Sustainability is one of those fuzzy words like innovation: everybody has an idea what it means, but if one starts asking for concise definitions then it becomes clear that everybody puts their own nuance on the meaning of these words. It’s not because these are difficult words per se, but rather because our understanding of them is highly dependent on the environment we work, live and play in. To remove any ambiguity and aligned with the risks that are faced by the human population today, the definition for sustainability that will apply for this paper is: generating value in the short term without destroying value in the long term.CITATION:Scholtz, P, 2018. Increasing attention is being focused by regulators and industry on the residual environmental liabilities associated with mining projects following site relinquishment (termed surrender in Queensland). Even sites that have been rehabilitated to a high standard and to the satisfaction of the regulator are not completely risk free and may require some degree of ongoing management. As well as ongoing monitoring and maintenance costs, considerations should include how costs associated with potential risk event occurrence can be quantified and, if considered material, how provisioning should be undertaken to minimise the risk to the state and to taxpayers. In Queensland for example, once a resource site is fully rehabilitated and meets its environmental authority conditions or rehabilitation completion criteria, the tenure and environmental authority can be surrendered. During the surrender process any ‘residual risks’ resulting from the use of the site for the resource activity must be considered, and, if requested, a payment given to the government to cover any ongoing management and risk costs. Accent Environmental, in conjunction with Lane Associates, was engaged by the Queensland Government as part of the government’s financial assurance framework reforms to develop an innovative, ‘one-size fits most’ Residual Risk Calculator for the Queensland resources industry. The calculator is an Excel-based tool that uses detailed user inputs to estimate post-surrender management requirements and liability at resource sites. If residual environmental risks associated with rehabilitated mine sites can be identified, quantified and managed through pragmatic regulatory tools and effective provisioning, site relinquishment/surrender can be achieved without compromising environmental and social outcomes or exposing the state to unreasonable financial risk. The effective management of residual risk can also help facilitate operations as well as relinquishment/surrender of sites where a ‘walkaway’ solution may not be otherwise technically feasible.

Through the stress synthesis of many exanples of macrostructure from eastern to western parts of China, it can be concluded that in Chinese tectonics there are two push- twisting forces, one of which ("Rl", from SE to NW) came from the Pacific Ocean plate thrusting over the Chinese continent plate in the eastern part of China; the other ("R2", from SW to NE) resulted from the thrusting of the India plate. The meeting line could be situated along the belt from 104¦-106¦E longitude in the middle part of China. To the south of Qinling the meeting line was an abyssal and giant fault situated from Longmen to the Er Inland Sea where the Tibet-Gansi fold system was intersqueezed to the Sidluan platform; to the north of Qinling, situated on the Fengxiang subsidence of the Eerduosi basin, the meeting line was located about 105¦E in Mongolia and appeared in the form of an arcuate structure, i.e. the Mongolia arcuate structure, which could extend to Beijiaer Lake towards the north. A new special type of structure named rotation-apart structure occurred from Gansu, Qinghai province to Ningxia, Neimeng autonomous region, in the west of Shandong province and in the western part of Chaidamu Basin.

The Far Fanning gold deposit is situated 60 kilometres south-west of Townsville (Fig. 1). Previous recorded production is 3756 tonnes returning about 1600 ounces of gold. This has been taken from surface and shallow underground workings- scattered over the strike length of the deposit of 1700 metres. The main production period was from 1895 to 1908.Previous exploration involving extensive trenching and sampling has been: carried out intermittently. since the 1930's, by Gold Mines of Australia (1932), Placer (1974), Anaconda (1975), Marathon (1980-8-1), Aberfoyle (1981-82), and The Northern Queensland Company (NQC) (1983-present).In 1980 Marathon undertook an extensive drilling programme to test the oxidised mineralisation. Over 200 percussion holes and- 7 diamond holes were drilled along traverse lines spaced 29 to 103 metres apart covering a strike length of around 1800 metres.

Traditional coal mining planning seldom considers key æsustainability factorsÆ such as: societal impacts in the area; jobs (both created and lost); dislocation of towns and residences; impact on neighbouring communities and individuals; infrastructure concerns; post-mining land use (except when limited by law or other factors); habitat disruption and reconstruction; long-term economic impacts in the community; and net long-term community benefit. This paper presents a systems engineering approach based on the premise that systems can only be optimised if all factors are considered at one time. In theory, coal mine designs can be optimised for return on investment, environmental protection and sustainability. Using this approach, the permitting process may be quicker and less costly, relationships with neighbours, communities, environmental groups may be improved, the mining industry may be seen as a positive for the short-term and long-term and the mining industry may increase profits. This paper discusses geographic information system (GIS) tools that may be used to incorporate ecological and other sustainable development concerns into models of coal mine sustainability performance. Along with coal production cost and value information obtained from past and present coal mining operations, GIS data are used to develop mathematical cost and equation models. By analysis of on-the-ground data, the parameters to be included in these models are identified, the relationships between these parameters quantified and the models developed. The paper also discusses the next phases of the work to be completed once the data is obtained and the models are adjusted and validated. At that time, site-specific information will be input into the models and the approach to mining a particular property evaluated and optimised for financial rate-of-return and other desired outcomes, such as preservation or enhancement of sustainability values. Finally, the paper will examine how this approach can be combined with traditional mining engineering considerations in order to develop an optimised mine plan for a specific mining property.

Hydraulic Monitor mining at Solid EnergyÆs Spring Creek Mine has proven to be a safe and effective method of extracting steeply dipping thick seams at production capabilities approaching one million tonnes per annum.   This paper traces the development of Hydraulic Monitor mining from its initial introduction into old workings at Strongman Mine, its refinement at Strongman 2 in shallow, thick and steep workings, through to its introduction into the deep, very thick seams at Spring Creek Mine. This last step of the progression came with all the added complications that come with depth, particularly flammable gas.   This paper will describe the various changes in mining conditions that dictated the performance of the monitor, how the mine layouts were changed to adapt, and the various operational systems that were put in place, to allow a safe and productive operation.

The original and most basic relationship between mining company and explosive supplier was a simple one of consumer and product supplier. The divide between the two was quite clear-cut with neither taking much interest in the activities of the other. The explosive supplier had little understanding or share in the outcome, efficient rock breakage and therefore impact on mining and milling. Likewise, the mining company did not encourage the improvement or development of products. The transactions were limited to product and funds. This environment does not encourage any form of knowledge sharing, trust or optimisation of the mining process.Conversely, there are now a variety of relationships to the point that the mining company may simply be an asset manager whereby all æoperationalÆ aspects are contracted out. For the drill and blast aspect this takes the form of a æRock-On-GroundÆ contract whereby the explosives company takes on design, drill, load and fire responsibilities and is paid a rate per volume of broken rock. This removes the majority of risk to the mining company derived from having to produce broken rock and guarantees the cost of a portion of the overall unit cost of mining. The onus is now on the explosives supplier to break rock to a specification as efficiently as possible.There exist a number of variations between the æbasic supplyÆ and æRock-On-GroundÆ. These contracts may also include value sharing to encourage the explosive supplier to optimise the mining operation to maximise profit.This paper looks at some of the drivers for the change in explosive supplierûconsumer relationships and examines the æprosÆ and æconsÆ of a few of the options.

Bauxite mining on Cape York Peninsula (CYP) commenced in the early 1960s in the region surrounding the town of Weipa. Rio Tinto Alcan (RTA) operates its bauxite mines on the homelands of 11 Indigenous Traditional Owner groups. The mining activity currently operates under three Aboriginal Agreements including an Indigenous Land Use Agreement – the Western Cape Communities Coexistence Agreement (WCCCA) – which provides RTA with access to the land in return for a range of benefits to the Traditional Owners, including employment, training, royalty payments and future relinquishment of the land (Klimenko and Evans, 2009). Despite reports of some ‘good progress’ in meeting the terms of the WCCCA (Klimenko and Evans, 2009, p 5), many of the region’s Traditional Owners remain dissatisfied. Two key areas of Indigenous community concern are the current premining management practices and the outcomes of post-mining landscape rehabilitation efforts.CITATION:Annandale, M G, Castelain, G and Meadows, J A, 2016. This paper reports the advances made during the development of underground mine fill technology from circa 1960 to the present and, in particular, indicates where increased input from process plant metallurgists û mainly milling, but also smelting û can contribute to further advances. Fill types pertinent to the discussion are partially deslimed, partially dewatered mill tailings fill (uncemented, cemented) and paste fill. Pertinent process plant includes hydrocyclones, thickeners, filters, elutriation tanks, holding tanks, mixing mills, pumps and pipes. Control instrumentation is a critical component of each of the process plant units. The impact of smelter practice on filling is not considered in this paper, except to note that some smelter slags are, or have the potential to be, active pozzolans and when ground to the specific surface area of Portland cement can act as partial Portland cement replacements, a factor of economic and operating significance when Portland cement supply lines are considerable and/or tenuous. The important role of process plant metallurgists has long been recognised, with Thomas, Nantel and Notley (1979) including them as one of the many categories of professionals with contributions to make. With the ever increasing sophistication of mine fill practice and its ever increasing acceptance as an essential component of the mining/ milling/waste disposal process, the scope for contributions by the modern breed of highly educated, specifically trained process plant metallurgists is becoming ever increasingly obvious.

Poorly judged or under-appreciated change plays a role in many major accidents. In particular, operational changes related to continuous improvement, maintenance and introduction of new technology can lead to unintended safety (and other) consequences. This paper provides an overview of the role of management of change in preventing unwanted impacts on safety, community relationships and the environment. It draws on a range of incidents covering mining, minerals processing, refining and smelting where inadequately assessed or ineffectively implemented change led to significant safety, environmental or community consequences. The paper will also highlight cases of well-managed complex change and the underlying model of decision-making in place to make those decisions. All these examples are drawn from Atturra’s experience in response to accidents or working with sites to improve their management systems. The paper will report on the challenges of applying conventional risk assessment approaches to complex or technically significant change. These typically result in either onerous and lengthy change procedures that are prone to workarounds or poor implementation. Conversely, ‘light touch’ or efficiency driven change processes present the risk of intended consequences by failing to bring appropriate expertise to bear in decision-making. Such balances can be resolved by considering the designation of ‘technical authority’ with appropriate expertise to consider the change and deconflict any production, cost or schedule trade-offs. Finally, the paper will reflect on the key components of management of change systems in the context of major accidents, highlighting good practice in how they are implemented. This will consider the integration of existing corporate processes, risk management and organisational structures into management of change systems, not just the content of change forms and procedures.

The HIsmelt technology was developed and proven in Western Australia (WA) after more than 30 years and several billion dollars of research and development. The HIsmelt technology was transferred to China and is now successfully operating at the Molong plant in Shandong Province, China using WA iron ore fines as the major feedstock. Several more plants are under construction in China, and the technology has been approved by the Chinese Government as an environmentally acceptable alternative to the blast furnace. The unique flexibility of the HIsmelt process offers multiple pathways to decarbonise the production of steel in the near future. These pathways include:  Use of sustainably grown biomass converted to Biochar to replace coal as the reductant.  Pre-reduction of iron ore fines using hydrogen or biomass to direct reduced iron (DRI) powder.  Capture of carbon dioxide from the HIsmelt off gas and geo-sequestration underground. These pathways are highly suitable for the Australian iron ore industry as they utilise:  The large areas of land and long growing season available in Australia for the production of large tonnages of sustainably grown biomass.  Coarse iron ore fines directly without the need for fine grinding and pelletising.  Existing oil, gas and other underground gas reservoirs to store carbon dioxide. The HIsmelt technology will allow Australia to transition from ‘Asia’s quarry’ to Asia’s supplier of low cost, low carbon and high quality metallics that are required to produce ‘green’ steel with net zero carbon dioxide emissions. In addition, HIsmelt pig iron can be converted locally into steel via electricarc or basic-oxygen steelmaking furnaces to supply all of Australia’s demand for green steel.

Open pit mining at Bingham Canyon commenced in 1904 and about two billion tonnes of ore have been extracted since then. There remain just under one billion tonnes of ore in the pit and this will be mined by 2015. Because the porphyry system extends below the ultimate pit limits, Kennecott Utah Copper Corporation initiated a study in 1997 to determine the viability of underground mining. The study was initiated at that time because the results were to be used to compare the economics of a further pit expansion to that of an underground mine. If a pit expansion was viable then overburden removal would have to start in the near future. This paper is a summary of the work that was carried out for the underground study. Block cave mining was determined to be the most appropriate method to mine the deposit. Two block cave areas have been planned with a total production rate of 72 500 tpd. Additional sources of ore will come from skarn orebodies that are associated with the porphyry deposit. The geology of the deposits is described together with the geotechnical techniques that were used to characterise the rock in the absence of more detailed data that are normally available. A general description of the mine plan is given along with the reasons for selecting the particular methodology used. The study was completed at the end of 1998 and demonstrated the viability of underground mining at Bingham Canyon. Funds have been approved for further drilling and technical studies, which will lead up to a feasibility study in 2004/5.

The Directional Drill Monitor (DDM) is an advanced instrument for real time in hole surveying. It was developed by Du Pont (Australia) to suit Australian gassy coal mining conditions. The instrument consists of three units: i. Down hole transmitter ii. Acoustic transducer iii. Data receiver processor unit (i.e. up hole unit). This paper describes the function of each unit in detail and highlights the importance of the DDM in long hole drilling efficiency. Surveying is carried out independent of hole depth. Each survey takes 2-3 minutes to complete, the frequency of surveying to control borehole trajectory is determined by the accuracy required for a particular hole.

Bow-tie analysis is a commonly used tool to identify and display risks that have the potential for an undesired hazardous event. The output of the analysis are bow-tie diagrams, which are an effective and versatile communication format that can be applied to any type of risk. Contrary to their simplicity, a proper bow-tie diagram that maintains its usefulness and clear communication is difficult to build. Over two decades assisting Major Hazard Facilities with bow-tie analysis for Safety Cases, several common mistakes have been identified. This paper aims to highlight those issues with examples and provide improvement strategies. A sample of the most common mistakes are: - overly complicated risk analysis - poorly scoped and defined terms - poor descriptions and justifications - identifying too many dependent controls. Overly complicated risk analysis leads to wasted time in obtaining data for little gain. The bow-tie diagram is only a model. Effort should be redirected into identifying and managing controls that will make a tangible difference to site risk. Broad scopes lead to enormous and confusing bow-tie diagrams for both the user and the workshop team. Defining the scope of the study, the consequence severity of interest and critical control characteristics creates focused workshops and targeted analysis. With more definitive scope, there may be more bow-tie diagrams, however, they are succinct and specific. Well described causes are imperative for clear communication to users, regulators and future bowtie review workshop groups. It is best to use common wording structures and explain the event stepby- step. Also, clearly document any likelihood calculations and use data references where applicable. Identifying all possible controls creates a false sense of security that there are many layers of protection. In reality, most controls are dependent on a single system or person and could all be compromised from a single failure. A definition of a ‘bow-tie’ control is required whereby it must be independent from other controls. Improving the bow-tie analysis process will assist operators in developing meaningful and ‘operational’ bow-tie diagrams to support risk management systems and practices.

The development of Mount Isa Mines Limited power supply is traced through the history of the mine operations. As would be expected, growth of the power supply system follows closely the increase in mine output, although it will be seen that total kWh. produced per ton milled shows a considerable reduction in later years when the mine output showed a more rapid rate of increase. That this reduction is not more marked is possibly due to the increased community and Shire Council power usage per head of population.INTRODUCTIONThe geographical position of Mount lsa, far from any large regional power supply Authority, dictated the policy that the Company be responsible for the production and suppiy of all power required for the plant operation. The Company also, in November 1937, accepted responsibility for the supply of a part of the power requirements of the township of Mount Isa. The history of power supply to the Mine may be divided into several phases.1. The supply Of lighting and power during the first plant construction period 1929-1931.2. The construction of the first section of the Mines Power Station, comprising Nos. 1 and 2 turbo alternators and boilers.3. The addition of No. 3 turbo alternator and boiler.4. The addition of No. 4 turbo alternator and boiler.5. The addition of No. 5 boiler.6. The addition of a. 2 turbo blowers for air supply to the Copper Smelter converters; b. 1 turbo blower for air supply to the L.ead Smelter; c. 2 turbo compressors for compressed air supply to the Mine and surface plant.

Project delivery in our current market is not as efficient as it could be. Industry at large (both client and consultant), is diligently following the engineer, procure, construct, manage (EPCM) or engineer, procure, construct (EPC) delivery models and not necessarily appreciating the underlying principles that make them the effective tools they were to start with. We often misinterpret project management with EPCM and end up with a literal and superficial interpretation instead of the disciplined risk reduction and business value capture exercise it is intended to be. One of these underlying principles is the project team as resource or commodity depending on which perspective we follow. Some of us understand this principle only too well and succumb to the temptation to take advantage of the imbalance in the understanding of EPCM by selling bodies and hours. Value and return on investment do not always come into the equation. The latecomers and aspirants are struggling with this as a barrier of entry into this lucrative market, since as we all know - people as commodity was becoming and still is a scarce resource. Clients are also waking up and asking why 1000 engineers on the floor are better than 100, when engineering design in all aspects of industry, new technology aside, is mature. Why is it that we start with a clean sheet of paper with every project or that neighbours in the same industry segment and location just happen to have completely unique conditions and circumstances that require totally original design (Local conditions aside)? The answers to this question appear when we explore the role of the project team and how it is structured. We will need to investigate team culture and levers for success. Then we will formulate a business case for a team to be able to follow traditional project management practices with EPCM delivery models but yet end up with an alternative look, feel and result. An outcome where more input is not necessarily better and the client and consultant both are aligned with success measured in dollars and a win-win outcome for both parties.

Oaky Creek Coal Pty Ltd. currently mines high quality coking coal from both underground and open cut operations at its Oaky Creek Mine. Coal is transported by rail to the Dalrymple Bay Coal Terminal south of Mackay and to the Gladstone Coal Terminal. Oaky No.1 Underground Mine, Open Cut and Highwall Mine have concentrated on seams from the German Creek Formation, one of the major productive coal measure formations in the Bowen Basin Coalfields. Characterisation of platinum-group element (PGE) deposits and their process products has many challenges for the process or applied mineralogist. It is now well established that the PGE distribution for such samples is variably divided between submicroscopic concentrations of PGE in sulfides, tellurides and related minerals occurring as discrete platinum-group minerals (PGM), of which there are a large number of species, many with partial replacement between the PGE and between anions. Each PGE deposit type requires a targeted approach but fundamentally, there are two general methodologies in vogue. One way is to make a large number of polished or polished thin sections for detailed scanning electron microscopy (SEM)/optical examination to determine the PGM distribution and their associations and grain sizes. The other is to make concentrates of representative crushed or processed samples, thus having fewer subsamples to examine. Our method of choice is to use hydroseparation (HS) for concentration. HS provides representative concentrates of sizes down to ~10 ¦m, not possible by other techniques. Various microbeam methods have been used for analysis of trace quantities of PGE (EPMA, micro-PIXE, SIMS and LAM-ICPMS). We prefer LAM-ICPMS (laser ablation microprobe û inductively coupled mass spectrometry) because of the relatively large analytical volume sampled, the ability to measure all the PGE, monitor up to 20 elements, together with detection levels in the tens to a few hundreds of ppb. We provide typical results derived in studies of stratiform PGE ores and tailings, and a massive Ni-Cu sulfide ore.

In 2001, the Springvale Coal Mine determined a requirement for a 360 m deep vertical airway to ventilate ongoing underground longwall mining operations. The project, referred to as the Springvale No 3 Ventilation Shaft, was completed in 2003 - 2004 by blind boring a 4.25 m diameter hole from the surface to the coal seam at 360 m depth. The shaft was completed with a 3.5 m inside diameter lining made from a continuous watertight steel and concrete composite pipe. Presented from both the clientÆs and the contractorÆs perspective, the following paper describes the process of constructing a blind bored ventilation shaft for this application. Beginning with the clientÆs definition of the requirements and specifications for the shaft, the paper describes the steps followed by Springvale Coal prior to awarding the contract. Springv aleÆs process involved a thorough site investigation including procurement of geotechnical data for prospective contractors and the management of issues relating to safety, quality and the environment. The clientÆs view is followed by a description of the planning and works performed by their nominated shaft drilling contractor, Ardent Underground Pty Ltd.The contractorÆs description of the works includes the details of the blind shaft drilling and lining construction process used for this application. The design of the shaft lining installed at Springvale Coal was the first of its type to be used in Australia. The successful installation of a watertight composite shaft lining and the safety of the method, which did not require any personnel to enter the shaft or the mine, were among the positive outcomes from the project.

Ore control systems at Ridgeway have been designed to deliver gold and copper metal production through focussing on the ore characteristics that impact on mine and mill performance and ultimately metal delivery. This is achieved using data collection and management systems which allow data to be collected digitally with æat captureÆ validation routines. This data forms the basis of forecasting systems which aim to accurately assess local in situ and drawn ore characteristics. Physical attributes of ore such as draw characteristics, brow conditions and visual grade estimation are rountinely recorded. Ore tracking and accounting systems monitor gold and copper grade, copper mineralogy, host lithology and ore sizing. These have material impacts on concentrator throughput and metal recovery. Routine reconcilation and check sampling allow calibration of these systems.
