude petroleum, and the ever-increasing demand for petroleum products are that in spite of continually increasing production, improvements in methods of refining and utilization, and heavy increases in imports, demands grow still more rapidly and we seem always faced with a shortage at hand or lust ahead. On the other hand, our foremost authorities warn um of entirely inadequate domestic reserves. Looking abroad we find some large fields and many of speculative promise, 'tut the situation is complicated by international relations and demands by other countries which promise to be even more insistent than oars. This is the situation, then. We can not rely upon our own Crude Petroleum to meet the Ever Increasing Demand for Petroleum Products.I wish to follow this somewhat alarming statement by saying at once that the Bureau of Mines is not pessimistic in facing this situation. To my mind those who discuss the oil situation may be placed in three categories; the pessimists, the optimists, and the super-optimists. The pessimists I call those who see darkly and will concede no possibility of solution. According to them a few years will see the automobiles piled in windrows of 'dilapidated junk, I have no sympathy with this point of view and deem it vicious and entirely unwarranted.The optimists I term those who believe that there is a solution and that we shall be able to meet all of our reasonable requirements for as far into the future as can be foreseen, yet who recognizes that this desired end can not be attained without prevision and energetic effort.The super-optimists are those who will say to you, ""There is nothing to this talk of shortage, whenever we have needed oil we have always found it and always will."" To these gentlemen the possibility of an inadequate supply of oil is as incomprehensible as the possibility of the extinction of the passenger pigeon was to the early settlers who saw flocks that hid the sun for days during their passage. The passenger pigeon disappeared within two generations thereafter, and I deem this point of view as being perhaps more vicious than that of the extreme pessimist. It seems to me it is nothing less than improvidence lulling us into a false sense of security. There is an old proverb to the effect that ""The Lord helps him who helps himself."" I believe that we shall solve the oil problem, but I do not think it will be solved by vague optimism. It is going to call for our most energetic efforts and I believe we shall have to do a lot of ""helping ourselves."""

"The prevailing practice of washing unsized coal, 1/2-inch and finer, to 1/8-inch and finer, on a table is subject to certain limitations which are commonly overlooked. In some instances good results are obtained by this method, but often the opposite is true and the efficiency of the washing operation is low. Although the separation taking place on a concentrating table is not fully understood, the actual distribution of particles of various sizes and specific gravities was determined a number of years ago by ore-dressing investigators. Hence this paper consists of an analysis of an old problem by new methods. The experimental data on which the discussion is based were obtained in the course of coal-washing investigations conducted by the U. S. Bureau of Mines at the Northwest Experiment Station in cooperation with the University of Washington and with certain coal operator: of that State.Experimental WorkThe general method of study has been to take a large number of zonal products from the table, and separate them according to specific gravity and size into their component parts. The table used is one of the standard commercial sizes with a diagonal deck. The coal to be washed is split into representative portions, which are stored in separate bins. One portion is used for ""timing as"" the table; the products are collected continuously in the same turned to the feed bin, and thus a closed circuit is completed. When the despite conditions on the table are obtained, coal is fed from one of the re. After the table is operating smoothly the entire product is minute; such a sample is sufficiently large to represent accurately the work of the table and at the same time to minimize the effect of beginning at the end next to the head motion, separate samples are made for each foot along the edge of the deck."

Diesel particulate matter (DPM) often contains small amounts of metal as a minor component but this metal may contribute to adverse health effects. Knowledge of the mechanism for particle formation as well as the size preference of the trace metals is critical to understanding the potential for health concerns. To achieve this, the size and the composition of each particle should be optimally measured at the same time. Single particle mass spectrometer (SPMS) would be the best tool for this objective. In this paper, we therefore will introduce new findings about the mechanism and distribution of the trace metals in DPM, derived from a study where an SPMS was used to analyze freshly emitted DPM. The Mining Division, Lowell B. Moon, chief, conducts preliminary examinations, does the actual investigative work, and prepares the final report. The Metallurgical Division, Oliver C. Ralston, chief, analyzes samples and makes beneficiation tests.The field work embodied in this report was under the direction of Austin B. Clayton. The final report was prepared by T. J. Ballard uncle,- the general supervision of Mitchell H. Kline, chief, Raleigh, N. C., Branch, Mining Division. Analyses of samples and beneficiation tests were made by the Metallurgical Division. Highway 64, turning off at Hedrick Grove Church, and is 1 mile north from the highway on the county road. The mine is in Davidson County at approximately 35° 47' latitude and 80° 10' longitude (fig. 1).The property comprises 471 acres and is owned (1943) by the McKeeMining Co., 512 Fifth Avenue, New York City. In 1947, a Korfmann universal shearing machine was installed in a mine in the Southern field of the Pennsylvania anthracite region. The machine was obtained from Germany by the Bureau of Mines after the close of World War II as a part of a program of experimental work to increase the output and lower the cost of anthracite, which the Bureau of Mines initiated in 1944 when an agreement was made with an anthracite-producing company for use of one of the company's mines as a testing ground for certain mechanical equipment procured or developed by the Bureau. A major objective is to develop a mechanical mining method that will increase the rate of advance and reduce the coat of development of coal gangways in steeply pitching seams. In addition to the time to be saved in driving these openings by machine, it is felt that further economies will be affected by making it possible to concentrate producing sections into smaller compass and that savings will ensue in supervision, maintenance, and time required for mining a section. A higher percentage extraction also is an objective. Test work covered by this report was concentrated on the power characteristics, maneuverability, effectiveness, and general qualities of the Korfmann machine in cutting coal, the cutting tests representing the first use of a machine of this kind in steep-pitch mining in the United States.

The Bureau of Mines undertook a theoretical and laboratory study to determine the feasibility of using ethylene as a tracer for natural gas in underground gas-storage reservoirs. The study indicated that ethylene was a useful gas tracer in underground gas storages. Tracer losses were not excessive. Laboratory tests were conducted at pressures as high as 500 psia in both wet and dry consolidated-sandstone cores, evaluating tracer loss with gas blends containing natural gas with different concentrations of ethylene tracer. Under certain conditions losses were less than 17 percent.

The Bureau of Mines conducted this research to determine the feasibility of using soil redox measurements, a relatively new method in mining geophysics, to locate or define a variety of conditions that are hazardous or otherwise of interest to the mining industry. The method was used in three widely separated areas in an attempt to de- fine subsurface concentrations of methane, the edges of coal-burn areas, and a hydrothermal vein set. Both a description of the method used and test cases are given in this report.
