The objective of this study is to make a critical evaluation of the magnitude and extent of electrostatic hazards in typical U.S. mining operations and to assess the adequacy of techniques, materials, and equipment for detecting and minimizing these hazards. This was accomplished with an incident/accident survey, mine visits, literature search, and engineering analysis. It was concluded that it would be desirable to (1) utilize ground fault interrupters to minimize stray current from electrical utilities, (2) decrease the current and electrostatic sensitivity of electric detonators used in areas with a high incidence of lightning strikes or troublesome stray currents, (3) institute quality control and test standards for blasting material and protective devices, (4) establish an electrostatic monitoring program for loading ANFO in plastic lined holes, and (5) establish a risk criteria for operator exposure in mines.

"The rare earths industry started in Austria in 1887 by Carl Auer von Welsbach (1858-1929) Professor of Chemistry at the University of Vienna. The process was based on monazite sand transported from Brazil as shipping ballast free of charge. This made possible producing thorium, cerium, and other rare earths at a low cost, thus permitting the growth of the industry. However, once the Brazilian authorities realized the strategic importance of the sand, shipping was stopped. Brazil then started its own processing of the sand in 1949. The background for Auer’s work, the role of Robert Bunsen in Heidelberg, and the invention of the spectroscope will be presented. INTRODUCTIONHeidelberg on the Neckar (Figure 1) was the meeting place for chemistry students from all over Europe in the nineteenth century. Her university founded in 1386 had already a famous professor of chemistry and medecine in the Faculty of Medicine by the name Leopold Gmelin whose three - volume Handbuch der theoretischen Chemie appeared in 1817-1819, that became later a multi-volume monumental work. As successor to Gmelin came Robert Bunsen (Figure 2) in 1852 who made this university town the Mecca of chemistry students. One of his students, the English Henry Roscoe (1833-1915) who became later a distinguished professor in Manchester, described him as follows: ""As an investigator he was great, as a teacher he was greater, as a man and a friend he was greatest""."

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. The success of any blast is dependent on the accuracy of the blast design and the field controls used on the shot. This point cannot be over emphasized because when the geometry is not measured and/or field controls are not properly implemented, it can often have devastating effects on the final blast results. Thus drilling accuracy, tiont row burden control, explosive confinement, energy distribution, explosive selection, timing and structural geology become critical parameters in the design of successful blasts. Understanding the actual dynamics of the blast and why certain results were achieved is the fast step in optimizing a blast design. As stated by R. Frank Chiappetta, “Of all the blast monitoring systems available today, high speed videography still remains as the best stand alone instrumentation system for blast diagnostics.” Over the past years I have analyzed hundreds of blasts using either high-speed lowcams (500 frames per second) cameras or standard digital (30 frames per second). These analyses confirm, without a doubt, that shot geometry, in combination with structural geology, is the most important factor in overall blast results. Drilling accuracy is the single most important component in efficient blasting. Having equal mass associated with an equivalent energy is the basis in which blasts are designed. When drilling inaccuracy or borehole deviation occurs, not only is the energy unevenly distributed, but the basis of all design calculations becomes invalid. Over the past several years, quarry and mining operations have employed the use of boretracking measuring devices to measure borehole deviation and hole toe locations. In cases of operations using top hammer drills, it was discovered that the amount of deviation was significant and far greater than they believed they had. Set up error, improper drilling techniques and bit wear were some of the contributing factors. Through video anaysis of boretracked blasts, blast results were directly linked to drilling ..accuracy. The comparisons here took into account blast design, energy factors and hole sequencing.

This paper will present three interesting case studies of past bridge projects, to demonstrate how correct choice of foundation can help to meet the project commitments while the wrong choice of foundations can led to huge delay in project completion, leading to time and cost overrun.

"RÉSUMÉ La lixiviation acide d’un minerai oxydé cupro-cobaltifère en milieu non réducteur et en milieu réducteur en utilisant le Fe2+ et le métabisulfite de sodium (SMBS) a été étudiée et les résultats ont été comparés. Les tests de lixiviation ont été effectués à température ambiante, dans une pulpe à 30 % solide, avec une vitesse d’agitation de 600 tr/min, un potentiel redox de 350 mV pour les tests en milieu réducteur, et un pH de 1,8. Les tests de lixiviation avec usage du SMBS comme réducteur ont donné la meilleure cinétique de lixiviation du cuivre. Pour le cobalt, c’est l’usage du Fe2+ qui a donné la meilleure cinétique de lixiviation. L’augmentation de la dose du fer dans la solution au-delà de 5 g/L a influencé négativement les rendements de lixiviation du cuivre et du cobalt. ABSTRACT Acid leaching of a copper-cobaltiferous oxide ore in a non-reducing environment and in a reducing environment using Fe2+ and sodium metabisulfite (SMBS) was studied and the results compa¬red. The leaching tests were performed at room temperature, in a 30% solids pulp, with a shaking speed of 600 rpm, a redox potential of 350 mV for the tests performed in the reducing environment, and a pH of 1.8. The leaching tests using the SMBS as a reducing agent produced the best copper leaching kinetics. As for cobalt, the best leaching kinetics was achieved using Fe2+. An increase in the amount of iron in the solution above 5 g/L negatively influenced copper and cobalt leaching yields. INTRODUCTION La République Démocratique du Congo (RDC) est un pays reconnu dans le monde pour son sous-sol qui regorge d’énormes quantités de cuivre et de cobalt (USGS, 2014; Palisade Research, 2016). La technique qui semble être la plus recommandée pour extraire à la fois le cuivre et le cobalt des minerais oxydés cupro-cobaltifères est la lixivia-tion acide en milieu réducteur. Cette technique est appliquée par la majorité des sociétés minières qui exploitent ces minerais dans l’ex-province du Katanga en RDC, à savoir: Tenke Fungurume Mining, Mutanda Mining, Kamoto Cop¬per Company, Sicomines, Gécamines, Boss Mining, Chemaf, Ruashi Mining et Somika. L’usage d’un agent réducteur est indispensable pour l’obtention d’un bon rendement de lixiviation du cobalt. En effet, plusieurs chercheurs s’accordent sur le fait que le cobalt trivalent de l’hétérogénite (CoO·2Co2O3·6H2O) est insoluble à l’action de l’acide seul; il ne devient soluble qu’après réduction en cobalt bivalent (Mwema, Mpoyo, & Kafumbila, 2002; Mulaba-Bafubiandi, Ndalamo, & Mamba, 2007; Ferron, 2008; Seo, Choi, Kim, & Tran, 2013; Stuurnam, Ndlovu, & Sibanda, 2014)."

The demand for iron-ore is ever increasing with the industry directly employing 60 500 people in a range of highly skilled roles in Australia. In the year 2019, the global iron-ore production was 2.85 billion tonnes. It is estimated that each tonne of beneficiated iron ore produces 400 kg of tailings. The IOTs are fine, dense and stable crystalline material mainly composed of iron oxides, alumina and silica. The current and most applied method of iron-ore tailings (IOTs) disposal is using subaqueous disposal of tailings in dams. The footprint generated by a tailings dam is massive and requires constant monitoring due to the possibility of a failure making the operation and maintenance of tailings dam extremely expensive. This review briefly discusses the known causes of tailings dam failures, their impact to the environment and day-to-day human life and potential applications of IOTs. The increase in water content enhances the pressure on dam walls. This in turn increases the liquefaction potential of the tailings and reduces the overall strength of the dam making it more vulnerable to failure. Potential applications of IOTs are in paints, aggregates in construction materials and bricks. The reuse of IOTs reduce waste and generates further revenue facilitating a path towards a sustainable future for the industry.

The influence of blasting on the excavators’ efficiency, defined as mucking rate (amount of rock mucked per unit time) and mean bucket load (amount of rock loaded in each bucket operation), is investigated. Rock characteristics, blasting parameters (drill pattern, explosive energy, and charging), and the excavator’s performance (truck loading time and number of buckets to fill a truck) were monitored in eleven blasts in an open pit iron ore mine. ANFO, ANFO/emulsion blend, and watergel were used in the blasts and the powder factor was varied between 0.98 and 1.45 kg/m3. The mean bucket load is mainly affected by the bucket size, which is independent of the blasting parameters. Besides the relation with the mean bucket load, the mucking rate was found to be positively correlated with the explosive energy, whereas no significant correlation with the rock properties was found. The analysis of the data, together with other published works, suggests a non-monotonic relation of the mucking rate with the powder factor, with a maximum mucking rate at a certain powder factor. This is especially true when the useful work of the explosive per unit rock volume is used rather than the classical mass powder factor and when only the amount of explosive above grade is considered.

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

Either in the raw state or when calcined to lime it enters directly or indirectly into the manufacture of a great variety of products and its sphere of usefulness is continually expanding. The term "limestone" as here employed includes all varieties from high-calcium limestone, consisting almost entirely of the mineral calcite, to the highly magnesian variety, largely dolomite. Lime is also discussed .because lime is simply calcined limestone and often the material may be used in either the calcined or natural state. Limestone has been of service to man since prehistoric times but only in the last hundred years has it become one of the most important raw materials in industry. It is manifestly impossible for the Bureau of Mines either to recommend or adversely criticize the statements of the various writers , particularly as to cost and profit estimates in articles referring to American shales , but it is hoped that the investigator will use caution in considering such statements , as it is well known that much of the literature on this subject has been published for promotion purposes and is therefore over- enthusiastic . Bearing this fact in mind , the reader should be able to judge for himself the reliability or usefulness of these articles .

The paper looks at the basic theory of tri-bological wear and the role played by the lubricant and its additives. It presents the argument that the “real cost of lubrication” is not the purchase price of the oil or grease, but rather the costs associated with not using the correct lubricant. A number of examples are presented, covering oils, greases and additives, in which a detailed evaluation of the application has shown that when all of the benefits of using the best lubricant/additive are evaluated, the savings achievable greatly surpass the incremental cost of the superior lubricant. One of the emerging classifications of costs in industry today are those associated with environmental protection. Two of the examples used describe the replacement of more conventional lubricants with environmentally acceptable products, compounded to compete in all aspects of serviceability, but which have the added bonus of being not only biodegradable but also of being of low toxicity.

A study(1) on the sulfuric acid extraction of alumina from some Pennsylvania ferruginous clays indicated that the published electrolytic method(2)(3) seems to be more efficient than the known chemical methods (4-9) for removing iron from the leach liquor. The main disadvantages of the chemical methods are the consumption of excessive amounts of reagents and/or the precipitation of prohibitive amounts of aluminum. In the electrolytic method, iron is deposited on the mercury cathode, while aluminum is not and remains in solution. This method, however, had been handicapped by the lack of an effective and economical way to purify the contaminated mercury cathode.(7)(l0). Described herein is a scheme for cleaning the mercury cathode, and for recycling the clean mercury back into the electrolytic cell. Armed with such an apparatus, the effects of applied potential, temperature, and operation time on the electrolytic separation of iron from aluminum sulfate solutions were determined. For the sake of comparing results, a term, removability, was coined to represent the percentage of iron amalgamated per unit height of electrolyte (cm.), per unit surface area of cathode (cm.2), per unit of operation time (second).

The technology of clay and the manufacture of ceramic products therefrom, and also the clay resources of most of the individual States, are already covered by a voluminous literature. The present resume touches these matters only briefly; its purpose is essentially to bring together in small compass certain of the elementary factors affecting the potential commercial value of a clay deposit. In its preparation the author made extensive use of the annual chapters on Clay in Mineral Resources of the United States and in the two annual issues of the Minerals. Yearbook that succeeded them. For careful review and constructive criticism of the manuscript, the author is indebted to Hewitt Wilson. GENERAL DESCRIPTION The term ?clay? includes a great variety of substances that may differ widely in chemical mineralogical and physical properties. No two clays are exactly alike. All of them however, have the prominent characteristic of becoming more or less plastic when wet. Nearly all of the useful clays can be molded into articles, will hold their shape while being dried, and can be converted into a hard, rocklike substance by heat. Clay may, and in fact usually does, consist of a number of minerals among the commonest of which are kaolinite, quartz, feldspar, iron oxides, mica, bauxite, calcite, and manganese oxides. Organic matter is often present. Pure kaolinite, which has the formula A1203. 2 SiO2. 2H2O, is ordinarily, considered to be the parent "clay substance," butt most clays contain other hydrated mixtures of alumina and silica (aluminosilicic acids) along with indefinite amounts of sand and other nonessential minerals3/ Even, this so-called inert matter affects the plasticity, drying shrinkage, ease of drying, and final density, and at high temperatures may react chemically with the clay substance.

The US mining industry today is fighting for its existence. We are plagued by the shortage of materials, of equipment, of fuels, of capital, of manpower. If we solve those shortages, we are then frustrated in our attempts to open a new mine or, perish the thought, a new smelter. If we manage to make a profit, demagogues will accuse us of stealing from consumers; and, if we do not make a profit and have to shut down, the same demagogues will accuse us of creating unemployment. Meanwhile, in every aspect of our business - from research, exploration and development, to production, marketing and selling - we are hindered in every way by the bipartisan mismanagement and crippling controls of a government bureaucracy gone amok. We are fighting a war on every front. Some of you realize that ours is a war of ideas. In order to win, our industry must make its ideas heard. But to be heard, we must have something to say - which means: we must know our case logically and consistently, all the way down to essential principles. A principle is a primary truth applicable to a great number of instances. A principle is like a road map: it shows you all the possible alternatives for getting from where you are to where you want to go. Although practically everybody recognizes the usefulness of a map and the need to consult it to find the best way' to get from one city to another, most people are not as careful in charting the course of their life, or the course of their industry, or the course of their nation. And so they act blindly, at random, by the whim of the moment, and get nowhere fast.

More than a few discussions are taking place these days among management economists seeking a way out of the dilemma of lower productivity vs. higher labor costs. Most suggestions would be illegal under present antitrust laws. Otherwise interindustry cooperation could be used to divide up some of management's tasks. Or price structures might be tuned to the special machinery and skills of some plants. Both remedies would be under attack almost immediately. There is one other remedy that is getting lots of attention: some form of compromise between management and labor to phase out no longer needed work practices that unions insist shall be retained. Railroads are the national industry suffering the most from this disease, still known as "featherbedding," an epithet coined by the railroaders themselves.

The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented III this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964.
