If world oil prices stabilize at $ll/bbl, if the US decides on the "accelerated supply" case for domestic fuel resources, if investment capital is available, if environmentalists' demand become reasonable, if land withdrawals are halted, if government grants generous depletion allowances and fast depreciation write-offs, and if many other "iffy" conditions are met-then shale oil production may reach the 1-million-bpd level by 1985, according to the Project Independence Report. In the "base case" scenario, oil shale production would be, at best, about 250,000 bpd at $11 prices, and "much lower if expectations for $7 oil prices prevail." In this regard, the FEA study reflects the conclusion reached by companies engaged in oil shale development work. Thus, except for some new technological breakthrough in mining, the birth and growth of the US oil shale industry will occur only if oil prices stabilize at about $ll/bbl.

When minerals are mined in arid or semiarid areas where water is at a premium, dry processing is a natural route to take for concentrating or classifying the values. Until recently though, dry processing technique were limited by the lack of suitable equipment. With the advent of the pneumatic pinched sluice at Warren Spring Laboratory, Stevenage, Hertfordshire, England, a new tool emerged to fill this gap and it has the potential of providing industry with a high output concentrator or preconcentrator for dry natural ores and secondary materials. The pneumatic pinched sluice gives every indication of fulfilling these requirements with the added advantage that with homogeneous materials-such as crushed limestone or quartzose sands-it may alternatively operate as a high throughput dry classifier or sizing device. An industrial version of the equipment is now being manufactured by Dryflow Separators Ltd., as sole licensee for the National Re- search Development Corporation.

Before hostilities between the colonies and Great Britain began in 1775, most of the coal used in the northern colonies undoubtedly came from England, with some supplies for New England coming from Nova Scotia; in New York and Philadelphia the supply came from England with some from the Virginia mines. Table 4 shows data obtained from the Public Records Office, London, for the years 1768-1772. This table supplements Table 3, which records only a few shipments from Richmond in 1768 and 1769; as there was no coal shown in imports coastwise in 1769 in Table 4, and only two small shipments in 1769 in Table 3, there may have been a cessation of shipments then, for some reason not now known. In Table 5 are incorporated all the data in the first two, with a few earlier years, and an attempt is made to estimate the amount used during the period by allowing for coal exported. With the small total tonnages a carryover from one year to another makes a large difference in the annual figures, but over the period the result may be fairly indicative of the amount of coal used before the Revolution. According to present day ideas the quantity of coal used during that war was very small, but apparently it was badly needed for the manufacture of the small amount of munitions made in those troublous days. As Philadelphia was the leading city along the Atlantic coast, and as the southeastern part of Pennsylvania was the leader in making iron, as well as making rifles, it is natural that the first call for coal came from there. At first, procuring supplies such as coal, powder and sulphur was handled by a Committee of Safety, which later became a Council of Safety and later this committee's functions were turned over to a Board of War, functioning with the military organization of the colony. . The organizations of the several colonies were slightly different, but Pennsylvania, Maryland and Virginia followed this scheme generally. Later in the war the Congress began to make arms for the troops, and it is difficult now, with the few records available, to tell when the state functions ceased and those of Congress began. FOR several centuries diamond mining has been an adventurous, profitable and enticing industry in Brazil. Some of the world's most valuable diamonds have been found in this country. Two of the most famous stones are the "Estrella do Sul" (Southern Star), weighing 2541/ karats, and the "Branganca," weighing 1680 karats in the rough and 367 karats cut. For a great number of years the stones extracted and sold were mostly the white diamonds used for jewelry. Within the last thirty years black diamonds have been developed as an abrasive cutting material and in these black diamonds the State of Bahia, Brazil, has a monopoly of the world supply. Carbons, as they are commonly called, are being used for core-drilling, polishing, cutting, wire-drawing, and vari-ous other applications in which such a hard substance is required. Bernard Bandler & Sons, of New York City, have selected, graded and delivered these carbons to the United States markets.

ALUMINUM'S war history is the record of a successful race to expand facilities fast enough to meet the multiple increases in military requirements, principally for aircraft. From the beginning of the war program in 1940 through 1942, requirements estimates were repeatedly lifted to new high levels, and plans for increasing capacity had to be constantly revised. In 1943, basic metal supply caught up with and exceeded requirements, and by 1944, the surplus of primary production was large enough to force reduction in output and plant closings. In the past two years, ingot capacity has been ample, though periodic critical shortages have been experienced for a few fabricated shapes as a result of sudden shifts in demand. THIS investigation was undertaken to determine, if possible, the relation between static and dynamic tensile tests as measured by the work required to break test specimens slowly, in a tensile testing machine, and rapidly, by means of a falling weight. Wide attention is being placed upon various methods for cleaning the fine sizes of bituminous coals. The author describes and analyzes the results achieved on wet concentrating tables of modern design on unclassified feeds of —Vz in. particle sizes, including tests on high-sulphur coals. THE increased economic necessity of cleaning the small sizes of coal has forced wide attention upon various methods or processes being used. Although numerous cleaning plants in the past have been cleaning coal smaller than Vz or % in., the large quantities of higher ash fines being produced by mechanical mining and the need for cleaner coal under competitive market conditions have brought about many new installations of fine-coal cleaning plants. Of various methods used, one of the more popular types is the wet concentrating table. Approximately 525 tables have been installed in the United States in the past four years of which 320 have been installed in 20, large new plants. There are now probably 1600 tables of all types in existence in this country for cleaning coal. The purpose of this paper is to describe the cleaning of fine coal by wet concentrating tables. Its scope is confined to a discussion of the theory of tabling and some of the factors entering into tabling action, a description of the Deister SuperDuty diagonal-deck coal table and a discussion of the results of tabling various fine sizes of coals. Al- though tables have been used for cleaning coal as coarse as 2 in. and favorable results are reported, this paper is limited to reporting on the results of cleaning coal fines from 1/2 in. down. Also, although it is well known that the performance of tables is even superior under classified or closely sized feed conditions, this paper concerns itself with the results achieved by tabling unclassified feeds. The gross production on the Island of Sahreirl during 1944 was approximately 6,700,000 U. S. bbl. No additional wells were drilled in the field during the year, but a number that were plugged off during the critical days of the war were brought back on production. This work is continuing. The construction of the extension of the refining plant was continued during the year and the new crude still was started in November. In Arabia, the production for the year 1940 was 5,074,838 U. S. bbl. Four wells were completed in Dammam field and all were commercial producers. Production for 1941 was 4,310,110 U. S. bbl. Seven more commercial producing wells were completed in Dammam field, and Well No. I at Abqaiq was complcted at 6180 ft. and was also a commercial producer. In 1942 production was 4,530,492 U. S. bbl. Abqaiq No. 2 was drilled to 5785 ft. but was left standing because of mechanical difficulty. The 1943 production was 4,868,- 184 with one well drilled, Abqaiq No. 3 completed at 6488 ft. and a commercial producer. Total production in Arabia for the year 1944 was around 7,800,000 U. S. bbl. and at the close of the year was running at approximately 40,000 bbl. per day. The small refinery, built in 1939, at Ras Tanura was in operation in the fall and a new refinery is being constructed. Only three wells were completed during the year—the El Jauf well in Northern Arabia (completed at 10,974 ft.) which did not bring in commercial production and Wells No. 4 (completed at 6270 ft.) and No. 5 at Abqaiq (completed at 6751 ft.), which were brought in as substantial commercial producers. Production for the year was entirely from the Dammam field. In this field, some of the wells that had been plugged off early in the war were brought back in production and this work is continuing. At the close of the year, one well was drilling in the Abqaiq field and an additional well was drilling at Qatif, the latter being a wildcat. Neither of the wells in question had reached producing horizons on the first of January.

The concepts of nucleation and of growth have adequately described the isothermal phase transformations to which they have been applied.ls2 However, these concepts have not yet been used successfully to describe the kinetics of a number of transformations that are not observed to take place isothermally. A typical reaction of this type is the austenite to martensite transformation in steels, for which the new phase appears only during cooling of the parent phase. If the cooling is interrupted, transformation ceases; yet had the cooling continued, transformation would also have continued. Nuclei of a new phase do not leap into existence all at once by the simultaneous cooperation of a large number of atoms or molecules of the parent phase; rather they are formed at finite rates by gaining or losing atoms one at a time from the surrounding materiaL3,4 Further thermo-dynamic considerations require a finite concentration of small transitory nuclei of all unstable phases to exist at equilibrium in a stable phase.= For steel in particular, nuclei of ferrite (a iron) exist at equilibrium in austenite (y iron) at temperatures where austenite is the stable phase. If a high-temperature phase a be cooled sufficiently rapidly from temperature TI above the a-ß equilibrium temperature To, to temperature T-1 below To where ß is the stable phase, the equilibrium distribution of ß nuclei corresponding to the high temperature will be retained. There are two limiting possibilities of particular interest: I. The steady state rate of nucleation of ß may be appreciable at T_1, and may require a concentration of sub-critical nuclei exceeding that retained from the high temperature. Time will be required then for the concentration of nuclei to build up to the steady state value, and an induction period will be observed during which the rate of nucleation will increase to the steady state value. 2. The steady state rate of nucleation of ß may be negligible at T-l, while the critical size for continuous growth of ß nuclei, which decreases with increased subcooling of the a phase, may reach a value so small that some. of the retained high-temperature nu-

For the purposes of this analysis it is assumed that the petroleum industry has undergone a basic economic change whereby the degree of competition present in its operation is reduced by the collective control of production brought about by statme-directed proration. Formerly freely competitive in all its parts, the industry is now fully competitive only in its marketing, its manufacturing and transportation, its search for new oil supplies, its drilling operations (with some qualifications), and its capital movements. The practical problem before the industry in its new status is the maintenance of equilibrium, with planned control of crude-oil production (proration) substituted for competition and price as the regulatory mechanism at one point in the supply-demand system. It is further assumed that proration has become so firmly established in the legal and operating framework of the business that it may be looked upon as an institution. The purpose of this paper is to call attention to the effect of unregulated drilling upon the orderly functioning of proration. Economic Structure of Petroleum Industry The economic structure of the petroleum industry, under the current form of proration, may be visualized, in simplified form, as shown in Fig. 1. This diagram is designed to indicate the existing mechanism whereby supply and demand are equated. Demand is created largely by conditions external to the oil business, whereas supply is conditioned by a series of stages incidental to the discovery, development and production of a resource. The time elements involved in changes in demand and supply are of an entirely different order, the demand factor being much more flexible and "quicker" than the supply factors. It should be observed, also, that the position of price, formerly between "demand" and "supply," has been moved to a sidewise location where it still affects demand but influences current supply only through its bearing upon proration, drilling and search. Proration has been substituted for price as a throttle at the well head, but at this point only. The mechanism now works in this fashion: a declining price stimulates demand and the

Drilling in Central Texas during 1933 was confined, for the most part, to the search for new serpentine plugs. Bastrop County led in this particular activity, with 50 completions during the 12 months' period, 12 of which were productive. Only one new field was opened in Central Texas during the year, it being known as "Hilbig" (Bastrop County) and was discovered by the Humble Oil & Refining Co. The finding of commercial production in the serpentine at 2500 ft. led to further search in this and surrounding counties, but without success. Bexar County actually provided the greatest amount of drilling but the activity was limited to shallow development from 400 to 2000 ft. The Edwards limestone pay, which has been such a factor in past years, received but slight attention during 1933. Unsuccessful exploration was carried on in Lee and Burleson counties. With the exception of Freestone County, the Woodbine sand area was given even less consideration. This county, because of its close proximity to Anderson and Leon counties, saw a very active leasing campaign and several important tests drilled. In Central Texas, 252 wells were completed in 1933, and of this number 52, or 21 per cent, were productive. Hilbig Field The discovery well, Humble Oil & Refining Company's Annie Hassler No. 1, was completed Feb. 16, 1933, for an initial production of 65 bbl. the first hour, through tubing and 1/2-in. choke. The production was found in serpentine at 2468 ft. and tested 37.2" A.P.I. gravity. Twelve producing wells were drilled during the year and served to indicate that not more than 300 acres would comprise the entire field. Daily production at the end of the year was 775 bbl., although the field potential was 18,240 bbl. daily through 1-in. choke. The field adapts itself to pressure maintenance, and this scientific handling is being undertaken by the Humble Oil & Refining Co. through one injection well. It is the only area in the district where work of this nature is under way. Proration of Oil The more stringent application of proration in 1933 did not affect materially the producing fields in Central Texas. This is accounted for

General prosperity marked the industrial mineral industries of the U.S. and Canada in 1962. For most commodities, production and sales exceeded 1961 figures, and for several commodities, all-time production peaks were reached. Many millions of dollars were spent on exploration for and development of industrial mineral deposits, construction of new plant facilities, and expansion and modernization of existing plants. This generally satisfactory state is attributable mostly to a continuing high rate of building and heavy construction. However, for large segments of the industrial mineral field, 1962 was a year of increasingly severe competition and of problems, either existing or potential, of overproduction and overcapacity. Such problems are of particular concern to the asbestos, cement, potash and sulfur industries. As in years past, the trend continued toward larger-scale operations to permit lower production costs per unit of material mined, toward more stringent quality controls and toward marketing methods that provide greater efficiency and customer convenience.

FROM newspaper reports circulated in Indonesia, it seems quite obvious that many people, even the left-wingers, have serious doubts concerning the wisdom of the Indonesian Government in nationalizing the Bangka Island tin mines, formerly operated by the Dutch Billiton Co. Chief source of American dollars for Indonesia has been the 34,000 ton tin production of its mines. Right now, both left and right are concerned with whether the Government will be able to maintain and increase current production. The right wing Moslem party newspaper, Mimbar Indonesia, stated: "It will no longer be possible any more for radical labor leaders to find foreign scapegoats and tell the workers they are working only for foreign interests and foreign managements. It is up to labor now to increase its labors for the national good. It will be a new experience, and the problem is whether we are capable enough to manage these important mines."

IT is no new experience for the distinguished subject of this presentation to be the recipient of honors conferred, to be eulogized for successful accomplish-ment, or to hear expressed with sincerity the admira-tion of his fellows. The objectives of his professional endeavor have taken him to many fields; the scenes of his labors have varied from the most remote corners of the globe to those which are close at hand; the universality of his experience is an epitome of modern life, impossible of occurrence in any other era. His career not only embodies to an unrivaled degree the opportunities of the contemporaneous epoch, but also exemplifies in the manner in which they have been transformed into successful accomplishments the pos-sibilities of our age. The many-sided career of our medallist is a composite. Tonight we deal chiefly with its phase for which this medal has been bestowed.

THE location, mode of occurrence of ore, and preliminary tests leading to the development of the present leaching process and the building of the present plant on the property of the New Cornelia Copper Co. at Ajo, have been described in previous papers presented to the Institute and in the, discussions thereof.1 It is sufficient to say that these tests began early in July, 1912, and were continued to the close of January, 1916; that small tests at Douglas were followed by the construction of a 1-ton plant at the mine; and this was followed by the operation of a 40-ton plant for 14 mo.
