A brief resume follows of some recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous-Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors during their inspections of bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, following further consultations with representatives of management and mine workers, and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. The inspectors were active in making prompt investigations of hazardous mines that had been closed by order of the Coal Mines Administrator to determine if enough improvements had been made to allow the mines to reopen. Federal coal-mine inspectors also had temporary authority to close mines they found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.

[EXPLOSION of gas and dust in coal mines, have caused death t lid injure to mines, and destruction of workings in all countries where coal is mined underground. As many, perhaps more, risen have died from gases and lade of oxygen (known as "after-damp") than have been killed by the blast and hart. Me explosions often are caused by it combination of factors, including concentration of methane in air, formation of clouds of dust, and the presence of a flame or spark. These explosion factors have varied with changes ill milting method and practises over the years, but the basis causes have always been the salve. Understanding of the causes and to acceptance of ways to guard against explosions and their effects have been slow to spread from investigates to officials and Own to bosses and miners. To a considerable extent there hats lawn a belief that explosions were a joining risk but might hr, put oil hut could not be presented. Such belief is based on the human failure to maintain and observe necessary precautions. These failures, caused by inertia to change, carelessness, or reliance on continuance, of past explosion-free years, are being reduced in number and effect by education of miners and supervisors and acceptance of higher prevention standards.]

The operation of electric face equipment in underground coal mines has proven to be extremely hazardous to mining personnel, including equipment operators and others working in the vicinity of active equipment. Recent industrial engineering studies* of accidents and fatalities indicate that a major contributor to this hazardous situation is noncompliance with modern principles of human engineering, particularly lack of standardization of control configurations. Control configurations differ not only among different machine types, but also among the same machine types produced by different manufacturers. This lack of standardization can produce a high incidence of error in the operation of electric face equipment, thus creating a potential source of accidents. Other examples of non-compliance with human engineering principles are the widespread use of identical black, round control knobs (regardless of the function being performed), and the inappropriate location, spacing, and labeling of controls. Any or all of these factors may place the operator in a "negative transfer" situation, which means that control manipulations appropriate for one type of machine are different from (or even the reverse of) the control movements required to produce the same effect on other machine types. This situation increases the accident potential to the operator, as well as to others in the vicinity. Accident potential is further increased by circumstances which do not allow for large error tolerance-specifically, emergency procedures. Reports of accident statistics cite operator inexperience as a primary cause of most accidents involving underground electric face equipment. Several factors contribute to operator inexperience, including: 1. High personnel turnover 2. Employee absenteeism 3. Current union practice of bidding for jobs.

1. On St. Thomas and St. Croix, and possibly also on St. John, low-quality red-burning clays probably can be developed to provide the major part of the raw materials for structural clay products and earthenware pottery. 2. The potential sales volume for structural clay products is too small to sustain a plant in the Virgin Islands to manufacture such products in competition with Puerto Rico; however, handmade patio tile might be produced successfully. 3. The market for pottery utility wares in the Virgin Islands is too small to justify a plant devoted solely to the production of such wares; but it may be feasible to evolve a diversified community activity to make jugs, pots, casseroles, bowls, charcoal burners, patio tile, and other items.

Methods for the direct spectrochemical determination of impurities at the parts-per-million level in tungsten metal and oxide are presented. Several published procedures were investigated and numerous modifications were made in establishing procedures with improved precision and extended lower levels of determinability. Details of standards preparation are presented, experimental work is described, and three preferred methods are described in detail. A germanium carrier-distillation procedure is applicable to the determination of 13 elements in tungsten powder; a silver chloride carrier-distillation procedure provides for the determination of 24 elements in tungstic oxide, and a sustaining ac arc method is applicable to 26 elements in tungstic oxide. The choice of methods to be used depends upon sample form, elements and concentrations to be determined, and the precision and accuracy required. The investigations reported here were undertaken to develop direct spec-trochemical methods with increased accuracy and precision to determine impurities in high-purity tungsten and tungstic oxide, to define the lower concentration levels of detectability and measurement for the common impurities in tungsten by direct spectrographic means, and to present the details of the developed or modified methods that have proved applicable.

[RESULTS OF THE PRIMARY CONVENTIONAL PERFORMANCE AND COST MODEL OF THE UNIT OPERATIONS OF UNDERGROUND PERCUSSIVE DRILLING AND BLASTING]

The U.S. Bureau of Mines and the State of Indiana cooperated with AMAX Coal Co. and its consultants to determine the effects of coal mine overburden blasting on nearby pipelines. Five pressurized 76-m pipeline sections were installed on the Minnehaha Mine highwall near Sullivan, IN, for testing to failure. Four 17-to 51-cm-diameter welded steel pipes and one 22-cm PVC pipe were monitored for vibration, strain, and pressure for a period of 6 months while production blasting advanced up to the test pipeline field. In contrast to previous studies of small-scale, close-in blasting for construction, these tests involved overburden blasts of up to 950 kg per delay in 31-cm blastholes. Analyses found low pipe responses, strains, and calculated stresses from even large blasts. Ground vibrations of 120 to 250 mm/s produced worst case strains that were about 25 pct of the strains resulting from normal pipeline operations and calculated stresses of only about 10 to 18 pct of the ultimate tensile strength. No pressurization failures or permanent strains occurred even at vibration amplitudes of 600 mm/s.

"INTRODUCTION Clay beds of southwestern North Dakota were investigated to determine (1) the average alumina content of the clays in four principal areas of occurrence, (2.) which, if any, would be the most feasible method of extracting alumina from the clays, and (3) whether the clays had any other commercial uses.During the investigation exposed sedimentary beds were examined for clay and the thickness and areal extent of outcropping clay beds in the more promising areas were measured. Four-principal areas of bentonitic clays, comprising 6,967 acres in Stark, Slope; and Billings Counties, N. Dak., were mapped and sampled.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our natural resources to the end that they make the greatest possible contribution to national security and economy. This paper, describing the mining and reduction methods and costs at the Oceanic quicksilver mine, is one of a series of similar reports being prepared by the Bureau of Mines on various mines in the United states. The property, which is owned and operated by the Anglo American Mining Corporation, Ltd., is 5 miles east of Cambria, San Luis Obispo County, Calif. It lies in a region of steep hills and sharply incised canyons on the west slope of the Santa Lucia Range at an elevation of about 500 feet above sea level. The climate is ideal for living and operating conditions. A 40-mile paved highway connects the mine with San Luis Obispo, the nearest convenient railroad town.

The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation's minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau's research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.

"The chromite deposits of Red Mountain, 10,miles southeast of Seldovia, Alaska, are in an intrusive of ultramafic rocks. The earliest reference to the deposits was made by U.S. Grant3/; J.B. Mertic, Jr. 4/ made a brief examination in 1917; and A.C. Gill5/ spent 7 weeks studying the ore bodies and geology of the region in 1918. The Federal Geological Survey had a field party in the region from July until September 1940 and the Red Mountain area was mapped and geological data were assembled by P.W. Guild.6/A preliminary investigation of the Kenai chromite deposits was made in July 1941 by R. S. Sanford,7/district engineer of the Bureau of Mines, accompanied by P. W. Guild, assistant geologist of the Geologi¬cal Survey. This was followed by surface sampling and core drilling, which were completed in September 1942 under the direction of John W. Cole,8 associate engineer of the Bureau of Mines. G. O. Gates, associate geologist, and A, B. Unkelsbay, junior geologist, of the Geological Survey, logged cores and interpreted geologic features revealed by Bureau of Mines drilling and trenching.9/J. C. Roehm, associate engineer of the Territorial Department of Mines; examined the Red Mountain area in august 1941.10/Additional exploration of other deposits in. the Red Mountain area was completed during the summer of 194. Work consisted of surface sampling, core drilling, and mapping. G. O. Gates, associate geologist of the Geological Survey, spent 4 days in August investigating results of the Bureau of Mines program.Throughout the exploratory work conducted by the Bureau of Mines the cooperation of Red Mountain Chromite, Inc., and especially of John Blodgett, Jr., and Collis 2, Druley, president and superintendent, respectively, was greatly appreciated. Use of their camp in the Windy River cirque and shops at Kasitsna Bay facilitated the Bureau of Mines program."

Since 1982 standard calibration materials recommended for respirable crystalline silica analysis by the Mine Safety and Health Administration (MSHA) P7 Infrared Method and the National Institute for Occupational Safety and Health (NIOSH) X-ray Diffraction (XRD) Analytical Method 7500 have undergone minor changes in size distribution. However, a critical assumption has been made that the crystalline silica in ambient mine atmosphere respirable dust samples has also remained essentially unchanged in particle size distribution. The objective of this work, therefore, is to compare recent particle size distributions of underground coal mine dust and the silica component of these dusts with estimated aerodynamic particle size distributions of calibration standard materials MIN-U-SIL 5, Berkeley 5, and SRM 1878 used by two crystalline silica analysis techniques. This work provides resolution to a previously reported discrepancy involving the proper sample dilution for the particle sizing method used. Dust impactor sampling data for various locations in 13 underground coal mines were collected between 1991 and 1998 and analyzed for the respirable mass median aerodynamic diameters. The data suggest that the MSHA P7 Method will underestimate the silica content of the sample by at most 8.5 % in the median size range of 0.9–3.6 µm and that it is unlikely one would obtain any significant error in the MSHA P7 Method analysis when the method uses Berkeley 5, MIN-U-SIL 5, or SRM 1878 as a calibration standard material. The results suggest that the NIOSH Analytical Method 7500 would be more appropriate for a dust sample that is representative of the total (no cyclone classifier) rather than the respirable airborne dust, particularly since the mass fraction in the size range below 4 µm is usually a small percentage of the total airborne dust mass. However, the NIOSH Analytical Method 7500 is likely to underestimate the silica content of an airborne respirable dust sample by only 5–10 %. The results of this study also suggest that any changes that may have occurred in the median respirable size of airborne coal mine dust are not significant enough to cause any appreciable error in the current methods used for respirable crystalline silica analysis.

In 1989, Alabama's nonfuel mineral industry produced a State record of $463 million of nonfuel mineral commodities, an increase of $4 million over that reported by the State's mineral producers in 1988. The new record marked the fourth consecutive year in which mineral production increased over that of the previous year. Alabama ranked 22d among the States in total mineral value. Cement, stone, and sand and gravel were the three leading mineral commodities produced, accounting for 77% of Alabama's total mineral value. During the year, there were several acquisitions by Alabama cement and stone companies, and the only tantalum mine in the United States completed its first full year of operation.

"The electrolytic manganese process4/ developed by the Bureau of Mines involves the electrolysis of a solution of manganese sulfate and ammonium sulfate in a diaphragm-type cell. Metallic manganese is deposited on the cathodes, and sulfuric acid is produced at the anodes. The spent electrolyte contains, in addition to the sulfuric acid, approximately 40 percent of the manganese sulfate and most of the ammonium sulfate originally present in the feed solution. This spent solution is used to leach fresh ore that has previously been subjected to a reducing roast. The resulting leach liquor is purified and returned to the cell.Manganese of very high purity is produced by the electrolytic process. The properties of this metal are so different from those of the best grade of manganese that can be made by any other commercially feasible process that it is virtually a new material. Electrolytic manganese has been used in the preparation of new high-manganese alloys with valuable properties.3/ and further developments are to be expected. The electrolytic manganese process not only results in a product of superior qualities, but is applicable to large tonnages of domestic ores that are unsuitable for direct use in producing ferromanganese.The future industrial use of electrolytic manganese is of course, related to its cost. Decreases in the cost of production will lead to wider use of the metal; conversely, increases in the volume of production made possible by greater demand will bring further .decreases in cost."

"This investigation was conducted by the Bureau of Mines as part of a program of the Solid Fuels Administration to encourage the utilization of anthracite fines, the objective being to determine the practicability of using anthracite fines in the manufacture of packagedThe experimental loss of packaged fuel covered by this report were made at a commercial plant using the Glenn Smith process and ordinarily making packaged fuel from Pocahontas screenings. These lots included several made from straight antimacite mines and others made from various blends of anthracite fines with four different bituminous coals. In all cases an asphalt binder was used. Determinations of the physical properties and the cobustion characteristics o the various samples of packaged fuel were made by the. Bureau of Mines at the Central Experiment Station.The physical tests indicated that a packaged fuel of sufficient strength for ordinary handling can be made from straight anthracite coal or from a wide variety of blends of anthracite fixes with bitunimous coal, using asphaltic binder. However the combustion tests indicated that packaged fuel made from anthracite alone tended to crumble excessively during burning and that as much as 30 to 50 percent of a caking coal may be required In the mixture to produce a block having satisfactory combustion characteristics.The authors wish to acknowledge the. splendid cooperation of Messrs. A survey of previous underground mine fires revealed a number of reported fires may have been caused by malfunctioning stationary electrical equipment. Therefore, an evaluation of conventional fire protection systems was conducted to determine their usefulness in the protection of this equipment. To simplify the problem and facilitate the handling of data, the under-ground mine was divided into nine work areas. Representative combustibles and associated hazards characteristic of each area were identified. Conventionally available fire protection systems were then examined and evaluated to determine engineering and cost feasibility, effectiveness and reliability for the development of fire protection guidelines which could be used within the nine areas of interest.

This paper describes the methods and equipment used by the Utah Copper Co. in constructing a vehicular tunnel at Bingham Canyon, Utah, Completion and use of this tunnel for vehicular and pedestrian traffic permitted abandonment of the long-used county highway connecting Bingham and Copperfield. Expanding- operations of the Utah Copper open-cut mine, necessitated construction of a vehicular route away from the ore body. The site Of the tunnel is well beyond ultimate nit slopes and future mining operations. The tunnel not only diverts vehicular and pedestrian traffic is but also carrier, creek water, copper water, sewage, pipe lines, and. power and telephone cables between the two communities. The dimensions of the tunnel permit one-way traffic only. Traffic-control lights have been installed. Owing to the possibility of accumulation of carbon monoxide gas from automobile exhausts, automatic gas detectors has been installed at various stations. These detectors control the operation of a large exhaust fan situated at the upper portal of the tunnel.

This U.S. Bureau of Mines report identifies the types of serious accidents that occur most frequently at small underground coal mines and describes the strategies that could help prevent these accidents. A wide variety of methods for improving safety are suggested, including improvements in the design of equipment, work procedures, work schedules, safety programs, and emergency response plans, as well as techniques for diagnosing the potential hazards associated with new technologies and work procedures. Some of the papers in this volume focus on preventing specific types of mining accidents--ones associated with materials handling (primarily back injuries), equipment maintenance, improper machine guarding, and ground failure during retreat mining. Although the recommendations in this volume are heavily influenced by research performed at underground coal mines in the Appalachian coalfields, most of the papers contain advice that is equally pertinent to almost any type of mine.

This section of the Minerals Yearbook reviews the minerals industries of 27 countries: the 12 nations of the European Community (Belgium, Dermark/Greenland, France, Germany, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, Spain, and the United Kingdom); 6 of the 7 nations of the European Free Trade Association (Austria, Finland, Iceland, Norway, Switzerland, and Sweden); Malta; the 8 Eastern European economies in transition (Albania, Bulgaria, Czechoslovakia, Hungary, Poland, Romania, and Yugoslavia); and the U.S.S.R. Western Europe Western Europe [loosely defined to include the 12 nations of the European Community (EC) and the 7 nations of the European Free Trade Association (EFTA)] is the single largest trading area and consumer of raw materials in the world. If Western Europe was at one time an important mining sector, it has now increasingly relegated the role of supplying minerals for its minerals processing industry to the more minerally endowed countries in North and South America, Africa, and Australia. In this regard, Western Europe is the most important determinant of raw materials consumption (and thus, indirectly, raw materials production). Western Europe has significant reserves of industrial minerals but has limited availability of metalliferous raw materials. It, therefore, imports significant quantities of the latter and ranks along with the United States and the U.S.S.R. in the production of refined metals. Nonetheless, there is an inherent tendency to underestimate the importance of Western Europe in the world of minerals, both as a minerals processor and raw materials buyer. The reason for this is that Western Europe is generally thought of on the basis of individual nations rather than as a whole. Viewed in this limited context, the United States, the U.S.S.R., and Japan appear to dominate the world economy. Viewed as one regional area, however, Western Europe includes the fourth (FRG), fifth (France), sixth (United Kingdom) and seventh (Italy) largest economies of the world, all bordering on one another. With the remaining 15 EC and EFTA countries, Western Europe has a land area approximately 40 % of that of the United States, exceeds the U.S. population by 50 % and has a gross domestic product about the same as that of the United States.
