The Wyoming Mineral-Conoco Crownpoint Project represents the first time that big hole drilling has been exclusively used to develop totally a privately financed mine below a depth of 1000 feet. Three shafts, one ten feet in diameter and two six feet in diameter, were successfully drilled to depths of 2243', 2188' and 2188' respectively and cased with hydrostatic designed steel casing. The largest shaft is to be used to handle muck and water from station excavation and enlargement of the other two shafts. A reverse circulation system with potassium chloride base mud was used for drilling. The mud was cleaned by settling in steel lined tanks with assistance by cyclone type separators. Deviation was monitored by gyroscopic surveying at 30 foot intervals and did not exceed 16 inches off plumb. Casing was designed to withstand hydrostatic pressures with a 1.5 safety factor to the large shaft and 1.25 safety factor for the smaller shafts. All casing welds were x-ray tested prior to lowering the casing in the hole. Cementing the annular space completed the operation. The total time to mobilize, drill and move off the three shafts was 363 days. The drilling operation was completed ahead of schedule and under budget.

An efficient recovery of finely divided magnetite particles of 400/500 mesh from a mixture of magnetite/silica particles has been investigated by imposing a delicate balance between centrifugal and surface tensional forces on these particles. The effect of centrifugal force, surface tensional force, density and size of particles on the overall metallurgical efficiency has been examined. A mathematical model based on a momentum balance on the particles at the liquid/liquid interface has been developed. The validity and limitations of the model are discussed in view of the experimental results obtained.

The Washington State Department of Transportation (WSDOT) is constructing a new tunneled route under Seattle to replace the existing State Route 99, Alaskan Way Viaduct (AWV), which follows the historic waterfront for several miles. The viaduct separates the businesses that rely upon the tourist trade from the down-town area. The reconnection of the city to the waterfront areas will occur following the completion of the SR99 Re-placement program that replaces the aging structure that was severely impacted by the 2001 Nisqually earthquake, with a state-of-the-art, twin-deck highway with a world record-breaking 17.4-m (57.3-ft) bored tunnel. Constructed in the 1950s, the double-tiered viaduct is nearly 3.2 km (2 miles) long and runs parallel to city?s waterfront. The viaduct, which is partially supported by the seawall, is a vital local and regional transportation link and carries about 110,000 vehicles each day. The seawall, built from concrete and timber in the 1930s, extends along Seattle?s waterfront and supports the soil behind it. Studies in the 1990s showed that the viaduct was nearing the end of its useful life, apparent by its exposed rebar and weakened columns. The 2001 Nisqually earth-quake further damaged the viaduct, forcing WSDOT to temporarily close it for inspection and limited repairs. The viaduct and nearby seawall are vulnerable to an-other earthquake and continue to show signs of age and deterioration. Following a collaborative process, WSDOT developed the following guiding principles to the viaduct replace-ment:

Interpretive geotechnical investigations were performed for the construction of approximately 15,250 m (50,000 ft) of wastewater interceptor tunnels in Austin, Texas. Subsurface materials consist of claystone (or clay shale), siltstone, altered volcanic tuffs, chalk and limestone. Special conditions include multiple crossings of Onion Creek with cover ranging from about 1/2 to 3 m (2 to 10 ft.), and the potential for mixed-face conditions consisting of water-bearing gravels overlying clay shale or siltstone. The methods and results of the geotechnical investigations are discussed and the inferred construction conditions are compared to those encountered during tunneling. A suggested format is presented for interpretive geotechnical reports for underground construction projects.

The project is located in the northern region of the People’s Republic of China and was awarded to Impregilo, as sponsor of the Wan Long Joint Venture, in September1997. The project consists of four tunnels for a total length of 88,700 m, with an excavation diameter of about 4.9 m. The lining is made of honeycomb pre-cast segments, connected by PVC dowels and the joints are sealed with elastomeric gaskets. The geology is mainly Limestone, Dolomite and Sandstone. Karst cavities are abundant and are often in-filled with plastic red clay. This has adversely affected the TBM’s progress. Four double shield telescopic TBMs were mobilized to cope with the very tight construction schedule and, at the end of November 2000, more than 80% of the tunnel has been bored. The article analyses the TBMs’ productions in the various geological conditions and the results of different technical solutions adopted at the project.

The paper focuses on construction of a 2.55-km (8,365-ft) long, 2.4-m (8-ft)diameter storm drain tunnel in Evansville, Indiana. The tunnel was driven through saturated soft ground varying from clay to fine sand. The paper presents: an overview of design and design rational including specific EPB machine requirements; the contractor’s proposed and accepted alternative construction methods and TBM design; and construction issues and performance. Some of the key points discussed are the use of the TBM in different operational modes for alternative ground conditions, the effectiveness of dewatering systems, production rates, and issues such as surface settlements and gas.

The performance of seven antiscalants spanning a range of chemistries was evaluated for control of calcium carbonate (CaCO3) formation in gold processing applications. Three preferred chemistries were identified which provided up to 100 percent inhibition in static jar tests when applied at 30 ppm dosage. The three products were further evaluated using a model carbon extraction circuit developed for this application. The test circuit enabled direct measurement of calcium carbonate formed on the carbon from a supersaturated solution under dynamic conditions. The antiscalants lowered CaCO3 buildup on the columns by 15 - 26 percent compared to untreated controls. Impact of the antiscalants on the rate and extent of gold loading onto a carbon adsorbent was evaluated in laboratory carbon-in-pulp (CIP) studies. The antiscalants generated a 25 - 35% increase in gold loading at gold extraction efficiencies up to 65%. On-site testing at a gold processing facility demonstrated that 10 ppm of the preferred antiscalant was able to fully suppressCaCO3formation in thickener overflow water.

INTRODUCTION The Norad Expansion Project was located 10 miles southwest of Colorado Springs, Colorado, within Cheyenne Mountain. The expansion areas to be excavated would be adjacent to the existing underground Norad complex, which would remain in operation during the work on the expansion. The original complex had been constructed approximately eight years earlier and had been in full operation for approximately five years. Phase I, Excavation was awarded the Tiro Construction Corporation, a subsidiary of Harrison Western Corporation, Denver, Colorado, in the fall of 1970. Notice to Proceed was given to Tiro on 28 December 1970. The project owner was the U. S. Air Force, design was performed by the U. S. Corps of Engineers, Omaha District, who would also serve as the construction agency. [ ]

PROJECT DESCRIPTION Alignment The Strenger Tunnel forms part of the S16 four-lane expressway between Landeckand Bludenz. The construction of this important East-West connection started in 1973with the Arlberg Road Tunnel as its key constituent. Beginning in 1992, solutions for the section between Pians and Flirsch were investigated. Efforts to conserve nature and to avoid potential avalanche and landslide areas led to a solution detouring the villages in the Stanz valley. The starting points were predetermind by the intersections at Pians in the East and at Flirsch in the West. As a result of the expected traffic load and the comparatively high gradient of 2.9%, both one-way, two-lane tubes were constructed at once. The north tube is 5.851 m long, the south tube 5.775 m, see Figure 1. Management for mine construction and development differs from that needed for routine mine production and maintenance. An integrated approach to managing mine development projects must consider contract documents; management organization of a project; the project manager's role and the field supervisor's responsibility; and the use of scientific techniques for planning, scheduling, executing, and controlling projects. Professional project management encompasses the following: • Preparing contract documents that establish technical and financial schedules, and detail the responsibility for the physical work commitment. • Developing a project's organizational structure, to clearly define the roles of the project manager and the field supervisors. • Establishing project management and field supervisor relationships, to avoid ambiguity in assigning responsibility and to ensure desired project progress. • Using management science techniques, particularly networking techniques such as the critical path method for planning scheduling, executing, and controlling projects. Project Versus Production Management Project management differs from routine production management in the following ways: • Uniqueness: A project is unique. Production operations tend to be repetitive. The magnitude of one-time capital expenditures for many facets of mine development warrant special skills and attention. These professional project development skills must already be available by prior experience in the management team. • Personnel: In projects, personnel are usually assigned on a specialty basis and frequently change with the project activity. On the other hand, production personnel work together, more or less permanently. • Management Structure: In a project there may be several staff-line relationships that are not clearly defined and change with changing project activities. In a production situation, the lines of communication and authority are usually well defined. • Time Frame: A difference between project and routine production management is that project activities have comparatively less well defined durations and often tend to be relatively short-term. Production usually has both long-term and short-term plans and well defined long-term and shor-term goals. In project management, formal, critical, short-term reviews are frequently required. In production management, five year plans can be formally adjusted quarterly and annually. Short-term weekly or daily reviews can be informal. • Response to Delays: Delays in a development project may occur without anyone being immediately aware of their existence or suspecting the magnitude of consequence. In contrast, any delays in the production process can be easily identified from prior results comparison. Additionally, the response is quick, usually in a set routine. This can be traced back to the management structure and personnel. • Control Techniques: Measurements of project progress for control are not easily made due to the variety of activities that are carried on at the same time by different work groups. The yard-sticks of performance measurement for individual activities, let alone for the total project, are not easily established. However, due to the difficulty in detecting project delays, a workable control system is vitally important to a project manager. To apply a scientific project control technique such as "management by exception" requires specific planning and monitoring from the project manager for each activity in the project. Production and productivity are quick and effective yard-sticks of measuring performance in a routine operation. Control techniques required in production management usually revolve around these measures. Construction Contracts The construction contract is an important document that establishes contract scope, technical and financial details of the work, and achievement deadlines. It may also serve as the contract document to pay for work done and to verify field progress with planned progress. In practice, it is a good idea to develop a job-specific contract. This whole area is replete with legal precedence and procedures, and it is not the intent here to deal with the intricacies of establishing a contract document. But it is necessary to have an understanding of major contract types. Construction contracts are extremely important legal documents. They may vary in work specifications and enforcement of the provisions. Due to their nature, they must be composed with legal help and will take some time to compile. Even with all the precautions and provisions, it is not uncommon to find owner and contractor disagreeing. Therefore, it is important to include a way to resolve any difference quickly and to incorporate aspects of the contract as part of an overall management control tool for efficient project management.

Spray-on ground support membranes (GSM) or thin support liners hold today perhaps as much potential to impact underground (u/g) ground support operations as dry and later wet-mix shotcrete when introduced to mining in the latter part of the 20th century. This emerging technology has come a long way from the time the first single component experimental coatings were tested in the mid-1980s. Due to a number of factors, including occupational health risk and mine safety regulations, it has taken quite some time for the development of non-hazardous membrane products. However, at this junction most existing u/g mines that employ more conventional forms of ground support could benefit from evaluating GSM technology as a means of improving safety and the bottom line. The same is especially true for future mine developments. This paper describes Master Builders Inc.’s CS1251 GSM product and its implementation. It discusses the situations in which GSM may replace other forms of ground support. Furthermore, it evaluates GSM costs & safety issues and looks at present applications and the potentially bright future of this technology.

We studied yttrium extraction from untreated zircon sand processing waste tailings. Xenotime mineral as the rare earth element source with an abundance of yttrium (REY) was detected in sufficient grade for extraction. As much as 9.03% yttrium exists in zircon tailings (analysed by X-ray fluorescence spectrometry). The presence of yttrium was confirmed by X-ray diffractometry in xenotime minerals, which are yttrium carriers (Y-PO4). The purpose of this research was to determine the effect of leaching conditions on yttrium recovery from zircon sand after alkaline fusion treatment. Alkaline fusion was chosen to decompose phosphate into hydroxide in the xenotimemineral,which will reduce further required hydrometallurgical processing.Alkaline fusionwas carried out for 3 h at 450 °C, with a ratio of sodium hydroxide to zircon tailings sand of ~ 1:1. The alkaline fusion product was leached with water, followed by hydrochloric acid treatment to leach the yttrium. Yttrium recovery reached 87% under optimum conditions (60 °C, 1MHCl, and solid-to-liquid ratio = 1/10 for 7.5 min). A suitable model for yttrium dissolution with hydrochloric acid was diffusion through a solid particle ash layer. The calculated activation energy (EA) for this model was 20.21 kJ/mol.

The trona deposits near Green River, in southwestern Wyoming are world class in size and quality. They contain more than 25 times the reserves of the next largest trona deposit at Lake Magadi in Kenya. Based on present rates of production, the Green River reserve should last for more than 500 years. Since their discovery in 1938, the Union Pacific Corp. has been instrumental in the promotion, development and production of soda ash in Wyoming. Union Pacific spent several years drilling the deposits and trying to promote them to chemical companies. In 1947, Westvaco and Union Pacific entered into what became the first trona lease agreement. Today, the Green River Basin leads the world in soda ash production, accounting for about 25% of the world's supply. Green River producers process more than 14.5 Mt/a (16 million stpy) of trona to produce more than 8 Mt/a (9 million stpy) of soda ash. The future for Green River soda ash looks good, with more of the world looking towards the cheaper and higher quality source of soda ash coming from the natural deposits. Production from the Green River deposits should continue to grow as trade barriers and tariffs begin to fall in Europe and energy and environmental costs force the synthetic producers to exit the market.

On Feb. 11, 2005, more than 20 mining professionals gathered in Elko, NV for a day-long round-table discussion on heap leaching. Attendees included project managers, operators and environmental professionals. They represented 10 mining organizations. Knight Piésold sponsored the special event. Its seven representatives included three staff members from the company’s Elko Operation, and one each from its Denver, Cajamarca (Peru) and Vancouver offices. The roundtable format was chosen to allow people from the mining industry to share ideas and experiences in an open forum. Rather than presenting prepared talks, spontaneity was encouraged. This resulted in a lively and enjoyable discussion.

Designing an appropriate tunnel blasting pattern reduces the cost of rock breakage and subsequent operations such as loading, haulage and support of tunnels. For that reason, we developed a software that designs tunnel blasting patterns. Using this software, three different tunnel blast design models based on parallel hole cut, namely, Swedish, Konya and Energy Balance, were investigated and compared for a virtual tunnel. Accordingly, blasting patterns were designed, for different cross sections. The trend of parameters such as specific charge and specific drilling as functions of tunnel cross-section was determined for each model. Our results show that, in general, The Swedish model gives lower specific charge and specific drilling compared to other models.

Many excavation and loading tasks require equipment operators to simultaneously coordinate the motion of multiple machine links, in order to achieve complex tool trajectories. Efficiency, ore selectivity, and machine wear, are all affected by the skill level and attentiveness of the operator. A software-based kinematics reconfiguration system designed to assist operators with various tasks has been implemented on a small experimental excavator using our new differential control architecture. Kinematics transformation and feedback control algorithms are being developed and tested using computer simulation, and the results implemented on the experimental excavator. Several task-specific kinematics transformations, including a virtual revolute-to-Cartesian machine reconfiguration and computer-assisted bucket steering and stabilization have been successfully tested. Progress, challenges, results, expected benefits, and planned work are described.

Over the past several decades, the use of cement-based grouts using ultra fine cement as a replacement for portland cement has begun to gain acceptance as an alternative to chemical solution grouts used in permeation grouting. The amount of information currently available on grouts made with ultrafine cement is limited. The authors used a previously developed field testing program to perform additional tests to evaluate the permeation performance of portland and ultrafine cement-based grouts. For the first time, the 2003 testing program included an attempt to determine the 28 day compressive strength of the sand permeated by the grout.

Cable shovels are capital-expensive and primary production equipment in many surface mines. The forces acting on the shovel dipper vary as the dipper moves through the muck-pile. The variations in the forces cause stress loading of the components of shovel and dipper resulting in unplanned downtimes, reduced shovel efficiency, and high mining costs. A potential solution to the above problems is the deployment of an intelligent shovel excavation (ISE) technology, with real-time formation identification, recording, and knowledge transmission capabilities. This research advances the ISE technology by developing dynamic model of cable shovel dipper using Newton-Euler techniques. The model includes the dynamic cutting and dynamic weight forces acting on the dipper as it moves through the muck-pile.

As in other industries, companies engaged in mining and extraction use and develop intellectual property (?IP?) in the form of new technologies or production processes. The development of IP assets in mining may occur as a byproduct of ongoing operations, or result from investment in dedicated R&D efforts. New technology may lower costs, increase quality of output, and/or increase operational efficiency or safety. Key business questions with respect to any new technology are how best to use IP assets, how to protect them and how to derive value from them. IP assets can provide a competitive advantage to a developing firm that uses the technology to improve its operating results. The developing firm can preclude others from using the technology if it believes that is the best way to exploit the technology?s value. Or, it can be shared with others taking care to ensure rights are maintained, thereby generating royalty income or strategic value through cross licensing or other business relationships. Either way, in order to fully realize the maximum economic benefit, innovators must protect the IP assets and control their dissemination.

The two candidates in the upcoming presidential election in the United States each say that they have their own solution to the nation?s energy problems - solutions that will increase the amount of energy available, lessen the nation?s dependence on foreign sources and reduce the amount of pollution released to the atmosphere. Democratic nominee Sen. Barack Obama and Republican candidate Sen. John McCain both advocate research funding for coal-to-liquids and clean coal technologies. McCain also supports increased oil and gas drilling offshore. And Obama has even made some noises in that direction, although his plan leans heavily on the increased use of renewable energy sources. The energy debate is not new to this election. Congress and whichever party is in the White House has for years been trying to craft a comprehensive energy policy. One difference in this latest debate is that the increased use of nuclear energy has gained more attention. Current President George W. Bush has said he favors the increased use of nuclear power as part of the nation?s energy package. And McCain said he supports the building of more nuclear power plants. Obama has not said much about that. The American public is also showing signs of changing its stance on nuclear energy. To be sure, images of Three Mile Island and Chernobyl are still alive in some minds. However, the American public has said it wants cheaper energy and they want it produced more cleanly. With nuclear, the nation can have both. In the United States, nuclear accounts for slightly less than 20 percent of the electrical power used (see interview with Gary Steele of Energy Fuels on page 27). Globally, that figure is about 15 percent. And there are several nations that derive better than half of their power from nuclear sources. Add to that the world?s increasing need for more energy and the future of nuclear is bright.
