In 1990, the Queensland mining industry had come to the conclusion that new safety and health legislation based on risk identification and control was required if the mining industry was to be effectively and efficiently regulated. In particular stakeholders in the coal mining industry had arrived at this opinion after the industry had suffered a number of major underground explosions over the 14-year period between 1972 and 1986. Also by 1990, a general consensus had emerged across both the coal and metalliferous mining sectors that mining industry was over regulated and, more to the point this over regulation did not encourage industry to identify and address the underlying causes that had led to a cycle of major mining accidents in the state. The prevailing opinion was that the prescriptive legislation left the ownership of risk management with the regulator and not with the mine operator. This paper discusses the background to the development of the Queensland Coal Mining Safety and Health Act 1999 and the Mining and Quarrying Safety and Health Act 1999 and the progress made in improving safety and health since the statutes came into force on the 16 March 2001. The paper discusses the issues that had to be addressed during the development of the legislation including the interaction with other legislation based on based on risk management principles that either overly or interface with the mining legislation. The effect the underground explosion at Moura No 2 in 1994 had on the final content of the new legislation is also considered. Health is often the neglected twin of safety and health legislation and the paper previews the health surveillance system being proposed in Queensland to ensure that health of mine and quarry workers is afforded the same priority as their safety. By increasing the structured management of occupational health problems in our mines there is an opportunity to make significant improvements in mine safety In conclusion the paper reviews the results to date since the introduction of the new mining safety and health legislation in Queensland on the 16 March 2001. Progress has been made and more is yet to be achieved

Computer controlled truck dispatching systems is a newly-developed technical system in surface mines with shovel-truck technology. The real time dispatching criteria, as the core of optimal truck dispatching software, are analysed and a new criterion, complex dispatching criterion, is put forward. Dispatching criteria previously proposed include: 1. `Earliest Loading' (EL) - to assign a truck to the shovel at which the truck can be loaded earliest. 2. `Max Truck' (MT) - to assign a truck to the shovel at which the truck will have the shortest waiting time. 3. `Max Shovel' (MS) - to assign a truck to the shovel which has been waiting for the longest time. 4. `Minimum Saturation Degree' (MSD) - to assign a truck to the shovel at the branch where the truck flow saturation degree is minimum. 5. `Minimum Saturation Degree with Truck Cycle time consideration' (MSDTC) - as the MSD principle, with the truck travel cycle also considered. 6. `Fixed Dispatching' (FIX) - to assign trucks to fixed shovels. A system simulation model has been set up for truck dispatching system analysis. A few surface coal mines have been selected for case studies. Equipment waiting times and shift production of the system are obtained as the main outputs of the model. Simulation results show that each dispatching criterion has its own applicable range, no one can absolutely dominate the others. For example, when under-trucked, EL and MT criterion can obtain higher production than the MS criterion; when over-trucked, it is vice versa; while for MSD criteria, better results can be obtained no matter how the truck numbers fluctuate. From the view point of shovel output balance, large fluctuations occur for EL and MT criteria, while a good balance can be obtained for other criteria. In the light of dynamic change of mining system conditions, a single dispatching criterion is not necessarily reasonable. A complex dispatching criterion has been put forward to seek the complex optimum effect. Taking the advantage of each dispatching criteria, the dispatching result of a complex dispatching criterion dominates over individual dispatching criterion and a comprehensive optimum effect can be reached.

The Olympic Dam mining operation is some 520 kilometres NNW of Adelaide on the Roxby Downs Pastoral lease. The deposit containing copper, uranium, gold and silver was discovered in 1975 by Western Mining Corporation (WMC). A joint venture was formed in mid-1979 between WMC (51 per cent) and British Petroleum (BP, 49 per cent) for the development and exploitation of the deposit. WMC assumed 100 per cent ownership after acquiring BP's share in early-1993. Ore is won from a highly mechanised underground mining operation and processed to refined products. Current annual output from the mining of 3.0 Mt of ore is approximately 83 500 t of refined copper, 1400 t of uranium oxide, 750 kg of gold and 12 000 kg of silver. Conventional long hole, open stoping techniques are used to extract the production ore. Since stope production began in April 1988, full surveys and appraisals of stopes have been carried out to evaluate the integrity of the design and blasting techniques. This evaluation included the determination of the degree of dilution or non break that had occurred. Performance information also made it possible to re-design any adjacent stopes to retrieve remaining ore and conversely, avoid the chances of targeting backfilled material in the future. Performing stope surveys proved not only to be a time-consuming process but one fraught with access and line-of-sight problems. Occasionally it was not possible to obtain any stope survey data, and as was often the case with the mine pass system, rarely. In 1992 the sudden failure of the pillar between the fine ore and mullock passes and the subsequent delays to production, emphasised the need to effectively monitor pass wear. Initial information regarding the development of the Cavity Measurement System (CMS) prototype (Figure 1) indicated that it had the potential to solve these problems by the introduction of a remote scanning device into a cavity. Following a great deal of investigation, Olympic Dam Operations purchased the first CMS in Australia. This paper discusses its application for all underground void surveys and the procedures developed to manage both field and office requirements.

This paper presents an iterative net present value (NPV) maximisation method to determine the optimum surface to underground transition depth for an orebody to be mined by multiple open pits and an underground mine. The determination of transition depth from open pit to underground mining is based on global production scheduling optimisation of open pit and underground mines using mixed integer linear programming. The method is applied to a case study coming from a gold mining complex with six open pits and a large underground mine using longhole open stoping. The results indicate potential improvements of the NPV of global operations when compared to the traditional techniques based on independently optimised open pit first, followed by underground mining.CITATION:Dagdelen, K and Traore, I, 2014. The metallurgical works of the Electrolytic Zinc Company is situated on the Derwent Estuary, approximately five miles north of the city of Hobart and near a relatively dense housing area. Zinc concentrates, consisting chiefly of zinc and sulphur, have been roasted at Risdon for 53 years;- recently at rates of 1, 100 tons per day. The zinc content of the ores is converted to zinc calcine (ZnO), which is a dusty material. The calcine is leached with acid to form zinc sulphate, which is then electrolysed to make zinc. The sulphur is oxidised during roasting to sulphur dioxide, part of which is converted to sulphuric acid and part is dissolved in estuarine water which is then discharged to the Derwent Estuary. Block models generated with all linear interpolation algorithms contain inherent smoothing that typically results in an underestimation of grades and overestimation of tonnes in resource estimates. For mineral deposits that are anticipated to be exploited by underground mining methods excessive smoothing may result in materially misleading estimates of Ore Reserves. To account for smoothing in the open pit mining environment recoverable reserve techniques such as indicator kriging and uniform conditioning are employed to provide non-spatially located proportions of the large blocks above the cut-off grade. These models are not suitable for underground mine planning where the actual location of material above cut-off is required to design its extraction. To correct for excessive smoothing it is proposed to modify the ordinary kriged block estimates a posteriori using an affine correction with a local variance adjustment factor. The proposed methodology is demonstrated for a base metal deposit during a feasibility study.

The outcome of future metallogenic research will be important to everyone because it will. have a profound impact on our ability to find new deposits of non-reservable mineral resources. Failure to replenish our mineral stocks will threaten man's economic and social well-being, and it is vital that future directions of metallogenic research are considered carefully to ensure that research funds are applied wisely to underwrite our future.Today we are witnessing the declining phase of the era of easy exploration. The rate of discovery of shallow orebodies is slowing. This is very evident for base-metal deposits but is becoming increasingly apparent for gold deposits. The easy exploration era was marked by a heavy reliance on exploration techniques capable of directly detecting mineralization. These include simple prospecting methods as well as a host of geochemical and geophysical procedures and tools that enable explorers to pin-point regions' of mineralization within the upper couple of hundred metres of the Earth's crust. The Century zinc-lead orebody was discovered in 1990 and contains sufficient reserves to sustain open cut mining at 5 Mtpa of ore for approximately 20 years. It is proposed to pipe mineral concentrate in slurry form 300 km from the mine to the port of Karumba on the Gulf of Carpentaria. The concentrate will be dewatered at Karumba before being transported off-shore to deeper water in a self-unloading shuttle vessel for transfer to export bulk carriers. The four main environmental issues that attracted attention during the impact assessment phase of the project were: the selection of Karumba as the export port, the use of a pipeline to transport concentrate, the risk of concentrate spillage in the marine environment, and aquifer drawdown in the vicinity of the mine. This paper discusses these issues with emphasis on the context of the relationship between the Pasminco Century Project and Gulf communities. Environmental safeguards are discussed, including those that arose out of the negotiations regarding Aboriginal native title.

Many maintenance managers find it difficult to justify investments in maintenance improvement initiatives. In part, this is due to a tendency by mine managers to regard maintenance purely as a cost centre, and not as a process able to influence productive capacity and profit. It is also hindered by a lack of alignment between commonly used maintenance performance measures and key business drivers, and the lack of formal business training amongst maintenance professionals. With this in mind, a model to assist maintenance managers in evaluating the benefits of maintenance improvement projects was recently formulated. The model considers four cost saving dimensions. These are: 1. reduction in the cost of unplanned repairs and maintenance,2. increased or accelerated production and/or sales,3. spares inventory reduction, and4. reduction in over-investment in physical assets and operating costs. This paper discusses the application of this model and a number of numerical examples are given to justify investments in maintenance improvement projects having varying objectives.

Courses in chemical engineering and metallurgical engineering at the University of Queensland were compared and the main difference was found to be the greater emphasis on the application of chemical engineering fundamentals, particularly chemical thermodynamics, to specific processes in the metallurgy course. This reflects the distinctive features of extractive metallurgical processes which are not common in other chemical engineering processes and which justify the study of extractive metallurgy in its own right. B.Sc. courses in metallurgy provide one way in which the specialist knowledge of extractive metallurgy can be taught. General metallurgy courses are considered to be preferable to those restricted solely to extractive metallurgy since graduates of a general course have a wider choice of employment, while excessive emphasis on extractive metallurgical applications in chemical engineering courses could reduce the non-specific nature of these courses. Postgraduate diploma and higher degree programmes are avenues for non- metallurgists to acquire knowledge of the discipline.

Due to geographical location, AustraliaÆs economy and trading are closely related to Asia. With ChinaÆs increasing demand on resources and energy and Japan and KoreaÆs steady imports in these fields, AustraliaÆs mining industry is experiencing a so called æboomÆ period. Traditionally, engineers or skilled workers from South Africa, Britian or other parts of Europe moved to Australia for its mining industry. Now, more students from Asia are starting to choose mining engineering (similar choices include mining geology, metallurgy, geotechnical engineering and mining surveying) and expect to work in these fields. How does AustraliaÆs mining industry face such a situation? What kinds of challenges and opportunities do the mining industry and universities face? How do mining companies utilise these human resources? This paper concludes with an analysis of all these questions at an industrial level and some personal deduction as to the preferred course for international students.

X-ray fluorescence (XRF) spectrometry has always been considered to be a comparative method of analysis. Reference materials are required to calibrate the analytical system. This paper describes the use of a set of æsyntheticÆ oxide standards, made from commercially available high purity compounds, to calibrate a spectrometer for 21 major and minor oxides. The spectrometer software uses simple methods of background correction, and a fundamental parameter method of matrix correction. Sample preparation is by fusion in 66 per cent lithium tetraborate, 34 per cent lithium metaborate. The use of synthetic standards, made from traceable compounds, brings XRF significantly closer to being a primary rather than a comparative method. Reference materials were used to validate the method described and examples of accuracy for major constituents are given using ores and other minerals. This method has successfully been used to analyse a wide variety of minerals and ores, as validation data shows. A titanium process example clearly shows the benefits of highest accuracy analysis.

The activiltion of sphalerite with electrolytically generated copper ions from a copper electrode instead of the usual practice of the addition of copper sulphate was studied in the laboratory. A large surface area of copper was provided by lining three sides of a bench flotation cell with copper sheeting. The lining was connected to the positive terminal of a low voltage d.c. source, and the cell impeller to the negative terminal.Sphalerite was effectively activated by this arrangement and was subsequently floated using xanthate as the collector.Flotation results comparable to those obtained with 1 lb/ton CuS04.5H20 (0,255 lb/ton copper) were obtained using 0·1062 lb/ton of electrolytic copper and 0·488 kWh of electrical energy. The wastage of copper due to the formation of insoluble precipitates was found to be dependent on the length of time the current was passed. Maximum current was passed for the shortest time to minimize wastage.

The Mining Act (1992) and the Petroleum Act (1980) provide for the Government of Papua New Guinea (PNG) to take up equity holdings in mining and petroleum projects. The price the Government pays for its share is based on the historical cost of exploration and development on the project to the date of government equity acquisition. The equity level to be acquired is not fixed and ranges up to 30o for mining and up to 22.5s for petroleum at the discretion of the Government of the time.The objective of this paper is to examine the pros and cons of State equity holdings in PNG from the point of view of both the State and the developer. Using an economic model of the PNG mining taxation system an assessment is made of the effective return on investment received by the State from such equity holdings. The results are compared with government revenues from other taxation measures.

During conventional eddy current separation, a repulsive force is applied to metallic particles by placing them in a rapidly changing magnetic field generated by a spinning magnetic rotor carrying an arrangement of alternate magnetic poles. This method works effectively for larger non-ferrous metallic objects, such as aluminium cans, but as the metallic particles become smaller, the bulk repulsive force on the particles is increasingly replaced by a rotational torque. Therefore, for small metallic particles it makes sense to use particle rotation, rather than particle repulsion, to effect a separation. Eddy current separators using particle rotation are similar in construction to present separators, but are designed to produce a rotating field of essentially constant angular velocity and field strength. Practical and economic particle rotation eddy current separations are possible down to particle sizes of about 200 ¦m, but separations, at probably uneconomic rates, can be carried out on particles as small as 50 ¦m.

Mount Isa Mines Limited commissioned the Heavy Medium Plant in August 1982. The first processing stage using Mogensen Sizer 2056 dry screens, experienced unresolvable cloth blinding problems in attempting to separate fine, damp Lead/Zinc ore at 1.7 mm. A large proportion of the fines incorrectly reported to oversize and hence to the wet preparation screens. This wet preparation screen overloading produced multiple operating and maintenance problems. The plant configuration precluded retrofitting any alternative proprietary screen. An internal Mount Isa Mines research and development programme was established to design and build a screen to achieve the required per- formance within the site constraints. The resulting ISA SIZER screen has exceeded metallurgical performance expectations. A `clean sheet' approach to the design also permitted elimination of maintenance difficulties experienced with the Mogensen Sizer. Four `production model' ISA SIZERS were installed in February 1988. The ISA SIZER screen, now fully developed is available commercially and will satisfy many screening plant requirements.

With the introduction of diesel powered loading and hauling equipment, a number of Australian mines producing less than one million tonnes per year from shallow orebodies have been dev- eloped by decline. This method of entry has the advantage of providing both flexible access and early prod uction. However, as the depth of mining increases so does the operating cost of haulage, due to the need for more trucks. This cost, together with increased capital requirements for both equipment and infrastructure, leads to the point where the alternat- ive of shaft hoisting must be con- sidered. With an established decline it is possible to provide an ore hoisting shaft using a drilled raise with subsequent stripping to a suitable size. Using DCF techniques and known equipment operating and capital costs, an economic comparison of the two systems is made to determine the limit- ing depth to which truck haulage can be used.

Polyacrylamide flocculating agent has been used in the Leaching Division of the Risdon Works of the Electrolytic Zinc Co. of Australasia Ltd since October, 1960. Since the introduction, the.: number of thickeners in use in the continu-ous thickening stage has been reduced from eight to three; there has been an increase of 25% in throughput and a reduc-tion of solids in.:thickener overflow from 3-4 gòpòl . solids to 0.5 g.p.l. solids. Reagent addition has been at the rate of 0.25. lb SEPARAN, NP10 per ton solids.Additionally there has been a gain of 3% in current efficiency as the direct result of the addition of SEPARAN NP10 to purified cadmium sulphate solution prior to electrolysis for cadmium metal. A smoother deposit has resulted and it has been possible to increase deposition time between strip-pings from 47 to 71 hours. However, there has been a slight increase the lead content of the cadmium-metal produced.

The Charters Towers 1:250 000 Gravity Data Set represents a new initiative of the Department of Resource Industries (DRI, formerly Queensland Department of Mines) to provide high quality regional gravity data over areas of the State that have high potential for new mineral discoveries. The Department has adopted a strategy to upgrade geophysical data to complement the ongoing Regional Geological Mapping Program (RGMP) of this Department and in areas where the data would be of most benefit to the mineral exploration industry. Part of this strategy is to ensure that these data are released within 6 months of data collection.The 1989 Charters Towers survey was completed as a joint project with the Bureau of Mineral Resources, Geology and Geophysics (BMR), and is the first regional geophysical data acquisition project undertaken by the DRI. Prior to this survey, the only gravity data in this area dates from the B MR regional surveys carried out between 1960 and 1967.
