This paper deals with drilling and blasting techniques at the Phoenix mine, near Grand F1nks, B.C., which is now operated by The Granby Mining Company Ltd. The difficulties of open-pit mining through former underground workings are unique to this operation. Rock types are related to drilling conditions, and the methods used, or contemplated, to overcome the several difficulties are outlined. The equipment used is also mentioned. Finally, blasting techniques and costs are reviewed. Introduction T HE Granby Mining Company operates on open-pit copper mine and concentrator at the site of the original Phoenix mine, near Grand Forks in south-central British Columbia. The pit is a side-hill cut measuring approximately 1,000 by 2,000 ft., and covering a vertical range of from 4,550 to 4,950 feet above sea level. The mill is currently operating at 1,900 tons per day. A 4.5 to 1.0 waste to ore ratio necessitates the removal of some 15,000 tons of ore and waste per working day. My paper entitled "Spontaneous Combustion of Coal in Mines;" read some time ago before this Branch, consisted chiefly of extracts from the British Blue Book dealing with the same subject. Fallowing my article, Mr. de Hart submitted a paper dealing with the application of existing methods of working in Alberta to the conditions obtaining in our bituminous mines. I must confess that the perusal of his paper did not enlighten me either as to what might be a method preferable to those in vogue or even to Mr. de Hart's ideas on the subject, nor did the ensuing discussion of Mr. de Hart's paper afford any great clarification of the problem. The outstanding idea, supplied by Mr. Dick, seemed to be that a retreating system could not be employed, as no operator would feel justified in risking the capital necessary to driving to the boundary when the whole might be jeopardized by a fire breaking out in the waste. That a fire would break out in the waste of any adit-level working seemed to be conceded by all, and with that I agree; that an ignited waste could not be safely sealed off by means of stoppings in a coal barrier-pillar appeared to be the contention of Mr. Dick, or perhaps he attributed this idea to the Mines Branch-anyhow, it seemed to loom over the discussion like a miasma. With this aspect I do not agree, as ? reliance is placed wholly on stoppings in the thick seams of South Staffordshire, even in fiery mines. In the thick coal at Exhall colliery, or elsewhere in Warwickshire (34 feet 4 inches) containing hard and soft coal in layers, a fire assuming serious proportions is sealed off. By the way, retreating long-wall methods are employed. In Fifeshire, sealing off fire in the Dysart mine has been accomplished successfully. The seam averages about 20 feet thick.

My topic, "The Administration of Mineral Rights'.' is possibly an unusual one, as it deals with a subject upon which many of us have a more than passing interest, I thought ?it might prove consistent with the objects of this meeting, more especially as I propose to deal, not with those broad subjects of nation-wide importance which are often the subject'? of learned (and sometimes futile) academic discussion, but rather with problems in their practical light. To the scientist, the important question is What is it? to the technician, Can it be utilized? to the business-man, Will it pay? All three questions are important, and so quick has been the march of business on the heels of science? that the one question follows the other with astonishing rapidity and all three must be considered in the modern management of a mineral estate. A .good illustration of the force of this can be found in the recent advance of our knowledge of the element helium in which we have advanced from a solution of the first question to the last question in the short period of 55 years. It is to be borne in mind, however, that in the administration of mineral rights, the question "Will it pay?:' is of primary importance. What forms a mineral estate ? A former practice in western Canada in selling lands was to sell the hair with the hide. All transactions sold the lands in fee simple, which included all mines, minerals and rights and privileges whatsoever, excluding only the royal metals, gold and silver, which by imputation, though not by specific reference, in deeds. of title are reserved to the Crown. At that time the country was in the first ?stages of settlement and the value of our mineral resources was hardly appreciated and little understood.

For a country that is as important a gold producer as Canada, the return to the gold standard of the major commercial countries of the world during the past five years is of particular significance. To the Canadian gold mining industry, the advantages of the gold standard are a matter of more than theoretical importance. According to economic theory, prices are determined by the relation between the demand for, and the supply of, money. The demand consists of the offering of goods for money; the more goods offered, the greater the demand. The supply consists of the total money available for the purchase of goods. The total supply of goods to be exchanged through the instrumentality of money remaining the same, an increase in the supply of money will, according to this theory, raise prices; conversely, a decrease in the supply of money will lower prices. Let us imagine that everyone in the world suddenly had twice as much money, and that the sum total of all goods remained the same. Is it not obvious that we would pay just double the price for these goods? In Canada today, most people have approximately 50 per cent grea.ter income than in 1913, and the average price for all articles sold in Canada is 50 per cent above those in 1913.

Introduction The study of the ore deposits of British Columbia is one of fascinating interest not only from a scientific but also from a commercial standpoint and certain wide problems in connection therewith have interested me for some years. Several of these problems have been set forth in papers presented before this Institute on previous occasions. In 1918 it was pointed out that the commercial ore deposits of British Columbia, with one exception, were associated with the granodiorite batholiths of upper Jurassic age. This was followed, in 1922, by a discussion of the ore deposits of British Columbia in which the mineral belts of the province were defined and named, showing a zonal arrangement of ores in which the Pacific coast deposits are characterized by the presence of copper, while the interior belt is marked by the presence of silver, lead, and gold. Methods Of Investigation In reading various reports on the economic geology of British Columbia one is struck with the fact that the mineral veins may be arranged as a system and further examination will show that such a system follows two main directions, one northeasterly and the other northwesterly, both related in origin to the same force.

Sarcheshmeh refractory consumption rate is about 7.5 - 8 kg/ton of the produced copper, which is almost three times higher than the other smelters practice. High destruction rate of tuyere zone refractory controls vessel productivity and operational lifetime. In this research with the aid of cold model and computational fluid dynamic (CFD), melt recirculation pattern and gas - liquid plume properties in the wide range of gas blowing conditions were studied. Results revealed that in addition to the well-known mechanical refractory destruction mechanism, fast tuyere zone refractory destruction could also be related to the cold bubble cluster formation near tuyere tips and introducing severe thermal shock to the refractory surface. Removing accretion and its strong bonds to the refractories around tuyere tip, causes refractory mechanical destruction and increases tuyere diameter. Increased tuyere diameter, in turn assists gas discharge in the bubbling regime. Air blowing in the bubbling regime result in the formation of big bubble clusters, bubble breakup and back attack occurrence which all found to have major impact on the refractory lifetime. Outcomes of this research, contributed to the plant converting management, blowing hardware and instrumentation improvement.

"A GLANCE BACK AT what has happened in the past is often a useful guide to the future, although it should be used mainly to provide a sense of direction rather than a map that must be followed. As a preamble to discussing some of the questions posed by the organizing committee it may be appropriate to briefly review the distribution and careers of the graduates of our Department since the first degree in mining engineering was awarded in 1916. An attempt has been made to keep a record of the locations and careers of the Department's 540 graduates in mining and metallurgical engineering. Almost all of those who graduated before 1930 have now retired, but a very large proportion held positions as senior executives prior to retirement. A major proportion of those who graduated before 1950 are now in what might be considered senior management positions. Those who have 10 to 20 years of experience are generally in work of senior engineering responsibility or in supervisory or junior management ranks, while those who graduated in the last ten years appear to be generally in staff engineering or junior supervisory positions. This classification is admittedly imprecise because it is difficult to determine from a job description whether duties should be considered of an engineering or management nature - a distinction between the two terms is often over-emphasized. Nevertheless, the trend from technical engineering to management responsibilities with seniority and years of experience is clear in the careers that we have been able to follow."

REACH was proposed by the EU Commission in October 2003 and stands for the Registration Evaluation, Authorisation and Restriction of Chemicals. It requires that all substances identified as persistent, bio-accumulative and toxic, whether the risk of those chemicals being released is real or perceived, require registration prior to them being allowed to be imported into the European Union. An internal investigation by the metals industry indicates that almost all primary raw materials streams would be classified as hazardous due to the potential health or environmental hazard properties of one or more of their ingredients. REACH uses a wide definition for chemicals and metals and as such its implications greatly impact the entire supply chain of the metals industry. The process of registration would require the producer/ importer to produce a dossier. Initiatives along the same lines as the EU REACH are also coming up in other parts of the world. REACH requires registration of at least four substances manufactured by the aluminium industry: aluminium metal, including powder, aluminium oxide, and aluminium hydroxide. The proposed legislation permits the affected companies to band together to form a consortium to develop certain aspects of the registration application. The aluminium industry has established a consortium and testing is currently underway.

"One of the corporate values mentioned by many companies deals with respect for people. This paper discusses one aspect of this value, namely, the need for clarity of accountabilities and authorities. The job of the manager in achieving this goal is analyzed and the benefits of enhancing the manager-employee conversation outlined. IntroductionCorporate values usually refer to the standards of behaviour that the leaders of the organization expect of all employees, including themselves, in carrying out their duties. Terms such as integrity, respect for the individual, continuous improvement, continuous learning, teamwork, speed, and innovation are quite common. The company-specific values are typically developed by the top executives of the company, and then tested with a broader group of employees. Where the process works, employees have a good understanding of what behaviour is expected of them in doing their work, in making difficult decisions, and in interacting with others.Having spent considerable time in his career investigating and studying the management systems at over 50 of the most successful companies in Canada, the United States, Europe and Japan, the author has had the opportunity to visit organizations such as Hewlett-Packard, 3M, Xerox, Intel, Toyota, NEC, Komatsu, British Airways, and Eastman Chemical. These experiences, together with the work of many other researchers, including the work of Dr. Elliott Jacques, have helped significantly to form the thoughts expressed below.Rather than reviewing the creation of corporate values and their deployment through the organization, these remarks focus on issues over which managers and employees have some control. The value in which managers can have significant impact deals with people and the respect shown them in the workplace. The component of respect to be emphasized is to be clear about expectations or accountabilities for oneself and the people who report to you, and to ensure that personal authority matches those expectations."

"The mill at Mattagami Lake Mines treats 3,850 tons per day. The mill feed is a heavy sulphide ore. It is composed ofPyrite & Pyrrhotite - 40%Marmatite - 17%Chalcopyrite - 2%Magnetite - 10%Talc and other Silicates - 31%The sulphides are intimately associated with each other and often finely disseminated throughout the siliceous gangue. An abundance of middling particles exist in the circuit and a delicate balance has to be maintained between concentrate grades and metal recoveries.The metal content of the mill feed fluctuates between 0.4 to 0.7% for copper and 6 to 13% for zinc.The flow sheet of the concentrator is shown in Figure 1.Eight sample streams have been selected for on-stream analysis, namely1. Due to the high pressures involved in the hydroforming process, friction and lubrication play an important role and can affect formability of the material. Tubes of A1Mg3.5Mn aluminum alloy, of 76.2 mm (3 inch) outside diameter and 2-mm thickness were considered in this study. Three kinds of lubricants, Al070, Hydrodraw711 and water, were applied to the tubes and tubes were hydroformed to burst in a square shape die cavity. The key process parameters were recorded during the tests. An in-house Gurson-Tvergaard-Needleman (GTN) damage-based material model, implemented in LS-DYNA, was used to model the process and predict the formability of this material. The applied axial loads and internal pressures recorded during the tests were used in the computations. The effect of different types of elements (solid and shell) with different constitutive models (von Mises and GTN models) in predicting the strain distribution is studied. The GTN damage-based material showed a good ability to capture necking and displacement histories in this process. Both predicted and measured results showed that the lubricant with lower coefficient of friction can effectively increase the comer expansion.

The reduction of copper sulfide and copper oxides originated during artificial tarnishing of copper was studied using potentiodynamic potential/current density experiments. Six copper surface treatments were considered: mechanical polishing; indoor exposure for 7 days; chemical etching in 1.6 M nitric acid; chemical etching and heating at 160°C; and chemical etching and dipping in a 9x10-4 M or 0.9 M potassium sulfide (1(25) solution at 70°C. Cuprite (Cu20) and chalcocite (Cu2S) were the main compounds formed. A linear relationship with the square root of the scan rate (v) was obtained by plotting the potentiodynamic potential/current density for the tarnish dissolution processes. A relationship between potential and current density cathodic peaks was not obtained, according to Müller's model, showing a proportionality factor with the dimensions of a resistance.

Surf Point and Edye Pass mines are on the northwestern part of Porcher island; 25 miles southwest of Prince Rupert. During the 1930's they produced about $750; 000 in gold from ore averaging better than one-half ounce a ton. The deposits are quartz veins; containing auriferous pyrite; concentrates average about 8 oz. gold a ton. The veins occur in a quartz diorite; stock. Their distribution shows an apparent control by primary flow structures; for the principal deposits lie on the axis of an arch of flow layers. The technique used in mapping the structures in the intrusive is that known as the Cloos method and described by Balk.

The present study aims at recovering rare earth elements (REE) in conjunction with the production of fertilizers from an apatite concentrate. Apatite is one of the REE rich minerals ending up in the tailings pond when Luossarvaara-Kiirunavaara AB (LKAB) in Sweden processes Malmberget’s iron ore deposit. Leaching with nitric acid, hydrochloric acid, and sulphuric acid respectively have been studied. The nitric acid route was chosen for further investigations and the optimum acid concentration for leaching of the REE were determined. The leached REE are recovered by solvent extraction using di-(2-ethylhexyl) phosphoric acid (D2EHPA) and 2-ethylhexylphosphonic acid-mono-2-ethylhexyl ester (EHEHPA).

There are great gaps in our knowledge, particula rly with re pect to gold in very high temperature fl uids generated at near Moho depths. But uch flu id may play an important part in Archaean pluton associated lode gold deposits whe re ultra high temperature fluids, rich in C02-CO-COS, may be associated with magma underplating and crustal assi mil ation processes (sag subduction) associated with very den e ult ramafic magma . Other environment with great potential include those of major thru t fau lt and strike slip fa ult s where large quant ities of fluids are mobilized .

"This paper describes the research and tests carried out to recover the readily available barite from the tailings produced by the Nystone Chemical Ltd. operation at Debert, N.S. The tailings comprised 70-80% of the original feed and contained about 20-25% Baso4 .The objective of the research, undertaken during 1982, was to produce a barite concentrate which would meet the American Petroleum Institute (API) barite requirements for use in drilling mud. Samples from the tailings pond were examined and analysed to determine the tailings characteristics.Preliminary test work was performed on the tailings samples using a Haultain Superpanner, Wilfley tables and Humphrey's spirals. The grade of the barite concentrate retrieved did not satisfy the API barite requirements.The fineness of the tailings and the fact that approximately 80% of the barite was contained in the -200 mesh (0.074 mm) size fractions, indicated that flotation of barite from the tailings might be successful."

The Bannockburn gold area covers the four townships of Bannockburn, Argyle, Hincks, and Montrose, lying in the western part of the Matachewan district of Ontario (see Figure 1). The geology of these four town-ships was studied by H. C. Cooke of the Geological Survey, in 1917-18, and is shown in his map of the district. In the fall of 1930, a rich gold-bearing quartz vein was discovered in the northwest part of Bannockburn by B. S. Ashley. A prospecting rush followed the discovery; many claims were staked in the Bannockburn area, and, during the summer of 1931, a considerable amount of prospecting was done.

The Uranium Province of Lagoa Real is located in the mid-south region of Bahia State, Brazil. Uranium is the only mineral wealth, occurring mainly in the form of uraninite. The region has been searched for uranium since 1971 and 35 anomalies were detected, distributed over 1200 km2. Seven are now taken as deposits, accounting for reasonably assured resources of 100.000 tons of U3O8. This paper describes the geological aspects of the area, the exploration and mining activities done so far by the state company INB and the perspectives for the near future, when a raise in the country?s uranium demand is expected.

In December 1994, Polaris decided to investigate the use of cemented rockfill (CRF) to supplement the existing frozen rockfill system. Extraction plans for the remaining ore reserves required a backfill with superior stiffness proper-ties and capable of developing high early strengths. Although CRF has been used success-fully at several mining operations, there was the additional challenge of making a reliable cemented product in permafrost conditions. There was also the challenge of procuring and storing one year’s supply (13 000 tonnes) of bulk cement. By the spring of 1995, following three months of research, test work and process design, the decision was made to proceed with the procurement and construction of a 3000 tpd batch plant. An ambitious completion date of December 1995 was set. Team Manufacturing of Langley, British Columbia was awarded the contract, complete with the considerable task of having the batch plant fabricated and ready for sea lift shipment by August, 1995.

A quantitative description of hydrometallurgical operations depends primarily on an understanding of the kinetics of the chemical and physical processes that take place in such operations. This paper will review the current status of kinetics in hydrometallurgy in terms primarily of the author’s experience in diverse unit operations. A distinction will be made between the popular use of models based on limited kinetic data and mechanisms which reflect the actual elementary chemical or physical steps involved in an overall process. Several examples will be used to illustrate this distinction. The proliferation of published papers of declining quality has resulted in the bequest to later researchers of outdated and often incorrect conclusions by a process that is often difficult to reverse. Some examples of these mysterious concepts will be examined and hopefully reversed. Finally, several examples will be given that identify significant gaps in our understanding of the kinetics of important processes that remain unresolved.
