"Finance Minister Paul Martin's second budget might be good for Canada's mining industry in the long run, but the budget raises a number of concerns for the industry in the near term. The budget papers suggest that the 25% resource allowance is not working as intended, and report that the Department of Finance will be reviewing this valuable allowance. The so-called ""large corporations tax"" rate will be increased. This annual tax, which is imposed on a corporation's capital even when the corporation is not in production, is particularly harmful to the mining sector.IntroductionThe Honourable Paul Martin, in his second federal budget, emphasized spending cuts and made only modest tax changes. ABSTRACT The settling, shear strength, and index properties of oil sands fines-sand mixture tailings (FSMT) for a wide range of solids and fines content are investigated. Results indicate that the liquid limit of FSMT obeys a linear mixture law. The fines-water ratio (FWR) governs the permeability of composite tailings (CT) and CT with comparable geotechnical behaviour can be produced from the same initial FWR mixtures. A phosphogypsum (PG) dosage > 900 mg/kg does not improve the dewatering behaviour of CT. The undrained shear strength of FSMT at the liquid limit is approximately 2.4 kPa, but is dependent on fines content at the plastic limit.

"The Cenex orebody occurs at the intersection of northwest and northeast-trending fault zones that formed during post-Hudsonian uplift. The ore is localized in breccia zones, along faults, and in veins and adjacent wallrocks. The host rocks are Tazin quartzo-fe/dspathic mylonites and ultramylonites and chloritesericite- quartz-graphite-feldspar mylonite schist. The uraniumbearing minerals are finely disseminated pitchblende and uraniferous titanate.The earliest mineralization may have been associated with /ate-stage retrograde metamorphism in the mylonite schist. The main stages of mineralization were associated with brecciation, hematization, carbonatization, and chloritization of the mylonites and ultramylonites. Uranium mineralization was clearly much later than any igneous or metamorphic activity associated with the Hudsonian orogeny.Late post-orogenic uplift, erosion, and deposition of the Martin continental clastics in fault basins were coeval with uranium mineralization. The deposit is consistent with a meteoric-hydrologic system constituting a source for orebearing fluids, hence the close spatial relationship of the uranium deposits in the Beaverlodge area with the basal unconformity of the Martin Group."

"A 2D finite element modelling (FEM), based on pure Lagrangian approach, is developed for studying the serrated chip formation during high speed machining (HSM) of 7075-T651 alloy. The solution was achieved using a commercial software package, ABAQUS/Explicit v6.13. The Johnson-Cooke (JC) constitutive equation is used to describe the work material behaviour. Moreover, the JC damage equation is implemented into the FEM to take into account for the shear localization during the serrated chip formation. Modified Coulomb friction model has been used to characterize the sliding/sticking effects on the tool-chip interface with the friction coefficient and shear flow stress determined by force calibration and machining data, respectively. The proposed FEM is validated using experimental data obtained in HSM of 7075-T651. The FEM was able to predict accurately serrated chip morphology. The intensity of chip segmentation was found to increase with cutting speed.INTRODUCTIONHigh speed machining (HSM) is one of the most used processes for manufacturing aircraft parts with aluminum alloys. For aluminum alloys, the use of HSM increases metal removal rate and reduces the formation of built up edges and burrs. However, it was found that serrated (also named segmented or sawtooth chip) and discontinuous chips can be produced during HSM of some high strength aluminum alloys, such as 7075-T6 alloy (Rao & Shin, 2001). Many parameters were found to affect the segmented/discontinuous chip formation during the machining of aluminum alloys.There are two cases in which the serrated chip can forms: the first is when machining hardened materials (Morehead, Huang, & Luo, 2007), and the second, when machining ductile materials with a cutting speed higher than a critical value (Barry & Byrne, 2002). Different theories and models were developed in order to explain the formation mechanism of such kind of chips. According to Astakhov (2006), the segmented chip formation is attributed to variations in stress and plastic deformation states, and resulting temperatures on the cutting zone. Liyao et al. (2013) stated that the segmented chip formation was mainly attributable to adiabatic shear instability/catastrophic strain localization. Others (Vyas & Shaw, 1999) suggest that the fracture/crack propagation mechanism is at the root of chip generation."

"This paper reviews the types of selective continuous miners (SCMs) available at present, and compares their main features. Furthermore, operating practices and mine planning aspects of the SCMs applications are reviewed and conditions for efficient application of this equipment are defined. Finally, the potential applications of the SCMs in surf ace mining of oil sands are discussed INTRODUCTIONIn the 1970s the United States Bureau of Mines (USBM) conducted a program of investigations, design and demonstration of various continuous surface mining concepts, This included continuous mining equipment which was an adaptation of several civil engineering and/or underground mining machinery concepts to surface mining. Upon termination of this program, the related development was continued by a number of equipment manufacturers, leading to development of several types of SCMs. This new type of surface mining equipment is able to mine selectively hard and thin multi-layered formations at high, sustained, and economically viable production rates.While used mostly in coal mining at present, the characteristic features of this equipment permit conclusion that it may prove to be an efficient tool for surface mining of oil sand, and/or related overburden stripping. Of particular interest here may be the ability to mine thin layers of hard material, without a need for its earlier fragmentation, and the ability of the SCMs to load a variety of haulage equipment, including belt conveyors."

"Extractive metallurgy was divided into the three sectors pyro-, hydro-, and electrometallurgy in 1959 when Professor Joseph Newton at the Idaho School of Mines in Moscow mentioned this in his book Extractive Metallurgy. Pioneer hydrometallurgists who built this discipline can be traced to the alchemists in the ninth century. It is now a mature subject of great importance in which pressure plays a vital role. Short biographies of some hydrometallurgists and the processes they invented are briefly outlined.INTRODUCTIONHydrometallurgy is the use of aqueous solutions to recover metals from ores. It is a relatively new discipline when compared with pyrometallurgy the use of fire to melt ores and recover metals which was practiced in ancient times. Hydrometallurgy can be traced to the time of alchemists whose concern was the transmutation of base metals into gold. Although alchemists did not succeed in their venture yet they described many reagents that are useful today. For example, they prepared sulfuric acid by distillation of iron vitriol, muriatic acid by distillation of sulfuric acid with salt, and nitric acid by reaction of sulfuric acid by reaction of sulfuric acid with salpeter. Jabir Ibn Hayyan the Muslim alchemist who lived in the ninth century (Figure 1) described aqua regia a mixture of nitric and hydrochloric acid that can dissolve gold although either acid has no action on gold. THE MIDDLE AGESIn the Middle Ages, it was reported that copper was recovered at Rio Tinto in Spain by allowing copper-containing pyrite to be exposed in piles to the action of air and rain. Copper sulfate solution obtained was treated with pieces of iron to precipitate metallic copper—a process that was called cementation. Georgius Agricola (1494–1555) (Figure 2) a medical doctor in Saxony who used to visit mines and smelters to examine miners and metal workers, described in his book De Re Metallica the parting of gold, i.e., separating of silver from gold by acids."

Sulphuric acid addition is a major driver of the economics in the processing of nickel laterite ores by high pressure acid leaching (HPAL). Understanding the optimal acid addition rate is essential for the success of any HPAL operation, and this is especially true at Ambatovy, where the composition of the feed tends to vary significantly on a day-to-day basis. Most studies on the effect of acid on nickel extraction in HPAL have used laboratory testwork as their basis. Although these studies are invaluable in assessing the economics of a new project, they are limited by the range of ore composition that can be tested and the differences between the operation of the laboratory equipment and the commercial plant. To enable optimization of the acid addition at Ambatovy, operating data from the HPAL operation were obtained using OSISoft’s PI system and the data from several periods were examined to develop relationships between acid addition and nickel extraction. The initial relationships from 2014 focused on the acid required to achieve a target nickel extraction of 95%, with aluminum and magnesium in ore and feed slurry solids content as the major variables. As Ambatovy ramped up through 2015 and 2016, the calculated acid requirement was further refined to address the effects of HPAL temperature and retention time, and the oxidizing/reducing characteristics of the ore, and to generate acid requirement relationships as a function of ranges of nickel extraction. These relationships supported raising the target nickel extraction to 96% and enabled the development of an economic model between acid addition and nickel extraction.

Placer Dome is learning from experience in Latin America, Asia and Africa, as well as in North America, that contributing effectively to sustainable human progress in the areas of its operations presents unending challenges to think creatively, communicate effectively and remain culturally sensitive. People must be better off in terms of their economic circumstances, their social conditions and the quality of their natural environment not only during the life of the mines, but after mines close. Stakeholders, all those who are directly or indirectly affected by a mining project, should be able to participate in decisions which affect them. The development of sustainability strategies, the monitoring of sustainability performance and the implementation of sustainability programs are best done in partnerships with governments, communities, nongovernmental organizations and multilateral development institutions. Ultimately, the success, if not the survival of mining, will depend on our ability to get the sustainability equation correct.

Peat/ands distribution in Canada is widely spread thoughout the country and corresponds to a wide spectrum of wetland habitats which overlay peat deposits. The development and the evolution ofpeat/ands and peat deposits are closely linked together, since the vegetal remains of the peat deposits originate from the peatland habitats, and the peatland habitats constitute a response to many factors, including the properties of the substrate, which are the peat deposits. Peat/ands are defined as waterlogged terrains where the production of plant materials usually exceeds the rate of decomposition. The underlying peat deposits consists of organic residues associated to peatland vegetation, more or less decomposed, built up and kept under anaerobic conditions. Peat/ands evolution and distribution are determined primarily by climatic factors, but also by the geomorphology and edaphic conditions. All of these create particular hydrodynamical environments which will vary according to different regional settings, and sequentially to an evolutive time frame.

Magnesium-based alloys are of growing interest for many industrial applications due to their favourable strength-to-weight ratio and excellent castability. Mass reduction has advantages in many industrial sectors for example, in automotive, a reduction in mass improves fuel economy and can lead to more efficient mechanical systems by reducing the weight of moving parts like wheels, gears, pistons. However, the relatively poor corrosion and wear resistance limits the use of magnesium and its alloys in many potential applications. The patented Keronite® plasma electrolytic oxidation (PEO) process enables manufacturers to overcome such problems and, in its latest generation equipment has been developed to industrial realisation for high volume production. This paper presents microstructural characteristics and corrosion performance of two most widely used high pressure die-cast magnesium alloys AZ91D and AM6OB with a duplex corrosion protection coating system that comprised a thin Keronite pre-treatment followed by a subsequent automotive grade final powder coat.

ALL mineral production? of Can11.da is transported in a mine car at some stage during its extraction. There are as many types and varieties of mine cars as there are of mines. Many of the cars in use were developed in the blacksmith shop. Others were designed by engineers and improved by the mine foremen and the mechanics. Every mine car has the ideas of miner, blacksmith, mechanic, and engineer incorporated in it. Many of these ideas are not generally known. This paper was written to make at least some of this information available to the mining industry. In drawings, tables, and notes, it gives all the important details pertaining to the cars. It .does not recommend any particular type of car for any particular piece of work, nor does it present drawings from which a car can be built. It gives the engineer or master mechanic information on many cars which he can apply to his own particular problems. It is hoped that this information will be of use to mine operators. If a few new ideas are conceived as a result of the paper, the author will feel that the effort of compiling it has been worth while. In order to obtain the data for the preparation of the paper, a questionnaire, copy of which is here reproduced, was sent to all the operating mining companies in Canada. An accompanying letter briefly explained the purpose of the paper and asked for co-operation in furnishing as complete information as possible.

"Does Canada need a mining industry? Isn't it a chronically depressed collection of businesses that pollute the air and water and tear up the countryside? Wouldn't it be better if Canada's investors devoted their attention to high-technology endeavours, tourism, and other relatively pleasant tasks?Probably the answer to whether Canada needs a mining industry in the 21st century is to look at the real mining industry that is in operation today. The facts indicate that mining is a very important contributor to Canada. It has certainly encountered some challenging times during periods of recession, and it face s severe and continuing problems of cost and competition in world markets. However, uneconomic mines have been closed, others suspended, and productivity has risen dramatically with employment at 77 000, down from 101 000 in 1981. The country's metal and non-metal mines, metallurgical plants and semi-fabricated metals industries employed an estimated 378000 workers in 1986, and paid wages than any other sector of the Canadian economy. This effort resulted in the production of 60 different metals, non-metals and structural minerals valued at $13.5 billion.The trade aspects of the mining industry are of paramount importance. If there is a reason for this situation to change during the next century. it eludes the authors. Canada has the well-developed expertise to discover, evaluate, develop, operate and profit from existing and new businesses based in an enormous area endowed with a nearly unbelievable variety of mineral resources. Many countries throughout the world must rely on producers like Canada, if they are to maintain and/or improve their standard of living."

Laboratocy flarmnability tests were perfonned on dust samples from Fraser Mine in a 1.2 L Lindenburg horizontal tube furnace to detennine the percentage of sulphur oxidized during ignition. The explosion pot ential of sulphide dusts depends on their degree of spontaneous oxidat ion, which was measured by the quantitative analysis of so2 gas released during ignition. Test results indicated that dusts with low sulphur content could exhibit a higher degree of oxidation than a sample with high sulphur content. txlst characterisation using image analysis techniques suggests that the structure and the texture of dust are important factors influencing the explosibility of sulphide dust at ignition temperatures. Therefore for safe mine operations% sulphur content cannot be considered as a reliable single index that could be used to predict the potential of a sulphide dust explosion. Physical, chemical and mineralogical characterisation of dust plays an important role in the detennination of suitable indices for the prediction and prevention of sulphide ore dust explosions.

The Polokwane Smelter Complex (PSC) relies on a single 68MW high-intensity six-in-line furnace to smelt a planned 650 000 t/a dry concentrate to produce a platinum group metals (PGM)-bearing matte. As typical of a greenfields venture, considerable attention was paid to the project development and implementation stages of design, engineering, construction and commissioning. Somewhat unusual though, was the role of a dedicated multi-disciplinary "Operational Readiness" and support team, comprising the owners team and specialists from the furnace designer, HATCH, to effect a safe and rapid ramp-up to the design smelter capacity of 68MW. The challenges encountered in developing an effective partnership will be discussed. The modus operandi and roles of the "Operational Readiness" team during the design, procurement, construction and commissioning stages as well as that of the operational support team within the overall ramp-up objective will be presented. "A laboratory test program was initiated by the Department of Energy, Mines and Resources as part of the National Uranium Tailings Program to investigate the applicability of a radium selective ion exchange complexer for removing radium from Canadian uranium mining effluents. The test program was carried out by Melis Consulting Engineers Ltd. under contract to the Department of Supply and Services using the Saskatchewan Research Council facilities located in Saskatoon, Saskatchewan.The results of this work showed the ion exchange complexer, Dowex XFS 43230.00, to be efficient in removing radium from contaminated water of uranium mining operations with the ultimate loading capacity of the resin on one type of water treated being determined as approximately 1,600 Bq/cm3 of new resin. Although this resin has potential application for treatment of effluent streams in uranium operations it has been identified that the resin efficiency and capacity is directly related to the chemistry of the water being treated and site-specific testwork is required in order to establish reliable design data for full-scale operations.IntroductionThe possible applicability of a radium-selective ion exchange complexer for removing radium from Canadian uranium mining effluents had been identified and discussed as a possible alternative to present radium removal methods during a review of disposal technology options for the National Uranium Tailings Program of the Department of Energy, Mines and Resources(1). Work by other workers(2.3) had shown the complexer to be very efficient in removing radium from contaminated water. Also, plant trials on contaminated minewater at the Mt. Taylor uranium mine in New Mexico is reported to have shown the resin complexer to be efficient under plant operating conditions.As a result, a laboratory test program was initiated by the Department of Energy, Mines and Resources as part of the National Uranium Tailings Program to investigate the suitability of this resin for Canadian uranium mining effluents. In recent years the global mining industry has addressed its social and environmental responsibilities and numerous factors have contributed to this. Corporate Social Responsibility (CSR) is an important part of mining company strategy for practical implementation of the goals of sustainability, transparency, accountablity and good relationships with stakeholders:- investors, employees and communities. A key stakeholder for all mining companies is the local community which is affected by the mining operations. Companies must identify the emerging social and environmental trends, study the interests and concerns of various communities, address their needs and maintain a positive relationship. The CSR programmes of Czech coal mining companies are focused on surrounding community initiatives and sustainable responsible business. Mining in the Czech Republic is subject to strict rules and regulations and supervised by the State Mining Authority. Mining projects undergo rigorous approval procedures which encompass all operational measures at the different planning levels ? such as public participation in the authorisation process for mining projects, the application of the Environmental Impact Assessment Directive, environmental sustainability programmes, innovative solutions and flexible options offered by the mining company. One very important part is the preparation of the mining-technology preconditions and developing the integrated planning process in which all socially and politically relevant subjects in the mining operation surroundings are included. In an in-depth debate, all stakeholders may jointly develop the concept, in accordance with democratic principles. The optimally conducted dialogue process needs broad communication bases, including setting up theme-related joint taskforces, together with good moderation and the highly qualified support of technical experts. Using a case study of Severoceske doly a.s. Chomutov (SD Company) and the Czech Coal Group ? Czech leaders in the extraction of brown coal, this paper aims to examine the community development approaches and the CSR effectiveness of large scale mining companies. This paper brings a review of CSR and other such voluntary initiatives in the mining industry's proactive steps to contribute to societal well-being in a meaningful way. Key studies are provided by the projects ? Region with Better Perspective?, ?Stop Dust for Healthy Brezno Village?, ?Clever Heads for the North? and ?Coal Safari?. CSR issues are managed throughout all stages of the mine operation and beyond, long after the mine closes (e.g. post-closure programmes of new landscape, alternatives for reclamation including generation of lakes in former surface mines, conceptualization of industrial heritage). Communities need to be given the opportunity to help themselves through participation in CSR projects rather than being recipients of financial gifts from the company. A fair balancing of interests is the basis of any successful cooperation.
