Steven F. Leer, president and chief executive officer of Arch Coal Inc. will be the master of ceremonies for the 12th Annual National Mining Hall of Fame Induction Banquet. The black-tie (optional) affair will be held at the Adam’s Mark Hotel on Sunday, Oct. 10 in St. Louis, MO. Six legendary leaders will be inducted at the ceremony. They will join 145 mining greats previously honored in the annual ceremonies. R. Joe Wagner, vice president for exploration and chief geologist of The Doe Run Co., St. Louis, will be the evening’s keynote speaker. His father, Richard Edwin Wagner (1898-1979), was inducted into the National Mining Hall of Fame in 1998 at the banquet in Phoenix, AZ.

Costs of complex/underground projects have been consistently underestimated and delivery on time and on budget has been problematic. This has been attributed, to inadequate cost estimates and unidentified and/or insufficiently managed risk. Use of probabilistic cost estimates like the Washington State Department of Transportation?s CEVP® process (developed by the author and others) has produced more realistic cost estimates, explicitly identified and quantified risk (as input to risk management plans) and early awareness of key project issues. This paper updates previous work (NAT 2004), adds implementation detail for probalistic cost estimating as used by WSDOT, FHWA and other agencies and will address key issues in risk management, as related to probalistic cost estimates.

Sensor derived data can add value across the mining operating chain ranging from resource definition, extraction, pre ? concentration, mineral process monitoring and assessment of product quality. Most documented studies on the use of sensors in mining focus on specific technologies for specific applications. These studies do not take into account different aims, objectives and operating conditions at different steps in the value chain. The first part of this contribution assesses key physical performance and discriminatory requirements of sensors applied in each portion of the mining value chain. The second part proposes a framework of methods for quantifying the value added by additional sensor information. Integrating the sensor based technology and the economic value quantification allows for both, designing an economically optimal sensor monitoring network along the whole mining value chain and optimizing efficiencies. Illustrative studies demonstrate the significant economic benefits, in particular in reduction of exploration expenditures, increase in extraction efficiencies, increase in ore product quality and improvement of processing efficiencies.

The 5 km (16,194 lf) of 6.1m (20 ft) diameter TBM driven tunnel built by the J.F.Shea Co. will serve as sewage overflow storage. The TBM tunnel and four connecting tunnels excavated by drill and blast methods in hard granite will remain unlined. Based on the Geotechnical Baseline Report (GBR), the Contract documents provided a design with no required pattern of rock bolts, no probing, no pre-excavation or consolidation grouting, and lastly, no final lining of the tunnels was deemed necessary. This paper will provide a general overview of these topics with the emphasis on the actual ground conditions encountered versus the projected conditions provided in the GBR and how the GBR reflected the design of the project. Proposed modifications to the temporary and permanent ground support will be presented and the necessity of probing and pre-excavation grouting will be evaluated.

The Shiloh Church deposit is a very significant molybdenum occurrence in an ususual, perhaps unique, geologic environment. Work done to date indicate that several million tons of "ore" may be present, occurring as a matrix in limestone and dolomite breccias. Mineralized rocks cored to date are at or near the surface and the deeper resource potential has not been tested. The prospect is located in Polk County, north- western Georgia (Fig. 1). The "ore zone" was outlined by North American Exploration, Inc. (NAE) using geochemical prospecting techniques. Extensive geological work, including core drilling, has been conducted on the properties, together with geochemical and geophysical surveys. The geology, geochemistry and geophysics of the prospect are discussed. It is hoped that these data can be used to formulate exploration programs in similar terranes located elsewhere in the eastern U.S.A.

The Fort Knox Mine is located in Alaska?s interior, where the average ambient air temperatures range from -24°C (-11°F) in January to 16°C (61°F) in July. The mill processes a free-milling gold ore utilizing both a gravity recovery circuit and conventional cyanide leach/carbon-in-pulp circuits. Mathematical models have been developed to accurately predict the impact of leach circuit slurry temperature on gold leaching, carbon adsorption and cyanide destruction kinetics. Additionally, an energy-balance approach has been used to model the seasonal variations in slurry temperatures throughout the Fort Knox mill. The energy-balance model, combined with the kinetics models previously developed to predict plant performance, was used to justify a tailing thickener installation at the Fort Knox Mine. This paper describes the development of the energy-balance model and its prediction of plant performance assuming a tailings wash thickener to reduce heat loss from the mill. Also presented is an analysis of the post-project plant performance that validates the model and shows that the mine produced an additional 596 kg (19,155 oz) of gold while reducing mill reagent costs by $6,302,000 during the first 38 months of operation.

1967 will be remembered as the year the world realized it was running out of silver. In May of this year a new era in tin the history of the white metal was begun as the power of the U.S. Treasury to regulate world .silver markets was staggered by one of the most intense speculative flurries in recent times. In the past few months the price of silver has risen from $1, 29 to over $1.80 per troy ounce and with it have spiraled the prices of a host of silver-bearing consumer items. Legislation has, been enacted to conserve our coinage and meager silver stocks and today large quantities of non-existent silver are trading hands at a fast pace on the commodity exchanges throughout the world. Now that the price of silver has been set loose, forces are in motion to dull the world's appetite for silver. At the same time there is strong incentive to provide greater quantities of silver to satisfy the world's hunger' for the metal.

The two contracts of the Big Walnut Augmentation/Rickenbacker Interceptor(BWARI) sewer project for the City of Columbus, Ohio total nearly 35,000 feet of 14and 12-foot diameter tunnel. EPB TBMs will install precast concrete segmental lining through difficult glacial soils ranging from clean granular to hard till with high groundwater and boulders, crossing roads, railroads, and a large stream. Construction of 12 shafts and a large Interconnect Structure involving major ground stabilization work is required. The paper will review design of major project elements and present an update on construction progress.

INTRODUCTION Before a mine is planned in detail, a preliminary analysis is often conducted. This preplanning permits the mining engineer to make a rapid assessment as to whether or not a particular mining property warrants further consideration. In fact, a properly conducted preplanning phase can come within 10% to 20% of the actual results, thereby saving the mining engineer valuable time before committing himself to a fine-tuned analysis. The questions to be answered by mine preplanning are (1) What will be the operating conditions for the mine? and (2) How long will it take to complete the project? To answer these questions, calculations dealing with reserve estimation, production planning, man- power planning, and project scheduling are conducted. The following sections discuss these various phases of mine preplanning in greater detail. RESERVE ESTIMATION The estimation of the various characteristics of a reserve, such as quantity, grade, and thickness, is an ongoing process throughout the life of a mining venture. However, the reserve-estimation phase of mine planning is more closely associated with the preplanning phase. There are many different techniques employed in reserve estimation of solid mineral deposits; variations among them are introduced because of such considerations as ease of application or level of accuracy. In any event, each technique is developed in the following manner: (1) the mineral body is represented pictorially and then subdivided into blocks related to one or more samples of exploration data, (2) the area and volume of each block is determined, (3) the volumes are converted to representative tonnages (or, for example, grades), and (4) the results are tabulated. To illustrate this procedure, the polygonal (area-of- influence) technique will be presented due to its ease of application, flexibility in dealing with different deposits, and general acceptance. The polygonal method assumes that all characteristics of a mineral body extend halfway between a point of observation and any other point of observation. The explored portion of the mineral body is represented by polygonal prisms whose depths relate to the characteristic in question (grade, thickness, etc.) and whose plane bases relate to the area of influence of each point of observation (drill hole, etc.) as shown in Fig. 1. The polygons must be constructed in a definite order, usually clockwise and from the periphery to the center of the deposit. Table 1 can then be used to calculate the characteristics in question. Since, by definition, the polygonal method assumes that the characteristics of a mineral body extend half- way between points of observation, it becomes readily apparent that the evaluation of a vertical-drill hole exploration program requires that the sides of the polygons be formed by the intersection of perpendicular bisectors (Fig. 2). Figs. 3 and 4 show correct and incorrect construction of the polygons. The criterion for correct construction of the polygons is that all points within a particular polygon must be closer to its rallying point than those located in any other polygon. This is clearly not the case for certain points that are located in the polygon containing rallying point B in Fig. 4. Although this method can be used where the drill holes are irregularly spaced, calculations become less tedious when a square net (Fig. 5) or a chessboard (Fig. 6) grid is adopted. The numbers shown in Figs. 5 and 6 represent the relative weight for each of the shaded areas. In general, the greater the number of polygons, the more continuous the mineral body, and the more regular the grid, then the more accurate the computations will be. PRODUCTION PLANNING Before an acceptable evaluation of the production potential of a mine can be determined, a thorough exploration program should be conducted. It seems obvious that the nature and properties of the deposit and adjacent strata, the presence of impurities, and other mining conditions should be adequately determined prior to production planning and equipment selection. The lack of sufficiently detailed knowledge of the many mining parameters has led to the failure of numerous operations. For example, targeted production tonnages and equipment sizes for a coal mine are intimately related to the seam thickness. Needless to say the quality of information that is gathered from an exploration program can have a tremendous impact on the production plan. More than 124,000 people involved in the mining and construction industries throughout the world poured into Las Vegas, NV in March for ConExpo-Con/Agg ’99. Show organizers said this triennial exhibition is the largest equipment show in the Western Hemisphere and one of the largest exhibition of any industry. “Clearly, Con-Expo-Con/Agg ’99 was one of the largest trade shows of any industry ever held in the Western Hemisphere,” said Bruno Benna, co-chair of the event. Attendees included mining industry representatives, including aggregates, and sand and gravel producers. In addition, many of the attendees work in the construction, reclamation, forestry, asphalt paving, landscaping and concrete industries. According to show records, about 52% of those attending were company presidents, vice presidents, chief financial officers or managers.

Fan applications in the mining industry have changed during the last 70 years. In 1922, J.R. Robinson authored a technical volume entitled Practical Mine Ventilation. At that time, atmospheric control had only recently shifted from natural to mechanical. The large, mechanical draft fans that were used then were centrifugal. The fans ran at low speeds, about300 rpm. Most were steam-engine driven. In the late 1920s and early 1930s, mines became larger, increasing the pressure and volume requirements of the fan equipment. Axial fans were designed to run at much higher speeds (710 to 880 rpm) and were driven by electric motors. They were also smaller and less expensive to install than the cumbersome centrifugal units. However, changes in mining have resulted in progressively higher static-pressure requirements. So centrifugal fans are once again proving to be a good choice.

The copper mines of Michigan are all in the northern part of that state on the Keweenaw Peninsula, which extends from the (Michigan) mainland for about seventy miles northeasterly toward the middle of Lake Superior. The mines occur in a belt or zone occupying the central portion of the peninsula from end to end.. The most productive mines for many years past have been those located not far from the city of Houghton in' the central part of the zone, in a section extending about ten miles southwest of Houghton and fifteen miles northeast. The most important mines in order of location, from the northeast to south¬west, are the following: Mohawk, Ahmeek, Allouez, North Kearsarge, Wolverine, South Kearsarge, Centennial, Calumet. and Hecla, Osceola, Franklin, Quincy, Hancock, Isle Royale, Superior, Baltic, Trimountain, and Champion. The first three named are in Keweenaw county and all of the others are in Houghton county. Still farther to the southwest are the Lake, Mass, Adventure, Michigan, Victoria, and White Pine mines. These are in Ontonagon county.History. The exploitation of these copper mines extends back into prehistoric times. There is little evidence that the American Indians carried on mining operations in this region in the period shortly before the advent of white men, but there is abundant evidence that the ancestors of the Indians, •or some earlier inhabitants of the region, carried on primitive mining operations. For example, Mr. S. O. Knapp, Agent of the Minne¬sota Mining Company, in the winter of 1847-48, made the first discovery of prehistoric mining. The Owner Procurement Process or OPP is a proven, viable alternative contract delivery method that is potentially applicable to many tunnel projects. Using the OPP, the owner specifies and procures major tunnel construction items such as tunnel boring machines and tunnel linings and provides them to a tunnel excavation contractor in order to manage risk and accelerate project schedule. However, due to industry perceptions regarding potential owner risk, it is seldom considered or is rejected out of hand. In fact, past performance demonstrates that the process significantly minimizes owner, contractor and over-all project risk and mitigates the impact of any claims and differing site conditions. The paper outlines how the process should be structured to achieve schedule, cost, quality and risk management benefits. Potential and perceived disadvantages are discussed and how the process can be structured to mitigate or avoid them. The planned implementation of this process on the tunnels for the Silicon Valley Rapid Transit Project in San Jose, California is discussed.

The U.S. coal industry has long utilized the pillar-extraction mining technique as a method for maximizing coal recovery. Like longwall mining, it causes large-scale movements that progressively propagate from mine-level to the ground surface and may affect the groundwater regime, surface drainage and surface structures. The U.S. Department of Energy, in an effort to foster in- creased use of total extraction mining techniques, has recognized the need for a better understanding of these movements that will lead to a greater compatibility between coal mining and present and future land use. As part of that goal, GAI Consultants, Inc. is currently in- stalling instrumentation to monitor the ground movements associated with pillar extraction mining at Kitt Energy Corporation's No. 1 mine in northern West Virginia.

Mining is one of the oldest industrial activities. Its products are essential to modern civilization. Paradoxically, and despite a deep-rooted belief to the contrary, mining is not a lucrative industry— at least not in the aggregate. This assertion is true not only for recent years, one of the weakest periods in terms of metal prices, but also for a long time past. In 1776,Adam Smith said in The Wealth of Nations: “Of all those expensive and uncertain projects, how-ever, which bring bankruptcy upon the greater part of the people who engage in them, there is none perhaps more perfectly ruinous than the search after ... mines. It is perhaps the most disadvantageous lottery in the world... Projects of mining, instead of replacing the capital employed in them, ... commonly absorb both capital and profits.”

Iron ores obtained from different sources differ in their chemical and physical properties. These variations make the process of grinding a difficult task. The work carried out in this context focuses on three different samples of iron ore, viz., high silica high alumina, low silica high alumina, and low silica low alumina. The grinding process for all the three iron ores is carried out individually in Bond’s ball mill and the total retention time taken by each iron ore sample is calculated. The present investigation focuses on utilizing the calculated retention time of the iron ore as a standard grinding reference time to the laboratory ball mill for optimizing the grinding time of each ore. The desired P80 (150 μm) with an acceptable range of hematite liberation (> 75%) was obtained in the laboratory ball mill after reducing 6 min from the total retention time taken in the Bond ball mill.

Compared to conventional fully ducted axial and centrifugal fan systems, jet fans can offer a number of advantages for control of smoke during fire emergencies and dilution of diesel engine exhaust products in vehicular and rail tunnels. The success of jet fan applications is the result of a balance between the temperature de-rating of the fan, buoyancy forces and the installation momentum transfer efficiency. This paper provides a case study of a unique application of vertically-mounted jet fans in ventilation shafts used to provide both emergency ventilation and pollution control for an overbuild created by the construction of a series of commercial high-rise residential buildings over a portion of an existing passenger rail line. A detailed evaluation of a set of shafts for one building is presented, including a discussion of the calculation methods used to estimate the required jet fan capacity and the results of the subsequent numerical analysis using Computational Fluid Dynamics to simulate the performance of the jet fans during train car fire emergencies.

THE QUARTETTE Mine near Searchlight, NV, a mine that first operated in the 1890s, could begin processing ore again by September. Jetco Enterprises Inc. plans to work through the tailings and ore close to the surface followed by plans for an openpit mine. It is one of at least three new mining efforts in the region, the Associated Press reported. Another is north of Searchlight, with yet another across the Colorado River in Arizona, east of Bullhead City. Gold mining is rare in southern Nevada. The area generally lacks the rock type that contains gold deposits. Restrictions on federal wilderness areas and protections for the desert tortoise also play a role. Gold veins in the region are generally small and erratic in length and height, Bill Durbin, a geologist and chief of southern Nevada operations for the Nevada Division of Minerals told the Associated Press. L.R. Tad Tinnell, president of Jetco Enterprises, has long eyed the mine. From 1993 to 1995, he explored and drilled on the property, which was still owned by Searchlight Mercantile.

The primary water supply system for the City of San Francisco and adjacent peninsula areas consists of aging and deteriorated pipelines crossing under the San Francisco Bay (the Bay). This system is highly vulnerable to seismic damage from the nearby San Andreas and Hayward fault zones. The Bay Tunnel Project will replace the existing system with a 8-km-long (5-mi-long) tunnel underneath the Bay. The tunnel will be constructed using earth pressure balance methods and will have a two-pass lining system of precast concrete bolted, gasketed segments for initial support, and a welded steel pipe final lining. The project challenges include tunneling through both soft ground and rock conditions without any intermediate shaft access over the entire alignment. Seismic performance criteria include maintaining service flows after a large earthquake.
