Introduction Coal has always been China's predominant energy resource. The country ranks among the three richest countries in coal reserves in the world, next to the US and the Soviet Union. According to China's Ministry of Coal Industry (MCI), coal accounted for about 72% of the total national energy consumption. Despite efforts to increase the output of oil and hydropower, coal is predicted to remain dominant on the energy scene by increasing its share to 77% by the turn of the century. To match the rapid growth in the agricultural and industrial sectors, MCI has targeted the coal industry to double coal output from 600 Mt/a (660 million stpy) in 1981 to 1.2 Gt/a (1.3 billion stpy) by the year 2000. How is this goal to be achieved? According to MCI, it will be accomplished by: • building new underground and surface mines with a total output of 400 Mt/a (440 million stpy); • increasing the output of existing state-controlled mines from the present 344 Mt/a (368 million stpy) to 400 Mt/a (440 million stpy); and • developing and increasing the output of small, local mines run by province, county, and production brigade from the present 276 Mt/a (304 million stpy) to 400 Mt/a (440 million stpy). Building new underground and surface mines New underground coal mines will be developed in areas where the coal industry has already made headway and infrastructures currently exist. This is to optimize hardpressed capital spending on investment. Ten existing coal production bases were selected in nine different provinces that met these requirements. The underground mines scheduled to be constructed in stages at he existing coal production bases will have a total output of 200 Mt/a (220 million stpy) by the end of the century. Regarding surface mines, four mines in the Inner Mongolia Autonomous Region and one in Shanxi province have been earmarked for construction during the same period. By the year 2000, these surface mines are expected to produce 200 Mt/a (220 million stpy). Foreign equipment, machinery, and surface mine stripping technology were all involved in different degrees in the development of the five new surface mines. Some have signed joint venture agreements. Occidental Petroleum Corp. is in a joint venture with China in developing Ping-shou's 15 Mt/a (16.5 million stpy) Antaibao No. 1 open-pit. The Shentou power station, situated nearby, is anticipated to consume 3.2 Mt/a (3.5 million stpy) of the coal it produces. Some is designated for export. Increasing output There are 554 state-controlled mines that have been in operation since before 1980. They produce 344 Mt/a (379 million stpy). To increase capacity, MCI has laid out some guidelines. • Coal prospecting near existing mines must be given top priority and intensified so that workable reserves can be increased. This would lengthen the mines' useful life. • Many mines and slopes that were constructed during the 1950s are very small and densely populated. A Method to Calculate Hydrodynamic Loads on Underground Bulkheads Bulkheads are structures built in openings in underground mines to impound water, preventing the water from entering the active mine workings. These structures not only have to be designed to withstand the static, hydraulic pressure, but also the dynamic or seismic pressure, which would be generated by an earthquake. Bulkheads can be considered underground dams. Unlike dams on the surface, bulkheads are often subjected to hydraulic heads that exceed the heights of the bulkheads. Theodor von Karman in 1933, and Westergaard earlier, developed the equation by which the hydrodynamic pressures on surface dams could be calculated. Civil engineering handbooks of today contain this equation. In this paper, using the methodology developed by von Karman and Westergaard, the authors have developed an equation by which the hydrodynamic forces on bulkheads could be calculated when the hydraulic head exceeds the height of the bulkhead.

Despite a present, short-term economic recession, a remarkable enthusiasm exists in Hong Kong for building infrastructure including major tunnel projects. This paper provides details of current and recent bored tunnel works together with an insight into the impressive list of future underground projects planned by the MTRC,KCRC, Highways Department and Drainage Services Department for the next decade. Risks for each of these works including pipejacking, mixed face and rock tunnelling generally in Hong Kong are also identified. From this is evident that the scale and difficulty of such works continues to increase, requiring the use of more sophisticated methods of construction, the need for better methods of assessing and managing risks and for Government to utilize improved, more equitable Conditions of Contract for such major tunnelling projects.

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. Energy and the conversion of potential energy into alternate forms is becoming a topic of household conversation for a larger segment of the world's population as mankind's desire for products derived from the vast array of technological developments continues to expand. The world's use of steel and the high energy consumption related to the production of steel promotes an awareness of the limitations of existing technology and a search for more economical alternates. Terminology such as (BF) Blast Furnace, (BOP) Basic Oxygen Furnace, (EAF) Electric ARC Furnace, (DR) Direct Reduction, (DRI) Direct Reduced Iron and (FC) form coke is becoming commonplace as alternates are being sought to alleviate the energy crunch. Coke production by various methods was developed as early as the seventeenth century in Europe to replace the disappearing hardwood forests that supplied the initial blast furnace fuel in the form of charcoal. In 1880, the Semet Solvay by-product coke oven design was introduced to the United States at Syracuse, New York, to supply coke for use in the production of soda ash, coke oven gas and its by products as the primary source of many organic processes. Although the Semet Solvay coke oven has not been marketed for decades, these coke oven batteries are in use today producing metallurgical coke, coke oven gas, and related by-products.

1 Flotation Analogy To explain flotation in simpler terms the following analogy will be used. A factory (the flotation cell) manufactures a product (collector coated mineral). The product (collector coated mineral) is transported to market (the launder). A truck (the frother) is used to transport the product (collector coated mineral) to the market (the launder). The truck (the frother) transports the product over a road (the froth bed). The truck (the frother) and product (collector coated mineral) are supported by tires (the air). 2 Assumptions This operating philosophy assumes that the correct collector dosage is present along with the correct particle size distribution, pH conditions, etc. and that the minimum required frother dosage is correct. 3 Collector Addition The collector addition as used at a flotation plant is based on dosage rate as determined by the amount of mineral value entering the concentrator. Collector is normally added at two points in the concentrator: The primary flotation circuit and staged addition in the rougher scavenger circuit. Surveys have shown that the staged collector addition provides an increase in the kinetics and increases the recovery of the valued mineral in the rougher scavenger circuit. 4 Frother 4.1 Frother Dosage As explained in the above analogy, frother can be likened to the truck that transports the product (collector coated mineral) to market (the launder). Just as you would not use a truck rated at 15 tonnes to transport a 20 tonne load, you cannot expect to transport coarse minerals to the launder when there is insufficient frother present. Frother dosage must always be at, or above the minimum target. If less frother than the required minimum is used, then coarse mineral particles will not be supported and transported to launder where the mineral is recovered. To the naked eye the froth characteristics, even when insufficient frother is used, will appear to be correct. You cannot see the coarse particles that are not being recovered in the froth. (See Section 4.2 below for an explanation of why this occurs.)

On April 30, 2003, representatives of the Society for Mining, Metallurgy and Exploration, Inc.(SME) met with the staff of the Division of Corporation Finance of the U.S. Securities and Exchange Commission (SEC). The meeting was held to discuss issues related to the estimation and publication of mineral resources and ore reserves. It took place in the Washington, D.C. offices of the SEC. SEC staff members included Roger Schwall, assistant director, Division of Corporation Finance; Jill Davis, senior accountant; Roger Baer, senior mining engineer; Carl Chavez, chief mining engineer; Ron Winfrey, senior petroleum engineer; and John Murphy, senior petroleum engineer. A computerized "Decision Support System" was used to evaluate an "Underground Platform Approach to Oil Recovery". Over a billion calculations were required to model the mine layouts; learning curves for shaft, tunnel, and well drilling scenarios; detailed cost, schedule, and resource data; complex oil production and material balance data; varying reservoir parameters; and complex oil pricing curves. Simplified "optimum" solutions were defined in terms of muck hoisting capacity, barrels of oil per day, and present worth. Complex "optimum" solutions were defined in terms of minimal exposure scenarios during development followed by shortest time to full production.

The flotation froth structure and motion determines the amount of entrained gangue that is collected to the concentrate. Despite this important role in the overall performance, the behaviour of the froth is still ill understood. To date, predominantly empirical models have been developed to describe entrainment. A fundamentally based model is described and used here in an attempt to improve the understanding of entrainment. This general froth simulator (UMIST FrothSim) allows the modelling of a wide range of flotation conditions, as it takes account of a large number of the physical phenomena that occur within flotation froths. The model firstly describes gas motion and bubble coalescence, and the water motion based on gravitational, viscous and capillary effects. The motion of the solids distinguishes between various solids classes based on hydrophobicity, particle size and density and models them by including the effects of Geometric and Plateau border dispersion, particle settling and the motion of the water. The aim of this paper is to show the applicability of this model to explain the observed entrainment and collection of gangue. This is done by comparing model predictions with the experimentally observed relationship between the gangue and water recoveries. The model predicts the identical trends, which are explained in terms of the interaction between the linear effects of water motion and hindered settling and the non-linear effect of particle dispersion.

Talk some about your background. Mining, particularly coal, runs in the family. I come from a mining family, one generation re-moved. Both of my grandfathers worked in the coal mines. My mother?s father had worked as a coal miner in the South Hills area of Pittsburgh after coming to America from Croatia. My father?s father (who died of black lung long before I was born) had been born in America and worked as a mine foreman and superintendent in mines just outside the Pittsburgh area. My father often talked about when, as a child, he accompanied his father underground on Sundays to check the mine pumps. While I never expected to go into mining, I often read some of my grandfather?s books on mining technology that my father had kept. I started college at Penn State and drifted into mining engineering as my third declared major. I was finally realizing the importance of a career choice. I?ve never regretted that decision. One of my children, Mark, has followed me into mining engineering, much to my surprise and pride. Evidently, he had been listening to the many conversations I had with friends and colleagues in the industry and never considered any other career path. He has since married another mining engineer, Kray Davis Luxbacher, so we truly have a mining family and can talk mining when we get together. My other children are in more mundane lines of work and rapidly tire of the mining discussions. I?ve worked for operating companies: Pittsburgh Coal Co. (then a division of Consolidation Coal Co., and a company I believe both of my grandfathers had worked for), Island Creek Coal Co., and a research organization: Occidental Research Corp. I am now with Glenn Springs Holdings Inc., dealing with legacy issues (primarily environmental) related to Occidental?s previous mining operations (coal and minerals). As such, I have a broad view of the industry and the critical changes that are shaping our industry.

The attapulgite industry saw a year of solid growth after a weaker 2003. Demand was up between 5 percent and 6 percent driven by almost all of the key markets. Construction continued to show record new housing demand, assisted by continued low interest rates. That drove strong growth in construction related markets like coatings, tape joint compounds and other construction materials applications. The agricultural markets rebounded modestly to increase sales for suspension fertilizers, animal feeds and pesticide carriers. Oil drilling also showed strong growth due to high oil and gas prices. Sales to molecular sieve applications grew due to petrochemical and construction demand. The export markets were assisted by further depreciation of the dollar. The only weak area was in nonagricultural granular sorbents, where other sorbent materials continued to dominate.

Traditionally, chromite ores are regarded exclusively as a monomineral raw material for extraction of chromium. The results of the investigations indicate a wide range of PGM in the Ray-Iz chromites, amounting to 1-3 ppm PGM. The study of products of primary gravity concentration from heavily and lightly disseminated ores (Tsentralnoe deposit, Ray-Iz block), showed that the platinum-group minerals are concentrated in the tails and slimes of the processed products, containing 10-30 ppm total PGM. Preliminary data make it possible to conclude that an in-depth study of the platinum mineralogy of the Ray-Iz block chromite ores is necessary to develop a process that will produce both chromium and the PGM.

The expanding applications of vibrating feeders for controlling the flow of bulk materials, and their adaptation for processing requirements, have developed considerable interest in stockpiling and reclaim systems. The general design of these units consists of a material transporting trough, or platform, driven by a vibratory force system. Design flexibility and variety is limited only by engineering ingenuity. The basic motion of the vibratory trough, or work member, is a controlled directional linear vibration that produces a material tossing or hopping action. Material travel speeds vary from 0 to about 30 m/min, depending on the combination of frequency, amplitude, and slope vibration angle.

Parameter estimation of the inverse distance estimation algorithm is presented. The objective function to be minimized is a sum of squared cross validation errors. The unknowns to be estimated are the exponent of the inverse distance estimator and anisotropic angles and ratios that are used in determining the distances in the algorithm. Examples are presented for both two and three dimensions data sets.

Common clay is a natural, fine-grained material composed of hydrous aluminum silicates. Shale is a laminated sedimentary rock that is formed by the consolidation of clay, mud or silt. Production About 160 companies produced common clay and shale in 41 states. In states not reporting production, common clay and shale probably was mined and sold for construction applications by companies not participating in the U.S. Geological Survey’s canvass of producers.

All parameters influencing the decision for selection of a suitable extraction method were first selected as the base of this study. Then these parameters were categorized in two main groups. The first group of the parameters includes ?geomechanical and inherent characteristics of the dimension stones? such as hardness, RQD, compressive strength, joints plane orientation and spacing, and water content. The second group was named ?technical and economical parameters associated with the investor?s objectives? like for example extraction capacity (production rate), blocks recovery, mechanization, capital investment and operational costs. Finally, the influences of all mentioned parameters on the selection of the most applicable extraction methods have been assessed and discussed.

Diesel particulate filter (DPF) systems and biodiesel fuels are two of the most promising technologies available to the mining industry to reduce the exposure of underground miners to diesel particulate matter (DPM). A study has been conducted to estimate the potential of DPF systems and biodiesel blends to reduce DPM emissions from production vehicles. Results of testing three DPF systems in an isolated zone showed 88% to 99% reductions in elemental carbon concentrations. The test results also show that biodiesel blends, B20 and B50, reduced the elemental carbon concentrations in the mine air by 26 and 48 percent, respectively.

Oil sand tailings are disposed of in large ponds in which MFT (Mature Fine Tailings, a stable suspension of fine particles in water) forms after many years of settling. Long-term storage of large volumes of MFT is costly to maintain and also poses an environmental liability. The Advanced Separation Technologies laboratory at CANMET Western Research Centre has worked closely with oil sand companies to eliminate MFT generation by applying paste technology to oil sand tailings. In this process the fine tailings are flocculated to produce a thickened material that has the potential to consolidate to a dry landscape, while warm water is recovered and recycled for reuse in the extraction process. This paper presents some results of an extensive technical program involving bench-scale tests for flocculant selection and continuous thickener pilot tests.
