THE subject of taxes appears to engage our attention altogether too lightly. At least it would seem that, notwithstanding the increase in the cost of government, and its concomitant increased taxation, little constructive work is being done with a view to solving the problem of increased taxes. I believe that the inattention of the public generally to the subject of increased taxation is due largely to the fact that shareholders are not advised of the amount of taxes paid by industry. Were companies to advise their shareholders the amount of monies paid or payable out of each year's earnings for taxes in one form or another, and were such amounts compared with the amounts available for distribution to shareholders, the effect would be a general demand for more equitable taxation methods. While I am not unmindful of the burdens and inequities in taxation confronting industry generally, I believe that the mining industry in this Province does not fully appreciate the burden represented by the costs of taxation. My reason for this belief is based partly upon1the fact that no serious effort has so far been made to devise some means By which the mining industry in British Columbia might protect itself against the ever-increasing burden of taxation. In addition to this fact the widely diverse nature of mining in British Columbia makes the accumulation of comparable data a problem which, so far as I can ascertain, has never been attempted in a manner which would be authoritative. It should not be necessary to cite the effects of this burden upon any one mining company or upon any branch of the mining industry, such as coal mining, placer mining, base-metal mining, or the precious-metal mines. In my opinion, the operation of our mines by large corporations is conducive to the payment of taxes with much less protest than would be the case were the taxes being taken out of the earnings of just a few partners or a very few shareholders. We appear to be too unmindful of the taxes, paid by mining companies, of a kind that are not so prominently brought to our attention as are the taxes which are calculated upon the taxable income of the company at the end of its fiscal year. British Columbian mining companies pay many other taxes besides those which are calculated upon taxable income. Among these are school taxes, property taxes, gasoline taxes, mineral taxes, coal royalty, to say nothing of fuel-oil tax, sales tax, and excise taxes.

"After cooling and thickening, slurry from the second stage of the Hudbay zinc pressure leach circuit is filtered and washed on a belt filter prior to disposal. At times, the belt filter can be a bottleneck to the process. Preliminary studies show that filterability of the second-stage (HAL) autoclave leach residue can be indicated by particle size distribution of the filter feed and filtered residue cake. In particular, the Volume Weighted Mean Diameter, D[4,3], generated by a laser diffraction particle size analyzer from samples of HAL Filter feed, shows residues that filter more poorly have a lower Volume Weighted Mean Diameter than those that filter better. INTRODUCTIONHudbay produces cast zinc metal from blends of zinc concentrates at its metallurgical complex in Flin Flon, Manitoba, Canada, using Sherritt’s two-stage pressure leach process (Collins et al., 1994; Collins et al., 1995; Barth et al., 1998; Shairp et al., 2006). Pressure leaching replaced the original roastleach- electrowinning process in 1993.Filtration for the second-stage (HAL) leach residue originally consisted of two stages of vacuum drum filtration with intermediate cake repulping stirred tanks. As part of Hudbay’s 777 Project, with a designed increase in cast zinc production, a pre-feasibility study by SNC-Lavalin Inc. showed that losses of soluble zinc in the zinc pressure leach residue could be reduced by installing more efficient filtering and washing equipment. Based on laboratory performance, capital cost, installation ability, and potential operating cost savings, a 70 m2 Filtres Phillipe belt filter was chosen for the HAL residue, and commissioned in 2000/2001.When the HAL belt filter is performing well, there is no pooling of water on the surface, moisture content is relatively low, and subsequent analysis shows that water soluble zinc content is relatively low. There have been occasions where the filter has performed poorly with respect to the aforementioned parameters. "La Mine Doyon est une entreprise détenue à parts égales par Cambior Inc. et par Minerais Lac Ltée qui en est l'opérateur. Les statistiques de production au 1"" janvier 1990 indiquent que, depuis le début de son exploitation (1980), 10.3 Mt de minerai d'une teneur moyenne de 5,9 g Au/t ont été usinées. Les réserves sont estimées a 10,4 Mt à une teneur moyenne de 6,6 g Au/t jusqu' à une profondeur de-450m.Trois zones minéralisées sont présentement en exploitation. Ces zones sont caractérisées par la présence de veines de quartz-pyrite accompagnées localement de chalcopyrite. Les roches encaissantes sont les schistes a séricite (zone# 1), les roches volcaniclastiques de composition felsique (zone #2) et intermédiaire (zone #2, zone ouest) ainsi que les roches intrusives appartenant au pluton de Mooshla (zone ouest). Toutes ces roches ont subi un métamorphisme régional dont l'intensité correspond à la limite supérieure du facies schiste vert ( -425°C}.Les zones minéralisées sont situées à I' intérieur des zones de déformation et d'altération les plus intenses. L'étude des structures mineures nous indique que la région a subi plusieurs épisodes de déformation ductile a fragile qui sont antérieurs, contemporains et postérieurs al a minéralisation. L'analyse structurale indique également que la déformation majeure est associée à une importante phase de compression orientée N-S a NNE-SSW.L’ensemble des observations suggère que la minéralisation et I' altération associée sont de type épigénétique. La mise en place du minerai se serait effectuée à la fin de l'épisode principal de métamorphisme et de la déformation."

THE property of McKenzie Red Lake Gold Mines, Limited, consists of eleven claims located on McKenzie island in Red lake. The mine is about 4,Y:l miles by water from the Howey townsite on the same lake, and about 95 miles north of Kenora, Ont. (see Figure 4). Mail and express are flown-in daily, winter and summer, from Sioux Lookout, Hudson, Kenora, and Winnipeg. All heavy supplies are freighted-in during the summer over a water route, using four marine railway portages, from Hudson, Ont., a distance of about 180 miles. During the winter, freighting over the same route is clone by tractor if necessary, but costs are three to four rimes the summer rate. Due to these conditions, large inventories of supplies must be kept on hand, varying from a spring minimum of $45,000 to a peak of $110,000 early in November. The average cost of all freight brought in from steel during 1937 was $0.01 per pound.

Tunnel Boring Machines (TBMs) are widely used for tunneling in urban areas because of their high advance rate, precise as-built profile and minimal impact to buildings and traffic on the ground. For a tunnel built by a TBM, there are strict requirements on alignment control and safety. To meet these requirements, it is important to monitor the position of the TBM. In the current practice, the TBM position data, including advance distance and line and level deviations, are reported manually to the managers on a daily basis. To interpret and analyze the position data, the managers also need to refer to various construction drawings. This practice is untimely, inefficient, and error prone for decision making. To improve the current practice, an automatic approach for real-time as-built tunnel product modeling and visualization is proposed, based on TBM position and orientation data autonomously sourced from the Virtual Laser Target Board (VLTB) TBM Guidance System developed at University of Alberta. Related information of the tunnel project, such as the as-designed alignment, soil layers, the ground, existing utility lines, is also visualized together with the model of the as-built tunnel. The modeling algorithm is presented step by step. Its application in a real-life drainage tunnel project is discussed and limitations are also identified.

"RESUMELa calcination contrôlée de 10 serpentine permet de produire de 10 magnésie active. Le degré de I'activation est mesure par 10 solubilité du magnésium dans les acides faibles tel que I'acide acétique, La serpentine contenue dans les résidus d'amiante du Québec peut donc être activée par calcination. Le teneur en magnésie active des rejets d'amiante calcinés est fonction de divers paramètres: température, temps de calcination, granulométrie, etc. Les rejets d'amiante de différentes provenances démontrent des comportements thermochimiques différents qui sont étudiés dans Ie présent travail au moyen d'ATD, de TG, de la diffraction des rayons X et de la lixivation par l'acide acétique. On constate qu'un maximum d'environ 80% de la magnésie totale peut être activé dans certains rejets d'amiante du Québec et Ie degré d'activation dépend de la provenance.vIntroductionOn sait depuis longtemps que la serpentine, Mg3Si2O5(OH)4, un silicate hydroxylé de magnésium, devient amorphe lorsqu'elle perd de I'eau d'hydratation entre 600 et 700 °C. La serpentine ainsi calcinée est alors dissociée en magnésie et en silice. Cette magnésie, dite active, est soluble dans un acide faible ou même dans les solutions de sels d'ammonium.Plusieurs precédés chimiques ont été proposés afin d'extraire sous forme de composés magnésiens la magnésie de la serpentine. La plupart de ces procédés comportent une activation par calcination de la serpentine préalablement à une Iixiviation par un acide ou par une solution d'un sel d'ammonium.Malgré la contamination par Ie fer et par d'autres éléments, les compositions chimiques des rejets de différentes mines d 'amiante du Québec, présentées au tableau 1, sont très proches de la serpentine typique. Puisque Ie degré d'activation de la magnésie varie grandement d'une serpentine à I'autre lors de la calcination, la première étape de la recherche sur la transformation chimique des rejets d'amiante du Québec se résume à une étude de leurs comportements thermochimiques."

"Ventilation is an essential component of any underground mine, playing a vital role in ensuring the health and safety of workers, and a mine’s continuous operation. At a time when mining companies are increasingly having to move to deeper underground operations in pursuit of high-grade ore-bodies, the search is on for more efficient ventilation systems that will allow mining to be carried out at even deeper levels whilst ensuring the protection of workers and the maximisation of productivity through temperature management and the lowering of energy costs. Mining companies today are looking for innovative ways to deliver new technologies and procedures to enhance their mine’s profitability. Energy consumption by mine ventilation systems is higher than ever due to stringent specifications of underground equipment (primarily combustion engine emissions), air quality standards and mining at deeper levels which all require more powerful ventilation systems. With energy costs associated with operating ventilation systems being a mine’s second-highest cost of production after labour, finding the optimal ventilation solution is critical to a mine’s performance. Proper fan design remains a major factor in reducing capital expenditures (CAPEX) and operational expenditures (OPEX), which means that there are compelling reasons for making use of comprehensive factory testing at full power before fans are dispatched to site to simulate the mine’s current and future design requirements, and thus verify the fan’s effectiveness in ‘real’ conditions.INTRODUCTION A primary mine fan is considered the heartbeat of the entire mine ventilation system, drawing fresh air from the surface and providing a safe environment for miners. "Tremendous progress has been made in recent years towards developing computational tools that allow ready solution of most common rock engineering problems, with amongst the most advanced of the tools focusing on evaluating engineered openings within Synthetic Rock Masses. These new codes have the potential to allow much more realistic design, but they must not be used without careful calibration – prior to – during and – post completion of any modelling. This paper explores some of the pitfalls of inadequate data collection and suggests more emphasis be given to calibration. Guidelines for minimum levels of parameter data are suggested for improving application of basic to sophisticated modelling codes.INTRODUCTION & BACKGROUNDTremendous progress has been made in recent years towards developing computational tools that allow ready solution of most common rock engineering problems. The degree of sophistication now possible with some of the available codes allows one to tackle extremely complex problems that were not thought tractable even a decade ago. Indeed, generation of synthetic numerical rock masses, based on discrete fracture network representations that closely mimic actual rock mass conditions, such as are shown in Figure 1, is today relatively straightforward, and not as user-challenging as employing state-of-the-art codes of even a few decades ago. This is largely because major improvements in computer graphics and in availability of ready-made user-friendly input-output interfaces have paralleled development of these new codes, now in some cases outpacing actual new analytical/procedure developments. This is something of a reversal from the first few decades of DOS-based rock engineering computational experience, when only rudimentary graphics were available and user-friendly input-output interfaces were virtually non-existent."

Removal of fluoride and chloride by alkaline washing from direct lead smelting dust which originated from an Ausmelt furnace is reported. The results show that the fluoride removal efficiency increases with an increase of alkaline concentration, alkaline washing temperature and time. The L/S ratio has little effect on fluoride and chloride removal efficiency. A new flow sheet for removal of fluoride and chloride from the dust was successfully proposed according to the results. Fluoride and chloride removal efficiencies are more than 53.68% and 63.18% respectively using the flow sheet under the optimum parameters of temperature 338 K, L/S ratio 3:1 and alkaline washing time of 1.5 h. The contents of fluoride and chloride in the alkaline washing residues can meet the standard of zinc purity as hydrometallurgical materials for zinc processing.

"An evaluation of mineralization in the Goosly- Owen Lake area of central British Columbia is the result of a comprehensive geochemical study of rock samples obtained from a regional geological survey. The dispersion of metals in country rocks about a line of Tertiary intrusions suggests that these igneous bodies may be genetically related to known sulphide replacements, disseminations and vein deposits. The geochemical investigation is based on the determination of 12 elements from samples gathered from more than 800 scattered field stations. To assist processing and interpretation, the data are subjected to a variety of statistical procedures, including correlation of the elements, factor analysis, clustm• analysis and computer contouring of the elements. Some practical applications of rock geochemistry in regional exploration are indicated."

"L'Abitibi québécois a produit essentiellement de l’or, du cuivre, du zinc et de I' argent, ainsi que de faibles quantités de nickel, de plomb, de molybdène, de bismuth, de lithium, de fer et d’amiante. Depuis l’ouverture de la mine Horne en 1927, cent-cinquante mines ont contribué à la production de 1 420 tonnes d’or de 4,1 millions de tonnes de cuivre et de 4,7 millions de tonnes de zinc. Les productions minières annuelles ont été d'importance variable: des records de production ont été établis en 1955 pour I' or avec 35 tonnes et, vers 1965, pour le cuivre, le zinc et la quantile globale de minerai extrait avec respectivement 130,000, 275 000 et 13 millions de tonnes. Deux dépressions généralisées ont eu lieu, l’une vers 1946 et l'autre, a lafin des années soixante-dix. Des ralentissements de la production ont été observes pour le cuivre en 1953 et le zinc en 1959. Depuis le debut des années quatre-vingt. I' or et, de façon plus irreguliere, le zinc sont en progression, landis que le cuivre, malgre une hausse en 1983. pour suit son dec/in.La teneur de récupération des mines d’or est demeurée régulière et n’a subi qu’une faible diminution au cours des quarante dernières années. Célie du cuivre a diminué d'environ 50% dans la même période, landis que celle du zinc a subi d’import antes variations, aussi bien positives que négatives. Près des trois quarts des mines d'or ont une durée de vie inférieure à 12 ans et la distribution des tonnages de minerai extrait montre un maximum pour la classe de 100 000 à 1 million de tonnes. Du cote des mines de métaux de base, la durée de vie est plus étalée et les volumes de minerai ont une occurrence maximale dans la classe de 1 à 10 millions de tonnes.Concernant la distribution géographique de la production minière dans l'Abitibi québécois, le camp minier de Rouyn-Noranda vient en tête pour l’extraction de minerai et la production d’or et de cuivre. L’est sui vi par le camp de Val d'Or pour le minerai et l’or, landis que le camp de Chapais-Chibougamau occupe la deuxième place pour le cuivre avec une production équivalence a 60% de celle de Rouyn-Noranda. Le camp de Cadillac-Malartic suit de tres pres celui de Val d'Or pour ce qui est de I' or. Finalement, dans le casdu zinc, le camp minier de Joutel-Matagami domine largement avec une production qui a connu un développement accélère depuis 1963. Une analyse pré liminaire de ces données indique qu' i/ subsiste unpotentiel encore élevé de production d'or, décuivre et de zinc dans I' Abitibi québécois. ABSTRACTThe Quebec portion of the Abitibi belt has essentially produced gold, copper, zinc and silver, as well as some small quantities of nickel, lead, molybdenum, bismuth, lithium, iron and asbestos. Since the opening of the Horne mine in 1927, one hundred and fifty mines have produced 1420 tons of gold, 4,1 millions tons of copper and4,7 millions tons of zinc. Annual mine production has fluctuated: production records were established in 1955 for gold with 35 tons, and around 1965 for all extracted ore copper and zinc with respectively 13 millions, 130 000 and 275 000 tons. Two main recessions have occurred, the first around 1946 and the second during the late seventies. Cut backs in copper and zinc production occurred in 1953 and1959. Since the beginning of the eighties, gold production and to a lesser extent zinc production have been in progression. Except for a small jump in 1983, copper production is still declining.The average recuperation grade of gold mines has been quite steady and has only slightly diminished in the past forty years. The average copper recuperation grade was halved during the same time interval. For zinc there have been important ups and downs. At least three quarters of gold mines have an average lifespan of 12 years the tonnage distribution shows a peak in the 100 000 to 1 million tons class. Base metals mines show a more widespread life expectancy and have a tonnage peak in the 1 to 10 millions tons range"

Petrographic, chemical and isotopic compo itions of auriferous and non-auriferous quartz vei ns from the Sta r Lake and Flin Flin-Amisk Lake areas of northern Saskatchewan indicate diver e origins fo r the fluids associated with gold mineralization. In the Sta r Lake area, the metavolcanic , Star Lake pl uton, and heared mafic dikes have retained their original igneous 81 80 values. The 81 80 value of quartz from mi neralized veins vary by I per mi! and range from+I0 to+IJ. The only quartz ample having a 81 80 value outside th is range came from a vein not associated wi th a dike or gold mineralization . Quartz from the Star Lake pluton has identical 8180 value to the qua rtz from mi neralized vei ns which suggests that the vei ns and the pluton are related to imilar proces es. The diffe rence in 81 80 values between mi neralized and barren vein may erve a a potential exploration tool in this area. Because o34S val ues of a limi ted number of amples of pyrite from gold-bearing quartz vei ns at Star Lake correlate directly with gold content. the gold may have been syngenetic with the su lphur and the 834 value may be useful for exploration . 8180 values of co-existing quartz, calcite, and amphibole in the veins from Star Lake indicate that isotopic disequilibrium among the minerals is common, but the val ues also record a high temperature of formation (ea . 500°C) involvi ng a component of magmatic fl uid. TheoD value of hydrou mineral from Star Lake retain their original igneous values but whole rock values are generally much lower, an effect attributed to interaction of the minerals with a late meteoric water. In the Fl in Flin-Amisk Lake area, auriferou and barren quartz veins formed from a mixture of hydrothermal and metamorph ic flu id at lower temperatures (ea . 350°C) than those at Sta r Lake. Becau e there i no apparent correlation between 8180 values of the quartz with gold content or relative age of the vein , nor between the 834S val ues of pyrite and gold content, table isotopes appear limited as an exploration tool in the Fl in FlonAmisk Lake areas.

INTRODUCTION THE property of Madsen Red Lake Gold Mines, Limited lies between Russet and Faulkenham lakes in Baird and Heyson townships, district of Patricia, Ontario. It is about six miles south west of the town of Red Lake, with which it is connected by an all-weather road. All orebodies found to date at the property are silicified lenticular bodies which lie within tuff beds. The ore bas a specific gravity of 2.95. It consists of mica and chlorite schist, silicified and containing a considerable amount of disseminated carbonate, and mineralized with pyrite, pyrrhotite, magnetite, arsenopyrite, and chalcopyrite. Of these, pyrite, in coarse to fine disseminated grains, is by far the most abundant. Pyrrhotite occurs in ?the gangue material as medium to fine disseminated grains. A very small amount of arsenopyrite, in small crystals, is associated with the pyrite, and small grains of chalcopyrite occur in both gangue and pyrite. Although some of the gold present in the ore is quite coarse, a good deal of it is extremely fine.

The Al-Zn-Mg alloys have been known to be susceptible to stress corrosion cracking (SCC), which is based on intergranular cracking arisen from hydrogen embrittlement (HE). The mechanism of HE has not been fully understood yet. In order to elucidate the mechanism of HE, we need to investigate the behavior of hydrogen in the alloys. In this paper, behavior of hydrogen in an Al-5.8%Zn-2.4Mg alloy was investigated by means of hydrogen microprint technique, a method to visualize location of hydrogen emission from specimen surface as silver particles. One side of the tensile test pieces was electrolytically polished and then covered with photographic emulsion. Hydrogen was pre-introduced into the test pieces from opposite side by cathodic electrolytic charging for 30min. Then, the test pieces were stretched with continuing the charging. After that, the specimen was fixed, rinsed, dried and observed with a scanning electron microscope. As a result, silver particles were observed on some grain boundaries.

"Cast in place concrete shaft linings have been used in many salt and potash shafts sunk in North America over the last 100 years. A large number of these shafts have exceeded their initial design lives and as producers look to extend the life of their operational assets, maintenance costs and shaft downtime will, in many cases, continue to rise unless repair work is undertaken. Successfully implementing concrete liner repair schemes in operating salt and potash shafts is complicated due to their age, environment and time constraints during inspection, detailed design and construction. This paper outlines a general approach to the repair of concrete-lined portions of these shafts, based on lessons learned from the authors’ involvement in a recent repair project. INTRODUCTION Prior to the recent boom in potash mine construction many of North America’s potash mine shafts were entering their sixth continuous decade of production (Table 1). Of North America’s salt mines, one has been in continuous production, for nearly nine decades.As would be expected, considering the environment in which these liners operate and the age of the material, the concrete-lined sections of the shafts outlined in Table 1 have been noted by the authors to have lost both cross-sectional thickness and strength over time. Since construction, three principal factors have contributed to this loss in section/strength; (1) physical degradation (impact, freeze/thaw or rebar expansion), (2) chemical degradation from brine/water inflows (Neville 1969; Bothwell, 1972) and (3) overstressing of the liner. These factors may act in combination, in which case they can produce more significant distress than individually. Physical degradation There are three main causes of physical degradation of concrete shaft liners. The first is impact from falling debris/tools or equipment (whether large or small), which may damage specific sections of concrete lining as they fall through the shaft. Impacts tend to damage infrastructure fixed to the shaft liner more than the liner itself, so damage from this mode of failure is usually localised, for example, where bolts fixing a shaft services bracket to the wall have been pulled away, pulling out the concrete around the bolts with them."

"SummaryThis paper is presented as part of a programme to show the steps taken by industry and others interested in supplying a solid fuel of constant quality to 'satisfy a consuming market. The paper deals with the general principles underlying quality control in coal preparation plants, namely, constant quality and close adherance to acceptance limits. It also describes how control of ash content is ""generally hampered by the problem of coal sampling .and the long duration of the ash analysis and how these difficulties may be overcome.Quality control can be effected in several ways. Thorough blending wll reduce variations appreciably, except those of long trend. The latter can be detected by automatic sampling and quick ash analysis. At present, under favourable conditions, a system of half-hourly ash determinations with an accuracy of 0.5 to 1.0 per cent can be realized, to the effect that trends with a 'wave length' of more than two hours cu be eliminated within the limits of accuracy of the ash figures. The general solution of the problem is a combination of blending, accurate sampling, quick ash determination, and statistical analysis of the pattern of ash distribution.The use of statistical methods of analysis, such as the t test and F test, is •discussed at some length in order to emphasize the importance of the correct evaluation of observational data if there is to be confidence in the validity of test results.General ConsiderationsCOAL, as a fuel, is too cheap for a long haul across the country. The limiting distance depends on the price of the local competitive fuels, and, as the price depends to a great extent on quality, so does quality, to the same extent, command the market."

"Acid resistant brick lined autoclaves and related vessels are utilized in pressure oxidation for the recovery of gold, copper, and other metals. The combination of the corrosion resistant membrane, acid resistant brick, mortar and steel shell is a composite system that requires a sophisticated stress analysis. In order to obtain meaningful results both the model and physical properties of the materials must be carefully selected. Evaluation of the calculated results requires an understanding of both the failure mechanisms of ceramics and experience with the performance of existing lining systems.INTRODUCTIONAcid brick lining systems are used in pressure oxidation autoclaves and related vessels to provide thermal and mechanical protection for corrosion resistant membranes that are applied directly to the interior of the vessel shell. The acid brick and mortar must be resistant to the process conditions and must provide a mechanically reliable structure.The construction of lined vessels incorporates a wide range of materials that can include the carbon steel vessel, austenitic weld overlay, lead lining, organic membrane, ceramic brick, mortars and other alloy components. The physical properties of the materials can vary by orders of magnitude and when combined in the construction of the lined vessel create a complex composite structure. The materials may be bonded together or act independently of each other. Stresses are induced into the lined vessel include pressure, thermal expansion, chemical expansion and mechanical loads.The complexity of these systems makes it is very difficult to account for all of the variables in the structural analysis of lined vessels. Historically calculations were simplified and designers primarily relied on experience with previous applications.The greatly improved tools for Finite Element Analysis (FEA) available today allow for detailed calculation of the stresses imposed on the vessel shell and lining. Koning & Lauzon (2004) presented a paper on design fundamentals including a discussion on the application of FEA methods at Pressure Hydrometallurgy 2004 in Banff. When a designer carefully constructs a model and selects the correct materials properties for the calculations, meaningful and useful results can be achieved."
