Before presenting this address I desire to express my appreciation of the honour which has been conferred on me by my election as iPresident of The Australasian Institute of Mining and Metallurgy. At this stage it might not be out of place to recall that Broken Hill was the birthplace of The Australasian Institute of Mining and Metallurgy, originally formed as the Australasian Institute of Mining Engineers in 1893.In selecting for my address the topic of "The Broken Hill Mining Industry and its Contribution to the Economy of Australia" I realise it is impossible to cover fully every aspect of the nation's economy which owes all or part of its origin to the Broken Hill field. Nevertheless, I feel that some attempt should be made to give credit to the Broken Hill mining industry for its part in the progress which Australia has made over the past seventy years.. If we care to reflect for a moment it soon becomes apparent that, not only is the Broken Hill mining industry an important producer of base metals for domestic and overseas consumption, but its profits have provided the means whereby many of Australia's leading secondary industries have been established or built up. Examples which come to mind are the founding of the iron and steel industry by the Broken Hill Proprietary Company; the establishment of plants at Port Pirie in South Australia, and at Risdon in Tasmania, for the production of metallic lead and zinc; and also at Port Kembla for the smelting of copper ores. A GREAT deal of attention has lately been given to the discussion as to the education required for engineers, and especially for mining engineers. The Institute of Civil Engineers has had a committee's report on it which has come to some interesting and valuable conclusions.The Institute of Mining and Metallurgy had a few years back a very long discussion on the subject, and the subject appears to be one of perennial interest to similar societies. Two recent addresses by Prof. Kernot, as president of the Victorian Instituteof Civil Engineers, are among the most interesting and practical of the contributions to the discussion. Engineers seem to feel either that the coming generation has not the same capacity to benefit by the training that has made themselves what they are, or that such training has turned out in themselves inefficient men, and that they must consequently struggle to obtain a better one for their successors. For not only is there a desire to extend existing instruction to cover the advances of science, but there seems to be a general desire also to make a completely radical change in the methods.It is not necessary to observe that education does not mean the imparting and acquiring of information, but rather the cultivation of the faculties so that the best use can be made of them and of any information acquired. For instance, a man is not educated who has by heart his lectures and the contents of his text-books, but that man is who remembers little of the actual wording of his text-books, but is able to find anything required in them...

Spodumene was recovered from pegmatite by flotation in laboratory and pilot-plant tests using an anionic collector emulsion. A similar process applied to beryl pegmatite gave encouraging results.INTRODUCTIONOver the past two decades lithium and beryllium have aroused increasing interest in the metallurgical world. Both these light metals have potential uses in nuclear shielding and cooling and in lightweight alloys, and there is a growing demand for lithium chemicals for ceramics, air conditioning and lubricants. The use, technology and history of lithium has been surveyed by Schreck (1961).For many years, the only commercial production of lithium and beryllium was from pegmatite deposits amenable to hand cobbing. The most important minerals of these ores are spodumene and beryl, which are respectively lithium aluminium silicate and beryllium aluminium silicate. Norman and Gieseke (1940) investigated the treatment of lithium ores by froth flotation. The process of flotation of the pegmatite constituents away from the spodumene was applied commercially in 1951, and the operation has been described by Goter, Rainey and Hudspeth (1953). Subsequently, the flotation of the spodumene from the pegmatite was studied by Munson and Clark (1955) and Browning and McVay (1961), and this method has superceded the reverse flotation process commercially. Muskett, Tasker and Hobson (1962), in applying the method of Browning and McVay in pilot-scale tests, reported difficulty because of activation of quartz and felspar by iron salts introduced during milling of the ore.The flotation of beryl, reported by Ashton and Weir...

This Bureau of Mines publication describes and evaluates a Standard Industrial Classification (SIC) based end-use data system for minerals that is designed to link the demand for minerals to economic activity in commercial uses. The new data system is two-dimensional. The first dimension of technical product classes (TPC's) measures the consumption of minerals in major primary intermediate products. The second dimension measures the consumption of these TPC's in SIC end-use sectors in sufficient detail to identify the major determinants of demand for each TPC. Intercomodity comparisons are achieved at the level of SIC two-digit major groups. The methodology was developed so that all available sources of information from Government and industry can be utilized at minimum cost. This information will be supplemented with additional data to be obtained by modifying existing Bureau of Mines canvasses so as to elicit additional quantitative responses from mineral producers. The new data system is expected to improve significantly the ability to forecast demand for minerals, and provide an information base that would, for the first time ever, permit resolution of such questions as trends in substitution among materials and the intensity-of-use of materials in end-use sectors. For the 42 TPC?s identified in the report, data are available for the new system from current sources or, except for three TPC?s that require new canvasses, can be obtained by modification of existing Bureau canvasses.

Individual specimens of sphalerite from the Broken Hill lode vary considerably in manganese and iron contents, even within the same orebody, so that study of the overall variation of manganese and iron content of the sphalerite calls for the analysis of a large number of specimens. This difficulty has been overcome by analysing a series of recleaned zinc concentrate products, prepared from stope samples and their equivalents, from most of the developed sections of the lode. The analyses reveal that during the formation of the sphalerite the concentrations of iron, manganese and zinc in the mineralizing solutions varied independently of one another from place to place in the forming orebodies, and also in time.The overall pattern of variation of the iron and manganese contents of the sphalerite in the several orebodies of the lode bears a general resemblance to the overall pattern of distribution shown by several other elements, notably, cadmium, lead, bismuth and arsenic. The iron content of the sphalerite indicates that it was formed at a temperature of 6000 C. or higher, but the variation in its iron and manganese contents demonstrates that Kullerud's method for determining the temperature of formation of sphalerite from its iron content must be used with caution if only single specimens of sphalerite are available.INTRODUCTIONThe four chemical analyses available of specimens of practically pure sphalerite from the Broken Hill lode (Table 1) reveal that the manganese content of the sphalerite varies considerably, and that there is a significant variation in its iron content. The variations revealed between individual specimens within the same orebody in the same mine suggest that specimen material is unsatisfactory as a basis for studying the overall manganese and iron contents of Broken Hill sphalerite, unless a great number of specimensis analysed.

PolyMet Mining is developing the NorthMet property near Duluth, Minnesota. Laboratory investigations had led to the development of the PLATSOL process to dissolve in one step the base metals (copper and nickel) as well as the gold and PGM’s. To complete the pre-feasibility study, a fully integrated ten-day pilot plant trial was undertaken, comprising of: high temperature (>220ºC) pressure oxidation in the presence of 5-10 g/L chloride (the PLATSOL process), followed by solid/liquid separation, gold plus PGM’s recovery from solution, conventional Cu SX/EW and recycling of the copper raffinate to the autoclave. The concentrate tested was a NorthMet bulk flotation concentrate assaying 14.7% Cu, 3.05% Ni, 0.14% Co, 26.7% S, 1.4 g/t Au, 2.2 g/t Pt and 9.9 g/t Pd. Laboratory results were fully confirmed and with minor adjustments of the laboratory PLATSOL® conditions, the following leach extractions were obtained during the pilot plant trial: Cu 99.6%, Ni 98.9%, Co 96%, Pd 94.6%, Pt 96% and Au 89.4%.

"The Mount Milligan Mine, owned by Thompson Creek Metals Company Inc. (TCM), started operations in September of 2013. It is located between the communities of Fort St. James and Mackenzie and is the first major metal mine to open in British Columbia in 15 years. Based on reserves as of January 1, 2014, it has an estimated 22 year mine life with 2.1 billion pounds of copper and 6 million ounces of gold in reserves. Like all commissioning operations, there have been issues achieving design throughput and recovery due to flow sheet design, equipment failures, control philosophy, and reagent scheme. Efforts to improve overall mill performance include equipment modifications, reagent screening and testing, and grind size testing. Applying these changes to the mill and working closely with the mine has resulted in continuous improvement each month as Mount Milligan looks to achieve the nominal design capacity of 60,000 dry metric tonnes per day in the later part of 2015. Considerable focus is being placed into ensuring size reduction equipment is utilized effectively. Additional modifications and tests are being undertaken to steadily improve processes and alleviate restrictions in the mill. This paper will discuss the start-up and present ramp-up history of Mount Milligan, the current mill processes, and the steps taken to achieve expected production numbers.OPERATION BACKGROUNDMount Milligan is an open-pit copper and gold operation wholly owned and operated by Thompson Creek Metals. It is located approximately 155km northwest of Prince George, British Columbia, between the communities of Mackenzie and Fort St. James. The copper-gold porphyry deposit contains a Measured and Indicated Mineral Resource of 706.7 Mt at 0.18% Cu and 0.33 g/t Au, containing 2.84 billion lb. copper and 7.50 million oz. gold. Mine life is currently estimated at 22.1 years (“Feasibility Update – Mt. Milligan,” 2009). The mill is designed to process 60,000 dry metric tonnes per day and produce 400 dry metric tonnes of concentrate per day averaging 25.5% Cu and 40 ppm Au. Concentrate is delivered by truck and trailer to Mackenzie followed by rail to Vancouver for overseas shipping to various customers.Mount Milligan is considered a “zero discharge” operation meaning no process or surface water will be discharged to the environment. As well, stockpiling is very limited and is only permitted for a short period of time. This scenario presents several unique challenges. Scheduling of ore/waste production must be carefully planned as waste rock is used to build the tailings storage facility (TSF). Reagent selection is also important as persistent chemicals will have a tendency to build up in reclaim water which feeds the process water tank."

Two of the problems long associated with the complete extraction of level pillars in the wide ore bodies of Broken Hill have been: (1) The high cost of maintaining level gangways through areas of slow subsidence to provide adequate trucking roads for the transport of sand filling; and (2) The difficulty and high cost of completely filling depleted areas. This paper deals with the experiments conducted to devise an apparatus for transporting, with the aid of compressed air, sandfill from the underground sand passes to the stopes and describes the sand blower which has been developed. This apparatus has to a large degree overcome the difficulties and removed much of the hazard associated with the rapid extraction of level pillars.Special attention is drawn to the sizing analysis of the sand and to the fact that it is not dry material. The action of water on a number of Queensland shales which are associated with particular coal measures and oil shales has been studied. The results suggest that the disintegration of some of the shales could cause significant problems in mining and preparation operations. The extent of shale breakdown varies widely from deposit to deposit and from seam to seam but a suitable assessment procedure utilises the test described in AS 1661-1979, and an improved method of presenting the results is described in the paper.

During the year 1940 a complete investigation was made of the whole of the stoping operations throughout the Great Boulder Mine and, as a result, it was decided to convert some of the existing shrinkage stopes into cut-and-fill stopes, and also to mine many of the more recently developed ore blocks by the latter method. The necessity for filling was due primarily to the structure of the ore blocks, the character of the walls and possible excessive dilution, but was influenced also by the grade of the ore-block and by the fact that cleaner mining can be carried out by cut-and-fill stoping.The comparatively few cut-and-fill stopes in operation prior to 1940 had been filled mainly with waste rock from development work, but as the amount of this material available, or likely to become available, would have been wholly inadequate for future operations, it was proposed to construct a system of passes to supply filling material from the surface.Owing to the distribution of the stopes, no central pass or system of passes could be devised which would service all the stopes satisfactorily.However, work was commenced on two passes, one designed to service the cut-and-fill stopes in the Eastern Section of the mine, and another to service those in the Western Section. It was realised that these passes could serve only a small proportion of the total number of Stopes (Figs. 1 and 2). During the progress of this work experiments were undertaken to test the possibility of using filtered tailings underground as an adjunct to the above scheme, but for various reasons these were only partially completed.Early in 1942 it was suggested by the Mill Superintendent that an attempt be made to fill with wet classified flotation tailings as practised at Mt. Lyell in Tasmania and at the Triton Mine at Reedy, West Australia. For the purpose of testing this, an experimental stope was prepared on the 309-ft. level, "X" Lode. This was 100 feet long and averaged 4 feet in width. Water-tight rearings were built at each end of the stope and waste rock fill was spread to a height of 6 to 8 feet above the timber. Used filter cloths were laid on top of the fill and brought a few feet, up the walls of the stope. A two-inch victaulic drainage line was then placed in position, the end passing through a hole in one of the bearings and thence to a sump. In the central portion of the stope two vertical pipes were brought up from this line. The vast majority of the estimated 100 million rock anchors installed in mines in the USA per year use resin cartridges (Tadolini and Mazzoni, 2006). About 4.5 million per annum of these are bolts with a mechanical shell that if properly installed become effective active supports on installation. In addition, cable anchors (mostly passive) are installed with typically 4 ft of effective resin anchorage length sometimes with mechanical shells, which further makes the installation more difficult. This is because the cable (even with a stiffener tube) is not very rigid. When installing bolts with mechanical shells and cable bolts in the holes, the back-pressure can be so high that the installation is unsuccessful often creating a ?spinner? (an un-tensioned bolt) at best or buckling the bolt thus requiring another bolt/cable to be installed, or leaving a poorly functioning unit. The installation problems can create a significant potential safety hazard and waste time and money. Using a purpose designed test rig that physically inserts different rock anchors into pipes with resin and measure the back-pressure developed with time during the insertion/ installation. The test installation procedure is designed to mirror that used underground by rockbolt operators in coal mines. In addition a computer model has been calibrated that can predict the approximate back pressure of new anchor and resin combinations acting as a screen before physical testing. This research has lead to an understanding and quantification of the insertion back-pressures and this already resulted in improved prototype designs that could lead to more reliable mechanical shell and resin bolt installations.

The objectives of this paper are to introduce the International Code of Practice for Risk Management of Tunnel Works and to illustrate to the participants of the 13th Australian Tunnelling Conference 2008 how the insurance industry would like to see the future of tunnelling insurance. Tunnel construction projects have suffered large losses over the years as can be shown from various loss examples and a list of major losses over the last ten to 15 years. Since the consequences of insufficient risk control had to be borne by insurers, these losses have heightened the need for improved and adequate risk management measures so that insurance cover can also in future be provided for this hazardous industry sector. Observations are made as regards to the prevailing trends in the tunnelling industry, which contribute to the increase in risk and have adverse consequences for the insurance industry. To find a solution to this dilemma various options are examined with the suggestion of a Joint Code of Practice for Tunnel Works being agreed by all stakeholders, which would become essential to secure future insurance protection for such project work. The British Tunnelling Society has, in cooperation with the Association of British Insurers, developed such a code, which the International Tunnelling Insurance Group has now adopted for global application in international markets. The content and concept of this code is explained to establish a framework of understanding and applied risk management principles for tunnel works. This initiative also has the support of the International Tunnelling Association and the International Association of Engineering Insurers. The international application of this new code is demonstrated with a few examples, which also includes Australian projects. It is the aim that this code forms in future part of the insurance coverage for tunnelling works in order to put this risk segment on a more sustainable basis. For that reason the insurance industry is seeking the support of all stakeholders of tunnelling construction projects.

"Since about 2002 there has been significant capital cost escalation, not inflation, in the mining industry causing turmoil for successful project completion. Project capital costs have more than doubled and some cases tripled in this time period. This has rendered many projects to be economically challenged and in some cases not viable. In addition higher than expected operating costs have further adversely affected project metrics such as NPV and IRR. Capital cost increases for projects have been widely reported globally. This current paper reviews three items. Firstly, why such capital increases and the various components that make up capital estimates. Secondly, it looks at reasons why preliminary estimates, for example at scoping and pre-feasibility level, have been lower than the ultimate constructed costs. Such increases and differences in estimates have caused major problems for mine builders and have led to a general nervousness on the part of those providing project finance. Thirdly, what discipline is needed in project execution in an attempt to mitigate such capital increases. The paper will hopefully give a better understanding of the various issues and factors involved for those in the mining industry.INTRODUCTION The years 2012 and 2013 were a turbulent time for the mining industry. The European economic crisis, politics, metal price volatility and a wave of changes of CEO´s in some of the major mining companies all contributed to a challenging couple of years. Two issues stood out. First, the huge increases reported in the capital costs of projects, where increases of 100% - 300% were not uncommon and in some cases exceeded that during the first decade of the 21st century. Second, company write downs related to takeovers during the boom and the stabilization/correction in commodity prices. These have led to great uncertainty, made it difficult (or impossible) to raise project financing costs, contributed to the changes at CEO level and placed many projects either on hold or cancelled altogether. It is commonplace now to read of companies talking of reduced capital expenditure and making a complete review of their projects and operations to contain costs."

This paper gives an account of the development of a technique whereby the vertical limits of geological horizons may be identified by the use of vertical variograms on the mineral of economic interest. This information may supplement or guide the correct subdivision of the individual horizons into meaning full data sets by diligent geological observation. This process then improves the quality of the variance modelling of the gold distribution in the plane of the individual layers and therefore enables better estimates to be made into the grids or blocks of the mine model. The technique is explained by an account of the development work, which was performed, on duplicate superimposed reef horizons in the Kimberley formations. The paper then shows how the correct approach was developed to evaluate the mineralized layers in a multiple stacked conglomerate layer sequence in the Elsburg reefs of the Witwatersrand Rand System at the Target deposit. The method of categorization of resources according to confidence in the estimate is also explained. The feasibility processes carried out on the three-dimensional model, in accordance with the SAMREC code are also described. An example of the development of a reconciliation process utilizing chip sampling is also explained.

Construction of a Deep Underground Science and Engineering Laboratory(DUSEL) is proposed under the auspices of the US National Science Foundation(NSF). DUSEL will provide scientists and engineers with a research facility capable of supporting a broad spectrum of fundamental and applied research deep in the earth’s crust. Research partners are physicists, biologists and geoscientists. DUSEL research calls for the construction of a network of shafts, tunnels and caverns that will provide laboratory facilities at depths of up to approximately 2 kilometers. The Project is still in the planning stages but, the initial experimental program is taking shape and conceptual designs have already been developed at two hard rock mine sites. This paper discusses the overall program and key engineering tasks being developed to support the construction of deep, large-span caverns. These caverns will house a new generation of physics experiments. As currently scoped, the experiments call for the excavation of permanent caverns with spans of up to 60 meters, sited at depths in excess of a kilometer.

Scientifically known as sepiolite, it is represented by the formula Si12Mg8O30(OH)4(H2O)4(8H2O). Sepiolite is a natural clay mineral composed of hydrous magnesium silicate, characterized by a structure of alternating blocks and tunnels that develop in the direction of the fiber. Each structural block contains two silica tetrahedral sheets surrounding a central layer of magnesium oxide- hydroxide. Sepiolite exists in two distinct forms in nature: alpha-sepiolite and beta-sepiolite. Alpha- sepiolite is amorphous, compact, and resembles pellets that look like sea froth, hence its Turkish name Luletasi. In contrast, beta-sepiolite appears as amorphous aggregates or small, flat, round particles. These two forms exhibit different physical properties. Meerschaum was also studied by Brauner and Preisinger in 1958, who agreed that it primarily consists of sepiolite (2MgO·3SiO2·nH2O). According to these researchers, water is present in its mineral, zeolitic, crystal, and structural forms. Meerschaum is commonly used for adsorbing various liquids, as an ion exchanger, and for dispersing and insulating paraffin in the chemical industry (Gokdemir and Dogan, 2011). Sepiolite deposits of the meerschaum type are primarily found in Turkey, Somalia, Tanzania, Kenya, and Mexico. Alongside high-quality, low-density, and highly porous meerschaum, Somalia also has sedimentary sepiolite formations. The total reserves of these deposits are estimated at around 50–100 million tons (Sariiz and Isik, 1995). Meerschaum, also known as “white gold” or “sepiolite,” is a unique mineral highly prized for its lightness, heat- resistant properties, and ability to be carved into intricate designs. Found predominantly in Eskisehir, Turkiye, meerschaum mining and processing have become significant contributors to the local economy and cultural heritage. This paper explores the history, economic importance, mining practices, and environmental impacts of meerschaum mining in Eskisehir and discusses the challenges and opportunities faced by the industry.

The recent boom in the mining industry has lead to some unique challenges in successfully operating processing plants. With high turn-over rates of both operators and technical staff, and many experienced personnel leaving regional sites for city based jobs there is often an onsite knowledge vacuum and this in turn puts pressure on both site training departments and senior metallurgists to provide the relevant skills to the continuous stream of new staff. Frequently both operators and new metallurgists are instructed on a æhow-toÆ basis rather than giving them the understanding as to why tasks are performed and decisions are made. This paper has been written with the plant operator and metallurgist in mind and aims to provide suitable material to be incorporated into a site training manual. Topics have been broadly divided into the following categories: factors that operational staff can control; including pulp density, air addition rate, froth depth, particle size and reagent type and use; factors that operational staff cannot control; providing general information on bubble size, froth stability, pulp chemistry and the mechanical effects of the rotor/stator system; and process improvements. Each topic is discussed with a view to clarifying the key process variables that need to be understood and optimised in an industrial operating plant.

Clearly a plant designed only to treat average ore at the nameplate rate will fail to achieve nameplate in any typical year. To insert the necessary capability to achieve nameplate it is common process engineering design practice that plant must be able to treat an ore with 80th percentile value (hardness or competence values for example) at the nameplate rate. In the authorÆs experience, apart from a couple of notable cases, this has been applied reasonably well as a principal, and with widespread success. However, in a number of recent instances it became clear that the use of the 80th percentile number would have resulted in significant under design of the plant. This paper makes the case that the 80th percentile, as a principal, has can have serious flaws and its use needs to be assessed on a case by case basis. The discussion in this paper is the first step in developing a new design principal, and the associated methodology for selection of a design value, that will ensure plants are designed to achieve their nameplate capacities.CITATION:David, D, 2013.
