IN developing the orebody on lower levels of the Star mine at Burke, Idaho, Hecla Mining Co. is faced with a serious problem in driving raises. Levels are at 200-ft intervals. As a raise is being driven between levels, at points about 70 and 130 ft from the sill, heavy pressure arches develop and the raise becomes extremely hazardous. Eventually, following a blast, caving occurs, making it impossible to recover the raise. In February 1957 it was decided to attempt sinking a small winze on the vein from the 5500 to the 5700 level. This shaft (winze-raise No. 2) was to be used as a raise prior to stoping. It was assumed, and correctly, that the heavy ground pressure could be controlled by timbering close to the bottom after each advance.

There are certain physical characteristics of steel resulting from its treatment while being formed into useful products which have been, and are, well known to its manipulators ; but under the stress of business competition and other controlling influences, all knowledge is not always given either full sway, or even full acknowledgment. Such has been the case in the making of steel rails. It is universally acknowledged that steel rails of heavy sections, made during the last tell years, have not given as good service as the rails of lighter sections produced before that time. While certain fundamental principles of steel-making have been acknowledged, their application to the steel-rail manufacture has been, if not actually denied, completely ignored.

THE test of the English Cupellation furnace should be so supported that the cupeller can change readily the elevation of the test, and at the same time watch the litharge channel. It is also important to raise or lower either side, independently of the other, in case of uneven wear of the side walls or of the breast. If the refined silver is poured from the test, it is much better to control the lowering of the test from the front than to raise the back by screws or a lever. In order to. enable the cupeller to manipulate the test with one hand, when the litharge is running, and to pour the refined silver from the test without aid, I have altered the common support to the .test, as shown in the accompanying drawing. The common method of supporting the test is by four screws, working in cross-bar nuts beneath the test. The points of the screws set into the test plate upon which the test rests. These screws are usually worked by pounding or pulling upon the heads, which may be either small pulleys or straight bars, as shown on the back screws in the drawing. In 1974, iron pellet production in the Great Lakes region reached the 53-million-tpy level, accounting for more than 88% of the nation's pellet production. By 1978, pellet output from the Great Lakes district will climb to at least 78 million tpy. To achieve this 50% increase in output, the US iron and steel industry is investing at least $1.25 billion in new mines and pelletizing plants, mostly in Minnesota and Michigan. The biggest effort is concentrated in the Mesabi Range of Minnesota, the heart of the US steel industry's major iron ore source: here, plans for two new taconite plants-one by Hibbing Taconite Co., and the other by Inland Steel Mining Co.-and three major expansions of existing facilities are already under way to boost Minnesota's total iron pellet capacity from the current 41.2 million tpy to 65 million tpy by 1978. The facilities being expanded are those of US Steel Corp. (Minntac operations), Eveleth Taconite Co., and National Steel Pellet Co.

ROSPECTING for uranium in the East is hampered by the lack of bedrock exposure due to extensive overburden and residual soil. But, despite the problems of this physiographic province, it has not been ignored in the search for radioactive materials. Since 1951 both the U.S. Geological Survey and the Atomic Energy Commission have had field parties in the eastern U.S. Tempo of private prospecting is increasing, and many discoveries have resulted. AEC work so far has been concentrated in the areas of most numerous discoveries-Pennsylvania, New Jersey, and New York. Accounts of uranium mineralization in the eastern U.S. are found in the old literature and one site in the Mauch Chunk area of Pennsylvania has been known since 1874. In 1949 McKeown examined the original occurrence there and found another southeast of the town. The deposit appeared to have commercial possibilities and a short period of production began in July 1954

Radial layout's guiding principle is the grouping under one roof of the operating processes which require continuous supervision. Separate treatment sections are isolated by outside stockpiles fed with radiating conveyors. Hence the name "radial" layout. Many plants are designed with "linear" layout where successive operating stages are dotted like beads along a string of conveyors.

A study conducted at The Ohio State University sought to deter- mine whether explosives break rock primarily employing shock energy or energy stored as borehole gas pressure. The amount of broken material, calculated borehole pressure, and measured stress waves are compared as decoupling ratios (borehole diameter/explosive charge diameter) increased from 1 to 3 and all other variables remained constant. Breakage and calculated borehole pressure displayed a decrease as the decoupling ratio increased while the shock energy remained constant. The strong implication is that borehole gas pressure is the primarary force in breaking rock with explosives.

Iv all new movements unavoidable misapprehensions arise, which should be cleared away, lest they retard the progress of the movement itself. An impression has gone abroad that the movement for conservation of resources is a new movement. No one knows better than the engineer that this is not the case. Men like Douglas and Raymond and John Fritz and Edison and McDonald, and hosts of others, have preached and practiced conservation as applied to mineral resources throughout a long and useful life-time; and, in general, the work of the engineer and the chemist, both in this and in other countries, has been along the line of continually greater efficiency in the use of all available materials. And the results already accomplished through the efforts of these experts are now saving annually many millions of dollars to the people of the United States in materials and labor. It is true, however, that the need for conservation, that is, for a wiser and more efficient use of the natural resources, has taken on a new life, and is being brought home to the people of the United States in a manner which is awakening public interest and even the public conscience. It is, therefore, both appropriate and fortunate that the engineers, the chemists, and the thinking men of all classes are availing themselves of the present impetus to the movement to emphasize anew the lessons which heretofore they have found it more difficult to impress upon the American public or even upon the captains of industry. Still another of these misapprehensions is to the effect that many of the leaders in the present movement hope to bring about conservation of resources through legislation or execu-

When Robert H. Richards wrote Ore Dressing, the famous four-volume work published in the first decade of this century, the ore dresser was still largely concerned, with the mechanical treatment of ores. Since then, however, economics have transformed him into a mineral processing engineer who must increasingly deal with closely integrated facilities designed to produce a commodity for manufacturing. Moreover, this change will grow marked as the complex low- grade ores of the future make it ever more necessary for him not only to use the best combination of pyrometallurgical, hydrometallurgical and physical separation processes, but also to integrate these processes at the mine site. Nor are economic pressures the only ones propelling the processing engineer into a new era. The ecology drive has thrown him into a new situation in which his economic base is radically altered, and it could well precipitate as drastic a revolution in his technology as that which took place when flotation was developed.

Inasmuch as the higher grade potash deposits are rapidly being depleted, it is important that economic beneficiation techniques be developed for recovering potassium compounds from lower grade sylvite ores and deposits containing clay materials. The Federal Bureau of Mines has conducted research to develop processes for heavy liquid concentration of potash ores, This method of concentration is discussed, and results of tests made on potash ores from New Mexico are presented. The tests demonstrated the technical feasibility of producing near commercial-grade potash concentrates, with a high recovery of the contained sylvite. The concentration of minerals based on their differences in specific gravity dates back to the very beginning of mineral dressing, and the use of heavy liquids in the laboratory to achieve optimum mineral separations has been utilized for many years. With the advent of froth flotation and its success, the incentive to develop new processes has remained relatively dormant. However, flotation refinements in the nonmetallic ores have not progressed as rapidly as in metallic (sulfide) ores because of the complexity of the deposits and the chemical similarities of the minerals.

INTRODUCTION Economists have long expressed suspicion of the economic theory of natural resource exhaustion, even in writing articles which have contributed to it (1). Indeed, the gap which separates the pure theory from practical management seems unusually wide. It is doubtful whether a mine manager could possibly know enough about the relevant parameters of his mine to steer it along the optimal paths described by the theorists (2). Nevertheless, enough faith in the theory remains that mine managers are suspected of being a separate breed whose behavior must be studied in special courses using specialized text-books, collections of readings, and journals (3). The implied hypothesis, that mines and natural resource firms are managed differently than other firms, is the subject of this paper. In the next section the theory is developed and analyzed. In section III, I discuss the implications of the statistical results that have been obtained. Finally, conclusions are reserved for section IV. THE MODEL A key difference between the traditional theory of natural resource production and that of other forms lies in the set of variables which ire assumed to jointly determine the quantity of output the firm will produce. For three years The Hudson Coal Co. has used egg anthracite instead of coke in its foundry cupola. It has long passed the stage of being told it cannot be done—the metal would be cold, of poor quality, or the speed of operation would be low. From observation, from use and from test. we know that our metal is about average; the cast iron invokes no adverse comment from the machine shop and the speed suits our foundry requirements. We have there-iore resolved into practice anthracite combustion processes in an industrial furnace formerly using coke, under conditions suitable to our needs. When it comes to translating what we know into use in another cupola, however, where operating conditions may be different, or to explaining why, with seemingly the same conditions in our own cupola, we have attained sometimes a temperature of 2800° in the metal and at another time 2600°, or a speed of 5 tons per hour against 2 35 tons per hour, we cannot do it. We cannot do this because there seems to be an unbridged gap between laboratory ideas on combustion and practical ideas on com-bustiqn, which we have been unable to cross in terms understandable to us as practical consumers. This gap or bridge centers around the problem of how combustion actually takes place; and we believe it is controlled by two factors: (I) the character of the surface of the fuel and (2) the space provided and needed within which the oxygen of the air is allowed to or can act on that surface. It has long been contended on behalf of coke that porosity is an important factor in combustion, although, admittedly, there are two schools of opposing thought on this question, as revealed in technical literature. It has been understood generally that a light, porous coke is the best metallurgical fuel because there are more square inches of carbon exposed to the blast of air, therefore more useful carbon-dioxide reactions can take place in the given space between the entrance of the air and the point where useful work is done. It is now our general idea that the heavier and the harder the coal, the better the metallurgical fuel, provided the surface of that fuel is suitable for fast reaction with the oxygen. Time and Space A cupola is loaded in layers of fuel and iron. The horizontal line where the first charge of iron rests on the coal is the top of the bed coal. With us that is 22 in., usually, above the tuyeres where the air enters. This means 600 lb. of coal. Every subsequent coal layer is 100 to 125 lb. of coal, and that 100 to 125 lb. of coal melts 1000 lb. of iron at around 2700° in the ladle. This quantity of coal represents a 3-in. layer spread across the cupola. The question arises: If this 3 in. of coal will melt 1000 lb. of metal, why was it necessary to use 600 lb., or 22 in., of coal beneath and between the first charge of iron and the air entrance?

THE nature of certain pernicious dusts commonly encountered in the removal of iron ore from the underground mines of the Lake Superior district is recognized, and appropriate measures for the protection of individuals subjected to these dusts have been applied in most mines for more than to years. Undoubtedly the principal concern has been demanded by dusts that contain as a constituent silicon dioxide in its free or uncombined state, the mineral we all know as quartz or chert. Investigators1 agree that among the factors that determine injurious exposure are: the composition of the dust, the concentration suspended at the breathing level and the duration of the exposure. We have on hand data that describe the experience of several underground iron-ore mines in the Upper Peninsula of Michigan and Wisconsin in regard to these factors, which in a large measure also reflect the general experience of the other mines of the area. We believe that a discussion of these data will indicate the effectiveness of the dust-control methods that have been considered good practice and that have been employed over a long period of time. A silicosis-prevention program was ini¬tiated by the iron mines of the Upper Peninsula in 1934 and records of mine dustiness are available from that date to the present time. For dust conditions previous to 1934 the results of observations conducted in other industries can be utilized together with local information pertaining to the development and initial application of rock-drilling equipment. DEVELOPMENT OF ROCK DRILLS The earliest percussion rock drill that later had any industrial use was patented in this country in 1851.2 This machine was later modified and improved in many respects but its piston-type design remained standard for drilling equipment in most mines for the next 63 years.3 The piston drill was operated either by air or by steam. It employed a solid drill steel, fastened directly to the reciprocating piston. The drilling was done dry except in holes directed at an angle below the horizontal. For these water was manually injected into the hole and the pumping action of the rod expelled the sludge. The dry cuttings from drillings inclined above the horizontal fell from the hole by their own weight. A development of major importance from the standpoint of dust generation and control occurred with the invention by J. G. Leyner of a hammer-type rock drill that embodied the essential feature of a drill steel with a hollow core. His patent was secured in 1897. The machine was a radical departure in drilling method. CRUSHING has always been a major operation in the chemical and metallurgical industries, yet little is known about the theory of crushing, and today, the design of crushers is still based almost entirely on empirical knowledge and accumulated practical experience. In view of the increasing national need for the economic working of poorer grades of ores, the lack of a fundamental under- standing of this unit operation hardly presents a satisfactory situation. Basic investigations of crushing have been concerned mainly with three phases of the problem, 1-the mechanism of the fracture process itself, 2- the particle size distribution of the crushed product, and 3-the relationship between the energy input and the amount of new surface produced. Probably adequate information on these phases will be required for a comprehensive understanding of the process of crushing. A bibliography covering these phases will be given as well as a review of the work done in recent years at the University of Minnesota on the relationship between the energy input for crushing and the amount of new surface produced.

THE economy as well as the living standards of a country depends largely upon adequate supplies of raw materials at reasonable prices. Geological and climatic conditions responsible for the occurrence of commercial minerals and the growth of raw agricultural and forest products are so varied in different parts of the world that no country can be self-sufficient. The world is rapidly shrinking because of improvement in transportation facilities, but populations are steadily increasing and so are the needs for a greater production of raw materials and for their more equitable distribution. Too many barriers between nations prevent free access to the main sources of supply of the raw materials vital to neighboring nations and it is just such barriers that are often the cause of friction and even war. The International Trade Organization is doing a commendable job in helping to. break down barriers and to reduce friction, and we should now find ways to facilitate access to these sources of supply and encourage more efficient and greater production of the raw materials so urgently needed throughout the world. This cannot be done by individual selfish governmental agencies, influenced as they are by politics, nor by socialistic governments attempting to nationalize industries. It can be done efficiently only by the free individual through private enterprise properly protected against adverse governmental action. This protection can be supplied by the World Bank.
