EDC established an Environmental Review Framework in 1999. Throughout the early fall of 2001, the Corporation held public consultations across Canada to strengthen that framework, leading to a public release on November 15, 2001 of a report summarising the results of these consultations. Following this, the Corporation implemented strengthened environmental review requirements in the form of its Environmental Review Directive, in compliance with legislated amendments to Canada?s Export Development Act that went into effect on December 21, 2001. Over the past few years, there has been a global trend towards an increase in the social and environmental requirements of multilateral/bilateral financial institutions and export credit agencies. More recently, this activity has focussed on capturing institutions that have not yet adopted similar requirements and, more specifically, on developing a convergence of the requirements from institution to institution. This paper describes EDC?s new ERD and some of the initiatives that have taken place or are in process that are moving international financial institutions toward converging their environmental and social requirements for projects in the private sector.

"Cape Breton is an island on the eastern extremity of Nova Scotia, Canada. Here, coal mining under the Atlantic Ocean has been a way of life since the early French militia mined coal for heating purposes in 1720. Despite many ups and downs over the intervening years, the coal industry has survived and is now in a favourable position to benefit from the upswing in international coal usage.Mining in Cape Breton Early mining in Cape Breton was done by hand picks and shovels. The coal was loaded into mine cars which were hauled by horses to the main haulage system for transport to surface. Later, compressed-air cutting machines and drills led to the use of explosives to blast the coal so that it could be loaded by hand and transported as above. In 1923, longwall mining (by hand) was introduced. In 1950, the Dominion Coal Company developed the Dosco continuous miner in order to mechanize the longwall coal-getting operation. At this time, conveyor belts came into wide-spread use, along with diesel locomotives to haul mine cars from the longwall face to the main transport system. During this period, coal was also mined by conventional mechanized room-and-pillar equipment such as cutting machines, loaders, roof bolters, etc. This system evolved into the use of the continuous ·miners of today, which are employed in the Lingan Mine room-and-pillar section. However, this method is only satisfactory at shallow depths and gradients. For these reasons, almost all the coal in this coal field will be mined by longwall methods. In 1968, the Government of Canada expropriated the assets of the Dominion Coal Company on Cape Breton Island in order to prevent complete closure of an uneconomic industry by its owners. The government created, by an Act of Parliament, the Cape Breton Development Corporation which now operates the coal mines, coal preparation plants, railway, shipping pier and ancillary services (Fig. 2). Since its inception, the Corporation has closed three mines, opened two new mines, is in the process of developing a third new mine, and has invested heavily in the one mine which remains from its previous owners."

"The mining industry may have survived the October 28 federal budget relatively unscathed, but the same certainly cannot be said of the petroleum sector-and many mining men are left wondering if their industry will be the next one to be singled out for special attention, as federal and provincial governments seek additional revenues and pursue nationalistic or provincial policies.Higher taxes, higher prices, a potpourri of ""incentives"", and a -""Canadianization"" policy mark the principal features of the new National Energy Program released by the government along with Finance Minister MacEachen's budget address.This month, Tax Notes examines the federal budget. with appropriate emphasis on the National Energy Program and its possible future implications forthe Canadian resource industries.IntroductionMost of the Canadian mining industry (tar sands miners excepted) heaved a sigh of relief on the evening of October 28, 1980, as Finance Minister MacEachen confounded the prophets in his budget address by not raising personal or corporation taxes and by making only relatively modest changes in the general tax system. "Finance Minister Paul Martin's second budget might be good for Canada's mining industry in the long run, but the budget raises a number of concerns for the industry in the near term. The budget papers suggest that the 25% resource allowance is not working as intended, and report that the Department of Finance will be reviewing this valuable allowance. The so-called ""large corporations tax"" rate will be increased. This annual tax, which is imposed on a corporation's capital even when the corporation is not in production, is particularly harmful to the mining sector.IntroductionThe Honourable Paul Martin, in his second federal budget, emphasized spending cuts and made only modest tax changes. "Abstract - Shallow submarine hydrothermal fluids from Paleohori Bay off the Greek Island of Milos have been investigated in detail. The extensive gas and warm (max. 93°C) water vents are enriched in major components such as C1-, Na+, Si, Ca2+, Mn, PO4 3-, NH4 +, K+, Sr2+, H2S and CH4 and depleted in Mg2+, O2 and SO4 2- relative to ambient seawater. Based on zero-Mg calculations, it is deduced that the submarine vent fluids are related to the geothermal reservoir beneath Milos which has a similar chemical composition. Fluid samples from each vent in Paleohori Bay represent a mixture of hydrothermal end-member fluids derived from the upper and deeper geothermal reservoir systems of Milos, a mantle-derived source, a high-chloride fluid resulting from phase separation of geo thermal fluids and a steam-heated CO2-rich meteoric water. Résumé - À l’île de Milos dans la mer d’Égée, des fluides sous-marins hydrothermaux en eau profonde ont été récherchés en détail près de la baie de Paleohori. Les larges émanations de gaz et d’eau chaude (temperature maximale: 93°C) sont enrichies en constituants principaux tels que de Cl-, Na+, Si, Ca2+, Mn, PO4 3-, NH4+, K+, Si, Sr2+, H2S et CH4 et appauvries en Mg2+, O2, SO4 2- comparé à l’eau de mer environnante. Selon le calcul du zéro-Mg, nous en déduisons que les fluides sous-marins hydrothermaux sont dérivés du réservoir géothermal sous l’île de Milos car leur composition chimique est la même. OZ Minerals owns and operates the Prominent Hill copper-gold concentrator in South Australia, built in 2008 and commissioned in early 2009. The concentrator operates via semi autogenous grinding in a thirty four foot ThyssenKrupp Polysius mill followed by a twenty four foot Polysius ball mill in closed circuit with hydro cyclones, designed for an ore throughput of eight million tonnes per annum. The main aspects of designing the circuit are discussed along with the issues faced in the early stages of operation. A review of the optimization strategy applied to the milling circuit such as cyclone optimization, advanced process control strategy implementation and reline management to improve availability is then discussed highlighting areas of significant process improvement that have seen the plant exceed nameplate throughputs above nine million tonnes per annum.

"History of Tara Mines Ltd.Tara Exploration and Development Company Ltd. was formed in Canada by Irishmen in 1953. The discovery of an orebody approximately six miles from the historically famous Hill of Tara in County Meath was a wild dream . Nevertheless this dream became a reality. Tara Mines Ltd. was formed, and the mine developed some 35 miles northwest of the City of Dublin in the Irish Republic.Tara's original drilling program indicated a zinc-lead orebody of approximately 60 million tonnes grading at 10.1% Zn and 2.6% Pb. The terms of the mining lease stipulated that the Irish government would acquire 25% equity interest in the operation. The mine was thus owned 75% by Tara Exploration and Development Company Ltd. of which the principal shareholders were Noranda and Northgate, together with 25% being held by the Irish government. The mine was purchased in March 1986 by Outokumpu Oy, a Finnish mining and metallurgical company, and together with the 25% government stake are the current owners. Outokumpu Analysis on Tara Mines Ltd.Upon ownership Outokumpu carried out a comprehensive analysis on the operation and came to the following conclusions :1. Tara had a good orebody;2. Tara had a skilled, capable, stable workforce;3. Tara's concentrator and processing equipment was adequate to meet requirements;4. Tara's mobile equipment fleet was too old and too numerousin numbers; and5. Tara had too many employees, both staff and hourly paid .With ore reserves of approximately 50 million tonnes and at a planned extraction rate of 2.6 million tonnes it meant that the mine had a lifespan of approximately 20 years. To be a viable operation into the future, the mine had to become more efficient. Operating costs and manpower levels had to be dramatically reduced."

"The metamorphosed mineralized Archean Bourlamaque batholith, dated at 2710 +-54 Ma, is a homogeneous body, composed mainly of quartz diorite; it is cut by late dioritic, mafic and aplitic dykes, and contains metasomatized ultramafic xenoliths. A geochemical investigation confirms the calc-alkaline affinity of the batholith, and the REE profiles are similar (Lal Yb = 3.9 to 8.1) to those of the intermediate to felsic metavolcanic rocks at Val d'Or into which the batholith was intruded and to those of the calc-alkaline members of the Blake River Group at Rouyn.Gold distribution within the batholith is heterogeneous and anomalous. Although the background Au content of the batholith is estimated to be 3.2 ppb Au by RNAA , the estimated median gold content of the batholith is 10 pp b (with P84 =32 and PI 6=3.1 ppb), much higher than that of ""normal"" granites (I to 5 ppb A u). The gold mineralization exhibits a close relationship with shear zones (e.g. Belmoral Mine) or with diorite dykes (e.g. Sullivan, Perron and Courvan mines).The following sequence of geological events is proposed: (I) pretectonic emplacement of the batholith, which is cogenetic with its volcanic host rocks; (2) regional metam orphism and deformation with localized shearing; and (3) hydrothermal alteration and quartz veining. We conclude that: (1) the Bourlamaque batholith is a gold-enriched intrusion, and (2) the determination of average gold content may be an effective method f or distinguishing ""sterile"" intrusions from those with potentials for gold mineralization.RESUMELe batholite archéen minéralise de Bourlamaque, daté de 2710+-54 Ma, est une intrusion homogène, constituée principalement de diorite quartzique, qui a été recoupée par des dykes tardifs de diorite, d'aplite et de composition mafique. Dans la batholite, la minéralisation aurifère est intimement associée aux zones de cisaillement (e.g. mine Belmoral) au aux dykes de diorite (e.g. mines Sullivan, Perron et Courvan).La séquence des évènements géologiques suivante est proposée: (1) emplacement pre-tectonique du batholite, lequel est cogenetique avec les roches volcaniques encaissantes; (2) deformation et metamorphisme regional avec des cisaillements tectoniques locaux; et (3) altération hydrothermale et développement des veines de quartz. Nous concluons que: (1) le batho lite de Bourlamaque est une intrusion enrichie en Au; (2) la determination de la teneur en Au peu être une méthode efficace pour distinguer les intrusions stériles de celles qui possèderaient un pot entiel pour des minéralisation s aurifères."

The surface roughness of unfilled rock discontinuities has a major influence on the deformational and hydraulic behaviour of discontinuous rock masses. Although it is widely recognized that surface roughness is comprised of a large-scale (waviness) and small-scale (unevenness) components, most investigations of surface roughness have been restricted to small fracture surfaces (< 1m2). Hence, the influences of the large-scale components of roughness are often neglected. Furthermore, these investigations typically focus on analyzing roughness in terms of two-dimensional profiles rather than the complete three-dimensional geometry, which can lead to potentially biased estimates of roughness. This contribution demonstrates the use of a new optical digital measurement system, based on the principle of triangulation, to digitize a large-scale natural rock discontinuity surface at both outcrop-scale (~6m x 2m) and lab-scale (~100mm x 100mm). Subsequently, the digitized surfaces are systematically analyzed using the three-dimensional roughness methodology proposed by Grasselli to investigate the dependency of roughness on sample window size and measurement resolution.

Since 1978, most systematic studies of AMD passive treatment with limestone drains (LD) have dealt with coal mines in the United States. The authors present in this paper the first results of a triennial study initiated in 1999 on the performance of LD installed at the Ni-Cu Lorraine old mine site in Temiscamingue during a remediation plan that involved the installation of a cover with capillary barrier effects (CCBE) over the reactive pyrrhotite-rich tailings. Typically, a LD is a trench enclosed by impervious materials filled with crushed limestone and may be oxic or anoxic. Four LD (one filled with marble and 3 with dolomite) were installed at the Lorraine site. The LD have been in operation since May 1999 and are performing differently. The most contaminated mine effluent flows south and is directed towards 3 LD filled with crushed dolomite, while a 4th LD was filled with crushed marble and installed west. The LD filled with marble has been generating maximum alkalinity since the beginning of the passive treatment. Two of the dolomite drains have been generating alkalinity since mid-summer 1999, but one is not, even if a substantial pH raise was observed. A pH above 5.5 is required usually for the dolomite drains to start generating alkalinity. The installation of LD at the Lorraine site contributes significantly to the reduction of metals and sulphates loading.

FOR MANY YEARS Canada lived in the hope of attaining a substantial production of petroleum and natural gas that, to geologists familiar with the sedimentary basins of this country, seemed an entirely reasonable expectation. There have been surges of exploration activity stimulated by oil and gas discoveries and development such as occurred in Turner Valley. However, it was not until the Leduc field in Alberta was found in 1947, and the significance of that discovery was realized, that the search became really intensive and continuons. Expansion now has become a matter-of-fact attitude based on results which would have been considered impossible of achievement a few years ago.

"Commissioning of a circulating dry scrubber plant was recently completed at an existing facility, in order to treat the sulphur dioxide off-gas emitted from rotary kilns. Proper planning of the different commissioning stages and staffing an integrated team are the most important factors required for a successful plant start-up. A strong operational readiness plan must be in place as early as the start of construction in order to ensure a smooth transition from commissioning to operations. Plant performance can meet or exceed performance criteria within the required timeframe if the proper group dynamic and good communication is established between construction, commissioning and operations teams.INTRODUCTIONCommissioning of a circulating dry scrubber (CDS) plant was recently completed at an existing facility in Quebec, Canada. The CDS plant treats the sulphur dioxide off-gas emitted from rotary kilns in order to meet increasingly stringent environmental requirements. This installation enables the existing facility to reduce their sulphur emissions by over 90%.The CDS ProcessA general overview of the CDS process is presented in Figure 1 below. The combined, de-dusted off-gas from multiple kilns is sent to the CDS, which acts as an entrained fluid bed, where the gas is contacted with a water mist, re-circulated solids and hydrated lime. The SO2 from the gas stream and the available calcium hydroxide (Ca(OH)2) from the hydrated lime dissolve in the water and react to ultimately form calcium sulphites and gypsum. The solid residue (referred to as CDS residue), is the primary byproductof the process.Fresh hydrated lime and CDS residue is captured by the dust collection system and is re-circulated to the CDS via a fluidised transport system. Clean off-gas passes through the dust-collection system and is then sent to the atmosphere by a single exhaust fan.The CDS residue purged from the system is combined with the dust collected from the kiln offgas system and this mixture is wetted in the already exiting agglomeration system, to minimize dust generation during handling, and then sent to disposal."

"7.1. Glossary of the Platinum-Group Minerals7.1.1. IntroductionA glossary of the platinum-group minerals (POM) serves as a useful introduction to a chapter on their mineralogy. Earlier glossaries (Cabri, 1972, 1976) were prepared for different purposes and composed in a different manner. As for most mineralogical textbooks, from Dana's System of Mineralogy, 3rd Edition (1850) , to Fleischer's Glossary of Mineral Species (1980), this glossary is primarily a chemical classification, arranged here in two tables. Table 7.1 groups the mineralforming compounds of the six platinum-group elements (POE) according to their essential anion(s) or according to the nonPOE element in intermetallic compounds. Table 7.2 is a similar listing for the native metals and alloys of the POE. Both tables include unidentified POM considered to be bona fide new minerals requiring additional study for complete characterization and recognition (see Chapter 9*). Some information on the chemistry of the POM is given in the sections on X-ray data (7 .2) and ore microscopy (7 .3). Because the overwhelming majority of POM have been characterized by the electron microprobe, a more detailed account of representative analyses is given in Chapter 8**. The total POM listed in Tables 7.1 and 7.2 is about 100, after deleting some which would not qualify as discrete species if found today, but which are still recognized on historical grounds; e.g. iridosmine, osmiridium, platiniridium. Tables 7.1 and 7.2 also include 28 unnamed POM; included because they are considered to be probably new species (Cabri 1981 b). The referral scheme for unnamed minerals is the same as in Chapter 9. There are considerably more palladium minerals known than other POM; the proportion of total species (listed in Tables 7.1 and 7 .2) for the POE is: Pd 48%, Pt 21 o/o , Ru and Ir 9% each, Rh 8% and Os 5%. These proportions are in marked contrast to the estimated cosmic abundance, as compiled for average type C1 chondrite by Naldrett and Duke (1980): Pt 29%, Ru 20%, Pd, Ir and Os 15% each, and Rh 6%."

Variation in content of some of the major and minor elements in the Lake Dufault granodiorite near Noranda, Quebec has been studied. The element variation and specific gravity data show a pattern consistent with the concept of a concentrically zoned intrusive on the western side of Lake Dufault with a potassium-rich core and a calcium-rich inner zone. The part of the intrusive on the eastern side of Lake Dufault is of more problematical origin, but the suggestion is made that it has resulted from assimilation of volcanic rock by the intrusive. THE purpose of this investigation was to test the application of x-ray fluorescence analysis to the study of variation in chemical com-position of the Lake Dufault granodiorite. The Lake Dufault granodiorite is an intrusive body approximately six miles long by three miles wide located four miles north of Noranda, Quebec. Concrete reinforcing requires coordination among many roles: structural engineer, estimator, detailer, fabricator, installer and others. The methods used to define and represent concrete reinforcement elements and assemblies in building information models is crucial in determining the efficiency of sharing data among BIM platforms and the effectiveness of using the carried data in production planning, fabrication and site work activities. Starting from the information items that are required to be provided by BIM platforms, as defined in earlier work, we have developed the Industry Foundation Classes (IFC) bound Concepts and Model View Definitions (MVDs) for concrete reinforcement. Furthermore, in coordination with software developers, we propose guidelines for best practices for concrete reinforcement modeling. Implementing these guidelines by software providers will improve reinforcement modeling with regard to various aspects of reinforcement products like geometric representation, placement, and property specifications. The proposed approach is selected as a way to improve functionality of the shared data for production planning, fabrication, project management, and site activities. Guidelines for assigning information to rebar type and instance definitions as well as to rebar elements and assemblies are provided. An efficient method of sharing geometry and property sets among rebar instances of a rebar array is also defined.

"The LaRonde mill was commissioned in 1988 and began treating ore from the Penna shaft in 2000. The mill has been expanded to accommodate 7,500 t/day, but ramped down to 6,000 t/day since the deep extension began. The process recovers gold, silver, and base metals. In 2008, the Goldex plant began trucking gold-pyrite concentrate to a treatment plant feeding pulp to the LaRonde mill, increasing gold output by 40,000 oz. In 2009, the high-grade Lapa ore processing facilities were annexed to the LaRonde plant, increasing gold output by 120,000 oz. This paper outlines the metallurgical considerations related to the treatment of different ore types.RÉSUMÉ Le concentrateur de la mine LaRonde a été mis en service en 1988 et a commencé à traiter le minerai du puits Penna en 2000. La capacité du concentrateur a augmenté afin de permettre le traitement de 7 500 tonnes de minerai par jour, capacité qui est retombée à 6 000 tonnes par jour (tpj) depuis le début de l’extension en profondeur de la mine. Ce procédé permet de récupérer de l’or, de l’argent et des métaux communs. En 2008, l’usine de traitement Goldex a commencé à transporter par camion du concentré de pyrite et d’or vers une usine de traitement alimentant en pulpe le concentrateur de LaRonde, augmentant ainsi la production d’or de 40 000 onces. En 2009, les installations de traitement du minerai à haute teneur de Lapa ont été annexées à l’usine de traitement de LaRonde, augmentant la production d’or de 120 000 onces. Cet article passe en revue les considérations métallurgiques liées au traitement de différents types de minerai.INTRODUCTIONThe LaRonde metallurgical plant in the Abitibi region of Quebec, Canada, evolved into a mature milling site following expansions in 2000–2003, thanks to improved processes, manpower, and water treatment capabilities that better accommodate the complex constituents of the LaRonde ore. The ore requires a sequence of grinding, copper- lead and zinc flotation, and precious metals leaching, ending with a carbon-in-pulp (CIP) gold recovery. A portion (35%) of the tailings is sent back underground as paste backfill after being treated with the SO2-air cyanide destruction process. The tailings area has a dedicated cyanide destruction and metal precipitation area through which the used water passes before returning as recycled water. A biological water treatment plant was built in 2004 to address water toxicity in the final effluent. The water toxicity was the result of the high sulfide content of the LaRonde ore (from thiocyanate or stable cyanide species buildup) and the use of 90% recirculated water in the mill. The water treatment plant uses bacteria to transform thiocyanate into nitrates and precipitate phosphorus from the water before it is discharged into the environment."

"Abstract -The East Bull Lake gabbro-anorthosite intrusion is one of several Early Proterozoic layered matie intrusions occurring along the Southern Province - Superior Province boundary in the Elliot Lake - Sudbury region, Ontario. The base of the East Bull Lake intrusion comprises abundant plagioclase cumulates (Leucogabbronorite Zone) hosting two distinct styles of sulfide mineralization: (1) disseminated magmatic sulfides, and (2) disseminated to massive, structurally controlled sulfides. Both types of mineralization are enriched in Pd, Pt, Au, Cu and Ni. The host rocks to the sulfide mineralization display a range of interesting features including nodular textures, dendritic­ pegmatitic matie pods, inclusion-rich zones (pyroxenite, anorthosite and granitic inclusions) and mag­ matie breccias. Disseminated chalcopyrite, pyrrhotite and pentlandite occur in concentrations of up to lOOJo within erratically distributed gossan pods near the base of the intrusion. The sulfides were originally precipitated from intercumulus liquids, but were subsequently recrystallized and locally remobilized along fractures during the major period of metamorphism and deformation that af­ fected the East Bull Lake intrusion. The base- and precious-metal tenor of the structurally controlled sulfides can be explained by extensive remobilization and reconcentration of the pre-existing magmatic sulfides in the vicinity of a major shear zone. Both styles of sulfide mineralization locally contain ppm abundances of POE + Au and are generally Pd- and Cu-rich, although both display large variations in Pd :Pt and Cu:Ni ratios. The magmatic sulfides are more strongly enriched in POE and contain up to 1470 ppm Pd in 100% sulfide. Severa! factors, including source characteristics, magmatic processes (crustal assimilation, fractional crystallization) and post-magmatic inter­ action with hydrous fluid, have influenced the present distribution of POE, Cu and Ni in the East Bull Lake intrusion .The magmatic sulfide occurrences from the East Bull Lake intrusion compare favorably with marginal-type deposits from rift-related intrusions (Noril&apos;sk-Talnakh region, Siberia; Duluth Com­ plex, U.S.A.) in terrns of their distribution, but are most similar to reef-type POE deposits with respect to their base- and precious-metal geochemistry. The combination of high POE tenors and large tonnages that is observed for the POE-Cu-Ni mineralization from the East Bull Lake intrusion suggests that a good potential exists for the presence of economie concentrations of Pd, Pt, Au, Cu and Ni in the intrusion. On a global scale, the East Bull Lake intrusion is part of a suite of Early Proterozoic plutons, many of which contain significant volumes of stratiform and/or marginal­ type POE-Cu-Ni mineralization. The East Bull Lake intrusion is also one of the oldest mineralized intrusions derived from a sub-Superior Province mantle source region that has given rise to several significant magmatic POE-Cu-Ni deposits during the period 2.5 Ga to 1.1 Ga."
