To facilitate increase in the rate of coal production the Bureau of Mines conducted a study several years ago, on the basis of which the allowable charge limit for permissible explosives in single-hole blasting was raised from 1.5 to 3.0 pounds. Further demands for accelerated production led to consideration of multiple blasting in coal, a practice that is deemed hazardous and is not permitted by most States in this country. In multiple blasting, 10 to 20 pounds of explosive or more may be detonated in a coal face within a fraction of a second, which might result in blown-out or blown-through shots with possible ignition of gas or coal dust. As experimental evidence was lacking, in January 1949 an investigation was undertaken in the Experimental coal mine at Bruceton, Pa., principally to study and compare with single blasting the condi-tions under which simultaneous multiple blasting and particularly multiple short-delay blasting may be practiced without danger of igniting gas or coal dust in mines. The first report on this subject was presented at the last international conference of mine safety research. Since that time numerous additional experiments have been made; because of other pressing problems the work has been brought temporarily at least to a conclusion. This paper is the second report on the problem. It does not contain a detailed description of all test conditions and test arrangements, many of which were described 2 years ago in part 1 (now available as Report of Investigations 4868), but the conclusions are based on the entire study. A more complete review, which will incorporate data from the entire investigation, is being prepared as a Bureau of Mines bulletin. Up to the present time, short-delay blasting of coal in commercial mines has been introduced only experimentally in Washington and in a few mines elsewhere. If the system is adopted more generally, new problems may arise, and the study may have to be reopened.

The linear expansion of high-purity oxides of yttrium, cerium, samarium, europium, and dysprosium was determined by the interferometric method for the temperature range 25° to 1,000° C. Single-crystal magnesium oxide and single-crystal aluminum oxide were used as reference materials. The bulk density and crystal form of the nonreference materials also were determined. The coefficients of linear expansion in the range 25° to 1,000° C were found to be 8.10 x 10-6 for yttria, 12.10 x 10-6 for ceria, 10.81 x 10'6 for samaria (monoclinic), 10.35 x 10-6 for europia (monoclinic), and 8.13 x 10-6 for dysprosia, each given in centimeters per centimeter per degree Centigrade. A detailed investigation of the interferometric technique for measuring thermal expansion in this temperature range was made. The interferometer was found to be a precise tool but only when adequate precautions were taken. These precautions are described.

PURPOSE: Evaluate practical technological advances in hearing protective devices for use in different mining environments. RESEARCH SUMMARY: Previous NIOSH research shows that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals and that miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and sex. As described in the National Occupation-al Research Agenda, problems created by occupational hearing loss include(1) reduced quality of life due to social isolation and unrelenting tinnitus,(2) impaired communication with family members, the public, and coworkers, (3) diminished ability to monitor the work environment (i.e., warning signals, equipment sounds, etc.), (4) lost productivity and increased accidents resulting from impaired communication and isolation, and (5) expenses for workers’ compensation and hearing aids. Although eliminating hazardous noise is the long-term solution to the noise problem, miners will likely need to rely on personal hearing protection in certain situations for quite some time. However, it is well known that noise attenuation provided by hearing protectors as they are worn during everyday use is usually quite different (i.e., worse) than when tested under lab conditions. In addition, workers may refuse to wear their hearing protection for any number of reasons. This project was initiated to evaluate practical technological advances in hearing protectors, with an emphasis on optimizing the balance between effectiveness, comfort, over protection, and communication ability. The recently completed auditory research facility is now under-going the accreditation process conducted by the National Institute of Standards and Technology under the National Voluntary Laboratory Accreditation Program. Experiments are planned to investigate the factors that affect a miner’s ability to hear hazard and warning sounds (e.g., roof working, alarm signals, spoken communications, etc.). A service contract has been initiated to record and digitally store samples of typical warning sounds heard in an underground coal mine. This information will be analyzed in the lab to develop recommendations that can be offered to the mining community regarding correct earplug/earmuff usage to maximize there cognition of hazard and warning sounds while adequately protecting the miners’ hearing.

A field test was designed to inject a specially formulated two compound epoxy resin into the roof rock ahead of a working face to cement fractures and formation interfaces at the Westmoreland Coal Co., Winding Gulf Div., Eccles No. 5 Mine, Eccles, West Virginia. Five 30 foot long X 2 inch diameter, hold were drilled at an angle of 15° above the plane of roof line front the face of a working entry. The epoxy resin compounds were pumped through a proportioning unit and mixed in-line before being discharged into the drill hole under treatment it injection pressures up to a maximum of 450 psig. When the coal face was advanced an anomalous failure of the roof rock occurred in the treated section. Further testing was suspended until the cause of the failure could he determined. The polymers were tested, under confined conditions, in 2 inch pipe columns. Extreme temperature and pressure (up to 2400 psig) rises were recorded as they cured, It was concluded that this pressure source fractured the rock and caused the roof failure. The entire program was terminated after it was determined that the heat rise and resultant high pressures could not he controlled chemically or mechanically.

In 1991 and 1992, the Bureau of Mines completed chromium, platinum-group metals (PGM), and tin investigations, and started indium, manganese, titanium, and vanadium investigations in Alaska. These studies were done as part of the Site Specific Minerals Investigations project. As a result of this work, the Bureau found PGM-bearing composite plutons in the Yentna River area of the Alaska Range, which are chemically similar to composite plutons in other parts of the Alaska Range and to Ural-Alaskan type complexes. Previously unknown chromium and PGM occurrences were found in the western Brooks Range. A compilation report on the Bureau's chromium and PGM investigations in the western Brooks Range was also published. Indium was found in anomalous concentrations at the Lost River tin deposit. Small occurrences of manganese were located, mapped, and sampled in the Wiseman and Chandalar quadrangles, and in the Liberty Falls, Prince William Sound, and Homer areas. Tin occurrences in western Alaska were summarized in three Bureau open file reports. The beaches near Cape Yakataga and Yakutat were evaluated for their titanium potential and a sampling methodology was developed. Vanadium investigations included examining streams in the Wiseman and Eagle areas that contained anomalous vanadium values. In the Eagle area, high vanadium, uranium, and copper values were found in the basal layers of the Road River formation.

The record of fatalities from mine explosions during the past 2 fiscal years has been anything but encouraging; more men were killed by explosions (379) than were killed from the ante cause during to' preceding 6 years combined (368). The reason for the large increase in the number of explosion fatalities during the past 2 years as compared with the previous 6 years is not entirely clear. In some instances, there has been laxity in the enforcement of State mining laws; in others, both workers and operating officials is have failed to observe recognized precautionary measures to prevent explosions. In many of the explosions that lave occurred within the asst few years in mechanized mines it has been evident that speed of operation and a demand for maximum tonnage at minimum cost resulted in neglect of ordinary safety measures.

This report follows the same general scheme as did its predecessors; it begins with a dissertation on some phase of ore-testing, continues with results of investigations of ore-treatment methods and of metallurgically important analytical processes, and concludes with an exposition of tests made by established methods on typical ores selected as representative of certain mining districts. One of the first things that is done after an ore has been received is to look at it under the microscope. Microscopic examination serves as an important complement to chemical analysis in interpreting the percentage composition in terms of minerals. If it has been found difficult to treat an ore, the reasons for this action and indicated methods to overcome the difficulties may be ascertained by testing with a microscope. For example, failures in selective flotation have been traced to intimate mineral association and changes in mineral surfaces through incipient oxidation. The importance of surface stains or tarnishes and the presence of adhering slime particles have been found to be responsible for the difficulty experienced in the treatment of certain gold ores.

Studies in grinding efficiencies carried out at the Midvale plant of the U. S. Smelting, Refining & Mining Co. and at the Tooele plant of the International Smelting Co. The Minas de Matahambre is situated on the north coast of Cuba, in the Province of Pinar del Rio, approximately 150 miles west of Havana. This nine is the only producer of copper in Cuba, and has been worked for the past 15 years. In 1921 the property was affiliated with The American Metal Co., Ltd., and has been worked by them since that time under the direction of Mr. D. D. Homer, General Manager. Extracts from P. D. Wilson's ?Preliminary report on the geology at Minas de Matahambre? have been freely used in this report.

A preliminary program dated April 25, 1974 was prepared for Development Engineering, Inc. (D.E.I.) on research and development, laboratory; field and other engineering studies for the disposal of retorted oil shale. This program was revised and published as a final document dated December 17, 1974. The document included a discussion on the peculiarity of retorted shale materials to be investigated and a discussion of the various laboratory and field tests which would need to be conducted to define their physical and chemical properties. The proposed research and development program was divided into eight work phases as follows: I - Program Development II - Exploratory Laboratory tests on old U.S.B.M., retored shale III - Laboratory tests on Pilot Plant retorted shale IV - Laboratory tests on retorted shale from Semi-Works Plant, and field and test plots and ponds. V - Field compaction tests

A new record in accident prevention was made by the metal-mining a industry of the United States in 1938, as signalized by a lower fatality rate than in any previous year. The rate was less than half as high as in 1911, the earliest year for which figures are available. A good safety record was also established in the prevention of nonfatal injuries, as the injury rate was lower than in any other years except 1931 to 1935, a 5-year period notable for its unusually low injury rates. Employment was more limited in 1938 than in 1937, both in number of men employed and total number of man-hours worked. The number of workdays per man also was smaller than in 1937. Operating companies reported that 7,233 mines were active in 1938 or some part of the year and that the total number of men employed was 103,027. This figure represents the summation of the average number of men employed as reported by the companies, the average for each mine being that for the period during which the mine was active. The number of employees at all mines in 1938 was 15,402 less than in 1937. Reports covering all mines indicated a total of 188 million man-hours worked during the year, or 21 percent less than the nearly 240 million man-hours worked in 1937. In the performance of this work accidents occurred that resulted in the death of 156 employees and the injury of 1.2,722, each injured employee being disabled for more than the remainder of the clay on which he was hurt.. The fatality rate for 1938 was 0.83 per million man-hours worked, which was 9 percent more favorable than the rate of 0.91 for 1937. Nonfatal injuries occurred at the rate of 67.61 per million man-hours worked, an improvement of 10 percent compared with the injury rate of 75.37 for 1937.

"The number of persons fatally injured in the petroleum industry in California in 1930 was 50, a decrease of 20.6 per cent from 1929, when 63 men accidentally lost their lives. The decrease in the number of fatalities for 1930 has caused the first downward trend in the fatality curve of the California petroleum industry since 1927 and is coincident with a period of little active development in new fields, the shutting in of many wells, and reduced activity in the older fields of the State. That a direct relationship exists between the number of accidental deaths and the rapidity of new field development is particularly emphasized by the fact that in 1929, a year of intensive field development in California, 48 men were killed in the drilling and producing division, whereas in 1930, a year of less development work, only 25 men were killed in this division,The figures for the average number of drilling and producing wells in 1930 decreased appreciably from comparable figures for 1929 and a greater percentage of producing wells were shut—in in 1930 than in 1929."

The Bureau of Mines recognized the problems encountered in low seam mining illumination systems. It was determined that the best way of implementing an illumination system is to integrate the design during the design and fabrication of new machinery at the factory. The purpose of this program was to integrate an approved lighting system in a low seam battery powered scoop and evaluate its performance. This report documents the work performed on this program and the results obtained.

The disposal of the brines produced with crude petroleum and natural gas has long been a constant source of trouble to oil and gas operators as well as to farmers and stock-raisers in the vicinity of producing fields. The amount of oilfield brines Produced from wells on new properties may be almost negligible, but some older wells may produce several hundred barrels a day. A survey of almost 200 wells on 31 properties in the eastern part of Osage County, Okla., showed that during the month of November, 1928, the average production of water was 3.26 barrels per barrel of oil produced. The age of the wells included in this survey ranged from two to 28 years; the maximum amount of brine produced was 26 barrels of water to one barrel of oil and the lowest was one barrel of water to 27 barrels of oil. These figures apply to a small area. In other fields the production of water also varies widely; for example, in the Cushing4, Okla., field several yells were reported as having produced 100 barrels of water to every barrel of oil produced. Often the production of oil-field brines is decreased materially and the production of petroleum increased by the use of bottom hole Plugs and by a general repair and cementing of wells. The records5 of 22 wells cemented in the Gushing field showed that prior to the repair work, the average total dally production was 242.5 barrels of oil and 3,977.5 barrels of water. "The National Safety Competition covering the calendar year 1934 was the tenth yearly safety contest conducted by the United States Bureau of Mines. Participating in the competition were 334 mines and quarries in 38 States. Five mining or quarrying companies, each the leader in its group for having established the best safety record during the year, were awarded the national safety trophies ""Sentinels of Safety.""Since these annual contests were begun 10 years ago by the United States Bureau of Mines the scope of the competition has been broadened materially, both as to the number of plants participating and as to the number of man-hours of exposure to accident hazards. Moreover, marked progress in the prevention of accidents has been achieved, as is indicated by an almost constant downward course in toe accident-frequency rates for the contest group as a whole during the past 10 years. On the other hand, the accident-severity rates for the group showed an upward trend during the first part of the decade and a downward trend during the latter part of the period except in 1930 and 1934; in each of those years a disastrous explosion with abnormally heavy loss of life occurred at the property of one of the participating companies.Because of the abnormal nature of the major disaster in a bituminous-coal mine in 1930 and 1934 the accident-severity rates for the bituminous group for those years are not strictly comparable with the rates for other years. The rates for bituminous mines for 1934 in the present report have therefore been computed on two bases; first, to exclude the record of the company that suffered the disastrous explosion and, second, to include the record of this company. The first rate represents the normal experience of the bituminous coal companies unaffected by the disaster and is therefore more indicative of the real trend of the accident rates for this class of mines from year to year. The latter rate shows the actual experience of all bituminous mines in 1934. The report of the competition of 1930 likewise showed the rates for the bituminous group as computed both with and without the disaster that occurred that year.The National Safety Competition is conducted by the United States Bureau of Mines in the interest of safety in the mining and quarrying industries. This object is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive well-merited and national recognition for their achievement. Indirectly the purpose of the contest is accomplished through studies by the Bureau of Mines of the facts contained in the accident reports which the competing companies furnish to the Bureau to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest."

Seepage forces computed by a finite-element flow program are combined with gravity forces in an elastic-plastic stress-analysis program to determine the stability of mine-waste slopes. Computer output provides a cross-sectional plot of the dam or embankment showing the safety factors for each element. The combined finite-element program called SEEP-SLOPE was used to analyze several trial embankments and the 1972 Buffalo Creek Dam failure Safety factors computed by the finite-element method (FEM) were compared with those computed by Bishop limiting-equilibrium method. For individual slip circles, there was little correlation between the factors of safety computed by the two methods. Both predict failure, but FEM shows a different mode of failure plus development of potential failure zones not indicated by conventional methods. Besides having a better theoretical basis than the Bishop method, FEM requires no assumptions regarding the location or geometry of the failure surface. As a result, the program will show progressive development of a failure zone, and areas can be pinpointed where remedial measures should be taken. In addition, nonhomogeneous cross sections can be analyzed, and zones of potential piping can be defined.
