In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

The 2 Moz Vogue mineral resource is a recent discovery at the Sunrise Dam gold mine (SDGM), lying approximately 600 m vertically below the Sunrise Dam open pit. Unlike most other lodes, which are dominated either by steep vein sets or shallow high-strain (shear) zones, it lies broadly in the hinge of a folded felsic porphyry body, where it cuts intermediate volcanic lavas and volcaniclastic rocks and is not specifically concentrated at a lithofacies contact. The mineralisation is controlled by a complex interplay of moderate to shallow, west-dipping high-strain zones that are transected by irregular and discontinuous high-grade, north-west-, north–south- and east–west-trending breccia sheets that initially caused problems with attempts to model broad domains. However, by combining the structural controls and styles with the distribution of gold, arsenic, sulfur and antimony, we have improved opportunities for scheduling, extracting and processing the most appropriate material considering the current mining and processing constraints.The early delineation process for the Vogue lode revealed a significant mineral resource for the SDGM, coupled with the recognition of some potentially difficult downstream implications for mining and processing. The ultimate success of mining at Vogue will be a consequence of combining standardised data collection and geological modelling techniques with the results of the novel innovative techniques applied at an early stage of the project.Innovation (in the truest sense) drives change and application to deliver efficient and effective outcomes. Initial data generation and interpretation in lodes above Vogue provided a sound geological model based on strong structural foundations, leading to ideas that could be tested and validated by stress inversion analysis and modelling simulations. Geomechanical modelling simulations, based on the structural analysis, then provided an insight into both the structural and fluid evolution of the system and highlighted target areas. This promoted support for deeper drilling and sampling, which lead to the discovery of Vogue.With additional data, the structural model for Vogue was re-engineered through combination with geochemical and hyperspectral analysis and detailed geological and geostatistical domaining. Initial poor results from metallurgical tests from a small batch sample refocused efforts to undertake mineral and chemical characterisation and profiling (geometallurgy) and combine this data with the composite geological-structural-geochemical model. In the comminution industry cone crushers are widely used for secondary and subsequent stages of size reduction. Traditionally cone crushers have been operated and monitored manually. Alteration of discharge setting is now commonly achieved via hydraulic means, however, compensation of liner wear can still involve plant shutdown and loss of production. Drift in discharge setting due to liner wear is still a major problem that must be addressed to improve product quality, consistency and reduce recirculating load. The continuous demand for better quality products and the high cost of reprocessing or discarding unsaleable material, highlights the need for re-examination of the technology associated with the crushers to ensure optimum control and system efficiency. A collaborative project between Pegson Ltd, one of the leading UK manufacturers of jaw and cone crushers, De Montfort University Leicester, and Transfer Technology plc was established to address the technological requirement for automation of the control of cone crushers. The machine chosen for the study is a 900 Autocone cone crusher manufactured by Pegson Ltd. The design philosophy is based on a mechatronic approach providing a complete solution through a distributed network of intelligent sensors, artificial intelligence technology and adaptive control. The modular design of the system ensures a progressive sophistication in technology that allows the automation to be phased in as required. This will ensure maximum benefits to all sectors of the aggregate industry. It is estimated that the automation will result in savings of around ten per cent. The savings will result from minimising the production of unsaleable products by reliable condition monitoring and automation of the control and maintenance of system parameters to optimise system efficiency. Extension of the methods and principles into the mining sector is anticipated. The control over the size of crusher product will offer great benefits to the mining industry with significant implications for subsequent milling and beneficiation processes.

Global cement production accounts for about five per cent of man-made CO2 emissions (WBCSD, 2002). Such operating practices will increasingly be considered unsustainable, unless significant reductions in environmental impact can be realised by the industry.Slag is a high volume waste product from ironmaking, with about 300 kg of slag being produced per ton of iron. Critically, one ton of slag waste, if used as a replacement feedstock for Ordinary Portland cement (OPC), can prevent around one ton of emitted CO2 since no calcining is required. Slag cement blends can also show superior properties compared to OPC, such as lower heats of hydration and higher late strengths, but more development is needed to overcome their low early strengths. Rapid quenching of molten slag is required to produce æhydraulically-activeÆ binder when reacting with OPC; but water quenching can also require between five to ten tons of water per ton of slag at the plant. æDryÆ granulation (atomisation) is emerging as an alternative technology, the resulting solid product does not require drying, and possibilities exist for recovering heat energy from the hot slag.CSIRO Minerals has well-developed skills and equipment in pilot-scale pyrometallurgical treatment, and granulation of molten slag, including traditional wet, and also dry methods. Techno-economic desktop studies can also be used to help quantify factors such as value-adding of treated waste products, potential reductions in CO2 emissions and carbon credits, reductions in water consumption, and the possible decreased energy costs associated with fine grinding of dry slag granulate.The authors will present preliminary results from slag atomisation/dry granulation testwork (0.5 - 2.5 kg scale) and associated modelling studies, conducted using a æsyntheticÆ and industrial ironmaking slag. Outcomes from a techno-economic study on production of cement utilising wet or dry atomised slag granulate will also be discussed in detail.

The continued exploration of the major brown coal deposits of the Latrobe Valley has resulted not only in the discovery of huge additional reserves, but also in new concepts of the stratigraphy and structure of the coal seams in that area. The author sets out his interpretation of the new information which has become available over the last six years.A section of the paper is devoted to the quality of the coal. As the chemical composition of these brown coals has been discussed in some detail by previous authors, only the major constituents and the heat value of the coal are dealt with in this paper. Some of the variations in quality are related to the geological structure.The occurrence of underground water and its relation to open cuts is dealt with briefly.INTRODUCTIONThe Latrobe Valley Tertiary Basin is almost entirely covered by a layer of Post Tertiary sediments which mask the underlying rocks and their structures. As a result, the geological understanding of this area has had to await the comprehensive drilling campaign in search of brown coal, initiated by the Victorian Mines Department in 1917, and subsequently carried on by the State Electricity Commission of Victoria. The first detailed geology was published by Herman (1922), and this was followed some 25 years later by papers by Edwards, and later Thomas and Baragwanath, to which reference will be made later in this paper. Herman included a section on the geology of the Latrobe Valley in his book Brown Coal, which was published in 1952.Since that time a considerable amount of new information has become available from the continued drilling carried out by the Commission. In addition, geophysical work carried out by the Commonwealth Bureau of Mineral Resources has assisted in the defining of geological structures in the area.

The oolitic iron ore reserves in Lisakovsky, North Kazakhstan represent quite a challenging deposit both from a technological and from a resource point of view. The difficulties in processing such types of ore are connected with the extremely fine dissemination of phosphorus and gangue minerals inside the oolitic formations. The goethite crystals are cemented in their structure by aluminosilicates with quartz and other gangue minerals and dissemination is so fine that they are not separable by physical methods. The laboratory tests performed for dephosphorisation show that the combination of alkaline roasting followed by low intensity magnetic separation and acid leaching enables the obtaining of high grade iron concentrate. The magnetic separation performed ahead of leaching is effi cient as a means of buffering the high pH by washing out the soluble salts and the excess of base and after leaching facilitates the removal of secondary liberated gangue minerals in the non-magnetic fraction. As a consequence, phosphorous content is dropped to a more acceptable level for the ferrous metallurgy and iron grade and recovery reach 61.6 and 80.8 per cent respectively.

Potential means of lowering overall costs to permit deeper stripping include : 1. the use of larger diameter blastholes in highly-fissured strata (to reduce drilling costs); 2. dewatering from semi-permanent bores to reduce blasting costs (by maximising the use of bulk ANFO) and promote highwall stability; and 3. the use of inclined blastholes, bulk AN, staggered V1 patterns, adequate backfill and more cost-effective stemming columns. Each of these is covered. The pumping of bulk watergels continuously raises the blasthole water column, thereby perpetuating the demand for these blasting agents. This must be a principal consideration when choosing between a bulk and a packaged watergel. Any packaged product should exhibit dimensional permanence and an energy yield per metre length equal to that of bulk ANFO. Possible ways in which controlled trajectory blasting (CTB) could benefit deeper stripping operations are outlined. By allowing the maximum use of bulk ANFO, de- watering may be a prerequisite of a viable CTB Operation.

Most Australian mining projects are becoming smaller, more remote and with lower grades of ore. Their small size has been making it harder for mining companies to absorb the large infrastructure costs. This has forced companies to reduce those costs in every way they can. Social factors, environmental groups and even tax laws have added other pressures to force down the infrastructure costs for remote projects. For the last ten years, the downward trend in costs has been marked. It seems certain to continue for years into the Future.

Traditionally, comminution and flotation have been surveyed, analysed and optimised separately. This often results in less than optimal outcomes because of the complex interactions between the two processes. Flotation recovery is a strong function of the valuable mineral particle size distribution with lower recovery of ultra-fines due to poor flotation kinetics, optimum recovery for the intermediate sized particles and lower recovery for the coarser particles due to poorer liberation. Thus, to optimise flotation recovery and grade it is usually best to grind to a fine size. This requirement needs to be balanced by the cost of grinding finer and the revenue that results from an increase in grinding throughput, which often results in a coarsening of the flotation feed.This paper demonstrates a technique which can be used to predict the effect of a change in feed grind size on flotation performance. It can be used to determine the optimum grind size for a particular operation which optimises total circuit profitability. Analysis is relatively easy to perform, as a minimum, requiring only size by assay data of the feed and product streams of the process. Case studies will be presented that demonstrate the usefulness of this technique in feed grind applications. Potential use of the technique for regrind evaluation is discussed. Indian iron ores with less than 62 per cent Fe are currently unexploited, except for a few sectors which export them to foreign countries. It is anticipated that by 2012 the countryÆs domestic steel production is likely to rise to the tune of 60 million tonnes per annum. To meet this requirement, it is necessary to utilise not only the existing high-grade deposits but it is also necessary to look into exploiting the leftover iron ores of lower grades. Hence, reserves with Fe content 62 per cent and below (particularly the ores with In the present paper, an attempt has been made to beneficiate three different types of low-grade iron ores selected from three different parts (states) of the country. In the paper, alternative routes for beneficiation and effective utilisation have been tested using different techniques in the laboratory in an attempt to match their (Al2O3/SiO2) ratio after thorough characterisation and liberation studies. The paper also encompasses the geological formations, occurrences and distribution of Indian iron ores as well as highlighting the problems associated with the fines, possible metallurgical routes, and their market segregation from the perspective of end users.

The purpose of the paper is to discuss socially sustainable development in the mining industry and the communities surrounding the mines. The discussions are based on results from a prestudy and literature review on mining and sustainable development conducted during 2013–2014 at Luleå University of Technology in Sweden. ‘A social licence to mine’ is important for the mining industry, but the social dimension is a relatively underdeveloped dimension when it comes to sustainable development in general and the mining industry in particular, one reason probably being the lack of effective methods for capturing social impacts. The mining industry and the surrounding communities face many challenges that provide both possibilities and obstacles to socially sustainable development; eg aspects such as gender, work conditions and cultural aspects. For example, a strong mining workplace culture and community identity can create strong cohesion but also lead to excluding certain groups, rejecting new ideas and reinforcing obsolete values. Other challenges include recruitment, as well as health and safety in relation to an increased use of fly-in-fly-out, contractors and automation of mining. Some challenges relate to the effects of fluctuations in the mining market. There is a lack of research that links attitudes, policies and activities within companies to their impact on the wider community, and vice versa. In-seam, directional drilling has been implemented at Huntly West Mine, New Zealand as the most cost effective means of obtaining geological information at a level of detail and accuracy required for planning of longwall ("flexiwall") panels. No geological or geophysical technique tried at the mine prior to 1989 has been able to reduce geological risk to an acceptable level. Surface and in-seam seismic methods have not had adequate resolution. Obtaining the required knowledge via surface drilling would be prohibitively costly, and still not precisely locate or orient faults or the axes of seam "ridges and valleys".A total of 3543 m was drilled at an average of 67m/shift including setting up time. Unplanned delays totalled only 9.6 percent. Major re-interpretation of seam structure resulted from the drilling. Lateral and longitudinal panel grades have been defined. which should be negotiable with the Coalcorp longwall equipment.

In late 2014 the Flinders Power Management Team was executing business improvement plans to ensure continued electricity generation until 2028 and beyond. Six months later, in June 2015, the Board announced the closure of the Flinders Power South Australian business, including the Leigh Creek Coal Mine, the Northern and Playford Power Stations located at Port Augusta and the 250km railway line. The announcement was preceded by a brief period of internal planning. A date was soon set for ceasing coal mining operations, being November 2015. The mine is unique in many ways. Located approximately 550km north of Adelaide the site has over 100 years of history and was formerly operated by the South Australian Government. Privatisation in 2000 saw the mine continue operation under Perpetual Leases from the South Australian Government. The leases included exemptions from multiple sections of the Mining Act 1971, obliging primary regulation under the Mines and Works Inspection Act 1920. The coal, being a low rank sub-bituminous brown coal, is prone to self-heating and spontaneous combustion. The mine and company town Leigh Creek were the economic and cultural heartbeat of the community. Facilities at the mine were shared by the community and vice versa. While many mines across Australia and the world enter periods of care and maintenance, few have been actively closed to the point of relinquishment (Bennett and Lacy, 2016). A swift decision to close, followed by a short mining operations shutdown period, presented significant technical and regulatory challenges for both the mine operator and for Regulators. The subsequent joint risk mapping process employed by Flinders Power and South Australian Mining Regulators was a unique real-world example of collaborative mine closure planning and execution. Lessons learnt are valuable for all mines, production facilities and for Regulators, even for those who may wrongly assume that closure is many years away. CITATION:Williams, B and Querzoli, A, 2018. The Water Delivery Alliance (WDA) was established to design, construct and commission the pump station and desalinated water delivery pipeline to link the desalination plant on the Kurnell Peninsula (constructed by others) with the existing distribution network at Erskineville, Sydney, Australia. The WDA consisted of McConnell Dowell Corporation Ltd (Macdow), Bovis Lend Lease Pty Ltd (BLL), Kellogg Brown and Root Pty Ltd (KBR), Worleyparsons Ltd (WOR), Environmental Resources Management Group Inc (ERM) and Sydney Water Corporation (SWC).Sydney’s Desalination Project is one of the initiatives to secure Sydney’s water supply against the effects of climate change, population growth and drought. The desalination plant, 100 per cent powered by renewable energy, can supply up to 250 million litres of water per day (mld), which is up to 15 per cent of Sydney’s water needs. The project involved the construction of an 18 km pipeline with an ultimate capacity of 500 mld to accommodate any future increase in the output of the desalination plant.The Alliance procured three full-face tunnel boring machines (TBM) from Herrenknecht AG to construct the 6.5 km of tunnel that would provide a conduit for the DN1800 welded mild steel cement mortar lined (MSCL) pipeline at a number of locations along the route. Nineteen shafts and 16 tunnels were required to complete this work.Crucially one of the TBM drives involved construction of a tunnel into Botany Bay under protected marine life habitats; enabling the connection of the MSCL water carrier pipeline into the dredged section of pipeline underwater, approximately 800 m off-shore in Botany Bay.This paper details the retrieval of the 17.4 m long TBM from the ocean floor upon completion of the Botany Bay tunnel allowing for subsequent use on the Project. Elements covered in the paper include the 835 m tunnel, design and construction techniques for the tunnel and recovery, and details of the methods used to install the DN1800 water carrier pipeline.

LKAB operates two underground mines in Kiruna and Malmberget, Sweden. Blast furnace pellet is the main product and makes up 70 per cent of total production. The orebodies are hosted by 1910 - 1860 Ma old volcanic rocks. The host rocks and the ores were affected by the Svecokarelian orogeny for 1890 - 1860 Ma ago. The deposit belongs to the Kiruna type apatite-rich iron ore. Magnetite is the main ore mineral but haematite is the dominant ore mineral in some orebodies in the western part of the deposit. Large-scale sublevel caving is the dominant mining method. Three main haulage levels are in operation at present. The ore boundaries and quality can be detected by geophysical logging resulting in reduced waste dilution and subsequent grade reduction. The susceptibility measurements have been used in the magnetite ore since 1991 and gamma-gamma measurements in the haematite ore since 1998. The mining scale has increased during the last 20 years but diamond drilling has remained at approximately 18 000 drilling metres per year. Uncertainties in the ore constructions can lead to unexpected cost increases, ore loss and dilution. The ore boundaries are evaluated with percussion drill holes using in-hole geophysics to achieve satisfactory geological knowledge. The probes are calibrated in all currently mined orebodies. The correlation between core sample assays and measured susceptibility and gamma-gamma values is strong. The cost to determine the ore boundary by percussion drilling with in-hole geophysics is two-thirds lower, and productivity is six times higher compared to diamond drilling. The measurements are made by geotechnicians and the interpretations by a geologist. The results are transferred to a database and presented three dimensionally as holes with iron grade intervals on mine maps. The interpreted holes are used by the geologist in various ways in the geological modelling. Layout planning uses the measurements as a tool to place the drifts at the correct distance from the ore contact especially in the longitudinal sublevel caving and the production hole planning to optimise the final length of the cross-cuts and drifts for best ore recovery.

Process engineering principles are used to analyse the features of leaching processes for large masses of low grade, unprocessed ore. Different performance characteristics are related to the numerous variants of these processes. The variant for which reagent enters a heap only via the input solution is further subdivided into three modes of operation. The three modes may occur in testwork and full-scale operations; the effects of process variables on the rate of the process are completely different in each mode. The mode can be identified by the time at which reagent first appears in the pregnant solution. It is related to the ratio of the height of the heap and the thickness of a band of ore in which the reactions are localised. Synthesis of the phenomena occurring within a heap via a computer program has produced a quantitative relation for the reaction band thickness. The program has been validated for several different systems. The overall achievement is that the mode of operation and the rate of the process can be forecast before column testwork is commenced. Some applications of the outcomes to testwork, process design and operational tactics are described.

The optimisation of a metallurgical plant requires two kinds of sampling systems. The first provides samples to follow process changes, so in due time actions to maintain key parameters within pre-established specifications can be applied. The second provides composite samples at the end of a working shift to demonstrate that valuable constituents sent to the plant went to either a final concentrate or to the tailings in a logical, expected proportion. Contrary to what many experts may claim, these two kinds of sampling requirements are incompatible and cannot be fulfilled using the same sampling systems; this is because the required samples have completely different objectives. A process control sample is an instantaneous sample with increments taken at short intervals, and the objective is to know where the process is at any given time. Excellent accuracy is not a must, however good precision is recommended since a possible process correction may need to be made. Online analysers fed with in-stream stationary cutters or other kinds of in-stream or by-stream probes can do well for such a mission. A composite sample for metallurgical accounting with increments collected over a long period of time, for which excellent accuracy and good precision are both required, must be generated by sophisticated and extremely well-maintained cross-stream sampling stations. The use of process control sampling systems to achieve good metallurgical accounting has been promoted by several manufacturers of sampling equipment around the world; it is a grave mistake that is misleading top management and a practice that should be scrutinised and preferably eliminated. Deep hard rock underground mines tend to experience high stress as such drives exhibit dynamic responses attributed to a rock burst variant (strainburst). This dynamic behaviour is difficult to predict, and every effort is made to devise the appropriate dynamic support system for its associated failure restraint. This paper outlines the back analysis and the support scheme design for an underground decline that exhibited damage from a dynamic strainburst occurrence. It employs a decline section that experienced a dynamically loaded strainburst that initiated rock fragment ejections. The procedure involves a preliminary structural analysis, a seismic intensity measure, and a rock mass simulation to determine the static stress concentration and ground support system response. The numerical simulation is conducted in FLAC3D which employs the advanced strain-softening IMASS constitutive model governed by two Hoek–Brown (HB) bounding yield surfaces. To account for the post-peak brittleness response associated with strainburst the plastic strain multiplier () is adjusted to 0.0 < < 1.0. The back-analysis shows that the occurrence was initiated by a low-intensity seismic wave that superimposed an extra stress component to the initial static stress which triggered rock fragment ejections. Additionally, the appropriate support scheme comprised of Weldmesh, Fibrecrete, static (split set) and yieldable (Kinloc) reinforcements is recommended and implemented. Thereafter, the bolt’s efficiency is evaluated based on the axial force and elongation capacities and then compared with the published bolt performance data. The evaluation results show that the maximum bolt axial force (0.1 per cent) and elongation (0.006 per cent) are below the designed capacity and rupture strain.

In high stress mining environments, production drill rigs are often employed for rapid drilling of boreholes for systematic cable bolting. One outcome of this drilling method is the need for larger boreholes than would normally be drilled using customised bolting machines, such as the Tamrock Cabolter. Past laboratory studies indicate that, under ideal grouting conditions, borehole diameter has little effect on the pull-out strength of cable bolts with high bulb densities. However, the sensitivity of pull-out strength to large boreholes and less ideal variations of grout strength have not been investigated. To explore these sensitivities, industry standard single embedment tests were conducted on large boreholes simulated using steel pipes. Four borehole diameters were tested, namely: 42 mm, 52 mm, 81 mm and 106 mm. In each case the grout water to cement ratio was varied from 0.35 to 0.45 and two cable bolt bulb spacings were considered, namely: one and three bulbs per metre. The results indicate that, across the range of parameters tested, variations in peak axial load at failure corresponding to changes in hole diameter were statistically insignificant.
