Prospectivity modeling of seafloor massive sulphide (SMS) deposits has been completed over the Kermadec Arc-Colville Ridge area using the GIS based weights of evidence and fuzzy logic modeling techniques. SMS deposits are the current equivalent of ancient onshore volcanogenic massive sulphide (VMS) ore deposits. These high-grade deposits are formed on the seafloor and commonly consist of a black smoker and metal rich sediment mound complex resulting from the discharge of hydrothermal fluids (up to 400°C) from fractures on the seafloor. Metal sulphides are continuously precipitated in response to mixing of high-temperature hydrothermal fluids with ambient seawater. Accumulation of metal sulphides has led to SMS deposits being potentially major sources of copper, zinc, lead and other metals such as gold, silver, which to date remain untapped. Modeling of SMS deposits was undertaken to illustrate the power of GIS modeling for seafloor resource evaluation and how it can be used to quickly identify and rank in terms of the most likely prospective areas of the seafloor where new SMS deposits might exist. The mineral deposit modeling was constrained by the mineral systems concept which defines those parts of a mineralisation system that are critical to the ore-forming process. The deposits are typically formed in extensional tectonic settings, including both submerged tectonic margins and sea-floor spreading. Volcanic vent systems and underlying dykes, stocks and sills are the sources of heat that are responsible for converting sea water drawn down through fractures in the oceanic crust into an ore-forming hydrothermal fluid. This fluid is then capable of leaching metals and elements from surrounding footwall rocks, which are then transported upwards via the convection of hydrothermal fluids. The ore materials are then precipitated within the black smoker field as massive sulphides due to the mixing of high-temperature (250-400°C), metal-rich hydrothermal fluids with cold (about 2°C) oxygen bearing seawater.

Recent focus by terrestrial mineral explorers (and investors) on cobalt has increasingly highlighted the future critical need for this metal, with new-age batteries being the primary utilisation. We present an overview of the world’s current terrestrial cobalt resources and put this in perspective of currently known seabed resources, particularly polymetallic nodule and crust deposits. We focus on comparison of the key exploration, development and exploitation risks for such deposits, and provide a framework for financial evaluation and appraisal.

Phosphate deposits on the southeastern U.S. coastal plain have long been the major force in world phosphate markets. World markets continue to grow, but the role of U.S. resources is rapidly declining. This situation results from a complex interaction of economic, political, and environmental factors. Causes for this ongoing erosion of the U. S. market include 1) escalating costs, 2) changes in land-use patterns, 3) environmental pressures oh conventional mining techniques; 4) exhaustion of shallow, high-grade resources in Florida, and 5) increased, low-cost production in other countries throughout the world. In fact, some agencies and commodity personnel predict that the U.S. will become a net phosphate importer early in the next century. If this projection is correct, the U.S. industry must look towards major changes in the near future in order to continue to compete in the world market. One possible change includes development and application of unconventional mining techniques to cheaply recover vast 'new' potential resources in areas with lower land-use pressures. These 'new' resources include 1) deep phosphorites within major sediment basins of the southeastern coastal plain and 2) subsurface phosphorites on the continental shelf and within the U.S. EEZ. These latter resources include extensive deposits in Onslow Bay, N.C.; broad regions offshore of Savannah, Ga. and Cape Canaveral, Fla.; and the central portion of the west Florida shelf. Magmatic-hydrothermal activity in the South-West Pacific and SE Asian island arcs during the Tertiary has created a premier copper-gold province with numerous, commercially attractive base and precious metal deposits. This activity continues to the present day, especially in submarine sectors of those arcs where modern technologies enable direct observation of ore-forming processes in action. Until recently, however, the volcanic island arcs of Indonesia escaped such attention. The Indonesia-Australia Survey for Submarine Hydrothermal Activity (IASSHA), involved three cruises with KR Baruna Jaya VIII, focused particularly on the Sangihe arc; Tomini Bay, Sulawesi, including the vicinity of isolated Colo volcano; and the Sunda Strait including the neighborhood of Krakatau volcano. IASSHA 2001 and 2003 cruises studied the arc and behind-arc sectors of the Sangihe volcanic island chain extending northwards from Quaternary volcanoes on the northeastern tip of Sulawesi, near Manado, to the Kawio Islands near the border with the Philippines (Fig. 1). This chain lies above a west-dipping Wadati-Benioff seismic zone whose subduction trench is obscured by accreted sediments and mélange, forming the Talaud-Mayu ridge. West of the main active chain and extending northwards from Manado there is a subparallel ridge (The Manado Line) surmounted by a number of high (>2000 m) seamounts of uncertain age.

Drilling into an active hydrothermal system linked to convergent-margin felsic magmatism is a listed priority of the Ocean Drilling Program that addresses several fundamental geoscience issues. Solid and fluid products of felsic rock-water interaction, and the consequences for global chemical fluxes and for ore deposition, should differ from those in basaltic mid-ocean ridge environments already successfully tested by Legs 106, 139, 158 and 169. So, too, will fracturing controls on fluid pathways, and sources for metals and ligands. Researching the subsurface volcanic, structural/hydrologic, and mineralisation/alteration architecture of a drilled felsic-hosted system also has economic implications, especially for land¬based mineral exploration. A first-order hypothesis to be tested states that fluids derived from volatile-rich magmas are more important than recirculated seawater in convergent-margin hydrothermal systems - economic geologists increasingly appeal to this for creating "world-class" massive sulfide orebodies. Another hypothesis proposes "subhalative" massive sulfide deposition within hydraulically expanded volcanic products as a factor in generating large orebodies. Many second-order hypotheses such as leaching fractionated volcanics to cause gold enrichment in back¬arc systems also need testing. The thoroughly surveyed, active, PACMANUS hydrothermal field in the Eastern Manus back-arc basin of Papua New Guinea will be the site for ODP Leg 193 commencing in November 2000. It lies near the crest (1655-1750 m) of high-standing Pual Ridge, a 40 km-long edifice of dacite/rhyodacite with basal andesite all having geochemical and isotopic affinities with modern arc volcanoes of nearby New Britain. PACMANUS includes at least three focussed, high-temperature "smoker" sites with Cu+Au-rich massive sulfide deposits, and a field of diffuse, lower temperature venting through intensely altered dacite where modelling indicates significant subsurface mineralisation. Isotopic characteristics of deposits and vent fluids suggest magmatic contributions to the mineralising fluids.

Technological advances and the shift towards green energies in the last decades have led to a substantial increase in the demand for metal resources. With rising political tension, and quasi-monopolistic production of some key metals, a secured supply chain cannot be guaranteed [1]. Therefore, the focus of the international research community and mining companies has expanded to the seafloor, looking for additional resources. The seafloor may have the potential to contribute significantly to a secure metal supply in the future. However, we have only investigated a fraction of our oceans in sufficient detail to assess the global resource potential. A detailed exploration of the vast seafloor is currently economically not feasible, due to its extremely time-consuming and costly nature. Seafloor massive sulfides generally form along the active plate boundaries and at active volcanoes in arc settings. However, the resources are not evenly distributed on the seafloor. Large deposits tend to be more common along slow-spreading and ultra-slow- spreading ridges that make up the majority of the global mid-ocean ridge system [2]. Therefore, it is important to establish geological models and exploration criteria in order to narrow down the permissive areas, which are likely to accommodate economically interesting deposits. Based on a detailed study of the TAG hydrothermal field in the central Atlantic Ocean, hosting a large active mound as well as several inactive mounds, we develop exploration methods and criteria to define areas of potential massive sulfide occurrences along slow-spreading sections.

Sedimento II oceanographic cruise, on board of the B/O El Puma, shows a new high anomaly or phosphate associated with shelf sediments from the south Mexican Pacific. Recently, were found two anomalies in the Gulf of Tehuantepec, that are located to the east of this new anomaly, that is related to muddy sands and rock fragment debris. The latter shows values of 17% P205. The phosphate occurrence is probably associated with red tides locations that usually are found in sites where sediments are phosphates enriched. These findings suggest that south Mexican Pacific is of potential interest for P205, in waters with high nutrients values. The possibility of a more regional occurrence of phosphate, from California to Chile is suggested.

Studies on polymetallic manganese nodules and Co-rich crusts in the EEZ's of the Cook, Line, Ellice and Phoenix Islands between 0-20°S show that Ni and Cu reach their greatest combined abundances of over 2% between 2-8°S on the southern margin of the equatorial zone of high biological productivity, as a result of biological fluxing of Ni and Cu to the nodules at and just below the CCD. By contrast, Co reaches it greatest abundance of 0.6% south of 8°S in nodules on non-biogenic clays well below the CCD where little biological Co supply is likely. Nodule abundances are greatest (up to 30kg/m2) in the Co-rich area in part due to AABW flow, giving highest overall metal quantities per sq meter in the nodules there, particularly of Co. There are approximately 110 x 106 tonnnes of combined Ni plus Cu plus Co expressed as Ni equivalent in Cook Islands EEZ nodules, approximately 12 x 106t. in Phoenix Islands ones, and approximately 1.4 x 106 t. in Ellice Islands ones, in areas of greater than 5kg/m2 nodule abundance. In the Co-rich crusts, Co averages about 0.7% and crust thickness about 1.6cm, both related to metal fluxes in and adjacent to the 02 minimum zone in association with which both maximum thicknesses and Co grades occur. Within the Cook Islands permissive area there are about 930 x 103 t. of Co and 630 x 103 t. of Ni in crusts, in Phoenix Islands crusts there are about 69 x 103 t. of Co and 55 x 103 t. of Ni, and in Ellice Islands crusts there are about

As we enter into the 21st Century, miners are looking more attentively at new mining technologies allowing decrease environment damage along with operational cost. This technic would allow developing of poor and difficult mineral deposits, including the World Ocean offshore zone. Borehole Mining is an underground/underwater remote method of mining carried out from floating platforms or vessels. Definition of Borehole Mining (BHM), working schematic, main technical data and its advantages are given. The method is currently in use in mining of different type of raw materials, such as: uranium, iron ore, quartz sand, coal, polymetallic ores, phosphate, gold, diamonds, rare earths, amber and more. It is also in use in oil and gas stimulation, salt domes storages building and environmental problems solution. Recently recorded data of Borehole Mining productivity (80-100 t/hour/hole) and a depth of mining (over 1 km) has been achieved in a last couple years. Remoteness of method not only secures complete safety of operations but also allows wide sector of underwater applications. The World leaders in Borehole Mining are Russia and the United States. Based on previous experience the Universal Tool for Seabed Borehole Mining has been developed for wide sector of usage: from exploration and mining - through oil & gas stimulation to souterrain storages construction and lake's bottom cleaning.

Manganese nodules, as metal ores, have for the most part been cast aside from further consideration within this century. However, in the decade of the 90s, rising demand at all levels of society, for clean air give nodules a new - lease on life as a stack gas cleaning agent. Further, the Clean Air act of 1990, mandates enormous outlays to bring systems into compliance with new stringent standards. Quick corrective actions are imperative. Research beginning in the 1960s proved nodules possess unique qualities to remove acid compounds from stack gases. Early this year, the National Science Foundation awarded General Electric an $83 million contract to design a system to extract oxides of sulfur and nitrogen from coal fired power plants. Environmental damage is abundantly evident on the ground, from the air as well as form space. A dirty pall of yellow-brown smog is smothering both animal as well as plant life around the globe. Losses run into billions!

Active development of the exploration and further exploitation of deep-sea minerals requires special emphasis on the protection of the marine environment. The complexity of this subject lies in the fact that potential impact and effects of future mining activity are not completely known. One of the main sources of potential impact near the seafloor, as it expected, would be a generation of sediment plumes, their dispersion and redeposition of sediment. Meanwhile, their dimensions, rates of dispersion and redeposition are a big issue. Other plumes are expected in the surface layer as a result of discharges of processing waters and particles after sorting on board of mining vessel, and their features are also not clear. At the same time, understanding of these aspects would be crucial for definition of environment impact area, delineation and designation of different types of protected areas (Areas of Particular Environmental Interest, Impact and Preservation Reference Zones) and future assessment of environmental impacts. Attempts to address these issues demonstrated wide variations between the data of field experiments on the one hand and the results of analytical and numerical models on the other. According to in situ measurements, plumes were detected at a distance vary from one to less than 20 km [e.g., Burns et al., 1980; Sharma et al., 2001; Nautilus Minerals, 2008 etc.], whilst some models show results up to 100 km [Rolinski S. et al., 2001] and more. It seemed that results of in-situ experiments are preferable, but they were not many indeed. However, these data were used in different investigations rather widely, but their focus, as far as we know, was not on the matters related directly with plumes.

There has been a recent surge of interest in existing and proposed institutional mechanisms that would govern the exploration and disposal of nonfuel minerals within the U.S. ocean jurisdiction. The Minerals Management service, a bureau of the Interior Department, has begun to promulgate regulations to allow the exploration and leasing of lands for nonfuel mineral development on the outer Continental Shelf of the united States. At the same time, a bill has been introduced in the U.S. Congress that would create a new ?national seabed? and authorize the allocation of exploration licenses for marine nonfuel minerals. Because only limited efforts have been devoted to the discovery of marine nonfuels in areas beyond the territorial sea of the United States (and no production has occurred), exploration and the generation of resource information are two primary foci of these regulatory and legislative efforts. Generally, minerals exploration activities (and associated R&D on exploration and production technologies) are eligible for the same institutional incentives available for other industrial efforts, including tax preferences for research and experimentation, patent protection, small business innovation research grants, and even the new leniency in antitrust rules

The primary objective of this study was to establish the fate and distribution of material rejected during marine aggregate dredging, and the extent to which this is associated with spatial changes in biological community composition. Two actively dredged sites in the southern North Sea (Licence Areas 430 and 106) were selected in order to provide a comparison of impacts between sites subjected to different levels of dredging intensity and of contrasting environmental conditions. Dispersal of material rejected during the dredging process was monitored by means of acoustic doppler current profiling techniques (ADCP). Composition of the substratum and benthic invertebrate assemblages were investigated by the analysis of seabed grab samples. It was found that dredging in both areas had an impact on seabed bathymetry in the form of dredge furrows and also led to a reduction of the coarse gravel-sized components of the worked area. Sand sized particles were shown to increase in the surface deposits of both dredged areas. This is likely to reflect both the removal of coarse particles as cargo and the settlement of finer particles rejected during overboard screening. Dispersion and settlement profiles of material rejected by dredging vessels suggested that the majority of the suspended sediment load resulting from overboard screening settles to the seabed within 500 m. Some evidence of suspended sediment loads above background levels were noted at distances of up to 2 km from the working vessel. Analysis of the particle size composition of the deposits, along the axis of transport of material from the dredged sites, suggested that the impact on the sediment composition outside the boundaries of the dredged sites is dependent on the strength and direction of net sediment flux at the seabed. Benthic invertebrate communities within the dredged zones of both areas were found to differ significantly from communities in nearby undredged deposits. A major suppression of species richness and abundance was noted in the dredged sectors of both sites when compared to control locations. A ?footprint? of potential impact on the benthic fauna was noted in samples taken along the axis of sediment transport at distances of up to 1750m outside the boundaries of Area 430. In contrast, impacts on benthic community structure at Area 106 appeared to be confined to the immediate vicinity of the dredged zone itself. This apparent difference in impacts, beyond the boundaries of the dredged sectors between the two study sites, was thought to be a reflection of the smaller quantities of material rejected at Area 106 and the weak seabed sediment flux which is characteristic of this area. These findings, along with those of numerous dredging impacts studies, were then used to make generalised predictions of macrobenthic community recovery following marine aggregate extraction in a variety of seabed habitats.

An extensive ferromanganese nodule field south of New Zealand (Fig. 1) has existed beneath the flow of the Deep Western Boundary Current (DWBC) and Antarctic Circumpolar Current (ACC) for at least the past 15 m.y. West of 174°E, between 59°S and 48°S, the field is 300-500 km wide, but east of 174°E, where current flow impinges on the eastern slope of the Campbell Plateau, the field narrows from ca. 200 km at 55°S to ca. 120 km at 51°S. This narrowing coincides with deflection of current flow eastwards, and consequent reduction in bottom-current velocity and eddy kinetic energy. Based on sea floor photographs, dredge samples and 3.5 kHz profile data, six distinct seafloor substrates are delineated, forming broadly parallel zones eastwards from the lowermost Campbell Slope (Fig. 2).

Recommendations have been drafted following an international multidisciplinary panel discussion organized at UNESCO/IOC by the Académie des Sciences d?Outre-Mer on 15 December 2010 conveyed, according to its mandate, to the French government and to an international pool of scientists and stakeholders. These take into consideration the relevant Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982, the Rio ?Earth Summit? Convention of Biological Diversity of 5 June 1992 as well as the activities and recommendations implemented for the world?s oceans and seas, in particular by the International Seabed Authority (ISA) and the recent reports and scientific works (including those implemented by the ISA Kaplan, Ifremer, COI-Unesco). The recommendations integrate, for one of the ecosystems, the conclusions of the project of the conclusions of an IOC-UNESCO / Government of Flanders project (2004-2010) implemented by Dr. V. Deepsea Mining will soon become a reality with Nautilus Minerals getting their equipment ready to mine SMS at Solwara 1 off the coast of Papua New Guinea. The vertical transport system (VTS) adopted by Nautilus consists of a riser hanging ‘freely’ from the mining production vessel with a lifting pump unit suspended at its lower end. A compliant jumper connects the pump to the seabed crawler without restraining its movements. In this free-hanging VTS arrangement, the vessel can be re-positioned to follow the crawler should it want to extend the mining area and start stretching the jumper. A recently proposed alternative to this is a free-standing VTS whereby the riser is grounded on the seabed with a base and maintained in an upright position by distributed buoyancy modules or a buoyancy tank at the top. A compliant jumper connects the seabed crawler to the riser base, and another connects the riser top to the vessel. In this free-standing arrangement, the entire VTS can be lifted clear of the seabed for relocation to a new mining area. This paper will describe the important features of the two options and discuss the advantages and disadvantages in respect of riser dynamic behavior, water depth, weather and mining windows, pump maintenance, installation and retrieval, continency measures, etc. The two systems will also be appraised separately for mining SMS and SMnN deposits.

The situation in the raw material market has brought into consideration the commercial exploitation of the mineral deposits on the deep sea bed and in particular the manganese nodules. They occur generally in depths of 4000-5000 m, partially covered or buried in bottom sediments. The deposits and their potential recovery have been intensively explored and researched during the past twenty years (Bischoff 1979, Halbach 1988, Padan 1990). Although the present market situation limits the rentability of deep sea mining on an industrial scale, the mining technology is being further developed in many countries. The stagnation phase in the deep mining issue allows sufficient time for conducting research on the precautionary protection of the deep sea environment and for consultation in the development of technologies with the least possible impact on it. The subject has gained in importance since autumn 1994, when the United Nations International Law of the Sea was signed. This also regulates human activities in international waters from the environmental point of view. As fields tests have shown in the past, even with the most modern technologies, mining of the manganese nodules will inevitably be accompanied by a resuspension of some bottom sediments. The generated sediment plumes will be further transported with the ocean currents and in the worst case form stable turbidity layers in different depths (Ozturgut 1981a, Baturin 1991). One of the problems of the environmental impact assessment is the estimation of the plume persistence before it eventually dilutes to approximately the ambient concentration level or settles at the bottom (Lavelle 1981a, Lavelle 1981b, Lavelle 1982, Thiel 1991a, Thiel 1991b). The aim of the research is to develop a numerical sediment transport model in connection with potential manganese nodule mining in a reference area located in the southeastern equatorial Pacific Ocean off Peru (Peru Basin, Discol Experimental Area). In this region, a German mining claim is registered and interdisciplinary field works of the TUSCH (German: TiefseeUmweltSCHutz, deep sea environmental protection) research group are carried out in order to obtain the required scientific background for evaluating of the deep sea mining impacts and to provide the necessary supporting data for the modelling (Thiel 1991a, Thiel 1991h).

The purpose of this presentation is to review the history of offshore non- fisheries resource development since World War II, as an introduction to a planned symposium on offshore resources scheduled for the 1996 UMI Conference. After World War II the United States became the leader in offshore oil and gas production, deep ocean drilling technologies, offshore terminals, platforms and production systems, and natural gas recovery and transport. Wartime skills in acoustic profiling and antisubmarine warfare were transferred into commercially important geophysical exploration techniques. The application of ocean drilling and geophysical techniques permitted the recognition and elucidation of plate tectonics patterns, development of seafloor spreading theory, and the transformation of our knowledge of seabed and subseabed strata. After John Mero's studies and recommendations for developing marine manganese nodules in the late 1950's interest in nonfuel minerals grew rapidly. The formation of international deep sea mining consortia in the 1960's was accompanied by a flurry of ocean engineering development, minerals prospecting and associated environmental studies The Santa Barbara Oil Spill of 1969 resulted in a moratorium on both offshore energy and minerals leasing by the Depart- ment Interior, and catalyzed the development of new Federal legislation in 1972. In 1973 the offshore energy moratorium was lifted in response to the Arab oil embargo, and offshore energy activities surged for a time. With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.
