The Mine Health and Safety Act No. 29 of 1996, as amended, embeds an occupational health and safety management system that facilitates communication between representatives of the state, capital, and labour. In underground mines, two communication loops between these role players serve to separate the production chain of command from the political tripartite relations. Worker-elected health and safety representatives are involved in both communication loops, but are severely constrained in escalating their occupational health and safety concerns to the legalpolitical level. This has a direct bearing on the exercise of the Right to Refuse Dangerous Work (RRDW). As previously reported, health and safety representatives were found to primarily consult their production supervisors in preference to their trade-union representatives. This follow-up article presents production supervisor perspectives on the RRDW. The study demonstrates how, for mineworkers, the two distinct communication subsystems constrain, rather than facilitate, implementation of the RRDW.

The current global economic climate has adversely affected the resources industry in general. For the gold mining industry, even though the gold price has been stable as compared to other resources, there is still a need to cut costs even further in order to be profitable and sustainable. Of all the costs that are associated with mining, comminution of ore accounts for the majority. Comminution costs constitute mainly electricity, grinding balls and liners. Of these three components, grinding balls form the major portion of the consumable costs, and can be as high as 40%?45% of the total. As a result, proper grinding ball selection is a key consideration towards reducing mining costs. This paper discusses quality control procedures that can be conducted in order to select the best grinding balls for a particular application. The target in grinding circuit operation is usually to maximise the throughput and energy efficiency while keeping the product particle size on an optimal level for downstream operations. Furthermore, feed ore variations in size and hardness need to be compensated in order to stabilise the process. This is a challenging task for any circuit and requires good instrumentation, combined with careful control design. This study investigates the control of a two-stage iron ore grinding circuit with an AG and pebble mill at LKAB Kiruna KA3 concentrator in northern Sweden. A new control approach based on multivariable model predictive control (MPC) is designed, implemented and evaluated for the circuit. Additionally, advanced instrumentation including a volumetric charge measurement for grinding mills is utilised. The MPC control approach starts with step tests that are used to model the effect of manipulated variables (MVs) like feed rate, water addition and primary mill speed on controlled variables (CVs) such as final product particle size, power consumption and volumetric charge of the mills. In the control implementation phase, the models are then utilissed together with current process measurements and known operating limits to predict optimal future changes for the manipulated variables in order to reach the desired process output values. Several longwall faces in India have collapsed due to adverse geological conditions and/or inadequate capacity of powered supports. Thus it is imperative to access the capacity of a powered support and its interaction at longwall faces of varying geomining conditions in advance with lots of confidence. To achieve this, an index has been developed to ascertain the front leg pressure (FLP) of chock-shield support and roof-to-floor convergence (RFC) at longwall faces. The index called ?Longwall Face Stability Index? (LFSI) has been developed using statistics and Finite Element Modelling (FEM). The front leg pressure (FLP) and roof-to-floor convergence (RFC) predicted from the LFSI are validated with the field monitored data from two longwall panels. In this study, an attempt is also made to incorporate various geomining conditions into the finite element models typical of longwall mining practice. The index has taken into account the wide variations of geomining parameters like thickness, young?s modulus and friction angle of main roof (small, large), coal type (soft, hard), powered support capacity, and depth of coal seam. Thus, LFSI can be thought of as an index representing combined effect of roof type, geomining conditions and powered support capacity.

The selection of an underground mining method stems from a multivariate analysis that considers geomechanical, geological, economic, and operational parameters. Even after identifying the most compatible method, there is no assurance that the mining company will achieve the best performance. The geological complexity of some deposits requires adaptations of methods described in the literature to obtain more selectivity and reduce mining waste. There are some studies on geometry of underground structures, but a methodology that describes an adaptation of a room-and-pillar mining method for ore bodies with down-dip varying from 20° to 25° is novel. The present work aimed to reduce dilution by adapting the traditional room-and-pillar mining method (TRP) to inclined ore boLittle attention has been paid to the rehabilitation of derelict and ownerless mines in South Africa after their lifespan. This paper aims to explore management gaps in legislation that have resulted in the non-rehabilitation of derelict and ownerless mines in South Africa. There is growing evidence that supports the distressing effects of mining on people living around these mines in the North West Province. This paper was motivated by the current socio-economic status quo of old mining towns, the influx of illegal miners (Zama Zamas), severe environmental damages, and the violence associated with derelict mines. Underpinning this research was an ecosystem approach and integrated resources management principles, which formed the foundation for the decision-making process.The researcher used a mixed-method approach and employed convergent techniques. A semi-structured instrument was used to collect data from 200 respondents. The results indicated that there is a dire need for community-based consultative processes, and an absence of clear guidelines for derelict and ownerless mines to pressure mine management to adhere to rehabilitation standards. Moreover, the mining charter is ambiguous regarding policy implementation, budgetary allocation, and duration of the rehabilitation of these mines. The paper concluded that management challenges associated with derelict mines can be reduced if all stakeholders follow the guidelines as outlined in the environmental legislative framework (NEMA) of South Africa while being open to innovations in line with international best practices. It also contributes towards the development of guidelines for the management and implementation of legislation related to derelict and ownerless mines in South Africa from a philosophical, theoretical, and policy perspectivedies. This new method is entitled short-hole room-and-pillar (SHRP). The equations that measure the dilution are defined according to the geometry of stopes and openings. The results comprise comparative analyses of the operational and planned dilutions to measure the performance of the SHRP method. The average operating dilution of the SHRP method was more than five times lower than the planned dilution according to the TRP method. Low operational dilution indicates high selectivity of the method and its potential to reduce underground mining tailings.

"Syngas from Africary’s Theunissen underground coal gasification (UCG) project will be used for power production and synthesis of liquid fuels and commodity chemicals. However, some of the coal components, especially condensable water, oils, tars, inorganic trace elements, and a small fraction of fly ash and particulate matter, make their way to the surface via the production well and can cause adverse impacts on downstream processes. Africary’s standard design incorporates a cold gas clean-up system that relies on relatively mature techniques based on highly effective wet scrubbers and acid gas removal (AGR) systems such as Rectisol®, but with the downside of low energy efficiency and waste water generation. In this paper, novel technologies for removing contaminants and species separation from the hot (T > 300°C) raw syngas are compared. Comparisons are made between supersonic gas separation (SGS), Ranque–Hilsch vortex tube (RHVT), vortex gradient separation (VGS), and inertia vacuum filtering (IVF), and a vortex-based gas separation concept is proposed for UCG applications. IntroductionImpurities in gasification feedstock (coal, biomass, waste, etc.), especially sulphur, nitrogen, chlorine, and inorganic mineral matter, often end up in the syngas and can cause adverse impacts on downstream processes. Some available warm gas cleaning technologies include traditional particulate removal devices such as cyclones, candle filters, membranes, and molecular sieves. The warm gas desulphurization process technology developed by RTI LLC (2018) requires hot syngas to remove sulphur and has become commercially ready. Many other hot gas cleanup systems are still under development, given the technical difficulties caused by extreme environmental and operating conditions."

More than twenty years ago Sasol, ISCOR, and some parastatals played a major role in ensuring that South Africa had sufficient technical skills. When the economy became tight and business and government were pressurized to decrease costs, the first budgets that were reduced were the training budgets. It seemed to be too expensive and too time-consuming to train apprentices. According to Stacey2, this is a major strategic issue facing the mining industry in South Africa. Two factors added to the shortage of skills challenge: ? Skills erosion and job losses ? Artisans ? currently the economy produces 5 000 but the need is 12 500 ? Level of mechanization in South Africa less than 10 per cent ? Average age of operators and artisans is 50 ? Greater awareness of occupational health effects of hand-held drilling. ? Workplace challenges ? The impact of HIV/AIDS and other employee wellness issues ? Changes and challenges in workplace environment i.e. the mining industry.

The increasing availability of tools on the web provides a great opportunity for the research community to boost investigation by accessing computational resources from all over the world. For example, data analytics libraries implemented in languages like Python can be accessed through many open and commercial platforms, therefore providing researchers with a common set of tools or shared datasets. Unfortunately, that is not the case with research in resource assessment and mine planning, where the most standardised tools are commercial applications designed to work on the desktop, but there are not many standard platforms for research. As a result, researchers from different groups often need to start from scratch in order to develop their work, and rarely share implementations details. Similarly, apart from a few publicly available examples, there is a lack of common datasets that are validated and can be used to compare results between different approaches. In this paper, we introduce a platform that provides tools for resource assessment and mine planning, which can be accessed remotely utilising Jupyter Notebooks. In its current version, the platform provides (i) definition and implementation of basic structures for managing samples and models (loading, saving, adding or removing columns, etc.), (ii) definition of experimental and modelled variograms for spatial continuity analysis, (iii) definition of standard interpolation methods in resource evaluation (inverse distance and kriging), (iv) definition of standard problems in mine planning (ultimate pit and precedence constrained production scheduling), (v) generation of 2D standard graphs like grade distribution, conditional means, tonnage-grade, and production plans (vi) a set of datasets, which can be used for case studies, and (vii) a set of notebooks with examples and documentation. In this paper, we introduce the platform and show some examples that illustrate some of the possibilities that it has for research and education in the area of resource assessment and mine planning.

Large-scale variability in process plants and process control can be identified and controlled through disaggregating the overall variability in a process stream. Conventional statistics and Statistical Process Control (SPC) fail to address the concept of stream heterogeneity, therefore fail to identify and distinguish between the various sources of variability in a process stream. A modified set of 445 data from a process plant is used as an example to explain the benefits of variography in process control. Large-scale variability, usually in the form of product composition cycles and chemical cyclic variations may be manifest throughout a sampling system or a process plant, but this type of variability is most easily discernable in one-dimensional process streams. The Moving Average is a powerful tool for identifying large and small scale variability and cyclical behaviour in process streams, while the variogram is a custom built tool that allows the components of variability to be identified and resolved. The positions in the variogram at which the different variance can be read and the nomenclature of these types of variability is described. The transfer of variances converted to standard deviations to the Control Charts, allows an operator to appreciate the appropriateness of Upper and Lower control and specification limits. The overall contribution of the various sources of variability is represented in a pie diagram.

Ongoing development work on ultra-fine grinding for various applications at the Group?s concentrators has been conducted by Anglo Platinum over the last few years. Current potential applications for mainstream grinding and concentrate grinding are the subject of a group-wide research and development programme. The first 10 000-litre 2.6 MW IsaMill was jointly developed by Anglo Platinum, Xstrata Technology and Netszch for installation at the Western Limb Tailings Re-treatment project in Rustenburg, South Africa. The unit was commissioned in late 2003/early 2004, and has operated in an intermediate concentrate regrind application successfully since. This paper describes the operational performance to date, as compared with the original duty specifications and objectives. The first mainstream M10 000 IsaMill with a 3 MW drive will be operational in November2006 at the Potgietersrus Platinum (PPL) ?Platreef? Sandsloot Concentrator in South Africa?s Limpopo Province. This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

Sedimentary and igneous rocks are the two primary sources of phosphate that are mined and beneficiated to fertilizer. During the beneficiation process, phosphate is lost into the tailings. We investigated phosphate concentrations in tailings dumps at Minjingu mine, Tanzania using energy-dispersive X-ray fluorescence spectrometry to quantify the chemical compositions. The phosphate content in the tailings varied from 12.91% phosphorus pentoxide (P2O5) in Tailings 2 to 19.61% in Tailings Dump 1. The naturally occurring phosphate concentration in rocks ranges from 3% to 35%, and phosphate tailings from various locations with P2O5 concentrations as low as 6.46-12.65% have been beneficiated to commercial fertilizer. Our investigation revealed that phosphate concentrations in Minjingu tailings may be sufficient to be recovered for commercial applications. Suitable recovery methods are discussed, and we recommend that beneficiation should be performed to minimize the loss of phosphate into tailings. Further research is needed to identify the optimal beneficiation methodology.

"The probability of survival of coal pillars is a more rational indicator of stability than the safety factor. Over time, pillars undergo reduction in size by progressive scaling of the sidewalls. The probability of survival is therefore not constant but reduces over time. The rate of scaling can be quantified, and the reduction of the probability of survival as a function of time can therefore also be quantified. The paper describes the link between the factor of safety, probability of survival, and reduction of the probability of survival. Using the safety factor, probability of survival, and the time at which the probability of survival will reduce to 50% is proposed as a more rational method of evaluating pillar stability than the safety factor alone.IntroductionCoal pillar strength has long been the subject of research in South Africa and several other coal-producing countries. However, it began receiving serious attention only after the Coalbrook disaster in 1960. The most important outcomes of the initial investigations were the groundbreaking research by Salamon and Munro (1967) that resulted in the well-known power formula for pillar strength, and the work by Bieniawski (1969) that resulted in a linear formula for strength. The former approach was based on empirical back-analysis of failed and stable pillar cases, and the latter on in situ strength tests on large specimens.The Salamon and Munro (1967) formula has been widely used in South Africa and even adapted for application to hard rock pillars by researchers such as Hedley and Grant (1972).At the time of the initial work by Salamon and Munro, there were only 27 failed pillar cases suitable for analysis. It was not possible at the time to determine site- or seam-specific strength, and the result was a general formula for use in all seams in all mining districts. Since that time pillars have continued to fail and the database continued to grow – as of 2013, there were 85 cases in the database. Using the additional data, there have been a number of re-evaluations of the strength formula and it has also become possible to differentiate between the different mining seams and areas."

Cemented backfilling has enabled underground hard rock mines to extract orebodies more safely with improved ore recovery. It is important to estimate the minimum required strength parameters for a backfill mix by optimizing the binder percentage to enable cost-effective and safe stoping operations. We conducted three-dimensional numerical modelling to study the effect of various stoping parameters on the stability of a free-standing backfill wall. A Mohr-Coulomb material model was used for the backfill material and the rock-fill interface. A strength reduction technique, excluding friction angle, was employed to arrive at a minimum stable strength value for the backfill. For a given combination of strength values, the stability state of the backfill wall could be demarcated using a displacement and yield zone tracking method. The numerical modelling results are compared to some earlier theoretical models. From the simulations, a predictive equation is developed to predict the required strength parameters for a backfill mix to ensure a stable free-standing wall. Examples are given of the successful use of the predictive equation at some underground hard rock mine sites in India.

Mud houses are common structures in most South African rural homes closer to the mining operations. Fulltime dwellers in these properties are often the elderly. The mine codes of practice and the South African legislative instruments attempt to define the damage criteria to limit the effect of the blast-induced noise and ground vibrations to different structures. All these assessment criteria are based on the peak particle velocity and noise generated during blasting. The South African safe limit criterion that was adopted was initially derived from the international standards, which were then used as a local guideline. This paper evaluates the currently adopted safe limit criteria used in South Africa for a mud house, currently rated at 6 mm per second and 120 decibels to134 decibels, for blast-induced seismicity and noise, respectively. Further, a study was performed on a residential house near a coal mine (5.26 km) based in Mpumalanga following numerous complaints by the owner, launched at the mine and to the Department of Minerals and Petroleum Resources. The aim of the study was to measure the magnitude of blast-induced triggers experienced at the aggrieved homestead and to establish if there is a likelihood that an irritation or damage may be caused by these triggers. The seismometer was installed at about 2 m from the mudhouse, from 1 July 2022 to 31 of July 2022. Five blast-induced triggers were recorded during the period showing an average of 0.09 mm/s and 121 decibels for blast-induced seismicity and noise, respectively. The results obtained indicated a maximum seismicity of 0.15 mm/s. This seismicity was below the perceptible vibrations obtained from daily home activities such as walking, jumping, and door slamming, which produce 0.8 mm/s, 7.1 mm/s, and 12.7 mm/s, respectively. Seismicity was therefore not likely to have caused any annoyance and or damage. For noise, the results indicated a maximum of 123 decibels and an average of 121 decibels from five events recorded. A literature review suggests that slight damage may occur when airblast frequencies match the natural frequencies of structures at 120 decibels. Based on these results, it can be concluded, therefore, that the noise, rather than seismicity, is more likely to be the cause of damage to the structure assessed. For improvement, a new approach is proposed based on relating the safe limits to the structural and human response.

Methods of research and control of the intensity of gas inflow to undersoil layers, after the mines were abandoned are presented in the paper. Gas migration causes them to penetrate to lower storeys of buildings and earthen structures being a menace to people's health and life. The results of measurements of gas concentration in undersoil layers, gas emission to atmosphere and their accumulation in buildings on the territory of closed down mines are presented.

Blaine number has long been used to evaluate the pelletising ability of iron concentrate in the industry. Much information and practical data are available about the effect of Blaine number on pelletising efficiency of different concentrate types. But not many researchers have focused on the effect of Blaine increasing method on pelletising behaviour of coarse concentrates. In this paper the effect of two different grinding methods (i.e. HPGR and Ball Mill) on physicochemical properties of coarse magnetic concentrate green and fired pellets were investigated. Microstructural studies by Field Emission Scanning Electron Microscope (FESEM) showed that the concentrate for which the Blaine number had been increased through HPGR grinding, has flake-like morphology. In contrast, increasing the Blaine number through ball mill grinding results in more granular particles. Two samples were prepared using HPGR and ball mill. The Blaine number of the HPGR product and ball mill product were 900 cm2.gr-1 and 1200 cm2.gr-1 respectively. The results revealed that pellet properties of this HPGR product are comparable to that of the ball mill product; this is due to the fact that the flake-like morphology leads to enhanced pelletising performance of coarse magnetite concentrates.
