This circular is part II of a series of papers reviewing the literature on air conditioning in mines with particular reference to the health, safety, and efficiency of employees. It deals with the physiological aspects of the principal physical qualities of mine air; part I (Information Circular 7001), chapters 1 to 3, discussed the physiological aspects of the chemical qualities of mine air, especially when contaminated with organic matter and noxious and toxic gases; part III will describe theoretical and practical methods of air-conditioning mines to try to correct or alleviate the conditions mentioned and will discuss the results attained by some of the systems now in use in various parts of tae world. With the present emphasis on the necessity for preserving the health of the Nation's defenders, industrial as well as military, attention should be called to the various conditions that may affect adversely their health and efficiency. One of the most important of these is exposure to abnormal air conditions, especially high temperatures and humidities. Therefore, it is believed that although the data presented here on the physiological effects of exposure to high temperatures cue intended mainly for the mining and allied industries, they are applicable to many other defense industries as well as to conditions present in some activities of the Army and Navy.

"INTRODUCTION Sporadic beneficiation tests have been made on the Birmingham (Ala.) red iron ores for the last 55 years. Now, gravity-concentration plants are in operation, of tables are in use. A major problem, as seen by the present writers, is to obtain a coarser concentrate and add to the recovery without increasing the quantity of slime. The oily practicable solution found so far is to recover, by means of concentration (hydraulic) classifiers, the coarse concentrate normally lost in the table middling and, by a similar method, to recover middling particles from the table tailings The size and shape of the coarse concentrate Particles combine to cause them to report in the table middling rather than in the table concentrate. Similarly, mineral is lost in the tailing. Because of this, the nature of the ore, the deportment jerking table, plant tests on classifiers and tables, and the suitability of small concentration classifiers to treat table zonal middlings are discussed herein.The work was done by the Southern Experiment Station, Bureau of Mines, in cooperation with the University of Alabama, Tuscaloosa, Ala."

This paper, which describes the milling practice at the Britannia concentrator, Britannia Beach, B. C., is one of a series being prepared by the Bureau of Mines. The concentrator treats copper ore at the present rate of 6,000 to 7,000 tons of dry ore daily and produces copper concentrate and pyrite concentrate by selective flotation methods. The copper concentrate is smelted and the pyrite product is utilized for acid manufacture.

Chronic whole-body vibration exposure, as expected in large construction and mining vehicles, has been associated with neck and back pain and injury.1 While work has been done towards gaining a better understanding of the relationship between vibration and shock and muscle activity of the back musculature2, relatively little information regarding the activity of neck, shoulder and upper arm muscles is known. Today’s equipment designs must conform to domestic and international standards, however these standards do not specifically address the vibration exposure in the head and upper quarter. Further it is not well known how the control configuration within a vehicle (e.g. steering wheel versus arm controls) influences muscle voluntary and reflex activity levels. Greater muscle activity may lead to greater muscle fatigue – which in turn may be associated with greater risk of injury.2 Thus, muscle contractions needed to maintain static postures as well as those resulting reflexively should be considered during an analysis of seating position. Unfortunately, little is known regarding the influence of arm position on head and neck muscle function. The purpose of this study was to investigate the relative muscle activities of 5 neck, shoulder, and upper arm muscles during riding simulations of large construction equipment, using three different arm control options. Methods Five typical heavy equipment ride files were “played back” through a man-rated Servo Test 6-degree of freedom (dof) vibration system. Each ride was repeated using 3 seat and control configurations (steering wheel (SW), floor mounted arm-rest controls (FM), seat mounted arm-rest controls (SM)). Two trials were performed for each ride and seat control combination (each trial: 60 sec of 6-dof and 60 sec of vertical vibration). Five channels of surface electromyography (EMG) of the right-side cervical erector spinae muscles (neck extensors), sternocleidomastoid (neck flexor), upper trapezius (shoulder elevator), biceps brachii (elbow flexor) and triceps brachii (elbow extensor) muscles were collected throughout each ride (~ 2min) using pre-amplified (10x), 1 cm silver bar electrodes, with 1 cm fixed inter-electrode distances (Delsys, Inc). Further analog amplification was set at 10k (1k for one subject), and sampled at 1000Hz using a 12-bit DAQ card and Labview 7.1 software (National Instruments). A total of 7 right-handed male subjects were tested, but only 5 had complete EMG data sets to analyze for this sub-study. EMG was analyzed using root mean square (RMS, in mV) of 20 ms moving windows, and then averaged across the entire trial for a measure of mean total muscle activity (voluntary and reflexive). The muscle activity to maintain the static posture was estimated as the mean RMS EMG over a 1 sec interval just prior to and/or after completion of the ride. Repeated Measures ANOVAs were used to test for with-in subject differences using a = 0.05.

Lime is of tremendous importance to modern industries. In agriculture it is regarded as essential to the continued fertility of many important regions; in building it is indispensable, and in the many ramifications of the chemical industries it is so necessary and so widely employed that it has been designated "the king of all the bases." Figure 1 shows a general view of a modern lime plant producing more than 500 tons of lime daily. In 1924 the production of lime was reported from nearly every State in the Union and amounted to more than 4,000,000 tons, valued at, nearly $40,000,000. For a production of that magnitude between 8,000,000 and 9,000,000 tons of limestone are required. The many problems involved in winning this great quantity of raw material from the natural rock and preparing it for the kilns have in the past received little attention from any governmental agency. Therefore, in compliance with a request from representatives of the National Lime Association in 1922, the Bureau of Mines began a study of problems in limestone quarrying in an effort to advance more economical methods of operation and the utilization of waste material. Field studies were made at many quarries, and the information thus compiled, besides data already at hand from work in other branches of the stone industries, were disseminated to operators in the form of mimeographed Reports of Investigations, eight of which were issued at intervals during 1922, 1923, and 1924. A questionnaire was appended to each report, and quarry operators were invited to contribute additional information obtained as a result of their actual experience and observation. Operators of lime plants have been cordial in their responses and have supplied the bureau with much valuable information. From the data thus obtained, supplemented by later field studies, the revised reports have been combined to form the major part of this bulletin, which is believed fairly to represent present knowledge on the subject of quarrying limestone for lime manufacture.

"INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted the Bureau's Mount 'Weather Testing Adit,Mount Weather, The author acknowledges the assistance and cooperation of Wing G. "This report is based primarily on a study of safety conditions and practices followed in the coal mines of Japan. Not all of the coal fields in Japan were studied, but typical mines in the largest producing areas and a fair cross section of coal-mine-safety conditions observed during February to April 1948 are described.Information was obtained through investigations conducted in the mines, discussions with mine-management officials and representatives of labor unions of the various mines visited, and examination of records and statistics from the various offices of the Coal Board of the Ministry of Commerce and Industry and from the Coal Association of Japan. Statistical data covering the same subject, obtained from different sources, varied in many respects and apparently were reported inaccurately, but such discrepancies can be attributed to different methods of reporting and compiling statistics.It is difficult to correlate the high fatal and nonfatal injury rates that prevail in Japanese coal mines with the conditions observed in the mines. Virtually all mines visited were attempting to prevent accidents and explosions, by apparently following known safety precautions for the prevention thereof. Some commendable safety innovations were observed at several mines; they indicated that mine officials are giving thought and consideration to hazardous conditions that affect their particular mines.Naturally, the operating officials and management were anxious to impress the writer with their interest in accident prevention and safety. Operating officials were found to be receptive to safety and wore interested in formulating definite safety programs. Some nines had well-planned and well-organized safety programs, which, if put into effect, would contribute greatly toward reduction of accidents.The approach to safety in Japan is quite different from that in the United States, especially the concept of personal responsibility for accidents and the extent to which the individual should be protected against hazards. Management is responsible for providing and maintaining safe working conditions. Collaboration between management and worker, as understood in the United States, does not exist in Japan.Increase in accidents since the cessation of hostilities is the result of unsettled economic conditions in the coal industry, influx of inexperience workers, and breakdown of discipline among the miners, who have been organized into unions. Those unions are greatly influenced by ""leftist"" tendencies.It was observed that the Japanese mine worker is fatalistic by nature and has little, if any, noticable safety consciousness. The most urgent major requirements to reduce accidents in the coal mines are to train the worker in accident prevention and instruct him regarding the inherent hazards of his occupation.Revision of the mining laws would help to reduce accidents if the companies would comply with such laws and provide safer working places and if the workers would cooperate with management and observe and comply with such laws as are enacted for their protection."

"Methods and costs of rock-dusting bituminous coal mines have been discussed in various publications by the United States Bureau of Mines and others.3 This paper discusses the present methods and cost of dusting at the Swastika mine of the St. Louis, Rocky Mountain and Pacific Co., Raton, N. M.In the Swastika mine the recommendations of the United States Bureau of Mines with regard to rock-dusting are followed at least as well as in any mine in the States of Wyoming, Colorado, and New Mexico. This mine is located at Swastika, N. M., approximately 4 miles west of the town of Raton and is in the Raton coal seam. The mine is rated as gassy and produces approximately 1,000 tons of coal per day.A mining system known as the ""room-and-pillar with cut-offs"" is used which results in recovery of nearly 100 per cent of the coal. The mine employs approximately 250 men.Ventilation is maintained by a Sirocco fan so arranged that the air current may be reversed and exhausting approximately 130,000 cubic feet of air per minute at 3 inches water gauge. This fan is supplemented by two auxiliary fans for emergency use. Three main entries penetrate the hill in a straight line for approximately 8,000 feet. The haulage is through the center entry, which is also used as the intake in conjunction with a two-compartment concrete-lined shaft located at the end of the entries. The main return for 3,000 feet inby the fan is 12 feet wide and 7 feet high. For this distance the ribs have been reinforced by a wall made of coke-breeze blocks plastered over with cement. Solid concrete blocks are used for the top row of blocks of the wall. Steel 10-inch I-beams spaced 40 inches apart center to center are supported on these solid blocks and thus support the roof. The next 1,000 feet inby has the same area, but the cement blocks extend to the roof, as no crosspieces are needed. The airways are kept clean and well rock-dusted.A rather unique system is used to handle gas feeders along the intake and haulage entries. There these feeders occur in the roof or where gas is apt to collect in high points along the haulage, tin funnels as large as 3 feet in diameter are placed near the roof. From these a 2-inch or other suitable-sized pipe is run into the return through the wall of the nearest break-through. A valve on this pipe line controls the amount of air pulled. These devices keep the high places clear of any gas, even when strong feeders are encountered.Fifteen-ton electric trolley locomotives are used on the main haulage and approximately 30 roller-bearing oars, each having a capacity of approximately 3,000 pounds of coal, compose a trip. All loaded tripe carry steel drags on the last car, and automatic derails are located at advantageous points throughout the mine.All loaded trips are thoroughly sprinkled on the sectional partings and at the main parting. The track is sprinkled every idle day, or if needed, every day; from a large tank mounted on a truck hauled by a motor. Neither nozzle nor spray is used, as these were unsatisfactory. The water leaves the tank. through a 11/2-inch valve and is permitted to flow on the road through a horizontal 11/2-inch T. Water is obtained from filling stations located throughout the mine. It is stated by the officials that the use of this method of sprinkling permits the entire haulage roadbed to be wetted down in two hours."

We encountered several areas of methodologic uncertainty during development of a data collection method for use with vibrating hand tools in metal assembly. A local manufacturer sought our assistance designing a data collection method for evaluating and predicting risks of upper extremity disorders associated with use of vibrating hand tools. Current methods of vibration measurement are described in ISO 5349 [2]. However, the complexity of measuring vibration along with other exposures such as force and posture has limited the number of workplace-based studies of upper extremity disorders that have included direct measurements of vibration. Data from this preliminary study was used to look at two issues: a comparison of vibration values between production and non-production workers when performing the same task, and a comparison of worker ratings of vibration comfort to direct measurement of tool vibration. Methods Eight experienced production workers used each of six metal fastening tools to install fasteners. Vibration was collected by 3 tri-axial accelerometers, one attached to the tool handle following ISO 5349 recommended locations, one attached to the hand dorsum on the 3rd knuckle and one to the thumb side of the wrist. Data sampling rate was 10,000 samples/second. Hand grip and feed forces were obtained using a Novel pressure sensing mat on the palm. Each trial consisted of installing 10 fasteners per tool for each of the 6 tools. The test set-up placed the wrist in the position typically used by the operator during production. Each worker documented subjective comfort and effort ratings on a seven point scale following each series of fastener installations. One series of testing was completed by three non-production workers inexperienced in fastener installation to simulate use of alternative employees for data gathering. Vibration data for each trial were acquired, digitized, and stored using Lab View. The X, Y, & Z axes were used to calculate the vector sum response for each tri-axial accelerometer. The tool data were digitally filtered following ISO recommendations. Calculated data consisted of the mean RMS over the tool’s on- time, the starting and breaking peak impulses, and the peak of the frequency response. Results Production workers (n=8) were right hand dominant males with a mean age of 55 years and normal hand strength (mean right grip = 106 lbs). Non-production workers (n=3) had similar characteristics. We found large and statistically meaningful differences in hand force during tool use between production and non-production workers (mean production workers = 9.77 lbs, mean non-production workers = 43.30 lbs, p = 0.0001). Vibration values obtained from the hand also showed a statistically meaningful difference (mean in production workers = 0.67 Gs, mean in non-production workers = 1.48Gs, p = 0.0014, figure 1). Experienced worker ratings of comfort during tool use demonstrated a moderate correlation with measured vibration (r=0.63). Worker ratings trended with direct recordings from the tool handle as shown in figure 2.

By authority of the Federal Coal-Mine Inspection Act of May 7, 1941, Public Law 49--77th Congress, H.R. 2082,2/ a Coal-Mine Inspection Division was established in the Health and Safety Branch of the Bureau of Mines. Funds totaling $729,000 for the operation of the division and for other incidental expenses were provided in an amendment to the Department of the Interior appropriation bill for the fiscal year 1942 (H.R. 4590). A small. percentage of these funds was made available on July 1, 1941, and a much greater proportion on October 1, 1941, to defray the expenses of the coal-mine inspection work and incidental activities for the remainder of the fiscal year 1942. The Coal-Mine Inspection Division is charged with administering the act and is required to compile, analyze, publish, and otherwise make available for public inspection the information obtained under it and to transmit such information to the Director of the Census. The act requires also that the information obtained be reported to Congress, with such findings and comments thereon and such recommendations for legislative action as may be deemed proper.

Since crushing of rock to a smaller size is an integral part of almost any mining and quarrying operation, a study was carried out to identify and develop improved techniques for alleviating a major cause of accidents and work stoppages arising when an oversize luck or boulder lodges in the throat of the crusher. The configurations and operations of various crusher types is described, sources of boulders in the mining operation, and a detailed review is made of mining, quarrying, and construction regulations for all states, Canada, and the Federal Government for applicable provisions. Representative mines were visited and other operations contacted for their boulder handling techniques where it was found that blasting techniques used included mudcapping, bombs, and blockholing, often done very crudely and inefficiently with poor practices and various mechanical systems were used such is hooks of, overhead cranes, impact hammers, and grapplers. Safety analyses of all methods pointed out the hazards associated with blasting in the open and the dangers of entering a crusher. Boulder blasting can be done in a safer fashion if a planned step-by-step procedure is followed, and inherently safer blasting products such as exploding bridge wire blasting caps and improved blockholing techniques. In general, though, the installation of a suitable mechanical system such as an impact breaker will prove safer and cost effective even in a smaller mine or quarry.

The value of mineral production in Alabama reached a new high of more than $246 million. 4 percent above the previous record established in 1964. New high values were reported for bentonite, portland cement, fire day, kaolin, miscellaneous clay, lime, crushed limestone, crushed marble, mica. salt, and sand and gravel. Among the States, Alabama ranked second in the production of bauxite and scrap mica and third in the production of native asphalt. The mineral industry of Alabama was dominated by the mining and processing of coal and Slone, the manufacturing of cement, and the production of crude petroleum, which together comprised 85 percent of the total value of mineral output, compared with 84 percent in 1964. The iron ore industry continued to decline. Coal production continued to increase, resulting in the State's coal-mining best year since 1948.

Methane, a highly explosive gas evolved during the coal-formation process, is one of the hazards of mining most difficult to overcome. It is retained between particles of coal and entrapped in strata overlying and underlying the coal beds to a degree dependent upon the permeability of the enclosing strata. Considering that methane might be encountered at any time during the mining of coal, attempts have been made through the years to minimize the sources of ignition at coal-mine faces, such as the introduction of permissible electric equipment, the prohibition of smoking and open lights, and the development of safer explosives. The sparks created when mining-machine picks contact sandstone or iron pyrites2/ constitute one source of ignition, always recognized as a possibility but never greatly emphasized in the United States until recently, when ignitions began occurring with rather alarming frequency and in widely scattered coal-producing areas.

The Government of New South Wales has granted approval for Hunter Valley Aluminium Pty., Ltd" and Alcan Australia Ltd. to proceed with the building of an aluminum smelter at Lochinvar and the expansion of a smelter at Kurri Kurri. Construction of the smelters is expected to start as soon as the consortium is finalized in early 1982. The smelters are part of a plan to increase Australia's aluminum capacity fivefold to 1.5 million tons by the mid-1980's. CHILE Construction of a $61 million lithium carbonate plant in northern Chile will be started in early 1983 by Sociedad Chilena del Litio Ltdao Production is scheduled to begin in 1984 with an initial capacity of 6,350 tons of lithium carbonate produced from a brine deposit. The firm is owned 55% by Foote Mineral Company, of Exton, Pennsylvania, and 45% by Corporacion de Fomento de la Produccion-CORFO.

The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. Major mechanical components in the hoist and mechanical drive train are considered. Design and specification criteria based on American standards and practices are developed as they apply to typical mine hoist arrangements.

Whole-body vibration occurs when the body is supported on a surface which is vibrating. Occupational exposures to whole-body vibration mainly occurs in the transportation industry, but also in association with other industrial process. Epidemiological studies have frequently indicated an elevated health risk for the spine in workers exposed to whole-body vibration. With regarding to train or bus operators, a fall of drivers’ wakefulness level because of fatigue is often pointed out. This decrease in wakefulness results in an increase of the occurrence of accidents. However, a study of how whole-body vibration affects people's level of wakefulness has not been done. To test the hypothesis that exposure to whole-body vibration has a certain effects on level of wakefulness, the change of a subjective wakefulness level and changes of electroencephalogram (EEG) were observed under experimental exposure to short-term whole-body vibration. Methods Subjects are ten healthy male university students, with an average age of 20.7 ± 1.8 years old, and they are all nonsmokers. Using the equipment (CV-300, AKASHI) of whole-body vibration generator, we consider an exposure environment of actual driver work, so that set the frequency and the acceleration level as 10 Hz and 0.6ms-2 r.m.s.. The subjects were exposed to whole-body vibration in the seated position and exposure time was fixed for 12 minutes. Subjective wakefulness level was evaluated using the questionnaire of VASS (Visual Analog Sleepiness Scale) and KSS (The Kwansei Gakuin Sleepiness Scale). For the electroencephalogram (EEG) measurement, it was equipped with the electrodes based on the International ten-twenty electrode system (C3-A2, O1-A2, O2-A1). EEG activity in the alpha frequency band (8 – 12 Hz) is one of the most typical physiological indicator which represent the transition from wakefulness to sleepiness. AAT (Alpha Attenuation Test) which repeats three times each opened and closed eye for 1 minute was performed in a seating position with directions of the researcher in the beginning, in the middle and in the end of exposure to whole-body vibration. For analysis, power spectral analysis was conducted over the last 6 min of EEG, and wakefulness levels were defined as the ratio of mean alpha power during eyes closed versus eyes opened. The laboratory was kept at room temperature (21 ± 1.0 degrees C), humidity was 50 ± 5%, noise level was 63.6 dB (A) eq, and illumination 510 lx. Each experiment was started around 10:00 am to minimize the effect of biorhythm.

Previous studies conducted by the National Institute for Occupational Safety and Health (NIOSH) have shown that approximately 90% of coal miners and 49% of metal/nonmetal miners had a hearing impairment by age 501. Mine workers are exposed to additional noise levels underground due to the reflection of machine generated noise that would otherwise dissipate in an above ground setting. Determining the sound absorption coefficients is essential in modeling the sound field in an underground mining environment. Sound absorption is a measure of the amount of acoustic energy that strikes a surface and is absorbed, rather than reflected. The acoustic environment that mining machines operate in is a critical factor affecting the sound pressure level exposure for mining machine operators. Impedance tube testing is an inappropriate method for determining underground absorption coefficients due to the brittle composition of some of the materials such as coal and slate. Classic absorption coefficient estimation using T60 measurements will not work well in an underground environment because the theory assumes: a finite room, a diffuse field, and relatively uniform absorption. None of these assumptions are true in an open-ended mine entry. This paper will present a method using a ray-tracing technique to determine absorption coefficients for underground mines. Absorption coefficients are determined and presented for octave bands from 63 Hz to 8 kHz. The absorption coefficients will be essential for determining and predicting potential overexposure to machine operators in different mine environments.

ackleg rock drills are widely used in the mining industry and are known to generate high levels of hand-arm vibration which contribute to the development of the hand-arm vibration syndrome for exposed miners.1-3 To reduce the vibration levels, a prototype of an antivibration handle was developed as part of a previous study.4 To provide some bench marking for this handle prototype and to follow the evolution of its performance over time, a test bench was developed to characterize the vibration emission values of jackleg drills under controlled operating conditions. As the current ISO 8662 series of standards could not apply directly to this type of tool, there was a need to design and validate a test bench to evaluate the vibration emission values of jackleg drills, while taking into account the conditions specific to the operation of this type of tool. Methods A test bench including an energy absorber, was developed for testing jackleg drills based on the ISO 8662-3 standard 5. The energy absorber was bolted to a 3300 kg concrete block to ensure tool stability. A pictorial view of the device is given in Figure 1. For validation purposes, acceleration measurements at the handle of a conventional jackleg drill were taken simultaneously along the three axes (xh, yh and zh) in an underground rock drilling operation as well as on the test bench. The handle accelerations were measured for three different jackleg angles (13º, 28º and 43º) determined with respect to the floor. Moreover, each measurement was repeated at least three times to asses the data repeatability. [ ] Results As a preliminary validation of the test bench, Figure 2 provides a comparison of the frequency weighted rms acceleration spectrum measured along the zh-axis, for both underground drilling and operation on the test bench (28º jackleg angle in both cases). It is shown that the vibration measured on the handle of a jackleg drill operating on the test bench is representative of that recorded during typical rock drilling operations, despite the fact that some harmonics of the percussion frequencies are generated with a higher amplitude on the test bench. The trend toward encouragement of worker participation in accident prevention in the coal mines of the United States is not new; however, it has been given added impetus in recent years and is now definitely progressing. It has been found by experience that, although there are many approaches to a mine-safety program that will include the workers themselves as well as their supervisors, no one way is suitable under all circumstances. It requires the concerted efforts of many agencies working along parallel lines toward a common goal. The following seven principal agencies, using somewhat different methods, are listed to illustrate how this problem is approached throughout the coal-mining industry 1. Federal Bureau of Mines. 2. State mining departments (in individual States where coal is produced). 3. Programs conducted by individual mine operators. 4. Programs conducted by mine workers' organizations (unions). 5. Institutes, societies, and other educational organizations. 6. Coal operators' associations (regional and national). 7. Universities, college, and high schools. Each of the seven approaches to safety are discussed briefly, and their methods end contributions, such as publications and other activities, are listed.
