(Read at the Wilkes-Barre Meeting, May, 1877.) THESE furnaces are of the ordinary Siemens type, and present no special peculiarities of construction. The bed of each is 8 feet by 20 feet clear inside of the walls and ports. The producers are placed at a distance of about 200 feet from the furnaces, and the gas is collected in an iron tube and led across the yard overhead. It then drops underground into the gas flue, and is distributed to the furnaces. A considerable weight of floor-plates over the valve-pits is included in account 39, but none of the general stock of floor-plates for the mill were charged to the furnaces. In Table No. 1 is shown the money cost of the furnaces as distributed to the several accounts named. In Table 2 is shown the proportion of each account due to each of the several items or classes of expenditure named.

The adsorption density of ethyl xanthate on pyrite was determined as a function of xanthate concentration. Surface preparation of the mineral appears to have asafunctionsome effect on the subsequent adsorption process, A monolayer of xanthate on the surface is exceeded only in presence of oxygen. The effect of OH- , HS- (and x and CN- S=)and on the amount of xanthate adsorbed was investigated. Competition between OH- and X- (xanthate) ions for specific adsorption sites is indicated over a wide pH range. IN the flotation of sulfide ores, xanthates are most commonly used to prepare the surface of the mineral to be floated so that attachment to air takes place. The quantity of agent required to make the mineral hydrophobic is usually very small, of the order of 0.1 to 0.25 lb per ton of mineral. Details of the mechanism of pyrite collection are for the most part unsettled. Adsorption of collector has long been believed to involve an ion exchange mechanism as demonstrated for galena' and for chalcocite.2 In the work on chal-cocite it was also demonstrated that a film of xanthate radicals unleachable in solvents that dissolve alkali xanthates, copper xanthate, or dixanthogen was formed at the surface of the mineral. The unleachable product increased with increasing addition of xanthate up to a maximum corresponding to an oriented monolayer of xanthate radicals. Pyrite is extremely floatable with xanthate if its surface is fresh.9 ut the floatability decreases rapidly as oxide coatings increase in abundance. Pyrite shows zero contact angle when in contact with ethyl xanthate solution at pH higher than about 10.5;4 at neutrality, a contact angle of 60" is obtained at a reagent concentration of 25 mg per liter. Alkali sulfides and cyanides are pyrite depressants. In this study of pyrite collection the writers have sought to relate measured xanthate adsorption to the method used in preparing pyrite, to the presence or absence of oxygen, to concentration of hydroxyl, hydrosulfide, sulfide, and cyanide ions. The principal experimental tool has been radioanalysis," " using xanthatcx marked with sulfur 35. Experimental Materials Pyrite: Unlike most sulfides, pyrite is a poly-sulfide. The structure given by Bragg7 resembles that of sodium chloride, the iron atoms corresponding to the position of sodium and pairs of sulfur atoms corresponding to the position of chlorine. The edge of the unit cell in pyrite is 5.40 A and in halite 5.63 A. The S-S distance in pyrite is 2.10 A; the Fe-S distance, 3.50 A: and the Fe-Fe distance, 3.82 A. Natural pyrite from Park City, Utah, was used in this investigation. Pyrite 1 was obtained by hand picking pure crystals. Pyrite 2 and Pyrite 3 were obtained from finer textured crystalline material containing inclusions of silicates. The same cleaning technique was utilized for the preparation of Pyrite 2 and Pyrite 3, whereas a different cleaning technique was used for Pyrite 1. Pyrite 1 was prepared as follows: The crystals were ground in a porcelain ball mill and the 200/400 mesh fraction was separated by wet screening with distilled water, followed by washing for 1 hr with deoxygenated distilled water acidified with sulfuric acid to pH 1.5. The acid was removed by rinsing with deoxygenated distilled water on a filter until a pH of 6.0 was reached in the effluent. This filtration was carried out under nitrogen. The sample was then dried in a desiccator under nitrogen. The period of time for which this pyrite sample was in contact with water containing oxygen was about 4 hr. The specific surface as determined by the BET gas adsorption method was 582 cm2 per g. Final material assayed 53.12 pct sulfur and 46.5 pct iron (theoretical, for FeS,: S, 53.45 pct; Fe, 46.55 pct). After crushing, Pyrite 2 and Pyrite 3 were washed with 1 M HCl. rinsed, and fed to a laboratory shakinq table to remove the small amount of silicates. The concentrate obtained was ground in a laboratory steel ball mill. The 200/400 mesh fraction was separated by classification in a Richards hindered settling tube. This fraction was then given a final wash with 0.1 M HCl and deoxygenated water was filtered through the sample. The final effluent showed a conductivity equivalent to that of a solution having a salt concentration of 0.3 ppm. Aqueous hydrogen sulfide solution was then added to the sampln (about 100 ml saturated H,S solution to about 1000 g pyrite under a few hundred milliliters of water) which was stored wet under nitrogen. Four solvent extraction systems were studied to determine their efficiency jor extraction and separation of tantalum and columbium. Aqueous feed solutions of varying HF-HCl concentrations and metal content were contacted with equal volumes of cyclohexanone, 3-methyl-2-butanone, and 2-pentanone and solutions of varying HF-H2S04 concentrations were contacted with equal volumes of 2-pentanone. One multistage continuous test was made in a polyethylene pulse column using cy clohexanone as the organic phase. In each system studied, columbium and tantalum purities in excess of 95 pct with respect to each other were obtained in single-stage tests at low acidities in the feed solution. Separation factors ranging from 1700 to 2400 were obtained when rising HF-HCl mixtures in the aqueous phase. Best results were obtained when a solution of HF-H2S04 was used as the aqueous phase and 2-pentanone as the organic phase. A separation factor in excess of 6000 was obtained in one stage with aqueous solution concentrations of 2 _N HF and 2N H2S0,. When acid concentrations were increaszd to 52 HF and 10 _N H2S0,, 99.9 pct of the tantalum and 98.2 pct of the columbium initially present in the feed solution were transferred to the organic phase. The separation of columnbium and tantalum obtainable by means of the solvent extraction systems presented in this paper was found to corn -pare favorably with other systems, including the HF-H2SO4-methyl isobutyl ketone system currently used by most producers for the extraction and separation of these metals. TANTALUM and columbium are always found together in minerals of commercial significance, although the proportion of the two metals in ores varies within broad limits. Columbium is estimated to be 13 times more abundant than tantalum. Five methods generally employed for the separat:ion of these metals are: 1) fractional crystallization (the Marignac process),2 2) solvent separation, 3) fractional distillation of their chlorides, 4) ion exchange, and 5) selective reduction. Of these methods, the one currently used by industry to the greatest extent is that of solvent separation. One of the early technical developments in solvent separation of tantalum from columbium was reported by the Bureau of Mines: the HF-HC1-methyl isobutyl ketone system; data were presented for both laboratory and pilot-plant experimentation.3 Of twenty-eight organic solvents tested for their ability to extract tantalum from an HF-HC1 solution of columbium and tantalum, 3-pentanone (diethyl ke-tone), cyclohexanone, 2-pentanone, and 3-methyl-2-butanone were chosen for further study. Data on the HF-HC1-diethyl ketone system has been published4 and data describing the use of cy clohexanone, 2-pentanone, and 3-methyl-2-butanone as the organic phase are included in this report. RAW MATERIAL The source of tantalum and columbium oxides for this study was ('Geomines" tin slag from the Manono Smelter, Cie Geomines, Gelges, S.A., Congo. In order to extract the valuable Ta-Cb content, the slags were carbided, chlorinated, and the sublimate from chlo-rination was hydrolized and washed free of chloride with water. The washed material was air-dried and stored in a stoppered container. Throughout the paper, "feed material" refers to this mixture of hydrated oxides which was employed because of its high solubility in aqueous solutions. Typical analysis of the hydrated oxides is shown in Table I. I) HF-HC1-CYCLOHEXANONE SYSTEM Batch Separation. Effect of Acid Concentration. To determine the effect of varying the acid concentration upon the transfer of tantalum and columbium, a series of tests was made in which approximately 2.5 g of feed material was added to 25 ml solutions of 2, 4, 6, 8, and 10 N HF and 0 through 5 N HC1. Tantalum pentoxide concentration of the solu%ons was approximately 21 g per liter and columbium pentoxide was 14 g per liter. These starting solutions were shaken with equal volumes of cyclohexanone in 100 ml polyethylene bottles for 30 min. The phases were carefully separated in 125 ml glass separatory funnels. The time of contact of the solutions with the separatory funnels was kept at a minimum to reduce silica contamination. The measured phases were separated into 400 ml polyethylene beakers and the metal contents of each were precipitated by addition of an excess of ammonium hydroxide. Precipitate from each phase was filtered on ashless filter paper, ignited at 800" to 1000°C for 45 min, weighed, and analyzed by X-ray fluorescence.5 Data tabulated in Table I1 and illustrated in Fig. 1, show that maximum separation of tantalum from columbium for each HF concentration was obtained with no HCl present. Oil and gas development in southern Pennsylvania during 1937 was marked by considerably increased activity in deep-sand drilling. Nine tests were completed to the Oriskany sand: one in Independence and three in South Beaver townships, Beaver County; one in Franklin township, Butler County, two in Slippery Rock township, Lawrence County; one in Mt. Pleasant township, Washington County, which is drilling below the Oriskany, and one in Fairfield township, Westmoreland County. Two of these wells, both of which were in the Blackhawk pool, South Beaver township, Beaver County, obtained wet gas with open-flow volumes of 1.5 million cu. ft. and 3.1 million cu. ft. and closed-in pressures of 1900 Ib. The remaining seven were unproductive in the Oriskany. Two wells, one in Hampton township, Allegheny County, which is shut down temporarily as a result of a gas pocket, and one in South Beaver township, Beaver County, are drilling to the Oriskany. One deep test on the Chestnut Ridge anticline, South Union township, Fayette County, was completed after considerable difficulty as a dry gas well in the Onondaga limestone. At this locality the cherty limestone is porous as a result of fracturing. Three additional tests are under way in the area, one in South Union township, a second in North Union township, and a third in Wharton township. Completions Oil.—Despite price cuts and production curtailment of Pennsylvania Grade crude, caused largely by a decreasing demand from export markets, operation in the shallow oil areas continued at a fairly high rate and a number of good wells were completed. Some of these were new wells in close proximity to old production and others were old wells drilled into deeper pays. One new well of a number of producers drilled to the Nineveh Thirty-foot sand in the Harvey pool, Center township, Green County, made 400 bbl. of oil and 500 million cu ft. of gas the first 24 hr. The Chambers dam pool of Amwell and South Franklin townships, Washington County, yielded a number of Fifth Sand producers with initials as high as 200 bbl. Several wells in the old Mars-Butler field

I HAVE in a previous communication called the attention of the Institute to the geognostical relations of the crystalline iron ores belonging to the Eozoic rocks of North America, at which time I noticed (1) those associated with the gneisses of the Laurentian series, (2) those of the crystalline schists of the Huronian, as seen in Northern Michigan and in many localities along the Appalachians ; (3) those of Southeastern Missouri associated with petrosilex porphyries and schistose rocks, and presumed to be nearly of the same age with those of the Huronian schists; and (4) the highly titaniferous ores of the Norian or Labradorian series from Essex County, N. Y., and from various parts of Canada. It may here be remarked that, although the presence of titanium is most marked in the Norian ores, this objectionable element is sometimes found in the schistose ores of the Huronian, and to a lesser extent in certain Laurentian magnetites. The ores of each of these geological divisions have their individual peculiarities, which serve to distinguish them to such a degree that the magnetites and specular ores of the Laurentian are as dissimilar to those of the Huronian as are the crystalline silicated rocks of the two series. As it happens that these mineralogical dissimilarities correspond to differences in composition and in adaptability to different processes of manufacture, which, in the present condition of the iron industry, are objects of special consideration to metallurgists, it will be seen that these geognostical distinctions become of great practical importance. During the past year I was desired by the Geological Commissioners of Pennsylvania to devote a few weeks to certain geological studies in the eastern part of the State, in the course of which I was enabled to make, with regard to its crystalline iron ores, some observations to which I desire to call the attention of the Institute. I may mention, in passing, that the great South Mountain belt, from the Schuylkill to the Delaware, is composed of Laurentian rocks, in which are found the characteristic ores of the series like those of the Highlands of New Jersey and New York, and of the Adiron-

Homestake-New Mexico Partners operate a 750-tpd carbonate leach uranium concentrate mill near Grants, N.M. The highly mineralized water available as process water leaves much to be desired. The 628 ppm as CaCO 3 makes the use of raw water very troublesome in pipes and on filter cloths. However, the residual sodium carbonate in the final filter cake going to tails makes an ideal softening agent. To take advantage of this fact, all makeup water used in the mill is first used as tailing slurry dilution water and comes to the mill from the tailings pond. The 5-acre tailings pond serves as a thickener and 100 to 150 gpm of nearly clear solution is decanted to a pump to be returned to the mill. Since this tailings water has small quantities of uranium in the solution an ion exchange scavenger unit was installed to remove as much uranium as possible. The ion exchange raffinate is then used as final filter wash ahead of the tailings slurrying step. In spite of the large settling area this return water is not clean enough for ion exchange feed. The solids present are very fine and composed of approximately 15 pct (by weight) burnable carbonaceous material common to the sandstone uranium ores in the area, 40 pct SiOz plus 45 pct CaC03. Laboratory work showed that this material responds very well to flotation. Before deciding to use flotation, various clarifying systems such as pressure leaf filters, sand filters, and continuous vacuum pre-coat filters, were considered. Each of these could have solved the problem but with much more operating labor, more reagents and greater installation costs than the flotation step. About 100 to 150 gpm of fouled water is fed to two 66-in. Fagergren cells, in series. Reagents used at the beginning were Arquad 2HT75 and Arquad C50, at the rate of about 1% lb per 8-hr shift, or about 0.0053 lb each per ton of ore. This did not completely remove the solids but does an acceptable job. Approximately 75 pct of the slimes are a size that can be caught on a 41-Whatman Paper are removed. Removal of these slimes also allows much better settling of the coarse nonfloatable material. Advantage is also taken of this fact in a small settling tank ahead of precipitation. Removal of this amount of the slimes makes the ion t:xchange feasible. PREGNANT SOLUTION CIRCUIT The carbonate? leach-caustic precipitation method of uranium concertration does not provide for any process purification step ahead of precipitation. Therefore, any fine solids getting into the pregnant solution through the filter cloth show up in the final concentrate. This, of course, lowers the grade, and, at times, the slimy nature of these very fine solids rendered final filtration of the concentrate difficult if not impossible At Homestake-New Mexico Partners a 75-ft thickener was available for gravity clarification of 100 to 120 gpm of this pregnant solution. However this did not sufficiently remove the slimes. Laboratory investigation of the whole range of flocculants that were suggested by literature, salesmen, and friends failed to turn up anything of consequence. A continuous vacuum pre-coat filter would do the job and was investigated. The capital cost and the operating labor and materials made this a last chance choice. Following work done in the metallurgical laboratory on the tailings return water, it was found that some changes in the reagent strengths and combinations made a very definite decrease in the solids in the pregnant solution. Concentrate grade improved about 5 pct anti the final product after drying had an appreciably greater bulk density. Compared to a cost of about 2.2e per ton for pre-coat filter opelation for cleaning just one circuit, flotation costs less than 1.0 per ton of ore for cleaning two circuits. While a pre-coat filter would do a more thorough job, the flotation does all that is required for either circuit. Gravity causes the froth produced to run back into the leach circuit. This does not appear to result in a build-up of objectionable slime. No extra manpower is required; the operators in the separate areas can observe the operation of the cells and mix the small quantities of reagents as needed. Normally the 66-in. Fagergren cell requires 15 hp per cell, but this very dilute slurry needs only 10 hp for both cells. INTRODUCTION The Department of Energy is cooperating with Snowmass Coal Company near Carbondale, Colorado to introduce the longwall mining method in moderate to steeply pitching coal seams in the United States. This venture is part of a coal mining research program directed toward development, trial, and analysis of mining technique8 to improve production and recovery in the more difficult mining conditions such as thick, multiple, and steeply pitchly seams found in the Western U.S. The project at Snowmass is the first attempt in the United States to operate a longwall in a steep coal seam. Plans are to mine three adjacent, successively downslope panels in the eight foot thick seam which varies in pitch from 27 to 33 degrees. During this work, researchers and mine engineers are expected to obtain answers to many engineering questions relative to panel design and development, selection of face equipment and beet operating techniques and procedures. They are also committed to obtaining hard data on costs, recovery, production, safety, and behavior of underground mine structure as the three panels are mined. This information is essential to future mine engineering and profitable mining of pitching Western coal reserves. Development of the first trial panel was begun in 1979 and completed in June 1981. The longwall mining equipment was then installed in the starting room and retreat mining begun on August 11, 1981. Project duration is expected to be about five years during which over tm million tons of coal will be produced. TRAINING The longwall mining method is new to Snowmass. For years the mine produced coal by room and pillar methods using conventional techniques to mine upslope rooms and Alpine F6A miners to cut entries and rooms on strike. Miners were experienced in room and - pillar mining from other mines. News of the longwall demonstration was received enthusiastically by Snowmass miners. Employee interest in the project was 100%. However, there was minimal longwall experience on site. In fact, most of the work force had not even seen a longwall. Mine and company management were well aware of the immediate need to develop trained longwall face mining crews and maintenance people qualified to work on longwall equipment and also expertise in longwall planning, equipment selection, power distribution design, ventilation requirements and panel development. The first approach to answer this huge deficiency in longwall mining experience was obviously training. Hence a training program directed toward those mining specifics most urgent to the beginning mining phases was initiated in mid-1980. Classroom lectures and hands on training, using instructors from equipment suppliers and available company longwall expertise, was conducted in longwall subjects to include face mining procedures, panel development, operation of equipment, equipment assembly and maintenance, electrical circuitry and controls, ventilation, move of longwall equipment, and safety procedures. At the same time, responsible engineers and foremen were sent on a tour of European pitching longwalls to see first hand how other mines working under similar seam conditions conducted their operations. Development techniques, types of equipment, methods for transport of men and materials, and ground control techniques were discussed with engineers, foremen and officials at each mine. This look at European longwall mining operations gave Snowmass good insight into the unique problems associated with longwall mining on 30' pitch. Mining considerations such as face conveyor/ support system slippage downslope, panel development, maintenance, safety considerations, manpower requirements, and haulage methods were covered with European experts

MANY questions arising in the work of the mining engineer may be solved quickly and with sufficient accuracy by the methods of descriptive geometry; but, unfortunately, this subject is more often considered from a mathematical view-point than as an effective tool. for solving practical problems. Some of the principles involved are merged into the ordinary operations of mechanical drawing, and are used unconsciously by the engineer in his every-day work. The rest are stowed away on the book-shelf with his forgotten or rarely-used college text-books. One reason for this condition of "innocuous desuetude " may lie in the unfortunate and often cumbersome notation which it has been found necessary to introduce. If some of these principles can be recalled to the engineer's attention in terms of every-day use they may prove of practical bearing. Recently, in talking with several mining engineers, I used some of the drawing-room methods of a machine-designer, to the evident surprise of those around me. These men were perfectly familiar with the methods, but their application to mining-work had not occurred to them. At their suggestion the present paper is offered, not in any way as a treatise, but merely to suggest a certain point of view, in hope that it may lead others far more familiar with mining-problems to pursue the subject further. I. To FIND THE STRIKE. As the simplest and most fundamental problem, let it be required to find the strike of a vein when the location and elevation of three points on the outcrop are known. It will be assumed for the present that the vein is a plane.

The purpose of this paper is to review and discuss some of the less evident and sometimes neglected opportunities for progressive developments in coal research. While a great deal of both promotional and technical information flows from some areas of coal research, output deficiencies in other areas of activity have reached a magnitude where important developments have been, and will increasingly be, unfavorably affected. These areas mainly involve coal mining and preparation. Some recommendations for the intensification of effort in these areas follow: Coal Mining While a huge tonnage of in-the-ground coal is assured, the location and distribution of these tonnages are becoming less favorable. The easy-to-mine coal which is located in or near population centers has been, or is being, mined. The vigor with which the less accessible reserves are recovered by the mining industry depends largely on the condition of the coal market at the time of mining. Hence, during a buyer's market, the commercially oriented mining industry is compelled to mine the easier and less costly reserves. Conversely, during a seller's market, the need to rapidly expand production results in more difficult mining and higher cost coal as few obstacles are encountered in finding markets. Hence, a seller's market tends to enhance the recovery of reserves while a buyer's market does not. One reason for today's fuel supply problems is that the Nation has recently emerged from a long-term coal buyer's market which lasted from about 1950 to 1968. During that period, national policy caused severe production cutbacks which regretably drove the industry to mining only the more accessible and better quality reserves. Often in order to remain in business, many hundreds of millions of tons of more difficult to mine reserves were abandoned and lost behind caved areas. Many of these reserves are close to population areas and would not have been lost in a more stable economic climate. It is difficult to fully account for all the impacts that were caused by the great buyer's market of the 1950s and 1960s. Besides the obvious loss of reserves that were once considered national wealth, the mining of better reserves tended to produce a generation of technically optimistic mining people. Mining people frequently became accustomed to looking at nothing less than outstanding mining conditions as a result of the declining market. Many are now and have long since received a re-education in the other half of mining. Going from many years of mining accessible, select and easy-to-win reserves, to the crash-driving of development entries in reserves that were considered unworthy of mining during 50s and 60s, frequently results in a much higher rate of encounter with in-seam and out-of-seam rock as well as with coal-deficient areas or "washouts." Intensive entry driving activity and compulsory non-selective mining in sometimes lean reserves were brought on by the need to rapidly open up new supplies of coal. Working under these requirements presents a continuing reminder that much more needs to be known about the relatively esoteric art of planning the best direction for driving entries in order to insure that a more consistent and greater supply of coal is available during early mine development. All of the preceding discussion tends to point to a need for a better estimate of those reserves of coal that are likely to be mined in the future. Such estimates should not be limited to the compilation of the amount of coal in the ground; but, where possible, should also include information concerning the capability for producing this coal. After all, a coal seam of ample thickness may have a degree of thickness variability, undulation, bad roof or floor, so as to make what would otherwise appear to be an attractive mining condition untenable. Underlying the problem involving the feasibility of producing known reserves is the need to develop better methods for the characterization of coal seams and associated lithotypes, based on drill core data, once at area is selected for mining. Reserves and their characterization involve aspects of exploration technology that are frequently considered mature. The resulting technological deficiencies may be the main reason why coal exploration frequently does not end with core drilling of a property, as it should, but extends into the mining operation during the driving of development entries. When exploration is extended to the driving of development entries, the near absence of integrated decision-making theory involving mining, geology, mathematics, and economics becomes, once again, all too painfully apparent and frequently results in very costly rationalizations. Hence, by the formal initiation of a concentrated program to combine the cyclical effects of economics with geology and mining, more relevant estimates of reserve distribution, tonnages, and production capability should be forthcoming. Moreover, a similar formal effort is needed to develop a combination of the most advanced concepts of mathematics, geology, and mining to better "see" coal seams as a means to favorably implement many long-range decisions involving mine safety and productivity. Much more applied research needs to be done on coal mining systems for mining in thin seams and/or under bad roof. Current difficulties in both of these areas at recently opened coal mines should provide a sobering glimpse into the future. Full-scale applied research, sponsored by appropriate federal agencies, is urgently needed on a scheme involving a new combination of established mining and preparation elements. The scheme may include: (1) a continuous mining machine remotely operated by a miner stationed at some distance behind the machine using a cord attached control box; (2) hydraulic transport of coal through pipes from the mining machine to a coarse refuse removal grid, crusher, and then on to portable concentrating equipment; (3) the hydraulic transport of clean coal out of the mine in pipes to the surface for thermal dewatering, if neces-

It is probably not too far from the truth to say that the sulfur content of the steel bath at the first turndown of the basic oxygen furnace is influenced by every factor which varies in the operation of a BOF shop. However, the determination from normal shop operating data of the effect of a given factor on turndown sulfur content requires a means for collecting a large quantity of such data and a significant variation of the factor in question in that data. In this paper, operating data from 4000 heats collected on the computer at Inland's No. 4 BOF Shop is utilized to analyze the effect of four operating parameters -- hot metal sulfur content, hot metal manganese content, percent burnt dolomitic lime (dolomite) in the flux charge, and the presence or absence of transfer ladle slag skimming -- on first turndown sulfur content.

The placer gold occurrences at Sart Çayl, Manisa, Turkey, the legendary River Pactolus of King Croessus, were evaluated in this study to determine if this deposit contains sufficient recoverable value to justify development and exploitation. The gold occurs both in the upper Neogene conglomerates and the alluvium derived from these conglomerates. The total reserve in the whole region is estimated to be 500 million cubic metres. Samples were taken of the upper conglomerate and in the alluvium in an attempt to determine the amount and the physical nature of the gold. The gold in samples was recovered by screening out barren oversize followed by washing the sand and gravel through riffled sluices. The resulting sluice concentrate was later panned and amalgamated at site. Laboratory cyanidation testing of some samples for control purposes was also done. The average calculated free gold was found to be about 90-100mg/m3 and the size of gold flakes found was quite small. The field as well as laboratory testing of the samples of Sart Çay1 indicated that the potential reserves in this region could only be developed as a sand and gravel operation and the gold could be recovered together with the heavy minerals as a byproduct.

Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. At the New Mexico legislature of 1977 supporters of a moderate tax were repeatedly confronted with some variant of the statement, "You can't expect me to believe that a

New developments in air-gas lift practices in the Mid-Continent area since our Pall meeting in Fort Worth have done much to increase the efficiency of installations, and thus bring within economic limit of air-gas lift many wells which could not have been flowed profitably before. After the gas-lift had so thoroughly demonstrated its value in the Seminole field, its use spread to other areas and many installations were made of which the economy could be questioned. In the Seminole area, when production began to decline it was necessary either to increase the efficiency of the air or gas-lift or to put the wells on the pump, and pumping was not a process of lifting oil to which any operator looked forward with confidence. These conditions have resulted in the development of many practices which increase the efficiency and permit wells to be flowed with air or gas which earlier could not have been flowed economically, and wells which have been flowing to continue to a lower rate of production. The practices which have come into more common usage in the Mid-Continent area recently are mostly revivals of and improvements on practices which have been known in air-lift work for several years. Many arc peculiar to the individual well on which they are used. Intermittent Flowing Some interesting results are being obtained in Seminole and other districts by intermittent injection of gas. Gas is introduced during per-iods iods of 3 to 5 min. at a rate considerably over that necessary to acquire the production at a steady rate of injection, and is then cut off for a period of 3 to 15 min. Two to five wells are run from the same group of conlpressors. The total volume of gas required is sometimes reduced as much as one-third of that required when it is introduced at a constant rate, without changing the amount of oil production. The maximum pressure required is usually higher, but the average equal to or lower than that required for constant rate of flow. The effect on the wells is usually an irregular rate of flowing which may cause inconvenience where recycling is practiced. It would seem that this increase in efficiency is due to less slippage when the gas is introduced intermittently than when it is intro-

During the past few years a number of large and highly productive oil fields have been discovered in the United States. The immediate oversupply which has resulted, together with the circumstances under which the new fields have been operated, has created exaggerated impressions of the importance and magnitude of these fields. Statements as to the many years during which individual fields could supply the entire demand of certain areas, as to the overwhelming effect of these fields on the industry, and as to their greater size compared with any of the older fields have become so common as to attract little attention. For example, East Texas is commonly considered as the "greatest oil field" and a review of the development of the field for 1931 is so headed in one of the leading trade journals.' East Texas is unquestionably a very great oil field. However, some students of the field have estimated its ultimate recovery at about one billion barrels, and the Bradford field discovered in 1875 is also estimated, by competent engineers, to have about a billion barrels still recoverable by water drive, in addition to more than 300,000,-000 bbl. it has already produced. If East Texas should produce the two or three billion barrels assigned to it by more optimistic estimators, it will, though considerably greater than Bradford, still fall far short of it in importance to the industry. A reasonable doubt also exists as to whether East Texas will exceed the Midway-Sunset field which has produced about 720,000,000 bbl. and still has important reserves. Again, in importance to the industry, Midway-Sunset has been greater than East Texas can ever be. Relative Importance of Oil Fields The principal purpose of this study is to compare, on the basis of their importance to the industry, a considerable number of the major fields which have been developed in the United States. Some remarks are also made as to the estimates of reserves in certain fields now in course of development, since the writer believes that the conditions under which these fields are operated lead to estimates of recoverable reserves which

EDITORIAL comments on the anthracite report of the Federal Fact-finding Coal Commission, which became public on July 5, together with an analysis of its more important conclusions, will be found on another page of this issue. In this place, only a few extracts from the report, bearing more directly on technical matters, can be quoted, for lack of space. COST OF MINING Mining cost, as it stands on the books of each mining company, represents the average cost of the total output, all sizes, of anthracite. Egg coal has at least five times the market value of barley, but these' sizes are mined together and their costs can not be separated. Mine costs directly reflect the conditions under which these deposits of coal are recovered. Even within the few counties in which anthracite is found there is a conspicuous range of natural conditions. The distinc-tion between the Northern, Middle, and Southern field, or, as they are also termed, the Wyoming, Lehigh, and Schuykill regions, is primarily geologic and topo-graphic, but the effects of the natural conditions largely control costs. The contrast is great between Some of the level-lying beds of moderate but fairly constant thickness under the broad Wyoming Valley, where mining and underground haulage present relatively simple problems to the engineer, and the steeply pitching or overturned and faulted beds of variable thickness in the Schuykill field, where crushed coal' and treacherous roof multiply the difficulties of mining; and increase the unavoidable waste. Even more direct is the connection between geologic processes and the, differences in the character of the coal as mined, the varying proportions of large and small sizes demanding differences in preparation and resulting in different average prices realized for the product of the mines.

In many places throughout the Western mountain plateau regions of the United States coal beds in place have been burned over very extensive areas, the fire evidently originating on the nakedly exposed outcrop of the coal bed and gradually burning its way into the bed for considerable distances under very heavy cover. The surface evidences of the burned-out coal beds are seen in the calcined and discolored rocks overlying the places of the outcrops. The greater the mass of the burned coal the higher the results of its combustion can be seen in the overlying strata. I have noted many instances of this condition in the States of South Dakota, Wyoming, Colorado, New Mexipo, and Arizona. In the lignite fields of Dakota and Wyoming I noted stretches of level country many square miles in extent where the surface rooks were roasted and vitrified by the burning of a great bed of lignite lying nearly level and with a light cover; this is probably the most favorable natural condition for the burning out of a coal bed. The less the depth of the rock covering overlying the coal bed, the better the chance for a continuous supply of air to the fire; but when the coal bed dips heavily into the ground, or even if level, if it passes under a hill or mountain which gives the bed a heavy covering of strata, the fire has more chances of being extinguished from natural causes than in the first condition described. The distance which a crop fire may extend into a coal field is very much influenced by the dip, the thickness of the coal bed, and the nature of the rock covering immediately overlying it. In reasoning on this subject, it would seem logical to assume in the case of a coal-bed cropping at the base of a hill and dipping into it, with an extensive drainage surface above the crop line, that a crop fire would be promptly extinguished by the caving in of the overlying strata and the precipitation of the rainfall from the drainage surface above the outcrop through the breaks formed in the caving strata. This consideration would be more or less effective according to the climate of the location and the nature of the overlying strata. In a humid climate where the rainfall was heavy the water from the natural precipitation alone would probably extinguish a crop fire before it could work its way very far under cover, but in an arid climate this preventive does not seem to be effective.

INTRODUCTION Tailings produced by many uranium milling operations consist of fine sands with some silt and slimes. When fine sandy materials are placed by hydraulic methods behind an impermeable dam, they are deposited in a loose state and some portion remains saturated. These saturated, loose fine sands are highly susceptible to liquefaction, the phenomenon in which a monotonic or cyclic disturbance causes excess pore water pressure and, concurrently, a total loss of strength in the sand. Once liquefied, the fine sand flows, causing collapse of supported structures. The potential for such a liquefaction failure was identified and successfully treated at Sohio Western Mining Company's L-Bar Uranium Operations near Seboyeta, New Mexico. The Sohio tailings dam is an earthfill starter dam with tailings raises constructed upstream of the starter dam crest. Beginning with the start of mill operations in 1976, tailings were deposited hydraulically in the impoundment behind the starter dam. As the tailings level approached the crest of the starter dam, beached tailings were excavated and placed in lifts by a dozer to form two raises above the crest of the starter dam. As the impoundment has gradually filled with tailings, the decant water pond level has risen. Correspondingly, the water level in the tailings dam, upstream of the chimney drain, has also risen. By August 1980, the phreatic surface was above the crest of the starter dam and stability analyses indicated that the tailings dam did not have the safety factor of 1.0, under static loading with liquefaction, implicit in the 1980 New Mexico State Engineer's requirements. The problem related directly to the high phreatic surface in the loose sandy tailings behind a dam structure that was not capable of resisting failure which might develop in liquefied tailings. Two methods of stability enhancement were considered for the Sohio dam. One method was reinforcement of the dam using a clay buttress placed against the downstream slope. The other method was installation of horizontal drains through the starter dam to drain decant water and lower the phreatic surface. Either method would increase the stability of the dam. However, the comparative analysis of the methods indicated that horizontal drainage offered significant advantages in cost and could provide a more direct remedy of the source of the problem, the saturated section of tailings. In addition, a drainage system would be more amenable to modification and more quickly installed than a buttress. On the other hand, a clay buttress could be more directly controlled, would involve routine earthwork, and has successful precedent. Therefore, the buttress approach would involve less risk. After weighing the advantages of both methods and the costs versus risks, the horizontal drainage approach was selected. Consequently, a horizontal pipe drain system was recommended and designed (D’Appolonia, 1981a). This paper describes the design and installation of the drainage system and its initial performance. PIPE DRAIN SYSTEM DESIGN Design Criteria and Parameters To increase the stability of the dam to acceptable levels, the drainage system had to lower the phreatic surface behind the dam to the level calculated to give a minimum safety factor of 1.0 under conditions of liquefaction. In addition, the system needed to be essentially self-operating, easy to maintain, and economical. To accomplish these objectives, the following design criteria were established: 1. The pipe drains must lower the phreatic surface at least 4.3 m (14 ft.) at the midpoint along the dam (the deepest section) and by proportionately smaller amounts toward the abutments to satisfy safety factor requirements.

The effects of phase behavior on reservoir economics is a function of both fluid composition and flow properties of the reservoir rock. In some operations such as gas injection into volatile crude-oil resertoirs, the stock-tank recovery derived from vaporization of the reservoir oil by the displacing gas can approach the recovery derived from the displacement mechanism. In other cases of gas-cycling reservoirs, the dry injected gas can effectively vaporize a retrograde liquid phase, allowing a substantial reduction in cycling pressure with no appreciable loss in recoverable liquids. Because of these effects, it is essential that phase behavior be considered in developing the economics of any secondary recovery program in which gas is the injected fluid. The inclusion of phase behavior in conventional calculation procedures has been retarded because of the complexity of the calculation and the large volume of laboratory data required. However, by applying high-speed computers and new laboratory techniques, the phase-behavior displacement calculation has been developed to economically include this basic fundamental of gas displacement. The calculation is performed by reducing the reservoir to a series of one-dimensional segments. Phase changes, saturation distributions and changing fluid properties are evaluated for each segment as a function of time. The relative volumes of equilibrium liquid and gas displaced from each segment are determined by a trial-and-error procedure to meet the requirements of phase equilibrium and two-phase flow. The produced fluids are flashed through conditions of surface separation approximating those in the field to obtain actual values for stock-tank liquid recovery and producing gas-oil ratios. Based on the results of successful field studies, the technique appears to have application to reservoirs producing under a nonmiscible gas-displacement mechanism and should substantially increase the reliability of this type of analysis when phase behavior is an important factor. Predicting reservoir performance under gas-injection operations involves three basic principles of reservoir engineering. First, a material balance exists between the displacing gas and the displaced reservoir fluid. Second, the oil and gas flow in relationship with the two-phase flow property of the reservoir rock; and third, phase equilibrium exists between the displacing gas and the native reservoir fluid. To illustrate these three principles, consider the one-dimensional reservoir shown in Fig. 1. The reservoir is divided into a series of segments representing a one-dimensional cross section between an injection area and a producing area. So represents the oil saturation, Cw represents the connate-water saturation and Sg represents the displacing gas saturation. The gas is moving into Segment 1 and the reservoir oil is being produced out of Segment N. Consider the case when gas has just moved into Segment 1 and the displacing gas-oil contact is at position a-a The volume of oil pushed out of Segment 1 is a function only of mobility and the two-phase flow properties of the reservoir rock, that is, Kg/Ko and µo/µg. Behind the front if the injected gas is foreign to the reservoir oil (a nonequilibrium gas), there will either be vaporization of the oil into the gas or condensation of the gas into the oil. In either case the net result is a mass transfer and a re-distribution of composition and liquid and gas saturation. If the displacement is at constant pressure and is continued, the gas moves into new segments, proceeding succesively into Segment 2, 3, etc. The total volume of oil produced from the reservoir
