This paper discusses the primary computer programs used by the Mine Safety and Health Administration's Bruceton Safety Technology Center to evaluate coal refuse disposal plans. These programs are currently being used by private consultants, government, and the coal industry for today's coal refuse disposal problems. This paper outlines five programs, their special features, and their importance in the design and construction of coal refuse disposal facilities. The purpose of the paper is to present the general steps necessary in the computer-modeling of each program. The programs that are discussed include BISHOP, STABL, RWE, DAMS2, and HEC-2, which cover the subject areas of slope stability, hydrographs, flood routing, and water surface profiles.

Science attracts the attention and interest of an individual or an industry in general only in proportion to the apparent direct application to its immediate welfare or benefit. Engineering accomplishments, as aphlied science, therefore receive more recognition than the scientific discoveries on which they are based. Even self-evident truth needs endless repetition before recognition: engineering as applied science cannot advance beyond the science on which it is founded. Scientific research, and discovery, is sometimes forced by the limitations recognized by those active in its development for the use of society and industry and sometimes results from an apparently superficially illogical curiosity about natural phenomena. Research has received inadequate support except in industries born in the laboratory, the chemical and electrical industries, from which many lessons might well be drawn by their elder associates. The rapid growth of these industries has been largely due to close cooperation of scientists and engineers. Most rapid advance is made when the research worker and the engineer keep in close touch with each other's ideas and problems. Many of the developments of modern industry are based on discoveries buried for years in scientific journals because the "time was not ripe" at their discovery. The situation with regard to utilization of coal is quite the oppositre. The fundamental facts in regard to the scientific aspects of the problem of developing the energy from coal are scarcely known. The engineer, without much scientific cooperation, has accomplished much in increasing the number of kilowatt-hours per pound of coal from 0.31 in 1919 to 0.69 in 1934, in increasing the 1000 gross ton-miles of freight hauled from 12.2 to 16.4 per ton of coal in the same period, in fuel economy in production of coke, and in developing the production of motor fuel in Germany and England by hydrogenation of coal. This lack of scientific research on the utilization of our most important natural resource, coal, has been due undoubtedly in large part to the reluctance of investigators to study the interrelationships involved in the complicated processes in which coal is used. The present paper was suggested by the paper read by Mr. R. W. Hunt at the New York Meeting, in February last, on rail-sections (Trans., xvii., p. 778)) in the discussion of which I brought forward some of the facts and observations here stated. Professional duties having prevented me from writing out my part of that discussion in time for its publication in the volume containing Mr. Hunt's paper, I take the opportunity to present it in separate form and greater fulness. The striking features of the series of rail-sections submitted by Mr. Hunt are their shallow heads and heavy bases. In these respects they are quite similar to the section of the 80-1b. rail, which I designed in 1883 to meet the requirements of the traffic of the New York Central and Hudson River Railroad. Before the adoption of the 80-1b. rail, this road had modified its 65-1b. section from a shallow head with rounding sides and quite heavy base to one having a deep head and thin base. All the leading railroads had changed from the earlier sections of steel rails to those having deep heads and thin bases, conforming to the recommendations of the Committee on Rails of the American Society of Civil Engineers. It is but proper to say that the committee's investigations upon the wear of rails were made upon the rails manufactured under a practice quite different from that which obtained after the committee's recommendations were carried into effect. The results in actual service have been contrary to what was expected. Fig. 1 shows my 80-1b. section of 1883. Before designing this rail I had taken, at different times, a series of diagrams of the condition of tracks, with my car, on the New York Central and Hudson River Railroad, all of the New England railroads, and all but one of the trunk lines. My diagrams gave me an opportunity which could not otherwise have been obtained to see the wear of great numbers of sections of rails under widely varying conditions of traffic.

Broadly speaking, the year 1934, one of the most active in the history of the Coast, has been both disappointing and revealing. Of the 18 new oil-producing areas, only two have shown the qualities of a first class oil field. Many of the new areas are discouraging for the horizons exploited, because of close association of gas and salt water, and the absence of any appreciable oil zone. In spite of amply fulfilling the expectations of drilling and geophysical development, the year has fallen far short of the results that normally should be expected from such a campaign. In 1934, the Cockfield zone has been disappointing because its exploration down the dip from the Conroe and Tom Ball fields revealed only such distillate fields as Splendora, Eureka, and the great gas-sand thickness at Katy. The zone proved good at Raccoon Bend. Newer Oligocene and Frio fields in Texas, with the exception of Hastings, were also disappointing, as Van Vleck arid Old Ocean attest. The discovery at Dickinson is not startling. The development of Hastings, Tom Ball, Dickinson and the deep zone at Raccoon Bend will be slow. A new strip of prospective territory of minor importance lying inland from the Conroe trend was opened by the Kittrell discovery. During the year 206 unproductive wildcats were drilled on the Texas Coast, compared with 207 during 1933 and 141 during 1932. During 1934, there were 835 oil and gas wells and 229 dry holes drilled in proved fields, in contrast with 1100 in 1933 and 512 in 1932. The past year's production was actually 60,868,260 bbl., or 2,020,764 bbl. less than in 1933. The present annual rate of Texas Gulf Coast production is about 61 million barrels per year. The daily Texas Coast production decreased 5537 bbl., or 3.2 per cent, during the year. The total daily production at the end of the year was 173,598 bbl. Eighteen wildcats opened up new oil and gas pools during 1934, so that there are now 78 active pools and 3753 producing oil wells. The production of the average well is 45 bbl. per day. This general subject has been so thoroughly discussed by Dr. Herty and his associates, especially with regard to the degree of oxidation of the metal at the time that the silicon pig or spiegel is added, that I am not going to spend much time on that today. I should like to propound a question, which is based on my own observations made some years ago while with a large alloy-steel company which had two open-hearth furnace plants. It is true that one of these plants was not engaged particularly in making alloy steels, but there were certain relations between slag and metal composition which appeared to me to be entirely different in the two plants. I have an explanation for it that is more or less incomplete, but possibly Dr. Herty or Mr. Reinartz or some of the others may be able to complete it. Suppose we take our three layers; the metal on the bottom, on top of that the slag, and on top of the slag, the gas. We cannot overlook the gaseous phase. Regardless of the effect of the iron oxide in the slag on the rate of carbon elimination—and that, of course, is rather important in alloy practice since it is not desirable to have the carbon dropping too rapidly at the time the deoxidizing is had in the furnace—it will probably be admitted that it depends on the iron oxide in the metal for a given carbon oxide. I have seen cases where with approximately identical metal and slag compositions one furnace would work twice as rapidly as another in removing carbon. Of course, there is some explanation of this in what others have already said, that the question of the exact lime and silica content of the slag determines the activity and viscosity of the slag; but I am convinced, without having reviewed the actual records since I was asked to make this talk, because they were not available at the time, that the slags in these two furnaces were not materially different. There are two general methods in use for the production of metallic copper from matte which are worthy of consideration : (1) the Welsh blister process, and (2) the converter process.' As practically all of the copper produced to-day is made in converters, we will give a brief outline of that process before proceeding with the special subject of this paper. Matte may be roughly defined as a mixture of the sulphides of copper, iron, nickel, silver, etc. In the converter process this is blown up to metallic copper in a modified type of Bessemer converter. The conversion of matte consists mainly in, (1) the removal of sulphur in the form of SO2, and (2) the slagging of the iron. With this brief statement we come to the two subdivisions of the process of converting mattes: Converting with acid linings. Converting with basic linings. Converting with Acid Lininys, This is carried out by lining the converter with siliceous rock or ore, which performs two functions: It protects the iron shell of the converter from the molten charge, and it furnishes the silica for combining with the iron as it is oxidized from the matte, to form a ferrous silicate. It follows from the second of these functions that this siliceous lining must be replaced from time to time, and in practice it has been necessary to reline converters every 8 to 40 hr., this time varying in different plants and even with different linings in the same plant, the life of a lining depending upon the grade of the matte treated, and upon the composition, the thickness, the tamping, and the drying of the lining.

This paper presents and discusses the results of thirty-one fracture toughness tests on Pennsylvanian Age Clay Shale. Two different orientations for this anisotropic material were studied and two series of tests were conducted, namely, 1. a test series to determine the effect of moisture content on fracture toughness, and 2. a test series to study mixed mode fracture. Increased absorbed moisture is found to reduce fracture toughness. Several analyses of mixed mode failure are found to give varying non-conservative predictions of failure stress intensity level.

Kaolin deposits in Georgia lie in a belt that stretches across the central part of the state from Alabama to South Carolina. In 1977 the state's kaolin production was an estimated 4.58 million tons (5.05 million st) or 77% of US production. While mining methods vary, stripping contractor W. F. (Billy) Jackson of Wrightsville, Ga., depends on a fleet of 18 twin-engine elevating scrapers to move the hulk of overburden and clay. Owner Billy Jackson explains that the soil in this part of the state is perfect for scraper operation; overburden ranges from Georgia red clay to a sandy gumbo material. Apart from some shale, very little rock is encountered, thus eliminating any blasting re¬quirement. Most of the material can be removed with cutting edge teeth or with drop center blades.

IN order to make his work easier, every master of any art whatever keeps always to the road that he has learned or that his skill or good judgment has shown him to be the best. Although there are various methods used in making moulds for guns, depending on whether they are large or small, nevertheless almost the same road is traveled in all. You must first know that it is necessary to make a pattern of wood or clay exactly as the gun is to be, with those ornaments of cornices and rings that you wish to be in the bronze. Let us suppose that you wish this pattern to be of wood. You must try to have for this a piece of fir as long and thick as you wish, dry, solid, and well seasoned, with few or no knots if possible. This should be longer than the gun by the length of the head and foot rests where it is pivoted [83v] so that it can be turned as on a lathe. On the end where the mouth is to be it should project out enough so that you can attach a feeding head at the top of the casting. You can make or have this pattern made round, fluted, spiral, or half fluted, as you like best, making the measurements exactly correct with all care and attention. Then two bearing trestles must be fixed firmly in the ground, one at the head and one at the foot, as is usually done with roasting spits and as you see drawn here. This done, if it is fluted, put the cornice pieces at the place where you wish the mouth to be and at the foot where the fire is applied. These are

Central Texas added 76 producing oil and gas wells during the year, abandoned 378 wells in the same period, and produced 10,359,905 bbl. of oil in the 12 months under consideration. The oil production represents a decline of only 3 per cent as compared to 1934, but it must be remembered that much new production was added during the year. The activity in new work centered in Frio, Bexar, Williamson and Cald-well counties, with development in the Pearsall, Von Ormy and Byersville fields taking first importance. New discoveries in 1935 were confined to Pearsall area of Frio County and an extension to the Darst Creek field in Guadalupe County. The Red Lake field, in eastern Freestone County, proved itself of importance from the standpoint of a gas reserve but no oil production has yet been obtained. In Bexar County, the Von Ormy field, in which the discovery well was drilled early in 1934, completed 22 oil producers during the year. New Fields Pearsal1.—The Amerada Petroleum Corporation, in developing its 60,000-acre block in Frio County, has definitely proved the existence of commercial oil production in four separate horizons; namely, the Navarro, the Austin Chalk, the Buda and the Georgetown. The discovery well, a two million cubic foot gas well, was tompleted in 1934. A test of the Trinity sand at 10,050 ft. found salt water but later was plugged back and finished as an oil well in the Navarro sand. Most recent of their discoveries has been in the Austin Chalk at a depth of 5666 ft., where a 24-hr. gage through 1-in. choke showed 2640 bbl. of pipe line oil. The oil has a gravity of 28.0" A.P.I. and is brownish in color. Because of lack of pipe lines in the area, the wells are produced only for short periods of time, and it is predicted that development will be slow until the district is entered by pipe line purchasing companies. Abstract-To facilitate the efficient handling of large volumes of information generated by logging exploration drill cores, a computer data bank system (GEOBANK) has been developed to store and retrieve the normally difficult to handle geologic information as well as the physical testing data. The data bank systematized the logging of drill core by first developing a standard list of adjectives or descriptors (with the corresponding assigned numerical codes) for the various stratigraphic categories that are also assigned numerical codes. The system uses the "floating-slot" concept and handles the data bank with one single input form.

Existing measurements for the steady-state permeation of hydrogen in a iron above 100°C have been examined for contribution of determinate errors. The analysis leads to a recommended equation for the permeability of hydrogen in a iron: o= (2.9 ±0.5) x 10-3 exp - (8400 ± 400)/RT cu cm (ntp H2) cm-1 sec-1 atm-1/2 THE permeability of a iron to hydrogen has been the subject of numerous investigations over the past 40 years, and at present there are thirteen sets of published results for the rate of steady-state permeation of hydrogen in a iron above 100°C. The numerical values in each set of results are entirely self-consis-tent, but the spread among the sets is too large to be attributed solely to experimental error, i.e., to error other than in the specimen itself. Several reasons have been advanced to explain the disparities, but to date the relative importance of experimental inaccuracy to the spread remains uncertain. The purpose of this report is to examine in detail the sources of determinate errors inherent in the experiments and to assess as far as possible the contribution of the errors to the results. The ultimate goal is the selection of values for the permeability and heat of permeation most nearly representative of hydrogen in a iron. The analysis is limited to those experiments in which the permeation rate was observed at steady state—a condition in which traps for hydrogen within the metal are filled to a fixed level15 so that the trapping mechanism is not reflected in the rate of passage of the gas. Furthermore only data are examined in which surface processes are judged to have little or no influence on the flow. It is hoped with these restrictions to obtain values of the permeability and the heat of permeation which will be as closely related as possible to the mechanism of lattice diffusion. I) DEFINITION OF TERMS; UNITS In this report the data for permeation are given in terms of a coefficient oj permeability, ?, which is defined by the equation: jt=?A/?x{p1/2-po1/2) [1] where jt is the total flow of gas normal to the surface of a membrane of planar geometry, e.g., a disc, of area A and thickness ?x; pi and po are the pressures in the input and output sides, respectively. For flow radial to the walls of a membrane of cylindrical geometry, e.g., a tube, the corresponding equation is: where 1 is the length of the cylinder, and ri and ro are the inner and outer radii, respectively. The flux normal to the surface is given by Fick's law: j= -D(dc/dx) [3] At steady state the concentration gradient will be constant, and integration of Eq. [3] gives for the total flow through a disc of area A and thickness Ax: h =-DA(co - ci) [4] where c, and ci are the concentrations of solute at the output and input surfaces, respectively. The coefficient of permeability, or simply the permeability,* must be expressed in proper units. The variations of D and K with temperature are given by D = Do exp(-Ea/RT) and K = KO exp(-?Hs/RT) where E, is the activation energy for diffusion and AH, the heat of solution, each usually expressed in calories per mole of solute. The variation of permeability with temperature will thus be given (for conditions where surface control is negligible) by ? = ?o exp(-?Hp/RT) where ?0 = DoKo and ?Hp = Ea + ?Hs. The units of ?0 are the same as those of 6, and??Hp will be expressed in calories per mole H. 11) SUMMARY OF PERMEABILITY RESULTS Table I gives the values reported to date for the permeability of H2 in a iron in terms of ?o and ?Hp. Except where noted the parameters listed were taken directly from the numbers reported by the various investigators with only a change in units. The temperature limits within which the listed ?o and ?Hp hold are given in column 7; the limits marked in parentheses in this column indicate the entire temperature range covered in each investigation. The listed values of ?o and ?Hp are those giving a linear plot of ln? against T-1 at the higher temperatures in each set of measurements, and thus presumably represent the case for which surface control was negligible. An anhydrous chlorination process for the recovery of copper from chalcopyrite was investigated. Pelletized concentrate was reacted continuously with gaseous chlorine in a vertical shaft reactor at 550° and 650°C. While the copper was withdrawn with the rest of the metals as molten chlorides from the bottom, 99-x% sulfur was distilled from the top of the reactor. The molten metal chlorides were pulverized and dropped continuously into an upward flowing stream of oxygen. Over 80% of the iron chlorides were converted to oxides in a vertical free-fall reactor at 800° and 900°C while the copper chlorides passed through unoxidized. Copper was recovered in powder form by electrowinning continuously from chloride solutions using a diaphragm cell. The product sloughed easily from a titanium cathode and showed no iron contamination. Current efficiencies and power consumptions averaged 77% and 1.24 kw-hr per lb.

By substituting photoelectric automatic car loading for mechanically induced hydraulic automatic loading and by protecting the process against operational failures, the engineering staff at International Minerals & Chemical Corp.'s Carlsbad potash mine has developed a reliable loading process that operates without an attendant. The photoelectric control, developed primarily because of frequent failures in the hydraulic control system, has not changed the basic loading operation and physical layout. Mine-run ore ranging in size from minus 200 mesh to 30-in. lumps is dumped onto a conveyor belt which discharges into a so-called "flop gate chute" which in turn, feeds the ore into six-ton capacity mine cars. Each car is filled progressively by moving the entire trip forward. When a car is filled 12 in. above its rim, the direction of flow into the car is reversed 180º and filling of the next car back is begun while the entire trip is moved forward again. Once the next car is properly spotted under the front chute, the flow is again directed to the forward position.
