The former Homestake gold mine at Lead, South Dakota, has been selected by the National Science Foundation as the proposed host site for the Deep Underground Science and Engineering Laboratory. The deep laboratory and associated research campus will be developed at approximately the 7700-ft level. Plans also include the development of the Sanford Underground Science and Engineering Laboratory at the 4850-ft level. After the mine?s pumps were shut off in June, 2003, water levels rose to approximately the 4650-ft level by early 2008. Pumps in the 8150-ft deep mine were turned on again for dewatering in April, 2008. Instrumentation is being installed in the mine to measure water-level declines during pumping, for later analysis of permeability and related hydraulic properties of the formation. Pressure-sensitive transducers and data loggers will provide real-time information on water levels that will be available to interested parties. Quality of the water also will be monitored as it is pumped from the mine. I

Montana sapphires were first discovered in alluvial deposits in the Helena area in 1865 and subsequently were discovered in other alluvial deposits in southwestern Montana and also in a lamprophyre dike at Yogo in central Montana. From about 1900 until the late 1930?s, when synthetic sapphire began to come into widespread industrial use, Montana sapphire mines produced large quantities mainly for watch bearings with lesser production for the gemstone market. The Yogo deposit is now mined for the gemstone market and two of the alluvial deposits are mined to produce sapphires for the fee-sieving of sapphire-bearing gravel and for the direct sale of gemstones. The generally pale-colored sapphires from the alluvial deposits in southwestern Montana are heated to enhance their colors whereas the generally blue sapphires from the Yogo deposit require no treatment. Markets for sapphires from both the alluvial deposits and the Yogo deposit are strong. In spite of reported historic production in excess of 70 tonnes, mineable resources appear to remain at most major deposits. Also abundant untested lamprophyre dikes in central Montana may host sapphires similar to those at the Yogo deposit.

The need for yieldable ground support, particularly in high stress or deep mining conditions, has grown in recent years. This paper highlights some of the current industry limitations and provides selection criteria for a new yielding ground support system, DSI?s Dynatork Bolt. This bolt distinguishes itself by withstanding 16 ? 30 kJ of energy deflecting loads anywhere from 7 ? 20 tons (depending on the energy). A summary of the laboratory test results and case studies will also be presented as a measure of the performance of this dynamic product.

Beginning on June 11, 2007, as many as 36, kindergarten-to-grade-12 (K-12) teachers will participate in a program designed to educate them all about the mining industry. The 39th Annual A Total Concept of the Mining Industry – All About Mining, will be conducted by the Colorado Mining Association Education Foundation, Inc. (CMAEF) and the Office of Special Programs and Continuing Education (SPACE) at the Colorado School of Mines. This flagship program includes four intensive weeks at the Colorado School of Mines. During that time, more than 75 volunteer lecturers will “educate the educators” about mining and its importance to the United States and the world. During the learning process associated with obtaining a basic understanding of mining and all its aspects, the teachers will be hosted by hundreds of other industry professionals at 10 Colorado mining operations. Also visited will be a government earthquake center, a museum of mining and industry, an earth mechanics laboratory, a metallurgical research center, a metallurgical concentrator, an electric power plant and a steel mill. Questions before, during and after visits will be answered by another select group of volunteers who will travel with the teachers to the various sites.

Soil erosion is strongly related to soil hydraulic properties. Understanding how surface coal mining impacts those properties is important in developing effective management practices to control erosion during reclamation. Soils from undisturbed areas, roughly graded mine spoil, replaced topsoil before seeding, and revegetated areas at the Rosebud Mine in Eastern Montana were evaluated to determine impacts on soil hydraulic properties. Field and laboratory studies were conducted to determine soil hydraulic properties, including particle-size distribution, organic matter content, and saturated hydraulic conductivity. WEPP simulations and risk analyses were performed on the soil hydraulic property data to determine the impacts of changes on soil erosion. The hydraulic properties of the soils in each representative area have significant differences due to the mining and reclamation practices at the mine. WEPP simulations show that the potential for soil erosion increases due to mining activities disturbing the soil. WEPP simulations also indicate that the potential for erosion may return to pre-mining levels over time with effective revegetation practices.

A novel dry and wet air dust filter concept was conceived and demonstrated successfully at two mines. A steel-wool and a fiberglass filter, suitable for underground use were identified through laboratory testing and demonstrated in the mine. The steel wool filter was operated with and without water sprays while the fiberglass filter was only operated in the dry mode. The dry steel wool filter provided a dust capture of 37% at a negligible pressure drop. When fine misting water sprays were used on the steel wool filter, the dust capture increased to 51% again with a negligible pressure drop. The filter screen also remained clean and no change in air flow characteristics was observed as a function of time. The dry fiberglass filter however did not perform as well achieving only 11% dust capture while introducing a significant resistance to air flow. This technology is seen to have several applications in underground coal mines.

As opposed to a prescriptive-based design, a performance-based fire-protection system design allows the system planner the flexibility in choosing specific method, materials and design tools to achieve a preset goal. A different approach in fire protection and a powerful addition to existing method, the system has been around for many years, and has gone through numerous improvements. Despite its popularity in the building industry, it has not been introduced to the mining industry yet. As mines get deeper, increases in size and complication, mine fire safety system will also become increasingly challenging, a new and proven system should be able to great potential to eradicate many of the problems that are either unsolvable or cost-prohibitive with the traditional method. With increasing globalization and international exchange with other major mining countries a common language/practice also make the performance-based design method a desirable feature in mine fire safety system. This paper will first define a performance-based system, step-by-step design methods, likely impacts on fire-protection practices and possible challenges in implementing the system in US underground mines.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 22, 2007 at the Charles F. Barber Pavilion (Museum Convention Center) in Leadville, CO. The four inductees are James Harold Courtright (1908-1986), Dr. Howard L. Hartman (1924-2002), Charles Washington Merrill (1869-1956) and Kenyon E. Richard (1915-1993). The inductions will bring to 197 the number of mining “greats” whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

Innovations in communications and real-time information systems are providing industry opportunities to improve profitability. Real-time operating data is collected from equipment across a site or even several sites into a central server for secure PC and PDA-based Internet access. This paper includes discussion of how operating staff can use wireless devices to see equipment and processing data from anywhere throughout the mines and concentrators, and how management can view results from multiple mines, all in real time. Additional opportunities enabled through the remote access by equipment vendors or mining consultants is also presented, as well as an overview of typical benefits and current installations.

"In June or July 2005, the European Commission will present its Thematic Strategy on the Sustainable Use of Natural Resources proposal to the Council and European Parliament, one of the seven Thematic Strategies to be developed and implemented under the 6th European Environment Action Programme in support of the European Union’s Sustainable Development Strategy defined by the European Union’s Head of State at the Göteborg European Council, in June 2001. The time scale for this Thematic Strategy is 25 years (2005-2030). This paper discusses some of the key issues related to the EU minerals and metals industry that needs to be addressed by the Strategy. These are: - the need for access to mineral reserves in the EU and abroad; - the need to strenghten the capacity of developing countries to sustainably promote and regulate the use of their mineral potential; - the need for an EU mineral resources intelligence capacity. There are additional important needs, which are not discussed in this paper, such as: - the need to foster further innovation in mining, ore beneficiation and metallurgical technologies; - the need to integrate and simplify the exisitng complex regulatory framework applicable to the EU mining industry and to effectively implement existing legislation."

The Andacollo gold mine is located near the town of Andacollo (population 14,000 people) in Chile’s region four. It is about 56km (35 miles) by paved road from the coastal city of La Serena. Santiago is about480 km (300 miles) south. Site elevation varies between 1,000 and 1,280 m(3,300 and 4,200 ft). The climate at the Andacollo site is moderate but arid. Average annual rainfall is only 130mm (5 in.). Because there is little rain and the temperature varies only a few degrees (14 to 24 C or 57 to 75F), there are no problems with freezing, solution dilution or pad saturation. The climatic conditions are ideal for heap leaching.

The subject of rapid excavation tunneling is one that is extremely important to the people in the Metropolitan area of Chicago. My personal observation is that it is also extremely important to the urban communities around the U.S., to many local and state governments, and to the public officials who are deeply concerned about state affairs and taxes. The Metropolitan Chicago area is in fact, (as are 40 other major urban areas in the U.S.) confronted at the present time with a very serious combined sewer overflow, drainage and pollution problem which accounts for an estimated 40% of the pollutional load on its waterway system. In response to this the District has to date spent some seven millions of dollars in an attempt to find the most economical solution available for the elimination of this problem. This study included extensive investigations of the geological strata, the quantity and quality of storm runoff to be dealt with, and the various methods of storage and treatment available. It has considered solving the overflow problem by a concept involving a series of tunnels, rock tunnels, shafts and storage areas which will collect, retain and subsequently treat that portion of the combined sewer overflow which can be handled in the most cost-effective and economical way, consistent with following the federal and state standards - with which we at the present time agree in principle.

Discussion by E. Arioglu Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence [(ASmax)] induced by chain pillar convergence has been related to a parameter (h/1- p) by linear regression. (Notations are expressed in this discussion's Fig. 1 (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goat may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between [ASmax/m vs. h/1-p]. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data. It may be noted here that Wardell's approach (1969) can be successfully utilized for longwall panels having chain pillars. Introduction Syncrude Canada Ltd. is the operating company for a consortium of industry and government participants that produce synthetic crude oil from their leases in the Athabasca Oil Sands. Production from the $2.3 billion (1978) integrated mining, extraction, and bitumen upgrading and utility complex started in September 1978. Production is currently about 6.4 Mm3/a (40 million bbl per year) of high quality synthetic crude oil. This is done by upgrading the extracted bitumen from the oil sands mined. Plans are to increase the production to 8 Mm3/a (50 million bbl pier year) by 1989. At that time, the mining operation will be required to deliver 100 Mt/a (110 million stpy) of oil sand (ore) to the extraction plants, and handle quantities of waste ranging from 50 to 75 Mt/a (55 to 83 million stpy). The Syncrude plant is located at Mildred Lake, 40 km (25 miles) north of Fort McMurray and 480 km (300 miles) north of Edmonton, Alberta. Climate, particularly winter, is therefore a major factor affecting the design and operation of all the Syncrude production facilities. Bitumen production, consisting of overburden removal, oil/sand mining, bitumen extraction, and tailings disposal, account for about half the total SCO production costs. Considerable research and development, therefore, continues to be applied to improve both material handling and bitumen recovery methods. Potential applications for feeder breakers were identified in the material handling aspects of both overburden and oil sand mining to reduce cost and to attain planned production increments. Overburden removal Overburden materials on the leases comprise thin Pleistocene sands, gravel and fill, and sands, silts and clays of the thicker Clearwater Formation with the silt to clay components predominating. The latter contains multiple leases of hard siltstone with unconfined compressive strengths up to 148 MPa and thicknesses up 0.1 to 0.9 m (1 to 3ft). Characteristics of the overburden as well as the climatic environment and scale of operation present unique problems for the efficient removal of the material. In a bucketwheel/conveyor system, the weak silty clay formations require relatively flat working slopes for safe operation, while the siltstone lenses and frozen overburden require blasting or selective removal by other equipment. These factors, combined with the normal bucketwheel/conveyor design parameters, lead to high capital investment and relatively inefficient use of that capital. Preliminary engineering for the Waller Creek Tunnel was completed in 2001, but the project was held in abeyance until the summer of 2007. This paper describes several features of the revised design, which required significant changes from the original concept. Most notable is the expected replacement of a tunnel boring machine (TBM) by conventional tunneling. The considerable influence of geological conditions on the tunnel vertical alignment is discussed, in particular the impact of the zones of Eagle Ford Shale with swelling potential. Other features which are described include the wide span tunnels and large diameter shaft requirements.

The OptiPit® software program is developed based on expertise gained at the Colorado School of Mines (CSM) using Mixed Integer Linear Programming (MILP) techniques. This program has been developed to satisfy the need in the mining industry for a multi-time period schedule and cutoff grade optimization tool that handles large scale open pit and underground mining operations involving many dumps, stockpiles, complex processing options and blending requirements. The current software (or earlier development versions) has been beta tested and used on various large scale projects within Placer Dome Inc., Newmont Mining Corporation, and Phelps Dodge Corporation since 2003. Through the use of this software, these companies experienced additional value creation by optimizing mine sequences, cutoff grades, material process flows and stockpiles under complex operational and processing constraints. This paper will present simple case study results to demonstrate the power of OptiPit® when used as a cutoff grade optimization tool. Furthermore, the paper will show, by example, how significant the difference in the Net Present Value (NPV) of a given project can be, depending on whether results are obtained by way of cutoff grade optimization using OptiPit®, or by using traditional breakeven cutoff grade approach.

"Since the United Nations conference on "environment and development" in Rio de Janeiro in 1992, the term "sustainable development" or short "sustainability" is used more and more in social-political discussions. Agenda 21 calls on the countries on national level as well as governmental and non-governmental organisations on international level to develop a concept of sustainability indicators to measure the progress towards sustainability. This paper deals with the development of an evaluation system for sustainability in the minerals extraction. By their application, aspects of sustainable development in the raw minerals industry are to be systematically conceived and assessed. This project has been carried out on behalf of the German Federal Ministry of Economics and Labour."

To preserve Washington Group International's quality of service in the mine operations area, the company has established a Supervisor Training Program to provide all levels of supervision with the required skills to meet objectives and guarantee consistent, excellent performance for each of our projects. A need developed to establish this training program internationally. The first international training session was held at the APEX San Cristóbal Mine in Bolivia. This paper discusses the program’s development, execution, results, and lessons learned with an emphasis on multicultural environments.

The objective of asphalt mix design is to produce a mix with optimal performance using available aggregate stockpiles. Often, this process does not take into consideration aggregate plant stockpile inventories or the cost of aggregate in the mix. This is due to the lack of tools that enable the lab technician or the engineer to optimize the mix for good performance while reducing the cost of aggregate and managing the stockpile inventory levels. The Bailey method provides useful guidance on aggregate gradation selection for optimal performance. This work presents a linear programming model of the asphalt mix design problem. The algorithm is implemented in MATLAB as an Asphalt Mix Design Optimization (AMIDO) program. The program is successfully validated with real-life data. The results show that AMIDO can be used to successfully produce any mix design with known Bailey method ratios. Also, RAP can be included in a design easily by making use of the Bailey method ratios and AMIDO. This work improves the state-of-the-art in asphalt mix design for dense graded mixes and could potentially be modified for other mixes.
