"Keep calm and carry on mining. That has long been the conventional wisdom in the mining industry, a largely cyclical one that has weathered roller-coaster booms and busts. But in the years from 2002 to 2016, an unprecedented steep rise in commodities prices that lasted a decade and then took a sharp turn downward had made it hard for gold and silver miners to stay the course.“The last 15 years highlighted some of the structural and inherent challenges that our industry has, from product price uncertainty to long lead times to the capital intensity of our business,” said Mitchell Krebs, president and chief executive officer of Coeur Mining, who was the luncheon speaker at the American Exploration & Mining Association’s 122nd Annual Meeting held Dec. 5-9, 2016, in Reno, NV.Looking back, Krebs said, “We were given this enormous gift of a commodities super cycle, and the industry kind of blew the opportunity.” While gold prices rose 319 percent and silver prices rose more than 200 percent over the 2002 to 2016 period, the XAU index of 30 gold and silver mining companies’ stock prices went up by only 20 percent.Entering 2016, precious-metals prices have made a comeback, with gold rallying strongly from a six-year low at the start of the year. This time, the industry is ready. Companies are leaner and meaner, with lower costs, reduced debt and an increased focus on higher grades and quality ounces. Although opportunities were missed in the past, the industry has got its act together and is now well positioned to take advantage of a price upswing and even to show profits when prices fall, as they did in August 2016, pushed down by a strong dollar."

A new analytical approach for characterizing and improving the performance of ball milling is presented. Individual ball mill circuit design and operating variables can be related to overall circuit performance through two distinct parameters for classification and breakage. The ball mill circuit functional performance equation is presented. Applications in the industrial plant and in the research field are discussed.

In situ stress on the scale of a tunnel or mine may be distorted by geologic structures. The resulting variations of in situ stress have a direct bearing on the potential for mining-induced seismicity. New evidence from the Lucky Friday Mine collected by U.S. Bureau of Mines researchers, as well as a review of case studies, demonstrates that in situ stress variations affect the spatial distribution of mining-induced seismicity. Although overcore stress measurements have been useful in these studies, they are too expensive and, depending on conditions, may be too difficult, to use routinely in mapping stress variations. However, information from borehole and raisebore breakouts; deformation of mine openings; and patterns of seismicity, ground control problems, and rock burst damage can be used to build a stress database. This database can then be used in con-junction with maps of mine structure and geology and models of rock mass behavior to build a map of in situ stress variations. Such a map provides a means to anticipate patterns of mining-induced seismicity that are likely to be encountered and, hence, provide a means for planning appropriate measures to ameliorate rock-burst hazards.

The West Gates Deicing Industrial Waste Pond Expansion project at Denver International Airport seeks to expand utilities to accommodate additional terminal gates. The project includes six tunnel crossings beneath taxiways and runways with lengths ranging from 239 to 2,025 linear feet. Excavation methods include shielded tunnel boring machines and steerable auger boring. Designed initial support includes liner plate, steel ribs and lagging, steel casing, and Fiberglass Reinforced Pipe and ranges in size from 24" to 132". This paper will discuss challenges associated with the overall layout and design of the project, including contingencies to protect critical infrastructure. In addition, a construction update is provided.

Many Third World countries of Third World Africa are well-endowed with minerals, especially gold. Political and economic conditions discouraged interest by Western capital for the several decades since colonial rule. Influence from Eastern Block countries has gone and the left wing orientation widely favored by Third World countries has almost disappeared. Under International Monetary Fund influence, these countries now solicit Western finance to expand their industries. Mining is especially encouraged. The paper describes the financing of some recent developments and examines trends and opportunities in some of the more attractive countries.

"The mining of tabular deposits accounts for a significant portion of modern production in both underground hard rock and especially, soft rock mining. There is a large discrepancy between the availability of tabular reserves and the amount of development of these deposits, particularly when the deposit has a dip of around 25-50 degrees. This project studied the technical and practical barriers to the mining of these deposits through modern and historical case studies. The primary technical barriers to the development of these deposits are material movement and roof support. The study of historical attempts overcome these barriers and why they failed allowed us to research the possibility of implementing modern technology on previously unsuccessful methods. By modifying some common mining methods, some of these deposits can be mined at only a marginal increase in cost and using readily available equipment. These modified mining methods could make previously underdeveloped deposits to become viable. INTRODUCTION Tabular deposits are defined as orebodies that extend at least hundreds of meters along two dimensions, and a substantially smaller amount along another [1]. Moderately bedded tabular deposits are mined less often than their more horizontal counterparts due to the technical issues they present. These issues often cause lower productivity, higher cost, and more frequent accidents. Moderate dip is a less well defined term; but in this case, it will refer to any deposit which has a dip of at least 20°. This paper will focus on deposits that dip around 25°-50° and are deep enough to require underground excavation methods. These deposits are too steep for most conventional methods yet not steep enough for gravity fed methods to work efficiently. In some cases, this dip range is also referred to as intermediate or steeply dipping. The types of deposits most likely to fall into this category are sedimentary bedded deposits such as coal, trona, evaporates, placers, and other alluvial deposits. Some other types of deposits can fall into this category as well. These include some of the metal reefs such as the Bushveld Complex in South Africa, which was deposited by lava flows, but is tabular. Some areas have dips that fall into the moderately inclined category. There are also some metamorphic deposits such as slate or marble that can have dips of more than 20°. The dip angle of these deposits can cause several challenges. Ore movement becomes more difficult as the exceeds the limits of conventional conveyors, rubber-tired, or tracked vehicles. At the same time the dip is below the angle of repose of the material. This prevents gravity assisted haulage, as the ore and waste will not run downhill by itself. Another common problem in moderately inclined underground mines is roof support. The dip angle can increase the risk of pillar and support failure. This is due to slippage between rock layers, non-perpendicular support of the vertical stresses, and slippage of standing supports. The inclination leads to stresses that are not usually found in typical horizontally bedded deposits. These stresses may require larger pillars that may reduce ore recovery below profitable levels."

One of the primary interests of the United States Department of Energy's Mine Planning Division is to fully develop avenues of technical research which potentially offer positive effects on coal mine productivity. One such area of research involves the removal of methane gas from unmined portions of coalbeds through vertical wells drilled from surface locations. As coalbed methane content is reduced, less gas is available for flow into the mine, and consequently ventilation requirements are decreased and/or coal extraction rates increase. Another attractive aspect of the vertical borehole drainage method is that it presents an opportunity to recover and utilize significant quantities of methane gas, which would otherwise be wasted to the atmosphere. The viability of removing gas from the Mary Lee coalbed using stimulated vertical boreholes was first suggested by Elder and Deul as a result of a United States Bureau of Mines' drilling project conducted from 1971 to 1974 (4). Other United States Bureau of Mines' studies forecasted that degasification would eventually be necessary in the Mary Lee coalbed because most new or expanding mine development would take place at depths exceeding 1 000 feet (305 meters), where the methane problem would be severe (3) (13). In 1975 a large-scaled drilling program was designed in order to supply industry's anticipated need for a degasification technology in the Warrior coal basin, Alabama. The results of this government/industry sponsored effort were to be specifically applicable to the Mary Lee coalbed, the most extensive and economically important deep minable coal present in the area. Major technical objectives of this program are twofold: (1) to measure the effects of various well completion designs, particularly hydraulic stimulation, on mining and (2) to determine the effects of well spacing on gas drainage rates. A cooperative agreement was established with United States Steel Corporation in late 1975 and field work began shortly thereafter in the proximity of a newly developing mine near Oak Grove, Alabama. Government responsibility for this program was transferred from the United States Bureau of Mines to the United States Department of Energy in October 1977. To date, as a result of this program, twenty-one wells have been completed into the Mary Lee coalbed at the Oak Grove site. Seventeen of these wells were drilled on an experimental grid pattern located two miles from the active mine. These grid wells are primarily being used to generate data necessary to determine the effects of well spacing on gas drainage rates and will also provide a large amount of information regarding the long-term effects of degasification on mining. The four remaining wells (designated Ton through TW4) were placed near the mine so that the full effects of completion could be studied within the short time required for underground interception. Results gathered from the first two test wells (TW1 and TW2) have been reported in detail (10) and indicated that several improvements were necessary to increase gas drainage rates. Hydraulic stimulation was one of the most important aspects of well design that required improvement. Nitrogen-charged foam stimulation treatment was used at TW3 and TW4 instead of the gelled-fluid type stimulation used at the first two near-mine test wells.

The paper examines five massive pillar collapses in underground stone mines in the eastern United States from 2015 to 2021. These collapses caused significant airblasts, surface subsidence, and damage to mine infrastructure. The study identifies factors contributing to pillar collapses, such as slender pillars with width-to-height ratios of 0.8 or less, and proposes a framework for evaluating and mitigating collapse risks.

"Historically there have been a number of different hypotheses and empirical models developed in an attempt to describe the nature of fracturing above longwall panels in underground coal mining. The motivation for such models varies, ranging from understanding the impact of mining on surface subsidence to back-analysis of caving behaviour in the immediate roof behind the longwall face. One of the most critical motivating factors that is taking on increased importance in many coalfields is the need for better understanding, and hence prediction of the impact of mining on overlying strata, particularly strata units acting as aquifers for different groundwater horizons.This paper reviews some of the major prediction models in the context of observed behaviour of strata displacement and fracturing above longwall panels in the Southern Coalfields of New South Wales, south of Sydney. The paper discusses the parameter often referred to as “height of fracturing” in terms of the critical parameters that influence it, and the relevance and appropriateness of this terminology in the context of overlying sub-surface subsidence and groundwater impact. The paper proposes an alternative terminology for this parameter that better reflects what it is and how it is used. The paper also addresses the potential role of major bedding shear planes mobilised by mining and their potential influence on overlying subsidence and groundwater interference.INTRODUCTIONKnowledge of the detailed nature of rock deformation and failure above any form of large-scale underground mining is always going to be limited to interpretation from a very incomplete set of data. It is extremely difficult, if not impossible, to directly measure the detailed nature of the rock failure, fracture networks, and deformational behaviour above an extracted mining area. Limited techniques such as borehole extensometry can provide some evidence of relative or incremental deformation in the direction of the borehole (usually vertical). However, such data cannot assist below the horizon where full caving has caused major rotation and dislocation of rock blocks and effectively destroyed the instrumentation borehole. Above such a horizon, the data is only valid along the axis and in the direction of the borehole, and to the level of detail defined by the extensometer anchor spacing intervals. It is often also restricted by major shear planes intersecting the extensometer borehole and cutting off the instrumentation below the level of the shear horizons."

24.1-BASIC PRINCIPLES JAMES R. TAYLOR The basic principle involved in maintenance is protection of a company's investment through the care and upkeep of machinery and equipment, buildings and properties. Maintenance is justified through making available to the maximum extent possible the facilities, machines and services required by the operating and production departments in their function of insuring optimum return on investment. As the size, cost and complexity of the equipment used in modern mining and related industries increase, operating and production personnel become proportionately more dependent upon maintenance engineering for its contribution to the overall profit picture. A greater part of the total cost now is charged to maintenance and the maintenance group becomes a major company unit. Basic maintenance concepts have changed very little over the years, but the advances in methods and technique have brought about tremendous challenge and have in consequence assumed a greater influence and importance. The older "sledge- hammer" methods have given way to engineered and scientific systems, while the accelerating development of intricate equipment and machinery, and the instrumentation essential for control, demand an ever-increasing upgrading of maintenance personnel. Regardless of this growth in importance, cost and complexity of the maintenance function, it is important to remember that it is not an independent and self-sufficient unit, but is a necessary facet of the entire plant operation and is subject to the company's total production effort. As one part of a team, maintenance is successful only when functioning cooperatively wit11 the other departments it serves Close collaboration in all areas served by n maintenance group is essential if it is to function fully to protect the company's investment, whether the assets are in machinery, materials or people. 24.1.1-MAINTENANCE SCOPE Maintenance functions may be grouped into the two general classifications of primary and secondary. This grouping constitutes a basic division although, in practice, the scope of the maintenance activity varies in each mine or plant and is subject to differences in size and type of operations and company policy, plus the influence of precedent, which may be sectional or industry-wide. The primary functions supply the justification for the maintenance engineering department. while secondary functions are variable according to plant conditions and needs. The primary functions may be categorized as follows: 1. Maintenance of existing machinery and equipment. 2. Maintenance of existing buildings and grounds. 3. Inspection and lubrication of equipment and machinery. 4. Utilities generation and distribution. 5. Alterations to existing equipment and facilities. 6. Installation of new equipment and facilities. 7. Instrumentation.

Conventional logging tools such as density, neutron, and acoustic have ranges of investigation of tens of centimeters. The borehole gravimeter, however, has a range up to hundreds of meters. For example, from the center of a cylindrical orebody 0.22 g/cm3 denser than its surroundings, one can detect the boundary of the orebody at a radius as large as five times its height. More complex structures can be investigated with computer programs. We can predict the usefulness of proposed gravity surveys, or decide which suggested structure is most likely to have caused the results of existing surveys.

The construction and modification of tunnels brings a requirement for precise measurement of convergence and divergence to safeguard the structure, maintain safety and provide the assurance needed to maintain efficient progress. Established methods include manual measurement using tape extensometers and automated methods using photogrammetry and automated total stations. Drawbacks include the need for frequent access, power supply, cabling, and cost. The paper describes how the development of reliable optical displacement sensors (ODS) has changed the landscape. ODS sensors are connected to a long-range wireless mesh communications network via a solar-powered gateway outside the tunnel, with data instantly transmitted to the internet. A sensor and its reflector target can be installed in 20 minutes and is maintenance free for a decade. Tunnel movement is measured to sub-millimeter precision with repeatability of ±0.15 mm. Integration of a triaxial tilt sensor allows slope distance to be converted to horizontal and vertical changes and allows rotational movement to be determined. Applications include new-build and long-term structural health monitoring. Case studies will be given, including the refurbishment of rail tunnels in Spain where the ODS measured movement during track lowering in a situation where no other automated system was considered viable.

Attendance exceeded 4,500 minerals professionals from all over the world at SME's March 9-11 Annual Meeting and Exhibit in Orlando, FL. The exhibit, of more than 600 booths, featured 398 of the mining industry's premier suppliers. The keynote session, "Change makers in the industry," opened the meeting. The session featured Jeffrey Clevenger, president of Cyprus Climax Metals; Mark Baker, senior vice president of Modular Mining Systems, a division of Komatsu; and John Correnti, vice chairman, president and chief executive officer of Nucor. The SME meeting also featured four specialty programs: Bulk materials handling by conveyor belt, Latin American perspectives, plant operators' symposium and waste characterization and treatment. Also open to attendees were more than 60 technical sessions encom¬passing coal, the environment, industrial minerals, mining and exploration, minerals and metallurgical processing and minerals resource management. Ed Dowling was the chair of the 1998 SME technical programming committee. And Dowling, director of process management and engineering for Cyprus Minerals, acted as the host of the SME keynote session. Dowling said the mining industry has undergone incredible change over the last decade. And the forces of change continue to accelerate. These changes include globalization, regulatory pressures, technology, labor, competition, pricing and other market influences, he said. With that in mind, the SME program committee selected as the theme of this year's SME Annual Meeting, "The changing world of mining ... our role." Given some of the current commodity prices, Dowling said, the theme is timely. He also noted that a large percentage of the 60 technical sessions spoke to the evolving operational and business aspects of the mining industry as the industry crossed international boundaries. The keynote session mirrored the meeting theme by focusing on the increasing challenges and required changes the minerals industry faces. Dowling reminded keynote attendees that change is not a new idea. He said Benjamin Franklin described three types of people: Those who are immovable, those who can be moved and those who are movers. And so it was appropriate that three of the most forward-thinking movers in the business - Clevenger, Baker and Correnti - address the keynote session, Dowling said. John Callaway moderated the keynote session. He is senior correspondent for WTTW TV, the public broadcast station in Chicago. For the past 13 years, Callaway has served as host of WTTW's award-winning, primetime news analysis program, Chicago Tonight. Callaway said that the keynote changemakers are recognized as industry leaders whose vision has led to significant business transformation and results. Soda ash is the common name for sodium carbonate (Na2CO3), an alkali compound that is the 11th largest inorganic chemical in terms of production of all domestic inorganic and organic chemicals, excluding petrochemical feedstocks. Despite that most people have never heard of soda ash, it is an important industrial compound used to manufacture glass, chemicals, soaps and detergents, pulp and paper, and many other familiar consumer products. Natural alkalis have been used by mankind for thousands of years; however, their industrial manufacture dates back to only the latter half of the 18th century. Natural deposits of sodium carbonate have been known as early as about 3500 BC, when the Egyptians used natural soda ash in making glass. They also mixed lime and soda ash to make sodium hydroxide (caustic soda) that was combined with silicate minerals found in the Sinai desert. This made a soluble silica, which when added to aluminum-rich silt from the Nile River, produced a silica- aluminate cement mortar with excellent bonding properties for construction. The Romans in the first century AD also used natural soda ash in glass manufacture but expanded its use medically for the treatment of colic pains and skin eruptions, and in the making of bread. Elsewhere, people used the ashes of wood to obtain their source of alkali. People learned over time that different types of wood yielded various ashes with different properties; therefore, various plants were burned specifically for their ashes. Ash from plants grown in salt-bearing soils (such as saltwort) and from kelp and other seaweeds, especially Spanish barilla, were so different from ashes obtained from other vegetation that it became known as soda ash (due to its sodium content) versus pot ash, a potassium-based alkali ash. About 13 t of barilla ashes produced 1 t of sodium carbonate and 14 kg of iodine as a byproduct. The difference between these two ashes was relatively obscure until Duhamel Dumonceau made the distinction clear in 1736. The word soda ash developed from common usage and is perhaps more well known today than its synonym sodium carbonate. One of the primary ores of soda ash is trona, a sodium carbonate-bearing mineral that's name is traced back to Arabic origin. Trona also is known internationally by other names such as urao (Venezuela), kaum (Nigeria), natron (from Greek nitron and Latin natrium), and szekso (Hungary). The beginning of the Industrial Revolution in Western Europe in the late 18th century soon put a strain on the availability of raw materials to meet consumer demands. One of these scarce materials was soda ash. Because of the Seven Years War with England and the Napoleonic wars with other parts of Europe, France could not obtain sufficient quantities of Spanish barilla or other supplies of vegetable alkali to meet the growing demand. Efforts were needed to synthesize soda ash. In 1775, the French Academy of Sciences offered a large prize of 2,400 livres to someone who could find an inexpensive method to make soda ash. In September 1791 at St. Denis, Nicolas Leblanc (1742- 1806), a French chemist, developed such a technique using salt, sulfuric acid, coal, and limestone. The French Revolution interfered with its development, and his patent and factory were confiscated with Leblanc receiving only token compensation. Napoleon returned his factory to him; however, Leblanc was not able to raise enough capital to reopen it, and he committed suicide in 1806. A small, but not particularly successful, Leblanc plant was established in England in 1814. It was not until 1823 when the process first became commercially successful in Liverpool, England. The process was introduced in Germany in 1843 and in Austria in 1851 (Harness and Coons, 1942). Soda ash production by the Leblanc process reached its peak of about 599 500 t in 1880, after which it began to decline as the Solvay process became more popular. The Leblanc process was used to a limited extent in Europe during World War I but had disappeared by World War II. The Solvay process, also known as the ammonia-soda process, was developed by Alfred and Ernest (1 838-1922) Solvay in 1861 based on a concept by Fresnel that had been known since 1811. For the next 50 years, the implementation of the idea evaded industrial chemists because no large-scale and economic means could be found to commercialize the concept. Although Ernest Solvay was unaware of the existance of an ammonia-soda concept, he solved the problems by utilizing carbonating towers. The Solvay process produced soda ash from salt, limestone, and coke, with ammonia as a catalyst. With a capital of 136,000 francs, the first plant was built by the Solvay brothers at Couillet, Belgium, in 1863 with production commencing in 1865. Synthetic soda ash production amounted to 1.5 tpd in 1866, but reached 10 tpd by 1872. They patented their use of carbonating towers in 1872 that had made ammonia-soda manufacturing a successful continuous process. Their second plant was built in 1872 at Dombasle, France. In 1874, the first Solvay plant in England was built at Northwich by Ludwig Mond, the namesake of Brunner Mond and Co. (formerly Imperial Chemical Industries), the company that currently operates the two English Solvay plants. In the United States, William B. Cogswell in February 1879 heard a presentation on the Solvay process and sailed to Europe to meet with the Solvay brothers to seek their support for using their process in New York. At first, the brothers were not interested; however, Mr. Cogswell was persistent and ultimately gained their support. The Solvay Rocess Co. was formed Sep. 2 1, 1881, and construction began immediately on the first Solvay plant at Geddes, near Syracuse, NY. The plant came onstream Jan. 10, 1884, and produced 11 180 t in its first year of operation. In 1910, rotary calciners were installed that increased capacity to 1 000 tpd. By 1930, plant capacity was up to 2 400 tpd. The facility remained in continuous operation for more than 100 years. By 1939. 10 Solvay soda ash plants were in operation in 6 States throughout the nation. The Syracuse plant was officially closed Jan. 6, 1986, with total shutdown completed by Feb. 1986. Ironically, this facility was the first Solvay plant as well as the last. Other than the first Solvay plant beginning in 1884, the majority of US soda ash supplies during the 19th century came from imports. The remainder of the US supply

The present study introduces a new approach to understand the copper dissolution rate and to find an adapted mathematical statement for particle shrinkage rate in a batch bioleaching system. Four size classes of a chalcopyrite concentrate, namely [D1 : (−54 + 44)μm, D2 : (−44 + 38)μm, D3 : (−38 + 25)μm and D4 : (−25)μm], were used in the batch bioleaching tests by applying a mixed culture of moderately thermophilic microorganisms. The pulp density and temperature were 8 (%w/v) and 50 °C, respectively. Findings delineated that the bioleaching time can be divided into two specific time intervals: first, the surface reactions were the prevailing controlling step; second, the prevailing mechanism was diffusion through the product layer, whereas the overall rate of the process may be related to both through a Q factor using a mixed model. A mathematical model was developed based on particle size distribution (PSD) and a kinetic model. Experimental validation of the mixed model was accomplished by the representative sample with d80 = 54 microns. Results showed that the PSD of the specific sample was in good agreement with Rosin–Rammler function. Besides, the simulation result of the conversion fraction had the best conformity with the experimental data (with a maximum error of approximately 7%). This paper should be considered as an initial part of a larger, global model for chalcopyrite concentrate bioleaching.

This paper discusses the influence of frother type and dosage on recovery/selectivity in coal/sulfide mineral flotation as a function of particle size. It is shown that different frother structures do exhibit quite different but consistent performance characteristics depending on the underlying particle size ranges involved as well as the dosage levels of both the frother and collector. The data presented on existing commercial frothers end some new special purpose experimental frothers is used to illustrate some general operator guidelines on proper frother selection and use.

This paper is concerned with the problem of calculating ground movement that occurs as a consequence of mining. Solution to this problem is straight forward in principle but rather complex in practice. The complexities of the problem arise from the ever present constraints of technology and economics. However, the identity of these constraints is often obscured by a faulty understanding of the fundamentals of the problem and a lack of appreciation of current computational capabilities and costs. As a consequence much time and effort are sometimes wasted on gathering information that is of little direct value to ground control programs while important input data are neglected. This paper therefore reviews the essentials of the process of formulating the ground movement problem. Emphasis is upon application to longwall mining, although much of the discussion applies to other mining methods as well. In many instances, the hardrock term stope could be substituted for longwall panel because the fundamentals of the problem are independent of the excavation dimensions and numerical values of rock properties. The latter affect the outcome of a calculation, of course, but not the underlying formulation. Only the major features of the problem are discussed in this brief review. The objective of the discussion is the generation of a reliable basis for developing a technically sound ground control strategy. Any rational ground control strategy must be consistent with basic physical laws. For example, under static conditions, equations of equilibrium must be satisfied. Operational, that is, tactical, details may vary widely with local conditions, but the basic approach must be based on physical laws. The alternative empirical route is intrinsically unreliable and unnecessary as well. Empirical descriptions of ground motion caused by mining including recent statistical curve fits to specialized data sets (for example, surface subsidence data) as well as antiquated "theories" of ground pressure and so forth, however dignified with mathematical formulas, are hardly worthy of the label "theory". Extrapolation of statistical data is always accompanied by rapidly diverging confidence limits, while empirical equations simply lack predictive capability under circumstances even slightly different from those of the original development. For example, applications of surface subsidence curves generated empirically in the United Kingdom to coal mines in the United States generally result in considerably greater subsidence and wider subsidence troughs than actually observed. Locally, empirical criteria for specific ground control actions may be made practical through trial and error, but such tactics are no basis for the development of a general ground control strategy. In this regard, it is worthwhile to recall the traditional scientific distinctions between speculation, hypothesis and law, between the empirical and the proven.

During 1960, the controversy over percentage depletion reached the level of debate between presidential candidates. Nixon took the position that he would not tamper with the status quo in this matter. Kennedy took the position that he was willing to take a fresh look at the issues involved. Kennedy's position appears to have been based upon two premises: (1) new sources of federal revenue may be needed; and (2) current depletion rates, even if sound in principle, may be too high and, therefore, inequitable. The latter premise constitutes the basis for the claims that depletion allowances are simply "loopholes" of tax avoidance. Very probably the controversy over percentage depletion will remain in the political limelight during most of the coming decade. It is quite possible that the current depletion rates, at least those for oil and gas, will be reduced during this period. The aim of this paper is to isolate the complex causes of this mounting opposition to percentage depletion.

The Rocky Mountain region contains part of the paleocontinental shelf that lay in Arizona and New Mexico through Utah, Colorado, and Wyoming into Montana and North Dakota. The shelf was bounded by the northeast-southwest-trending Transcontinental arch and the Cordilleran miogeocline in late Paleozoic and early Mesozoic time. Major tectonic features that affected middle Phanerozoic sediments on the shelf were the Big Snowy trough and Williston basin in the north and the ancestral Rocky Mountains in the central part of the region. The Zuni uplift and similar positive areas occurred along the axis of the Transcontinental arch in the southern part. The late Paleozoic and early Mesozoic sedimentary rocks record transgressive-regressive marine cycles in which the Cordilleran shelf and much of the adjacent craton were inundated by epeiric seas. Early in the Carboniferous, an epeiric sea covered most of the shelf. Greater topographic relief developed in Late Mississippian, was at a maximum in Middle Pennsylvanian, and then diminished through Permian and Triassic time. The development in the Pennsylvanian Period of horsts and grabens along northwest- trending faults on the northwest flank of the Transcontinental arch resulted in the ancestral Rocky Mountain system. The eastern part of the region was emergent by Middle Triassic, and the emergence lasted until Middle Jurassic, owing to uplift along the Transcontinental arch. During the early part of the Mesozoic, the sediments were dominantly terrigenous and were deposited mostly in shallow littoral marine environments shifting to continental. Most middle Phanerozoic structural elements within the area of the shelf are characterized by lineaments that have either an east-northeast or a conjugate north-northwest trend. The east-northeast lineaments closely parallel the northeast trend of the continental slope (miogeocline) in Nevada to southern Idaho. The conjugate set closely parallels the northwesterly continuation of the miogeocline north of an approximately right- angle bend in south-central Idaho. The northeasterly trending Transcontinental arch and the northwest-trending margin of the Canadian Shield are parallel structural elements with the north- east and northwest trends of the miogeocline. The rectangular lineament pattern on the shelf suggests a system of rectilinear fractures within the underlying Precambrian crystalline basement rocks that moved several times in the Phanerozoic in response to external forces applied against the continental crust. Movement of these blocks influenced erosion, deposition, and lithofacies of the sediments in middle Phanerozoic time. Zones of crustal weakness, represented by the lineaments bounding these blocks, probably were influential in localizing sedimentary mineral accumulations and petroleum deposits, as well as later igneous intrusions, volcanism, and emplacement of hydrothermal ores. Igneous activity in this region was rare during the middle Phanerozoic, but these conjugate fractures seem to have been avenues for later passage of hydrothermal solutions responsible for ore emplacement.
