Ranger Uranium Mines Pty. Ltd. operates an open pit mine and ore treatment plant in the Northern Territory designed to produce 3 000 tonne/yr of U308 in yellowcake from 3 500 tonne/day of mill feed. The construction of this project was completed in 1981, 12 years after the discovery of the orebody. Wright-Davy, a Joint Venture of Wright Engineers and Davy McKee Pacific, were the Project Managers and Designers of the $270 million ore treatment plant and associated infrastructure. The project was designed in Sydney in -an office integrated with the Client, staffed by 35 key personnel drawn from Wright Engineers and Davy McKee, supplemented by personnel hired for the project. The peak Wright-Davy workforce in Sydney of 200 contained 113 design staff. The design principle of using the best practicable proven technology resulted in a plant which easily produces its design output using ore types outside the design criteria. The structuring of the project systems and industrial relations policies contributed to construction being completed within time and under budget. The plant was built without any major industrial dispute occurring and no dispute arose due to the uranium issue.

It is well known that some sinkholes or subsidence take place from time to time in the areas where abandoned room and pillar type mines exist. The authors have been involved with the stability of abandoned mines beneath urbanized residential areas in Tokai region and there is a great concern about the stability of these abandoned mines during large earthquakes as well as in long term. The 2003 Miyagi Hokubu and 2011 Great East Japan earthquakes caused great damage to abandoned mines and resulted in many collapses. Particularly the effect of the quality of backfilling of abandoned mine below the urbanized areas is very important under static and dynamic conditions. The authors present the effect of the quality of backfilling on the ground subsidence associated with abandoned lignite mines under static and dynamic conditions and discuss its implications on the urbanized areas above abandoned lignite mines in this study. The quartzite added at the blast furnace for the purpose of adjusting the chemistry of the burden inputs is shown to have a disproportionate impact on both the level and the variability of the hot metal silicon (HMSi). This conclusion is supported not only by direct correlation involving data from five blast furnaces, but also by mass balances. In one case the R2 correlation coefficient was 0.96 and the mass balance was accurate to within five per cent for a wide range of quartzite additions. The results indicate that as much as 43 per cent of the silicon in the added quartzite reports directly to the hot metal. Indeed, silicon from quartzite was found to be much more likely to report to the hot metal compared to silicon from regular sources (eg coke and sinter), reflecting differences in the activity of the silicon source.

A part of the results of dissection survey of Chiba No.1 blast furnace, Kawasaki Steel Corporat- ion, is presented. Distributions of coke size and of slag and metal holdup are shown in the region of the dropping zone. A similar relation to the irri- gated packed bed is obtained. The distribution of coke size, coke temperature and liquid holdup are measured in and around the raceway. The shape of raceway in the horizontal and vertical sections indicates that each raceway worked individually. Liquid flow in the dropping zone and around the raceway on the basis of holdup measurements is Discussed.

Changes to water industry practice are required as a consequence of the Council of Australian Governments water reform agenda which binds all states and territories to a range of measures intended to drive new efficiency, sustainability, higher value use and proper provision for environmental needs. Queensland is implementing its reforms program through its water resource planning process, a legislatively underpinned program that provides for a new level of social, economic and environmental security. A water resource plan for the Fitzroy Basin has been finalised and its implementation plan, which details infrastructure operational arrangements for the basin, is due to be released later this year. The mining industry is a major contributor to the economy of the Basin, and although a comparatively minor water consumer, is now aligning its water use practices with the stateÆs maturing integrated resource management paradigm. This new culture presents both challenges and opportunities. Water reform in the Fitzroy basin is well advanced. The processes and institutional arrangements that have been developed are of significant importance to the aspirations of current and future minerals development. This paper outlines the current status of those reforms and the likely institutional framework for the near future. The paper also discusses how the reforms impact on the availability, access and security of water available to mining interests.

Regional geological mapping and facies analysis of the Late Devonian to Early Carboniferous Keelbottom Group of the Burdekin Basin have resulted in a depositional model representing six siliciclastic-carbonate facies. The six facies represent alluvial fan, braidplain delta, siliciclastic shoreline, siliciclastic shallow marine, restricted siliciclastic/carbonate shelf, and carbonate shoal depositional environments. These facies are identified in the Star beds which are equated with and included in the Keelbottom Group in this paper. Facies are repeated throughout the Group, as a result of two transgressive-regressive cycles.The first transgression recognised in the Keelbottom Group began in the mid-Famennian, and followed deposition of the Late Devonian Dotswood Group. It was marked by the deposition of Siliciclastic Shoreline facies in the basal Myrtlevale Formation, which was succeeded by Siliciclastic Shallow Marine facies at the peak of the transgression. The return of Siliciclastic Shoreline facies in the upper part of the Myrtlevale Formation marked the onset of the first regression, which resulted in the progradation of Braidplain Delta facies from the northwest of the basin. During the peak of this regression, deposition in the western part of the basin was dominated by Alluvial Fan facies.

A theoretical model has been developed to predict the probability of particle collection by air bubbles in a quiescent flotation pulp. The model considers the effects of both hydrodynamic and surface chemistry forces acting during the bubble-particle interaction. Hydrodynamic forces considered include the gravitational, buoyancy, streamline and film thinning resistance forces. The surface chemistry forces considered include the electrostatic, dispersion and hydrophobic forces. The hydrophobic force has been estimated from extended DLVO theory. The model is capable of predicting hydrodynamic and surface chemistry conditions under which bubble-particle adhesion is possible. Validity of the model has been verified experimentally.

In a recently completed AMIRA project, 20 samples were searched for gold mineralisation using the automated location facility (ALF) for rare phases on a scanning electron microscope in the CSIRO Division of Mineral Products, Melbourne. The samples were submitted by mining companies in Australia, and Papua New Guinea, and included crushed ore samples, cyclone overflow and underflow products, a flotation concentrate, and 12 tailing samples. Their gold contents ranged from 600 to 0.2 g/t An. Native gold and gold minerals including a gold telluride, gold-silver tellurides, and a gold bismuth mineral, were located in the samples as free grains and associated with other minerals such as pyrite, magnetite, hematite, ankerite, copper sulphides, silicate minerals, and quartz. In the highest grade samples, both micron sized and 200 ¦m grains of gold were found with ALF. It would be difficult to locate such d wide size range of gold in a manual search. Gold mineralisation was located in the tailing samples assaying 0.4 g/t An and higher. In several tailing samples coarse grains of native gold over 40 p.m in size were located. One grain was estimated to have contributed 40 per cent of the gold in the sample. As well as locating gold mineralisation, the ALF examination resulted in the identification of uranium, mercury, and bismuth minerals in the samples. Knowledge of the distribution of these minerals in processing streams could be important in the operation of a concentrator.

While these interests are worldwide, the Company operates or is partner in more than 30 Australian mining ventures. BHP Engineering (BHPE) is the in-house consultant to BHP but is also the largest consultancy in Australia available to general industry. Australian Groundwater Consultants Pty Limited (AGC) is a large, independent consultancy offering specialist services in all aspects of water resources, waste management and environmental engineering, both in Australia and overseas. AGC is particularly well regarded within the mining industry and has a considerable record of providing solutions for mine water related issues. By drawing on the extensive combined experience of AGC and BHP Engineering, this paper will summarize some of the unique ways in which water interacts with and impacts on mining operations in Australia, particularly in matters such as: Slope Stability Drainage and Dewatering Production Cost (Transport, Drilling, Blasting, etc) Water Supply Water Management Tailings and Waste Management Environmental Issues. The paper will also illustrate the cost benefit of providing major engineering works for reduction in total mining cost. It will be shown that, through advance planning and close interaction between outside experts (ie consultants) and on- site personnel, very significant operational cost savings can be made while at the same time achieving a safe and responsible mining environment.

Detailed observations were made for two existing continuous miner and shuttlecar systems. A simple model for the shift average cycle consisted of three time components - delays, mining and transport. Cycle improvement and productivity improvement factors are derived and used to predict the theoretical improvement which the observed cycles could achieve. Various strategies of action ranging from short-term optimisation through to long-term planning for continuous haulage systems are evaluated. High potential for improvement is shown for a wide range of operating conditions. An overview is presented for systems, currently available or under active development, which can accept coal directly from continuous miners and offer continuous haulage to the surface. Systems are broadly classified as mechanical-roof mounted, mechanical-floor mounted and hydraulic transportation.

BHPÆs Cannington process plant was commissioned in October 1997. The Cannington ore contains high grades of silver, lead and zinc but also contains high levels of fluorine which must be removed to produce a marketable concentrate. As a consequence the plant is more complex than the typical base metal concentrator. Some of the features of the Cannington operation include a single stage autogenous mill, multiple stages of flotation cleaning, two leach circuits, pressure filtration and a paste fill plant. The start-up and achievement of design performance for new lead/zinc operations has traditionally taken much longer than for gold or copper operation and is littered with many tales of woe with feasibility targets often not achieved (Agarwal, Brown and Katrak, 1984; Bulatovic and Wyslouzil, 1999; Leung, Andreatidis, Woodall and Alford, 1996; Sherman, 1999; Ward, 1998).

In this paper, a subtle, but important, difference has been drawn between responsibility and mandate. Responsibility has a connotation of financial involvement assigned to an organ- isation as a result of some action it takes, the ramifications of which can be ascribed directly to the organisation. In contrast mandate relates to the power and authority to act. The paper outlines the role of poli- ticians as community decision-makers and the need for Government policy to be flexible in an advanced industrial society so that decision- making options are kept open for as long as necessary. Further, broad community objectives need to be understood and defined so that plans and policies can be consistent. Co-ordination through communication at all levels, especially at the public administration interfaces and with the private sector,is essential for effective resource allocation and efficient implementation. The paper discusses several aspects of the infrastructure responsibility question and some considerations which might be viewed as important by the community decision-makers in considering what responsibility the "community" should accept in providing infrastructure.

This paper presents the experimental results on the effects of slurry Theology on ultra-fine grinding by a stirred ball mill. The amount of dispersant, slurry density and the particle size were selected as the parameters. The viscosity of dolomite-water slurry was measured by rotational viscometers. It was found that by adding enough dispersant, the effect of particle size from 1 to 10 pm on the slurry theology could be eliminated, but a strong effect of slurry density (tested for a range of 65 to 75 wt per cent) remained. The use of dispersant transformed the slurry from Bingham plastic flow to dilatant flow, which reduced the yield stress to zero, but increased the viscosity at higher shear rates. During the milling process, the viscosity was stable. The yield stress, however, increased suddenly from zero after a certain milling time. The mill operation stopped at the point where the yield stress increased due to poor slurry fluidity. The milling efficiency was found to be higher at a lower amount of dispersant addition or a lower slurry density within the experimental limits.
