Introduction A new mining agenda is before us. Born of government policies and world economies, the years ahead will show reduced growth. Metals, mining, and most other natural resource industries are inflation dependant and capital intensive. For these, a long period of contraction of outmoded and costly capacity will evolve. In some cases, this will be supplanted by new, lower cost capacity. But this will occur only if the cost of production - including cash operating and debt service costs - comes in at or below current market conditions. The industrial outlook for metals mining can be characterized as bearish. A US bank economist said mining companies planning their five-year forecasts should take current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or decline slightly. As a result, capital funding will be problematic. The low-cost producer will succeed. That means only the producer with low cash costs and low principal and interest costs per unit of production, will succeed. Gaining a perspective One must look back 30 years to see the evolution of the capital markets, for metal mine financing. This period can be divided into two economic periods. The 1950s were a time of stable economics. Mining companies earned and reported good profits. They had good corporate creditworthiness. In essence, mining companies of the 1950s were highly self-reliant. When equity infusions were needed, they were easily obtained. Financial management kept long-term debt low. Fixed rate, long-term financing was readily available in the long-term bond markets. The commercial banks of the 1950s were rarely used by the mining industry. When necessary, mining companies went to the banks for short-term financing - the kind that was needed for working capital requirements. Changing rhythms In the old rhythm there was an orderly market. Even into the mid-1960s, 75% of world annual copper production was controlled by eight companies: two in the UK, one in Belgium, and five in the US. During times of poor market demand, these producers would control supplies to the market. They took their losses out of retained earnings. Capital was easily restored during the ensuing good times. The new rhythm called for copper to be an economic means to a political end. Third World copper producers brushed aside the market fundamentals of commodity economics. Yet, the political solutions of these countries - their lack of response to the market - have seldom achieved their original objectives. Each commodity has its own old and new rhythm. Aluminum may have a similar rhythm, coming 10 to 20 years later than copper. By the late 1960s, changes were occurring. Inflation was on the rise. Ore reserve quality was falling. As a result, capital expenditures were necessary to maintain existing output. These costs created an increase in corporate leverage, thus adding to inflation and rising interest rates. Indicators A comparison of the gross national product (GNP) deflator index, consumer price index, and the metal mining deflator index is instructive. (Fig. 1 and Table 1). With 1972 equal to 1, note that the metal mining deflator reached its lowest point in 1967. From that point, the metal mining deflator has accelerated severely for 16 years. Only two minor downturns occurred during the business recessions of the mid-1970s and the early 1980s. In essence, Fig. 1 shows that while GNP has grown modestly, a miner's dollar in 1972 would require $3.48 in 1980. This is an almost 17% compounded growth rate over that eight-year period. Beginning in the late 1960s, for the first time in mine financing, the risk of success shifted from the corporate balance sheet to third parties. Limited-resource financings were taken up by banking syndicates that accepted certain of these risks. The lender needed to be well acquainted with the types of risks to be evaluated. These include resource quality and quantity, construction and completion, capital and operations costs, market risks, force majeure, and political and exchange rate risks. Project financings became the basis whereby mining companies were able to maintain their borrowing capacities. In essence, the lender was willing to share some of the project risk while only receiving lenders' returns on these investments. "Stretching from Norway’s capital, Oslo, to the city of Ski, a new railway line is under construction with a 20 km long hard rock tunnel. This is a major project with high demands regarding quality, cost and schedule. In addition, restrictions concerning locations close to sensitive urban infrastructure require execution with the highest level of precision and expertise. The new double track railway line forms an important part of the intercity rail development southwards from the capital and includes the longest railway tunnel to date in the Nordic countries. With its novel methods and solutions, this project offers a model for future railway project developments in the region. This paper provides general pertinent details and facts relating to this current railway project and includes a description of the project with information relating to concept and design of the tunnels, geological conditions, particular challenges, selected tunneling techniques and contracting strategies. THE FOLLO LINE PROJECT The Follo Line is a new 22 km long double track railway line under construction between Oslo Central Station and the city of Ski. The project is divided into four subprojects, as shown in figure 1. The main part of the project consists of a 20 km long hard-rock tunnel, which will be the longest railway tunnel in the Nordic countries to date.The Østfold Line is the existing double-track railway line running between Oslo Central Station and Ski serving 12 local stations. The new Follo Line will offer a direct service, without stops, between Oslo Central Station and Ski and reduce the travel time from 22 minutes to 11 minutes. After completion of the Follo Line, these two railway lines will, in combination, more than double the capacity for train transport in the region south-east of Oslo."

In order to patent an industrial mineral placer mining claim, it must incorporate an economic deposit. Each ten acre parcel is evaluated for its mineral -in -character nature. Nonmineral -in -character parcels cannot be patented. Economic concerns include: claim locations, dummy locators, common variety nature, "excess reserves," and environmental constraints. Also, geologic and mineralogic studies, sampling and testing procedures are vital. Mining, milling, processing cost, and taxes must be evaluated. Product marketability analysis is necessary before starting any cash flow or discounted cash flow study. Valid data is essential to evaluate an economic industrial mineral deposit.

By mechanizing the adjustment procedure, personnel are removed from the line of fire, and the accuracy of axial movement is increased,” said Ron Bourgeois, director of slurry pumping technology group for Weir Minerals."

Software for coal blending has gained a lot of recent attention as micro-computer programs have come on the market. Some of this software is appropriate and some is not. This paper looks at the types of models being used and points out the strengths and weaknesses of each. Recommendations are then made concerning the level of detail required for these programs, relating this concern to the various ways in which coal companies are using these programs. A checklist of company requirements for these programs and available pro-gram-features provides an aid in matching the program to the company.

The laboratory ball mill grinding of coal/water slurries is described for three coals. Emphasis is placed on the measurement of specific rates of breakage for various operating conditions. Corresponding rheological information is also presented based on data collected using a rotational viscometer. A rheological explanation of the influence of various slurry fluidity conditions on the specific rates of breakage is presented. This rheological approach has proved useful In both the identification of suitable chemicals for increasing breakage rates in coal/mineral slurry grinding and in the plant scale implementation of dense slurry grinding systems.

"Tunnel inspections are increasingly needed to ensure that aging infrastructure does not fail in service. To this end the time between inspections is being reduced, the thoroughness of each inspection is being increased to provide for a more detailed assessment of conditions and inventory defects. The conventional Tunnel Report, containing hand-drawn maps and/or photos, and a log describing observed defects and areas of deterioration, is being increasingly replaced by LiDAR generated 3-D surface maps. The data collection process that traditionally supports development of a Tunnel Report is labor-intensive, taking crew-days of engineering effort, and requires partial or full stoppage of tunnel operations. In an urban setting, such multi-day interruptions in service are difficult to countenance for a near-capacity tunnel operation. Under time pressures, the detail and accuracy of the manual inspection process will inevitably be compromised, resulting in a high cost, low quality product. As the tunnel inspection window decreases the argument for incorporating laser scanning in to the inspection process is increased dramatically... The 3D scan technology allows detailed and accurate data to be collected within the tight time frames demanded by the owners and operators of critical infrastructure. Not only does the use of laser scanners improve the 3D accuracy of the data collected, it also, enhances the efficiency and safety of the inspection process, reduces data collection and processing costs and enhances the reliability of results over time. The paper will also demonstrate the value of adding photogrammetric data to the 3D Model to show surface defect discoloration. The accurate and detailed data collected by a combination of LiDAR and photogrammetric techniques provide superior data needed to inform critical asset management decisions related to maintenance, repair and replacement."

The U.S. Bureau of Mines has completed a laboratory evaluation of exhaust emissions from a diesel engine using an oxygenated diesel fuel. The fuels tested were soy methyl esters in a neat (100%) form and low sulfur, petroleum number 2 diesel fuel (D2). The engine tested was a Caterpillar 3304, indirect injection, naturally aspirated, 75 kW, diesel engine that is typical of engines used in underground mining applications. The objective was to determine the extent to which oxygenated fuels, such as methyl esters, reduce diesel particulate matter (DPM), and their influence on upon gaseous emissions such as total hydrocarbons, CO, NOx, NO2, formaldehyde, and other exhaust emissions. Heavy- and light-duty transient tests were used to simulate load cycles typical of mine applications. The soy methyl ester fuel produced greater amounts of volatile DPM (organic material) but much less nonvolatile DPM (carbon soot) for overall DPM reductions. A diesel oxidation catalyst (DOC) typical of the type commonly used in metal and nonmetal mines was tested with both fuels. The DOC further reduced the volatile and total DPM when used with the soy methyl esters, but increased the total DPM for D2 due to sulfate formation. The soy methyl ester fuel reduced CO and hydrocarbon, and NOx emissions. The DOC further reduced CO and hydrocarbon emissions.

Formally, a mathematical model could be defined as: A set of equations whose solution will approximate the response of a physical process or system to a set of stimuli which appear as parameters in the equations. The purpose of a mathematical model is to permit the rationalization of experience to proceed by simulation rather than by physical experimentation. In the application of digital computer control to an industrial process, the mathematical model of the process (subsequently called the process model) is needed to calculate the present process performance from the measured variables and to predict the response of the process to a control change. Functionally, the cardinal element in process model development is a concise set of control objectives. These, besides implicitly defining the boundaries of the system to be modeled, will determine the accuracy demanded of the model its nature: dynamic or steady-state, and so forth, The objectives should explicitly define what process efficiencies, production rates, qualities are to lie within the scope of the computer control project, thereby providing a basis for simplifying assumptions in the development of the model. This requirement, a limited set of control objectives, is so often disregarded in formulating industrial control problems that its repetition can scarcely be avoided.

Based on defining the connotation of highly-efficient recovery of coal resources, this paper established the relevant 8 indicators to reflect the highly-efficient recovery level of coal resources, summarized the present situation of China's coal resources recovery and the main problems, analyzed the development environment of China's coal industry under the new situation, and finally put forward the strategic measures to promote highly-efficient recovery of coal resources in China.1. Background Coal is the main energy in China. Since entering the new century, China's coal industry has made significant progress, and the level of production safety, resource recovery rate and mining mechanization increased significantly, which provided a reliable energy supply for the rapid development of the national economy. However, due to the changes of China's economic environment, slow growth of energy demand and other factors, some prominent contradictions in the coal industry have significantly restricted the healthy development of the industry. The first problem is serious overcapacity. In the past few years, 16 industries including coal, electric power, chemical and others have invested in coal mines. It is reported (Han 2016) that only during the nine years from 2005 to 2014, the fixed assets of coal industry increased totally more than 3.3 trillion RMB, which brought a large number of production capacity. Affected by the slowdown of economic growth and energy structure adjustment, Chinese coal demand has reached the peak platform and caused the overcapacity of coal supply, so shutting down the backward capacity is the most important task in the future. The second problem is the low efficiency of coal production. There are about 4.3 million coal mine workers in China, and the annual coal production per capita is less than 900 tons, while it was reported (EIA 2016) that the annual production per capita in the United States is more than 10 thousand tons. The third problem is that the green coal resources are not rich. Among the 1.53 trillion tons proven reserves, only about one third are green coal resources in accordance with the principle of ""safety, technology, environment and economy"". The coal resources with high quality and easily mining conditions are not abundant."

Editor’s note: This is the first of two MINING ENGINEERING articles about the Grasberg deposit. The second, focusing on open pit mine development, will appear in the April issue of the magazine. The Grasberg porphyry copper-gold deposit of Freeport Indonesia Inc. lies within the Ertsberg Mineral District in central Irian Jaya, Indonesia. The Grasberg deposit was discovered during a drilling campaign initiated in the mid-1980s. Production at the open pit de- posit commenced in December 1989. The Grasberg copper-gold ore body is contained within a young igneous complex of dioritic composition that intrudes limestones of the Tertiary New Guinea Group. Alteration is typical of porphyry copper deposits worldwide except that higher grade primary chalcopyrite with significant gold values is associated with a centrally located zone of strong quartz stockwork. Irian Jaya comprises the western half of the island of New Guinea. The Ertsberg District lies 70 km (43 miles) inland from the Arafura Sea at an altitudeof3500 to45OOm (11,480to 14,764 ft). It straddles the Papuan fold belt. This belt forms the east-west trending chain of mountains that extend the entire length of New Guinea and is the site of numerous mineral districts.

In underground powerhouse excavations, the access to the horizontal sections of the penstocks is most often critical. Other factors which influence the schedule include: the sequences of excavation, the interface dates between contracts, the type of support for the overhead cranes and whether the roof in the powerhouse is a reinforced concrete arch or a suspended prefabricated material. At Outardes 3, Churchill Falls and LG-2, these factors, along with the size of the powerhouse and the local topgraphy and geology were studied to produce the optimum schedule.

Good morning gentlemen. I'm very pleased to be a part of this fine program for the Society of Mining Engineers. Gypsum, as many of you know, is one of the most unique minerals on earth. The very excellent presentations which you have just witnessed, revealed the geological aspects of gypsum operations. It is not our purpose this morning to pursue this subject further. Instead, we felt you would be interested in some of the uses of gypsum . . . and what the future holds for gypsum products. To help accomplish this, we're going to first show the Gypsum Association's new film, "Shape Of The Future. ' This short movie traces gypsum f ram mines and quarries to its ultimate destination in homes, schools, offices -- in virtually every type of construction. We think you'll be particularly interested in the description of gypsum's fire resistive nature.
