"Finance Minister Donald Macdonald's budget of May 25, 1976 featured a restructuring of the anti-inflation profit controls and a grab bag of tax changes, some of direct interest to the mining industry. All Canadian taxpayers now will be permitted to write off immediately 100% of mineral and oil and gas exploration expenses included after• May 25, 1976 and before July 1 1979. The cost of acquitting Canadian resource property after May 6, 197.4 from a federal or provincial government will now clearly be included in Canadian development expense, and provincial drilling and exploration incentives received after May 25, 1976 will not reduce exploration and development expense for federal income tax purposes. Under tough new anti-inflation profit controls, all controlled businesses, except distributions, will essentially have one uniform set of rules for• determining allowable profit margins; this allowable margin will be determined by product line or by over-all net margin and will be 85% of the higher of the margin obtained in the five years preceding October• 13, 1975 or the one year preceding May 1, 1976. The basic capital cost allowance system is to continue, but many rates will be revised. The ability to offset losses created through claiming capital cost allowances on leased equipment, etc. against other income will be ended with respect to transactions entered into a/te1• budget night. Miscellaneous other tax changes will raise the low rate base for Canadian-controlled private corporations to $750,000 increase retitement plan contribution limits and reduce the rate of branch tax imposed on branches of corporations resident in a country with which Canada has a comprehensive tax treaty to equal the withholding tax rate on dividends under that treaty."

While alternate technologies are in research or already exist, rare earth magnets are unlikely to be supplanted as a major input to clean technologies and high efficiency consumer and industrial devices. We’ll examine where and how the magnet rare earths are utilized and the size of the market. Market growth forecasts based on global markets will be presented. They are used in the speakers and vibrator motors of cell phones. Rare earth magnets spin the hard discs within the drives and rare earth magnet voice coil motors position the read/write head over the spinning platter. Rare earth magnets are the heart of motors and generators used on airplanes – they are smaller and lighter weight than alternative materials/devices. Now rare earth permanent magnets are being introduced into electric vehicles and wind power generation.Rare earth minerals are difficult to extract from the ores and to separate from one another. The increase in use of rare earth magnets has placed a severe strain on established sources of supply. The establishment of new mines and processing facilities is costly and requires upwards of 15 years to become productive. The combination of rapid rise in use of rare earth minerals coupled with supply shortages has caused rapid price increases and threat of non-delivery of product. The result of this disruptive situation has been a profound response at several levels: corporate, industry-wide and governmental. "The Sullivan Mine and Concentrator are owned and operated by Cominco Ltd. and are located in the Rocky Mountain Trench, in Kimberley, British Columbia.The Sullivan Concentrator commenced operation in 1923 at approximately 2,500 tons per day. The concentrator was enlarged in several stages and by 1945 was treating 8,500 tons of ore per day. In 1949, the capacity of the concentrator was expanded to 10,000 tons per day with the completion of the sink and float plant, the installation of the rod mill, an underground crushing plant and a 4-mile underground and surface electric railway from the underground crushing plant to the concentrator. Throughput now averages 7,000 tons per operating day, or 2,400,000 tons per year.The concentrator operates 7 days per week, 24 hours per day while the underground crushing station operates 5 days per week, 24 hours per day. The ore is essentially a replacement deposit in argillaceous quartzite of Precambrian age. The ore bodies are massive deposits consisting of fine grained mixtures of sulphides, sometimes interbanded with the country rock and varying widely in their content of lead, zinc, iron and silicates. The principal economic minerals are galena and marmatite (7 ZnS:FeS). Iron is mainly present as pyrrhotite, and to a much lesser extent as pyrite. The intimate association of these sulphides necessitated the development of a successful differential flotation process before the ore could be beneficiated profitably."

The operation at Phu Kham commenced design and construction in early 2006 and was commissioned in May 2008. This paper will examine and discuss the project from the inception of flow sheet development and equipment selection, equipment design and manufacture, construction, commissioning and ramp up to full production. The paper will touch on the strategies employed to achieve a short schedule and the efficient use of capital, but with the main emphasis on the grinding circuit. Various challenges during the early years of operation will be discussed including the effect of ore characteristics, including competency, on the performance of the grinding circuit. Actions to overcome these challenges and to enhance performance will also be discussed. Finally, current and future plans to improve the performance of the grinding circuit and the overall plant will be summarised.

"The Frog's Leg project is located in the Kundana mining centre 22 kms West of Kalgoorlie, in Western Australia. The Mines and Resources Australia (MRA) Dioro Exploration Joint Venture has had considerable exploration success centred on the high grade Frog's Leg discovery. A gold resource of 930,000 ounces has been defined. At Frog's Leg there have been three discrete resource domains recognised - Supergene, Contact, and Quartz Lodes. This paper describes the metallurgical test work undertaken.The selection of the drill core was a joint effort by the MRA Senior Geologist and Mineral Engineering Technical Services (METS) to ensure the samples were representative of the ore body. Optimisation of gold recovery was essential as both the Contact and Quartz Lodes have exceptionally high percentages of free gold as well as significantly higher grades than the typical open pit ores found in Western Australia. The metallurgical scope of work included documenting all of the metallurgical test results, establishing the comminution characteristics, determining the percentage of gravity recoverable gold, evaluating the cyanide leach characteristics and determining the tailings characteristics. These studies were used as the basis of flow sheet design to treat both ores and to discuss the advantages and disadvantages of alternative flowsheets. Investigations also included toll milling options at various plants as well as second hand and transportable plants. Considerable technical effort has been put into ore characterisation by way of test work aimed at managing the process risk at each stage of project development, including mitigation. MRA also carried out detailed mineralogical analysis of the ores."

Determining mineralogical characteristics of samples throughout the iron ore concentration process – from drill core samples up to the concentrate – is critical to process improvement and remediation. However, assessment of mineral proportions, liberation, and texture, although essential, can be time-consuming and costly. Thus, a mineralogical study is often not performed or only restricted to a limited number of samples. New iron ore deposits or new ore zones in active mines will bring new challenges as they are known to be problematic due to their lower grades, complex textures and presence of mineral impurities. In those cases, applied process mineralogy will be necessary to understand and to diagnose potential processing issues. To take full advantage of mineralogical information along the iron ore concentration process, new tools are being developed to provide mineralogical data based on texture, composition and liberation. In an early stage at the mine, the automated identification of drill core textures could provide essential information for the prediction of ore concentrability and grindability. In a later stage, the automated modal tool, combining the knowledge of the iron ore mineralogy of a specific deposit and the results of chemical analyses, can quantify the mineral proportions of the ore; results show good agreement between mineral estimation via chemical analysis and modal analysis using a Mineral Liberation Analyser. A bulk mineralogical analyser allowing semi-quantitative evaluation of the liberation of iron oxides is being validated. The results from the bulk mineralogical analyser will eventually be linked with the mineral proportions issued by the automated modal tool to provide complete mineralogical characteristics of iron ore samples. Ultimately, these mineralogical tools could provide valuable and timely insight for predicting concentrators’ performances or troubleshooting gravity separation processes.

In February 2010, Teck?s newest Concentrator at Mina Carmen de Andacollo (CDA), Andacollo, Chile was commissioned. The Concentrator is a single line configuration, comprising of one 36 ft diameter x 20 ft long SAG mill driven by an 18,000 hp gearless drive. The SAG mill feeds two ball mills each 25 ft in diameter x 40.5 ft long, each driven by a total of 19,000 hp through dual pinion drives. A series of four phases will be reviewed from operational readiness, mechanical completion, commissioning, and ramp-up. Also, now after 6 months of operation, this paper will review the significant steps taken during ramp-up enabling the announcement of commercial production, in October 2010.

Nickel is used in a wide variety of applications from consumer goods to industrial uses. In many of these uses, nickel contributes to the environmental attributes of the product. The challenge, however, is measuring that contribution, comparing it to the environmental cost of production, and communicating the role of nickel to the customer in a way that is easy to understand. This paper presents the Nickel Institute?s approach to climate change as a global commodity industry association, and discusses where we stand with regard to some of these key questions. It also identifies issues for the nickel industry moving forward ? challenges that are likely to be common to other commodities.

Viburnum, located in the foothills of the Ozarks in south-east Missouri, is the site of a modern lead mining and milling operation. Two mines are currently producing a total of 5,000 tons per day and a third mine is in the final development stage, with full production scheduled for late this year (1964). These mines will supply the tonnage required to keep the Viburnum mill operating at a full capacity of 7,000 tons per day for many years. The efficient underground mining operation is completely trackless. Drill jumbos are used to break the ore in a room and pillar method of mining. Transloaders, or St. Joe shovels, and trucks do the loading and hauling. The Viburnum mill has a world-wide reputation as a most efficient operation. This is due to the extensive use of automatic process controls, and labour saving materials handling facilities. "Petro-Canada's project investigative and experimental underground work in the Galt coal seam at Kipp, Alberta included the construction of an emergency egress and ventilation raise from surface.The Galt coal seam is 206 m below the surface and covered by 8 m of shale, sandstone and clay beds of the Oldman Formation, 128 m of shale, bentonite beds and sandstone of the Bearpaw Formation, and 70 m of glacial till and basal gravel. Free water was encountered from sand lenses in the glacial till and the basal gravel.Excavation for the ventilation raise was a nominal 2 m diameter and it was lined with a welded, continuous, steel liner of 1.2 m 1.D.Excavation in the glacial till was carried out with a surface bucket drill rig combined with hand mining. Ground support in the glacial till consisted of liner plates and backfill grout. The Bearpaw and Oldman formations were excavated by employing standard raise boring techniques. The individual liner sections of the continuous steel liner were assembled on surface and the entire liner column was lowered into the raise by employing hydraulic lift climbers. The liner column was back-filled with concrete.IntroductionThe Lethbridge Coal Field comprises an area of approximately 1 165 square km in the vicinity of Lethbridge in southern Alberta. Pacific Petroleums Ltd. proposed in a Preliminary Disclosure in January 1979 ""to open an experimental mine prior to development of a producing underground mine with an initial rate of 540,000 tonnes per year"". A 2 900-hectare group of leases in the Kipp-Coalhurst area was selected as the primary target for the Kipp experimental mine. The scope of work for the experimental mine included the construction of an access shaft with production capabilities, the construction of a ventilation and emergency exit raise, drive-ages in coal to yield a bulk sample, gathering of geotechnical information and the testing of experimental mining methods."

Introduction The usual laboratory methods of uranium analysis are either tedious, time-consuming chemical procedures or elaborate physical methods requiring sensitive equipment. There is thus an urgent need for a method of estimating the uranium content of ore samples by approximate analysis in the field. When a new property is being developed, it is desirable to know, with the least possible delay, the uranium content of channel samples in order to guide the diamond drilling and digging operations. Prospectors, too, require approximate analyses of their hand specimens to evaluate their discoveries. To satisfy the demand for these types of analyses, several field procedures have been tried. Two general plans can be followed. One is fast but will yield only a rough estimate. The other is slightly longer but, if done carefully, will give an assay probably within 10 per cent of the true value. For field operation it is necessary to strip the more accurate laboratory methods of analysis of all refinements because of the limited equipment and skilled techniques at hand. Most of the corrections normally applied, with the exception of that for equilibrium, will not alter the gross analysis to any appreciable extent. When uranium atoms in pitchblende disintegrate, they break down into other radioactive elements, and eventually the number of elements being formed is equal to the number breaking down. The ore is then said to be in equilibrium. Certain geological processes, however, such as leaching, may selectively remove some of these elements and hence reduce the radioactivity of the ore sample. The ore is then said to be out of equilibrium. The field analysis may then be in error by as much as 50 per cent since the apparatus is calibrated with standards that are in equilibrium. However, such a large error due to loss of equilibrium is the exception, and in most cases uncorrected field types of analyr.is are justified.

Mining firms are widely criticised for their adverse impacts on the environment. At the same time many firms in the industry devote extensive resources, both financial and managerial, to the reduction or elimination such impacts. Very considerable improvements have been made, although these are sometimes overshadowed by a few high-profile accidents, such as the occasional collapse of a cyanide-containing tailings dam. In parallel, much effort is also directed at projecting a positive environmental image, as witnessed by extensive environmental reporting, both on paper and increasingly through web-platforms. Mining projects today almost invariably involve some form of environmental protection. In industrial countries regulations in this area are extremely stringent, as is enforcement. In less well developed countries, regulation and enforcement may be weaker, but firms are in many cases and for a number of reasons committing themselves to high levels of environmental protection, even if they might get away without doing so. Research in the area of environmental performance of mining firms has so far paid much attention to concepts such as sustainability indicators and the sustainability of individual firms. Given the still raging debates about the appropriate way to determine the degree to which any given firm is sustainable (Welford 1995) as well as the usefulness of what will in the final analysis be a value judgement, anyone on the sidelines of the debate will come back to the fundamental issue, how is knowledge that a particular firm has been judged ?sustainable? going to be made use of. This issue remains unresolved, which may explain the lack of progress in formulating a useful definition of a sustainable firm The question addressed in this paper is not so much about what firms are doing on the ground or in any particular case of environmental protection, but more in the subsequent use of these efforts - and by extension - on the overall direction of corporate environmental strategy. The fundamental problem facing all mining firms is that they cannot easily benefit from unilaterally reducing their environmental impact. The firm can of course avoid liability and keep a variety of stakeholders happy and hence experience lower costs of obtaining the [input] resources they need (in a broad sense, not just minerals), but this represents only part of the opportunities available form pursuing an environmental strategy (Reinhardt 2000). The other part, which may have an enormous potential, involves the concepts of competitor management and product differentiation. The logic of keeping stakeholders happy has been most forcefully argued by Pfeffer and Salanchick (1978) who link the behaviour of firms in all domains to their ability to obtain the resources they need, at a cost that is lower than it would otherwise be (Pfeffer & Salanccik 1978). Several varieties of strategy can be included under this heading, including cost reduction and risk management. The alternative logic is to convince customers that they want to pay more for minerals supplied by mining firm X or directly attributable to mine Y, or by making all mineral users pay more. These two strategies, which may be referred to as product differentiation and competitor management, respectively (Reinhardt 2000) are related to the demand side of mineral supply, whereas cost reduction and risk management are related to the supply side. "Shales play a major role in the stability of slopes, both natural and engineered. This paper attempts to provide a review of the state-of-the-art in shale slope stability. The complexities of shale terminology and classification are first reviewed followed by a brief discussion of the important physical and mechanical properties of relevance to shale slope stability. The varied mechanisms of shale slope stability are outlined and their importance highlighted by reference to international shale slope failures. Stability analysis and modelling of anisotropic rock slope masses are briefly discussed and the potential role of brittle rock fracture and damage highlighted. A short review of shale slopes in open pits is presented.INTRODUCTIONShales have been stated to form approximately 58% of sedimentary rock so it is not surprising that they are frequently encountered in both natural and engineered slopes. They represent challenging environments for slope stability due to the wide variation in their engineering properties, their changing behaviour with time due to geomorphic processes and the variation in the failure mechanisms as a function of both stratigraphy and tectonics. An extensive body of literature exists on the terminology and classification relevant to shales; it is not possible in the scope and length of the current paper to review these works in detail and the reader is referred to Farrokhrouz and Asef (2013), Bell (2000) and Goodman (1993) for detailed discussions. It is arguably the case that no universally accepted classification of shales exists today and depending on the field of application the terminology varies widely. Shales in slope stability, for the purpose of this keynote paper, are taken to include material varying in properties from weak rocks to soils and therein lies one of the most challenging aspects in shale slope characterisation for engineering purposes. They have been classified as “rock-like” or “soil-like’, (Underwood 1967) or compacted and cemented, Table 1, Yagiz (2001). Classifications have considered numerous factors including composition, cementation and a wide range of engineering properties.The propensity of shales to degrade with time due to geomorphic processes has resulted in an important aspect in their classification, that is, the attempts to incorporate slaking, durability and swelling and softening behavior through purpose developed testing methods (Gamble 1971, Morgenstern and Eigenbrod, 1974). Figures 1 and 2 show examples of terminology used to describe argillaceous materials and some proposed engineering classification schemes (Grainger 1984 and Bott 1986). Corominas (2014) provides a recent classification of argillaceous rocks and their durability relating five stages of slope deterioration to the texture of the rock on Ternary diagrams. No attempt will be made here to discuss the merits of the proposed terminology and classifications, suffice it to say, that the controversy and flux surrounding these issues is a strong indicator of the complexities in the behavior of these materials. In this paper the author will consider slope stability in the materials indicated in Table 1, Figures 1 and 2 without undue focus on terminology. At the lower strength limit of shales the engineer must design slopes using the principles of soil mechanics which may vary from the simple Mohr Coulomb plasticity constitutive criterion to modified critical state models, some even attempting to incorporate softening behaviour in the weaker clay shale materials. Given the transitional nature of shale materials several workers have treated overconsolidated clays and clay shales using concepts such as peak and residual shear strength, brittleness index and softening. Martin and Stacey (2013) provide a useful review of the importance of weak rocks in open pit mining, with mudrocks as a specific member, and note the importance of delayed failure, progressive failure and loosening in the stability of"

"This paper deals with the methods used by Quebec Cartier Mining Company in the evaluation and selection of new haulage equipment and in increasing the productivity of the existing fleet.Selection of new equipment is based upon the comparison, for each model under consideration, of the capital investment required and the estimated operating costs and production rate. The calculation of the production rate is based on a widely used estimating procedure. Actual operating conditions considered in the method include: payload, haul distance, road grade, rolling resistance, loading and dumping times, and operational efficiency. A digital computer is used to handle the large volume of repetitive calculations required. Where a fleet of haulage equipment includes trucks of different size and performance characteristics, the problem exists of assigning each truck type to the different working locations to minimize total cost. Linear programming can be used in the solution of this problem."

Introduction THE Sullivan mine and the milling, smelting, and refining operations of the Consolidated Mining and Smelting Company are sufficiently well known to make unnecessary anything more than a very brief account of the events which led up to this Company's branching out into the chemical industry. This development is the result of the 26 per cent sulphur content of the Sullivan ore. Seventy-five to eighty per cent of this sulphur enters the mill tailing, which is stocked at Kimberley. The remainder, contained in the lead and zinc concentrate, is burned off in the first treatments at Trail. Prior to this new development, the sulphur gas was wasted to the atmosphere. In spire of its great dilution with air and discharge from stacks at high elevations above the plant, some damage to vegetation close to the plant was experienced. It had always been apparent that this sulphur should be recovered and utilized if possible, at the same rime relieving, or curing, the smoke nuisance, and constant studies with this in view had, therefore, been maintained. One of the early conclusions reached was that the Canadian prairies would ultimately require large quantities of phosphate fertilizers, as had been the experience of older countries, and that these fertilizers would constitute a large outlet for sulphuric acid which could be made from smelter gases. This conclusion prompted a widespread search for phosphate rock, particularly in British Columbia and western Alberta, with the result that low-grade beds were discovered in the Crowsnest district and to the north therefrom through extensive areas (1). Following these discoveries, an experimental plant was built at Trail for the production of triple superphosphate in order to facilitate field-tests in fertilizing prairie lands.

It is recognized that within life cycle assessment that the eco-toxicity potentials (TPs) derived for metals require additional research to improve their reliability. Current models used to develop TPs do not include important fate process for metals such as speciation and bioavailability. Toxicity potentials are standard values used in LCA to enable a comparison of potential toxic impacts between substances. Huijbrechts (2001) calculated toxicity potentials for 181 substances utilizing the USES model for six impact categories, i.e. freshwater aquatic ecotoxicity, marine aquatic ecotoxicity, freshwater sediment ecotoxicity, marine sediment ecotoxicity, terrestrial ecotoxicity and human toxicity (not considered here). Marine ecotox potential for metals is typically high using this approach, whereas most open ocean metal concentrations are very low. A sensitivity analysis of the USES-LCA model was undertaken using copper as an example. Results indicate: fate processes on the global scale are driving the marine water and sediment TPs for copper most; the second most important fate parameter is sedimentation from the water and burial in deep sediment layers; inclusion of speciation and bio-availability processes would be very beneficial; more accurate estimates of input parameters should be used, and the PNECwater and PNECsediment and all partition coefficients for metals should be updated in the model.

In the last five years, new iron ore pellet plants have been built with significantly reduced air pollution levels compared to the older generation of plants. European and American pollution controls are more stringent that in China and Brazil. The recent American plants have successfully employed circulating fluidized beds for sulfur control, baghouses for particulate control, activated carbon injection for mercury and a new design of specialized low-NOx burners.

"Introduction1N THE FALL of 1951, Peace River Allied Fort St. John No. 1 well was drilled in Lsd. 1, Section 9 Township 83, Range 18, West of the 6th Meridian, on the flats of the north side of Peace river, six miles southeast of the village of Fort St. John, B.C. During this operation, non-commercial shows gas in three zones and of oil in one zone were obtained during the drill-stem tests. Further geological study indicated that this well was on the southeastern edge of the Fort St. St. John structure.Pacific Fort St. John No. 4, drilled shortly afterwards, obtained possible commercial gas flows on drill-stem test in five zones and thus encouraged development of what has become Canada's largest multizone gas field.In general, the productive horizons in this area possess fair per-meabilities and high porosities, a combination which provides for high reserves and moderate productivities. Development to date has therefore stressed experimental techniques in drilling and completion practice to provide high deliverability wells.Data and information of a specific nature apply, in all cases, to the pools in the Fort St. John structure."

ABSTRACT An overall study was conducted to evaluate the properties and processes influencing the rate and magnitude of consolidation for oil sands fine tailings produced using different extraction processes. As part of the overall study, a comprehensive description of physical and chemical characteristics of fine tailings generated by caustic and non-caustic processes was carried out. Ultimately, the influence of these fundamental properties on the compressibility, hydraulic conductivity and shear strength properties of the fine tailings was assessed. The characteristics of the fine tailings are presented in terms of index properties, mineralogy, specific surface area, water chemistry, liquid limits, particle size distribution and structure. A difference in water chemistry was concluded to be the cause of substantial differences in particle size distributions and degree of dispersion of the comparable caustic and non-caustic fine tailings. The degree of dispersion was consistent with predictions for dispersed clays established by the sodium adsorption ratio (SAR) values for these materials. A linear variation of increasing dispersion with increasing SAR up to a SAR value of about 40 has been suggested, above which fine tailings are completely dispersed. The observed dispersed or flocculated structures (viewed using a scanning electron microscope) supported the predictions based on SAR values.

"In 1991/1992, INCO undertook a successful R&D program aimed at extending the lining lives of the top blown rotary converters (TBRCs)at its Copper Cliff Nickel Refinery (CCNR) and the electric furnace at INMETCO. At the laboratory scale, this effort was divided into three phases. In the first part, mineralogical work was performed on six refractories that were either currently being used to line these vessels or were considered suitable alternatives. In the second part, this mineralogical knowledge was used to help determine the compositions of slags that would not corrode the bricks at the operating temperature (1600°C) of the above furnaces. Finally, several important properties of the six refractories were measured to complete their evaluation as candidate linings. This paper reports the results of all three phases of the laboratory scale R&D work.The mineralogical work showed that rebonded fused grain magnesite-chrome (RFG-MC) bricks consist principally of periclase with minor amounts of free chromite and trace quantities of silicates monticellite and sometimes olivine. The bricks are principally held together by periclase-periclase direct bonding. Of note, the bulk of the chromite exists as exsolved precipitated blebs within the periclase grains. These likely redissolve at high temperature.Slags on the periclase liquidus coexist stably with these refractories. Examples are presented using CaO-MgO-Al2O3-SiO2 slags at~1600°C.Finally, the two refractories manufactured using close to 100% fused grain material generally outperformed the others in terms of physical properties and certainly were superior in their resistance to slag penetration damage."
