The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

The paper describes the salient construction features of the Pile foundation work for the Railway viaducts in Algeria. Six viaducts were constructed for execution of the Railway line between Aintemouchent and Benisaf in Algeria. The work was executed by the Indian Railway Construction Company Limited of India (IRCON) for the Algerian National Railways (S.N.T.F.). These six viaducts had multiple spans of 36M resting on hollow piers of heights upto 69M. Most of the piers were founded on piles of 1 and 1.2M dia bored piles going upto 22M deep through cal­careous rocks and were designed for Railway loading in seismically active area. The work involved 356 piles & constituted a very important aspect of the whole work. The concrete in the piles was made with sulphate resistant cement and the integrity of the concrete was tested with Sonic method so as to ensure the quality. The piles were driven with the help of a hydraulic oscillator and the concrete was laid with a tremie pipe. Problems as encountered during execution have been explained.

A tunnel boring machine (TBM) was designed and built at the Cold Regions Research and Engineering Laboratory in 1992 for use in Antarctica. The TBM system was tested at the South Pole where a 120-m long tunnel was bored to prove the concept. Modifications were made to the system resulting from this work. In 1999,boring of a 600-mutilidor began as part of the new South Pole Station. Tunneler hydraulics reliability problems prevented the completion of the tunnel before the end of the short construction season. This paper discusses the design and operation of the TBM, proposed solutions to the problems encountered, and current operations of the system.

Some important mineral fields are referred to in discussing the formation of placer deposits in Australia.Testing methods include boring by hand, with percussion rigs, with auger and pit digging drills, and by vibro drilling.Sampling errors are minimized by the use of correct techniques and equipment for boring, sampling and sample dressing. A hypothetical set of data is used to demonstrate the final process of evaluation, and somerelevant taxation provisions are discussed.

Three-dimensional velocity tomograms were generated to image the stress redistribution around an underground coal longwall panel to produce a better understanding of the mechanisms that lead to ground failure, especially rockbursts. Mining-induced microseismic events provided passive sources for the three-dimensional velocity tomography. Surface-mounted geophones monitored microseismic activity for 18 days. Eighteen tomograms were generated and high-velocity regions correlated with high abutment stresses predicted by numerical modeling. Additionally, the high-velocity regions were observed to redistribute as the longwall face retreated, indicating that velocity tomography may be an appropriate technology for monitoring stress redistribution in underground mines.

Sublevel stoping (SLS) is one of the oldest and most used methods for underground mining. It relies heavily on the use of drilling and blasting techniques to remove the rock, and gravity to transport the broken rock to drawpoints located at the base of the stope, with LHDs to transport material from the drawpoints. Current SLS operations are based on the assumption of stable geometry of the stope. Thus, the stope design includes the definition of the geometry according to the orebody shape and geomechanical constraints to avoid instability, which may cause excessive dilution. Under some circumstances, dilution could enter the stope due to geotechnical instability, especially when large stope geometries are used. A review of current design and planning practices for large SLS operations indicates that no consideration is given to the material flow and the mixing that occurs after blasting. Material flow could have a large impacton the mixing of ore when grades are heterogeneous in the stope. In this paper, we discuss the influence of gravity flow on the design and planning of large sublevel stopes with and without vertical dilution, based on laboratory experiments. The outcomes of this investigation are used todevelop guidelines towards the design and planning of large SLS mines, which would complement the currently used geotechnical considerations.

A quality culture was instilled into the workforce prior to commissioning which ultimately led to AS3902 qualification in 1992. Simcoa has continued its quality drive through the formation of 'Simcoa's Quality Leadership Process' which is planned to make Simcoa the best silicon producer in the world.

The paper show how the inclusion of the uncertainty of the geology of the orebody into the mine planning and design process can be of great help, for the mine planner, in both assessing and quantifying the existing risk in the key project indicators such as DCF, and ore tonnage. This is achieved by using conditional simulation and Monte Carlo techniques which provide equally probable models of the original orebody model of the deposit. In this fashion, it is possible to assess the sensitivity of the pit design and related long-term production scheduling (cutbacks) to grade uncertainty.

Process control limitations have led to suboptimal performance of the crushing section of Sishen MineÆs Jig Plant. The performance of the PID (proportional-integral-derivative) controller implemented during commissioning was hampered by the relatively small buffer capacity between the crushers and screens. The inability to maintain the tertiary crushing chamber under full choke conditions lead to inefficient crushing and reduced crusher product cubicity.Model predictive control (MPC) was implemented in the tertiary crusher plant in May 2012 and resulted in a throughput improvement of six per cent in its first month. The controller was further optimised and indicated a throughput improvement of 16 per cent during on/off testing in July 2012. The throughput improvement is attributable to the finer crusher product resulting from operating the crusher under full choke conditions and controlled feed rate to the tertiary crusher plant screens. The next step is to couple the model predictive controller, automated gap control system and an economic optimiser to ensure maximised throughput and value from the resource.CITATION:Leeka, E K, 2013. Quality control is essential for augered cast-in-place (ACIP) piles (also known as continuous flight auger (CFA) piles outside the United States) and augered displacement (AD) piles since the pile is constructed below the ground surface out of the direct sight of the personnel constructing and inspecting the pile. ACIP piles are being successfully constructed to support high-rise structures, arenas and stadiums, mass transit systems, and power and industrial facilities. The use of AD pile technology is also gaining ground in the United States, typically utilizing proprietary systems such as Omega (currently utilzed by Richard Goettle Inc., and LG Barcus and Sons, Inc.), Berkel, and DeWal (currently utilized by Morris-Shea). Different types of ACIP/AD pile installation equipment are shown in Figures 1 and 2. ACIP piles are installed into granular and cohesive soils, and soft rock to lengths currently approaching 130 ft (39.5 m), with diameters up to 24 to 36 inches (610 to 915 mm), and sustaining design loads approaching 900 kips (4000 kN). Current AD pile installation equipment in the United States is capable of installing up to 79-ft-long (24 m) piles with diameters ranging from 12 to 18 inches (305 mm to 460 mm).

"In recent years, FFE Minerals has designed, installed and commissioned several large grinding mill circuits. This paper discusses the issues related to the erection and commissioning of large grinding mill circuits. The three circuits discussed are Collahuasi in Chile, Minera Los Pelambres in Chile, and Century Zinc in Australia. These circuits include large SAG and ball mills with both gear and gearless drive arrangements, as well as, both trunnion and shell supported mills. Aspects of these features are discussed with respect to their impact on installation and commissioning. While the normal challenges of mill erection and start-up were experienced, there were also a few unexpected challenges encountered partly due to the large scale of the equipment. An overview of the equipment and design ratings of these circuits is also provided.COLLAHUASIOverviewThe Collahuasi mills were started-up in November of 1998. The site is located in the Andes Mountains at an elevation of 4300 meters. The grinding circuit includes two lines featuring one SAG mill and one ball mill for each line. The circuit features a recycle conveyor around the SAG mills with provision for adding a pebble crusher in the future. The design tonnage of the grinding plant is 60,000 MTPD with an ore BWI of 10.5 kWh/MT.The SAG mills are 32’ x 15’ (1 3’ EGL) with 10,800 HP drives. The drive arrangements are dual pinion through pneumatic clutches. The mills are driven by low speed synchronous motors with CCV variable speed drives. The SAG mills are trunnion supported and use hydrostatic lubrication. Feed to the SAG mills is via a rock-box type feed chute on a cart. The mills discharge on to trommel screens with a bucket wheel to remove the oversize.The ball mills are 22’ x 36.5’ (36’ EGL) with 12,500 HP drives. The drive arrangements are dual pinion through pneumatic clutches. The fixed speed mills are driven by low speed synchronous motors with GE Quadramatic load sharing drives. The ball mills are shell-supported and feature multi-pad bearings with hydrodynamic lubrication. The mills are fed via a rubber lined sump box with feed spout on a cart. The ball mills also discharge on to trommel screens. Twenty-six inch (26”) diameter hydrocyclones are in closed circuit with the ball mills."

If the industry keeps doing what it has always done, it will continue to get what it has always got - rising operating costs. Why is this so? Generally grades being chased are becoming lower, stripping ratios becoming higher, ability to attract personnel to the industry becoming harder and/or more expensive, higher safety standards are being demanded and environmental governance is being enforced.   How then should the surface mining industry plan for the future whilst delivering on improved safety and the environment? In-pit crushing and conveying (IPCC) points the way, as a partial or complete substitute for trucks.   IPCC systems promise significant advantages over traditional truck and shovel operations, including improved safety, reduced operating costs, reduced dust and noise emissions, far greater efficiency in energy use (electric versus diesel motors predominantly and the ability to regenerate electricity back into the local grid for downhill situations), reduced carbon emissions (dependent on power generation source) and reduced water consumption. Despite these advantages, there is a general industry reluctance to migrate from truck and shovel operations. This reluctance stems from a familiarity with truck and shovel operations and a perceived concern that IPCC lacks flexibility which will negatively impact on the mining operation.   In studies conducted since 2007 (with the new modular builds) comparing IPCC with truck-optimised pit designs, IPCC has delivered up to USD$0.82 per tonne moved less than an equivalent truck operation. In addition, IPCC is easily automated from a central control room (local or remote) - something that trucks have yet to commercially achieve.   IPCC is a proven process that, with a fresh mindset, can make a significant improvement to mining operations - its safety, the impact on the environment and its costs. It maybe of interest to note that there is over 200 IPCC installations worldwide today.   This paper and presentation will assist in furthering the understanding of IPCC and its applicability.

"With the narrow vein structure of Nova Scotia gold deposits, selective mining is rarely possible and mill heads will be too low (below 0.10 oz per ton of gold) to support a conventional mill of up to 1000 ton per day capacity at present gold prices. The recent operation of a small 100 t.p.d. mill at Cochrane Hill using fine grinding - leaching - filtration supported this assertion. Milling costs exceeded $25.00/ton of feed mainly due to high capital, labour and maintenance costs.Accordingly, since 1981, efforts have been directed towards the development of a cheap gold extraction process in terms of both capital and operating costs. The main criteria is to produce gold below US $200 per oz including all administration, mining and process stages. This paper describes such a process development for Cochrane Hill. LOCATION AND HISTORY OF THE PROPERTYThe Cochrane Hill property is located about 8 miles North of Sherbrooke, N.S. on highway No. 7. Sherbrooke is about 180 miles east of Halifax. Gold was originally discovered at Cochrane Hill in the 1860's. Early work consisted of trenching. In the 1930's a small shaft was sunk to about 80 feet and some tonnage treated using a stamp mill with gravity concentration of gold.Northumberland Mines Ltd. acquired a 70% interest in the property in 1977. Subsequent drilling indicated a potential zone of gold mineralization with a drill-indicated tonnage of one million tons having a grade of 0.07 ounces per ton of gold (all high assays cut to 1 oz) down to a depth of 300 feet recoverable by open pit mining methods. In broad terms, the goldbearing zone is about 50 feet wide and 800 feet long and dips at about 70°."

Selection of tunneling method, specially the use of shielded machines for application in deep rock tunnels can be heavily impacted by presence of ground convergence and squeezing conditions. Tunnel convergence is a function of ground conditions (i.e., rock mass behavior, groundwater, in-situ stresses), size of the opening, and TBM operational parameters. The case study of Ghomroud water conveyance tunnel project in Central Iran, which is under construction using a double shield TBM, is used to examine the effect of rock parameters on tunnel convergence and hence on the need for over excavation and shield lubrication to avoid problems with the shield getting stuck. Although it is impractical to perform a continuous assessment of rock mass conditions within the shield or in the lined tunnel, results of field observations and subsequent studies show that the amount of the tunnel convergence has direct correlation with the percentage of fines and large rock fragments in the muck and TBM thrust/torque/ROP. These relationships have been examined and will be presented in this paper.

The feasibility of developing the Underground Science City below the Kent Ridge Park has been investigated. The primary aim of the study has been to explore the possibility of creating underground space to house a new community of research laboratories and offices. The investigation represents the first such study undertaken in Singapore for a non-military underground facility. The paper describes the geology of the Underground Science City site and illustrates the layout and plan of the Underground Science City. The geology and rock mass below the Kent Ridge Park is generally favorable for the development of an underground cavern complex. Underground Science City can be potentially developed housed in a cavern complex. Several potential development schemes are studied; with various combination of deep/shallow mined caverns of different span sizes and access options. The preferred scheme is shallow, mined room-and-pillar caverns with large spans and shaft accesses at both existing surface Science Park 1 and Science Park 2. The scheme can be potentially expanded laterally to create more underground space for new Underground Science Cities at Kent Ridge area.

Amongst representative men directing alluvial mining of erations in Victoria, some difference of opinion exists as to the best system of working the deep leads. The developmental operations of shaft-sinding, extending a reef drive, partially watering and rising up into the wash dirt are practically the same on all fields but subsequent mining is continued either on the Chiltern and Rulberglen or Ballarat systems, the latter being referred to by the Chiltern and Rutherglen miners as the "down country" system. In the former, the leading wash and cross drives are lept from 300 to 500 feet ahead of the reef drive, and in the latter the reverse method keeping the reef drive well ahead of all wash workingsis adopted.In the majority of alluvial mines in the southern and western fields, the initial work of defining the course of the lead is costly, owing to the thick superincumbent layers of hard basalt, to bore which costs from 9/- to 15/· per foot. Unfortunately large sums of money have been wasted in this work, owing to a want of care and knowledge in the selection of bore sites, and improper recording of the strata pierced, thus handicapping alluvial mining and bringing boring operations...

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame will be on Sept. 12, 2009 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The five inductees are: Paul A. Bailey, 82, Richard T. Moolick, 89, William Braden and Alonzo Pawling and Henry Harnischfeger. Paul A. Bailly was president of Bear Creek Mining Co., the U.S. exploration subsidiary of Kennecott Copper, from 1961 to 1967. In 1968, he joined Occidental Petroleum Corp. and was tasked with creating the company?s international mining division, Oxymin, which he led as president through 1983. During his distinguished career, Bailly participated in numerous significant mineral discoveries, developed a new exploration philosophy and made important additions to the mineral exploration literature. William Braden was the first to recognize the immense potential of the El Teniente orebody in Chile. He founded Braden Copper Co. and developed the El Teniente Mine which now, 100 years later, remains the world?s largest underground copper mine. Braden?s endeavor survives to-day as the El Teniente division of the Chilean state copper company, CODELCO. T. (Dick) Moolick established a lasting legacy in the mining industry, first during a 35 year career with Phelps Dodge Corp. and then as the driving force in establishing the National Mining Hall of Fame and Museum in Leadville. The Hall of Fame and Museum ? a monument to the memory of the men and women who pioneered the discovery and development of the United States? natural resources ? has become one of the fi nest museums in the western United States.

In England, the provision of aggregate is determined by the historical relationship between construction and aggregate consumption. This approach does not necessarily lead to sustainable decision-making and can be seen as being driven by political expediency, rather than reasonable environmental consideration. The introduction of the statutory requirement for Strategic Environmental Assessment (SEA) in the UK has provided the opportunity to examine this issue on a more rational basis. This paper provides a practical application of a SEA based approach, to the provision of aggregates at a regional level. The process, underpinned by relevant information on resources and environmental assets, suggests that alternative supply scenarios for aggregate provision are tested in a transparent, consistent manner with increased genuine stakeholder consultation. It supports a move away from "predict and provide" approaches to one where aggregates are sourced with the best balance of environmental costs and benefits.

The health of the industrial minerals industry appears to be improving year by year. In fact, preliminary information suggests that only three commodities (asbestos, bromine, and sulfur-other) failed to show a production gain in 1984 over 1983. In 1983, 10 commodities failed to post gains and six remained constant. The total value of industrial mineral production in 1984 was $16.7 billion, up $1.4 billion from 1983. Cement, clays, gypsum, and crushed stone production increased. Since these are used in housing and construction, this suggests these industries are moving out of their recent doldrums. Barite and clay production also improved in 1984. Local US barite production, however, still has a long way to go to attain the 1981 high of 2.6 Mt (2.9 million st). Barite imports remain high. But they are not as high as the 1982 importation of 2 Mt (2.3 million st). Bentonite production in 1984 increased 20% in volume and 25% in value over the previous year. This suggests improvement in the drilling industry and an increase in demand for iron ore pelletizing grades. All in all, the industrial mineral industry is alive and well. And it shows signs of great improvement in the next few years. Following the experimental work of Denny, Robson, and Irwin, and the clinical investigation by Crombie and Blaisdell, an investigation of aluminium therapy was begun at Washington, Pa., which is situated In a very large industrial section of the State. Some of the men to be studied were from plants manufacturing silica brick, refractories used in steel and glass manufacturing, and semi-porcelain table-ware; others were workers in foundries, sand blasters, and men engaged in the quarrying of ganister rock.This group of workmen gave an opportunity to study the effects of aluminium on various types of silicosis which differed somewhat from that found in hard-rock miners.EXPOSUREIn their occupations, the men studied were exposed to silica dust concentrations ranging from 17 to 97 per cent free silica. In the silica brick industries, the unfired product averages 96 per cent silica in the form of quartz, whereas the fired brick contains 50 to 62 per cent. cristobalite plus 11 to 80 per cent. tridymite, forms of silica that, on account of their higher solubility, are more toxic than quartz. The operational dust counts in the plants varied from 15 to 9,500 particles per c.c., and the median particle size from the aerial samples was 1.0 micron for the green product and 2.0 microns for the fired product. The length of exposure varied with the occupation as well as with the individual plant, but disabling silicosis could be produced in less than four years in certain exposures. The average time needed to produce radiological silicosis in those susceptible to this disease was eight years. Some of the men in our series of cases have been treated as long as fifteen years after exposure had ceased, and have improved under treatment.The dust counts mentioned above had been reduced prior to the aluminium therapy studies and the presen.t exposures do not exceed '900 particles per c.c., the average being 370 particles. per c.c. This improvement in dust conditions was due to improved dust control apparatus, which was installed before aluminium therapy was instituted. Aluminium powder is not a substitute for dust control.PATHOLOGYThe pathological picture of silicosis in men engaged in the ceramic industry is somewhat different from that in hard rock miners."
