This publication covers the work of the Division of Coal Mine Inspection, Bureau of Mines, as performed under provisions of the Federal Coal Mine Safety Act. It presents background information and data since 1952 when the Act became effective and includes up-to-date statistics for the calendar year 1962. During that year, approximately 9,704 coal mines were active in the United States, and the Bureau made 12,810 regular inspections. BACKGROUND The Federal coal-mine inspection program was established to carry out the provisions in Public Law 49, 77th Congress, (H. R. 2082) approved May 7, 1941. This act has since been amended as Title I, Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also included Title II, Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal Mine Safety Act.

Mineral production was of little significance in the country's economy, and Bangladesh was not a world-ranked producer of any mineral commodity during 1977. Natural gas was the most important mineral exploited; however, reserves were sufficient to allow for much greater production, Economically, Bangladesh made some progress in 1977-782 in its struggle against poverty, underdevelopment, and rapidly increasing population. The gross domestic product (GDP) grew 8%, mainly owing to a 13% increase in food grain production, the key economic indicator in this highly agricultural nation. GDP at current prices dropped slightly in Fiscal Year (FY) 1976.77 to $6.6 billion3 and rose to $7.2 billion in FY 1977.78. The population rose from 81 million in FY 1975-76 to about 85 million in FY 1977-78, resulting in an increase of per capita GDP from $83 to $85 during the same period. The high annual population growth rate, over 3% in 1976 and about 2.8% in 1977, was recognized by the Government as the main problem facing the country. Average density was 525 people per square kilometer. A similar density would have the entire world population living within the continental United States.

Poroplastic membranes containing ion exchange liquids were studied for separating cobalt from nickel-containing solutions similar to ammoniacal laterite leaches. The driving force for cobalt transport was differences in pH and composition between the leach and extraction streams. Using a diketone ion exchange liquid, a leach pH of 6.5 to 7.0, and a strip pH of 2.3, cobalt was extracted from a 750 ppm solution containing 2500 ppm of nickel at rates ranging from 1 to 10 µg/cm2 .min in single membrane cells, and from 10 to 100 in more closely spaced multiple membrane cells. Rates were variable, with evidence that cross -membrane flow pasterns were a key factor; a reproducible rate of 30 pg/cm .min would be economically viable. Loss of transport observed after several days of continuous operation was restored by flushing membranes with fresh ion exchange liquid. A major effort was devoted to preparation of thin, leak-free membranes; the resulting membranes endured operating conditions without mechanical failure.

A program has been conducted to determine the feasibility of providing a borehole liner for Kelly Bar drilled boreholes in Southern Florida. The concept was to drill the borehole with the Kelly Bar and with it still in the borehole insert a tube which would remain in the unstable ground after withdrawl of the bar. The tube then will provide an unobstructed borehole for the charging of explosives upon completion of the drilling the shot pattern.

Improved methods of dust control in the metal and nonmetal mining industries were studied. Preliminary dust surveys were made at selected mines and three mines were chosen for additional studies. Dust control effectiveness was evaluated using full shift gravimetric sampling and GCA Dust Monitor readings. Analyses for free silica content and particle size distribution were conducted. A belt washing system which was used to control dust at a transfer point was evaluated. The average reduction of respirable dust was 48% and the average reduction of total dust was 78%. The belt washing system not only maintained the work place within compliance but reduced maintenance problems along the beltway by 90%. Exhaust ventilation at a crusher was evaluated for control effectiveness. Ventilation along with operation of the crusher control room under slight positive pressure, maintained the work place within compliance. An exhaust ventilation system was designed for use at an underground rotary dump. Although the system was not installed or evaluated, details on the design are given. High expansion foam was used at an ore chute in an attempt to control dust at the draw point and loading point. Results indicated that foam did not effectively control dust.

Eight extinguishing powders KCI, were tested on five types of diffusion flames. The effect of flame temperature on the inhibition efficiency was investigated by varying the oxygen index of the flame supporting atmosphere. Inn addition a spectrographic investigation of powder flame dissociation products was carried out on the methane/air/ABC (NH4H2PO4) flame. Dissociation products for this flame included P0, PH, NH, and Na. It is concluded that the main factor to be considered in the efficiency of tie powder is the flame temperature Purple K (KHC03) was typically inefficient in low temperature flames and very efficient in high temperature flames. On the other hand, ABC (NH4H2PO4) was found to lose its efficiency at high temperature but to be quite efficient in the low temperature flames. The effect of temperature is offered as an explanation of the poor efficiency of Purple K (KHC03), against coal dust explosions as contrasted to the high efficiency of phosphate salts against coal dust explosions.

The NASA Lewis Research Center, under U.S. Bureau of Mines program direction, performed an assessment of alternative mobile power sources for mining applications. A wide variety of heat engines and energy systems was initially examined to ascertain which could be considered as potential alternatives to presently used power systems. The present mobile power systems are electrical trailing cable, electrical battery, and diesel - with diesel being largely limited in the United States to noncoal mines. Each candidate power source was evaluated in terms, of the following requirements: (1) Ability to achieve the duty cycle (2) Ability to meet Government regulations (MSHA certification) (3) Availability (production readiness) (4) Market availability (5) Packaging capability An initial screening reduced the list of candidates to the following: (1) Diesel (2) Stirling (3) Gas turbine (4) Rankine (steam) (5) Advanced electric (batteries) (6) Mechanical energy storage (flywheel) (7) Use of hydrogen evolved from metal hydrides This list of candidates was divided into two classes of alternative power sources for mining applications - heat engines and energy storage systems. "The more than 75 research projects funded throughout the first 10 years of the Dust Center's operation have resulted in numerous cumulative findings fulfilling the goals of the Center. These project descriptions present the methodologies and project-to-project relationships leading to their various accomplishments and demonstrate the mesh between project objectives and Center goals.To develop equipment for collecting respirable dust samples.To develop experimental methods for particle-by-particle characterization of morphology, size, and chemistry.To develop experimental methods for overall respirable dust sample characterization of size distribution, chemistry, and crystallography.The project directly addresses the Center's goals to enhance the understanding of the scientific and engineering characteristics of fine and respirable mineral particles found in mining and milling atmospheres and to establish the relationship between natural and cultural factors (mine geology, mineralogy, mining and milling methods, equipment, and control measures) in the generation of fine particles. The project also aims to contribute to the development of control mechanisms for reducing ambient respirable dust concentrations and worker exposures.The work on this project is related to similar work on Coal Mine Dust Characterization (Project No. 2701/MN1) and Characterization of Dust Particles (Project No. 4203/PS3).Airborne dust sampling was performed at the following locations: 1) a sand and gravel quarry in Southern New Hampshire, 2) a welding facility, 3) a ceramic powder facility, 4) a metal powder facility, and 5) the air in Cambridge, Massachusetts. A portable sampling box incorporating two Sierra personal cascade impactors was designed and produced. At a 2-LPM flow rate, the effective cut-off diameters of the Sierra impactors were 10.0, 6.0, 3.5, 2.0, 0.9, and 0.5 mm, respectively, for each stage, and the air passed through a PVC filter after the last stage. In addition, the sampling box contained a total respirable dust filter. The substrates were weighed carefully before and after collection, and the weight increases were recorded. All films, foils, and filters were put in the balance chamber for more than 8 hours to stabilize the temperature and humidity before weighing. A Cash 21 microbalance (±0.001 mg) was used to weigh the Mylar films, SS films, and filters."

The Bureau of Mines is authorized to send questionnaires to the nonmetal mining industry each year requesting their voluntary submission of injury experience and employment data. The voluntary response to these requests has contributed greatly toward the promotion of safety in the industry, and every effort has been made to make the information as complete as possible.

The domination of Bangladesh's mineral industry by natural gas was in for some possibly significant changes. A modest flow of crude oil was struck in a gas development well in the northeastern corner of the country. This was the first commercial flow of crude oil in Bangladesh. All crude oil was being imported, which cost a significant proportion of the nation's foreign exchange earnings. The development of an oilfield producing only a few thousand barrels per day would be a welcome help to the economy. Additional exploration at a 1985 coal discovery in the northwest indicated a considerable reserve of good-quality coal at a depth suitable for mining. If the coal is mined, it would be a boon to the local economy because natural gas was not available in the area.

The Bureau of Mines has carried out experimental and theoretical studies with prilled and pulverized ammonium nitrate-fuel oil (AN-FO) mixtures containing varying amounts of fuel oil in an attempt to quantify the effects of stoichiometric composition, nonideal detonation behavior, and expansion volume on the production of CO, NO, and N02 fumes. Experimental fume measurements were obtained in the Bureau's large closed gallery facility (7.2 X 104 liter expansion chamber) and in the standard Crawshaw-Jones apparatus (90--liter expansion shamber) using a prepackaged charge configuration containing about 450 g of explosive.4 The theoretical calculation of toxic fumes was achieved with an equilibrium detonation code called "TIGER,," Contrary to initial expectations, the NOx (= NO + N02) fumes from the large gallery test were found to be in essential agreement with the Crawshaw-Jones results. It was also concluded that (1) "TIGER" calculations offer a good approach to the prediction of toxic fumes; (2) there is a basic problem in extrapolating laboratory measurements of CO fumes to mine conditions--this being due to postdetonation oxidation of CO to CO2; and (3) the detonation velocity decay rate of an explosive is a useful experimental parameter for correlating toxic fumes production with nonideal detonation behavior.

Volume II of the final report concerns the application of sensitive ground-fault interrupters (GFIs) to ac utilization circuits in U.S. mines The main concepts examined are shock prevention and methods for reducing nuisance tripping. The research involved a literature search, input from previous Bureau of Mines contracts, and contacts with electrical manufac-turers and mining personnel. Following this background work, several devices that showed promise were obtained and tested. Results of testing indicate the existence of GFIs that may be modified to perform adequately on U.S. mining systems. A recommended set of guidelines is included in the report, covering design, construction specifications, and performance tests.

This Bureau of Mines report describes the rock burst problem and measures being taken for its alleviation in the deep underground mines of the Coeur d?Alene Mining District in northern Idaho. The geologic features that contribute to rock bursting in that area are discussed and briefly compared with similar features in other burst-prone mining districts throughout the world. Early investigations to understand and control rock bursting are reviewed, and the mechanics of bursting are discussed in terms of the seismic events that produce them. Sources of strain energy, rock failure mechanisms, and the conditions necessary for the release of seismic energy are covered in detail. Rock burst research in the Coeur d'Alene District is described. Included are discussions of the microseismic method as both a research tool and as a rock burst monitoring system, rock destress blasting and preconditioning methods for rock burst control, and stoping methods currently being developed to reduce rock burst hazards.

The U.S. Bureau of Mines has been conducting research to optimize the design and utilization of mine roof support systems. An objective of these efforts is to evaluate the mechanical and structural responses of various mine roof support systems under simulated load conditions in the Bureau's mine roof simulator. Underground studies are also made to evaluate the in situ behavior of support structures. The purpose of this report is to document practical applications for longwall face and gate road supports that have resulted from these studies. This report is not intended to be an all-inclusive manual on every aspect of support utilization, but it does provide a comprehensive assessment of practical considerations relating to the mechanical and structural behavior of these support systems. Forty-six recommendations are made to provide assistance to mine operators in the testing, selection, and utilization of longwall face and gate road supports. Many of these recommendations offer innovative solutions to everyday problems faced by mining personnel in the control of ground in longwall mining.

"INTRODUCTION In a previous report3 prepared for the American Gas Association, the influence of washing coal on coke properties and on gas and by-product yields was discussed on the basis of answers to questionnaires sent to coke-oven superintendents and a review of the literature on the subject. This review indicated that the elimination of free impurities by cleaning coal improved coke quality by (a) reducing ash and sulphur, (b) decreasing clinker trouble in burning the coke, (c) diminishing cross fractures in the coke, resulting in greater resistance to breakage on handling, and less small coke and breeze, and (d) greater uniformity in chemical composition and physical properties of coke. Washing also reduced the sulphur in coke and gas and increased the yield of gas and by-products per ton of dry coal charged.This paper is supplementary to the previous report and presents some experimental data obtained with Pittsburgh bed coal from Pennsylvania and Mary Lee bed coal from Alabama.ACKNOWLEDGMENTSGrateful acknowledgment is made to F. A method is presented for the burial of potentially toxic spoil in high density zones or packages within spoil piles. Such burial could reduce the outflow of pollutants and thus minimize contamination of groundwater flows. Laboratory model studies using ammonium bromide tracer were performed to quantify the expected outflow mixing that could be achieved through package construction in spoils. Field drilling and geophysical density logging of spoils was carried out at three sites in Pennsylvania and Ohio to obtain a range of field spoil bulk density measurements and spoil samples. These data are analyzed to determine the relationships between spoil density and the controlling factors of lithology, depth, age, particle size distribution and mining method. A separate series of spoil permeability tests were performed in the laboratory to investigate the relationship between permeability and its related parameters. Research results are applied to the toxic package method to suggest guidelines for pack-age size, shape, density and placement for future field prototype development.

Colorado has been producing petroleum since 1863 but only recently has become a major oil State. The first well was drilled on Oil Creek near Florence, but out-put was relatively small until discovery and development of the Weber sandstone reservoir at Rangely. Oil was discovered in the Weber sandstone in 1933, and the reservoir was developed after 1940, bringing Colorado, in 1949, to 11th place among the 48 States as an oil producer. Colorado's output increased further because of the discovery and development of many fields in the Julesburg Basin since 1949 By 1954 Colorado was in ninth place and maintained that position through 1955.4/ Between 1946 and 1951, Colorado's oil production more than doubled, while the total United States production increased only 25 percent. It seems probable that production will continue to expand in Colorado for many years. This report presents analyses of 92 crude oils from 73 fields representing 90 percent of the production in 1955. Abridged analyses are listed for easy comparision, and complete analyses arc given in the appendix. Oil samples were collected for study from many different sources. Although many of the newer fields were not sampled, their oils probably are very similar to those from corresponding formations that were studied and tabulated.

This Final Report describes the major technical activities that were accomplished to produce a comprehensive continuous miner training system (CMTS) for coal industry utilization. The primary product of this program was a continuous miner part-task trainer. It is composed of an interactive computer graphics system combined with the operating controls of a continuous mining machine mounted in a simulated cab. The cab contains an audio system for reproducing continuous miner operational sounds. The trainer is supplemented with a complete set of cognitive materials that provide instruction in the operation, safety and health of continuous miner operations. A complete summary of the field test and evaluation of the CMTS is provided along with a set of recommendations for further training program refinements, expansions, and utilization.
