These proceedings consist of papers presented at two Bureau of Mines Technology Transfer Seminars for the purpose of disseminating recent advances in mining technology related to coal mine fire and explosion prevention. Primary, although not exclusive, emphasis is placed on underground coal mining. The papers address research accomplishments ranging from methods for detecting mine fires to remote sealing systems for extinguishing coal mine fires. Each paper represents the current state-of-the-art in the respective research categories. Presentations include research occurring from both Bureau in-house and contract efforts.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. "This paper describes the recent pilot-plant work carried out on two alternative processes capable of producing an effluent containing less than 10 pCi/L total radium-226 activity and very close to 3 pCi/L dissolved radium-226. The processes incorporate coprecipitation of radium with barium sulphate by the addition of barium chloride in continuously stirred tank reactors followed by either chemical coagulation with ferric chloride, flocculation and clarification, or polymer-aided dual-media filtration. IntroductionUranium mines in Canada have practiced radium removal from tailings basin effluents since 1965. Treatment consists of addition of barium chloride to precipitate radium as barium- radium sulphate and provision of natural or constructed settling ponds for sedimentation. This process, however, has been identified as being deficient in that it allows particulate or suspended radium-226 releases which are higher than the regulated dissolved values». Also, the large size of some of the settling ponds is believed to represent a real limitation of the present technology because of inferred difficulty in recovery of barium-radium sulphate precipitates.The Federal Government Mining Task Force established a Radioactivity Sub-Group in 1974 to assist in the development of effluent regulations and guidelines for the uranium mining industry. Among the recommendations of the Sub-Group was the need to seek more effective methods of radium removal, including development of physical/chemical treatment systems as an alternative to settling ponds. In response to the SubGroup recommendations, a bench-scale study began in March 1976at the Wastewater Technology Centre (WTC) of Environment Canada . The results of this study indicated that coagulation and flocculation of the precipitate from barium chloride addition is a viable alternative to sedimentation in settling ponds(3). The bench work was expanded and accelerated in 1977, with financial assistance provided by the Atomic Energy Control Board. Subsequently, a research program with a larger scope was developed; this program is jointly managed and funded by government and industry, as shown in Table I.One of the goals of the joint program is to develop, at pilot scale, a physicalI chemical process to reduce the radium-226 content of uranium mining and milling effluents. Target radium-226 activities for treated tailings basin effluents were set: namely, 10 pCil L total and 3 pCil L dissolved radium 226. Extensive bench-scale and pilot-scale work was conducted through 1978 and 1979 and has culminated in the development of two physical/chemical processes. This paper describes work carried out at a pilot plant which led to the selection of the two physical I chemical processes for demonstration. In short-term tests, the processes produced effluents meeting the radium-226 target activities."

Every man-hour of work performed in and about the coal mines of the United States had a 2-percent heavier death load from accidents in 1938 than in 1937. This is an unorthodox way of stating that the death rate per million man-hours of exposure or employment was 2 percent higher in 1938 than in 1937, increasing from 1.74 to 1.78. Thus the average miner had a 2-percent greater chance of being killed in 1938 than he had in 1937. The average quantity of coal resulting from 1 man-hour of work increased 3.6 percent -from 0.615 ton in 1937 to 0.637 ton in 1938. The production of the average ton of coal was accompanied by a slightly smaller loss of life in 1938 than in 1937, the accident rate being 2.793 per million tons in 1938 compared with 2.833 in 1937.

Although, for about a half-century the percentage of coal production provided through strip mining has steadily increased, recent trends indicate that a peak in percentage (not tonnage) is being approached, principally because of the decline in economic adrantage enjoyed by strip mining compared to underground mining. Factors contributing to the decline are the decrease in the margin of advantage in manpower requirements held by strip mining; an increase in depth and volume of overhurden, requiring larger equipment and capital investment; increasing lack of reserve land blocks large enough to support extensive strip mining operations; more stringent legislation for reclamation of stripped land, with increasingly higher costs of such reclamation; and the increasing costs of land surface rights for strip mining. Already there has been a peak and suhsequent decline in relative importance of strip mining insome major Eastern coal-producing states; trends indicate that a peaking for the whole Eastern region is on the way. Although, in the West the pressures are less severe, they will, nevertheless, reduce to an increasing degree the advantage that strip mining has possessed. For about half a century, strip mining has been providing an ever-increasing share of total coal output in the United States, and in the past 30 years this share has grown from less than 8% to 33.7%, as shown in Fig. 1. Fig. 1 also shows that strip mining is gaining faster in the West than in the East. From 1961 to 1967, output from strip mines grew 63.6 million toqs, or 52.2%. Certainly there is nothing in such performance to indicate any peaking in the level of strip coal-mine production. But the fact is that, if not in actual tonnage, strip mining appears to be reaching its peak in relative importance, at least east of the Mississippi River. And the area east of the Mississippi provides 90.0% of the strip and 94.9% of the total coal production of the nation. The relative economic advantage which spurred strip mining's growth for a third of a century has been diminishing markedly in recent years. Fig. 2 shows evidence of this decline. From 1947 until 1961, strip tonnage output remained fairly stable, at the end of the period showing only a 12.5% decline. Meanwhile, underground coal production fell 44.5%. As the result of the greater decline in underground coal, strip coal in 1961 furnished 30.3% of the total coal produced, compared to only 22.1% in 1947. In the succeeding six years, however, underground coal output increased by 76.5 million tons, while strip output increased only 63.6 million. Further evidence of the strengthening of underground coal's relative position — or if you will, the weakening of strip coal's position — can be found in the major coal stripping states: Illinois, West Kentucky, Ohio, Pennsylvania, Indiana, and West Virginia, which in 1966 provided 80% of the nation's strip coal. Fig. 3 shows what has been happening in three states lying in the Appalachian field and in the total output of these three states. In the figure, the column height represents the output of coal mined by all methods. The number at the base of each column is the percentage mined by stripping. In Pennsylvania and Ohio, the percentage of strip mining increased between 1956 and 1961, but by 1966 had declined from the 1961 level. In West Virginia, a decline occurred during the first five years but was followed by a rise. In January 1968, Coal Age published an article listing the locations and capacities of new large mines in the planning and construction stages that would be operating by 1968-1971. The plans for West Virginia and Pennsylvania indicated all the new mines would be underground. Except to the extent they might replace existing under-

Other Federal agencies have been coming to the Bureau of Mines for help with the purchase and utilization of fuel, largely coal, almost since the day the Bureau was created in 1910. The requests covered a wide range of fuel-economy problems and included boiler-water treatment after it became apparent that water-formed deposits on heating surfaces acted as insulators, decreasing heat transfer and impairing fuel efficiency. Dr. Ralph E. Hall, a Bureau of Mines physical chemist determined the reactions that cause adhering scale to form in boilers (7)2 and went on to introduce scientific principles into water treatment for scale prevention (8). Widespread publicity of these achievements increased the requests for help from Federal steam-generating plants. Since no other Federal agency (even those which were more directly concerned with testing water) wanted to provide boiler-feedwater service, the Bureau decided to continue to give requested help to Federal agencies, Later, the Congress endorsed such agency cooperation as an economy measure,

The legal issues surrounding the regulation of subsidence are among the major concerns facing the underground mining industry today. Whether subsidence occurs almost immediately as a result of longwall mining or without warning as a result of room and pillar mining conducted years ago, the resulting disputes are highly controversial and typical of the disputes involving the competing interests of surface and mineral estate owners. Until recently, the law governing these disputes was firmly established under the common law. The passage of the Surface Mining Control and Reclamation Act 1, the utilization of new mining technologies, and the general heightened environmental awareness of our times, however, have interjected new issues into this area of the law. State and Federal court decisions and administrative agency interpretations have helped clarify some of the issues. However, as evidenced by the many recent lawsuits between operators, surface owners, and regulatory agencies, many uncertainties still exist.

At the 13th Conference on Ground Control in Mining, a paper was presented detailing a successful test in which a new truss system was utilized, in lieu of wood cribs, for tailgate support in the Pittsburgh seam (Stankus et al., 1994). Since that time, additional tests using this same truss system in the Pittsburgh and other seams are now complete. Also, several mines are now using trusses for full panel tailgate support with no cribs. Through an extensive instrumentation program, much data and new information has been gained from these tests and the full panel usage. From this data, not only have new concepts pertaining to tailgate support been developed, but also for headgate, pillar configuration, primary and supplemental support. In this paper, an update will be presented summarizing the results of these various tailgates.

In a laboratory study under acidic oxidising conditions, the thiocyanate system gave results at least as good as cyanide and considerably better than thiourea, with modest consumption of SCN (less than 1 kg/t ore). For both cyanide and thiocyanate lixiviants a residence time of about 24 h was required for maximum gold extraction, which was generally in the range of 92-96%. The adsorption of gold from thiocyanate leach liquors was found to be rapid, but activated carbon catalyses the autoreduction of ferric iron to ferrous iron in thiocyanate solutions, suggesting that ion exchange may be a better recovery route

Rock excavation in both surface and underground mining is largely accomplished using the drill and blast technique. At the perimeter of such excavations, cautious blasting procedures are often employed to minimize unwanted damage to the remaining rock. Of the several different techniques available, the use of explosive charges with a diameter smaller than the holes in which they are introduced (so-called decoupled charges) is the most common. In spite of the long and widespread use of the technique, a technically sound basis for relating the borehole wall pressure to the explosion pressure is still lacking. The Canadian Cordillera contains numerous classic porphyry deposits and several unusual subtypes, including the alkaline suite of porphyry Cu-Au deposits and the Tombstone magmatic suite and associated Au¦W deposits. The alkaline suite formed in collisional settings in island arcs whereas the Tombstone suite was emplaced in an active fold and thrust belt in a continental arc. In addition to different regional settings, these suites differ in the type of underlying basement, metallogeny, and the styles of mineralization. Both magmatic suites were emplaced over short intervals, probably in response to specific tectonic events. In the case of the alkaline suite, the tectonic event promoted magmatic processes suitable for the formation of porphyry Cu-Au deposits. The tectonic environment is less well constrained for the Tombstone suite, but the result was the formation of distinctive porphyry and intrusion-related Au¦W deposits.

The goal of this program was to produce a set of baseline health and safety training materials that could be used by the metal/nonmetal mining industry to reduce injuries and to comply with federal training requirements. The materials developed are arranged in a two level outline format. The first level provides the title, course goals, background and topical outline while the second level provides a detailed outline of the course content. Visuals, designed to portray miners in a positive, attractive fashion, were done in simple line drawing so they would reproduce for handouts without loss of quality. Each of the required units in the Baseline Guides have one or more self-checks. These are designed to be suggestive of evaluation techniques the users can develop for themselves. An instructors guide and a mining terms glossary are included. In a second phase the program developed performance based training guides for Annual Retraining and Experienced New Hires in the Underground Salt Industry.

Lime, soda ash and similar precipitants have been the industry standard for treatment of acid rock drainage (ARD) because of their proven ability and low per-gallon operational cost. However, these methods carry serious environmental drawbacks and high life-cycle costs. KEECO’s Silica Micro Encapsulation (SME) technology has all the positive characteristics of conventional ARD-treatment systems but none of the drawbacks. SME achieves highly effective treatment in a single step, provides options for ARD prevention and recovery of metals, requires lower capital expenditures, generates smaller volumes of higher-density sludge, consistently passes leach tests, and eliminates long-term liabilities associated with potential metal remobilization and hazardous waste landfilling.

The deposits were formed from low-temperature alteration of pyroclastic rocks. Properties investigated include their cation exchange capacity, swelling capacity, pH, rheological properties, the green and dry compressive strengths, shatter index, wet tensile strength, compactability and permeability. It was found that deposits with abundant opal-CT have poor physical properties. The rheological and swelling properties were found to be influenced by the bentonite grade (smectite content) and the degree of disaggregation of the smectite quasi-crystals. The only deposits of high grade which had good foundry properties were those with no opal-CT. Hydrothermal alteration was detrimental to the physical and chemical properties of bentonites in that it decreased the smectite content and the pH and changed the smectite layer charge and the lattice dimensions

The electrification of ammonium nitrate-fuel oil (AN-FO) blasting agents by pneumatic loaders is described and discussed. The consequences of the electrification are considered in light of the initiation requirements of electric blasting caps. It is recommended (1) that semiconductive loading tubing be utilized and (2) that the resistivity of the AN-FO be controlled; it is further recommended that the operator (3) test to assure continuity of the electric detonator legwire-bridgewire-legwire circuit prior to insertion of the cap into charge or borehole, (4) keep the legwires shunted but not otherwise connected to ground during loading of the blasting agent into the borehole, (5) assure that the borehole is discharged prior to hooking up the detonator leads, (6) assure that he is himself discharged prior to handling the detonator leads, and (7) assure that the blasting cap leads are never carried to the AN-FO loader. The basis and significance of these recommendations are explained.

"The Red Dog mine has increased mill throughput most years since start-up. Although flotation equipment has been added over the last 10 years, the Red Dog metallurgical performance has been restricted by a lack of adequate flotation capacity. Two reduced tonnage trials conducted in 1997 as well as numerous SAG relines have consistently indicated the potential to significantly increase both zinc concentrate recovery and grade with additional flotation capacity. Later in 1999, a new circuit was designed with increased flotation capacity while simplifying the current circuit, providing for three stages of dilution cleaning, and creating a retreat section. The purpose of the retreat section is to target the more complex particles and allow the chemical environment to be fine tuned for improved iron depression. In total, 21 Outokumpu OK50 (50 m3) mechanical flotation cells and four 3.66 mØ column cells were added to the current flotation circuit. The VIP (value improvement program) mill optimization project is also addressing thickening, water treatment, and power generation issues and has a total budget of US$105 M. Start-up of equipment was phased in to minimize the impact on current operations and the project was completed by the end of 2001. IntroductionRed Dog Operations started production in November 1989. The mine is located above the Arctic Circle in northwest Alaska. It is linked by an 80 km road to a port-site facility where the concentrate is stored. Concentrate is shipped to markets throughout the world during the one hundred days of open seas. As of January 2002, the Red Dog main pit had 38.4 Mt of reserves grading 19.2% Zn, 5.3% Pb, and 102 g/t Ag. Additional reserves and resources contribute an additional 72 Mt at 15.6% Zn, 4.2% Pb, and 78 g/t Ag. Red Dog is a Mississippian to Permian, black shale-hosted, zinc-lead-silver deposit located in the DeLong Mountains, western Brooks Range, Alaska. All the rocks associated with the mineralizing event are considered to be part of the exhalite rock package. Silicification was a dominant component of the mineralizing event and the host shale has been silicified and locally resembles a chert. The major sulphides in decreasing order of abundance are sphalerite, pyrite, marcasite and galena. Most of the deposit’s silver occurs within the crystal structure of the galena. The dominant ore mineral, sphalerite, is very fine grained to amorphous and is commonly intergrown with silica. Ore textures are massive, fragmental, chaotic, veined and rarely show classic sulphide sedimentary layering. The upper portion of the orebody has been physically and chemically weathered. Oxidation has altered the sulphides to sulphates. The zinc and iron sulphates are very soluble and are readily depleted from the weathered cap, while the lead sulphate is residual and is, therefore, enriched."

THE TREND towards larger quantities of waste in materials handled at metal and nonmetal mines (excluding fuels) continued. A gain of 10 percent from 1962 in the tonnage of waste removed in mineral operations reflects the kind of technological problems being encountered. Technology has a major role in the mineral industry in the task of supplying raw materials obtained from resources occurring beneath the surface of the earth and used in manufacturing commodities essential to modern living. Changes in technology are often brought about by such factors as variations in economic conditions, differences in physical properties of raw material and changes in mineralogical compositions of ore. Mining is usually begun on the richest and most accessible of known deposits, and when these are exhausted, is continued with leaner ores or with less accessible deposits that are either lying at greater depths or are more remote from markets. The increasing difficulties of extraction and depletion of reserves are offset by improvements in extraction technology, improved transportation, and exploration for new deposits. Although depletion has prevailed at many individual mines and in many districts, technology has been the means of providing for increasing demands of an expanding economy with adequate supplies of minerals despite either the changing character or decreasing grade of certain ores. This has been accomplished by various methods applicable to minerals. Among the implements of technology are utilization of lower grade or more complex refractory ores by mass mining, concentration, processing, recovery of byproducts, and mechanization. Better methods to find concealed deposits or to penetrate to greater depths also have been helpful in maintaining a supply of particular minerals.

The use of spiral separators for the beneficiation of fine coal typically in the size range - 2+0.lmm is now well established process technology. Developments during the mid 1980's resulted in the production of cost effective, efficient large diameter coal spiral separators. Recent developments and research have been geared to optimise metallurgical performance, materials handling and equipment geometry of large diameter coal spiral separators.

A review is presented of developments in mill liners to improve performance in terms of wear, impact, as well as mill grind and throughput. These developments are in response to the growth in size of SAG mills and the use of larger ball loadings and ball sizes in modern SAG milling practice. Shell liner developments include specific mechanical design features such as special bolting, directed metal flow to prolong liner life and a focus on the process aspects of the mills to provide more effective grinding motion with reduced wasteful ball-on-liner impacts. Grate design developments aim to provide high throughput of material, especially in the larger size fractions, while providing good impact and wear life. Curved pulp lifters are designed to ensure, at high mill speeds, complete discharge of coarse solids from the mill.

This paper describes the location and general features of the ?Red Bed? or sandstone copper deposits in southeastern Colorado and New Mexico. Most of the areas containing this type of deposit were visited, and many deposits were examined. Some deposits were not visited because of lack of information as to their location. In the large area covered a great variety of climatic, geographic, and topographic conditions exists. Some of the deposits are in arid areas, whereas others are in heavily forested regions. Altitudes range from 3,400 to 9,200 feet, and the terrain varies from flat plains to rugged mountains. Transportation is a difficult problem in most of the districts, involving long truck hauls to a railroad and long rail hauls to a smelter.
