[Asphalt and road oil are the principal products manufactured from Wyoming ?clack oils? which, because of their high asphalt an high sulfur content, are difficult and costly to refine into high-grade motor fuels, burning oils, and lubricants by pre sent methods. Accordingly, the remand for these asphaltic residuums for the construction of roads and other uses is a controlling- factor in the quantity of crude oil produced. The increasing utilization of special asphalts as inexpensive bonding, insulating, and waterproofing materials indicates the desirability of obtaining information on the yield and properties, of asphalts from Wyoming black oil to promote a wider and more stable caret for these asphaltic materials.]

Coal research and technologic work by the Bureau of Mines covers a broad program of investigation aimed at conservation and utilization of this important natural resource. Conservation is served by a constant search for higher efficiencies in mining, preparation, and use. Increased utilization is sought through various projects that probe new ways to use coal and expand existing coal markets. This report, the twenty-eighth in the series,3 gives the highlights of Bureau of Mines coal research and technologic work in 1963. The scope and complexity of the program makes it virtually impossible to report all progress on every project, even tor a 12-month period. Full insight into each project can be gained only through intensive review of basic objectives, past accomplishments, and current status of the work. Details of the work are given in numerous publications issued by the Bureau and its laboratories and centers located throughout the country.

Science Applications, Inc. has developed for the U.S. Bureau of Mines a rapid response radon monitor capable of accurately responding within three minutes to changing radon levels of magnitude from 100 to 10,000 pCi/1, typical of the levels in working uranium mines. The instrument weighs 17 pounds, is sized 12" x 10" x 6", and is capable of 8 hours of continuous portable operation with a self-contained, rechargeable battery power source. Residual chamber contamination from a radon level allowed to remain in the chamber for 90 minutes is about 10 percent, decaying about a factor of two in one hour. The instrument sensitivity is a nominal 0.1 cpm/(pCi/1), with a background count rate of less than 1 cpm.

This paper traces the co-operative initiative undertaken by South Africa?s gold mining companies through the Chamber of Mines Research Organization (COMRO) in development of hydraulic technologies. After a brief description of the structure of these technologies? development under COMRO?s stewardship, the paper turns to an overview of the structure of innovation within which these hydraulic technologies were developed. A central focus of this paper is systematic review on whether similar technologies are likely to emerge in the present system of innovation and the role played by innovation policy.

This is the final report of a study done by IIT Research Institute for the Bureau of Mines to identify the problem areas and technological inadequacies in noncoal (metal, nonmetal, stone, and sand and gravel) mining and processing systems that are the primary causes of death, injury and occupational disease, and to make recommendations to improve safety and health in these operations. The findings and recommendations presented in the report are based on: (1) analyses of MESA injury and employment data for the period 1961-70, MESA fatality reports for underground noncoal mines (1968-72) and lost time accident data for 1970-72 obtained from mining and processing operation: (2) visits to a variety of noncoa1 mines and mills throughout the country to observe the operations and to study the safety organization and practices used in the industry and (3) interviews with industry and government representatives knowledgeable in the field of noncoa1 mining and processing safety and health. The report provides a comprehensive overview of safety and health problems.

"The McClean Lake operation is located in the Eastern Shore of the Athabasca Basin in northern Saskatchewan some 700-air kilometers north of Saskatoon. It is operated by Cogema Resources Inc., the major share holder of the joint venture consisting of Cogema Resources Inc., Denison Mines Limited and OURD, a consortium of Japanese utilities.The JEB mill is the first uranium mill to be constructed and licensed in North America within the last 15 years. The mill uses conventional uranium unit process but employs innovative techniques unique to the JEB mill.This paper presents brief descriptions of the various unit processes, the innovations and the commissioning strategies developed to achieve the designed production capacity in the shortest possible time.INTRODUCTIONThe McClean Lake ore body was discovered in 1979, followed by the discovery of the JEB ore body in 1982. From 1985 to 1990, a cluster of deposits named Sue A, Sue B and Sue C were discovered. Environmental Impact Assessment (EIS) of the McClean Lake project began in 1990 under a joint federal-provincial process. Following the public hearings in 1993, the governments gave approval to proceed with the construction of the project, subject to fulfilling licensing requirements.The McClean Lake ores are located in the uranium-rich geological region of Saskatchewan known as the Athabasca Basin, 700 air kilometers north of Saskatoon. The JEB mill is located near the mined out JEB open pit that is now used as the tailing depository.The approved mill has a production capacity of 6,000,000 pounds of U3O8 annually and is capable and licensed to process JEB, Sue A, Sue B, Sue C, McClean Lake, and Midwest Lake deposits. Although the EIS has been approved, Mining of the Midwest Lake deposit has not been approved at this time."

A number of challenges face platinum concentrator plant operators. These challenges include the increase in operating costs, the increase in smelter cost for the processing of concentrate, the shortage and cost of power, and the tightening of specifications on concentrate quality by the toll-smelting operations. Over the years the focus has moved from extracting the platinum group metals (PGM) from the Merensky Reef to the UG2 reef. This has a number of advantages, including the higher ?basket price? for UG2 concentrate, reduced mining cost per unit volume as a result of the higher density of UG2, and the reduction in overall concentrate tonnage to be smelted. In many cases the Merensky ore has been fully exploited and it makes sense for the focus to shift to the UG2 ore that can be accessed through the Merensky shaft infrastructure. The presence of relatively high levels of chromite in UG2 concentrate is, however, a major disadvantage due to the problems associated with smelting such a concentrate in conventional submerged arc furnaces. In addition to increasing the specification on the minimum PGM grade of concentrates, smelters have had to impose strict specifications on the levels of chromite in the concentrate. The threat of high penalties has forced concentrators to change their modus operandi, often resulting in a significant loss in recovery. The final concentrate grades and PGM recoveries are shown to vary significantly throughout the industry. The reasons for this include varying ore mineralogy and different operating philosophies. This would therefore imply that the opportunity exists to optimize the operations by considering fundamental aspects such as the PGM mineralogy and the application of appropriate technologies. By returning to the fundamentals of flotation and applying the findings of detailed process reviews, it has been possible to increase the concentrate PGM grade, reduce the concentrate chromite grade, and in some cases increase the recovery of PGM to concentrate. This paper presents case studies where this approach has been used to successfully optimize concentrator performance, resulting in lower operating cost and higher PGM production. Mud rushes are hazardous occurrences that have occurred frequently in mines in South Africa, and have been the cause of numerous fatalities in the past. Mud rush incidents not associated with accidents are believed to be common occurrences that are not generally reported. Many such incidents are probably associated with the operation of chutes and box fronts. This paper describes the conditions necessary for mud rush occurrences, postulated mud rush mechanisms, and methods of combating the mud rush hazard.

Methods and results of measuring three basic parameters for ground stability control, ground pressure, strata movement, and geomechanical properties of mine rock are presented in this paper. It is found that these parameters can be measured in situ by simple and practical techniques with nonsophisticated and inexpensive instruments. Specifically, a drillhole dilation technique employing a cylindrical hydraulic borehole pressure cell (CPC) was used to determine the modulus of rigidity. Premining ground pressures were determined by pressure convergence tests with a combination of one CPC and two pre-encapsulated flat hydraulic borehole pressure cells (BPC) installed in a single drillhole. Abutment pressures and pillar loading were monitored with BPC's. Differential strata movements and bed separations were measured with self-recording 10-anchor-point extensometers. Roof-to-floor convergence was measured with self-recording convergence meters. Some applications of these in-situ-determined parameters to mine design and ground stability control are also discussed.

The inventory of solar, wind, hydrothermal, geothermal and biomass resources will probably provide sources of energy for the future The parallels between extraction of natural resources in the minerals industry and the green energy industry is striking, and the well-established project development process in the minerals industry provides an ideal and useful template for comparing the establishment and development of green energy projects. The potential levels of power generation and carbon savings are described.

The new mining method of multiple strata blasting, called StratablastTM, is described in a separate paper presented at this conference. The current paper presents three case studies where the technique was implemented in three different configurations in large-scale blasts in Australia. The first two blasts were in the Hunter Valley of NSW while the third was at Ensham Mine in Central Queensland. All blasts comprised multiple layers that were blasted in a single drill and blast cycle, with unique designs applied to each layer to achieve different blast outcomes from the various layers.

Raw material fed into a processing or refining plant is required to be uniform in composition for several reasons. When the mined ore is highly variable in quality the only way to ensure consistency is to homogenize the ore prior to the process. The problem is more complicated in the case of multiple ore sources. The idea behind the research is that theoretical blending ratios can serve not only to meet predefined specific criteria but also to reduce grade fluctuations of variables under consideration. In this paper, the problem is formulated as a quadratic programming problem, whose objective function is in quadratic form and constraints are linear. A case study was conducted on a data set from an iron orebody to demonstrate the technique. The objective was to minimize the blend variability in terms of each variable (in this study, iron, silica, alumina and lime) grade of ores extracted in three different production faces. The stockpile capacity, lower and upper limits of each variable satisfying operational requirements and non-negativity were constrained to the model. A modified simplex method developed by Wolfe was used for solving the blending and homogenization problem. The promising results can be used as apart of the stacking and reclaiming design. Vibration transmitted to the upper limb by the chronic use of hand tools can result in cold-induced vasospasms finger blanching and cyanosis, similar to that seen with Raynaud’s phenomenon (4). These vasospasms, commonly referred to as vibration white finger (VWF), are in part the result of an increased sensitivity of peripheral arteries to the vasoconstricting effects of norepinephrine (e.g., (1-3)). However, alterations in vasodilating factors could also contribute to vasospasms. The goal of these studies was to determine if exposure to a single bout of vibration alters concentrations of the vasodilator, nitric oxide (NO), in a rat tail model of vibration. To determine if vibration exposure alters NO, we exposed animals to a single bout of vibration and measured concentrations of the synthetic enzymes, nitric oxide synthetase (NOS)-1 and NOS-3 in the ventral tail artery. We also directly assessed arterial concentrations of NO using a nitrate/nitrite assay. Methods General apparatus. Animals were placed in Broome-style restrainers, and their tail was secured to a vibrating or stable platform. Rats were exposed to a single 4 h bout of tail vibration (125 Hz, acceleration of 49 m/sec2 r.m.s.) or restraint control. Animals were euthanized with an overdose of pentobarbital (100 mg/kg) and the ventral tail artery was dissected and frozen. Experiment 1: Male Sprague Dawley rats (6 weeks old, n = 32) were used for all exposures. All animals were maintained in AAALAC accredited facilities, and all procedures were approved by the NIOSH Animal Care and Use Committee, and were in compliance with the CDC Regulations for the Care and Use of Laboratory Animals. Animals were euthanized 1 or 24 h after the completion of the exposure. Western analyses were performed on total proteins (80 µg/lane) isolated from the C16-18 artery segments. Band densities were detected by chemiluminescence and quantified using Scion Image, and analyzed using 2-way ANOVAs. Experiment 2. Nitrate/nitrite concentrations.. Male Sprague Dawley rats (n = 24, 6 weeks of age) were maintained and exposed as described above. All animals were euthanized 24 h after the exposure and the ventral artery was collected. Nitrate/nitrite concentrations were measured in ventral artery tissue homogenates using the nitrate/nitrite colormetric Assay Kit (Caymen). Results Analyses of band densities revealed that there was an effect of time (F(1, 17) = 6.03, p < 0.03) on NOS-1 protein in arteries exposed to vibration, with NOS levels being lower in arteries collected 24 h after the exposure than arteries collected 1 h after the exposure. Although NOS-1 proteins concentrations were slightly lower in control arteries collected 24 h after an exposure than arteries collected 1 h after exposure, post-hoc contrasts indicated they were not significantly different than 1 h controls. In contrast, NOS-1 band densities from arteries collected 24 h after the exposure were lower than those collected 1 h after the exposure (p < 0.01; Figure 1). NOS-3

The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

Information technology (IT) initiatives in the past have tended to be sold on their ability to maximize resource output and return on capital by allowing assets to be used more effectively and efficiently. Many IT projects fail, not delivering return on their investment. This is known in the IT industry as the “productivity paradox,” where increasing investments in IT do not result in comparable increases in productivity. Experiences and studies of most business sectors reveal that this paradox is rooted in the false assumption that more IT spending automatically results in financial benefit, whereas the benefits are in how effectively IT is used. Most business sectors have accepted that re-engineering of processes is required to gain the full benefits promised of IT. A mining operation has organizational processes similar to most business sectors, but unique operational processes. The lessons of changing business practice in more common business processes, such as inventory control and customer-supplier relationships, can be adequately transposed into a mine setting. The unique operational processes in mines, in turn, require unique redesign efforts. Several enabling information technology opportunities have recently become available, such as more integrated mine production management systems and tactical manager training simulators. This paper reviews some of the latest IT products and outlines the processes and kinds of change that will be required in order to benefit from these new investment options.

The purpose of this work was to investigate the rate at which coal is delivered from the underground working face by gathering arm type loaders as employed on continuous mining machines, to identify the factors -- geometrical, geological, mechanical, or procedural which affect the delivery rate, and to develop quantitative rate descriptive equations for the loading function. The mathematical techniques employed were factor analysis and multiple linear regression. It was determined that the coal-cutting function of the continuous mining machine is the factor that primarily influences the loading function. The geometrical factors -- the dimensions of the work area in relation to the dimensions of the mining machine - were the factors of secondary influence. Fifty-five percent of the experimental variation in the loading function was explained in terms of the six most prominent independent variables. It is expected that this work will be useful in operations-research studies as applied to underground coal mining, and with refinement will enable mine planners to select equipment based on the operating characteristics of the equipment and the mining conditions.
