There is a growing interest among transportation planners to make more use of the subsurface to preserve the landscape and make transportation more efficient and economical. At the present time, utilization of the underground for transportation facilities is severely restrained by the adverse environmental impact and high construction costs. However, recent studies performed by the United States Department of Transportation indicate that, in spite of such problems, the volume of underground construction has significantly increased during recent years and projections point to continuation of these trends(1). It is estimated that the total volume of transportation tunnel construction will exceed $4 billion in this decade. This level of Investment justifies a significant research program. Due to the common interest in transportation tunnels and to the similarities of problems encountered during their construction, the tunneling research activities of the Federal Highway Administration (FHWA) are closely coordinated with the programs other agencies of the U. S. Department of Transportation DOT); specifically, the Federal Railroad Administration (PRA) and the Urban mass Transportation Administration (UMTA). The FHWA is responsive to the particular needs of these agencies but will benefit from the research results obtained also. In 1971, the Office of Secretary, DOT, initiated plans for an overall coordination of the DOT, FICA, UMTA, and FHWA tunneling research activities. The objectives of this effort have been to reduce tunneling costs by 30% and to increase the rate of excavation by 200% within 10 years. "The paper discusses the results of 3D finite element analyses to investigate the effect of face support pressure and soil permeability on face stability conditions in EPB tunnelling. Two main types of face behavior are identified: Undrained conditions ahead of the tunnel face, typically occurring in soils with permeability less than about k=5·10-7m/s, are shown to be favourable for face stability; analyses show that an applied face pressure comparable with the initial hydrostatic pore pressure is sufficient for adequate face stability, even for soils of relatively low strength. Drained or partially conditions, typically occurring in soils with permeability higher than about k=5·10-6m/s, show that face stability is strongly dependent on the horizontal effective stress of the muck in the excavation chamber; the presence of even a small effective stress in the muck is very beneficial for face stability conditions and can be a possible explanation of successful EPB tunnelling through relatively permeable soils. INTRODUCTION Face stability is probably the most important aspect in urban tunnelling. Usually, Earth Pressure Balance (EPB) machines are utilized, to ensure that a reasonable amount of face pressure is exerted on the advancing excavation face, reducing ground loss and preventing potential instability of the face core, thus controlling the amount of disturbance caused by tunnel excavation to surface structures. However, the ideal amount of face pressure depends on several factors (ground and groundwater conditions, tunnel size and depth, muck conditioning, etc.) which are difficult to include in analytical calculations. For many years, conventional empirical or analytical methods (e.g. Anagnostou & Kovari 1996) were the only available tools for quantifying face stability and selecting the required face pressure. In the last few years, however, numerical analyses have gained power over conventional methods, allowing more accurate designs and providing useful information about the anticipated ground deformations due to tunnelling. Numerical analyses have also been used in assessing safety against face instability using face extrusion (horizontal face displacement) calculations (e.g. Prountzopoulos 2012)."

The two candidates in the upcoming presidential election in the United States each say that they have their own solution to the nation?s energy problems - solutions that will increase the amount of energy available, lessen the nation?s dependence on foreign sources and reduce the amount of pollution released to the atmosphere. Democratic nominee Sen. Barack Obama and Republican candidate Sen. John McCain both advocate research funding for coal-to-liquids and clean coal technologies. McCain also supports increased oil and gas drilling offshore. And Obama has even made some noises in that direction, although his plan leans heavily on the increased use of renewable energy sources. The energy debate is not new to this election. Congress and whichever party is in the White House has for years been trying to craft a comprehensive energy policy. One difference in this latest debate is that the increased use of nuclear energy has gained more attention. Current President George W. Bush has said he favors the increased use of nuclear power as part of the nation?s energy package. And McCain said he supports the building of more nuclear power plants. Obama has not said much about that. The American public is also showing signs of changing its stance on nuclear energy. To be sure, images of Three Mile Island and Chernobyl are still alive in some minds. However, the American public has said it wants cheaper energy and they want it produced more cleanly. With nuclear, the nation can have both. In the United States, nuclear accounts for slightly less than 20 percent of the electrical power used (see interview with Gary Steele of Energy Fuels on page 27). Globally, that figure is about 15 percent. And there are several nations that derive better than half of their power from nuclear sources. Add to that the world?s increasing need for more energy and the future of nuclear is bright.

Through the process of Riverbank Filtration (RBF), the Louisville Water Company plans to obtain a higher quality source of water for their B.E. Payne Water Treatment Plant (WTP) by means of four collector wells located in the alluvial aquifer along the bank of the Ohio River. The collector wells are connected to a 2,850 L/s (65 mgd) pumping station by a 2,362 m (7,750 ft) long, 3 m (10 ft) finished diameter tunnel located in limestone and shale bedrock, which is approximately 45 m (150 ft) below the surface. High tunnel boring machine (TBM) production rates were achieved in this moderately weak bedrock; most of the tunnel only required support in the crown. An unanticipated water-bearing fault and unanticipated ground behavior proved challenging and required quick thinking to minimize impacts to construction. Tunneling conditions are discussed in detail, together with the methods used for overcoming the groundwater and ground behavior challenges. The tunnel is expected to be completed in April 2009.

"Due to recent coal bursts in Australian coalmines, research of coal bursts has attracted intensive interest from mining researchers and engineers worldwide. Previous research has shown that the sudden drop of fractal dimension may be a precursor of catastrophic failure of rock. This paper examines the fractal characteristics of temporal-spatial distribution of acoustic emission signals released during the compression loading process of coal. This research suggests the possibility of coal burst forecasting based on acoustic emission data. The concept and calculation equation of fractal dimension is introduced in this paper. Additionally, uniaxial compression experiments of Australian coal samples are conducted, and the acoustic emission waveform and 3D location are recorded simultaneously by eight sensors Express-8 AE monitoring equipment in the loading process. The experimental results indicate that the continued slowdown of fractal dimension in time sequence can be used as a precursory signal of coal sample brittle failure. The fractal dimension of the spatial distribution of acoustic emission events decreases with the evolution of coal fracturing.INTRODUCTIONCoal bursts refer to the catastrophic failure of overstressed coal subject to the dynamic and static loads. In recent years, coal bursts have occurred in major coal mining countries and this phenomenon has attracted the research interests of international mining and geotechnical scholars. A total of five coal burst accidents happened in Australian coalmines since 2014. On October 20, 2018, a coal burst occurred at Longyun Coalmine in China’s Shandong province, which led to 21 fatalities. Unfortunately, even after decades of research, it seems neither more accurate forecasting methods nor comprehensive controlling measures put forward by researchers have solved the problems posed by coal bursts.As an instantons energy releasing process, coal bursts are always associated with energy dissipation in the forms of acoustic emission, micro seismicity, and electromagnetic radiation (Yamada, Masuda, and Mizutani, 1989). It is believed by many researchers that the frequency–magnitude relationship of micro seismicity induced by rock failure satisfies Gutenberg-Richer relationship as well (Feng et al., 2017). Hence, based on the principal and theory of earthquake source locating, micro-seismicity monitoring equipment has been adopted in many coalmines to locate seismic event origins associated with coal and rock failure in an attempt to better forecast coal and rock bursts. Although many parameters such as b value (parameter of Gutenberg and Richter’s law) (Lu et al., 2015) have been adopted as indicators of risk, the forecasting of coal bursts is still of low accuracy. The same is true with earthquake prediction, as it remains as a worldwide problem even after decades of research and practice. Acoustic emission (AE) methods are now widely adopted to detect rock failure processes under an applied stress for application predicting the abrupt failure of rock in the laboratory (Li et al., 2017). Previous studies have found that significant overlap exists between research regarding AE and micro seismicity with respect to generation process (both are concerned with the generation and propagation of elastic wave) and event origin location, as geophysical signals of both are same (Lockner, 1993). That is, the frequency–magnitude relationship and early-warning indicators found by AE research in the laboratory have a potential applicability to in-field micro seismic monitoring of coal bursts. Through experimental study, Feng and Seto found that the temporal distribution of acoustic emission counts of rock have distinct fractal structures during load-increase processes (Feng and Seto, 1999). As part of a $2.2 Billion bridge project that will link Indiana and Kentucky, an interchange project northeast of Louisville will require the mining of a 6-lane tunnel system about 2,000 ft long in order to cross beneath the historic Drumanard Estate. This paper will discuss preliminary engineering that has been undertaken to compare two-bore and three-bore layouts, the planning of an exploratory tunnel facility, and the potential for including a test chamber to investigate the ability of high capacity roadheaders to mine the 22,000 psi limestones.

The 26th Peruvian Mining Convention (Convención de Ingeneieros de Minas del Perú) was held Sept. 15 through 19, 2003, in Arequipa. The convention was sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru). The Institute has been organizing these events since 1954. They are now held every other year. The conventions spotlight Peru’s mineral resources and have contributed to the tremendous growth of the Peruvian mining industry. This year’s meeting consisted of technical sessions, forums, field trips and social activities. It was held at the Tecsup Institute of Technology of Arequipa. More than 3,000 mining professionals attended. As always, the meeting was well organized, and participants expressed gratitude to the organizing committee for another successful meeting.

A recent analysis of 145 TBM tunnels of more than 1000km total length has helped to quantify the time dependence of utilization (U). In fact U = Tm, where T is time in hours and m is a negative gradient of deceleration. In poor quality ground, gradient m has a strong dependence on rock mass quality Q, for example m ˜ -0.5when Q = 0.1. Good investigation is critical for ensuring faster TBM tunneling then drill-and-blasting, which tends not to slow down (in m/hr) as the tunnel length increases. Anew design model called QTBM allows more reliable prognoses be made, and occasionally will disqualify the TBM solution.

Introduction Basis For System San Juan Coal Company (SJCC) is a subsidiary of BHP Billiton. Until recently, BHP Billiton operated three surface mines in northwestern New Mexico: Navajo, San Juan, and La Plata. The San Juan and La Plata Mines supplied the San Juan Generating Station operated by Public Service of New Mexico. Stripping ratios at those operations were increasing, and by 2000 a feasibility study was underway to develop SJCC’s vast underground reserves as a replacement. Early in the evaluation and planning phase for the San Juan Underground Mine, it was determined that the target seams (Fruitland #8 and #9) had a high propensity for spontaneous combustion. Spontaneous combustion was identified as a risk, both to personnel and equipment, and to the ability of SJCC to reliably fulfill its obligation to the power plant. In the last 20 years, several western US coal mines suffered underground spontaneous combustion events and/or mine fires. Included in this group were Colorado Westmoreland’s Orchard Valley Mine (1987), RAG’s Willow Creek Mine (1998 and 2000), Oxbow’s Sanborn Creek Mine (1999), the West Elk Mine of Arch Coal (2000), Arch’s Skyline Mine (2002), Western Fuels’ Deserado Mine (1996), and the West Ridge Mine of Andalex Resources (2003). The cause for the majority of these fires was spontaneous combustion. Fighting the fires required injection of an inert gas or foam. Nitrogen and carbon dioxide were the predominant choices of inert gas. In all cases, the gasses had to be trucked in from considerable distances. Before the inert gas could be used, injection holes had to be drilled into or near the suspected fire locations. This drilling and trucking caused costly delays in the timing of the fire fighting effort, and was not as precise as desirable. Emergency purchasing of gas and pumping services was extremely expensive, running as high as $70,000 per day at one mine. As a result of the experience of other western US coal operators, and the risk inherent with spontaneous combustion at SJCC, it was decided to pursue installation of a nitrogen delivery facility on-site at SJCC. This decision was later expanded to include a continuous supply of nitrogen.

This coal basin is a fore-deep basin with a lot of similarities with the Appalachian basin in the U.S.A., where throughout the 1990s, the research in coalbed methane grew rapidly due to a combination of factors, including the high prices for gas and electricity. In the Asturian Central Coal Basin 129 coal beds with thickness ranging from 0.8 to 1.5 m have been recognised in the productive carboniferous in an area bigger than 1500 km2. The maturation grade of these coals varies from the external zones of the basin where the volatile content ranges from 35%-40% to 20%-30%, to the internal zones of the basin where the volatile content ranges from 20% to 10%. In this context a sustainable exploration for fossil fuel is currently being undertaken in the most favourable areas of the basin in order to evaluate the real possibilities for coalbed methane (CBM) resources.

INTRODUCTION When divers discovered that sections of a tunnel housing the pipeline that conveys wastewater from the Charleston Peninsula to the Plum Island Wastewater Treatment Facility had caved in, the Charleston Commissioners of Public Works(CPW) moved quickly to determine a long term solution for the city’s collection system, immediately focusing on the Ashley River sewer tunnel along the western boundary of the peninsula. Working with the Charleston community, as well as federal, state, and local officials, CPW developed a fast track yet long life design that can be used as a model for underground construction of tunnels in urban areas. The paper that follows summarizes key aspects of the Ashley River sewer tunnel project. HISTORICAL CHARLESTON Charleston, South Carolina is a culturally significant and historic city that was originally settled in 1670. There are over 100 buildings on the National Register of Historic Places within the Charleston area. Additionally, the first shots of the American Civil War were fired at Fort Sumter in the Charleston Harbor in 1861. As one can imagine, tourism generates significant business for the area with over 1.5 million people visiting Charleston each year. No project, especially one that requires digging, is done within the old city on the Charleston peninsula without careful planning. Many precautions are necessary to prevent damage or disruption to the historical properties. The Ashley River sewer tunnel project is exclusively in the old city. A lot of work was done during the design phase to minimize the impact to historical properties. Some of this work included: an archeological study (where pre-digs were monitored at all shaft sites by an archeologist); a building/structure assessment study (where structures near a shaft site were completely surveyed and cataloged); and an environmental study.

Risk management is an established loss-control methodology that has been applied successfully in many industries. Recently, interest in this structured approach has grown in the mining industry. The main objective of this research was to develop a risk-assessment process, which is a part of risk management, that can be used by the U.S. mining industry to more thoroughly characterize risks associated with haul truck-related fatalities. The assessment is based on historical data obtained from the U.S. Mine Safety and Health Administration (MSHA) investigation reports, which includes 113 fatal incidents that occurred from 1995 through 2006. The risk-assessment process used in this research involves the following basic steps: identification of the risks, risk analysis and risk evaluation. The preliminary hazard assessment (PHA) method is used in identifying and quantifying risks. Risk levels are then developed using a pre-established risk matrix that ranks them according to probability and severity. The resulting assigned risk value can then be used to prioritize control strategies. This paper is a part of a detailed study on risk assessment for equipment-related fatalities in mining sponsored by the Western U.S. Mining Safety and Health Training and Translation Center.

The distribution of phosphate in Pliocene-Miocene deposits of the Southeastern United States was controlled by the prevailing geologic setting. For each basin a unique set of conditions in terms of relationship of land mass to shelf, depositional environment and seawater composition, and movement controlled phosphate distribution. Concentration sufficient to recognize the deposits as a resource occurred in lagoons or shallow neritic zones, with clastics and carbonates diluting the section basinward. Each deposit within a basin displays similar metallurgy and lithology, notwithstanding post-depositional alteration.

The development of an effective belt-cleaning system for a new conveyor system seemed a fairly conventional assignment. But a closer examination of the project showed a number of “fine print” details: •High altitude location (with resulting cold weather and low humidity conditions). •Long conveyor length. •Troublesome material (very sticky and capable of hardening like concrete). •Limited water. These difficulties are spelled out the challenge of developing a cleaning system for the production conveyor2 (PC2) belt at Climax Molybdenum’s Henderson Mine.

Rehabilitation challenges were met nearly two months ahead of contract schedule for the Design-Build, Fast Track Scituate Aqueduct & Tunnel project in Cranston, Rhode Island. The aqueduct and tunnel were built in the 1920s and consisted of three sections—a 2.3 m diameter reinforced concrete section that extends approximately305 m before it transitions to a horseshoe-shaped 2.3 m wide by 2.1 m high cast-in-place concrete tunnel that continues for approximately 5.3 km until it transitions back to a 2.3 m circular section that extends approximately 1.9 km to the end of this project. Major repairs were required to assure sustained operation of this water supply tunnel.

Application of depositional analysis concepts is becoming an ever-increasingly more important and more useable tool in exploration and development of coals in the Appalachian basin. Over the past decade, a rather large number of studies, papers, and publications have addressed various aspects of depositional environments of coals and, to some extent, applications to development. As would be expected as regards a subject so complex as Pennsylvanian sedimentation in the Appalachian basin, certain academic studies have produced conclusions at variance in some aspects to those of other studies. Overall, however, there has been a building- block progression and general refinement with time of understanding of the depositional settings and other factors controlling Appalachian coal distribution, quality, and other minability parameters. Most attempts to explain coal seam characteristics have revolved around a basic deltaic model. Some have attributed certain seam attributes to upper delta plain deposition, other attributes to transitional-lower delta plain settings, and yet others to lower delta plain environments, and so on. While these approaches have provided valuable insight into some general coal characteristics, they are somewhat incomplete and are, in a sense, too broad for specific mine-scale applications. Further, it is apparent that in order for widespread peat accumulation to occur, there must be a drastic decrease in the energy of the depositional system and amount of sediment being brought in, compared to the active deltaic and coastal processes responsible for deposition of the large volume of clastic sediments that dominate the Pennsylvanian system of the Appalachians. Consideration of this fact implies that peats (coals) may not necessarily reflect depositional settings that are directly coincident with those associated with adjacent rocks. Cecil and Englund (1985) address this point, and quite correctly state that "the primary controls on major stages of peat formation are allocyclic processes involving paleoclimate, eustatic changes in sea level, and tectonics." While this statement is inarguable, it does not negate the importance and usefulness of depositional analysis in predicting reserve characteristics that may impact mining and marketability.

The recent seismic events have shown that earthquakes have an immense destructive power. Chile was hit in February 2010 with a seismic intensity of 8.8 on the Richter scale, and had loss of about 700 killed persons, while Haiti was hit in January 2010 with 7.0 killing about 220?000 people. The event in Haiti showed that the seismic events can lead to a disaster if no preventive measures are taken. On the other side, the seismic event in Chile has hit a well-prepared country with moderate consequences. The earthquake with 6.6 Richter in Japan in March 2011, have further shown how severe the consequences can be if critical equipment is involved. Fortunately, the equipment in a mine has not the potential hazard as a nuclear power plant. Anyway, we are diligent and it is obvious that the seismic risk may lead to a real disaster even if the probability is small. The GMD is an important component in the grinding circuit of a mine. This paper maps out earthquake-prone areas including expected earthquake magnitude calculated according to relevant standards, focusing mainly on the building code IBC 2009. An overview is provided on how this standard is applied to mining equipment to minimize damage and aid large mills in operation to successfully withstand seismic effects. The differences in stresses and forces on the GMD and foundation are shown based on a turning and stopped mill simulation during an earthquake. The results demonstrate the need to maintain active and operating earthquake detection systems. Aside from detecting an earthquake?s magnitude, the sensor information can also be used to reduce the harmful effects that an earthquake has on mining equipment. As follows the earthquake requirements are defined. The last part of this paper explains how to fullfill these requirements.

Russia hangs, as usual, like a cloud, dark and silent, upon the horizon. It is a solemn moment. Of our troubles, no man can see the end." By now you, no doubt, are asking, 'Where did Murray get this bit of philosophy?' Well, I obtained it from an editorial entitled. "The Worst of Times", which was published in the Harper's Magazine in 1847. That's right, 1847! The parallelism between the situation in our country at this time and in 1847 is un- canny. But wait, there is one major exception the size of government. To my knowledge, the citizens of 1847 were not stifled by the extreme governmental excesses that we are experiencing today.

Introduction The mining industry has long been associated with a high incidence of low back disorders and pain (Klein et al. 1984, Leigh and Sheetz 1989, Brinckmann et al. 1998). It is believed that the higher incidence of these injuries among miners is the result of high exposures to postural demands, heavy manual work, and exposure to whole-body vibration (WBV). Recent work has indicated that miners involved with heavy lifting (especially in restricted spaces or on uneven ground) or who have been exposed to whole-body vibration in undamped seats experience noticeable changes in their spines that are consistent with degeneration of the intervetebral discs of the spine (Brinckmann et al. 1998). As will be described shortly, there is mounting evidence that disc degeneration plays a large role in the development of low back pain, particularly chronic back pain. Until fairly recently, medical doctors generally assumed that back pain was the result of muscle strain, ligament pain, or so-called “trigger points” (Bogduk, 1997). However, research supporting these mechanisms of pain has been very scant. When subjected to scientific scrutiny, none of these mechanisms has been shown to relate to back pain in a convincing manner. On the other hand, there are three mechanisms that have been shown to be highly associated with back pain in controlled scientific studies: sacroiliac pain (present in 13% of back pain sufferers) (Maigne et al. 1996), facet joint pain (present in 15 % of back pain sufferers) (Schwarzer et al 1994), and disc disruption and degeneration (present in 39% of chronic back pain sufferers) (Moneta et al. 1994). The latter mechanism, which bears the highest relationship to back pain that has been objectively demonstrated, will be the focus of this section. Scientists now believe they have a good idea how back pain may develop in cases involving disc disruption and degeneration (Bogduk 1997). As the spine experiences loading during lifting tasks or whole body vibration, the first structure to fail is called the vertebral endplate, which is a structure that attaches the disc of the spine to the vertebral body (Figure 1). The endplate typically experiences a fracture, which the body will attempt to heal by means of scar tissue. Unfortunately, this scar tissue impedes the flow of nutrition to the disc itself (discs are dependent on nutrition from the vertebral bones), and if the supply is reduced sufficiently, the disc will start to degenerate. As this degeneration process proceeds, fissures or tears in the fibers of the disc start to develop. If any of these tears is a grade 3 fissure (Figure 2), an inflammatory response occurs in the disc, which will lead to the well-known sensation of low back pain (Peng 2006).

"Earth provides natural resources, such as fossil fuels and minerals that are vital for human life. As the global demand grows, especially for strategic minerals, commodity prices rapidly rise. Thus there is an identifiable risk of increasing supply shortage for minerals. Hence a major element in a long-term economic strategy must be, to ensure security of supply for these strategic minerals. In this rapidly changing global economic landscape, deep sea mining has gone from a distant possibility to a likely reality within just a decade.Although deep sea minerals extraction was investigated in the 1970’s, it was abandoned because of changing commodity economics, advances in on-land exploration techniques, growing concern on environmental impact, and political and legal aspects with regard to ownership issues. The developmental data from those days, if still available, are not adequate to allow engineering and building of an integral system for extraction of deep sea minerals without additional R&D work. Thus, deep sea mining is yet to attain a Technology Readiness Level (TRL) sufficient to successfully undertake deep sea mining operations, from resource discovery to resource assessment and to resource exploitation [Blue Mining, 2014]."
