I. INTRODUCTION There is no question that the choice of an appropriate discount rate is a critical element in virtually all business decisions in extractive industries. The standard textbook approach relies on a single overall cost of capital for an entire firm, itself a weighted average of the firm's cost of debt and equity. But a single rate is appropriate only if the commercial risks and financing structures are similar for all projects under consideration. In extractive industries, appropriate discount rates are likely to vary greatly from project to project. Risks of projects differ markedly by mineral, by country in which the project is located, by stage in production, and by position in the project's life. Further, for a variety of institutional reasons, financing structures vary greatly in relation to these same variables and thus the discount rate appropriate to the entire investment and, in particular, to the sponsor's equity investment will vary even more markedly. Failure to select discount rates which reflect these differences can result in extremely distorted decisions. Our interest in this subject results from our ongoing research on alternative ownership and financing structures for large scale extractive ventures in less developed countries where risks to the various participants--the sponsors, the financiers, and the host government--vary dramatically with the different options. Given the magnitude of these differences, a single discount rate for all options is clearly inappropriate. However, there appear to be few guidelines for practicing managers to follow in setting appropriate rates. In this paper, we take a first step in this direction.

IN thermodynamic studies of gas mixtures and liquid solutions, the respective problems have been greatly simplified by the use of two general limiting laws; Dalton's law of partial pressures and Raoult's law. It is generally recognized that these two laws have a common physical and chemical basis which may be stated as follows: The law may be expected to be strictly valid only for systems in which the different molecular species are so nearly the same in their physical and chemical properties that a molecule is unable to recognize whether its neighbor is one of its own kind or not. Positive and negative deviations from both laws are frequently encountered. The occurrence of negative deviations in both gases and liquids is ascribed to attractive forces which, in the more extreme cases, may be so large in magnitude and so highly specific in character as to lead to the formation of definite chemical compounds. Positive deviations in gases develop only at higher pressures where the intermolecular distances are so decreased that factors such as molecular size and shape, which ultimately become concerned with the repulsive forces, come into play. In liquid mixtures, positive deviations are generally considered as due to differences in the symmetrical (nonpolar) fields of force which surround the various molecular species and which are supposed to give rise to a tendency for each species to associate with its own kind and thus to "squeeze out" the other variety. Fundamentally this also involves the existence of repulsive forces between unlike molecules. If the fields of force are unsymmetrical (polar) a tendency towards compound formation results. Stated in more exact terms, strict adherence to the law means that the "activity" (or any adequate measure of this quantity) of a component in a mixture is a linear function of the molecular (or atomic)

Underground coal mine planning has traditionally focused on the mine design aspects concerning safety and efficiency in the quest to produce low cost coal. Very little attention has been given to coal quality control aspects of mine planning at most US underground coal mines. With the enactment of the Clean Air Act of 1970, the generally high sulfur content of coal has become a major concern for the coal-fired power plants in the east. Similarly, the ash and the Btu content of coal are equally important for boiler efficiency. Coal mine planning must incorporate coal quality control aspects as well as traditional safety and efficiency aspects. According to an article in Coal Age (March, 1982), nearly one-half of the US coal exported to Europe does not meet the contract specifications regarding ash, sulfur and Btu contents. Although one of the reasons cited for this problem was "inadequate sampling at the US ports," the more fundamental cause probably lies in the inadequate quality control of run-of-mine (ROM) coal at the source. To perform adequate quality control of ROM coal, mines need predicted short-term in-situ coal quality information. Such predictions are generally based on whatever available sampling information is around the mine workings. Unfortunately, the closest sampling information, in the form of diamond drill hole assays, is often several thousand feet away in most underground coal mines and is inadequate for short-term coal quality prediction purposes. This is because the diamond drill holes (DDH) were traditionally placed in the coal deposit during the mine development phase to determine coal seam continuity and overlying roof conditions. They were not placed for short- term mine planning. A study was undertaken by the University of Arizona for the Homer City Owners in Pennsylvania to show that there is a need for more closely spaced samples, if the short-term coal qualities are to be predicted with any "reasonable" degree of accuracy. Prior to this study, a short-term quality prediction model, STPM, had to be developed. This model uses not only DDH, but also other sample information obtainable during face development work to predict the qualities of in-situ coal that are available in the immediate future.

In discussing the petroleum products situation the first thing that comes to mind is "what is happening to gasoline." Is the consumption increasing? How is the export market? What about imports? Are stocks on hand too high? Have we produced too much? This paper will attempt to answer these questions. Consumption of gasoline (motor fuel) in the United States in spite of the depression and the chaotic conditions of many industries has increased during 1931 about 2 per cent over 1930. This favorable factor was offset by a severe contraction in exports, which fell off about 30 per cent from 1930. This drop in exports was so large that very little more export business was done than in 1926 or 1927. Taking all demand combined, there was a decrease from the peak year of 1930 of nearly 11,000,000 bbl., amounting to slightly over 2 per cent. The units of the industry, though, should have expected some decrease and governed themselves accordingly. Let us see what they did. They reduced imports over 3,000,000 bbl., which helped. Production was cut 3,000,000 bbl., but this was not enough, so that stocks increased 1,800,000 bbl. whereas during the previous year stocks were reduced 2,500,000 bbl. It is apparent, therefore, that something was done to keep the industry in balance in regard to gasoline, but not enough. If the year had ended on Sept. 30, we could have said that production had been cut 19,000,000 bbl. and stocks had been reduced from the previous year, but the excessive production during the last three months of the year changed everything. It is a strange thing and worthy of note that the price of gasoline fell to its lowest levels when apparently the greatest improvement was being made, and that during the last quarter of the year prices started to improve, when, in spite of an improvement in total demand which approximated 1930, an excessive production caused an uneconomic condition to set in. Stocks on hand on Dec. 31 were unquestionably too high, possibly 10,000,000 bbl. more than was needed for a strong condition to obtain. THE reduction of tungstic oxide to tungsten metal powder by hydrogen is a process by which one might expect the resultant metal powder to he porous. In- deed, sponge iron, prepared by rcduction of the oxide in a reducing gas, is generally accepted as quite porous. with pores large enough to be seen readily under the optical microscope at relatively low magnifications. However, any pores that may exist in tungsten metal powder are not resolved by the optical microscope, and apparently, not even by the electron microscope. Fig r shows commercial tungsten powder magni- fied at I0,000 X by the electron microscope,' both etched and unetched. In an earlier paper by one of the authors,* the existence of ports in tungsten powder was required to explain adequately the particle size changes occurring during the reduction of tungstic oxide. The inability to detect these pores under the electron microscope at 10,000 X implies that these {pores} are of a size of 100 A units or less. (This in itself is by no means proof that pores above 100 A would not exist, since polishing effects on the specimen might smear up holes of such small magnitude). GOODALE,* Butte, Mont.-I notice Mr. Newton refers very briefly to the carbonate ores of manganese, rhodochrosite, but he does not go into any special description of the treatment of that material. In some of the veins in Butte, Mont., there is a large amount of rhodo-chrosite, and a large tonnage of that material has been shipped to the East for making ferromanganese. At the works of the Anaconda company at Great Falls they treated several thousand tons of this manganese ore, running about 37 to 38 per cent. manganese, in electric furnaces, giving a product of about 78 per cent. of manganese. But just at that time the demand for ferromanganese from the West was discontinued and the material, about 1000 tons of 78 per cent. manganese, is on hand at the works at Great Falls. With the higher-grade manganese ore, running, we will say, 37 or 38 per cent., there are large bodies of ore perhaps 20 or 25 per cent., but containing too much silica to be valuable in their present condition. Some efforts have been made for water concentration of that material, but owing to. there being only a difference of about 1 in the specific gravity of the quartz gangue and the manganese mineral, water concentration has offered some difficulties, I have been told, however, that some very satisfactory experiments have been made with magnetic concentration of this material. I think it is a new idea that this manganese ore can be treated successfully by magnetic concentration.

Riparian communities are those related to, or near a natural watercourse (or sometimes of a lake, impoundment, or tidewater). Generally, riparian communities contrast sharply with the dominant vegetation type in an area, for example, the willow-birch-aspen- dominated watercourse in the Black Hills with its associated beaver- muskrat-trout habitat as compared to the dominant monotype ponderosa pine forest on either side of the drainage. Riparian ecosystems are valuable for the aesthetics, namely, varied landscape; photography and art; human awareness; diversity of plant and animal life, some of which may be unique to that habitat; cover, food, and water for associated wildlife and domestic animals; for recreation; for domestic water supply; and as natural outdoor laboratories. One major negative impact on riparian communities is hazardous chemicals from effluents from agricultural, industrial, and mining- metallurgical processes. One such chemical is cyanide, long used in the processing of gold and silver, and discharged previously directly into some of our natural ecosystems. With present environmental awareness, industry and government are attempting to minimize or eliminate this contamination. Homestake Mining Company began processing gold ore in the Lead- Deadwood area of South Dakota in 1878 and has remained in production at variable activity levels to the present time. The amount of cyanide (and heavy metals) entering the ecosystem during this time can only be crudely estimated, in part because of the variability in activity and the lack of understanding and concern about environmental pollution until the 1960's. The Zistersdorf field, near Vienna, continues to be Austria's only producing area. During the year the field was slightly extended by Rohol Gewinnungs A.G. in its Rag 2, which in April came in for an initial 120 tons daily through an 8-mm. (0.315-in.) bean, from the twelfth Sarmat sand at 1447 m. (4747 ft.). The amount of fluid produced by this well has remained essentially constant, but after the first several months water appeared and increased to some 50 per cent of the total. TWO subsequent extension wells, Rag 3 and Rag 5, northeast and west of Rag 2, found only water-bearing sands, and drilled through the main fault and into the Flysch at 1683 and 1401 m. (5522 and 4596 ft.), respectively. At the close of the year preparations were under way to deviate both wells away from the fault to test still deeper sands. Within the previously proven area of the field Erdolproduction's Gosting VII came in flowing a maximum of 440 tons daily, the highest individual production yet recorded. This company's Gosting VIII also yielded an initial production of 20 tons daily, and its Gosting XI, drilling

Experiments indicate that the fatigue limit of various drill steels becomes vanishingly small in the presence of water and other corrosive liquids. Therefore one must generally expect fatigue failures of drill steels in a great many field operations. However, it is theoretically possible to so choose the hammer impact speed of a percussion drill in order to maximize the total length of hole drilled before failure occurs. In this paper the existence of an optimum speed is demonstrated and it is shown to be comparable to presently used piston speeds. The influence on drilling speed and hole length of a number of other pertinent design features, such as bit geometry, hammer geometry and steel properties is also established. Although machinery should be designed to obtain optimum performance, it is not always clear just what performance characteristic is to be optimized. For example in a rock drill it would be desirable to optimize all of the following characteristics: drilling speed, bit life, steel life, total length of hole drilled before failure, and efficiency of energy conversion. The word failure could signify excessive bit wear, bit fracture, steel fracture, or some other type of component failure. It is not possible in general to optimize all performance criteria simultaneously. For example, one could achieve fantastically large drilling rates at the expense of bit or steel life, energy requirements and physical size of system. It therefore becomes necessary to compromise requirements in order to achieve a well-balanced albeit non-optimum design. It is, however, extremely useful to explore the interrelationships between the different performance characteristics. Such a procedure would help to establish theoretical limits of performance within the framework of existing knowledge and also serve as a practical design procedure for special applications where a particular performance characteristic is of greatest concern to the user (e.g., steel breakage might be especially undesirable in certain locations). It is the purpose of this paper to examine the problem of how one may drill the deepest possible hole before breakage of the drill steel occurs. Of course the problem is almost trivial if a well defined fatigue limit (endurance limit) exists for the drill steel. In such cases one merely keeps the piston impact speed sufficiently low to insure that the stresses in the steel never exceed the fatigue limit, thereby achieving an infinite life. If, however, no definite fatigue limit exists, as seems to be the case in the presence of even mildly corrosive agents such as water (see later discussion), then a finite life is inescapable and one can at best hope to maximize the useful life of the system. In many of the old placer-mining districts are still to be found large tracts of gold-bearing gravel not suitable to be worked with a dredge, because the bed is too shallow or the gulch too narrow. Frequently there is not enough grade to handle the gravel successfully by ground-sluicing or a bedrock flume, or it contains too many boulders to be worked succeeefully with the ordinary hydraulic pipe or tube elevator. In southwestern Oregon, two practical placer-miners named Ruble, after working for years trying to make money out of placer-ground coutaining many large boulders, invented and patented a hydraulic elevator of an entirely new type, and one that has been found to work very successfully in flat ground and in gravel containing many large boulders. It is a very simple contrivance. A few years ago I acquired the property near Pierce City, Idaho, known as the American placer-mine. Various attempts had been made to work this ground. MAGNESIUM alloys usually are superheated before casting in order to ensure fineness of grain. Superheat temperatures in common use range from 1600° to 1700°F while the casting temperature, which depends upon the mold shape, is usually 200° to 300°F lower. The process of superheating requires considerable time and seriously shortens the life of the iron pots used. Recently it has been reported' that if acetylene, carbon dioxide or natural gas is bubbled through molten electrolytic A.S.T.M. No. 4 alloy at 1400°F. for 5 min., grain refinement equivalent to that of superheating will take place. Addition of certain solids such as graphite or aluminum carbide accomplishes the same results.2 As will be shown in this paper, it is possible to achieve grain refinement in magnesium casting alloys at low temperatures by mechanical stirring of the molten metal for a short time. This process was developed in the course of research work, supervised by the War Metallurgy Committee under the "Restricted" Project NRC-550, for the Office of Production Research and Development of the War Production Board. This paper, based on that work, has been released for publication by the O.P.R.D. MATERIALS AND METHODS The alloys studied were the most common American sand-casting alloys designated as No. 4 and No. 17 by the American Society for Testing Materials. The magnesium used in these alloys was of both carbothermic3 and electrolytic4 origin. Chemical analyses supplied by the producers are shown in Table I. Each heat consisted of approximately 5 lb. of alloy melted in a Tercod crucible. It was refined by fluxing with Permanente No. 7* refining flux at 1300° to 1350°F. After cooling to 1200' to 1250°F., portions of approximately one pound each were ladled into iron crucibles contained in an electric furnace at about 1250°F. The molten metal was covered with Permanente No. 21† covering flux and then heated to the temperature to be investigated. Normally each of the four portions was given a different treatment. In a typical case one portion was stirred vigorously for 5 min., acetylene gas was passed through a second portion for 5 min., a third portion was superheated to 1600°F for 15 min., then cooled to casting temperature, and the fourth was held for 5 min. at the temperature of stirring or gassing without other treatment. Each portion was then cast into one-inch diameter cylinders in three "nonturbulent" molds of identical shape. One mold was made of cast iron and the other two of baked sand. ALTHOUGH many oil fields have been, and still are being, discovered in Oklahoma, the geology and structure of most of them have not become familiar to the general public because of the delay in securing government geological surveys and the reluctance of oil companies and other interested parties to give out their "inside information." Therefore, until official surveys are available, it behooves us to publish geological results as soon as possible. Fortunately the writer has been authorized by the Cement Field Oil Co. to publish his data on the Cement field, Caddo County at this time. LOCALITY AND DESCRIPTION The Cement field is situated in the part of Oklahoma known generally, until recently, as "Healdton fields," and lies 60 mi. (96 km.) northwest of the Healdton field proper. Like the Healdton field, it forms an approximate ellipse, trending northwest and southeast through the village of Cement on the St. Louis-San Francisco Railroad, on which it is reached in 2 ½ hours from Oklahoma City. In its geological structure, the field constitutes an anticline over 13 mi. (21 km.) long and from 1 to 3 mi. wide; the point of greatest width being not far from its intersection by the above-named railroad. The major axis trends north 75° west from the village of Cement; but eastward appears deflected (if field interpretations are correct) to about south. 45° east. About 5 mi. south lies an approximately parallel syncline, which may be conveniently called the Cyril syncline, the south and west boundaries of which may be distant many miles, but forming a closed basin', south of the Cement anticline. The position of the offsetting synclinal axis, which is believed to lie north and east of Cement, has not been discovered.

Discussion of the paper of E. T. DUMBLE, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. .1623 to 1638. E. L. DEGOLYER, Norman, Okla. (communIcatIon to the Secretary*).-Referring to Mr. Dumble's description of the stratigraphy of eastern Mexico, I should like to question the classification of the ?Papagallos? or ?Mendez? shales as being of Cretaceous age and the so-called overlapping of the Papagallos or Mendez shales by the Alazan shales; the classification of the San Felipe series as Cretaceous, and the correlation of the San Felipe series with the San Juan limestones. Mr. Durable apparently recognizes the continuity of the great shale formation by his use of the terms "Papagallos" and "Mendez," as equivalent and interchangeable, since the Papagallos Hills in the State of Nuevo Leon and Mendez Station in Northern Vera Cruz, localities at which the shale formation outcrops, and from which the formation names are taken, are approximately 250 miles apart and on opposite sides of the Tamaulipas barrier. The Papagallos shales (evidently referring here to the northern extension only) are said to be non-fossiliferous and no reason for .their Cretaceous classification is given, though in a previous article' they are classified as Cretaceous because at their northernmost outcrop they "have the same relation toward the overlying Tertiary that the Escondido (Cretaceous) has through its whole extent." The Alazan fossil locality was found by me and the first collections from it were sent to Dr. Dall; about 17 species of marine invertebrates were recognized by him, the fauna noted as having a distinct Pacific tincture, and the age of the formation from which they cause pronounced lower Eocene. The outcrop of the shale formation has been traced continuously from this point by me and my assistants into the Panuco River region, where Eocene fossils are reported at a depth of 1,810 ft. in a well at Topila.2 From Topila the formation has been traced continuously north to the Padilla-Jiminez region in Central Tamaulipas. Lithologically, the formation is fairly constant and though I am only generally acquainted with it north of the Padilla-Jiminez region, until definite evidence of the Cretaceous age of the Papagallos shale in its type localities, or of an overlap, is available, it seems to me more logical to consider the shale formation a single stratigraphic unit of Eocene age.

During the past few years the underground mining industry and the big hole drilling industry have been involved in a flirtatious courtship, but until recently this courtship did not appear to be taken too seriously by either party. However, many of the promises made by the big hole industry are beginning to come true. Improvements have been made steadily in techniques of mechanical boring of large diameter shafts, raises and tunnels, thus making the big hole industry a more stable partner in the eyes of the mining industry. The mining industry too has made many changes in planning that make mining more attractive to the big hole industry. If there is to be a marriage between big hole drilling and mining, we should certainly take a look at the background of the big hole drilling industry, and examine the three main features of big hole drilling to determine how each applies to mining. Shaft Drilling Since 1950, numerous large diameter shafts have been drilled using rotary drilling techniques. Most of the larger diameter shafts have been drilled for the AEC for underground nuclear testing purposes. However, since 1960 several shafts have also been drilled for various mining companies, particularly in the United States. In 1967, rotary drilling shafts were either completed or in progress at the mining companies listed in Table I.

The silver-fields of Zeehan and Dundas are located on the "West Coast" of Tasmania, 30 miles from the port of Strahan on the Macquarie Harbor. This harbor is 17 miles long, from 4 to 5 miles wide, and completely landlocked. Its only drawback is a shallow bar with 9 feet of water on it. The hills on the western side of the harbor vary from 200 to 300 feet in height, and are all composed of quartzite or a quartz grit. Ozark Lead Company, a wholly owned subsidiary of Kennecott Copper Corporation, was formed in 1961 to operate in the State of Missouri. The orebody presently being mined was discovered in January of 1962, and over a quarter of a million feet of drilling was done to determine its value and extent. In addition, a development shaft, six feet in finished diameter, was drilled into the orebody by an oil field rig in order to support the results of the core drill samples and to obtain bulk samples of ore for metallurgical pilot plant testing, upon the results of which the primary flowsheet was established. The design criteria developed from the flowsheet was based upon a 6000 TPD plant throughput and the subsequent engineering and construction of the mine and concentrating plant was completed in June 1968. The plant, which is designed to mine and mill 6000 tons of ore per day and produce 60,000 tons of lead and 8000 tons of zinc in concentrate annually, is located approximately 110 air miles south- west of Saint Louis. MINERALOGY The orebody occurs in the Bonneterre dolomitic limestone formation in the form of irregular masses of disseminated sulphides in essentially horizontal beds. The Lamotte sandstone underlies the Bonneterre formation and is barren in values. Principal ore minerals include galena with lesser amounts of sphalerite and some copper minerals. Patton and Speller have clearly shown in their excellent paper how this may be accomplished. Any operation that tends to uniformity is certainly conducive to good practice, and as the use of roll scale in the converter eliminates to a large extent the variations in temperature due to varying silicon content in the pig iron, it should certainly give a more uniform product. The Sparrows Point plant of Bethlehem Steel Co., southeast of Baltimore, is the largest Bethlehem plant, with an annual rated capacity of 6.2 million ingot tons. There is considerable diversity of product, but a high percentage is sheet, tin plate, galvanized sheets, and rod and wire. The large amount of light-weight end product requires a number of pickling installations that necessarily consume large quantities of sulfuric acid. In the coking operations sulfuric acid is also consumed in recovery of ammonia as ammonium sulfate and in treatment of recovered light oil derivatives. Total sulfuric acid consumption in the plant is currently approaching 10,000 tons per month, of which 55 to 60 pct is required for pickling. In 1951 the acute sulfur shortage caused grave concern as to future sulfuric acid supply for the Sparrows Point plant. Raw materials for acid making were already at hand in the form of hydrogen sulfide and pyrites sufficient to produce nearly half the sulfuric acid required at that time. It was also known that the Bethlehem mining activities would produce additional pyrites in the future. Late in 1951 Bethlehem management decided to build a 250-ton sulfuric acid plant at Sparrows Point to utilize these raw materials. The plant was built and put in operation in May 1953. The steel plant has expanded considerably since 1951, and it is now necessary to operate the acid plant far over rated capacity in order to supply plant demand. Production of acid in 1954 amounted to 93,000 tons.

I have bad considerable experience with the testing-machine at the Watertown Arsenal, having had broken there sixteen large steel eye-bars, besides quite a number of iron bars and two compression members. So far as accurate mid satisfactory results are concerned, the machine is all we could ask for, and the officers who have it in charge, together with their civil assistants, are thoroughly conversant with it 1 details, and entirely competent to make the tests required. The principal defect is that the force is very inadequate. As the machine is arranged, tile weighing apparatus is at one end and stationary, the measure of strain being carried from this to the scale-beam by the fluid in a tube m small that it looks like a wire. At the other end is placed the hydraulic press by which the power is applied; this press is mounted on a small carriage and held by two eight-inch screws about four feet above the floor, which arc of course strained in compression during tensile tests, and in tension during' compression tests. When the stretch of the material has exhausted the throw of the plunger it is necessary to relieve the strain, draw back the plunger, and move the carriage along, which is done by nuts turned by steam working on the large screws. Every specimen placed in the machine must be lifted above the large screws and lowered into position. To do this, crabs, running on travellers, which span the entire room, are placed over the machine, and by these the specimen can be lifted and put in place. The actual time required to make a test depends largely on the amount which the material stretches, bat it may generally be said, that for specimens which will stretch from two to three feet the
