On the 1 June 1978, the Town and Country Planning Act 1953 was replaced by the revised and more comprehensive Town and Country Planning Act 1977. The new act brings in some substantial changes to the law affecting regional and district planning, and for the first time makes provision for maritime planning. The importance of the Town and Country Planning Act 1977 to the Mineral industry is primarily in the relationship between Regional Planning Schemes and District Schemes as the needs and resources identified in a Regional Planning Scheme will override the underlying District Schemes. The mineral extraction industry must be recognised as a regional responsibility which draws on the resources of a region to satisfy the demand of the communities within that region rather than a purely local operation within one District.

Pressure leach liquors from the pressure oxidation of a bulk flotation concentrate prepared from a complex Cu-Pb-Zn sulphide ore were treated to remove iron, either by pressure oxidation (the Hematite process) or with particles of magnetite (the Magnetite process), followed by cementation of various metals with zinc dust to obtain a purified solution from which zinc was electrowon. Satisfactory iron removal was achieved by both processes after neutralisation to pH 4.5 or 5.5. Pressure oxidation of the liquor at 200¦C and 690 kPa oxygen overpressure, conditions similar to those of the Hematite process used in the zinc industry, resulted in the precipitation of the iron as hematite. With the Magnetite process, an iron hydroxide was precipitated onto magnetite at atmospheric pressure and ambient temperature and removed by a magnetic separation step. The performances of both these processes for the removal of iron are compared. It is concluded that the Magnetite process offers considerable cost savings. Other impurities, in particular arsenic, were also removed with the iron in both processes. Cementation at pH 5.2 and 85-90 ¦C with 3.5 g/L zinc dust reduced the levels of copper, cadmium, and nickel to a satisfactory level and subsequent electrolysis in a laboratory cell gave an acceptable deposit of zinc.

During the last decades, maintenance has changed from an ordinary repair activity to a complex function that plays an essential role contributing for the companyÆs results. The increasing level of complexity of modern equipment motivates maintenance personnel to improve both techniques, and management systems, in order to face the new challenges. Managing properly those modern means of production requires knowledge of methods and planning systems, controlling and performing maintenance tasks, in such a way that two objectives are achieved at the same time: system efficiency and cost-effectiveness. This paper shows CVRDÆs experience on evolving and implementing a model to plan and manage maintenance activities in order to achieve a higher level of performance on its operations.

This new family, Rocket Boomer L1C/L2C/L3C, is based on modern computer technology and also on what is characterised as information technology. The design of the drill rigs are modularised both in hardware as in the software. This means that the functionality of the drill rigs is upgradable step by step. Added upon the basic drill rig functions are the new options as ABC Regular (known also as Contour Control), ABC Total, drillplan generator and communication products. The main objectives of these functions are to facilitate real quality drilling.

Located approximately 570km NNW of Adelaide in South Australia, the Olympic Dam mine (OD) is the world’s fourth largest remaining copper and gold resource and the largest uranium resource. Discovered in 1975 and going into production in 1988, the operation consists of a fully vertically integrated underground mine, mineral processing plant, copper smelter and refinery, as well as associated infrastructure. BHP achieved production of 203,000 tonnes of copper cathode plus associated by-products in financial year 2016. The immense size and high-grades of the Olympic Dam resource offer a range of growth pathways, making closure timing estimation and planning a challenge. Current estimates put the OD resource at approximately 79 million tonnes of copper. Major factors influencing the closure timing estimation, as a result of the large resource and grade tonnage profile, include the mining method that may be used and the downstream processing method, ultimately influencing such things as the total disturbance area and the extent of infrastructure to be demolished at the end of mine life. In addition, factors such as the mining and processing method and production rate have a direct impact on larger rehabilitation items such as the total number of tailings cells required.CITATION:Grant, D, Tyler, M and Hill, G, 2018. Human creativity springs from the natural desire of mankind to know and its capability to learn. Explorers and discoverers possess these features in a high degree. They are driven by an unrelenting curiosity to go beyond the boundaries of the known, to explore into the nature of things, to reveal connections between ideas, facts, conceptions, to view things from new angles, to change perceptions. A well-known fact about the construction industry - and underground construction in particular - is that all projects are unique. The degree of complexity due to the intertwining of the variety of project-related parameters is higher than in many other industries, thus forcing contractors as well as suppliers to be truly adaptable and flexible. The enormous advantages of shotcrete as a construction and rock support process and the improvement of materials, equipment and application know-how have made it a very important and necessary tool for modern underground construction works. The development of modem wet shotcreting in particular has enlarged the field of underground construction work. Projects that were impossible to be realised, have now become practicable. Subsurface structures can be placed where they are needed, without regards as to rock and soil conditions.

The present study concerns a new type of mixer-settler unit where coalescence is promoted by means of the phase inversion method (MSPI). Using two different systems (alkaline etching solution û LIX 54 in kerosene and acidic aqueous solution û LIX 984 in kerosene) the influence of the total flowrate, the A/O phase ratio and the hydrodynamic conditions in the nozzles of the scattering device on the extraction and separation efficiencies are studied. Two modes of operation are clearly outlined and a theoretical model predicting the separation efficiency is proposed and compared to experimental results. A comparison between mixer-settlers with classic decanters and the MSPI unit has demonstrated the advantages of the latter where throughputs in the range 20 -25 m3.m-2h-1 can be easily realised.

Magnetic methods have for a long time been used in the search for iron ore. In fact the first recorded geophysical prospecting was the use of a magnetic compass to locate iron ore in the Kuruna region in Sweden as early as 1640.The largest magnetic anomaly discovered, about 700,000 gamma-s, is in this region.The enormous deposits in Russia in the Kursk region, where the ore consists largely of magnetite, were discovered by magnetic methods. Heiland estimates the proved reserves at 290,000 million tons and the additional potential deposits at twice this amount.These magnetite ores Show extremely high magnetic anomalies and consequently very insensitive instruments could be used to survey them. The first aerial magnetic surveys were carried out in this area in 1928.Large areas of the iron ore producing regions in Norway, Sweden and the United States have been covered by magnetic surveys in the past 30 years, much of the work being started after the first World War.In every major iron ore producing country, except Australia, extensive magnetic surveys have been, or are, carried out with the purpose of extending the reserves of ore. Australia is indeed fortunate that the depletion of iron ore reserves and the location of new deposits has not become an urgent problem. Nevertheless, some minor reconnaissance work has already been carried out in Australia, and the Commonwealth Bureau of Mineral Resources, Geology and Geophysics is contemplating a more extended aerial magnetometer survey in the Middleback Ranges area. We have been exploring for minerals in Australia for over 100 years and our methods are constantly improving - but why do we pros- pect? Is the effort justified? Obviously the main motive is economic gain. It is now and always has been but conditions are changing rapidly. Once it was the prospector who could cash the nugget. Then it was the syndicate, the small company, an amalgamation of small companies, the large company, the corporation; the multinational corporation - where do we go from there? Early there was personal satisfaction and excitement in out-door activity which gave scope for individual energy, hope and in some cases reward. There still remains the satisfaction, either individual or corporate that a mineral discovery creates new wealth and makes a contribution to the nation's well being. Parallel with developments has always been the growth of restraints on exploration, frequently out of phase with the current mineral developments - miners' rights, licences, titles, royalties, mining laws and regulations, taxation etc. As the operations have become more complex so the restraints have become more confining until it is now very necessary to question whether the chances of economic gain justify the risk and responsibility of mounting costly mineral exploration leading-to extensive capital development.

The Department of Industry and Resources (DoIR) is responsible for several sets of legislation, which, among other things, regulate the storage, handling and transport of dangerous goods as well as every aspect of the life cycle of explosives in order to prevent explosions, fires and spillages. The legislation with particular relevance to explosives includes: The Explosives and Dangerous Goods Act 1961; the act deals with the storage, manufacture, sale, import, authorisation and use of explosives. It is primarily framed for use of explosives and fireworks in the general community but also has relevance for storage on mine sites. The Dangerous Goods (Transport) Act 1998; this act regulates the transport of explosives on public roads, but not on mine sites. The Mines Safety and Inspection Act 1994 (MSI Act); this act and supporting regulations deal with the full spectrum of occupational health and safety in the mining industry. There is a substantial section in the regulations dealing with the use of explosives at a mine site.DoIR has identified the need for security upgrades of the Government Explosives Reserves, the need to tighten security measures at mine sites, the need for improved security checking for licensed shotfirers and the need to restrict the availability of explosives to authorised people who have had appropriate security checks. It is also clear that we need restrictions on the sale and use of ammonium nitrate (AN). A number of additional security measures are being proposed and all proposals are being refined by ongoing industry consultations. These will be adopted into new explosives regulations in association with the new Dangerous Goods Safety Act 2002 (DGS Act). Government finalised the act in June 2004. The act remains dormant until new explosives and dangerous goods regulations have been prepared. When the DGS Act and a suite of regulations are proclaimed as a package, sometime between December 2004 and April 2005, the old legislation consisting of the current two acts, will be automatically repealed. It is also proposed that all explosive regulation, including those under the MSI Act will be consolidated in one place under the DGS Act for user friendliness.

There is no single factor that determines the appropriate capacity for a mining project. It is driven by the size of the resource, the capacity of the market, the availability of capital, the availability of power, the availability of water, and a myriad of other considerations. There is also no single solution to the question of how big the project should be. However, to develop a project, the study team needs to select the configuration options that it regards as the best for the project. To be able to make this selection, the study team should consider the range of available options and do so at a level of detail that gives it confidence in the conclusion but does not lead to multiple detailed design exercises. Having considered the range of options, and with a clear definition of the project owner’s objectives and constraints, the work to be carried into feasibility studies can be focused appropriately. This paper discusses the process of completing strategic mine planning to identify project configuration options to assist in the selection of the processing plant throughput rate (Capacity Study) for a large greenfield open pit mine. The processes described in this paper allow for the basis of design to be set for subsequent studies that meets the objectives at a risk profile acceptable to the owner.

Recycling steel plant by-products is a critical issue for achieving both environmental and economic sustainability of integrated steel plants. A key steel plant by-product stream is dust from basic oxygen steelmaking (BOS), which can be recycled back to the BOS vessel as iron units and to aid slag formation. The major limitations for its recycling are zinc and the uncertainty in zinc speciation of the dust. This uncertainty affects the amount of dust recycled and how it interacts with the slag during processing. BOS dust in stockpiles can undergo self-sintering reactions that oxidise the iron-bearing components. As this occurs, zinc (or oxide) may combine with iron oxides to form a zinc-iron spinel solid solution phase. Knowing which zinc-bearing species are present in the BOS dust is a key aspect in understanding and developing an efficient recycling process for the dust. To overcome difficulties associated with phase identification in the BOS dust (both fresh and selfsintered), particularly the magnetite-zinc ferrite spinel solid solution using X-ray diffraction (XRD) / scanning electron microscopy (SEM) / energy dispersive spectroscopy (EDS), high end characterisation tools, transmission electron microscopy (TEM) and Mössbauer spectroscopy, were also used. Such an approach allowed improved phase identification of key zinc- and iron-bearing phases that were not previously resolvable. The zinc in fresh BOS dust was mostly present as extremely fine separate particles of zinc oxide, attached to the iron particles. These extremely fine particles were <10 nm in size. Additionally, a small amount of zinc ferrite was also identified within the sample (most likely contained within a magnetite-zinc ferrite spinel solid solution). However, the zinc in the self-sintered BOS dust, was found to be present entirely in a magnetite-zinc ferrite spinel solid solution. While this spinel phase had been previously identified by XRD, it was not clear that it contained zinc. The Mössbauer results provided definitive evidence of zinc within the spinel phase.

Botanical exploration has identified many plant species that naturally accumulate very high concentrations of elements, particularly heavy metals. The enormous potential applications of some of these species to remove metals from soil (phytoextraction) are slowly being realised. The discovery of hyperaccumulation has resulted in considerable research into applications for removing contaminants (phytoremediation) or more importantly, in the context of this discussion, for commercially æfarmingÆ metals (phytomining) from metal-bearing soils. Currently published phytoextraction models estimate Ni yields using Berkheya coddii (a South African nickelophyte) are approximately $US 750 ha-1, excluding the cost of processing. Research indicates that B. coddii will also accumulate significant amounts of Co, resulting in a considerable increase in the value of the crop. Modification of the substrate by acidification, fertilisation and/or chelation indicate fruitful avenues for improving this yield by increasing the extractability of the target element, elevating biomass production rates and/or rendering other contained heavy metals extractable. Plant uptake of more insoluble elements, such as Au, may be induced in many plant species using chemical compounds. These chelates applied to the soil, form soluble complexes with poorly soluble metals forcing them into the soil solution. Plants may then accumulate these metal complexes through transpiration. Research has achieved foliar Au concentrations of 78 mg kg-1 in Iberis intermedia, 56 mg kg-1 in Brassica juncea and 9 mg kg-1 in B. coddii (on a dry weight basis). Therefore in theory B. coddii could phytomine a soil containing modest concentrations of Ni, Co and Au to yield 116 kg Ni, 36 kg Co and over 6 oz Au ha-1 at a current value of $US 4000. Root crops have also shown promise in chelate assisted Au accumulation (eg 6.8 mg kg-1 in Beta vulgaris and 118.5 mg kg-1 in Raphanus sativus). Phytoextraction, in its varied applications, is rapidly coming of age as a technology having considerable potential for application in environmental science and the minerals industry. Phytotechnology employs unique plant biochemical behaviours in the rhizosphere, driven by the sunÆs energy, to seek out and concentrate low levels of heavy metals at very low cost.

Mechanical sampling provides a definitive value for the product sampled but the results are not instantaneous, meaning that decisions on process control can only be made hours after the sample is taken. Chemicals are added, tailings are sent to waste, stockyards are laid and the data for the decision-making is historical. Online analysers provide instantaneous information, allowing operators to make immediate and cost-saving decisions on the process. However, pending the specific online analysis application, there is a need for reference sampling for dynamic calibration/bias updating of the analysers so that they can deliver the desired precision and accuracy. What would be the economic justification for combining mechanical sampling with online analysis to reduce laboratory costs and provide immediate process control with certainty of accuracy? It is indeed an honour to address the perth branch of the australian institute of mining and metallurgy and to have the opportunity to talk to you about the future role of upgraded ilmenite on t102 feedstock supply and demand. There have been many papers written on upgraded ilmenite supply and demand and now I would like to share with you QIT&apos;s view of the situation first, a word about demand, although I will be talking principally on the supply issue. The principal use of t102 is in the manufacture of pigments which, in turn, are used in paints, plastics, and the paper industry together with a few miscellaneous uses, while a further b% or so of t102 minerals are consumed for the manufacture of titanium metal and for the manufacture of welding electrodes. the total demand for contained t102 is of the order-of 3 million tons per annum, and the general consensus in the industry is that growth rates should be of the order of 2% annually- it is against this backdrop that suppliers must compete with one another and produce least cost materials for the pigment industry. At the moment, supplies are relatively tight, but the generally slow growth in demand coupled with the abundance of titanium bearing minerals should ensure that long term the reverse is generally true. Now, let us examine the supply situation. Titanium is the 9th most abundant element in the earth&apos;s crust, so the problem from the producers` point of view is not one of scarcity of titanium minerals, but of how to extract most economically t102 feedstocks from a wide variety of choices- up to the present, all titanium feedstocks are being derived from either rutile or ilmenite rutile, at about 95% t102 content, is indeed a premier raw material which does suffer from potential scarcity and rutile supplies will likely be a diminishing factor in future decades- whereas ilmenite, a combination of iron and titanium oxides found in varying ratios, may be found in huge quantities all over the world.

The primary mine planning focus during early study phases of future mining projects is Life of Asset ore production and grade quality, this will always be the situation. While waste schedule optimisation is generally considered in the latter study phases nearing execution for a limited number of schedule periods only and not a true optimisation considering all attributes such as waste destination location, design, cycle time and closure. This can be particularly applicable in large multi-pit bulk mining operations where one approach to meet Life of Asset ore tonnes and grade targets has been to maintain pit development flexibility resulting in large open pit areas and substantial expit Overburden Storage Area (OSA). Rio Tinto has actively committed to progressive reclamation, concurrent with commercial operations, at its Diavik Diamond Mine. The most significant piece of progressive reclamation undertaken at Diavik to date has been the construction of an engineered thermal rock cover for the mine’s largest waste rock storage area. This 80-metre-tall and 2000-metre-long area is known as the Waste Rock Storage Area – North Country Rock Pile (WRSA-NCRP) and contains the operationally segregated potentially acid-generating waste rock mined over the last 20 years. As part of the mine plan, an opportunity was recognised where a limited 1.5 per cent of the WRSANCRP surface area was required for storage of the balance of life-of-mine generated waste rock and a decision was made to advance the closure design almost a decade ahead of final closure. With over 12 860 000 tonnes of material placed and 57 443 dozer hours logged since cover construction, progressive reclamation on the WRSA-NCRP is scheduled to be complete in mid-2023, three years before planned cessation of commercial operations in 2026. The progressive closure of the WRSA-NCRP demonstrates Rio Tinto’s commitment to not only closure, but modern best practices with integrated mine closure. Over the past seven years, Diavik has overcome multiple implementation hurdles for this project including the psychology of operational standby, the financial mechanisms required to support closure, working within the constraints of a mine plan and the associated operational organisational structures. This paper outlines the lessons learned to provide an example of successful integrated mine planning for closure. The North Country Rock Pile project had three major learnings which resulted in an effective organisational structure that allowed for the execution of an integrated planning model for progressive closure. The initial hurdle the project faced was adapting the psychology of an operational open pit mining team. The team was an experienced mining group who came in with the perspective to target the shortest haul possible resulting in the initial perception that the longer haul of material to the NCRP was an un-necessary task impacting operational performance metrics. After the installation of an improved dispatch tracking system and performance metrics, it was possible to demonstrate that the mine was shovel constrained. This showcased the short haul was generating an increase in queue time not production. With updated performance metrics, the team was aligned to target a decrease standby through haulage to the NCRP. These performance metrics had to be reinforced by financial mechanisms. The operations team was able to offset costs by charging time to the capital project set-up for the closure of the NCRP. This allowed the operations team to receive credit for time that would have otherwise likely been standby. As well, the progressive closure project was able to receive the benefit of not having to incur costs for the drill, blast and load as that was done as part of the operation. This was a significant benefit to the project and one of the primary drivers for the early approvals of the work as the project costs were limited to the incremental haulage distance and placement of the material. Life of Mine Conference 2023 | Brisbane, Australia | 2–4 August 2023 114 While the combined operational and progressive closure approach provided financial advantages, it did result in the project being constrained by the operational activities. A traditional capital project is managed through a linear execution plan where the deliverables within a project are within the realm of control of the project execution team. However, the NCRP project had to be continuously adapted to the outcomes of the pit operations. This included geotechnical constraints, ore delivery, and other operational delays. To adapt, the planning module had to be dynamic but not reactive to allow for adjustments on a shift-by-shift basis. Based on this requirement the Diavik Closure Projects structure adopted a mine planning format. The team executed a similar planning timeline and reporting structure as the mine operations team, allowing planning to be integrated into the operational planning structures on a daily, weekly, monthly and quarterly basis. This resulted in the Projects team as a core pillar of the mine planning team. The process of continuous improvement spanned six years and has resulted in the project being ahead of schedule and under budget for the project’s scheduled progressive closure completion date of June 2023. The North Country Rock Pile project supports the argument that bulk earthworks progressive closure projects should be integrated into the operational mine plan. If the project is aligned the mine plan it allows for dynamic adjustments which capitalise on evolving opportunities inevitable in an operating mine. These cultural and organisational alignments should be supported by appropriate performance metrics and financial mechanisms to ensure united priorities. The result of this alignment provides long-term financial savings for the business as well as delivery of closure objectives.

"Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. Errors, omissions, biased reporting or conflicting information in project reporting may lead to a misinterpretation of technical and financial results, resulting in biased estimates or assumptions on project value.This paper provides a simple ‘Resource Project Framework’ for presenting a project’s status that may be readily benchmarked against other similar projects and to illustrate the stages required to advance the project outcomes to higher levels of certainty. The framework draws on definitions and guidelines readily available in various resource industry reporting codes and public company reporting requirements.The framework assesses three key areas for placing a resource project in its correct relative context, namely:the project development stagethe confidence in the Exploration Results, Mineral Resources and/or Ore Reservesthe level of accuracy, precision and confidence in the technical and economic studies supporting the reported results or options for the project.The application of the Resource Project Framework is illustrated using two project examples, one from publicly reported company project releases and the other for two development projects.CITATION:Noppé, M A, 2016. Water is an integral and essential part of mining business. Two issues crucial in the management of this resource, scarcity and excess, are increasing awareness of the importance of water and changing the value perceptions of the industry because they affect both the existence and continuation of the business. Therefore its value should be reflected in the water management that is practised on site. Historically water in mining has been perceived to be of low value so management practices have not been good or well implemented. Political and social transformation in South Africa has been accompanied by the promulgation of new legislation. South African water law is now underpinned by Integrated Water Resource Management (IWRM) principles. It impacts water pricing, provides for water pollution charges, prioritises water users, has specific mining and water related components and requires water licensing as part of the licence to mine. Mining no longer has a priority on water resources and has to compete with other water users to gain access to resources. New institutional arrangements are being put in place to implement the regulations. All this requires a paradigm shift in miningÆs view of water. Generally the sector is still catching up with the new requirements, principles and philosophies. However, the way in which South African mining values water is changing. This is demonstrated in partnerships between the industry and other water users. These partnerships are Integrated Water Resource Management (IWRM) in practice and they achieve sustainable development goals. These partnerships are essential for mining to stay in business, expand operational capacity, reduce impacts, prevent legal action and reduce reputational risks.
