Maori economic development still remains an enigma to many people some 157 years after the signing of the Treaty of Waitangi. It has only been in the last decade as a result of increasing pressures from Maori to recognize and settle grievances arising from the Treaty and the resulting compensation issues that "mainstream" has begun to sit up and take notice. While Treaty settlements such as the Tainui, Ngai Tahu and Fisheries settlements have gained prominence as a source of economic potential for Maori, there are significant existing assets owned by Maori worth an estimated $4.6 billion that add an exciting new dimension to Maori contribution to New Zealand's enterprise economy.   Despite the fact that many claims have yet to be resolved, Maori are clearly shifting from grievance to development mode as evidenced by their focus on capacity building through education, strategic alliances nationally and internationally and the significant growth of nett asset worth of Maori interests in a number of industry sectors.   In essence, Maori provide a large un-tapped economic potential in New Zealand. The years of relative economic obscurity appear to have wetted their appetite for positive growth and economic independence. Given current trends, it would not be unrealistic to expect the asset base of Maori to double in value over the next decade and to see the emergence of Maori owned Corporates not only within the New Zealand economy but also trading actively in the global market place.

Mining is taking place at increasing depths of cover on the Southern Coalfield beneath predominantly massive sandstone strata. Within the next twenty years, there will be longwall mining at depths greater than 600 m. As the Sydney Metropolitan area continues to expand and as coal mining approaches these urban areas subsidence will continue to become an increasinglY important aspect of coal mining research. Investigations, commenced in the mid 1960's, allow prediction of subsidence in the Southern Coalheld with reasonable confidence. The work is showing that the characteristics of thc subsidence troughs over the deeper mining at Appin differ from the characteristics of mine subsidence at less cover.The longwall mining at Appin Colliery has resulted in a maximum measured subsidenee of 730 mm. The maximum strains were small because of the large radii of curvature of the subsidence profiles. There was no damage to any of the buildings in the township of Appin.

In this work, preheating and roasting tests of pellets made from blends of Western Australia ultra-fine (WAU) magnetite concentrate and Chinese domestic magnetite concentrate or Brazilian hematite concentrate were carried out. The results showed that pellets made from 100 per cent WAU magnetite concentrate possesses inferior preheating and roasting performance when preheating at 1050°C for 20 minutes and roasting at 1300°C for 40 minutes, the compressive strength of preheated and fired pellets is 502 N/pellet and 2313 N/pellet, respectively. When 40 per cent Chinese domestic magnetite concentrate or 20 per cent Brazilian hematite concentrate was blended with 60 per cent or 80 per cent WAU magnetite concentrate, the appropriate preheating temperature of the pellets are reduced from 1050°C to 950°C and 975°C, and also the firing temperature of two types pellets are decreased from 1300°C to 1250°C and 1280°C respectively. Moreover, the compressive strength of fired pellets is obviously improved up to 2746 N/pellet and 2630 N/pellet respectively. Microstructure analysis of the fired pellets made from 100 per cent WAU shows its poor growth of Fe2O3 grains, low interlinkage degree of hematite grains, small size of crystallised grains and high porosity of pellet; however, the fired pellets that blended with domestic magnetite concentrate or with Brazilian hematite concentrate have fully growth of Fe2O3 grains, closer interlinkage of hematite grains, lower porosity and stronger consolidation. Models of ground surface elevation, slope, aspect, curvature, roughness, deformation, as well as other features are gathered together in the term Digital Terrain Model (DTM). DTMs can be generated from a wide range of technologies such as ground surveying, aerial and satellite imagery, including both active and passive sensors. Some elevation derived parameters, such as roughness and slope, can be measured directly using innovative active sensor technology and smart processing, rather than via traditional processing of elevation information. Such models are used as part of a visual interpretation process, and increasingly for computer-assisted analysis using visualisation technology. There is an ever-increasing demand for DTM information to be used in the mineral exploration and mining industry, and consistent pressure from industry to develop models of higher spatial resolution, higher accuracy, and better overall reliability, regardless of the world-wide location of interest. This presentation will survey the range of techniques available for DTM generation, including active (LIDAR, SAR interferometry and differential interferometry) and passive (optical or SAR stereo) methods, as well as interpolation methods (contour or structure interpolation), and the economic placement of these various techniques in the local and regional context. The research issue oftrue-ground elevation models and slopes is also addressed, using LIDAR and SAR polarimetry as signpost technologies. Particular emphasis will be given to the strengths and limitations of new data sources that will, over the next few years, make the acquisition of elevation models of remote regions of the world inexpensive and relatively accurate.

A volcanic sequence is described from the Golden Cross Mine, Waihi, New Zealand. The sequence includes seven lithostratigraphic units comprising flow and pyroclastic units of Coromandel Group andesite and dacite and overlying Whitianga Group dacite and rhyolite which is intruded by the Golden Cross dacite porphyry and rhyolite dykes. The sequence is mineralised and is unconformably overlain by two post-mineral units, the lacustrine Waitekauri beds and Omahine Subgroup andesite.   Detailed structural analysis of mine data has identified four deformational events (D 1-D4) and related these to the gold-silver mineralising events. Faulting was coeval with the mineralization and directly controlled the development, localisation, style and geometry of the ore shoots. Mineralization developed in competent lithologies where dilation occurred during faulting. The Empire Fault is the master shear which controlled fluid flow. Mineralised veining developed in response to tectonic pulses occurring at slightly different stages as represented by the underground Empire vein complex and the open pit vein array. The mineralising events culminated with the deposition of barren calcite veins. Post-mineral movement along the Western Boundary fault appears to have offset the orebody.

The Martha Hill project operates with a nett surplus of water, due to the catchment of rainwater on the tailings dam and the requirement to de-water the open pit mine. It is necessary to discharge this surplus, treated as required, to the Ohinemuri River which flows past the process plant.   The treatment plant, adjacent to the process plant, handles all effluent from the Martha Hill operation including water pumped from the mine, excess water from the tailings decant, and seepage from the tailings dam underdrains. To-date the plant has treated and discharged over 800 000 tonnes of water.

The prospect of utilisation of phosphate ores which contain high P2O5 values associated with Al and Fe has produced a great deal of interest over many years. Processing options have generally been based on the utilisation of by-products which were required to offset the processing costs.   This paper presents a range of processing options which have been investigated at laboratory or technical scale on phosphate ores which predominantly consist of crandallite, CaAl3(PO4)2(OH)5.3H2O and millisite, Ca(NaK)Al6(PO4)4(OH)9.3H2O. Christmas Island (Indian Ocean) and Mt Weld (Western Australia) phosphate ores are good examples of such feedstocks. It is expected that these processes may also be applicable to such phosphate ores from other locations.

Seam correlation in the central Rapahoe Sector (Greymouth Coalfield) can be enhanced by detailed lithostratigraphy and chronostratigraphy. Rewanui Coal Measures are overlain comformably by lacustrine, deltaic and fluvial strata, and this upper contact can be located using lithological and geophysical log character. The Cretaceous-Tertiary Boundary (KTB) occurs near the top of Rewanui Coal Measures and has been identified palynologically in 16 drillholes. The Rapahoe Sector can be subdivided into two palynostratigraphic domains which adjoin along a basement normal fault which was downthrown to the north during coal measure deposition. The KTB provides an isochronous surface which is independent of the lithostratigraphic datum. Using the KTB as a datum, the æUpperÆ, æMainÆ and æSubmainÆ seams can be reliably correlated throughout the southern and central Rapahoe Sector. Similarly, the æSubmainÆ seam can be correlated with æcÆ seam of the Strongman Mine area, though other Strongman seams are absent from the central and southern Rapahoe Sector.

The Theory of Sampling (TOS) has made remarkable strides and has witnessed a suite of achievements over its ~65-year history; especially in the last 15 years, since organised work began for the erstwhile fragmented sampling community (2003). Theory and practice have been very well exposed and disseminated, as witnessed in the successful series of the World Conference on Sampling and Blending (WCSB) events and other dedicated sampling and mining conferences in Australia and South Africa. At this WCSB8 occasion we fittingly devote a section of our conference to celebrate the life and monumental achievement of Pierre Gy, the originator of the Theory of Sampling; a special issue of TOS Forum was recently published to the same purpose. But TOS is most emphatically not a finished work.Here I try to look into the future with a personal view: TOS – what’s next? Commensurate with this objective there is offered some out-of-the-box thinking. The purpose is to try to zoom in on probable additional future aspects of TOS and its application compared to the first 15 years of our common journey. There are bound to be lacunae here-and-there across the vast application horizon delineated, which is as it should be, as this lecture is meant to initiate a broad(er) debate – and readers may agree with all, parts, or none of the topics presented. Part of the PT Freeport Indonesia (PTFI) mine production is in the process of transitioning from the deep ore zone (DOZ) mine to the deep mill level zone (DMLZ) mine. The DMLZ mine is the next lift in the caving series and lies 500 m below the current DOZ footprint.In order to reduce the need for a very expensive additional ventilation system for the DMLZ mine, it was decided to reconfigure some infrastructure and upgrade the performance of the three existing DOZ mixed flow ventilation fans in situ, reducing the new fans required to two. This was far less costly than providing complete new installations.These fans are installed in individual underground chambers in DOZ mine exhaust drifts and connected to the DMLZ mine exhaust drifts system in 7 m × 7 m airways size, through sets of 6 m diameter by 500 m high raises.The upgrade process involved replacement of motors, fan shafts and bearings. The existing 1600 kW DOZ mixed flow fans are 3500 mm diameter and operate at a speed of 595 rev/min and were originally designed to deliver 390 m3/s at 3.3 kPa. Efficiency optimisation may be required at a later date.The upgraded DMLZ fans are required to deliver 425 m3/s at 3.7 kPa and it was necessary to increase in motor size and speed to 2200 kW at 710 rev/min. The company has identified the management of Health and Safety as a key capability to sustain future growth, and to add value to the business. It has set a target of being the best practice in managing Health and Safety.   This paper examines the company's activities in the Health and Safety area, and how it sees that value can be added by preventing and containing losses through accidents involving people, property, process and the environment. Solid Energy is confident that a Planned approach to managing Health and Safety can achieve this. It will explore historical events, strategic changes, Health and Safety systems, Benchmarking, Performance Measures, initiatives, progress to date and challenges for the future.

To optimise the haulage of the large tonnages produced from stopes in this high production gold mine, an ore pass and feeder system was introduced. This ore pass was designed and developed in 2006 and the plate feeder installed and commissioned soon after. Cavity Monitoring Surveys (CMS) have been undertaken of the ore pass since it was commissioned. The original thickness that was surveyed of the pillar between the ore pass and decline in 2006 was approximated to be 19 m. Throughout its use large blocks of rock were reporting at the plate feeder. This was the first indication that the ore pass was failing somewhere between the tipping level of the 9410 level and the plate feeder at the 9330. Even so CMS surveys were not taken systematically to firstly identify the area of failure or for monitoring. In August 2008 after implementing management systems, large blocks were still reporting to the plate feeder. The decision was made to empty the pass enough to carry out a CMS survey of the area. Subsequently it was discovered that the area of failure was between the decline and ore pass and that since the first survey the pillar thickness had been reduced to approximately 9.7 m. Further management controls were put in place to slow movement of the material and to limit the use of the 9410 tipping level, but this did not alleviate the rate of failure entirely. The results of an initial inelastic numerical model indicated that most of the pillar was damaged and that failure into the decline likely if no changes were made. The numerical modelling predicted that even if material was no longer passing through the ore pass interaction between the voids was unavoidable and would most likely result in instability. The ore pass and plate feeder are an integral part of the haulage system for the remaining life-of-mnie. Two solutions were sought to firstly reinforce and stabilise the pillar between the ore pass and decline and secondly to rehabilitate the ore pass or find an alternate design that could still utilise the plate feeder. This paper summarises the analysis and resulting rehabilitation that was used to accomplish this.

Experiments were conducted to access the feasibility of removing zinc from lead slag by sulfation or chlorination or both. Gaseous sulfation with sulfur dioxide and oxygen released only 50 per cent of zinc even under the most severe conditions. Sulfation with concentrated sulfuric acid by a fast-leach process released 95 per cent of zinc while pug-roasting released a maximum of 78 per cent of zinc. Chloridization with NaCl in the presence of sulfating gas released 50 per cent of zinc, while direct chlorination with chlorine gas and oxygen released 85 per cent of zinc and 100 per cent of lead in a chloride condensate containing little impurities.

Coal mining in New Zealand is principally a State-owned and controlled operation where the State produces 70 per cent of the coal in New Zealand and 65 per cent of coal mined in the Waikato. The State's flexibility in production quality and price makes them tough competition. Coal in the Waikato varies in quality considerably throughout the region making the high quality coal deposits as in the Huntly district a highly sought after commodity. The high quality of coal is often offset against transport costs as, for example, Maramarua coals can compete effectively in the Auckland market and dollar per calorific value basis.

A panel cave using LHDs for ore extraction came into production at Premier in 1990 at a depth of 630 metres below surface on the western side of the mine in the BA5 mining block. A post-undercut mining sequence was used with all development on both the undercut and production levels completed prior to the undercut being advanced over the pre-developed drawbells. Support and rock mass damage on the production level was extensive as the undercut moved overhead. Undercutting and coarse fragmentation created problems. The mining sequence was changed to an advance undercut with the minimum of development and support undertaken on the production level prior to the undercut moving overhead. Only once the abutment stresses had stabilised were drawbells developed and final support installed. The height of the undercut drill design was decreased from 18 to 13 metres. The changes resulted in markedly less rock mass and support damage on the production level. Lessons learned in the BA5 mining block on the 630 level were incorporated into planning and scheduling the BB1E mining block which came into production on the 732 metre level on the eastern side of the mine in 1996. An advance undercut mining sequence was planned, undercut height was minimised and undercutting parameters were optimised in terms of the BA5 experience. Numerous problems still occurred. As the undercut area increased in size severe spalling from the cave back resulted in vertical propagation of the cave to a height of 30 metres instead of the planned 13 metres. The resultant coarse fragmentation created secondary blasting problems and an excess of undercut ore that had to be loaded and trammed, slowed the rate of undercut advance. The planned mining sequence was compromised and considerable support and rock mass damage resulted on the production level below. Once these problems had been overcome the undercut advanced at the planned rate and continuous caving initiated at the predicted hydraulic radius. At a later stage the unexpected ingress of water hampered undercut drilling and slowed the rate of undercut advance in a section of the cave. Leads and lags between adjacent tunnels and the overall face shape could not be developed as planned. The rate of natural horizontal cave propagation exceeded the rate of undercut advance and three undercut drilling tunnels were extensively damaged. More tunnel development on the production level prior to undercutting than was planned resulted. The slow advance of the undercut and high abutment stresses caused extensive damage to installed support and the rock mass on the production level, 15 metres below. Experience in the BB1E mining block on the 732 metre level has taught that an advance undercut mining sequence reduces damage on the production level markedly. Extremely tight control on the rate of undercut advance, leads and lags between adjacent tunnels and overall undercut face shape as well as extraction ratio, tunnel development and support sequence on the production level below is required. Premier Mine plans to implement a block cave at a depth in excess of 1000 metres within the next decade. All the experience gained on current mining levels together with data collection and numerical modeling is being used to plan the proposed mining operation. The geotechnical challenge of mining at this depth in weak rock has been identified as the greatest risk to the project. Challenges centre around adopting the correct mining sequence, limiting the extent of rock mass damage associated with undercutting and effective support. The hydraulic radius needed to initiate caving, fragmentation, drawpoint spacing, secondary blasting and the possibility of seismicity are geotechnical concerns that are being addressed. Results to-date suggest that a pre-undercut mining sequence with all development and support on the production level carried out only after the undercut abutment stresses have passed overhead will have to be implemented.
