HISTORICAL PERSPECTIVE Environmental protection is not a newcomer to the minerals industry, there having been numerous examples dating from decades ago. Sometimes the awareness of a need for preservation or restoration derived from the ethics and principles of the engineers and management responsible for development and operation of a property. On the other hand, pressures to clean up industrial messes frequently were applied by special interests such as farming and ranching, recreational and conservational groups, and local governing bodies. Mineral industry environmental controls in this century have therefore been a patchwork of good intentions and bad, clean operations and dirty ones. The Hoboken siphon converter for converting copper matte while effectively capturing sulfur dioxide at a relatively high concentration was developed in Olen, Belgium in 1928, a full sixty years ago. The alternative was closure of the Hoboken smelter by Belgian government health officials who had become intolerant of sulfur dioxide emissions which were causing serious respiratory ailments in the river valley in which Olen is situated. As early as 1958, the Anaconda Company had a full-time botanist on its metallurgical research staff with the responsibility of learning how to vegetate the extensive tailings deposits at Anaconda, Montana. By that time, considerable progress had already been made in restoration of Silver Bow Creek, which at one time was “dead” for as far as 40 miles down- stream from the point of entry of acid mine drainage in Butte.

Five-element style deposits are unusual hydrothermal systems that are typically characterized by a nickel-cobalt-arsenic- silver-bismuth metal assemblage. This mineralization is often represented by abundant native silver, arsenic, or bismuth, and followed by nickel, cobalt, and iron arsenides (skutterudite, safflorite, nickeline, rammelsbergite, and lollingite). The Black Hawk district in Grant County, New Mexico is one of the few examples of this mineralization style in the United States. Despite the differences in formation temperature, depth of emplacement, and host rocks between five-element style deposits worldwide, there are commonalities in mineralogy, ore texture, and composition. A detailed exploration of the native metal and arsenide phases will be performed to compare ore forming fluids between systems and the effects on styles of mineralization and paragenesis, as well as to aid in broader classification of the deposit style. Mineralogy and mineral relationships of the Black Hawk District and other five-element deposits worldwide will be characterized by reflected light petrography, scanning electron microscopy, X-ray diffraction, and electron microprobe analysis. Mineralogical phase diagrams will be generated to better understand the driving processes and evolution of the systems through native metal and arsenide precipitation.

There are more than 15,000 abandoned mine features in New Mexico. A considerable number of these mines have not been cataloged or assessed for prioritized reclamation efforts. These mine wastes can be examined as a resource of critical minerals. Many of legacy mine waste deposits have undiscovered commodities and critical minerals, due to low recovery processes during past production. In this project, Black Hawk mine wastes in Grant County, New Mexico are examined by thorough mineralogical and geochemical characterization. This project seeks to characterize and estimate the critical minerals in mine wastes of Black Hawk mine, and determine the acid generating potential of mine waste. Identifying and producing critical minerals in New Mexico may directly benefit the U.S economy and national security.

The Duval Corporation porphyry copper deposits at Copper Canyon and Copper Basin, though widely separated, form an economic unit requiring integrated exploitation. Contrasts in mineralization, host rocks, and mode of occurrence present unique mining and milling problems. Mixed oxide-sulfide ore is treated in extensive dump leaching facilities in both areas. Complex copper-gold-silver ore is treated in a 4,000 tpd mill at Copper Canyon. In both areas, hypogene metallization occurs within large aureoles of metamorphism and hydrothermal alteration related to quartz monzonite intrusions of mid-Tertiary age. Supergene processes further altered the rocks and enriched the hypogene protore. At Copper Canyon, hypogene copper and iron sulfides with gold and silver occur in fractures, as partial replacement of favorable beds, and as disseminations in Paleozoic sedimentary rocks. The lower part of the Pennsylvanian Battle Formation was a particularly favorable host. Metallization occurs to a lesser extent in quartz monzonite. Metal zoning is well developed. The deposits at Copper Basin consist principally of supergene copper minerals in arenites of the Cambrian Harmony Formation. Oxidation of hypogene copper and iron sulfides in tactite zones has formed at least two commercial deposits; intersections of fractures with favorable beds exerted important ore controls.

"Tunnels designed to NFPA 502 are required to withstand the RWS time-temperature curve, more specifically prevent progressive spalling and loss of strength of steel reinforcement. Fire boards or spray-on layers can be effective, however, these solutions have capital and whole-life cost implications. The use of “fire resistant” concrete based on a suitable aggregate with polypropylene fibers has also increased in recent years. This article presents a new methodology for thermal and structural analysis of segmentally lined tunnels, which permits the analysis of project specific fire curves and an assessment of different fire protection strategies. The effectiveness of fire boards is assessed along with whether “fire resistant” concrete alone is a viable means of achieving the required protection. Finally, since NFPA 502 recommends water-based fixed fire-fighting systems for Category C and D tunnels, we discuss the question of how a fixed fire-fighting system should be addressed within the structural design. INTRODUCTION Protecting road tunnels from structural damage and collapse is a key requirement for both life safety and business continuity. Where road tunnels are part of key highway corridors, protecting business continuity is a high priority for owners, operators and the Authority Having Jurisdiction. For existing tunnels, compliance with NFPA 502 may require upgrades with either passive fire protection and/or water-based fixed firefighting systems. For new tunnels, compliance with NFPA 502 requires a combination of good practice in design and fire testing. A water-based fixed firefighting system is a Conditionally Mandatory Requirement1 for Class C and D tunnels, i.e. all tunnels greater than 300m and 1000m long respectively. The basis for fire safety design of new tunnels and assessment of existing tunnels is the worst-case fire scenario. Computer assisted mine planning and design applications are routinely used by many Australian mining companies, However, the design process requires human expertise to recognize and evaluate the potential pitfalls. This paper introduces the application of a commercial optimization software (WHITTLE 4D) for strategic planning of an open pit mine in Western Australia. The authors present their experience in intelligent application of the optimization program while incorporating many technical and nontechnical obstacles. This paper provides some guidelines on how to apply the optimization software without loosing sight of practicalities. Moreover, this paper also shows how to build project evaluation guidelines for non-experts.

This paper deals with drilling large diameter shafts for the mining and construction industry with diameters in excess of 3 feet to more than 20 feet in diameter. It discusses appropriate applications of the rotary drill method, linings for large diameter shafts, circulation systems,, and the limitations of the method. Each specific rotary drill method is determined by the geology of the area, the depth to be drilled and the formation fluids encountered. Shaft lining or casing must be improved to result in lighter weight, higher strength and lower cost. All phases of rotary drilling equipment must be improved to drill shafts in excess of 10 feet in diameter. As these goals are reached, more shafts of large diameter will be drilled by the rotary method for the mining and construction industry.

Hydrometallurgical processes for copper flotation concentrates avoid the S02 emission problems associated with smelting, but they require oxidation of copper to obtain solubilization during leaching. The resulting copper ions must be reduced to metal, which normally requires large amounts of energy or energy equivalent reagents such as hydrogen or iron. The conventional reduction method is electrowinning which is labor intensive and involves 35 to 40% of both the en-tire operating and capital cost of the better hydrometallurgical processes. Smeltermen are correct in criticizing the available hydrometallurgical processes for being more energy intensive than modern smelting processes. Clearly, there is considerable incentive to reduce the cost and energy required for reducing copper ions from solution. Furthermore, it is thermodynamically possible to do this using sulfur contained in the concentrate itself. In fact, the thermodynamic potential of oxidizing sulfur from S+4 to the S+6 state is greater than required to reduce cupric ion to metallic copper. (1) Realization of this potential in a practical process would significantly reduce the cost of hydrometallurgical processing of sulfide concentrates because sulfur would become a cost-free reducing agent. An apparently practical method is to use SO3 and HSO3 ions, obtained by ammonia scrubbing of SO2 from a concentrate roaster gas, to reduce leached copper to metal in an autoclave. This reduction step is the Jumau 1907 patent. (2) A series of steps including sulfite reduction constituting a crude flowsheet was suggested by Parker in 1976(3), but apparently little development work has been done by him, since he has been interested in new routes of refining the resulting copper powder. The purposes of the present paper are to elaborate on the Jumau-Parker thrust. Describe a detailed complete sulfite process flowsheet based on materials and energy balances, discuss the chemistry, and discuss further work that is required to develop this process. The results of the present paper are largely based on a synthesis of the steps using handbook chemistry. Process materials, utilities costs, and energy requirements are projected to be unusually low.

Kennecott Copper Corporation has developed a new hydrometallurgical process for extracting nickel, copper, cobalt and molybdenum from maganese nodules. This process (KCC Cuprion Process) utilizes a reduction leach operating at atmospheric pressure in the temperature range of 45 C to 50 C and has been successfully demonstrated in a continuous pilot plant processing 800 lbs of nodule ore per day. The chemistry, basic flow sheet and operating characteristics are presented and discussed.

INTRODUCTION Until recently, gamma doses had been largely ignored in Ontario uranium mines. This has been due to the assumption that these doses are small and have been more or less unchanged with time and hence their effects have been included automatically in the epidemiological studies that led to the establishment of radon daughter exposure limits. This assumption had to be challenged for two basic reasons. The first was that radon daughter exposures to miners have been progressively reduced over the years due to improved ventilation and ever more stringent regulations, while gamma exposures have presumably remained relatively unchanged. Therefore it must be assumed that the ratio of gamma to radon daughter exposure has gone up. The second reason is more philosophical. It is clearly inappropriate to make judgements on the significance of a potential industrial hazard when the magnitude of that hazard has not been fully assessed. Having decided that some sort of assessment of gamma exposures to uranium miners must be made, it was than necessary to determine how this should be done. Several options were available, for instance: (i) Wholesale personal gamma dosimetry for all mine and mill workers, (ii) Personal gamma dosimetry only for those workers suspected of receiving the higher doses, coupled with area monitoring to estimate the exposures of other workers, (iii) Area monitoring coupled with dose rate times time calculations for all. This would correspond to the generally prevalent method of assessing radon daughter exposures. It was argued that since radon daughter exposures are the major radiological hazard in uranium mines, to invest resources for assessing a lesser hazard to a greater degree of precision was not cost effective. (iv) Since gamma dose rate is related to ore grade, individual doses could be assigned from knowledge of work location and ore grade. Before deciding which of these options would be most appropriate, it was necessary to have some idea of the magnitude of the problem. Very few data were available in the literature and with the exception of a few spot dose rate measurements, and the results of a few gamma dosimeters issued to selected individuals by some of the mining companies, nothing was available. A rule of thumb of obscure origin is often quoted within the industry indicating that gamma dose rates underground will be about 0.25 mR/h per lb/ton or 5 mR/h per % U. This had been used by some to justify neglecting gamma radiation at least for ore grades of the order of 0.1% or 2 lb/ton, on the grounds that gamma dose rates would be of the order of 0.5 mR/h and therefore give rise to annual doses of only about 10 mSv (lrem). That is, it was assumed that gamma radiation was of limited concern compared to the hazard associated with the inhalation of radon daughters. We were thus faced with the situation of just assuming that no regulatory limits were being breached. This situation could not be allowed to continue. A program was initiated to investigate the gamma doses absorbed by uranium miners in three mines in Ontario, and extensive gamma surveys were conducted in the Quirke 2 mine of Rio Algom Ltd, Elliot Lake; Denison Mine, Elliot Lake; and Agnew Lake Mine, Espanola. Negative reaction was received from several mine company officials to the possibility of all miners being required to wear personal gamma dosimeters due to the logistical difficulties involved, and therefore part of the project was aimed at determining if a reliable correlation between gamma dose rate and ore grade in the work location could be deduced, in order that dose rate times time calculations might be used for gamma dose assessments. The results of these programs provided evidence that the gamma dose for some employees in the three mines investigated may be a significant fraction of the current maximum permissible annual dose of 50mSv (5 rem). When combined with radon daughter exposures in the manner recommended by the ICRP at their 1980 Brighton meeting (ICRP 80) the results indicated that some individuals will come close to the resulting limit and may even exceed it. In recent years there has been an Increasing Interest In the application of automatic control theory to mineral processing systems, and numerous applications of mineral process control have appeared in the literature. A general approach to the synthesis of mineral process control systems is presented. The first phase of the control system design consists of specifying the control objectives, process variables and their interactions; these topics will be discussed with specific reference to mineral processing. The second phase Is con¬cerned with selection of control strategies algorithms, instrumenta¬tion, and other components of the control system and is discussed at length. These concepts are then illustrated by a flotation control case study.

The US minerals industry, as well we know, has been hit hard by the recent recession and is faced with what is projected to be a slow recovery. Even so, there was an underlying feeling of optimism at American Mining Congress' International Mining Show in Las Vegas, NV, Oct 11-14. More than 25,000 people attended during a particularly rough financial year, dispelling fears that attendance would dip sharply below 1978's 30,000 plus tally. The equipment expositionheld every four years-was the largest show of its kind this year in the Western Hemisphere in terms of exhibit space, providing an extensive view of mining-related equipment. In addition to the nearly 700 exhibits occupying more than 445 hm2 (11 acres), 20 technical sessions were held covering topics ranging from minerals availability and the state of the mining industries to communications, computers, and accounting. Government officials were well represented, with six US senators and five US representatives participating in various convention functions. Sen. Paul Laxalt (R-NV) was the keynote speaker at the welcoming luncheon. Other senators involved in the show included Howard W. Cannon (D-NV), Pete V. Domenici (R-NM), James A. McClure (R-ID), Frank H. Murkowski (R-AK), and Steven D. Symms (R-ID). Representatives on the program were Joseph M. Gaydos (D-PA), Guy Vander Jagt (R-MI), Don Young (R-AK), Jim Santini (D-NV), and Ceil Heftel (D-HI). There were also many international vistors at the show, including exhibitors from Australia, Austria, Canada, England, Finland, Sweden, South Africa, and West Germany. Equipment Highlights Equipment and services featured at the exposition ranged from aerial mapping to wire rope. Aisle space alone between exhibits exceeded 8 km (5 miles). And the companies represented ranged from small businesses to large corporations. Some of the company products described here are representative of the many exhibitors in attendance. Atlas Copco's extensive display of rock drilling and tunnel and shaft boring equipment featured its Boomer H-201, the newest addition to its line of underground drifting rigs; the ROC 306, a new track-mounted, high pressure down-the-hole drill rig; a new hydraulic surface crawler drill, the ROC 712H, designed for small and medium-size holes in quarries and small open-pit mines; a computerized analysis system, CARE (see page 1570), designed to project productivity and operating costs for various mining operations; several electro-hydraulic loaders, including the new rail bound LM E60 and LM E80, and two Hagg-loaders-the 7HR and 10HR-that use two digging arms to rake and guide muck; a mechanized blasthole charging system; rock bolting equipment and its new Swellex roof bolting method; Sandvik Coromant drill steel and bits; and its new Jarva R200 raise boring machine.

Leaching studies of magnesite obtained from Tamilnadu Magnesite Limited, Salem, have been carried out using hydrochloric acid leaching and percentage of magnesium chloride recovered was estimated. The variables considered in this study were the following: duration of leaching, volume percentage of hydrochloric acid, temperature, and pulp density. Percentage recovery of magnesium chloride increased with duration of the leaching, volume % of concentrated hydrochloric acid, and temperature. Percentage recovery of magnesium chloride decreased with increase of pulp density. The optimum conditions found to be pulp density (10%), hydrochloric acid concentration (30%), duration of leaching (2 h), and temperature (348.15 K). Iron was removed by treating the leach liquor with hydrogen peroxide and by raising the pH to 3.5–4. The purified leach liquor was subjected to spray drying for producing high pure magnesium chloride.

The Similkameen Copper Project located near Princeton, British Columbia, is operated by the Similkameen Mining Company Limited, a wholly-owned subsidiary of Newmont Mining Company. The orebodies for this project are located on both sides of the Similkameen River for which the project is named. The project involves the processing of an average of 15,000 STPD of andesitic ore, mineralized largely with Chalcopyrite, at an overall plant availability rating of 90 percent. Project life is nominally 15 years. Design for the plant and its ancillary facilities was undertaken by Bechtel Corporation with procurement and construction management by Canadian Bechtel Limited. Construction began in June 1970 and first ore was introduced into process in March 1972. This paper concerns itself only with the project tailing system. The processing plant is located on a bench of glacial stream gravels which overlooks the river canyon. This site represented the only relatively flat area of sufficient size to accomodate processing facilities near to the ore- bodies. Reference is made to Figs. 1 and 2 showing the relationship of project features in plan and profile.

Originally constructed in the 1930s, the 1-mile-long Sumner Tunnel is 31 feet in diameter and carries traffic deep below Boston Harbor, connecting Boston and East Boston. This project includes both design and construction for the rehabilitation of the nearly 100-year-old tunnel. The primary work includes repairing advanced deterioration at the tunnel crown with new precast arches that will add protection and strengthening. The restoration also consists of upgrading the tunnel systems, including permanently removing 75% of the existing exhaust duct suspended over the roadway to improve the overall ventilation system capacity and performance.

Due to declining iron ore grades, low-grade ores with complex mineralogy — namely, banded iron formation (BIF) — are being explored to maximize iron ore resources and increase the life of mine. Flotation is the standard global process used for the beneficiation of BIF ores, as it is a complex ore reserve, and liberation is typically achieved below 1 mm. This study focuses on the flotation of a South African BIF, evaluating its response to different collectors, as well as effect of grind. As flotation is an expensive process and South Africa ranks high on the production cost curve, preconcentration by gravity or magnetic separation is performed prior to flotation. Thus, flotation was also performed on a gravity concentrate to determine if a grade suitable for steelmaking (approximately 63 percent) is achievable. The results indicate that the use of an alkyl ether amine-based collector partially neutralized with acetic acid is suitable for separation of hematite from illite and quartz at high pH values. Further optimization tests are being pursued to improve overall recovery and grade.

The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. The investigation, selection, and implementation of remedial activities for large, complex mining and milling sites is dependent on the cost-effective management of tailing and waste materials. Site investigations evaluate the contaminant source areas, assess the potential release rate of contaminants, and determine the acceptable contaminant release rate for the site. Selection of appropriate remedial activities is based on evaluation of constructability, reliability, performance, effectiveness, permanence and cost. Remedial technologies available for tailing and waste material include removal, consolidation, capping and drainage control. Proper implementation and documentation of the selected remedial activities are critical to the overall success or failure of the remedial program. A step-by-step process, established at the initiation of a project, should accurately document all construction activities, monitor environmental conditions at the site, assess the performance of the remedial activities, and, ultimately certify that the remedial activities have met relevant and appropriate standards. Case histories are presented for a uranium mill at Uravan, Colorado and a lead, zinc mine at Gilman, Colorado. These case histories provide examples as to the combination of remedial technologies that have been applied at these specific sites.

Every underground coal mine in the United States must deploy and operate a wireless communication and electronic tracking system. This paper addresses the reliability and availability of an installed tracking system and the communications infrastructure that supports it. This paper assumes that the tracking system uses the communication system to perform its operation. A particular interest is the requirements for the systems to operate continuously without failure after a mine disaster for 24 hours, and the requirements in the MINER Act for the tracking systems to be “functional, reliable and calculated to be serviceable” and the communications systems “redundancy.” These requirements imply a certain reliability and availability. This paper describes a quantitative way to assess these systems requirements, using tools that are available to and commonly used by the reliability, maintainability and availability community.

During wet grinding the electrochemical interactions between grinding media and pyrrhotite not only accelerate the media wear but also adversely affect the flotation response of the sulfide mineral. A possibility of remedying the adverse effect on its floatability by applying electric potentials to grinding media was examined. Flotation tests, Auger electron spectroscopy and x-ray photoelectron spectroscopy were used to study the surface properties of pyrrhotite. Although anodic polarization of the steels increased the metal loss by corrosion, the flotation recovery of pyrrhotite was increased. In the case of cathodic polarization, the flotation recovery improved in a narrow range of overpotentials. At higher cathodic overpotentials, however, the floatability of the mineral was progressively lowered although the corrosive wear of grinding media might be reduced.
