THE primary objective in laying track in panel sections is to reduce the number of track laborers required. This is possible because the work is mechanized. Moreover, because the work is mechanized and each of the operations needs only a few men, and each is self-contained, the work can be carried on at night as well as in daylight; therefore, the method provides a means of preparing tracks on more than one shift. The laying of tracks in open pits and quarries in panel sections is not new but new methods have been made possible by the introduction of new types of equipment. The purpose of this paper is to describe the methods that are followed in' the Morenci open pit. GENERAL MINING OPERATIONS Full-scale ore production at Morenci is about 50,000 tons daily. The normal yearly output of ore and waste is 32,000,000 tons, of which 30,000,000 tons is handled by rail haulage. This requires the building of approximately 47 miles of loading and other temporary tracks during a 12 months' period (Fig I). Broken ore and waste, is loaded., into 90-ton capacity dump cars with 5-cu-yd full-revolving electric shovels. Shovel banks are uniformly 50 ft high:. They are blasted- with churn drill holes, and the broken material from a blast is loaded out with two shovel cuts, the first one being called (locally) the "splatter" cut and the second one the "clean-up" or "face-up" cut. When a shovel is making its clean-up cut, the loading track is about 70 ft from the toe of the bank and, under normal conditions, a bank is blasted against it without removing the track. It is thus evident that each track is used for two shovel cuts before relocation is necessary, inasmuch as a single position serves for both the clean-up cut prior to blasting and for the splatter cut following the blast. The normal advance of a solid bench by a single blast is 40 ft (Fig 2). PREPARATION OF PANEL GRADE In preparation of panel grades bulldozers and rooters are used for the bulk of the work and an auto-patrol road grader for the final stage. At Morenci, bulldozers have always been used for track-grade preparation, but before the introduction of the other two types of equipment grades were uneven and irregular at best, and always necessitated a big gang of track laborers to hand-block under the ties with rocks after a track was laid into place. High blocking also made poor track because of instability and caused frequent derailments. Under these conditions derailments were generally bad as re-railing became difficult. Much track was torn up and many ties broken in the process. The inadequacy of the hand-blocked track, together with the inefficiency of hand blocking, constantly pointed to the desirability of reducing the amount of labor required, so various means were tried to improve conditions, such as wood

The appearance of the Wilfley table in 1897 marked an epoch in the art of concentration of ores. The table has merited and received an almost unprecedented measure of public approval, lasting through its whole patent life. It has been very little improved in itself, or improved upon by competitors. The new machines bidding for popular favor have been of the Wilfley family, but without ability to do markedly better work than the parent machine, or to do more work except by the use of superimposed decks, the latter having obvious disadvantages. During the past three years there has been developed at Morenci a new type or arrangement of riffles applicable to the Wilfley type of concentrating table which corrects many of the objectionable features or limitations of the older system and obviates most of the difficulties encountered with it, particularly when handling ores having a low ratio of concentration. A SYMPOSIUM on current. conditions in Mexico, particularly in the oil and mining industries, was a most successful feature of the May meeting of the New York Section of the A.I.M.E. Heath Steele, vice-president of The American Metal Co.. Ltd., with an intimate knowledge of Mexico gave the principal address, and asked that his analysis of the present situation he regarded neither as an endorsement of Mexico's policy nor as the criticism of a disgruntled operator. To explain the .attitude of the great mass of the Mexican people towards recent developments, he first described briefly the political, social, and religious beliefs and customs of tile Mexican Indian. In spite of their contact with foreigners these beliefs and customs have remained unchanged throughout many generations. The old communal spirit and the idea of common ownership of the land still persist especially in the rural districts and villages; the old custom of a council for local self-government is reflected in the present-day labor committee. OUR mineral-land laws need revising so as to provide definite title at the outset to the mineral deposits within any definite piece of land. The laws as they now stand, especially those applicable to lodes, breed uncertainty as to rights of possession prior to patent; and to my mind this is the worst feature of all, worse even than the apex bugbear. It is now almost impossible for anybody to tell-with certainty what mineral rights exist within any area that is not covered by patent, or whether any valid rights exist at all. Our system is unique in permitting individuals to appropriate and exploit mineral lands of the public domain without notice of any kind to the Federal government, and to relinquish them without any ceremony at all. The result is a clouded record that cannot be cleared up until each claimant is put to some sort of final proof. In order to accomplish this, new Federal legislation will be required. The requirements for a mineral survey and the proceedings for patent have always been cumbersome and expensive; and perhaps out of regard for the poor claim owner, who can ill afford the outlay for that sort of thing, the law does not require him to go. through it unless he chooses to do so. Consequently, every active mining district has become encumbered with tangled groups of doubtful or conflicting locations, whose rights and boundaries, when any valuable ore is found, must usually be determined by lawsuits that are as expensive and as distressing as the stakes are high. So deeply has litigation entered into our mining system that a claim whose rights have never been disputed would probably be set down offhand, by $miner of the old school, as of no value. Think of the litigation over rights of possession on the Com-stock lode—12 leading companies involved 'in an aggregate of 245 suits within a period of less than eight years! Ambiguous local records; the chance of erroneously placed or obliterated monuments; doubt as to the sufficient performance of the statutory annual labor; uncertainty as to prior conflicting or overlapping locations; anxiety as to the changing attitude of the Department of the Interior and the Forest Service—such considerations as these make an unpatented mining claim an unclean thing in the eyes of possible investors. Inasmuch as the higher grade potash deposits are rapidly being depleted, it is important that economic beneficiation techniques be developed for recovering potassium compounds from lower grade sylvite ores and deposits containing clay materials. The Federal Bureau of Mines has conducted research to develop processes for heavy liquid concentration of potash ores, This method of concentration is discussed, and results of tests made on potash ores from New Mexico are presented. The tests demonstrated the technical feasibility of producing near commercial-grade potash concentrates, with a high recovery of the contained sylvite. The concentration of minerals based on their differences in specific gravity dates back to the very beginning of mineral dressing, and the use of heavy liquids in the laboratory to achieve optimum mineral separations has been utilized for many years. With the advent of froth flotation and its success, the incentive to develop new processes has remained relatively dormant. However, flotation refinements in the nonmetallic ores have not progressed as rapidly as in metallic (sulfide) ores because of the complexity of the deposits and the chemical similarities of the minerals.

THE successful exploitation by opencut methods of the low-grade porphyry copper deposits is due to the economical handling of large tonnages. Large tonnages are possible only if the rock material is broken so that the large power shovels can operate with minimum delays. This is particularly true at the New Cornelia mine, where the dense, hard, tough rock material creates problems not encountered in most of the porphyry copper mines. The introduction of churn drills at the New Cornelia for primary drilling, in 1936, necessitated a complete change in the methods of breaking ground as formerly air drills had been used. The blasting operations are of particular interest because of the handling of great quantities of high explosives in safely and efficiently fragmenting the hard rock material. ROCK FORMATIONS At the New Cornelia mine the rocks are quartz monzonite with a diorite border facies intruding a rhyolitic series. Overlying these formations is a fanglomerate formation composed of boulders of monzonite, diorite, rhyolite, and other types of rock of unknown derivation. (The word "fanglomerate" is used in this paper in referring to the local conglomerate type of rock formations.) The ore body is approximately 4800 ft. long and 2800 ft. wide, and is of the disseminated type. Mineralization occurs principally the quartz monzonite and to some extent in the adjacent diorite and rhyolite. The principal ore minerals are chalcopyrite, bornite, and a small amount of chalcocite. Over a considerable area the quartz monzonite is extremely hard and siliceous in character, owing to pegmatitic zones of alteration. The hardness of the ground depends on the intensity of the silicification. In a small area in-the pit, the monzonite contains an abundance of pyrite accompanied by sericitization and is soft and easily fragmented. This is true also in the remaining oxidized portion of the ore body. The diorite and rhyolite formations, like the monzonite, vary from extremely hard to very soft material, but on the whole are easier to fragment than the monzonite. jointing is prevalent in all the rock formations and plays an important role in the blasting efficiencies. In the fanglomerate formation, numerous well-defined joints, widely spaced, tend to make the ground blocky when blasted. This is a deterrent to good fragmentation. In the other rocks the joints are more numerous and are closely spaced, except in localized areas where the formations are extremely hard. These descriptions indicate that the lowest blasting efficiency will be obtained in the harder formations, from which the major portion of the mine production is obtained; namely, the monzonite and rhyolite. This paper is a record of the first of a series of tests on sulfide minerals to be made by the metallurgical department f the University of California. The purpose of the tests here recorded is to determine the action of standard oils, oil mixtures, and addition agents on the flotation of pyrites. The question of the commercial value of pyrite was not considered. Of the many factors affecting flotation, only two-the oil and the other agent used-were made variable. THOUGH the final figures are not available as this is written, it seems certain that the Institute accounts will show $7000 to $8000 surplus for the year 1951. This is the first time this has happened since 1941. No money had to be taken from any of the Funds to bring about this happy condition. Furthermore, the amounts allowed for depreciation, bad debts, and inventory adjustment were more liberal than in the past. Income increased some $29,000 over 1950. Dues received from old members increased moderately, but dues from new members dropped off $2000 and from initiation fees quite severely-from $17,000 to $11,000. The number of new members did not come up to expectations and a change in procedure caused a delay in getting some of them on the rolls. A large number of the new members paid an installment of $5 on their initiation instead of the full $20. Junior Members, of course, pay no initiation fee. Brightest spot in the income picture was the increase in advertising income-from $103,000 in 1950 to $143,000 in 1951. All three of the journals shared in this, Mining being up $18,000; Metals, $9000; and Petroleum $13,000. Nonmember sales of the journals dropped off slightly, and sales of Transactions volumes more so from $35,000 in 1950 to $27,000 in 1951, with a further drop of $5000 accounted for by a change in accounting procedure. On the other hand, sales of other publications increased by $10,000.

IN the realm of ore dressing the most pregnant feat of all time was announced in 1945: the winning of the mineral raw materials which made the harnessing of atomic energy possible. Lost in the stupendous implications of the end result, in the two billion dollar hugeness of the project, and in the famous names attached thereto, the fact that crude uranium ores had to be concentrated received relatively little notice in the press. Only the final link in the concentrating chain was publicized-ether extraction of uranyl nitrate, developed by Hoffman and carried on by the Mallinckrodt Chemical Works, or methods developed by the Ames group under Spedding. Some of the earlier links represented less glamorous but equally difficult and exacting research. One may only speak a word of admiration for those who worked hard, accomplished much, and said nothing. The universal lament for most of the year was "man shortage." A group of Canadian engineers expressed it as "being so short of labor that no labor was available to develop laborsaving devices." . Despite this, an outstanding amount of mineral-dressing progress was made in 1945. Necessity allowed no alternative. The insatiable demand of war for minerals forced the exploitation of lower and lower grade ores, and of others not before considered of commercial character or use, requiring the mineral dresser to fight for and win new bridgeheads on the home front.

Since coal represents over 80% of our proven energy reserve, the nation will turn to coal as a savior in our time of energy crisis, so goes the argument.

WAR necessities have spurred inventive genius in many fields. A grinding mill without any moving grinding parts stirs the imagination. Among the new and striking accomplishments in the heterogeneous group of nonmetallic industrial minerals is the use of an electric arc to speed up manyfold the difficult and delicate task of drilling a microscopic hole in a diamond, the hardest of all known substances. Outstanding in the field of optical research is the ability that man has developed to improve upon nature by making in the laboratory optical crystals many times larger than those usually found in rocky crevices. These are merely samples of numerous events and circumstances of noteworthy import, many of which are recorded in this review. Termination of the second World War in 1945 permits an appraisal of the effects of the conflict and the probable effects of the coming restoration of a peacetime economy on the nonmetallic mineral industries. Some industries were stimulated greatly by the war, notably mica, quartz crystal, graphite, spinning asbestos, potash, fluorspar, barite, and refractories. The large-tonnage industries connected with the building trades, however, were forced to curtail their activities, except where their products were needed for wartime construction. Their reconversion to peacetime production will not be difficult.

CONSTRUCTION of the long projected Moffat tunnel, on the Denver & Salt Lake R. R., between Tolland and Irving, Colorado, is now actually and actively progressing. This 6.1-mile bore through the Rocky Mountains, at an elevation of about 9200 ft., will eliminate 33 1/3 miles of probably the most tortuous standard-gage track in the world, and at the same time will avoid the necessity for crawling over the snow-bound continental divide at an elevation of 11,660 ft Completion of the tunnel within the stipu-lated four years, is expected to nave an immediate effect on the develop-ment of the known coal fields in north-western Colorado, already penetrated at Craig, the present terminus of the road, while it will also enable the railroad to carry out the original designs of its founder, David H. Moffat, for through traffic from farther west. The intention now is to accomplish the latter object by an extension from McCoy following the canon of the Grand River down to a connection with the Denver & Rio Grande at Dotsero. Legal impediments to the financ-ing of the tunnel having been removed by action of the Colorado legislature in April, 1922, the Moffat Tunnel Improvement District issued bonds to the amount of $6,720,000 which have been widely and quickly distrib-uted through a New York banking house. Responsi-bility for the execution of the project has been vested in the Moffat Tunnel Commission, to which a board of consulting engineers has been appointed for carrying out the details of administration. This board includes D. W. Brunton and L. D. Blauvelt, of Colorado, and J. Vipond Davies and J. Waldo Smith, of New York; R. H. Keays, who has managed large tunnel projects in New York, is chief engineer for the Commission.

The Mississippi river was discovered by French explorers that came southwestward, by way of the Great Lakes, from eastern Canada. Vignan, Joliet, De Champlain, and others of the French pioneers in the first half of the seventeenth century, dreamed of a short cut to China by means of the great waterways they explored. In a geographical book published in London in 1726 by Daniel Coxe an account is given of "a new and curious discovery and relation betwixt the river Meschachebe [Mississippi] and the South Sea, which separates America from China, by means of several large rivers and lakes". Louis Joliet, a fur-trader, and Jacques Marquette, a Jesuit missionary, reached the Mississippi and paddled their canoes on its broad waters on June 17, 1673.* They descended the river as far as the entry of the Arkansas tributary, and then returned overland to Canada, being deterred from going farther south by reason of Indian hostility. Several years later Robert de La Salle, a French trader, starting from Quebec, went westward to Lake Michigan and thence to the Illinois river, which he and his comrades descended in their canoes to the junction with the Mississippi, and then followed it to the sea. They reached the Gulf of Mexico on April 9, 1682. Thus the great central waterway of North America was made known. These French-Canadian voyageurs, or boatmen, traded with the Indians for furs in the Upper Mississippi valley, and when in need of bullets they noticed the outcrops of lead ore, from which, probably in the last decade of the seventeenth

WHEN ore was discovered on the Tintic Standard property in the spring of 1916, new developments were immediately started both north and south of that property, on the supposition that in East Tintic the ore would be found to occur in northerly trending channels, similar to those so characteristic of the older camp. But 9 years of developments have failed to establish the existence of such a channel. This is due undoubtedly to important differences in the geology of the two camps, that were not recognized, and is indicative of the danger in the general tendency toward interpreting the geology of East Tintic too strictly in terms of that of the older camp. It should not be forgotten that while the two sections have had practically the same geological history, the net results of a long series of geologic processes have developed in them conditions that differ so widely and in so many particulars that the necessity of regarding them as essentially different districts seems apparent. In an effort to emphasize this fact, this paper is devoted chiefly to a comparison of the geological conditions as found in the two camps and is addressed more particularly to those familiar with the geology of the Tintic district. Following a short description of the several ore discoveries and of the Tintic Standard mine is a brief discussion of the evidence of ore channels in East Tintic. THE writer has been interested in determining the mineralogic dis-tribution of silver in the base-metal ore of the Ground Hog mine of the Asarco Mining Co. in the Central mining district of New Mexico.1 This ore consists of a varitextured mixture of sphalerite, chalcopyrite, galena and pyrite in a quartz gangue. The average ore contains 14 per, cent of zinc, 9.5 per cent of lead, 5 per cent of copper, and 10 oz. of silver per ton. Generally it is accepted that the silver in ores of this type, in which no definite silver minerals can be recognized, is contained in the base-metal minerals. Published assays of pure mineral specimens from many dis-tricts show that each of the base-metal minerals contributes in some degree to the total silver content of the ores, and to determine the pro-portionate amount contributed by each mineral in any specific ore it has been the practice to assay selected specimens of each mineral, the purity of which has been determined microscopically. There being no such assays available for the Ground Hog ore, and it being impract cable to have enough of them made to give average results, the writer resorted to a mathematical attack upon composite assays of large quantities of ore and concentrates. Surprising results were obtained, and it is the threefold purpose of this paper to present these results, to describe the mathe-matical method used, and to point out the value of using this method even when assays of pure specimens are available.

IN the third year of war, geophysical oil exploration broke all records to keep pace with the demand for increased reserves. Geophysical prospecting for strategic and other minerals also grew in scope. The trend of geophysical oil exploration throughout the war is indicated in Fig. 1. This figure resembles the one presented in the last annual review issue of M&M (February 1944, p. 62), corrected for data on-operations in the last months of 1943 and extended into 1944. The average number of geophysical oil prospecting crews in the field in 1944 was 451, whereas the total in 1943 was 340. An upward trend in the use of all geophysical methods is clearly evident throughout the year. Seismic operations were 67 per cent, gravimeter surveys 28 per cent, and other methods 5 per cent of the total. Seismic reflection and refraction crews increased 181/2 per cent over the 1943 average, gravimeter operations increased 73 per cent, and other methods gained 92 per cent. The increase in seismic and gravimeter operations, particularly the latter, is probably due to an increased production of equipment and the organization of new service companies. Miscellaneous methods gained largely through a revival of magnetometer work, and an increase in the use of torsion balances and electrical equipment. In comparison with the prewar average of 1941, it is noteworthy that seismic operations increased 58 per cent, gravimeter operations 88 per cent, and miscellaneous other methods gained as much as 283 per cent. Unfortunately the expansion in the number of geophysical crews does not indicate a proportionate increase in efficiency or in areal coverage, as will be brought out later.

The others are July, January, September, April, November, May, March, June, December, August and February." -Mark Twain Although the preceding chapters describe the type of preliminary evaluation frequently performed in the mining industry, it has been assumed that input data are known with certainty-clearly an enormous simplification. In reality, estimates of ore grade, mining cost, metal price, etc., are subject to varying degrees of uncertainty due to the inability to predict the future with much precision. Management would probably not, for example, be equally attracted to two projects each offering a 20% DCFROI-one for a new gold venture in Nevada and the other for an undersea manganese nodule operation in the Pacific. The high risk with the latter investment tells the obvious; there is more to investment decision-making than a deterministic analysis using "best estimates" of input parameters. The science of decision theory normally distinguishes between decisions under uncertainty, where probabilities of various outcomes are unknown; and decisions under risk, where such probabilities can be estimated. The first case is rarely en- countered in practical capital investment analysis in mining, so the remainder of this chapter focuses on that class of problems where rational probability distributions for the future states of input variables can be estimated. RISK IN MINING Risk in the context of this chapter is the unforeseen deviation of individual cash flows from expected values for a capital project. THERE is at least one concrete indication that Soviet Russia's two most important iron ore producing centers are seriously depleted. While keeping in mind Russia's penchant for reverse propaganda, one piece of evidence indicates that Magnitugorsk in the southern Urals and Krivoi Rog in the Ukraine have been mined to a point where lower grade ores are being recovered. An article in Pravda, Soviet newspaper, by I. P. Bardin. a Russian metallurgist, says that ore presently mined must undergo an expensive enriching cycle before it can be used in blast furnaces. Com- pounding Russian metallurgical troubles is the low quality of coking coals. High ash and sulphur content typifies the coal Badin talks about. Coal from the Ukraine, Eastern Siberia, Kazakhstan, and the Far East requires extensive treatment before it can be used, according to the article in Pravda.

Considerable work has resulted in the development of a formula by which the strength of coal pillars for an L to T ratio of up to 12 may be estimated. One of the factors involved in this formula is the coefficient of friction between the coal pillar and the adjacent rock with which it is in contact. This paper presents the results of studies on sandstone, limestone, shale and coal and the coefficient of friction between coal and the other three under wet and dry conditions. With the coefficients of friction thus determined and the use of results obtained earlier by Meikle and Holland, it seems probable that coal pillar strength may be more closely estimated. Several investigators1-3 have found that the com-pressive strength of cubical coal specimens can be correlated by an equation such as
